Objectives: This article presents the eternal relevance of the decision-making process and its inseparable connection with the personality of the decision-maker. Broadly speaking, the subject of consideration is the decision-making process. The main goal of the authors is to review the decision-making process, some styles of decision making and offer information about some types of software for decision making and strategic planning. Methods: The scientific methodology used is a combination of a theoretical review of the issue, a critical scientific review and the presentation of new scientific advances in the world of practice in terms of decision-making through technical means and methods. Results: The conditions that the decisions must meet in order to be useful and accepted, some styles of decision-making processes and also the use of decision-making software are analysed in the article. Conclusions: The authors are aware that this is a repeatedly researched topic and it is in the last part that a novelty of an applied-practical nature is definitely found. Several software for decision making and strategic planning software, which is a category of software critical for organizational leaders who want to ensure more strategic decision-making and implement simpler and more effective reporting are presented in the last part of the article. This software provides a place to manage all strategic elements, in order to achieve high-level organizational structure and long-term goals.

Scientific field of decision making process is extremely popular. Policymakers are increasingly aware of the potential mistakes associated with the process of decision making. Empirical studies show that despite huge knowledge of decision making process its quality has not improved significantly, both for the individual and the organization as a whole. Mistakes made by managers arise mainly from two sources: the treatment of decision as a domain of top managers and the lack of systematic monitoring and analysis of decision making process in the organization. The main objective of this paper is to identify and critically analyze methods (tools, guidelines and approaches) of improving decision making process.

Decyzje polityczne są ważnym czynnikiem kształtującym rzeczywistość społeczną. Ponieważ ich konsekwencje dotyczą nie tylko decydentów, ale przede wszystkim jednostek i grup społecznych, będących ich adresatem, badanie ich jest ważne nie tylko w kontekście celów teoretycznych, ale i praktycznych. Jedną z metod badania decydowania politycznego jest analiza decyzyjna. W artykule, który ma charakter przeglądowy, na podstawie literatury przedmiotu scharakteryzowano wybrane modele procesu decyzyjnego w ujęciu systemowym – ważnego etapu podejmowania decyzji. Skoncentrowano się na modelach racjonalnym, inkrementalnym, biurokratycznym (organizacyjnym) oraz aktywności w ramach wspólnoty programowej.
Political decisions are an important factor shaping social reality. Since their consequences concern not only decision-makers, but, above all, individuals and social groups who are their addressees, studying them is important not only in the context of theoretical but also practical goals. One of the methods of researching political decision-making is decision analysis. In the article, which is a review, based on the literature on the subject, selected models of the decision-making process are characterized in terms of a system - an important stage of decision-making. The focus was on the following models: rational, incremental, bureaucratic (organizational) and activity within the program community.

W literaturze są opisywane dwa podejścia do podejmowania decyzji, tj. racjonalne i behawioralne. Każde z nich opiera się na określonych przesłankach oraz założeniach. W podejściu racjonalnym decydent wybiera wariant z najwyższą wartością, zgodnie z zasadą maksymalizacji oczekiwanej wartości. Natomiast w podejściu behawioralnym wskazuje się, że na podejmowane decyzje mają wpływ również emocje decydenta. Obecnie wiele systemów informatycznych przeznaczonych dla kadry kierowniczej wykorzystuje wizualizację jako jedno z podstawowych rozwiązań do prezentacji informacji. Jednak niewłaściwe zastosowanie form graficznych może zafałszować kontekst prezentowanej informacji, a w konsekwencji mieć wpływ na podjęcie niekorzystnej dla przedsiębiorstwa decyzji. Celem artykułu jest przedstawienie zidentyfikowanych kierunków badań związanych z zastosowaniem wizualizacji w procesie podejmowania decyzji przez kadrę kierowniczą ze względu na podejście racjonalne oraz behawioralne.
In literature research of two approaches to decision making are described, namely rational and behavioral. Each of them is based on certain assumptions. In the rational approach a decision maker chooses the option with the highest value in accordance with the principle of maximizing the expected value. However, in the behavioral approach the emotions of the decision maker have also influence for decision making. Nowadays, many information systems, which are dedicated to managers, use visualization as one of the basic solutions to present data and information. However, improper use of graphical forms can upset the context of presented information, and consequently have an impact on unfavorable business decisions. In the present paper we will focus on the describing directions of research on using visualization in terms of rational and behavioral decision making.

