The global financial and economic crisis has fully revealed the risks of over- -indebted countries, whose cause was, inter alia, the maintenance of structural deficits for many years. Economies of the Visegrad Group (V4 Group) conducted even less disciplined fiscal policy than the EU. Nevertheless, the V4 Group has weathered the crisis better than the EU, even though its initial fiscal position was worse. However, in the long term, the fiscal consolidation process will be hindered due to unfavorable demographic trends and the burden on public finances imposed by scarce social security systems. In this respect, the V4 Group is going to experience even greater challenges than the EU. The purpose of this article is to show the arithmetic course and consequences of the sovereign debt crisis on economies of V4 Group as well as the challenges related among others to ageing process its population is going to face in medium and long term.

Aim: Analyse the effects of stabilization policies on youth unemployment, using government deficit besides the use of fiscal policy by the supply side; aimed to characterize the economic framework conditions under which fiscal policy could reduce youth unemployment.   Design/Research methods: We consider an economic framework featuring the use of monetary and fiscal rules within a monetary union. In this scenario, that should be representative of the Eurozone, we will analyse the effects of stabilization policies when dealing with a financial crisis which produces contractive effects on output and on employment. We will pay special attention to the conservativeness of the central bank, the degree of austerity of the fiscal authorities and the initial level of government debt. Those characteristics prove to be crucial for the sustainability of economic policies packages based on fiscal consolidation and the use of fiscal policy instruments by the supply side, when trying to deal with unemployment. And given that in the financial crisis effects have been hit Eurozone countries in a different manner, we will also differentiate monetary union’s member countries according with their government debt and their unemployment path.   Conclusions/findings: Fiscal authorities should be no austere for fighting youth unemployment, when using fiscal policy by the supply side. In other words, when optimizing their loss function, they should give more weight to the output stabilization goal that to the government deficit reduction.  Originality/value of the article: Allowing for the use of both monetary and fiscal policy rules, in the scenario of a monetary union, our results could help us to stablish the conditions under which fiscal policy could help to alleviate youth unemployment.

W artykule poddano analizie cztery państwa bałkańskie (Albanię, Serbię, Macedonię i Czarnogórę), zdeterminowane by przystąpić do Unii Europejskiej. W szczególności jest on poświęcony analizie ich wysiłów służących spełnieniu politycznych, prawnych i gospodarczych warunków wejścia do UE. W związku z tym głównym punktem zainteresowania autorów było prawodawstwo dotyczące unijnego paktu fiskalnego. Od strony metodologicznej badania opierały się na ocenie dokumentów prawnych, regulujących kwestie podatkowe i monetarne. Dokonano oceny kolejnych etapów ich harmonizacji z regulacjami UE. Ponadto wykonano analizy przekrojowe przy wykorzystaniu określonych wskaźników. Dodatkowo autorzy porównali osiągnięcia tych czterech państw. Rygorystyczne reguły fiskalne UE były po cichu omijane, ale częściej przez państwa członkowskie niż państwa kandydujące. Stwierdzenie to opierało się na argumentach prawnych i ekonomicznych oraz oszacowaniach matematycznych. W związku z tym autorzy postawili pytania o polityczną odwagę i zdolność finansową badanych państw do radzenia sobie z paktem fiskalnym, jaki obowiązuje 28 państw członkowskich UE. Odpowiedzi na te pytania zostały poparte licznymi analizami, zawartymi w raportach UE dla poszczególnych państw, a także tabelami i danymi liczbowymi, które umożliwiają porównanie wyników państw i ich osiągnięć gospodarczych z wymogami UE dotyczącymi konsolidacji fiskalnej. Dodatkowo, jako punkt odniesienia, wykorzystano średnią dla UE–28. W konkluzji przedstawiono wyniki analizy krzyżowej między tymi czterema państwami a 28 państwami członkowskimi UE, wraz z towarzyszącą im argumentacją dotyczącą głównego stwierdzenia o postępach badanych państw bałkańskich w obszarze prawa i gospodarki, a także prognozą na przyszłość.
The subject of this paper is four Balkan countries (Albania, Serbia, Macedonia, and Montenegro) that are determined to join the European Union. More particularly, it looks at their work towards accomplishing the political, legal and economic requirements for the EU. Thus, the legislation with the EU Fiscal Compact is the prime focus. Methodologically, the research is based on an assessment of fiscal and monetary legal documents, evaluating the stages of accomplishing the harmonization with the EU’s conditions. Further, cross‑section analyses are made by in putting selected indicators; additionally, the authors compare the four countries’ achievements. The EU’s rigorous fiscal rules are being quietly bypassed, but more frequently by existing member states than the candidate states; this statement is founded on legal and economic arguments, with mathematical estimations. Consequently, the authors question the political courage and financial capacity of the examined countries to cope with the fiscal compact of the superior EU 28 members. The answers are supported with numerous analyses of EU Reports for each country, as well as tables and figures that compare the states’ results and economic achievements vs. EU fiscal consolidation rules. The EU 28 average is givenin addition as a comparison. The conclusion gives across analysis between the four countries and the EU 28 member states, with accompanying argumentation to the main statement about the legal and economic developments of the examined Balkan countries as well as a future prognosis.

