Nowadays the European economy is facing a major challenge of the fourth industrial revolution that has introduced changes related to the society and economy. The paper aims to show implications of the revolution, with reference to existing competences of employees, particularly with respect to the digital sphere. The study is based on literature sources and presents efforts to improve digital competences and to prevent the digital divide both at national and regional level. The efforts will bring benefits such as development of competences of employees and increased competiveness of regions thanks to adequately prepared human resources.

Quick progress in modern technologies resulting in the Internet development causes more and more institutions to offer their services through the network. The problem is the consequences of the division of people into those who can, are able to and want to use informational technologies and those whose awareness in this area is very little or none. The faster and faster development leads to great differences in qualifications between groups who do not have access to the Internet and the remaining part of the society. Both the administration and the business community have already noticed the issue of not using ICT by people as an important social problem. The article presents the analysis on how many people still do not have digital competence, as the situation evolved over the years. As the conclusion the Authors pointed out that in many sectors of the economy the knowledge of ITC is a prerequisite for getting a job.

The aim of this article is to present changes in the scale and functionality of internet use by persons with disabilities in Poland over the course of a decade (2003-2013). In the first analytical step, the growth in internet use by disabled persons is presented in connection with the basic variables of their socio-demographic profiles. While demonstrating the stable pattern of influence of socio-demographic traits on internet use by disabled persons over time, an attempt has been made to verify the thesis that the side of the digital divide on which a disabled person will be situated is not determined by the sole fact of having a disability but is rather a derivative of the person’s social status. As the second half of the article attempts to show, social status for this category of user also determines the level of the internet’s functionality (the number of activities performed on the internet and the amount of time devoted to their performance). Empirical analyses were based on data from successive editions of the Social Diagnosis research.

Diaspora and indigenous speech communities are under the threat of extinction in Balochistan. Local inhabitants with a lower economic and commercial value symbolize cultural and ethnic genocide in western Pakistan. In my study, I investigate the scope of technology for the documentation and maintenance of the Brahui language in the province of Balochistan. Also, I discuss how language policy and the digital divide are creating unfamiliar pedagogical, socio-cultural and linguistic practices, along with putting minority speech communities in danger of losing their identity and bringing about linguistic extinction. Drawing on the work of critical theorists, perceptions of indigenous Brahui community are recorded to understand the influence of digital technology for language survival. The study identifies that digital divide and flawed educational policies in Balochistan are potent instruments of Brahui endangerment. I call for inclusive and unbiased language policies and uniform access to technology for linguistic empowerment of the Brahui speech community in Balochistan.

Human rights are “basic rights and freedoms to which all humans are entitled”. Proponents of the concept usually assert that all humans are endowed with certain entitlements merely by reason of being human. Human rights are thus conceived in a universalist and egalitarian fashion. Such entitlements can exist as shared norms of actual human moralities, as justifi ed moral norms or natural rights supported by strong reasons, or as legal rights either at a national level or within international law. However, there is no consensus as to the precise nature of what in particular should or should not be regarded as a human right in any of the preceding senses, and the abstract concept of human rights has been a subject of intense philosophical debate and criticism. As the new millennium emerges, trends in global human rights are changing. Human rights issues are crossing sovereign boundaries and are no longer just issues of the state. As more and more non-governmental organizations are growing, and the Internet expands and facilitates a quicker spread of information, there are more and more people raising concerns about human rights related issues. Some of these come from the increasingly larger and infl uential commercial sector including large, multinational companies, while the others are raised by ordinary people, being parts of different networks. The aim of this article is to examine the way social networks influence and change the methods of raising the awareness concerning human rights on one hand, but, on the other hand, to analyse how new media contribute to deepening global inequalities.

Paper presents results of a research study on digital divide of labour force and economically inactive population from Mazowsze region. The analysis that focused on the relation between digital divide and labour market showed that processes of digital exlusion in Mazowieckie voivodeship follow the path pointed by the labour market and digital divide theories. The most vulnerable group are the economically inactive, the least one - the employed persons, while the unemployed are somewhere in the middle. The main conclusion stemming from presented analysis is that the best way of counteracting digital divide is to integrate and reintegrate individuals from the "high risk groups" with the labour market.

