Decision support systems (DSS) provide decision-makers with an interactive environment for analyses of information with various models to help solve unstructured and NP-hard problems. The important aspect of DSS is a technical and technological approach to the design and implementation of the above systems. A traditional approach to DSS engineering and implementation requires a great deal of effort for its maintenance. However, the enterprises would like to concentrate on its core competitiveness instead of non-core activities like IT maintenance. As a result of this, IT outsourcing has became a very popular event. Thus there is a growing need for intelligent decision support tools capable of assisting a decision maker in many problems in SMEs (Small and Medium Sized Enterprises). In this paper we present the use of declarative programming (constraint logic programming and relational SQL database) as an environment and framework for such decision support systems in an application service providing (ASP) model.

The paper presents a concept of the new algorithm solving Last Moment Manoeuvre problem. Last Moment Manoeuvre means that action taken only by one vessel is not enough to avoid collision. This is why both vessels have to synchronize their manoeuvres to pass each other. The main focus of the proposed solution is concentrated on the procedure defining the best possible manoeuvre for each vessel when avoiding a collision is no longer possible. For simplification, the assumption that the parameters of the vessels involved in the Last Moment Manoeuvre meet Standards for Ships Manoeuvrability set out in the IMO resolution, will be adopted. The algorithm presented in the paper will be implemented and tested in the commercial system.
W artykule przedstawiono nowy algorytm rozwiązania, tzw. manewru ostatniej chwili. Pod tym pojęciem autorzy rozumieją manewr, gdy działania podjęte przez tylko jeden statek nie zapewnią uniknięcia kolizji. Dlatego oba statki muszą zsynchronizować swoje manewry, by minąć się bezpiecznie. Istota zaproponowanego rozwiązania sprowadza się do procedury definiującej optymalny manewr dla każdego statku, zapewniając jednocze-śnie zapobieżenie kolizji. Dla uproszczenia przyjęto założenie, że jednostki spełniają standardy dla sterowności statków ustanowione w rezolucji IMO. Zaproponowany algorytm będzie implementowany i przetestowany w systemie oferowanym komercyjnie.

Scheduling problems appear frequently at different levels of decisions. They are usually characterized by many types of constraints, which make them unstructured and difficult to solve (NP-complete). Traditional mathematical programming approaches are deficient because their representation of constraints is artificial (using 0-1 variables). Unlike traditional approaches, constraint logic programming (CLP) provides for a natural representation of heterogeneous constraints. In CLP we state the problem requirements by constraints; we do not need to specify how to meet these requirements. In this paper we propose a declarative framework for decision support system (DSS) for constrained search problems implemented by CLP and relational SQL database. We illustrate this concept by the implementation of a DSS for scheduling problems with external resources in different production organization environments.

The goal of this paper is to present a summary of various simulation methods applied to health services and to discuss several internal and external determinants for selecting a particular simulation method to study a given managerial problem within the healthcare system. The analysis presented is based on a literature survey and considers four primary simulation techniques: Monte Carlo, discrete -event simulation, agent-based simulation and system dynamics. A range of internal and external factors are reviewed and characterised to determine the most suitable simulation technique for addressing a particular healthcare decision problem.

We present how the conceptually and numerically simple concept of a fuzzy linguistic database summary can be a very powerful tool for gaining much insight into the essence of data that may be relevant for a business activity. The use of linguistic summaries provides tools for the verbalization of data analysis (mining) results which, in addition to the more commonly used visualization e.g. via a GUI, graphical user interface, can contribute to an increased human consistency and ease of use. The results (knowledge) derived are in a simple, easily comprehensible linguistic form which can be effectively and efficiently employed for supporting decision makers via the data driven decision support system paradigm. Two new relevant aspects of the analysis are also outlined which was first initiated by the authors. First, following Kacprzyk and Zadrożny [1] comments are given on an extremely relevant aspect of scalability of linguistic summarization of data, using their new concept of a conceptual scalability that is crucial for large applications. Second, following Kacprzyk and Zadrożny [2] it is further considered how linguistic data summarization is closely related to some types of solutions used in natural language generation (NLG), which can make it possible to use more and more effective and efficient tools and techniques developed in this another rapidly developing area. An application of a computer retailer is outlined.

