The aim of this analysis is to draw conclusions from the consideration of the transformation of Polish economy from a command to a market driven one on the basis of results from innovation theory. As the starting point it is assumed that welfare is related to market economy with a considerable number of private and privatised companies. It will be further explained that these companies have to be innovative so as to be successful. The most visible innovation is related to the introduction of marketing units in companies. This, however, implies coping with two generic types of marketing conflicts. The first one is the structural marketing conflict: it results from the internal conflicting objectives. The second one is the marketing implementation problem: it results from the resistance attitudes. The model describing structural conflicts is presented in the paper. It is explained hope the model allows the use of existing computer software to support managers.

Opis:
The Analytical Hierarchy Process (AHP) and PROMETHEE have gained increasing attention in the field of construction management as techniques for the analysis of complex situations and as decision support for decision makers. However, these two methods in themselves or their potential applications to problems of construction management are not sufficiently defined in the existing literature. The environment of group decision-making bring even more challenges. This paper consolidates and critically discusses the current knowledge on the application of AHP and PROMETHEE methods in the light of the specifics of the construction industry. A systematic literature review was used to select the contributions indexed in the databases Scopus and Web of Science. The findings indicate that the studies deal with broad topics and different aspects in different phases of civil engineering projects. This paper provides a useful reference work for researchers and practitioners interested in the application of AHP and PROMEETHEE as tools for group decision-making in civil engineering.

Cel – Celem pracy jest przedstawienie nowego podejścia do rankingu wariantów decyzyjnych z danymi przedziałowymi dla grupowego podejmowania decyzji, wykorzystującego metodę TOPSIS. Metodologia badania – W proponowanym podejściu, wszystkie pojedyncze oceny decydentów są brane pod uwagę w wyznaczaniu końcowych ocen wariantów decyzyjnych oraz ich rankingu. Kluczowym jego elementem jest przekształcenie macierzy decyzyjnych dostarczonych przez decydentów, w macierze wariantów decyzyjnych. Wynik – Nowe podejście do grupowego podejmowania decyzji wykorzystujące metodę TOPSIS. Oryginalność/wartość – Proponowane podejście jest nowatorskie oraz łatwe w użyciu.
Goal – The purpose of the paper is to present a new approach to the ranking of alternatives with interval data for group decision making using the TOPSIS method. Research methodology – In the proposed approach, all individual assessments of decision makers are taken into account in determining the final assessments of alternatives and their ranking. The key stage of the proposed approach is the transformation of the decision matrices provided by the decision makers into a matrices of alternatives. Score – A new approach for group decision making using the TOPSIS method. Originality/value – The proposed approach is innovative and easy to use.

Abstract: Aim: This study is on tackling Examination Timetabling Problem (ETP) of the Faculty of Economics And Administrative Sciences (FEAS) of the Ankara HBV University summer school, where the courses of fall and spring semesters are offered simultaneously and regulations on restricting enrollments in inter-department electives or in-department courses of distinct years are relaxed. Thus, the complexity of the nature of the ETP problem is exacerbated. The direct heuristics based on successive assignments that the university normally adopts was proven inadequate for assuming standard regulations hence, another approach we explain in this paper was needed. Design / Research methods: The ETP was formulated as a Linear Mixed-Integer Program (LMIP) and decomposed into three stages; timetabling exams, room assignment, student allocation. To manage the conflict between the stakeholders of the examination procedure, a lexicographic optimization process based on the priority of the parties was undertaken. Conclusions / findings: After a recursive timetabling process based on a trial-and-error method a clash-free timetable was generated and, a room assignment plan that minimizes the total number of proctoring duties, usage of higher floor rooms and total crowdedness of rooms respectively was put into action. Therefore no student group experienced any clashing exams, the faculty members saved time that can be spent on research instead, since the room usage was better planned the costs (elevator usage, lighting, air conditioning, the labor of the janitors) were assumed to be decreased. Originality / value of the article: Each examination period bares a different ETP due to its problem-specific nature (number of courses offered, structure of student enrollments, availability of rooms, etc.). Summer schools provide a more irregular structure that demands special attention, a trial-and-error reformulation of the ETP in our case. In addition, the traditional formulations of the ETP, to the extent we have been able to scan, do not include the minimization of the crowdedness of the rooms. Thus, in creating a more comfortable environment, easier to monitor exams and, ability in handling unexpected dysfunctionalities (broken classroom equipment, etc.) this study is novel. Limitations of the research: The algorithms to solve an ETP formulated as an LMIP are of high complexity therefore, we are not able to assert the optimality of our suggested solutions acquired within time limitations. Crisp values are insufficient to model real-life situations and imprecise ideas are frequently represented in multicriteria decision aid analysis. In fact, it is difficult to treat the evaluation criteria precisely and to fix exact preferences rating. The triangular intuitionistic fuzzy numbers succeeded to treat this kind of ambiguity in a great deal of research than other forms of fuzzy representation functions. The field of sorting issues is an active research topic in the multiple criteria decision aid (MCDA). This study extended one of the sorting methods, FLOWSORT, for solving multiple criteria group decision-making problems. This extension described the preferences rating of alternatives as linguistic terms which can be easily expressed in triangular intuitionistic fuzzy numbers. To validate our extension, an illustrative example as well as an empirical comparison with other multi-criteria decision making methods is presented.