Purpose: The purpose of this research was to analyze correlates of access to, use of and skills with PC and Internet tools with social characteristics such as occupational category, income and other indicators of status. Methodology: The research reported here presents trend analysis and multiple regression results based on nationally representative samples of Poles collected in 2003 and 2008. The data are from the Polish Panel Study (POLPAN) collected by the Institute of Philosophy and Sociology, Polish Academy of Sciences. Findings: The results showed that there are lingering disparities in PC ownership and Internet use by occupational status (employed vs. unemployed) and occupational category. On the positive side, all groups are more likely to possess a PC or use the Internet in 2008 relative to 2003. The results further� showed sharp disparities across occupational categories for PC skills. For example, while 100% of professionals claimed the ability to receive an email, only 51.5% of farmers attested to such skill. A regression analysis showed that only PC ownership had a weak positive effect on later income. Neither Internet use nor proficiency with PCs and the Internet were revealed to have positive impacts on income after five years. The results of this study challenged the notion of the digital divide. The analysis showed that, except in the case of access to a PC in the home, which had a small impact on income growth, PC/Internet use and skills in Poland in recent years do not have any statistically significant relationship with income. It was concluded that the finding where two of the three factors are not correlated with income growth is evidence of digital parity or a growing digital equality among citizens in modern Poland.

This research addresses the impact of disinformation and media illiteracy on civil discourse and informed societal activity in the United States. The research provides analysis of the conditions surrounding disinformation and media illiteracy, as well one proposed solution for the problem: a media literacy educational program for both digital and non-digital natives via an international alliance of experts. Initially, the „Digital Divide“ of the early 21st century referenced individuals unable to access digital information with the same efficiency as those individuals in a household with a personal computer. In 2007, the introduction of smart phone technology transformed some of the Digital Divide population by providing information previously restricted to individuals with PC access to anyone who owned a phone. However, frequency of use is not the equivalent of mastery or thorough understanding. In 2016, the disinformation campaigns surrounding the U.S. presidential election, and later popular culture campaigns such as supposed controversy surrounding Disney’s The Last Jedi, emerged as foreign interference with American culture exploiting cultural divides. This research addresses two things: (1) Recognition of a caveat to the Knowledge Gap Theory in 21st century media interaction; and (2) Creation of a media literacy educational program via an international coalition for the sole purpose of combating disinformation..

The paper considers challenges of moving education into Cloud under the conditions of digital divide. The content of the paper is divided into two parts. In the first one, the focus is on digital divide, since it greatly affects the issue. In the second part, a model for adapting Cloud in higher educational environment is proposed, with the emphasise on the needs of so-called developing countries, which suffer consequences of digital inequality. The statistical analyses of the survey conducted on the basis of the proposed model have been made at two universities in Montenegro (South-East Europe). This article presents the characteristics of Internet users in Poland in the digital divide perspective, taking into account the scale of civic engagement of Internet users and non-users. This goal was achieved in three steps. Firstly, the author presents sociodemographic characteristics of Poles who use Internet. Secondly, the nature of civic activity was specified in relation to the social capital amount of users and non-users, taking into account differences in civic initiatives in which they are engaged. Thirdly, the author presents the relationship between social capital which remains at the disposal of Internet users and scale of the use of Internet social functions through which social capital can be accumulated and mobilized. The empirical analysis was based on the data from the Diagnoza Społeczna (Social Diagnosis) research of 2013.

This comparative study contributes to new knowledge on how digital inclusion can be supported in two differently designed school settings through the meaningful use of technology to enhance the students’ learning and their overall skills development. This study is a comparative, empirically grounded case research conducted over a one year period in two primary schools in Poland. Our research involved a number of methods, including video-ethnography and interviews, which were used to gather qualitative data from headteachers, teachers, students and parents. The results problematise the issues of the digital divide in teaching and learning practices in both formal and informal contexts. We have checked in what way both OPD and BYOD influence the existing divides in the area of learning processes.