The aim of this paper is to present the development of general government debt in two Eurozone countries: Ireland and Spain that suffered from serious imbalance in public finance during the last crisis. Prior to the crisis, both economies were developing well against the background of the whole Eurozone and had a relatively good situation in public finance. The genesis of the crisis was also quite similar in these two countries. The similarity of factors influencing the crisis and the pre-crisis high development of both economies were among the reasons for selection of these two countries to be compared. Thus, the article focuses on the outbreak of the crisis and the fiscal consolidation period of 2008-2015, however the pre-crisis analysis is also provided. The debt sustainability analysis carried out in the article shows the possibility of growing out of debt in both countries depending on the macroeconomic circumstances. Both Ireland and Spain have been aiming to achieve a primary surplus. Besides the similarity of pre-crisis conditions, in this respect, the progress was highly noticeable, especially in Ireland, where it resulted from a fiscal consolidation but also a high real GDP dynamics that supported the process. Due to this, Ireland has already managed to lower the debt-to- -GDP ratio and put it on a downward path. Spain, on the contrary, has recorded a high debt-to-GDP ratio which is still on the upward path and is forecasted to continue until 2016.

The author analyzes the experience of fiscal reforms carried out in the European Union after the adoption of the Maastricht Treaty in 1992. The treaty provides for what are called convergence criteria for countries aspiring to join the eurozone. After the treaty was signed a period of fiscal adjustments began in Europe. In the following years, individual countries pursued different strategies and attained different results in the process. The article aspires to be a source of information for those seeking to develop an optimal reform strategy for Poland-now that the Polish government has clearly stated that Poland should become part of the euro zone in the future. Using statistical data, Gajewski discusses how the convergence criteria adopted in the Maastricht Treaty (reference values for the deficit and public debt) influence fiscal policy in terms of the effectiveness of the strategy for adjusting government revenue and expenditure. It turns out that the fiscal convergence criterion could increase the pro-cyclical aspect of fiscal policy in the period directly preceding the launch of the third stage of the Economic and Monetary Union and in the first few years of the system’s functioning, Gajewski says. His research confirms earlier findings that effectively bringing down the deficit below the reference level requires focusing one’s efforts on the expenditure rather than revenue side of the budget. This may be because limiting expenditure calls for more comprehensive reforms covering structural changes and increased effectiveness of available resources. According to Gajewski, countries that have met the fiscal criterion by limiting expenditure generally took longer to meet this criterion and had a higher budget balance on average, during the period of the eurozone’s functioning, than countries that focused their strategies on the revenue side of the budget and stopgap measures. The author concludesthat the adopted strategy for public finance consolidation had far-reaching consequences for the competitiveness of individual countries and may have been one of the main causes behind the crisis, which hit the eurozone in 2008.