Opis:
A ranking approach based on grey correlative coefficient is presented to solve the multiple attribute decision making problems in which the attribute values and the weights take the form of the generalized interval-valued trapezoidal fuzzy number (GIYTFN). Firstly, the concept and the calculation rules of GIYTFN are introduced, the distance of GIYTFN is proposed. Secondly, the method of linguistic terms transformed into GIYTFN and the normalization method of GIYTFN is illustrated, and a grey relational decision making method based on the GIYTFN is presented in detail. The alternatives are ranked based on the grey correlative coefficient. Finally, an illustrative example is given to show the effectiveness of this method and the decision making steps.

Artykuł prezentuje możliwość wykorzystania wielokryterialnego grupowego podejmowania decyzji metodą AHP w podejmowaniu takich decyzji, w których przy dokonaniu właściwego wyboru musimy rozpatrzyć różne warianty, oceniając je według różnych kryteriów. Musimy więc posiadać wiedzę na ich temat, nie zawsze podaną w sposób ilościowy, a ocena powinna być względnie obiektywna, czyli niezależna od preferencji i opinii pojedynczego decydenta. W artykule przedstawiono metodę wykorzystania grupowego AHP w celu sklasyfikowania projektów zgłoszonych do realizacji w ramach budżetu obywatelskiego. Klasyfikacja ta pozwoli określić, które z projektów zdaniem ekspertów będą miały największy wpływ na zrównoważony rozwój miasta, a co za tym idzie – powinny być „wskazane” mieszkańcom jako te lepsze wśród projektów zgłoszonych.
The article presents the possibility of using multi-criteria group decision making using AHP in making such decisions in which in order to make the right choice, we must consider different variants of assessing them according to various criteria. Therefore, we need to possess knowledge about them, which is not always given in a quantitative manner, and the evaluation should be relatively objective that is independent of the preferences and opinions of a single decision-maker. The article presents a method of using group AHP in order to classify the projects submitted for implementation under the civil budget. This classification will determine which of the projects, according to experts, will have the greatest impact on sustainable development of the city, and thus should be “pointed” to the inhabitants as the ones that are better among the projects submitted.

Podjęcie „dobrej” decyzji wymaga rozpatrzenia wielu wariantów decyzyjnych. Warianty i kryteria decyzyjne mogą być inaczej oceniane przez różnych decydentów, więc w żadnym wypadku decyzja wielokryterialna nie może być uznana za całkowicie obiektywną. Jednym ze sposobów pozwalających zobiektywizować taką ocenę, jest wykonanie oceny grupowej. W niniejszej pracy do oceny grupowej wykorzystano metody Promethee GDSS i AHP oraz analizę GAIA, mającą na celu analizę „dobroci” uzyskanego rozwiązania i wskazanie kierunków jego ewentualnej poprawy.
Making a “good” decision requires considering many decisive variants. Different decision makers may evaluate the variants and criteria in different ways, hence a multicriterial decision cannot be recognized as fully detached. One way to make such an evaluation significantly more objective is to take advantage of a group of experts instead of only one expert. In this work, the AHP and Promethee GDSS methods were applied for group evaluation. GAIA analysis was performed to evaluate the “accuracy” of the obtained decision and to point out the ways of its possible improvement.

The linguistic q-rung orthopair fuzzy (Lq-ROF) set is an important implement in the research area in modelling vague decision information by incorporating the advantages of q-rung orthopair fuzzy sets and linguistic variables. This paper aims to investigate the multicriteria decision group decision making (MCGDM) with Lq-ROF information. To do this, utilizing Hamacher t-norm and t-conorm, some Lq-ROF prioritized aggregation operators viz., Lq-ROF Hamacher prioritized weighted averaging, and Lq-ROF Hamacher prioritized weighted geometric operators are developed in this paper. The defined operators can effectively deal with different priority levels of attributes involved in the decision making processes. In addition, Hamacher parameters incorporated with the proposed operators make the information fusion process more flexible. Some prominent characteristics of the developed operators are also well-proven. Then based on the proposed aggregation operators, an MCGDM model with Lq-ROF context is framed. A numerical example is illustrated in accordance with the developed model to verify its rationality and applicability. The impacts of Hamacher and rung parameters on the achieved decision results are also analyzed in detail. Afterwards, a comparative study with other representative methods is presented in order to reflect the validity and superiority of the proposed approach.

