Opis:: The article presents a possibility of reduction of C02 emission to the air through fluent traffic control within an urbanized area. Application of intelligent traffic control, except for reduction of pollution to the environment may also increase fluency of traffic within road junctions and partially solve the issue of economics and organisation of city transport. The presented method may be applied to a cause and effect analysis of bottlenecks occurring within a city. We will also present an analysis for future development research in which it will be possible to propose other methods of supporting city traffic control i.e. fuzzy sets or neural networks, hybrid methods and heuristics. Each, even the small est improvement of vehicles passage in time perspective will ensure great benefits both to the environment and for our organization.

Opportunities and threats for city logistics development
Opis:: Aim/purpose – The main purpose of the paper is the identification of opportunities and threats for city logistics development from a local authority perspective. Design/methodology/approach – The paper presents the original results of surveys conducted among city logistics experts from all over the world and among representa- tives of twelve EU capital cities. Findings – According to the study the most important opportunities for cities are stakeholders’ willingness for cooperation, as well as a good and long cooperation with them. It shows that a local authority cannot introduce any solutions in the field of city logistics without cooperating with other stakeholders. Therefore, the lack of cooperation can be a threat. The other threat highlighted by the majority of studied cities is the lack of standards on data collections. Without information in real time on problems and activities undertaken by various stakeholders in the field of city logistics it is very difficult for strategic and tactical decisions to be made by a local authority. Research implications/limitations – The most significant limitation of the research was the sample of respondents. Despite the fact that the questionnaire was sent to 28 EU capital cites only 12 out of them have completed and returned the questionnaire. A further problem arises from the lack of standards on collecting information on city logistics by cities. As a result of it many European cities do not collect this information or do it in a fragmentary way. Originality/value/contribution – The research results introduced in the paper make a contribution to the theoretical and practical knowledge on city logistics development. It fills the gap related to the external factors affecting the development of city logistics. The author’s concept of the framework for city logistics development with the inclusion of threats and opportunities and the set of questions can be a useful tool for local authorities as well as enriching the theoretical background for city logistics strategic planning.

Opis:: Question of traffic congestions analysed within the framework of a city logistics is such problem, which is caused due to various factors. There are applied different methodological approaches in order to eliminate the traffic congestions. These methods are distinguished each other with regard to their complexity and applied tools. Among these tools just the software simulation plays an irreplaceable role. The software simulation method is an efficient decision-making tool, which is suitable for solving of the traffic problems during the individual solution phases. There will be presented in the following paper application possibilities of the software simulation methods that are specified for solving of the traffic congestions.

Opis:: The main objective of the hereby article is to present the concept, conditions of implementation and preferred directions of action of city logistics projects in the context of improving the quality of inhabitants life, and taking into account the processes of social responsibility in the management of the city. The first part of the article presents the concept and types of city logistics projects as one of the symptoms of actions aimed at implementing the objectives and functions of city logistics in the area. Then presents the conditions and stages of implementation of the effective project solutions in city logistics. The second part presents research results of surveys conducted among inhabitants of three medium-sized cities in Poland: Gorzów Wielkopolski, Jelenia Góra and Zielona Góra. The presented analysis and data focus on solutions, which may affect on the improvement of inhabitants quality of life in the area of city logistics.

The purpose of this paper is to present some solutions in the area of city logistics, which could improve the quality of life. The task of city is to find solutions that will significantly improve comfort and efficiency of people’s movement within the city. Implementation of city logistics solutions should be preceded by analyses stakeholders’ opinions and needs. The paper presents residents’ opinions about selected aspects of city logistics based on conducted surveys.

Opis:: Introduction: Crowd logistics is a widely accepted concept in times of the growing popularity of sharing economy solutions. The popularity of e-commerce and a tendency to provide same-day delivery are the main reasons for their development. Developing those trends requires new products and services, now available on the market, known in the transport area as crowd logistics solutions. Purpose: The purpose of the paper is to provide a tool for assessing crowd-logistics solutions, taking into consideration customers’ requirements. The text includes groups of environmental, economic, and social criteria to facilitate the choice of the best crowd logistics solution for freight transport. Methodology: The research is based on the critical analysis of different sources (literature, European Commission reports, other reports and analyses) and practical solutions in the field of crowd logistics. The main data analysis method is the Analytic Hierarchy Process, usually used to evaluate variants in decision-making processes. This method was chosen because of the variety of data types (quantitative and qualitative) and formats, its popularity, universality, and replicability. Results: This paper contains ready-to-use weights for the assessment of crowd logistics solutions. The proposed set of criteria and weights can be a useful tool for customers to evaluate the sharing-economy services landscape in the areas they manage.

Opis:: The article presents organizational concepts of crowd logistics solutions aimed at streamlining and optimizing the processes of passenger and cargo flows in urban areas. The analysis will cover the possibilities of adapting the crowd logistics solutions, the types of solutions, as well as the benefits resulting from their implementation, both for residents, entrepreneurs, tourists, and authorities. The author will review the experiences and solutions of the crowd logistics used in the world’s metropolises, and on this basis will determine which are likely to adapt in Polish cities. The main goal of the article is to analyse the possibilities of adapting the concept of crowd logistics in Polish conditions as a solution to improve city functioning and to identify barriers of implementing such solutions in Poland.
W artykule zostały zaprezentowane koncepcje organizacyjne rozwiązań z zakresu crowd logistics, zmierzające do usprawnienia i zoptymalizowania procesów przepływów pasażerów i ładunków na obszarach miejskich. Analizie poddano możliwości zastosowania koncepcji crowd logistics, rodzaje rozwiązań, które w tym zakresie można stosować, a także korzyści wynikające z ich wdrażania, zarówno dla mieszkańców, przedsiębiorców, turystów, jak i władz. Autorka dokonała przeglądu doświadczeń oraz rozwiązań crowd logistics stosowanych w światowych metropoliach i na tej podstawie określiła, które z nich mają szanse adaptacji w polskich miastach. Głównymi celami artykułu były zatem: analiza możliwości zastosowania koncepcji crowd logistics w warunkach polskich, jako rozwiązania usprawniającego funkcjonowanie miasta, oraz wskazanie barier we wdrażaniu w Polsce tego typu rozwiązań.

Opis:: Parcel lockers seem to be a very interesting and innovative solution for any type of city, beneficial to both customers and online stores. Accounting for the growing number of B2C e-commerce customers, this measure significantly meets their needs. Moreover, this solution solves the challenges of last-mile deliveries, which are one of the major effects of heavy traffic of commercial vehicles in the whole city area. Recipients and senders of parcels through parcel lockers are the main generators of demand for this service. Hence, assessing their satisfaction and requirements is a key indicator of the development of this area. This work focuses on the efficiency of user parcel lockers and compares the situation in Italy, Poland, and Ukraine. This paper also presents an analysis of the already existing data on the satisfaction of parcel locker users, as well as the results of a study conducted among Ukrainian consumers for this work.