A review of the literature can be seen that the type of fiscal consolidation is important for consumer/investor confidence and therefore of relevance to the economy and the condition of public finances. The aim of the article is to show the correlation of tax efficiency (measured by the level of tax burden) and the episode of fiscal consolidation in EU countries. The concept of fiscal efficiency or tax efficiency was used after W. Modzelewski (2014), while the definition of a fiscal consolidation episode was adopted by F. Heylen et al. (2013) using the primary structural deficit ratio less one‑off transactions. The subject of the research were only EU countries in which episodes of fiscal consolidation in the years 1981–2008 were identified. Spearman’s correlation was applied. The hypothesis was put forward: “the greater the scale of changes in the primary structural deficit, the greater the tax efficiency”. Spearman’s correlation for these variables was positive, statistically significant and moderate in strength. This means that consolidation activities do not have to reduce the ratio of tax revenues to GDP. This is an incentive for the Polish government to make a greater effort to reduce the budget deficit.
Z przeglądu literatury można wnioskować, że rodzaj konsolidacji fiskalnej ma znaczenie dla zaufania konsumentów/inwestorów, a tym samym dla gospodarki i kondycji finansów publicznych. Celem artykułu jest pokazanie zależności efektywności podatkowej (mierzonej poziomem obciążeń podatkowych) i epizodu konsolidacji fiskalnej w krajach UE. Pojęcie efektywności fiskalnej lub efektywności podatkowej zostało wykorzystane za W. Modzelewskim (2014), natomiast definicję epizodu konsolidacji fiskalnej przyjęto za F. Heylenem i wsp. (2013) z wykorzystaniem miary deficytu strukturalnego pierwotnego pomniejszonego o transakcje jednorazowe. Przedmiotem badań były tylko kraje UE, w których zidentyfikowano epizody konsolidacji fiskalnej w latach 1981–2008. Zastosowano korelację Spearmana. Postawiono hipotezę: „im większa skala zmian w deficycie strukturalnym pierwotnym, tym większa efektywność podatkowa”. Korelacja Spearmana dla tych zmiennych była dodatnia, istotna statystycznie i o umiarkowanej sile. Oznacza to, że działania konsolidacyjne nie muszą obniżać relacji dochodów podatkowych do PKB. Jest to zachęta do większego wysiłku rządu Polski w redukcji deficytu budżetowego.

Celem artykułu jest dokonanie ewaluacji ex post polityki fiskalnej w krajach PIGS prowadzonej w latach 2003-2016, ze szczególnym uwzględnieniem strategii realizowanych w reakcji na światowy kryzys finansowy. Cechą charakterystyczną krajów PIGS, należących do strefy euro, były wysokie deficyty budżetowe, wysoki poziom długu publicznego i trudności z regulowaniem zobowiązań wobec wierzycieli. Istotny wzrost zadłużenia krajów strefy euro w warunkach kryzysu finansowego, którego apogeum przypadło na lata 2008-2009, wymusił reformę nadzoru fiskalnego UE nad krajami członkowskimi. Uwzględniając unijne rozwiązania instytucjonalne wprowadzane od 2011 r., w artykule dokonano identyfikacji epizodów konsolidacji fiskalnych, na podstawie zmian salda pierwotnego dostosowanego cyklicznie, a następnie rozpoznano zmiany w nastawieniu w polityce fiskalnej pod wpływem reguł unijnych, badając reakcję luki produkcyjnej na zmiany impulsu fiskalnego.
The aim of the article is to carry out an ex post evaluation of fiscal policy in the PIGS countries pursued in 2003-2016, with particular emphasis on strategies implemented in response to the global financial crisis. High budget deficits, high level of public debt and difficulties in settling liabilities towards creditors were a characteristic feature of the PIGS countries belonging to the euro area. A significant increase in indebtedness of the euro area countries during the financial crisis, which peaked in 2008-2009, forced reform of EU fiscal surveillance over member states. Taking into account the EU’s institutional arrangements introduced since 2011, the article identifies periods of fiscal consolidation, based on changes in the cyclically adjusted primary balances, and then identifies changes in the fiscal policy stance under the influence of EU rules, examining the response of the output gap to changes in the fiscal stimulus.