In this article, the author has attempted to analyse the problem of making purchase decisions concerning both everyday consumables, such as food, beverages, household chemicals, cosmetics, etc., and durable goods (real properties, cars, furniture, audio/video devices and household appliances) in the Polish households. They are often made independently by a single person representing the given household, and to a certain extent, they also constitute an outcome of the arrangements between the household members. Therefore, the main point of the study was to determine whether the consumption structure in the Polish households develops according to the traditional model as assumed by the neo-classical economics, or if a democratic model starts to prevail. Another issue studied was the influence of the most significant demographic characteristics, such as sex, age, education, social group or place of residence, on the manner in which the said decisions are made. It seems that the survey results analysed are sufficient grounds for claiming that the democratic model of the purchase decision making, with regard to both the everyday shopping and buying of durable goods, will gradually become more and more popular in the Polish households primarily due to predominance of this model in younger households.

The paper presents an approach to this type of problem. Was submitted the general approach to construct the model and presented selected aspects of the application AIRS enabling decision making support on minimizing taxiing aircraft at take-off and landing operations. Taxiing operations of aircraft on the apron are the binding part of planning and air traffic control phase including the sequencing of arrivals and departures, planning of air traffic in the immediate vicinity of the airport and issues of passenger traffic in the terminals and ground handling of aircraft. The airport is presented as a model which was implemented in the form of a computer application AIRS. Application AIRS is suported to determine the optimal taxiways on schedule. The procedure for decision support in carrying out the operation of aircraft consists of: data on the types of aircraft, data staging aircraft, data about the time of use of the types of aircraft, technical and organizational parameters of the process taxiing, the structure of the apron to the process of taxiing, routing algorithms of landing aircraft, routing algorithms of taking off aircraft, algorithms for taxiing in other cases.

The complexity of decision problems – faced by managers – eludes simple analyses, the most important managerial choices relate to situations which are variable, capricious and related to the unpredictable future. Such difficult conditions stimulate intuitive thinking. As it is defined, intuition is absolute recognition that allows us to see the problem as it is. Decision-makers use intuition not only to experience illumination, but more often to search for key information or to base their judgment on information creatively processed beyond consciousness. Each time, however, the difficulty of decision making process may encourage managers to overcome the fragility of human nature using some form of intuitive feelings.

The problem of rational investment and allocation of funds for an agent with individual goals and experiences is presented in this paper. Simon Herbert’s model of decision making, the EPAM model of intuition as a decision tree with the accompanying Soar so!ware which is a modern cognitive architecture for modeling intelligent agents are considered. The state space and selection of decision rules for determining the optimal solution are presented, emphasizing the role of intuition. A decision making scheme is presented, leading to the acquisition of distinct experiences resulting in an increase in the procedural knowledge stored in the long-term memory. The next stage is to visualize the decision making process in the working memory in order to satisfactorily allocate funds into three categories. The results obtained indicate the intuitively correct decision according to an assumed quality factor which is the level of overall agent satisfaction. Reference is also made to the possible application of GAN neural networks, showing their potential in supporting intuitive decision making in the stock market. The considerations confirm the validity of an intuitive approach to business solutions and also enable a closer look at multidimensional aspects of intuition. In this paper the multicriteria optimisation problem in scheduling of discrete manufacturing systems is presented. The proposed method is an extension of work on integrated management system for variable and multiassortment production to order in small and medium-sized enterprises (SMEs) that is developed in the Institute of Automation Processes Engineering and Integrated Manufacturing Systems of Silesian University of Technology. Particular attention was paid to discuss the scheduling system operating conditions in an integrated environment - a system operating in real time. The proposed method indicates different decision-making stages to be taken in scheduling, from defining the problem, determining the structure of the production system, constraints and objective function, up to the generation and evaluation of solutions. The various approaches of decision maker participation in the process of finding the best solution are taken into account: a priori, posteriori and interactive.

In this article the issue of production scheduling in manufacturing systems characterized by discrete production flow is presented. A decision making stages taken in production scheduling of complex products as a part of the project N R03 0073 06/2009 - "Integrated, Centre for Research and Development are shown. Complex product is understood as product, which can be a composition of other products, it means that in its structure assembly operations are allowed. There are following decision-making stages in proposed method that should be performed while creating a schedule: order sequencing, scheduling strategy selection, subprocesses and operations sequencing, selecting of operation variants, schedule evaluation. The "order sequencing" stage is associated with organizing the processes according to established priorities. The "choice of scheduling strategy" stage determines the way of operations introduction into a schedule. The "subprocesses and operations sequencing " stage refers to the issue of sequencing parallel operations in the structure of the process. The "selecting variants of operation" stage shows how to select alternative variants for the operation. Scoring method for assessing schedules allows carrying out the assessment process using multiple criteria and experts.