W artykule ukazano wpływ tych rozwiązań na zrównoważony rozwój. Mimo że innowacyjność i zrównoważony rozwój to pojęcia różne, ich znaczenie dla gospodarki, nauki, postępu jest ogromne. Staja sie one coraz lepiej zdefiniowane i opisane w literaturze. Posiadają pozytywne konotacje z wieloma dziedzinami nauki i gospodarki. Postrzegane są również jako środki rozwiązywania problemów i stanów kryzysowych.
The aim of the paper is to present some smart solutions which could be recognised as innovative solutions in both areas: technology and organisation. The above mentioned solution could be implemented by logistics, especially city logistics. However, there are two different topics with different meanings: sustainable development and the innovations – the concept of sustainability and innovation have important characteristic in common. Both terms represent concepts that are often poorly defined but they have positive connotations in most cases. The innovations and sustainable development are used as actual or supposed problem solvers in crises where a possible, immediate course of action is not discernible.

Opis:: Nowadays sharing economy is strongly expanding in many areas of life. It plays a significant role in the city structure in the context of city logistics, tools like carsharing, bikesharing or scootersharing. The development of technology is conductive to the growth of this idea. The aim of the article is to present the carsharing system and its significance in the area of city logistics in the context of sharing economy on the example of Polish cities. An evaluation of this system has been carried out with regard to the positive and negative effects of development. In addition, a detailed description was made based on the carsharing system in Poland (in comparison with the solutions used across the world).
Współcześnie ekonomia współdzielenia prężnie rozwija się w wielu dziedzinach życia. Duże znaczenie odgrywa w strukturze miasta w zakresie rozwiązań jego logistyki, między innymi carsharing, bi- keshiring czy scootersharing. Rozwój technologii sprzyja wzrostowi tej idei. Celem artykułu jest przedstawie- nie systemu carsharing oraz jego znaczenia w obszarze logistyki miasta w kontekście ekonomii współdzielenia na przykładzie polskich miast. Przeprowadzono ocenę niniejszego systemu w odniesieniu do pozytywnych, jak i negatywnych skutków rozwoju. Ponadto dokonano dokładnej charakterystyki na podstawie systemu carsharing w Polsce.

Opis:: W artykule podjęto problematykę branży e-commerce oraz jej wpływu na miejskie systemy dostaw. W pierwszej części przedstawiono rozwój handlu internetowego oraz jego charakterystykę. Wskazano również, jak specyfika branży e-commerce oraz tendencje władz miast, mające na celu ograniczenie ruchu samochodów ciężarowych na terenach zurbanizowanych, wpływają na konieczność dokonywania zmian w tradycyjnych łańcuchach dostaw towarów. W kolejnej części zdefiniowano i scharakteryzowano miejskie centra dystrybucji. Zaproponowano również model dostaw towarów w miastach dla branży e-commerce uwzględniający tego typu obiekty logistyczne w łańcuchach dostaw. Całość zakończono zwięzłym podsumowaniem.
The article raises the issues of the e-commerce industry and impact of online shopping on urban supply systems. The first part presents the development and characteristics of e-commerce. In this part also points out how the specificity of the e-commerce industry and tendencies of city authorities aimed at limiting the traffic of trucks in urban areas, affect the need to change the traditional supply chains. In the next part, urban logistic center was defined and characterized. A model of urban deliveries for the e-commerce industry was proposed, taking into account urban logistics centers in the supply chain. The whole was completed concise summary.

City logistics is a tool to effectively solve various problems related to the functioning of urban agglomerations. Increasing transport, organizational and social problems confirm the need for continuous development of city logistics. New ideas arising in this respect should be based on innovative technologies that will properly improve the management of the city logistics system, while ensuring sustainable development of transport. The aim of the article is to analyze city logistics as an element improving the management of city logistics system. The research problem was formulated in the form of a question: What solutions (concepts of actions) can improve the operation of the city logistics system? In order to explain this research problem, the analysis of available publications was undertaken.

One of the main functions of the city is to provide the residents of the area for recreation, rest and strengthening social ties. Currently, the rapid development of urbanized areas hinders the creation of friendly public spaces. A way to create them can become tools and solutions developed as part of the city's logistics, which, as one of the objectives, welcomes the needs of residents, emphasizing the importance of the city as a social organization. The aim of this study is to identify the role of logistics in creating public space in an urbanized area.

Opis:: Zakresem tematycznym było poddanie analizie możliwości wdrożenia szybkiej kolei miejskiej we Wrocławiu. Analizie poddano zarówno stronę popytową, jak i podażową rynku przewozów pasażerskich we Wrocławiu. W ramach analizy skoncentrowano się na sprawdzeniu rzeczywistych źródeł generowania ruchu pasażerskiego. Źródła te ogólnie podzielono na: sieć osadniczą, jednostki aktywności gospodarczej generujące dojazdy do pracy oraz inne jednostki o charakterze kulturalnym, oświatowym, ochrony zdrowia, handlowym itp. W wyniku dokonanej analizy przedstawiono własną koncepcję funkcjonowania kolei miejskiej. Wrocław jest miastem, które od wielu lat nie ukrywa swoich ambicji w aspirowaniu do miana metropolii europejskiej. Należy przyznać, że od zmiany ustrojowej dokonanej w 1989 r. rzeczywiście widoczny jest bardzo dynamiczny rozwój miasta. Rozwój ten ma wielopłaszczyznowy charakter i dotyczy sfery gospodarczej i kulturalno-społecznej. Po wielu latach ogromnych zaniedbań również infrastruktura transportowa jest poddawana intensywnej modernizacji.
Thematic scope was to review the possibility of implementation of the urban rapid rail in Wrocław. We analyzed both the demand side and the supply side as the passenger transport market in Wrocław. The analysis focuses on the verification of actual passenger traffc generation sources. These sources generally divided into the settlement network, the units of economic activity generating commuting and other units of cultural, educational, health, shopping, etc. As a result of the analysis, presented their own concept of rail the urban. Wrocław is a city which for many years did not hide his ambition to become the aspiration of a European metropolis. It must be admitted that the political changes effected in 1989, indeed see a very dynamic development of the city. This development is multidimensional in nature and applies to both spheres of economic, cultural and social. After many years enormous transport infrastructure undergoes intense modernization.