The rapid surge of global oil prices, on account of the pent-up demand after COVID-19 and the Russian-Ukraine war, has significantly contributed to the cost-push inflation as well as twin deficits, predominantly in developing economies. Motivated by the intention to curb the inflation, governments of several oil-dependent economies have rolled out fiscal measures to provide immediate relief to households through subsidizing the fuel component of the consumption basket. This paper provides a case study of Pakistan, wherein the effectiveness of untargeted gasoline and diesel subsidies has been gauged against alternative direct disbursement mechanisms. The analysis reveals that under the price-control based indirect subsidy disbursement mechanism, only 11% of the total domestic subsidies were directed to the poorest 40% of the households, whereas approximately 55% of the total subsidies were allocated to the 20% of the most liquid household segment. The case study analyzes the performance of alternative direct subsidy disbursement mechanisms which transpires into the potential fiscal savings of PKR 74.63 billion, while providing coverage to 40% of the lowest household segment. The study also evaluates the implication of the pass-through of the true prices on the national consumption of gasoline and diesel in the short-term, which reveals the sharp reduction of petroleum consumption in the total bill from 37% to 23%, thereby providing substantial relief to the current account balance. The finding provides key insights for economies to institutionalize the necessary social protection system and progressively transit to the direct subsidy disbursement mechanism while striving to contain the cost-push-based inflation triggered through the rapid movement of global oil prices.
Gwałtowny wzrost światowych cen ropy naftowej, spowodowany stłumionym popytem po COVID-19 i wojnie rosyjsko-ukraińskiej, znacząco przyczynił się do wzrostu inflacji oraz podwójnych deficytów, głównie w gospodarkach rozwijających się. Kierując się zamiarem ograniczenia inflacji, rządy kilku gospodarek zależnych od ropy naftowej wprowadziły środki fiskalne w celu zapewnienia natychmiastowej pomocy gospodarstwom domowym poprzez subsydiowanie składnika paliwowego koszyka konsumpcyjnego. W niniejszym artykule przedstawiono studium przypadku Pakistanu, w którym skuteczność nieukierunkowanych dotacji na benzynę i olej napędowy została porównana z alternatywnymi mechanizmami wypłat bezpośrednich. Z analizy wynika, że w ramach mechanizmu wydatkowania dopłat pośrednich opartych na kontroli cen tylko 11% ogółu dopłat krajowych kierowano do 40% najuboższych gospodarstw domowych, podczas gdy około 55% ogółu dopłat kierowano do 20% segmentu dobrze uposażonych gospodarstw domowych. Następnie w studium przypadku przeanalizowano działanie alternatywnego mechanizmu wypłaty dotacji bezpośrednich, co przekłada się na potencjalne oszczędności fiskalne w wysokości 74,63 mld PKR, przy zapewnieniu pokrycia 40% najniższego segmentu gospodarstw domowych. W tym badaniu oceniono również wpływ przeniesienia rzeczywistych cen na krajową konsumpcję benzyny i oleju napędowego w krótkim okresie, co uwidacznia się w znaczącym zmniejszeniu zużycia ropy naftowej w całkowitym rachunku z 37% do 23%, zapewniając w ten sposób duże odciążenie salda rachunku bieżącego. Ten wynik daje kluczowe wskazówki dla gospodarek, że w celu zinstytucjonalizowania niezbędnego systemu ochrony socjalnej trzeba stopniowo przejść do mechanizmu wypłat dotacji bezpośrednich, przy jednoczesnym dążeniu do powstrzymania inflacji wywołanej przez gwałtowne zmiany światowych cen ropy, poprzez powstrzymywanie wzrostu kosztów.

The tax climate of a jurisdiction may encourage or discourage potential investors. There are many tax factors taken into account by multinational enterprises when making location decisions. One of those factors is the possibility of creating a group for tax purposes. Consolidation allows two or more companies to be potentially considered as a single entity for tax purposes. The European Union and OECD member states offer tax grouping regimes on different conditions. This article reviews the German tax consolidation model and discusses requirements and options for that consolidation. Moreover, it compares German consolidation rules with the ones implemented in selected countries. The methodology of this article is determined by the research objectives and the research topic. The requirements for tax consolidation are specified in the law implemented in European countries. Hence, this article includes a legislative analysis of the regulations comprised in selected national acts. It also reviews the literature on the topic analysed, along with the statistical data collected by the German Federal Ministry of Finance in regard to the tax groups and their functioning.