TOPSIS is a well-known approach applied to multi-criteria decision-making under certainty (M-DMC). However, recently, some analogies between this domain and scenario-based one-criterion decision-making under uncertainty (1-DMU) have been revealed in the literature. Thus, the similarities aforementioned give the possibility to adjust TOPSIS to another area. The goal of the paper is to create a new method for problems with non-deterministic parameters on the basis of TOPSIS ideas. In the suggested approach criteria weights (declared within TOPSIS) are replaced by subjective chances of occurrence which are estimated for each scenario. The novel method has an advantage over existing classical decision rules designed for 1-criterion decision-making under uncertainty since within this procedure each payoff connected with a given option is compared with the positive and negative-ideal solutions.

W artykule została zaproponowana nowa koncepcja modelowania działań podejmowania decyzji przez operatorów z użyciem analogii do teorii kontroli automatycznej. Autorzy potwierdzili hipotezę dotyczącą możliwości opisu specyfiki myślenia operatorów systemów kontroli automatycznej (zbiór warunków, metody i wyniki podejmowania decyzji) w nieprogramowych sytuacjach (ograniczenia, zagrożenia, swoboda działania) z dostateczną dokładnością z użyciem nieliniowych elementów. Zostało udowodnione, że główną cechą wyróżniającą Model Heurystyczny/ Intuicyjny w porównaniu do modelu Racjonalnego Podejmowania Decyzji jest obecność tak zwanego zjawiska "wzbogacenia" ("enrichment") informacji wejściowej o ludzkie preferencje, hobbies, tendencje, oczekiwania, aksjomaty, osądy, uprzedzenia i ich uzasadnienie. W artykule rozwinięto modele symulacji i taksonomię nieliniowych elementów (operatorów) zależnych od rodzaju modelu podejmowania decyzji. Został zaproponowany autorski, oryginalny rodzaj nieliniowego elementu, który rozszerza możliwości interpretacji i formalizacji jakościowych i ilościowych wymagań dla wzbogacenia umiejętności decydenta.

Artykuł prezentuje koncepcję stylów podejmowania decyzji zakupowych przez konsumenta oraz narzędzia pomiarowe służące do określenia indywidualnego profilu wspomnianych stylów, które mają istotne znaczenie diagnostyczne, pozwalając zidentyfikować skłonności konsumenta do powtarzania określonych typów zachowań. Style podejmowania decyzji zakupowych są identyfikowalne w praktycznie niezmienionej postaci w różnych kulturach i różnym czasie. Zasadnicza część artykułu prezentuje wyniki badań nad rekonstrukcją kwestionariusza Stylów Podejmowania Decyzji Zakupowych (SPDZ14), na tle retrospektywnych rozważań autorów, dotyczących opracowania, modyfikacji oraz własności poprzednich wersji narzędzia pomiarowego. Zaproponowane 2 wersje SPDZ14 - pełna i krótka - charakteryzują się większą rzetelnością i trafnością w porównaniu do wersji poprzednich.
Article presents the concept of consumer decision-making styles and the measurement tools used to measure the individual profile of these styles. Knowing such profile one can identify the tendency to exhibit certain types of behavior by the consumer, that can be helpful in better segmentation and targeting marketing activities, as consumer decision-making styles are identifiable in virtually unchanged form in different cultures and time of measurement. The main part of the paper presents results of the reconstruction of the Consumer Decision-Making Styles questionnaire (SPDZ14), on the background of the authors' retrospective considerations relating to the development, modification and statistical properties of previous versions of SPDZ, including adding new styles to original PCS scale by Sproles and Kendall. The proposed 2 new versions - full (SPDZ14p) and short (SPDZ14k) - exhibit generally better properties of reliability and validity in comparison to the previous version (eg. SPDZ12).

This article presents a model of searching for some resource, e.g. a job, whose value depends on two quantitative traits. The decision maker observes offers in a random order and must accept precisely one offer. Recall of previously observed offers is not possible. It is assumed that the value of an offer is a linear function of these two traits, which come from a bivariate normal distribution. We consider the following four strategy sets: i) the decision on whether to accept an offer is based purely on the first trait, ii) any decision is only made after observing both traits, iii) after observing the first trait, the decision maker can either immediately accept, immediately reject or observe the second trait and then decide, iv) after observing the first trait, the decision maker can either immediately reject or observe the second trait and then decide. The goal of the decision maker is to maximize his expected reward, where the reward is equal to the value of the offer selected minus the search costs. The optimal strategy from each of these four sets is derived. An example is given.

