This research aims to predict the direction of democratic education in Indonesia through the influence measurement of tolerance, multicultural sensitivity, and historical awareness of the democratic attitude. The multiple linear regression test, coefficient determination test, and model accuracy test were used to measure the influence of the predictors and the dependent variable. The research participants were 300 students, aged between 17 and 18 years, who were taken proportionally in Senior High School (SHS) 1 Surakarta, SHS 5 Surakarta, and SHS 6 Surakarta. Results showed a simultaneous and partial influence of tolerance, multicultural sensitivity, and historical awareness on the democratic attitude. The authors found that there is no diversion in the proliferation of democratic education in Indonesia, in which tolerance, multicultural sensitivity, and historical awareness have a positive influence on the democratic attitude. However, the authors stated that the association between tolerance and democratic education in Indonesia remains problematic, thus, it should be noticed in future research.

Speaking about democratic choice we are mainly interested in the common features in the motivation of post-colonial, post-totalitarian and post-authoritarian societies, their leaders, elites and people, which determine attractiveness of democracy in the contemporary world. The intention to be democratic today is often connected with the intention to be free, modern, safe, developed state, which is accepted in the circle of developed countries on the conditions of friendly and equal partnership. Based on the experience in building democracy in the “third wave” countries (S. Huntington) and on the other conceptual assumptions of institutionalists, we can come to the conclusion of necessity to review the traditional approaches to the problem of democratic transit. These approaches considered democratic transit, firstly, as the issue of the ideological (or value, in a wider sense) choice, and, secondly, as the issue of destruction of non-democratic social institutions with the aim to build institutions of liberal democracy in their place. Therefore, they referred to the following as to the major directions of building democracy: a) understanding by the active part of the society of the liberal paradigm of public consciousness; b) maximal denationalisation of the public sphere; c) harmonisation of the national institutions and standards with the Western samples. The Western expert community arrived at the conclusion that the so called civil society should become a driving force for democratic changes in the former USSR countries. These approaches considered democratic transit, firstly, as the issue of the ideological (or value, in a wider sense) choice, and, secondly, as the issue of destruction of non-democratic social institutions with the aim to build institutions of liberal democracy in their place. Therefore, they referred to the following as to the major directions of building democracy: a) understanding by the active part of the society of the liberal paradigm of public consciousness; b) maximal denationalisation of the public sphere; c) harmonisation of the national institutions and standards with the Western samples. However, the modern views enable not to define democracy as just an ideological choice or an institutional model, but as social innovation. This definition opens to us a somewhat different outlook of the study on the problems of building democracy and the problems of practical democratic reforms. As we speak about innovation, the most important aspects of its study and design in a specific social organism are as follows: a) motivation; b) preconditions; and c) algorithm of its launch. The issue of a subject of democratic transformations has not lost its topicality, either, though in case of innovation, it would rather mean an initiative core, as well as perceptiveness to novelties and interest towards them by various social groups and political actors. Returning to the issue of motivation, we should detail the interrelation between democratisation and modernisation. The matter is that intention to modernisation, which is quite understandable to world-system periphery countries, is often understood as readiness for democracy. As a matter of fact, motivation with regard to these two strategies for national development only coincides partially. Modernisation is the shortest way to development and, in certain sense, safety. But often modernisation does not account for motivation of freedom and in certain cases, is conducted much more efficiently and quickly when freedom is restricted. To Ukraine, motivation of freedom is traditionally one of the leading public values. As for two other aspects of a democratic choice, safety and development motivations, these characteristics of a democratic order were learned and assessed by the Ukrainian society much later. The democratic social innovation in Ukraine is accompanied by processes of national development and the struggle to redistribute the social product. The main trends of Ukraine democracy building include the targeting on state, nation and civil society development. We can distinguish several key collisions in understanding democracy, which imposed a serious obstacle to building an efficient democracy in Ukraine. The major problem of Ukrainians’ democratic self-determination is related to the correlation between freedom and law. Other issues are the correlation between rights and obligations and the correlation between the will of the majority and the right of the minority. Having defined the democratic development objective in Ukraine as a transition from imitation to essence, we have highlighted the key markers of this transformation. These include negotiation of such widespread phenomena as the sword-law, citizens’ passivity, corruption, uncertainty about powers and areas of responsibility of state bodies, political appropriateness, failure to comply with procedures, informational closeness and politicians’ lies, as well as other features of immature public organization, which continue existing under the lee of democratic institutions.