Kryzys w strefie euro zapoczątkował proces jej reform, przewartościował tradycyjnie ujmowane korzyści i koszty przyjęcia wspólnej waluty oraz spowodował pojawienie się nowych szans i zagrożeń związanych z uczestnictwem w III etapie Unii Gospodarczej i Walutowej. W szczególności państwa członkowskie europejskiej unii walutowej zostały zmuszone do wyasygnowania ze swych źródeł publicznych pokaźnych środków finansowych z tytułu solidarnego udziału w wielomiliardowych funduszach i pakietach pomocowych dla krajów peryferyjnych, przeżywających trudności płatnicze (tzw. GIPSI). Z drugiej strony bycie współemitentem drugiego co do ważności pieniądza międzynarodowego niesie ze sobą duże pożytki z tytułu zewnętrznej renty emisyjnej (senioratu) i bezpieczeństwa walutowego.
The euro area’s crisis has initiated reforming process and revalued traditionally perceived advantages and costs of common currency adoption. At the same time, it has caused new opportunities and threats connected with the participation in the third stage of the Economic and Monetary Union. The EMU crisis compelled member states to mobilise significant financial means from public sources to establish jointly multibillion funds and support packages for the periphery countries facing payments problems (the so-called GIPSI group). On the other hand, being co-issuer of second ranked international money brings about big gains coming from external issuance rent (seigniorage) and currency safety.

Zmiany uwarunkowań ekonomicznych, społecznych i organizacyjnych, wywołane przede wszystkim wpływem globalnego kryzysu finansowego i gospodarczego, przyczyniły się do konieczności wprowadzania nowych narzędzi służących utrzymaniu stabilności systemu finansowego. Celem artykułu jest prezentacja strategii i celowości uregulowań wprowadzonych w czasie kryzysu gospodarczego w obszarze polityki fiskalnej, ze szczególnym uwzględnieniem implementacji reguł fiskalnych przez wybrane państwa Europy Środkowej i Wschodniej. Autorki zwracają szczególną uwagę na kwestie osiągnięcia stabilności fiskalnej poprzez przestrzeganie przyjętych na poziomie UE ram fiskalnych. Większość państw UE stosuje obecnie system ram fiskalnych opierający się na zespole reguł fiskalnych. Wykorzystanie podstawowego instrumentu, jakim są reguły fiskalne, służyć ma skonstruowaniu i wprowadzeniu rozwiązań prawnych i organizacyjnych, które będą kompromisem pomiędzy poziomem i skalą konsolidacji fiskalnej a poziomem osiągniętego rozwoju społeczno-gospodarczego. Osiągnięcie tych celów w okresie spowolnienia gospodarczego, niestabilności rynkowego systemu finansowego i niskiego poziomu rynkowych stóp procentowych nie jest działaniem łatwym i szybkim do osiągnięcia przez władze publiczne. Dlatego obserwujemy rozbieżności pomiędzy poszczególnymi państwami UE w zakresie przyjętych rozwiązań prawno- -organizacyjnych w zakresie stosowanych reguł fiskalnych oraz osiąganych efektów finansowych i ekonomicznych na poziomie krajowym.
Changes in economic, social and organizational conditions, caused and influenced mainly by the global financial and economic crisis have contributed to the need of introducing new tools to maintain the stability of the financial system. Both the market and public financial system require new, often non-standard decisions, actions and instruments in order to use the financial system to secure solid, long-term and sustainable economic growth, both at EU level and at the level of EU countries. The aim of the article is to present the strategy and purpose of the rules introduced during the financial and economic crisis in public finance sector, primarily in the area of fiscal policy, with particular emphasis on fiscal rules and their implementation by the countries of Central and Eastern Europe. The authors are putting attention to the issues of achieving fiscal stability through respecting the adopted on EU level the fiscal framework. The majority of EU countries nowadays apply the fiscal framework based on a set of fiscal rules. The usage of the basic instrument what fiscal rules are (developed and respected at the level of individual EU country), is to serve to construct and implement optimal, legal and organizational solutions that will be a compromise between the level and scale of fiscal consolidation and the attained level of socio – economic development. Achieving these objectives during the economic slowdown, market instability of the financial system and the low level of interest rates is not simple and fast to achieve action. That is why we observe discrepancies between EU countries in terms of the legal – organizational solutions in the field of fiscal rules and accordingly to that, achieved the effects. Using the experience of other countries should be the basis to adapt the optimal solutions in Poland.