A new methodology for project portfolio scheduling problem has been presented in this paper. This methodology delivers information about project portfolio schedule, which is important for project portfolio managers. The methodology consists of three steps: multiple-criteria mathematical model building, finding non-dominated solutions and choosing one solution from the Pareto set as the final solution. In the first step a multiple-criteria mathematical model for project portfolio scheduling problem is built. Three criteria are considered in the model: the penalty for projects delays minimization, the penalty for resources overusage minimization and NPV maximization. Disadvantage of proposed mathematical model is a big amount of variables, which is J×T×P. In cases when we will have larger projects or larger planning horizon the number of variables will be huge. That is why activities aggregation was proposed. It reduces a number of variables in given model. It also delivers a general information about project portfolio schedule, which is more important for project portfolio managers. In the second step a set of non-dominated solutions is identified by using an elitist evolutionary algorithm. As research shows using an external set with the best solutions in each generation increases an algorithm efficiency. In the third step the LBS procedure is used to identify the final solution. The LBS procedure proposes is a way of learning-oriented interactive search for the best compromise solution for the decision maker. This procedure makes the comparison of non-dominated solution in the decision phase relatively easy. So this step will not burden the decision maker too much. For the future work, the procedure presented in this paper will be applied to the problem described in the section two, and given results will be compared with the current situation in the company.

There is mutual recursive feedback between the decision of a subject and the environment, where the action of making a decision is autonomously changing both the environment (as the result of this decision) and the creators themselves of this action. Every new decision is based on the past experiences of an individual, and by this on his developed cognitive system and axiological structure. While making a decision an individual refers to this axiological structure, which sometimes overweighs a rational evaluation of a given problematic situation. This particularly occurs when decisions concern a social sphere and when the consequences of our actions are entangled with another human being – the problem of subjective feelings and of a individual assigning meanings to particular elements in the process of this recognisable situation will depend on this interior internalised axiological structure. Therefore the imperfection of mathematical algorithms applied in the decision-making process results from the fact that a perception of a reality by human beings is always incomplete and subjective, because it is entangled in a man’s internalised unrepeatable system of cultural and individual values.

S. Kierkegaard believed that there were three different forms of life and called them the aesthetic stage, the ethical stage, and the religious stage. L. Kohlberg’s theory of moral development divides individuals on the basis of their moral development into six stages, two at the pre-conventional level, two at the conventional level and two at the post-conventional level. This theory shows progress from strong addiction and submission to outside influences and never ending inner struggle to overcome crisises in order to achieve moral autonomy. In the light of cross-cultural comparison there is only partial support for a relationship between level of moral judgment (based on Kohlberg’s theory of moral development) and ethical decision-making. Data collected from Malaysian and New Zeland business students provided evidence that the relationship between subject’s level of moral judgment and their ethical intentions occurred in only three of six instances. The absence of a consistent empirical relationship between level of moral judgment, ethical intentions and culture suggests that the number of other factors may influence an individual’s ethical behavior.

Perception, judgment, and reasoning are all processes that are sensitive to cues to animacy (i.e. the presence of signals that indicate an object behaves as if it has intentions and internal goals). The present study investigated the following question: Does animacy facilitate decision-making in a dynamic control system? To address this, the present study used a dynamic decision-making task and compared behavior in four different contexts (Abstract, Animate-Social, Inanimate-Social, Inanimate-Non-social). Participants were randomly allocated to one of these contexts, and in each version they were required to learn to manipulate variables in order to bring the dynamic system to a desirable state and maintain it at that level. The findings suggest that it is not animacy per se that facilitates decision-making behavior, but rather the presence of a context. However, animacy made an impact on the type of strategic behavior implemented when interacting with the dynamic system. We argue that context induces general beliefs about causal relationships in dynamic environments that generalize across animate as well as inanimate contexts.