Obszarami sprawnego przepływu na terenach miast zajmuje się logistyka miejska, a w szczególności wdrażanie koncepcji zrównoważonego rozwoju transportu oraz koncepcji inteligentnych miast – SmartCity. Jednym z najważniejszych celów, jakie powinny przyświecać zarządzającym obszarami miejskimi, jest zmienianie tendencji mieszkańców do wyboru środka transportu – z transportu indywidualnego samochodem osobowym na transport zbiorowy (szczególnie komunikację publiczną), co prowadzi do zmniejszenia natężenia miejskiej kongestii. Aplikacje mobilne mogą mieć istotny wpływ na zmianę trendu podróżowania i rezygnację z samochodu osobowego przez mieszkańców miast. Na rynku istnieje wiele bezpłatnych aplikacji, które w znaczący sposób ułatwiają poruszanie się komunikacją zbiorową. Równie ważne są aplikacje, które pomagają przemieszczać się osobom podróżującym samochodem osobowym, prowadząc najszybszą trasą z uwzględnieniem natężenia ruchu na danych odcinkach oraz zagrożenia i incydentów drogowych. Dzięki korzystaniu z tego typu aplikacji możliwe jest odpowiednie rozładowanie ruchu. Autorzy publikacji przedstawiają w niej dane aplikacje oraz wyniki autorskich badań dotyczących stopnia wykorzystania aplikacji mobilnych do przemieszczania się po mieście.
In the age of rapid development of the IT industries and mobile technology, as well as significant urbanization of cities and a growing number of cars per capita, traffic congestion is rapidly increasing. Nowadays, creating and deploying mobile and web applications that improve the mobility in cities are very important. Areas of efficient urban traffic are dealt with urban logistics, and in the particular implementation of the concept of Sustainable Urban Transport Project and the concept of intelligent cities - SmartCity. One of the most important objectives for urban management is to change behaviors of the population in terms of their transportation choices - from the transport of an individual car to public transport, which reduces the intensity of urban congestion and greatly improve this process. The aim of this article is to review the knowledge of the above mentioned concepts and to review the most popular mobility applications. Authors using the survey questionnaire examined the level of use of particular mobile applications considering their usefulness and frequency of use by respondents.

This developed tool for benchmarking can constitute support for local governments in the field of analysis of the activities carried out in the area of people and goods movement in relations to eight areas. These are: people, resources, innovation and ideas, marketing, operations and strategic plans, finance, environment and regulations. They can then be compared with the cities, which are benchmarks in a specific area.

Opis:: The dynamic development of motoring observed in the last two decades contributes to many negative phenomena occurring in road transport Distinguished among these negative phenomena are high share of car traffic, road accidents, emission of toxic exhaust fumes into the atmosphere, etc. For these reasons, many initiatives are taken in the field of road transport management and city logistics. Traffic problems are solved from many aspects, such as the development of transport infrastructure, changing of urban transport organisation, parking organisation in city centre and Park & Ride system, as well as the progress of alternative means of transport. The problem of traffic congestion in urban areas is still a current topic. This article presents the formation of congestion in urban areas in chosen big cities in Poland. The first part of the article deals with the theoretical issues of traffic flow and congestion formation in the city road networks. The second part of the article outlines the situation of transport congestion with these cities based on the worldwide TomTom Traffic Index within the period of 2008-2016. This study is a brief analysis of the trends relating to the transport congestion based on the TomTom Traffic Index in Polish cities, which will allow future researchers a wider study of this problem. The authors suggest some solutions to reduce the level of transport congestion and harmful emissions from means of transport.

Opis:: Liczba ludności w miastach na świecie rośnie o prawie 60 mln rocznie. Szacuje się, że do 2050 r. 2/3 ludności świata będzie mieszkać w miastach. Nadmierna urbanizacja i rosnąca liczba ludności w miastach stanowią poważne wyzwanie dla zarządzania miastem, a w szczególności dla logistyki miejskiej. Dziedzina ta, sprowadzająca się do koordynacji i synchronizacji przepływów na obszarach zurbanizowanych, zyskuje na znaczeniu w ujęciu strategicznym. Działania prowadzone w miastach europejskich, mające na celu usprawnienie logistyki miejskiej, postrzegane są jako element programu na rzecz inteligentnych miast (smart cities). Celem artykułu jest przedstawienie koncepcji smart city oraz jej znaczenia w kontekście logistycznego zarządzania miastem. Następnie, poprzez case study, zaprezentowanie przykładów rozwiązań z zakresu smart city stosowanych w miastach europejskich. Na bazie rozwiązań europejskich w artykule przeanalizowane zostaną możliwości czterech miast polskich w zakresie adaptowania rozwiązań smart city na swoich obszarach. Przedstawione w artykule wnioski sformułowano na podstawie dwóch faz badawczych – analityczneji syntetycznej. Pierwsza zawiera przegląd literatury oraz analizę przypadków rozwiązań smart city pochodzących z miast europejskich. Wykorzystano w niej dane z dokumentów strategicznych Komisji Europejskiej. Na podstawie obserwacji dobrych praktyk w ramach rozwiązań smart cities stosowanych w miastach europejskich przeprowadzono badania metodą wywiadów pogłębionych z zarządzającymi polskimi miastami, odnosząc się do potencjalnych rozwiązań smart city możliwych do zastosowania w czterech polskich miastach.W fazie syntetycznej badań na bazie analiz teoretycznych oraz case study wyciągnięto wnioski końcowe.
The number of urban residents is growing by nearly 60 million people every year. It is estimated that by the year 2050 2/3 of the world population will have been urban. The increasing urbanisation requires new and innovative ways to manage the complexity of urban living and to target problems of energy consumption, resource management and environmental protection. These problems are essential for city logistics. The field concerning coordination and synchronization of the flows within the urban areas is gaining strategic importance. Activities in European cities that are going to improve city logistics are included as a part for the smart city idea. Scope: At the beginning, this paper will introduce the background of the smart city concept, as well as its meaning in the logistics-related aspects of city management. Then, through the case study, it will present solutions that make European cities smart. Moreover, using the background of the significance of the concept of a smart city and its applications in the European reality, the author will analyze the possibilitiesof four Polish cities (Rzeszow, Gdansk, Cracow and Bialystok – recognised as the smartest Polish cities) for approaching the smart city concept standards in the European dimension. Methodology: The methodology of the paper is based on two dimensions: analysis and synthesis. The first phase included a thorough thematic literature review, an analysis of case studies of European and Polish smartcities. It was complemented by interviewing city board representatives of the examined Polish cities. In the synthetic phase, the study provided conclusions based on the theoretical analysis and the survey of the case study.

Opis został uzupełniony o analizę funkcjonalności systemu przeprowadzoną na podstawie badania ankietowego pod koniec ostatniego sezonu w ramach pierwszej zleconej przez Urząd Miejski Wrocławia usługi dotyczącej obsługi Wrocławskiego Roweru Miejskiego. Celem przeprowadzonych badań ankietowych było również zebranie opinii użytkowników dotyczących funkcjonowania WRM oraz jego oceny. Badania zostały uzupełnione także o analizy opracowane na podstawie wyników obserwacji towarzyszących, które pozwoliły zidentyfikować mocne i słabe strony systemu wypożyczalni rowerów miejskich. Przedstawione wnioski stanowić mogą podstawę do określenia warunków funkcjonowania tego typu systemów w przyszłości zarówno we Wrocławiu jak i innych miastach.
The aim of the article is to analyze and evaluate the activity of one of the first bike-sharing system in Poland. The article describes the development of Wrocław City Bike (WRM) over the eight years of its existence. In the article were presented data on the number of stations and bikes available for rental in each of the spring and summer seasons in which it was possible to use city bikes. The description has been supplemented with an analysis of the functionality of the system based on a survey at the end of the last season. The purpose of the conducted surveys was also to collect user opinions on the functioning of WRM and its evaluation. The research was also supplemented with analyzes developed on the basis of the results of accompanying observations, which allowed to identify the strengths and weaknesses of the city bike-sharing system. The conclusions presented can be the basis for determining the conditions for the functioning of such systems in the future, both in Wrocław and in other cities.