In this paper we present how scheduling problems can be solved in the concurrent constraint programming (CCP) language Oz. Oz is the first high- level constraint language, which offers programmable search, modularity, expressiveness and an interface to invent new constraints using C++. As an example of scheduling problem the job-shop scheduling problem with manpower resources representation was considered. The objective discussed here is the minimization of the makespan. Allocating manpower to the jobs is more complicated than allocating machines, as different jobs and operations require different manpower. This problem is strongly NP-hard. We proposed the constraint programming (CP) based approach to decision support in this environment. The most important features of CP are declarative problem modeling, allowing a clear separation between the problem statement (variables and constraints) and the resolution of the problem.

The objective of the presented research is to construct a model of a patient's health that is based on the idea of cognitive map, a graphical knowledge-representation tool. The application of the proposed model for medical diagnosis is the practical goal of the research. Initially, we provide a brief review of the related works on medical decision support systems and cognitive maps. Afterwards, we sketch the general idea of the conceptual approach to the representation of medical knowledge and provide a new formulation of the medical diagnosis problem. Then, we define our model based on associational cognitive maps and show how it can be applied to diagnosis support. Due to the relative ease of understanding of cognitive map, the model can be easily interpreted and used, thereby making medical knowledge widely available through computer consultation systems. The application example presented is based on a relatively simple, real medical case.

Constraint Programming (CP) is an emergent software technology for declarative description and effective solving of large combinatorial problems especially in the area of projects portfolio prototyping. The paper deals with multi-resource and multi-criteria problem in which more than one shared renewable resource type may be required by manufacturing operation and the availability of each type is time-windows limited. The problem belongs to a class of NP-complete ones. The aim of the paper is to present a knowledge based and CP-driven approach to resource allocation conflicts resolution framework. Proposed framework stands behind a methodology aimed at task oriented DSS tolls designing. The Portfolio Project Prototyping System designed due to this methodology provides a prompt and interactive service to a set of routine queries stated both in straight and reverse way. Multiple illustrative examples are discussed.

The report presents the simulation results of collision between m/v "Baltic Ace" and m/v "Corvus J". The analysis was performed by means of navigation decision support system (NDSS) in collision situations. This system (NAVDEC) works out anti-collision manoeuvre using AIS (Automatic Identification System) and ARPA (Automatic Radar Plotting Aids) data. Then they are processed by specialized computing algorithms and presented to the operator on a display in the alphanumeric and graphic forms. The data on the specific navigational situation from the report of Bahamas Maritime Authority was used for the generation of signals transmitted to NDSS as a sequence of NMEA strings.
Celem artykułu jest zaprezentowanie wyników symulacji przebiegu kolizji pomiędzy m/v „Baltic Ace” oraz m/v „Corvus J”. Analiza została przeprowadzona przy użyciu nawigacyjnego systemu wspomagania decyzji (NDSS) w sytuacji kolizyjnej. System ten wypracowuje propozycje manewru antykolizyjnego przy użyciu danych z AIS (system automatycznej identyfikacji) oraz ARPA (system automatycznego kreślenia nakresów radarowych). Następnie propozycje te są przekazywane użytkownikowi w formie graficznych rozet i danych alfanumerycznych. Informacje wykorzystane do analizy tej szczególnej sytuacji nautycznej zostały zaadaptowane z raportu Bahamas Maritime Authority jako ciąg sekwencji protokołu NMEA.