The triggering of a “dirty bomb” generates a complex scenario, with enormous challenges for the responders due to initial misinformation and the urgency to act quickly yet effectively. Normally, the first 100 h are decisive for perceiving the risk in a more realistic dimension, but the support of methodologies that rely on computational simulations can be valuable when making key decisions. This work seeks to provide support for the early decision-making process by using a Gaussian model for the distribution of a quantity of Cs-137 spread by a radiological dispersive device (RDD). By sequentially joining two independent programs, HotSpot Health Physics codes and RESidual RADiation (RESRAD)-RDD family of codes, we came up with results that suggest a segmented approach to the potentially affected population. These results advocate that (a) the atmospheric stability conditions represented by the Pasquill–Gifford classes and (b) the population subgroups defi ned by radiation exposure conditions strongly influence the postdetonation radiological effects. These variables should be taken into account in the elaboration of flexible strategies that include many climatic conditions and to prioritize attention to different groups of public at risk. During the initial phases of such an event, it is believed that simulations using Gaussian models may be of value in anticipating the possible changes in key variables during the decision-making process. These variables may severely affect the effectiveness of the actions of responders and the general public’s safety.

The relevance to decision research of recent advances in the philosophy of social science is considered. The critical realism of Roy Bhaskar argues for the identification of contextually contingent explanatory mechanisms at multiple levels based on concepts grounded in intersubjectively shared reality. Using examples from the author’s and other’s research on the psychology of decisions involving risk and uncertainty, this paper explores the implications of taking a critical realist approach. It is argued that critical realism has the potential to advance and unify disparate experimental and naturalistic lines of research. Furthermore, a diverse range of experimental, process-tracing and observational methods can play important complementary roles in developing fruitful critical realist explanations of decisions involving risk and uncertainty.

People often fall into a state of waver. A smoker knows ”in the head” that smoking harms his health, but fells a desire to smoke in order to compose himself ”at heart”. In case of an ”observation” (say: illness), a waver gradually sets on – whether to smoke or not. This process can be described as having two states of nature (”in the head” and ”at heart”), one of which is hidden, and only gradually comes to the surface, which leads to an apparent conflict. In this paper, we propose a model for this situation and the respective decision making and a way to solve the resulting problem, using the precepts of the fuzzy set theory.

For some time now I have implemented a manageable combined assessment approach emphasising competence and decision-making (Way 2008, 2009). To do this, we must be able to monitor trainees’ planning, monitoring, regulating, evaluating, recognition of flawed and successful processes and task variables during their assignments. The question is: How can translator trainers assess such a vast range of complex processes? One possible solution is through rubrics for each trainee project management role and for the final translation. In this proposal we attempt to counterbalance the multiple demands of trainee assessment, whilst also addressing the time constraints on trainers and the opinions of trainees. In our paper we will present the rationale for the rubrics (after the pilot trial February-June 2020), one rubric example, an example of the Support Sheets for trainees and the outline for a platform which, once constructed, will only require periodical updating by trainers.

The article presents a proposal of use a decision table to support the decision-making process in scope of maintenance management in mining companies. In particular, it refers to decisions related to evaluation and improvement of mining machinery use in the mining production process. The article presents the theoretical foundations of decision tables building and characteristics of the most important stages of creating this table. This whole process was tried to refer specifically the mining industry. For this reason, during construction of the decision tables, the results of research on the effectiveness of the selected mining machines were used. The conducted research provided a lot of data, information and knowledge on the work of the particular mining machines, especially regarding the number and reasons for unplanned breaks during the machines’ work. The developed decision table will consist of conditions, rules and actions whose purpose is to define the recommendations for the particular groups of participants in the mining production process. The obtained results will form the basis for the development of the recommendations and proposals of actions to improve the level of use of mining machines. The authors focused mainly on the practical use of tables to support the decision-making process regarding maintenance and improvement of effectiveness of mining machines. The obtained results confirm the validity of the adopted assumptions. Decision tables can become an important tool that supports the decision-making process within mining companies.

Artykuł prezentuje możliwość wykorzystania wielokryterialnego grupowego podejmowania decyzji metodą AHP w podejmowaniu takich decyzji, w których przy dokonaniu właściwego wyboru musimy rozpatrzyć różne warianty, oceniając je według różnych kryteriów. Musimy więc posiadać wiedzę na ich temat, nie zawsze podaną w sposób ilościowy, a ocena powinna być względnie obiektywna, czyli niezależna od preferencji i opinii pojedynczego decydenta. W artykule przedstawiono metodę wykorzystania grupowego AHP w celu sklasyfikowania projektów zgłoszonych do realizacji w ramach budżetu obywatelskiego. Klasyfikacja ta pozwoli określić, które z projektów zdaniem ekspertów będą miały największy wpływ na zrównoważony rozwój miasta, a co za tym idzie – powinny być „wskazane” mieszkańcom jako te lepsze wśród projektów zgłoszonych.
The article presents the possibility of using multi-criteria group decision making using AHP in making such decisions in which in order to make the right choice, we must consider different variants of assessing them according to various criteria. Therefore, we need to possess knowledge about them, which is not always given in a quantitative manner, and the evaluation should be relatively objective that is independent of the preferences and opinions of a single decision-maker. The article presents a method of using group AHP in order to classify the projects submitted for implementation under the civil budget. This classification will determine which of the projects, according to experts, will have the greatest impact on sustainable development of the city, and thus should be “pointed” to the inhabitants as the ones that are better among the projects submitted.