Opis:: Kongestia transportowa jest zjawiskiem niezaprzeczalnie negatywnym, w znaczący sposób oddziałującym na każdy aspekt życia współczesnego człowieka oraz niekorzystnie wpływającym na sytuację gospodarczą danego obszaru. Katowice, jako największe miasto regionu, a zarazem stolica województwa śląskiego jest szczególnie narażone na występowanie tego zjawiska, a sytuacja na ulicach z roku na rok się pogarsza. Znaczący wpływ na płynność ruchu w mieście ma przestrzenna charakterystyka Katowic – występowanie autostrady dzielącej miasto na dwie części, dróg obsługujących zarówno ruch wewnętrzny, jak i tranzytowy oraz gęsta sieć linii kolejowych. W artykule przedstawiono istotę kongestii transportowej, dokonano analizy szczególnych czynników wpływających na poziom kongestii transportowej występującej w Katowicach oraz przedstawiono aktualny, zaakceptowany przez władze miasta, plan budowy sieci centrów przesiadkowych. Dodatkowo zasugerowano propozycje kilku rozwiązań mogącychprzyczynić się do zmniejszenia zatorów panujących w mieście. Stolica Aglomeracji Górnośląskiej w chwili obecnej posiada już szereg mniej lub bardziej skutecznych rozwiązań sprzyjających zmniejszaniu problemu kongestii transportowej, a wiele nowych wciąż czeka na realizację. Bezwarunkowo potrzebne jest usprawnienie istniejącego systemu oraz prowadzenie szerszych działań na rzecz zmniejszenia zatłoczenia na drogach oraz poprawiające ich przepustowość. Warunkiem koniecznym jest integracja poszczególnych systemów, zarówno w skali miasta, jak i całej Aglomeracji Górnośląskiej.
Transport congestion is an undeniably negative phenomenon that significantly affects every aspect of life and economic situation of the region. Katowice, the largest city in the area and also the capital of the Silesian Voivodeship is particularly prone to this phenomenon. Moreover, the situation on the streets is getting worse every year. A significant impact on the traffic flow in Katowice has its spatial characteristics – the highway dividing the city into two parts, a dense network of railway lines and roads serving both: domestic and transit traffic. The article presents the essence of transport congestion, analysis of specific factors affecting the traffic jams occurring in Katowice and currently adopted by the city authorities plans of the Park&Ride network. In addition, the suggestion of several proposals which might contribute with reduction of congestion in the city have been presented. The capital of the Upper Silesian urban area has already adopted a number of more or less effective solutions to reduce transport congestion problem. Also, many new projects have been still waiting for realization. There is a determined need of improvements in the existing system and new, wider actions which would reduce the congestion prevails on the roads and improve their capacity. The necessary condition is the integration of various systems, both in the city scale and the Upper Silesia Agglomeration.

Nowadays, access to accurate and clear information is one of the factors significantly affecting the improvement of the quality of public transport. The article presents an overview of the passenger information systems in Warsaw and Moscow, and the results of the survey. Based on the survey it can be said that passenger information is an important element for users of public transport systems should be developed and access to it.

Opis:: Rail is the one of the highly underused form of freight transportation in the European Union. Majority of the freightage are distributed by trucks and HGVs. With new regulations and socio-environmental concerns urban logistics is facing a new challenge which can be tackled using innovative transport mechanisms and streamline operations. This article sheds light on a system which integrates freight distribution via metro lines in the closest vicinity of the customer, use of council warehouses and further innovative transport mechanisms for final delivery. This system uses existing infrastructure effectively without impacting its surroundings and triggers the reduction of polluting carriers. This system offers the option of immediate implementation which will enable EU to compete with a global freight distribution market.
O caminho-de-ferro e um dos meios de transporte de mercadorias mais subaproveitado na União Europeia. A maioria da carga transportada é distribuída recorrendo ao transporte rodoviário. A entrada em vigor de novos regulamentos em conjunto com o aumento das preocupações sociais e ambientais, levam a que logística urbana enfrente novos desafios. Desafios estes que podem ser superados através de mecanismos inovadores e ou pela otimização de processos. Este artigo propõe uma nova abordagem através de um sistema que integra o transporte urbano de mercadorias sobre a rede de metropolitano chegando assim mais perto do destino final da carga, propõe ainda a instalação de pequenos centros de distribuição local e formas inovadoras de transporte até ao destino final da mercadoria. Este sistema utiliza a infraestrutura já existente de forma eficiente e sem impactos para a sua vizinhança, contribuindo assim para a redução da poluição causada pelo transporte rodoviário. Este sistema oferece a possibilidade de implementação imediata o que contribuirá para que a União Europeia possa competir num mercado de transporte de mercadorias global.

Opis:: Purpose: The main aim of the article is identification of passengers' preferences and satisfaction with public transport services as the basis for evaluating the quality of urban public transport services and it’s improvement. Design/methodology/approach: The research included a satisfaction survey of urban passenger transport customers in the city of Żory, where free public transport operates. The literature review provided an opportunity to identify the factors to be assessed in the survey. Findings: The survey has shown that respondents indicate the frequency of buses, punctuality, the technical condition of the means of transport, the number of seats available on the bus during peak hours and the efficiency of air conditioning and heating as the most important improvements in the quality in organization and realization of public passenger transport. These results are the basis for action by the transport provider. Research limitations/implications: The survey concerns only the city of Żory public passengers transport, while the proposed research approach can be used in research for other cities. Practical implications: Adaptation of the transport offer to the passengers requirements in order to encourage them to use public transport more often. This solution will increase the competitiveness of this form of transport in relation to individual transport modes. Social implications: The quality of passenger transport services in the city plays a key role in shaping the quality of inhabitants life. The competitiveness of this form of transport also influences the environmental aspect – among others, the reduction of low emissions. Nevertheless, in order to ensure the use of this form of transport, it is necessary to continuously improve the offer and quality of service provision. Originality/value: The presented research is important in the activities of urban passenger transport operators as it provides information on the importance of factors influencing the growth of interest in this type of services, and therefore is important in building a customer service strategy.

Opis:: This paper describes the influence of road transport on urbanization and the transport of oversized loads. There is an increasing interest in oversized transport and urban development. In this developmental context, it is necessary to transport heavy construction machinery, infrastructure elements, pipes for gas pipelines and waterworks, or even rails to create roads for rail transport. For this purpose, the transport of loads exceeding standard parameters (16.50 m in length, 2.55 m in width, 4.00 m in height and 40 Mg in mass) is used. Oversized traffic has many obstacles on the roads, such as low bridges and viaducts, narrow roads, poor technical condition of roads, road works and low-permeability roundabouts.