The authors see the roots of the present euro-zone crisis in three pillars of market fundamentalism on which the construction of the European Economic and Monetary Union is founded: 1) separation of a common monetary policy from national fiscal policies of individual member countries; 2) the goal of government budget equilibrium which is believed to provide macroeconomic stability of each member country and of the EU as a whole; 3) allowing for a new form of mercantilism by tolerating permanent current account surpluses of some member countries at the expense of current account deficits of other EMU countries. Tight fiscal and monetary policies during business crisis aggravate fiscal disequilibrium. Widespread budget deficits follow mainly from chronic imbalances of private savings exceeding private investments, with all negative consequences for economic dynamics and employment, rather than from loose fiscal policies. Policy measures aimed at reducing taxes, combined with cuts in wage rates and social benefits, stimulate neither investment nor employment, but increase the gap between private savings and private investment. The policy of modern mercantilism consists in keeping inflation rate below the European Central Bank inflation target by keeping the rate of growth of wages below that of labour productivity. This improves the competitive position of countries following such policy against their trading partners and helps the EMU net-export countries solve the problem of their surpluses of private savings over private investments. At the same time, the euro-zone permanent net-import countries cannot defend their competitive position through depreciation of their national currencies. Such a policy turns to be ineffective; in the long run it may be also harmful for net-export countries, undermining the very existence of the EMU, and possibly of the EU as a whole. It is claimed that continued existence of the euro-zone requires not only a common fiscal policy but also measures that would force all EMU member countries to follow the ECB inflation target.
Авторы усматривают источник современного кризиса зоны евро в следовании трем принципам рыночного фундаментализма, на которые опирается конструкция Европейского экономического и валютного союза: 1) разделение совместной денежной политики и фискальной политики, проводимой правительствами отдельных стран-членов; 2) стремление к уравновешиванию бюджета, что должно обеспечить макроэкономическую стабильность отдельных стран-членов и ЕС в целом; 3) допущение своеобразного меркантилизма посредством терпимости к устойчивому положительному сальдо на текущем счету платежного баланса одних стран ЕС за счёт дефицитов в других странах ЕС. Политика ужесточения фискального и денежного режима, осуществляемая в периоды кризиса, усугубляет фискальное неравновесие. Повсеместное наличие бюджетных дефицитов вытекает не столько из слишком свободной фискальной политики, сколько из хронического превышения величины частных сбережений над частными инвестициями, со всеми отрицательными последствиями для экономической динамики и занятости. Одновременно политика понижения налогов, а также понижения зарплаты и социальных пособий, отнюдь не стимулирует инвестиций и занятости, а только увеличивает отрыв сбережений от инвестиций. Политика современного меркантилизма состоит в сохранении роста отечественных цен ниже инфляционной цели, установленной Европейским центробанком посредством торможения роста зарплаты по отношению к росту производительности труда. Это улучшает конкурентную позицию стран, проводящих такую политику по отношению к зарубежным конкурентам и одновременно позволяет странам, являющимся экспортерами нетто решить проблему отрыва сбережений от инвестиций. В свою очередь страны, являющиеся импортерами нетто, лишены нормального средства защиты от конкуренции, каким при сохранении отечественных валют была бы депрециация валюты. Такая политика в более длительной перспективе неэффективна, она приводит к потерям также в странах, являющихся экспортерами нетто и может завершиться распадом зоны евро и даже всего Евросоюза. Сохранение зоны евро требует, по мнению авторов, не только установления совместной фискальной политики, но и решений, обеспечивающих соблюдение всеми странами Экономического и валютного союза инфляционной цели Европейского центробанка.