Decydowanie jest przypadkiem wybierania, w którym wybór ma prowadzić do określonego działania. Uzyskiwane rozstrzygnięcia są decyzjami (a nie zwykłymi wyborami) dzięki zastosowaniu nielosowych kryteriów decyzyjnych. Większość uchwał rady nadzorczej należy zaliczyć do decyzji. Ich podejmowaniu towarzyszy proces rozwiązywania problemów. Nie istnieje jednak uniwersalny sposób zapewniający właściwe rozwiązanie każdego rozpatrywanego przez nadzorców problemu, stąd też racjonalistyczna teoria procesów decyzyjnych nie znajdzie zastosowania do rozstrzygnięć podejmowanych przez funkcjonariuszy organu nadzorczego. Członkowie rady będą najczęściej korzystać z metody racjonalności ograniczonej (w której zasada maksymalizacji zastąpiona zostaje zasadą satysfakcji), wchodzącej w skład behawioralnych modeli podejmowania decyzji. Z ogólnym podejściem metodycznym słuszne zaś będzie łączenie intuicji.
The decision making process is based on making choices that lead to a specific action. The end result is a firm decision that is based on using criteria that are not made by chance alone but by utilizing a problem solving process. The majority of the Supervisory Board’s resolutions are decisions. Adopting the resolutions is associated with the problem solving process. However, there is no universal way that would assure a proper end result, hence the rational theory of decision making process will not work in case of decisions made by the members of the Supervisory Board. Typically, the members of the Supervisory Board will be utilizing steps which are designed for the limited method of rationalization (in which the maximization rule is replaced by the satisfaction rule), being a part of the behavioral decision making models. Methodically, it is wise to add a virtue of intuition to the general approach.

In this study, TOPSIS and PIV methods were applied for multi-criteria decision making in hard turning process. Experiments have been conducted in accordance with an experimental matrix designed by the Taguchi method with a total of twenty-seven experiments. At each experiment, the values of coolant concentration, nose radius, coolant flow, cutting velocity, feed rate and depth of cut have been changed. Surface roughness, flank wear and roundness error have been selected as output criteria. The weights of criteria have been determined by three methods, inclusive of Equal weight, ROC weight and Entropy weight. The combination of multi-criteria decision-making methods with three weighting methods gives six ranking options of the experiments. The purpose of ranking the experiments is to find the experiment at which the three output parameters are ensured to have the minimum value simultaneously.

Automating administrative decision-making through the use of algorithms integrated into administrative procedures constitutes a major goal of both the Polish government and the EU. Notwithstanding the undeniable benefits of automated administrative decision-making, the tentative development of the law regulating administrative procedures in this regard translates into risks to important elements of administrative due process. Although a systematic regulatory approach to automated administrative decision-making is lacking, an analysis of the provisions of the GDPR concerning profiling algorithms and automated decision-making may prove rewarding, given that they may directly affect the procedural rights of parties in proceedings before national authorities. On the other hand, the imprecise language of the GDPR makes it susceptible to interpretations deeply embedded in the hitherto elaborated practices of the Polish administrative procedure. The article analyses the intersection between the GDPR and Polish administrative procedure in order to examine the potential for mutual influences between both frameworks.

Enrolment is a complex process. There is a number of games that can be distinguished and analysed: universities and faculties compete for applicants, applicants compete to become students, etc. The purpose of this paper was to analyse process of applicants' decision-making. In the first part of this article a model of applicants' decision-making strategies is described. In the second part consequences of applicants' strategic behaviour are examined. According to the presented model secondary school graduates with lower final exams results should avoid choosing the most popular faculties. To determine if self-selection of applicants can be observed data collected at University of Warsaw during 2010 enrolment was used.
Proces rekrutacji na studia wyższe jest niezwykle złożony. W jego ramach można wyróżnić kilka gier: uczelnie i wydziały konkurują o kandydatów, kandydaci konkurują o miejsca na studiach itd. Artykuł ma na celu przedstawienie procesu podejmowania decyzji przez kandydatów w procesie naboru na studia. W pierwszej części artykułu przedstawiony został model podejmowania decyzji przez kandydatów. W drugiej natomiast opisane zostały konsekwencje zachowań strategicznych kandydatów. Zgodnie z modelem absolwenci szkół średnich z gorszymi wynikami maturalnymi nie powinni ubiegać się o przyjęcie na kierunki najbardziej popularne. Do określenia, na ile można obserwować zjawisko autoselekcji kandydatów, wykorzystane zostały dane zebrane w czasie rekrutacji na Uniwersytet Warszawski w 2010 roku.