Opis:: Żegluga śródlądowa może stanowić alternatywę dla transportu samochodowego w obsłudze potrzeb transportowych miast. Przemawia za tym w szczególności lokalizacja miast nad rzekami, ale także narastające problemy z zatłoczeniem w miastach, niskie bezpieczeństwo transportu samochodowego oraz zamykanie centrów miast dla ruchu drogowego. Miasta europejskie stojące przez wyzwaniem postępującej urbanizacji, wzrastającego zapotrzebowania na transport towarów oraz zwiększenia natężenia ruchu drogowego mogą korzystać z potencjału transportu wodnego śródlądowego do zaopatrzenia handlu, wywozu odpadów, produkcji i dystrybucji. W tym aspekcie umacnia się rola portów śródlądowych w tworzeniu zielonej logistyki miejskiej. Jak pokazują omówione przykłady dobrych praktyk, rozwojowi żeglugi śródlądowej na obszarach miejskich, oprócz warunków infrastrukturalnych, sprzyjają ograniczenia administracyjne dotyczące transportu samochodowego, w tym zielone strefy w centrach miast, ograniczenie liczby miejsc rozładunku w miastach, czasu poruszania się pojazdów w centrach miast oraz wymagania dotyczące norm emisji spalin przez środki transportu samochodowego.
Inland waterway transport can provide an alternative to road transport in the european cities. Waterways tend to run through the town centers predisposes them for transport. This transport mode can play an important role during rush hour traffic. Justified by the following arguments: – the location of cities along the rivers; – the possibility of adapting the fleet to local navigation conditions; – increasing problems with parking in city centers; – the relatively high cost of parking; – low road transport safety; – closing town centers to traffic. European cities facing the challenge of urbanization, increasing demand for transport of goods and an increase in traffic can make use of the potential of inland waterways to supply trade, waste disposal, production and distribution. In this aspect strengthening the role of inland ports in developing green logistics.

Opis:: City logistics and mass sporting events logistics are modern concepts using good practices to achieve established aims. Both issues are connected by the set of common features, which allow using the best practices modifying the processes of city management or mass event management. The aim of this article is to analyze city logistics from the angle of best practices possibilities – solutions applied by the organization of mass sporting events. The object of the study represents a system of city logistics and logistics system of sporting events, while used research methods were: the analyzes of literature, critical analysis of documents prepared by companies responsibilities for the preparation of events and own observations. Common points and examples of good practices of city logistics presented in table 1 and 2 confirm a hypothesis about a correlation between concepts. Using solutions which are commonly innovative in city management can significantly contribute to the facilitation of goods, persons and information flows and to decrease the negative impact of human activity on natural environmet.

The authors have made the introduction to the problems of logistics center, and then presented its importance in terms of sustainable development. The article describes the areas of priority actions for sustainable development and solutions that are already being used in city logistics. The rest of the article accurately describes the proposed, selected by the artists of the city logistics concepts and shows their actual environmental dimension.

Opis:: The manuscript deals with the subject of determining the optimal delivery routes in terms of supplying urban distribution centers when minimizing the distance traveled in a particular region for the purpose of addressing city logistics issues using the specific Operations Research method, namely the Clarke-Wright method. Thus, the main paper objective is to examine the issue: what are the optimal transport journeys from the specific object among individual customers in a certain region in order to execute minimum transport performance? First two sections of the manuscript specify the relevant concepts regarding the issue of distribution tasks and vehicle routing problem, and presents data and methods in relation to this research study. The most significant part of the article models the individual routes to determine the optimal interconnections of urban distribution center and their supply from one logistics service center in a regional logistics network at a city logistics scale when applying the Clarke-Wright method. The last sections of the elaborated research study evaluate the major findings and discuss the possible future initiatives in the topic addressed.

Opis:: The objective of the paper is to assess the implementation of the electronic city card system in the city of Białystok. The city card has been used since July 2011 in Białystok. This is a system which covers fewer functions than a similar system in Wrocław. A comparison of the city card with paper tickets with respect to the functions they cover is favourable for the new solution. A questionnaire study performed in 2014 among passengers resulted in a positive assessment of the new solution of the electronic city card system.

Opis:: Globalization and urbanization can lead to aggravation of economic, social, and environmental issues, which creates significant challenges for city management and especially city logistics. These challenges require an integrated approach to research and optimization and the introduction of innovative solutions, technological and organizational direction. The implementation of investment projects in cities should be in full accordance with the selected concept of city logistics, subordinate to objectives of sustainable development. Successful urban logistics is possible only with the use of innovative logistics technology based on supply chain concepts, efficient customer service, multimodal mobility and other effective solutions, however, active administrative steps on the implementation of city logistics strategy is needed. Main objectives of city logistics research are following: reduce congestion, increase urban mobility; reduce air pollution and noise; improve living conditions of city inhabitants.
Globalizacja i urbanizacji może prowadzić do pogłębienia się problemów gospodarczych, społecznych i środowiskowych, co stwarza poważne wyzwania dla zarządzania miastem, a zwłaszcza logistyki miejskiej. Wyzwania te wymagają zintegrowanego podejścia do badań i optymalizacji oraz wprowadzenie innowacyjnych rozwiązań technologicznych i organizacyjnych. Realizacja projektów inwestycyjnych w miastach powinna być w pełni zgodna z wybraną koncepcją logistyki miejskiej, podporządkowanej celom zrównoważonego rozwoju. Udana logistyka miejska jest możliwa tylko przy zastosowaniu innowacyjnej technologii opartej na koncepcji logistyki w łańcuchu dostaw, sprawnej obsługi klientów, mobilności multimedialnej i innych skutecznych rozwiązań, jednak potrzebne jest aktywne działania administracyjne dotyczące realizacji strategii logistyki miejskiej. Główne cele badań logistyki miejskiej są następujące: zmniejszenie zatłoczenia, zwiększenie mobilności miejskiej; zmniejszenie zanieczyszczenia powietrza i hałasu; poprawa warunków życia mieszkańców miasta.

This article analyses one of city logistics’ key issues. It concerns time and space dimension of cities . The aim of this study is to point out the possibilities of using time-space model in the city logistic. This paper describes daily, weekly, monthly and annual cycles in cities functioning of town and cities. Then there is a presentation of the Hagerstrand’s time-space model. The explains the essence, attributes, meaning and e general characteristic of the time-space model, which can be used for research and practical application in city logistics.

The purpose of the article is compare level of financing environmental protection in Poland, Slovakia, Czech Republic and Lithuania in regard to public institutions responsible for city logistics as well as to the enterprises. The environment protection issues is present in many publications especially with the background in logistics as well as social issues, connected with life quality. Financing ecological actions means fulfilling duties coming from the European Union accessing agreement as well as influence on the city inhabitants life quality in Poland. The relevance of the above mentioned issues is the motivation to evaluate one of environmental issues, which is structure and quantity of financial expenditure. Decision about quantity and quality of realized tasks in the research influence od city inhabitants life.