The known navigational systems in use and methods of navigational decision support perform information functions and as such are helpful in the process of safe conduct of a vessel. However, none of these known systems provides a navigator with ready solutions of collision situations taking account of all the vessels in the proximity of own ship, where the Collision Regulations apply. This paper presents verification results of NAVDEC - new Navigational Decision Supporting System created by research team from Szczecin Maritime University both for ocean going ships and pleasure crafts. Verification was carried out in real condition on board Motor Ferry ‘Wawel’ (m/f ‘Wawel’), which belongs to shipowner Polferries (PŻB). During the journey to/from Nynashamn system was tested from customer perspective. Few suggestions for improvements were issued, which were discussed in this article.
Znane nawigacyjne systemy i metody nawigacyjnego wspomagania decyzji pełnią funkcje informacyjne i bez wątpienia są pomocne w procesie bezpiecznego prowadzenia statku. Żadne z tych rozwiązań nie dostarcza jednak nawigatorowi gotowych rozwiązań sytuacji kolizyjnej z uwzględnieniem prawideł unikania kolizji jednocześnie wobec wielu jednostek będących w pobliżu. W artykule przedstawiono wyniki weryfikacji poprawności działania systemu NAVDEC - nowego systemu wspomagania decyzji nawigacyjnych opracowanego w Akademii Morskiej w Szczecinie z myślą zarówno o statkach pełnomorskich, jak i rekreacyjnych. Weryfikację wykonano w warunkach rzeczywistych na pokładzie promu m/f „Wawel” należącego do Polferries na trasie do Nynashamn i z powrotem pod kątem oczekiwań użytkownika. W wyniku testów zaproponowano pewne ulepszenia, które przedstawiono w artykule.

Virtual Prototyping (VP) is a data-driven design process that promotes both knowledge reuse and innovation. High-profile applications in the automotive and aerospace industries have demonstrated its potential to significantly reduce prototype cycles, time to market, and total product cost. This paper addresses VP as a specialized application of Decision-Support Systems, and discusses common requirements for engineering design tools, as well as requirements specific to the design of electronic products, such as mobile phones. Motorola Labs' test bed for VP is introduced in terms of its open, agent-based architecture utilizing Java CORBA. One of the key principles of the VP System is the reuse of expert knowledge across multiple engineering domains. This is highlighted via several use cases, showing that the system can function not only as an Intranet-accessible repository of model services but also as an integral part of decision-making within the native CAD environment.

Based on the principle of synthesizing the matrix of transitional probabilities, processes of decision-making support by means of the truncated procedures of type (k/n)n (k≤n) are considered. Obtained expressions for calculating the time-efficiency of the processes of decision support using procedures type (k/4)4 are shown. There are given calculated by the expressions obtained data time efficiency, which will enable a quantitative comparison between different procedures and select the best of them on the basis of specific practical tasks.

Very often we complain about the decisions that were previously made. Yet the fact is that the decisions made were based on the knowledge we had before. By now we have gained more knowledge. Therefore the common problem of making decisions is that decisions are not made reliable enough because parameters in risk assessment and supply chain management are underestimated or not robust enough. In this paper we propose a framework that will try to predict future situations collectively and increase the reliability of decision making. Project management is the art of making right decision. Project managers are faced by huge array of choices. Decision analysis is used in strategic planning, operational management, and other areas of business. Decision analysis helps companies to determine optimal exploration and production strategies with uncertainties in cost, prices, and exploration prospects. This paper describes project management steps and the way they can be supported by Intelligent Decision Support system (IDSS). The main parameters assessed are total cost of the projects, time of the project total fulfilment, number of subcontractors, location factors, and etc. IDSS will enable to collect data, propose possible alternative decisions, and provide risk assessment.

A project portfolio is referred to as an optimal combination of specified projects to best achieve defined goals of an enterprise. The goals may imply either economic and business strategies, or technical strategies. This paper presents an idea of project portfolio management in intelligent decision support systems (IDSS), which emphasizes on the problem of resource allocation, in particular cash. A rational way of distributing cash among different projects is modeled. We propose a concept of cash-flow dynamics module, which can be plugged into IDSS. The IDSS allows project managers to make decisions regarding the order of priority for projects' launching times based on risk and profitability of projects. This paper describes how this module can support cash-flow management processes, from budgeting for future periods to tracking real-time cash flow. Based on an analogy between cash-flow processes and physical flow of fluid, a cash-flow dynamics model is introduced. The theory of Bernoulli principle for cash-flow planning and tracking is applied.