The digitally wise human does not have to be a digital native as even a digital immigrant can achieve digital wisdom. For people aged 85 or more and publishing on the Web (digital sages 80+) creative writing results in social media connection and new media inclusion. However, it is mainly an expression of intergenerational transfer in which seniors’ wisdom matches digital competences of their younger cooperators. Such model of seniors’ creative writing on the Web is illustrated by action research and metaphorically named silver digital content.

The digitization of television signals in Poland is presented as one of the most important achievements of the media in recent years. The purpose of this publication is to present the opportunities and risks of digital technology at the regional level. The process of digitization has not resulted in a wider range of regional public television programming. After launching of Regional Television Centers, their dedicated band time lengthened by one hour. Money from the subscription only secure the production of about 40% of programs of the channel and are mostly news programs and current affairs. Other are provided with money from sponsors. In fact, digitization creates only a potential, does not give the guarantee that it will be used as financing is crucial for stable funding system. An example of the foregoing is Regional Television Katowice.

The global spread of the SARS COV-2 virus and the related Coronavirus Disease-19 (Covid-19) has forced the entire planet to suddenly adopt important safety standards and reorganize social reality. The present research investigates the perception of psychological, relational, and pedagogical risks and needs in the developmental age (3-18 years) by the parents of different Italian regions during the quarantine period. Specifically, we examined the opinions of parents regarding the rules of social distancing and the continuous and massive use of new technologies for distance learning (DL). The results showed that Italian parents have two main concerns: on the one hand, the emergency in terms of health and health-related aspects; on the other, the teaching, training, and educational trajectories of children. They manifested mistrust and scepticism towards institutions and the school world, in terms of both management competence and structural and infrastructural capacity; aspects perceived as concerns also for Phase 2 and 3 of the epidemic curve.

Brak komputera i dostępu do Internetu jest głównym czynnikiem wywołującym zjawisko podziału, a w konsekwencji wykluczenie cyfrowe. Drugim ważnym elementem tego zjawiska jest brak potrzeby korzystania z nowych technologii. Działanie przeciw wykluczeniu cyfrowemu wydaje się konieczne, ponieważ dotyka ono najsłabszych grup społecznych: osób starszych, niepełnosprawnych, długotrwale bezrobotnych, z rodzin dysfunkcyjnych, a także mieszkańców wsi i małych miasteczek. Zapewniając dostęp do Internetu w każdym miejscu naszego kraju i edukację osób zagrożonych można wpływać na zmniejszenie tego negatywnego zjawiska. Inkluzja społeczna ma wpływ na poprawę jakości życia poszczególnych jednostek, a pośrednio wpływa również na rozwój społeczno-gospodarczy całego kraju.
The lack of computer and Internet access is a factor that causes division and, consequently, the digital exclusion. Another important element of this phenomenon is lack of need to use new technologies. The action against digital exclusion is so necessary that it affects the most vulnerable groups: the elderly people, disabled, long-term unemployed, dysfunctional families, as well as residents of villages and small towns. Providing access to the Internet in every place of our country and education of people at risk can have an influence on reducing this negative phenomenon. Social inclusion has the effect of improving the quality of life of individuals, and indirectly affects the socio-economic development of the whole country.

The article presents the current evolution of the global information society and the problem of digital divide. An additional category is globalization, which has been presented as an accelerator for the development of a global information society. The role of ICT in filling the development gap between regions of the world was identified on the basis of the UN classification. The concept of “digital divide” was introduced as a synonym for a new kind of development gap between the rich North and the poor South, and analysis of data from UN publications showed a constant high diversity of the global information society, which is clearly regionalized.

This article analyzes the design and implementation of telecommunications service policies targeted at the poorest regions of Mexico (1990-2008). It begins by defining universal access and service policies, their economic and social rationale. Secondly, it discusses the scope of public policies on universal service provision designed by Mexican authorities to achieve the goal of universal access. Thirdly, the paper analyzes the distributive effects of this set of policies among the poorest sectors of the population. The sources on which this research was based were two national surveys: the Household Income and Expenditure Survey (2008), and the Household Survey of the Access and Use of Information Technologies (2007). The additional information on regional economic development was based on the poverty indexes by the national population council and economic information given by Mexico's Census Bureau. Additional use was made of the annual reports prepared by Ministry of Communications, statistics published by the Federal Telecommunications Commission and official documents prepared by the government agencies. Finally, a series of in-depth interviews was conducted with the former representatives of the Office of Rural Telephony. Finally, the article discusses, in the light of available evidence, possible explanations for the apparent failure of the universal service policy that was implemented to bring at least basic voice services to Mexico's neediest.