The article aims to, first, critically assess the idea and practice of deliberative democracy and, second, find it a proper place in the democratic theory. I start with defining the concept as it emerges from the works of some of its most prominent proponents (such as Fishkin, Cohen or Habermas), reiterating several of the important arguments in support of it. I then present various criticisms of deliberative democracy, regarding philosophical assumptions that inform it (the idea of common good, the conditions of rational deliberation etc.) and its modus operandi (its alleged procedural superiority over aggregative methods). I then off er further criticism of deliberative democracy as a model of democracy, an alternative to the dominant model of representative democracy, arguing from its ineff ectiveness in influencing political decisions. Instead, in the final section, I propose to establish deliberation as one of the two criteria of classifi cation and assessment of democratic systems, thus restoring its importance in the democratic theory.

The motivation and its influence on social responsibility in a democratic state depends from the system of individual values, its readiness for a particular way of actions, which includes, firstly, the common system of individual values, secondly, the system of social attitudes. The influence of the motivation on a charity is very broad — from religious beliefs, the need for help, to the ability of the decrease a tax. Motives of a rational, economic nature have a reference to a particular situation and ensure to individual conditions that actually are existed. The level of a spiritual and moral culture of man manifests not only in the understanding of the phenomenon and the essence of charity, but also in the structure of the motives of this activity, the choice of its form and instruments in a democratic state.

The object of the consideration taken up in the article is democratic education. Introduced in the Summerhill pioneer school is still not faithfully refl ected in Poland. Over the past decade, several institutions based on ideas taken from the British school have been created. Their creation is an expression of the need to create a place where children could be educated in accordance with their own interests, in the atmosphere conducive to the development of innate predispositions. The aim of the article is to present the meaning the democratic education concept in contemporary pedagogical practice. The reader will find here a description of the theoretical and practical assumptions of the “O!mega” Poznań democratic school with reference to the concept of the Summerhill school known in research on education.

The article examines the changes in factional system of the Democratic Party of Japan (DPJ) after electoral victory in 2009. During opposition period, DPJ factions were believed to be much less significant groups than their counterparts in the Liberal Democratic Party (LDP). Nevertheless, after the DPJ assumed power, its intra-party groups, to a certain degree, started functioning as LDP factions. Over the years, their ideological leanings weakened and instead of realizing distinctive political vision, they started focusing on pragmatic struggle for power in the party. In 2009 – 2012 period, the competition between intra-party mainstreams and anti-mainstreams increased, challenging the unity of the DPJ. The significance of factional divisions was also clearly visible in the distribution of governmental portfolios by succeeding prime ministers. Although DPJ factions were still not as powerful as LDP factions, they played a much greater role than before in maintaining intra-party balance and structuring intra-party competition.

The objective of the article is to assess the new Commission’s Guidelines on Stakeholder Consultation (2015) in the EU policy-shaping in view of raising effectiveness of the EU governance model and of reducing the EU democratic deficit. The hypothesis of the article is that the Commission’s revision of the stakeholder consultation procedures contributes to overcoming the EU crisis of the consultation model and, in general, to reducing the democratic deficit in the EU. The neoinstitutional research perspective permits to catch the relations between the EU institutions and stakeholders wanting to co-shape EU sectoral policies, and the concepts of the UE democratic legitimacy (by F. Scharpf) as well as of the deliberative democracy (by J. Habermas) make possible to verify the research hypothesis. The verification takes place also in the course of the analysis of the new guidelines by confronting them with the identified deficits in matters of the dialogue with stakeholders. Celem artykułu jest ocena nowych procedur prowadzenia przez Komisję Europejską konsultacji z zainteresowanymi stronami (2015) w toku kształtowania unijnych polityk sektorowych z punktu widzenia efektywności unijnego modelu rządzenia oraz niwelowania deficytu demokracji w UE. W pracy zakłada się, iż przeprowadzona przez Komisję rewizja procedur przyczynia się do przezwyciężania kryzysu unijnego modelu konsultacji, a w ogólności do niwelowania deficytu demokracji w Unii Europejskiej. Zastosowana w analizie neoinstytucjonalna perspektywa badawcza pozwala na ujęcie relacji pomiędzy instytucjami UE a interesariuszami zainteresowanymi współkształtowaniem polityki sektorowej, natomiast koncepcja legitymizacji demokratycznej UE F. Scharpfa oraz demokracji deliberatywnej J. Habermasa na weryfikację hipotezy badawczej. Weryfikacja następuje również w toku analizy nowych wytycznych w konfrontacji ze zidentyfikowanymi deficytami w zakresie dialogu z zainteresowanymi stronami.