Opis:: Sprawna obsługa logistyczna mieszkańców miast, ułatwiająca przemieszczanie osób wewnątrz miasta oraz połączenia z obszarami zewnętrznymi, może być realizowana poprzez systemy multimodalnego transportu zbiorowego. Obejmują one rożne środki transportu i elementy infrastruktury. Realizacja tych inwestycji zazwyczaj jest kapitałochłonna i wymaga znaczących nakładów inwestycyjnych. Od kilkunastu lat zwraca się uwagę na sektor prywatny jako na potencjalnego inwestora dla przedsięwzięć publicznych, a jedną z form jego uczestnictwa jest partnerstwo publiczno-prywatne PPP. Celem artykułu jest analiza „dobrych praktyk” realizacji inwe-stycji miejskiej infrastruktury logistycznej w formule PPP. Przeprowadzone badania obejmowały: budowę szybkiego tramwaju w Nottingham, aktualnie realizowany system nowoczesnej, w pełni zautomatyzowanej, kolei w Bolonii oraz pilotażowy projekt budowy i utrzymania linii szybkiego tramwaju w Krakowie. Właściwa analiza została poprzedzona syntetycznym omówieniem aktualnej polityki rządu w kwestii rozwoju PPP, ponieważ wsparcie instytucji państwowych ma istotny wpływ na udaną implementację projektów.
Efficient logistics service for city residents, facilitating the movement of people inside the city and connection with external areas can be implemented through multi-modal collective transport systems. They include various means of transport and infrastructure elements. The implementation of these investments is usually capitalintensive and requires significant investment expenditures. For over a dozen years, attention has been paid to the private sector as a potential investor for public projects, and one of the forms of its participation is the PPP - public-private partnership.The article presents the current government policy on the development of PPPs, because the support of state institutions has a significant impact on the successful implementation of projects. Moreover, a PPP analysis of „good practices” was carried out: construction of a fast tram in Nottingham, currently implemented system of a modern, fully automated railway in Bologna and a pilot project of construction and maintenance of a fast tram line in Krakow.

Opis:: W artykule przedstawiono ocenę wybranych narzędzi stosowanych przez Zarząd Transportu w Londynie w celu poprawy jakości systemu transportu ładunków. Rozwiązania wybrano z uwagi na ich innowacyjność w zakresie dwóch podstawowych problemów: niedostatecznej współpracy pomiędzy uczestnikami łańcucha dostaw oraz braku wiedzy o charakterze przewozów w mieście. Przedstawiono zasady funkcjonowania systemu certyfikacji przewoźników i dostawców FORS oraz plany organizacji dostaw dla przedsiębiorców, instytucji i zarządców nieruchomości. Przeprowadzona ocena pozwala stwierdzić, że wzrost sprawności systemu transportu ładunków w miastach powinien opierać się na zróżnicowanych, ale precyzyjnie zaplanowanych działaniach ujętych w długofalowych planach rozwoju transportu ładunków, będących integralnym elementem miejskiej polityki transportowej i gospodarczej. Konieczne jest przy tym rozpoznanie i uwzględnienie interesów wszystkich stron tak, aby zagwarantować zrównoważony rozwój systemu oparty na respektowaniu warunków ekonomicznych i społecznych.
Paper presented the analysis of selected measures implemented by Transport for London authority towards urban freight rationalisation. Discussed measures were selected on the basis of their innovative potential to cope with two main problems: inadeqate cooperation of the involved actors and lack of proper knowledge about freight movements within city limits. Two measures were verified: the Freight Operators Recognition Scheme (FORS) and Delivery and Servicing Plans (DSP). The analysis proved that urban freight system development should be based on the application of diversified but well coordinated solutions with properly defined targets anchored in economic and social development strategies. It is important to evaluate interest of different actors to ensure sustainable development of the system as a whole.

Opis:: W artykule przedstawiono zagadnienia projektów w obszarze logistyki miasta, które realizowane są nie tylko w warunkach niepewności, ale także ograniczeń budżetowych. Wskazano, że dążenie do równoważenia nakładów i efektów stwarza konieczność oceny zasadności projektu oraz ryzyka związanego z realizacją przyjętych celów w zakresie czasu, kosztu, zakresu i jakości inwestycji. Jednak brak obowiązku ustawowego oceny ryzyka skłania do poszukiwania takich metod, które nie będą generowały dodatkowych kosztów i dostarczą szybkich wyników, dlatego w artykule zaprezentowano metodę szacunkową oceny ryzyka projektów, bazującą na subiektywnych ocenach ekspertów. Wskazano jej główne zalety i pokazano procedurę jej wykonania.
The article presents the issues of urban logistics projects which are implemented in risk and budget constraints condition’s. The striving for sustainability of inputs and outputs it has been pointed, but it requires assessing the validity of the project and the risks associated with achieving the goals of time, cost, scope, and quality of the investment. The lack of mandatory requirements for risk assessment forces the search for such methods that do not add to the cost and provide fast results. Therefore, the article presents a method of estimating a project risk assessment, which is based on subjective expert assessments. The main advantages were highlighted and its procedure was described.

Opis:: A holistic approach and stakeholder consultation are necessary before implementing a particular city logistics measure. The need to implement sustainable urban logistics solutions is particularly important in seaports located in cities. Such cities, particularly Gdynia, have a high intensity of cargo flows resulting from transport connected with their port facilities. The purpose of this article was to identify the level of acceptance of sustainable and innovative urban logistics solutions by entities that use the services of the seaport in Gdynia. We investigated whether the proposed solutions found sufficient acceptance among the respondents, and which of the proposed solutions were the most preferred by stakeholders. We hypothesized that urban logistics solutions were not sufficiently accepted by the stakeholders of the seaport of Gdynia. In order to analyze the awareness of the involved parties, we surveyed parties at the Port of Gdynia as part of the Interreg project called TENTacle. Our findings did not support this hypothesis with respect to such measures as FQP, the use of interactive city maps, night deliveries, and the use of ITS, as these are the solutions most preferred by the stakeholders of Gdynia. The results of this study can therefore serve as an important tool for the city of Gdynia, and similar cities, when preparing sustainable urban logistics plans.

Opis:: Rozważania przedstawione w artykule mają uzmysłowić rolę, jaką zyskuje model ekonomii „na żądanie” (on-demand economy), który przebija się do codzienności w coraz większej liczbie aspektów życia. Celem artykułu jest odniesienie walorów tego modelu do logistyki miejskiej, w której występuje szczególna konieczność współdzielenia zasobów i unikania własności. Jej nasilenie w środowisku miasta czy aglomeracji miejskiej spowodowane jest przede wszystkim nadmiernym nagromadzeniem pewnych zasobów wobec dostępnej przestrzeni, które to zjawisko przyczynia się w odczuwalny sposób do pogorszenia jakości życia i gospodarowania w mieście poprzez znaczące ograniczenie mobilności. Autor zabiera głos w przedmiotowej dyskusji, zastanawiając się nad wpływem ekonomii „na żądanie” na logistykę miasta i nad jej znaczeniem dla budowy systemu przepływów zasobów w miastach.
The discussion presented in the paper is meant to show the role which the on-demand economy plays in everyday life in more and more aspects of it. The purpose of the paper is to refer the value of the on-demand economy to city logistics, where there is a special need to share resources and avoid ownership. It is primarily due to the excessive accumulation of certain resources within a limited area, which in essence contributes to the deterioration of the quality of life and doing business in the city by significantly reducing mobility. The author therefore offers his contribution to the discussion on the impact of the on-demand economy on city logistics and its importance for developing a system for the flow of resources within the city environment.