Przyjęta przez Radę Europejską w 2010 r. unijna strategia „Europa 2020" zobowiązuje państwa członkowskie UE do konsolidacji fiskalnej w celu poprawy sytuacji finansów publicznych, nadszarpniętych kryzysem gospodarczo-finansowym z lat 2007-2009. Z uwagi na trwalszy charakter konsolidacji i relatywnie mniej dotkliwe skutki dla wzrostu gospodarczego w średnim i długim okresie, zobowiązuje ona państwa głównie do ograniczania wydatków. Jednocześnie, za priorytetowe uznaje utrzymanie poziomu finansowania tych kategorii wydatków, które służą wzrostowi gospodarczemu. Przeprowadzona przez autorkę analiza dostępnych danych statystycznych dotyczących wydatków budżetowych w latach 2010-2011 pozwala pozytywnie ocenić wysiłki konsolidacyjne państw członkowskich po stronie wydatkowej, a także pokazać ich wpływ na zmiany struktury wydatków publicznych państw członkowskich, w szczególności zwiększenia roli wydatków socjalnych, niekiedy jednak kosztem wydatków uznawanych za prowzrostowe.
In 2010, the European Council adopted the strategy "Europe 2020". The strategy provides guidance for fiscal consolidation to be undertaken by the member states to improve the quality of their public finances that have been strongly affected by the economic and financial crisis of 2007-2009. The recommended consolidation requires reduction of expenditures, as such restrains are more likely to generate lasting fiscal consolidation and better economic performance in the medium and long term. The analysis of available public expenditure statistics for 2010-2011 allows to formulate a generally positive assessment of the consolidation efforts on the expenditure side, as well as to indicate its implications for the expenditure structure. In particular, the analysis shows the increasing role of the social spending, sometimes even at the expense of pro-growth spending.

Przedmiotem artykułu jest próba odpowiedzi na pytanie, czy zastosowanie środków polityki fiskalnej mających wywołać tzw. efekty niekeynesowskie przyniosło zakładane efekty. W artykule została wyjaśniona koncepcja niekeynesowskich efektów, przedstawiono również wyniki badań empirycznych dla wybranych krajów (Dania, Szwecja, Irlandia, Finlandia). Wyniki osiągnięte przez wielu badaczy nie wskazują na istnienie efektów niekeynesowskich w polityce fiskalnej. Przeciwnie, próba odwoływania się do tych koncepcji, czego przykładem jest polityka austerity, budzi wiele kontrowersji. W konkluzji stwierdza się, że w okresie kryzysu finansowego przeważało pragmatyczne podejście wielu rządów do skutków kryzysu finansowego. Polityka fiskalna, podobnie jak monetarna, prowadzona była metodą prób i błędów.
The subject of this article is an attempt to answer the question whether the use of fiscal policy measures which brings about the so-called non-Keynesian effects, have fulfilled the expected results. The concept of non-Keynesian effects has been explained and results of empirical studies for the selected countries (Sweden, Denmark, Finland, Ireland) have been presented in this article. Empirical findings of other authors and researchers do not indicate the existence of non-Keynesian effects in fiscal policy. On the contrary, an attempt to appeal to these concepts, an example of which is the policy of austerity measures, raises a lot of controversy. In conclusion it is assumed that during the period of the financial crisis, pragmatic approaches of many governments towards the effects of the financial crisis have prevailed. Fiscal policy was carried out by trial and error, just as monetary policy respectively.

The paper examines the efficiency of numerical fiscal rules in Poland. The main interest of the author is whether numerical fiscal rules can improve the effectiveness of fiscal policy. Politicians tend to satisfy their own interests and use fiscal policy to achieve that goal. As a consequence, they usually run an excessive budget deficit and public debt. Often, fiscal policy becomes procyclical and strengthen negative results of business cycle instead of reducing them. In order to reduce those negative effects, numerical fiscal rules are implemented. Usually they impose limits on budget deficits, public debt or government spending. The analysis comprises presentation of the rules used in the EU and in Poland (domestic rules). The author also presents advantages and disadvantages of particular rules and tries to identify the characteristics of the efficient fiscal rule. Finally, the author examines and evaluates the efficiency of fiscal rules in Poland in the context of their impact on opportunities for consolidation of public finances.