Multiple Criteria Decision Making methods have become very popular in recent years and are frequently applied in many real-life situations. The increasing complexity of the decision problems analysed makes it less feasible to consider all the relevant aspects of the problems by a single decision maker. As a result, many real-life problems are discussed by a group of decision makers. The aim of the paper is to present a new approach for ranking of alternatives with fuzzy data for group decision making using the TOPSIS method. In the proposed approach, all individual decision information of decision makers is taken into account in determining the ranking of alternatives and selecting the best one. The key stage of this method is the transformation of the decision matrices provided by the decision makers into matrices of alternatives. A matrix corresponding to an alternative is composed of its assessments with respect to all criteria, performed by all the decision makers. A numerical example illustrates the proposed approach.

Creating local cultural tourism products (CTPs) requires the involvement of many entities, e.g., local government units, culture and tourism institutions, non-government organisations, etc., as well as organisational, technical, financial, and human resources. When deciding on a future product venture, it is important to establish visions, goals, or the product’s desired functions common to all these actors. Then, the alternative instances of such CTP need to be designed and examined from the viewpoint of these goals, which may be mutually exclusive due to the various preferences of the actors. Furthermore, despite their importance, these criteria may conflict with, e.g., the tourism policy of local authorities. The issues mentioned above make the decisions regarding creating CTPs very complex and have behavioural, group multiple criteria character. This paper aims to identify the structural elements of creating the best possible CTP promoting local post-industrial heritage in the Czeladź Commune. The specific assumptions, conditions, and criteria are defined to formulate the problem for further consideration using multiple criteria group decision-making (GDM) approaches.

Spherical fuzzy sets (SFSs) provide more free space for decision makers (DMs) to express preference information from four aspects: approval, objection, abstention and refusal. The partitioned Maclaurin symmetric mean (PMSM) operator is an effective information fusion tool, which can fully capture the interrelationships among any multiple attributes in the same block whereas attributes in different block are unrelated. Therefore, in this paper, we first extend PMSM operator to spherical fuzzy environment and develop spherical fuzzy PMSM (SFPMSM) operator as well as spherical fuzzy weighted PMSM (SFWPMSM) operator. Meanwhile, we discuss some properties and special cases of these two operators. To diminish the impact of extreme evaluation values on decision-making results, then we integrate power average (PA) operator and PMSM operator to further develop spherical fuzzy power PMSM (SFPPMSM) operator and spherical fuzzy weighted power PMSM (SFWPPMSM) operator and also investigate their desirable properties. Subsequently, a new multiple attribute group decision making (MAGDM) method is established based on SFWPPMSM operator under spherical fuzzy environment. Finally, two numerical examples are used to illustrate the proposed method, and comparative analysis with the existing methods to further testy the validity and superiority of the proposed method.

The difficulty of innovation risk assessment makes it necessary to use a multi-criteria analysis. Innovative projects are related to unstructured problems and the uncertainty, therefore, the use of fuzzy logic in the innovation risk assessment is analyzed. This paper proposes a method of determining the weights of criteria in order to innovation risk assessment. The weights are determined by 5 general criteria and 14 detailed criteria of innovation risk assessment. The proposed method is an extension of the fuzzy AHP method. The extension consists in taking into consideration the group decision-making approach with experts’ psychological conditions. The groups of experts have been chosen based on an elaborated form. The form makes it possible to characterize the persons within the scope of different psychological conditions. The proposed method provides objective and rational decision-making. The paper presents also a comparison of results with the fuzzy AHP method without the group decision making. The weights obtained by the proposed method are more diversified and bring out the most important criteria.

Our point of departure is the fuzzy majority based linguistic aggregation rule (solution concept) proposed by Kacprzyk (1985a,b; 1986). This rule is viewed here from a more general perspective, and the fuzzy majority - meant as a fuzzy linguistic quantifier - is dealt with by using Yager's (1988) OWA operators. The particular collective choice rules derived via the general scheme proposed are shown to be applicable in the case of nonfuzzy preferences too.
Zaproponowano ogólną postać reguły wyboru kolektywnego w grupowym podejmowaniu decyzji w warunkach rozmytych preferencji i rozmytej wiąkszości. Obejmuje ona niektóre znane reguły wyboru. Naszym punktem wyjścia jest lingwistyczna reguła agregacji (koncepcja rozwiązania) oparta na rozmytej większości, zaproponowana przez Kacprzyka (1985a,b; 1986). Reguła ta jest rozpatrywana w artykule z ogólniejszej perspektywy, a rozmyta większość - rozumiana jako rozmyty kwantyfikator lingwistyczny - jest analizowana przy pomocy operatora OWA Yagera (1988). Pokazano, że szczególne reguły wyboru kolektywnego, otrzymane przy pomocy zaproponowanej metodyki mogą znaleźć zastosowanie także w przypadku nierozmytych preferencji.