Rozwój technologii informacyjnych jest niewątpliwie jednym z najbardziej dynamicznie rozwijających się obszarów życia. W społeczeństwie powstają różnice między osobami, które posiadają dostęp do technologii informacyjnych, a tymi, które takiego dostępu nie mają. Zjawisko to określa się mianem wykluczenia cyfrowego. W artykule podjęto próbę wskazania przyczyn i sposobów przeciwdziałania wykluczeniu cyfrowemu. Wyodrębniono wiele przyczyn takiego stanu rzeczy w pewnych grupach społecznych. Ponadto wskazano na przykładzie sposób przeciwdziałania zjawisku wykluczenia cyfrowego.
The development of information technology is one of the fastest growing areas of life. They are increasingly present and sometimes they are the only way to realization of certain actions. In a society are the differences between those who have access to information technologies and those who do not have such access. This phenomenon is called as digital divide. This article tries to identify the reasons of the digital divide. The authors present many reasons of digital divide relating to particular social groups. Furthermore, in the article are presented the methods of prevent the phenomenon of digital divide. These methods are illustrated by an example.

Japan's government believed that the development of ICT networks and penetration of information and communications equipment in the countryside reduce the economic and population disparities among regions. Since the latter half of the 90s, some local governments built "intelligent facilities" equipped with ICT network so as to foster the information and communications industry in their area as part of regional "informatization policy". However, "intelligent buildings" failed to attract information and communication companies, economic disparities among regions are in fact widening, while the macro economy is recovering and expanding. Main points are the contents of the regional informatization policy and the effect on the development of ICT networks and the information and communication industry. As "economy of concentration" works more in the information and communications economy, the development of ICT networks and related industries would concentrate economic power in urban areas. At present, it is essential for the regional informatization policy to develop information and telecommunications infrastructure that addresses the needs of residents who lack access to information, and to implement careful information literacy education for residents.