The aim of this analysis is to draw conclusions from the consideration of the transformation of Polish economy from a command to a market driven one on the basis of results from innovation theory. As the starting point it is assumed that welfare is related to market economy with a considerable number of private and privatised companies. It will be further explained that these companies have to be innovative so as to be successful. The most visible innovation is related to the introduction of marketing units in companies. This, however, implies coping with two generic types of marketing conflicts. The first one is the structural marketing conflict: it results from the internal conflicting objectives. The second one is the marketing implementation problem: it results from the resistance attitudes. The model describing structural conflicts is presented in the paper. It is explained hope the model allows the use of existing computer software to support managers.

Constraint Programming (CP) is an emergent software technology for declarative description and effective solving of large combinatorial problems especially in the area of integrated production planning. In that context, CP can be considered as an appropriate framework for development of decision making software supporting scheduling of multi-robot in a multi-product flow shop. The paper deals with multi-resource problem in which more than one shared renewable resource type may be required by manufacturing operation and the availability of each type is time-windows limited. The problem belongs to a class of NP-complete ones. The aim of the paper is to present a knowledge based and CLP-driven approach to multi-robot task allocation framework providing a prompt service to a set of routine queries stated both in straight and reverse way. Provided example concentrates on the first case taking into account both an accurate and an uncertain specification of robots operation time..

A new approach to security issues associated with the use of teleinformatics systems in the decision-making process has been presented. There is a discussion of the relationship between the security of informatics systems and the security of the decision-making process in which they are used, in particular regarding the threats resulting from the use of informatics systems and modern teleinformatics technologies. In addition, an overview of the dangers that could have a significant impact on appropriate decision-making has been performed. The paper points out the possible ways to ensure security depending on the type of threats encountered. A change in the opinion of a group, treated as a network of communicating agents, caused by the accumulation of new information is expected to depend on communication within the group, cooperation and, possibly, a kind of conformity mechanism. We have developed a mathematical model of the creation of a group decision, including this effect. This is based on a Bayesian description of inference and can be used for both conscious and inattentive acts. This model can be used to study the effect of whether a leader exists or not and other group inhomogeneities, as well as establishing the (statistical) significance and quality of a group decision. The proposed evolution equations explain in a straightfor-ward, analytical way some general properties of the general phenomenon of conformity (groupthink). To illustrate this theoretical idea in practice, we created an information technology (IT) tool to study the effect of conformity in a small group. As an example, we present results of an experiment performed using a network of students’ tablets, which could not only measure group pressure, but also conduct and control collaborative thinking in the group.

This article has been devoted to the key dimensions of decision-making. The main goal of the authors was to point out the role and effect of invariants of nature, logic and conceptual systems of science and management, which are extremely important in decision-making processes. The research hypothesis has been tested that the complexity of decision-making and management are determined by the state of reality (Nature). This hypothesis is related to the fact that in science there is currently no uniform methodology associated with decision-making, just as science is not methodologically uniform. One can even doubt whether it is possible to describe the essential dimensions of decisions undertaken by Man, as discussed in this article. These problems are not a novelty to science, since they have been analysed by many scientists in the past. The authors of the article present the complexity and diversity of concepts defining systems of decision-making and management, based on selected fields of knowledge which are generally relevant to this issue, in particular fields associated with ontology and epistemology. Therefore, the text refers broadly to investigating the reality of basic areas of human knowledge and the overlapping relationships between them. This applies to the so-called circle of the sciences proposed and examined by the psychologist J. Piaget. An additional aim of the authors was to create a text presenting contemporary human knowledge about the reality which surrounds us. To understand reality means to be in relative equilibrium with it.