Omówiono koncepcję fizycznej dystrybucji dóbr oraz zaprezentowano podstawowe schematy funkcjonowania wraz ze wskazaniem wad i zalet. Najważniejszą częścią artykułu jest wnikliwa, wielowymiarowa analiza specyfiki miejskiego transportu ładunków, poparta licznymi przykładami, przedstawionymi na fotografiach pochodzących z prywatnego archiwum autora. Wskazano również wiodące trendy w dziedzinie poprawy efektywności dostaw.
This article presents a systemic view of city logistics as an entity superior to urban freight distribution. The necessary definitions are presented and its elements are characterised. The concept of physical distribution of goods is discussed and the basic schemes of functioning are presented, along with their advantages and disadvantages. The most important part of the article is a thorough, multidimensional analysis of the specifics of urban freight transport, illustrated with numerous examples, in many cases presented with photographs from the author’s private archive. Leading trends in improving delivery efficiency are also identified.

W ostatnich latach system rowerów publicznych został poddany wielu wyzwaniom. Celem artykułu jest ocena stanu rozwoju systemu rowerów publiczych w Polsce. Podmiotem badań są polskie miasta posiadające systemy rowerów publicznych. Oceny dokonano za pomocą narzędzi wielowymiarowej analizy porównawczej (analiza skupień oraz taksonomiczy mierik rozwoju). W wyniku przeprowadzonych badań analizowane obiekty wykazują zróżnicowanie pod względem cech chraketryzujących systemy rowerów miejskich.
Today, many actions are taken to reduce traffic in cities. The development of urban space, as well as the use of transport for everyday travel, have contributed to the creation of many alternative forms of transport, including bike sharing. In recent years, the bike sharing system has been subject to many challenges. The aim of the article is to assess the condition of development of the bike sharing system in Poland. The subjects of the research are Polish cities with bike sharing systems. The assessment was made with the use of multidimensional comparative analysis tools (cluster analysis and such economic development). As a result of the conducted research, the analyzed objects show differentiation in terms of characteristics that characterize the systems of city bikes.

Urbanizacja sprzyja jednak innowacjom, prowadzącym do projektowania i wdrażania nowych modeli organizowania przepływów w miastach. W artykule zostanie zaprezentowane koncepcje organizacyjne rozwiązań z zakresu crowd logistics, zmierzające do usprawnienia i zoptymalizowania procesów przepływów pasażerów i ładunków na obszarach miejskich. Analizie zostaną poddane możliwości zastosowania koncepcji crowd logistics, rodzaje rozwiązań, które w tym zakresie można stosować, a także korzyści wynikające z ich wdrażania, zarówno dla mieszkańców, przedsiębiorców, turystów jak i władz. Autorka dokona przeglądu doświadczeń i rozwiązań crowd logistics stosowanych w metropoliach światowych.
Cities are the engines of economic development — between them flows of capital take place, they are the most important centers of education and innovation. More than half of the world's population lives in cities and this number will increase further. Rapid development of urban areas is becoming an increasing challenge for urban planners, especially when it comes to planning transport and logistics systems for passenger and goods flows in urban areas. However, urbanization is conducive to innovations that lead to the design and implementation of new models for organizing flows in cities. The article will present organizational concepts of crowd logistics solutions aimed at streamlining and optimizing the processes of passenger and cargo flows in urban areas. The analysis will cover the possibilities of using the crowd logistics concept, the types of solutions that can be used in this regard, as well as the benefits resulting from their implementation. The author will review the crowd logistics experience and solutions used in metropolitan areas.

Autor w oparciu o przegląd różnych aspektów roz-woju miasta ukazuje znaczenie logistyki pod względem siły absorbcji miejskiej logistyki w celu kreowania publicznej oraz semipublicznej przestrzeni, jak również w celu poprawy jakości ży-cia poprzez rozwijanie miejskiej infrastruktury logistycznej.

Analiza przestrzennego zróżnicowania wybranych wskaźników poziomu życia istotnie powiązanych i pozostających we wzajemnych relacjach ze sprawnym systemem logistycznym miasta, wymaga przede wszystkim prawidłowego skwantyfikowania zmiennych diagnostycznych.
The level and the conditions of living in Poland are highly spatially variable. The relationship between the effective and efficient (especially rapid and relatively cheap) management of passenger traffic within the city, and the level and quality of life of its inhabitants is indicated more and more often. The analysis of the spatial variation of selected indicators of living standards which remain significantly related to the logistics system of the city, first of all requires proper quantifying of diagnostic variables.

Opis:: W artykule przedstawiono wyniki badań terenowych, których celem była ocena problematycznego zjawiska nierespektowania przez uczestników ruchu drogowego art. 18 ustawy — Prawo o ruchu drogowym. W szczególności skoncentrowano się na ocenie wpływu zachowań innych uczestników ruchu drogowego w kontekście tego przepisu na opóźnienia autobusów należących do systemu transportu zbiorowego w mieście. Oprócz wyników badań terenowych przedstawiono także wyniki badań przeprowadzonych wśród kierowców autobusów komunikacji miejskiej MZK Opole. Wykazano, że skala zjawiska jest istotna, co potwierdziły zarówno badania w ruchu drogowym, jak i opinia kierowców autobusów. Średnio około 5% całkowitego czasu podróży stanowi czas, jaki kierowca autobusu oczekuje na możliwość wyjazdu z zatoki autobusowej. Jest to czas marnotrawiony, niewnoszący żadnej wartości dodanej do jakości obsługi pasażera.
The article presents the results of research aimed at assessing the problematic phenomenon of failure to respect Art. 18 of the Traffic Law Act. In particular, attention was paid to the assessment of the impact of the behavior of other road users in the context of this provision on the delays of public buses. Apart from that research, the results of the research conducted among the drivers of the MZK Opole public transport buses were also presented. It was shown that the scale of the phenomenon is significant, which was confirmed by both road traffic studies and the opinion of bus drivers. On average, about 5% of the total travel time is the time the bus driver waits for the possibility of leaving the bus bay. It is wasted time and does not bring any added value to the service of passenger.

Opis:: Transport has a great impact on human activities but contributes to many negative phenomena occurring in road traffic, for example, road traffic accidents, emission of toxic exhaust fumes into the atmosphere and a high share of cars in road traffic. For the above reasons, many initiatives have been taken in the field of road traffic management and urban logistics. Based on a literature review, it was found that the problem of the phenomenon of traffic congestion in urban areas remains an ongoing issue. In the first part of this article, the theoretical issues of traffic flow and congestion formation in the city road networks were presented. While the second part outlines the situation of transport congestion in 10 Polish cities based on the worldwide TomTom Traffic Index in the years 2008-2018. This study is a brief analysis of the trends relating to transport congestion based on the TomTom Traffic Index in these cities.