W artykule podejmujemy próbę włączenia się do dyskusji na temat aktywności politycznej i społecznej młodzieży we współczesnych poliarchiach. Wychodząc z założenia, że warunkiem aktywnego spełniania funkcji obywatelskich są umiejętności poznawcze i zdolności komunikowania się, które jednostka doskonali w procesie kształcenia się i poprzez uczestniczenie w zjawiskach społecznych staramy się znaleźć odpowiedź na następujące pytania: w jaki sposób postrzegane jest uczestnictwo w dzisiejszych poliarchiach? jakie mogą być determinanty angażowania się politycznego i społecznego młodzieży? Dlaczego europejskie organizacje międzynarodowe – Rada Europy i Unia Europejska – podejmują działania z zakresu aktywizowania młodzieży europejskiej? W pierwszej części artykułu uwagę koncentrujemy na uczestnictwie demokratycznym i staramy się poznać jego rolę w wybranych modelach demokracji. Następnie analizujemy wybrane aspekty absencji wyborczej młodzieży. Przywołujemy przykłady aktywności Rady Europy i Unii Europejskiej w zakresie aktywizowania demokratycznego (obywatelskiego) młodzieży wraz ze wskazaniem przyczyn tej aktywności. W końcu wskazujemy na związek pomiędzy uczestnictwem politycznym i społecznym młodzieży a kondycją współczesnych poliarchii europejskich.
In this article we make an attempt to join a discussions on the political and social activity of young people in contemporary polyarchies. On the basis of the assumption that the condition for the active fulfilment of civic functions are cognitive skills and the ability to communicate which the individual improves in the education process and through participation in social phenomena, we are trying to find the answer to the following questions: how is participation perceived in today’s polyarchies, what can be the determinants of youth’s political and social involvement, why do European international organisations – the Council of Europe and the European Union – take measures to activate European youth. In the first part of the article, we focus on democratic participation and try to recognise its role in selected models of democracy. Then we analyse selected aspects of youth electoral absenteeism. We cite examples of the activities of the Council of Europe and the European Union in the field of the youth democratic (civic) activation with an indication of the reasons for this activity. Finally, we point to the relationship between the political and social participation of young people and the condition of modern European polyarchies.

Politics can fulfill its mission only if it's work of building and improving the new world will be based on the strong foundations, which guarantee proper understanding of the good. It is a about human good, especially the common good. This common good deter¬mines the final justification of improving or building the world. These presented reflections focus on an issue of whether and how can this improvement of the temporal reality, be revived by the spirit of the Gospel? Good is the integral part of politics. Politics, according to its ethical approach, can be defined as a prudent concern for the common good. However, a Christian involved in politics should have an awa¬reness that the common good, a basic category of politics, is not confined to the temporal reality. It is as well transcendental, spi¬ritual and supernatural. It finds it's ultimate explanation in personal human good. The good of a human being is expressed by the quality of relationship between man and Creator, as well as in his vocation to the eternal happiness, and in his communion with the Triune God. Prudent concern for this good determines the most important sense of the politics conducted in a Christian spirit. It makes that involvement in the political sphere becomes a selfless service to the human being and society. In this perspective, as a matter of priority must be considered a necessity to properly discern the themes of Christian presence in politics. The criteria for political involvement of Christians are also important in this matter. The discernment of these criteria largely depends on the political sense, which as such, is shared by all people. These are the basic ideas presented in this article. Their objective is to identify the qualified nature as well as the necessity of politics conducted in a Christian way.

In this paper the author attempts to analyze the advantages and disadvantages of the democratic model of business management on the example of social cooperatives. It is based on own research conducted in this type of organization in the Lodz region. The analyzes identified a number of benefits of democratization of the company as particular commitment and competence development of employees of such organizations. The study also highlights the risk of conflict situations in social cooperatives, which in extreme cases can lead to the breakdown of the company.