In the following research paper, the problem of an auxiliary activity costs has been undertaken, indicating the impact of the costs on the decisions associated with optimization of maintenance in the cement industry companies in Poland. The problem of the optimization and efficiency of the ancillary processes of production is not new but important and up-to-date due to the conditions for modern production processes in the cement industry companies. The whole of the presented considerations have been divided into three basic parts. The first part of the paper emphasizes the essence of the ancillary processes in the production activity of the company. The considerations presented in the second part are characterized by the costs as a criterion for the assessment of the ancillary processes of production. The subsequent third part of the paper is the answer to the research question. The aim of the paper is to learn and assess the process of decision-making in the field of cost management of the ancillary activity of production. In order to respond to the research question there have been presented the results of the empirical research based on the case study. The conclusions from the research indicate that the proper cost management of the ancillary activity of production determines the efficiency of decision-making in the company of the cement industry in Poland. The research methods applied in order to accomplish the objective are literature studies, case study, descriptive analysis as well as trend analysis.

Recent studies by cognitive scientists demonstrate that people’s choices are more complex than the image provided by rational choice theory, and consistency of choice is not a characteristic to be expected in real-life situations. This exploratory paper attempts to isolate three variables in relation to decision making. Working with a sample (N=70) of university students in the U.S, and using the three variants of the Trolley Problem, the subjects’ responses are used to identify the similarities and differences based on the three dimensions. The participants were asked to respond to three hypothetical situations regarding a runaway trolley. Their decision in the first scenario could save a person’s life or let him be run over by the trolley. In the second scenario, their decision could either let one person die and save five lives or save one life and let five people be killed. These two scenarios require pulling a lever to switch the trolley from one track to another. The third scenario requires pushing an obese person in front of the runaway trolley to stop it from killing five persons. The paper presents the findings on the three variables: gender, age, and relational status.

Aim/purpose - The COVID-19 pandemic generated a new communication universe with numerous actors, including conspiracy theory (CT) promoters who spread skepticism about the authenticity of the pandemic and the necessity of health emergency regulations. This study explores the dissemination of COVID-19 conspiracy theories in Canada to create a model for verifying conspiracy theories, especially in the context of decision making. Design/methodology/approach - The study was transdisciplinary and it was composed of an empirical and a conceptual part. The first part used analysis of websites and social media, observation with participation for data collection, and standard content analysis for data analysis. The conceptual part used a philosophical inquiry and a framework on heuristics in decision making. Findings - The empirical part of the study established three types of conspiracy theory promoters and labeled these as Conspiracy Theory Mill, Busy Gunman, and Hyper Relay. The conceptual part of the study created a model for CT verification. The study extends conceptualizing of conspiracy theories by characterizing them as narratives based on arbitrary ontological assumptions, epistemic naïveté and flaws, and contorted and biased logic. These narratives represent a form of folkish storytelling and entertainment, which become dangerous in the state of a public health emergency. Research implications/limitations - The study has implications for research on conspiracy theories and for the theory of decision making. The study's insight into the Canadian conspiracy theory landscape is limited by the types of social contexts studied. The model for verifying a conspiracy theory, which the study developed, is still incipient in character and needs further validation. The model can be used in decision-making theory. Originality/value/contribution - The study confirms the literature on conspiracy theories originating in the areas of psychology and cultural studies. Beyond just exhibiting characteristics reported in the literature, the discovered three types of conspiracy theory promoters may advance the corresponding typology research. The model for verifying a conspiracy theory may contribute to research on the nature of conspiratorial content as well as to decision-making theory. Practically, the three promoter types and the verification model can be used as part of a blueprint for identifying and controlling conspiracy theories. Decision-makers at large may benefit, including those in health institutions, government, business as well as lay people.

Zdolność do podejmowania optymalnych decyzji w warunkach kryzysowych jest szczególną umiejętnością, którą powinni posiadać funkcjonariusze i pracownicy służb, straży i agencji, realizujący zadania w konfrontacji z sytuacjami, stanowiącymi zagrożenie dla społeczeństwa. Rozwój cywilizacyjny społeczeństw, w tym także procesy globalizacji sprawiają, że sytuacji kryzysowych może pojawiać się coraz więcej. Zatem istotnym problemem jest odpowiednie przygotowanie określonych osób do podejmowania racjonalnych działań w sytuacjach kryzysu. Należy również podkreślić, że działanie w omawianych warunkach związane jest z presją czasu, zaskoczeniem czy ryzykiem, a to może przyczynić się do pojawiania się u ludzi negatywnych stanów emocjonalnych. Należy zatem pamiętać, że osoby odpowiedzialne za podejmowanie decyzji w takich warunkach muszą posiąść umiejętności zachowania odpowiedniego poziomu zaangażowania i motywacji w sytuacjach niebezpiecznych i wymagających maksymalnego wysiłku psychofizycznego oraz posiadać znaczną odporność psychiczną.