The digital transformation of an enterprise is an extremely complex issue, which involves modification of the traditional model and business processes through the use of ICT solutions. The transfer of operational activities from the analog to the digital sphere enables new production and distribution methods, better interactions with the customer and the production of digital goods and services. Therefore, digital transformation, as a key issue for enterprises, should play a central role in their development strategy. In the world of artificial intelligence, based on self-learning algorithms and global data flows, appropriate workforce skills are necessary for the effective implementation of a digital strategy. The skill gap, resulting from a lack of proper vision, knowledge, skills and experience, is the main reason for the lack of success in the process of the digital transformation of SMEs. It is also significant with respect to ensuring faster economic growth and the process of social inclusion. The purpose of the study is to outline the importance of the issue of reducing the digital gap, which is one of the important competence gaps for conducting effective digital business transformation at the threshold of the third decade of the 21st century, and to present solutions of systemic support for the development of digital skills in Polish enterprises. The findings of the analysis are as follows: in order to reduce the gap in digital skills, it is necessary to strengthen extensive cooperation within the triple helix, to include public-private partnerships based on coordinated actions undertaken jointly by enterprises, science, and public administration. Science and technology parks (STPs) should play a special role in this respect. However, for this assistance to be effective, it is necessary to prepare the managerial staff for the construction and, above all, implementation of an appropriate support strategy related to STPs for the digital transformation of their tenants.
Cyfrowa transformacja przedsiębiorstwa jest zagadnieniem niezwykle szerokim, obejmującym zmianę tradycyjnego modelu i procesów biznesowych przy wykorzystaniu rozwiązań ICT. Przeniesienie działań operacyjnych ze sfery analogowej do cyfrowej, umożliwia nowe sposoby produkcji oraz dystrybucji, pozwala na lepszą interakcję z klientem oraz produkcję cyfrowych dóbr i usług. Cyfrowa transformacja zatem, jako bardzo aktualna i bardzo ważna kwestia, powinna zajmować istotne miejsce w strategii rozwoju przedsiębiorstw. świecie sztucznej inteligencji, opartej na samouczących się algorytmach i globalnych przepływach danych, coraz większego znaczenia nabiera kwestia odpowiednich kompetencji kadry, które potrzebne są do efektywnej implementacji strategii cyfrowego rozwoju. Luka kompetencyjna, rozumiana jako brak istotnych z punktu widzenia celów organizacji, wiedzy, umiejętności i doświadczenia, stanowi główną przyczynę niepodejmowania bądź nieudanego procesu cyfrowej transformacji przedsiębiorstw, w tym zwłaszcza MŚP. Prezentuje ona również kluczowe znaczenie z punktu widzenia zapewnienia szybszego tempa wzrostu gospodarczego i procesu społecznej inkluzji. Celem opracowania jest syntetyczne nakreślenie znaczenia kwestii redukcji luki kompetencji cyfrowych, która stanowi jedną z istotnych luk kompetencyjnych dla przeprowadzenia efektywnej cyfrowej transformacji biznesu u progu trzeciej dekady XXI wieku, oraz prezentacja rozwiązań systemowego wsparcia rozwoju kompetencji cyfrowych w polskich przedsiębiorstwach. Wnioski płynące z przeprowadzonej analizy są następujące: w celu zmniejszenia luki w kompetencjach cyfrowych potrzebne jest wzmocnienie szeroko zakrojonej współpracy w ramach potrójnej helisy, która będzie obejmować partnerstwo publiczno-prywatne, w tym skoordynowane działania, podejmowane wspólnie przez sektor przedsiębiorstw i nauki oraz administrację państwową. Szczególną rolę w tym zakresie mają do odegrania parki naukowe i technologiczne. Aby jednak pomoc ta była efektywna, konieczne jest przygotowanie kadry menedżerskiej do budowy i przede wszystkim implementacji odpowiedniej strategii parku w zakresie wsparcia cyfrowej transformacji jego lokatorów.

Within the last few years, social media have emerged and offer network possibilities for political communication. There are large expectations of social media in campaigning and many politicians turned to such networks in the 2010 Swedish election. In spite of the high level of internet penetration and use in Sweden, people seem reluctant to go online for politics. Survey data collected in an e-panel was analyzed with a focus on social media to reveal to what extent internet users contact politicians, the information value of these channels and what users expect from politicians during campaigning. Even among frequent users such as the e-panel members, involvement in politics and politicians in social media is rather low. People tend to view social media as an information channel for politics rather than a conversation medium. Politicians should respond to questions if requested, but not assume the position of friends in peoples’ networks.

Aim. This ethnographic study explores the impact of the digital divide within the collective of Peruvian migrant women employed in a highly precarious sector, such as domestic services. Methods. This has become evident in this multisite and virtual ethnography, with the following objectives: to analyse the variables that affect digital exclusion, in addition to identifying and deepening the different digital competencies and uses of Information and communication technologies (ICT) in the migratory projects of Peruvian migrant women. In order to achieve these objectives, we undertook fieldwork during the COVID-19 pandemic in two contexts, Italy and Spain, using semi-structured interviews and virtual observation, during which we employed online social networks as research tools. Results. Although digital inequality was a reality prior to COVID-19, it has been worsened by the pandemic, at which time we began our fieldwork. Inequalities between men and women in the different areas of society are reproduced within the context of new technologies. This is termed the gender digital divide and is considered a form of social exclusion, which intensifies and feeds back into itself. Gender inequality in terms of the use of ICT and digital skills intensifies in communities that are even more vulnerable, such as migrant women, whose plenary incorporation into information society is limited. Conclusion. The use of ICT can aid in social inclusion of migrants in digitally advanced societies. However, Peruvian migrant women face new forms of social exclusion due to limited digital access, economic difficulties, and individual digital skills, leading to a gender and generational digital gap.