Podane zostały przykłady, które wprowadzone do codziennego życia mieszkańców miast, w sposób przyjazny środowisku naturalnemu poprawią przede wszystkim funkcjonowanie w wielkim mieście. Dodatkowo została przeprowadzona analiza porównawcza mająca na celu porównanie kosztów dojazdu samochodem własnościowym wraz z metodą carsharingu czyli wypożyczenie samochodu od firmy zewnętrznej.
The lecture shows not only the contemporary situation and issues connected with urban logistics, but also presents environmentally friendly solutions which contribute to the implementation of sustainable development in urban agglomerations. The main purpose of the report is to reveal the advantages of investment in electromobility for inhabitants living in metropolitan areas. There have been described proper examples, that implemented to people’s everyday life, in an eco-friendly way improve the functioning of the city. Furthermore, the comparative analysis that has been made, shows the comparison of costs in using own car and in using carsharing - renting a car from external company.

Despite increasingly frequent examples of national and international research regulations concerning the city logistics, there are no comprehensive studies on interactions between effective and efficient system of urban logistics and the living condition and quality of life. In the paper to examine the relationship between the expected and perceived quality of municipal transport services, Servqual method and factor analysis were used. For research of the quality of transport services were chosen three mediumsized cities. The choice of this size cities was dictated by low-input capabilities to make some improvementsin the area of urban logistics.

Opis:: Opracowywanie i wdrażanie efektywnych i przyjaznych środowisku systemów transportu publicznego oraz zmiana relacji między transportem prywatnym a zbiorowym jest jednym z zasadniczych celów współczesnych miast. Zbiorowe formy przewozów są najbardziej efektywne społecznie i spójne z funkcjonowaniem i rozwojem miasta. Celem artykułu jest analiza miejsca i roli transportu publicznego w obsłudze przewozowej miast na tle zasadniczych tendencji występujących w przewozach pasażerskich w krajach UE. Analizie poddano ogólne wielkości przewozów pasażerów samochodami osobowymi, transportem kolejowym, metrem i tramwajami, komunikacją autobusową oraz jednośladami w UE-27 w latach 1995-2010. Omówiono również strukturę przewozów pasażerów w wybranych krajach UE. Następnie przedmiotem analizy była struktura obsługi przewozowej aglomeracji miejskich na świecie. Analiza ta pozwoliła na sformułowanie konkluzji, iż pomimo ogólnej dominacji transportu prywatnego w przewozach pasażerskich, potrzeby komunikacyjne aglomeracji obsługiwane są przez ekologiczne, tanie społecznie formy transportu publicznego. W dalszej części artykułu zaprezentowano ,“dobre praktyki“ wdrażania i promocji zbiorowych form transportu w miastach europejskich.
Development and implementation of effective and nvironmentally friendly public transport systems and change of the relationship between private and collective transport is one of the main objectives of modern cities. Collective forms of transport are the most effective socially and consistent with the operation and development of the city. The purpose of this article is to analyze the place and role of public transport in urban transport service from the general trends in passenger transport in the EU countries. This paper analyzes the overall volumes of transportation by passenger cars, rail, metro and tram, bus transportation and two-wheelers in the EU-27 in the period 1995-2010. It also discusses the structure of passenger transport in selected EU countries. Then the operation structure of the urban transport networks in the world was analyzed. This analysis allowed us to formulate conclusions that the transportation operation of modern, large cities is accomplished on the basis of public transport. The rest of the article presents the „good practices“ implementation and promotion of collective forms of transport in European cities.

Opis:: Today, many cities in the world struggle with an increasing demand arising from quick population changes. Most European big cities experience congestions, pollutions, saturations, uncollected waste, public dissatisfaction, and unpleasant environment to work and live in. In order to respond properly and effectively to these phenomena, city authorities are forced to take speedy and right decisions of ensuring good living conditions for all the residents. Reorganizing, rebuilding and enlarging cities is a difficult task which in many cases is on the boundary of impossible because of historical reasons, heritage and preservation of environment. Urban Consolidation, however, might be a good solution. In this paper we introduce urban and urban freight consolidation concepts, where our aim is to identify and reveal missing knowledge to the current state of the art.

Opis:: This paper aimed to show that planner-led UCC solutions are untenable in the modern liberal economy. Our analysis suggests that the top down imposition of a Ur-ban Consolidation Centre (UCC) works only in clearly controlled domains. We have studied urban freight concepts and practice and it is our contention that most UCC initia-tives fail in a liberal economy where free choice and market economics apply. In under-pinning this contention we have compiled, analysed and categorised a set of the UCC schemes known to have operated, left evidence of their existence, and been captured by the research community. In this paper we present two case study examples that show that within the construction sector UCCs can be utilised successfully to create efficient and forward-thinking logistics operations. Whilst it might be true for the construction sector, we have not found evidence that it might be true for other sectors.

Opis:: The main goal of this paper is to analyze customer satisfaction factors for Light Rail, identify a successful case and compare the level of service of this case with another system so that improvements in terms of price, time of journey and connectivity can be elaborated and suggested. The Docklands Light Railway (London, UK) has been identified as a successful case, which service levels have been compared to ‘Metro Sul do Tejo, MST’ (Almada, Portugal). As a result, a set of solutions to improve MST are proposed.
Celem niniejszego artykułu jest analiza czynników kształtujących satysfakcję pasażera kolei lekkiej, ukazanie takich rozwiązań, które przyniosły polepszenie satysfakcji i porównanie poziomów usług tych przypadków z innymi systemami, tak by opracować możliwe udoskonalenia w cenach, czasach przejazdów i połączeniach. Tym samym rozwiązania wprowadzone na The Docklands Light Railway (Londyn, Wielka Brytania) zostały porównane z systemem ‘Metro Sul do Tejo, MST’ (Almada, Portugalia), a wnioski z tego porównania posłużyły jako możliwe propozycje dla polepszenia usług MST.

Opis:: Aglomeracja Wałbrzyska tworzona jest przez 23 gminy o zróżnicowanym stopniu rozwoju liniowej infrastruktury transportowej. W opracowaniu podjęto próbę analizy i oceny działań jednostek samorządu terytorialnego Aglomeracji Wałbrzyskiej pod kątem istniejących dróg i sieci kolejowych oraz występującego na nich zjawiska kongestii. Pod uwagę wzięto takie elementy infrastruktury jak: drogi krajowe, wojewódzkie i gminne oraz sieci kolejowe. Analizując i oceniając zjawisko kongestii, dokonano obserwacji dróg aglomeracji, zarówno w godzinach szczytu, jak i poza nim. Na tej podstawie możliwa była identyfikacja „wąskich gardeł” w ruchu kołowym oraz zróżnicowanego stopnia rozwoju liniowej infrastruktury. Dokonano też oceny funkcjonalności tej infrastruktury, a także wskazano preferowane kierunki jej dalszego rozwoju.
Wałbrzych Agglomeration consists of 23 municipalities of varied levels of development of their linear transport infrastructure. This paper attempts to analyse and evaluate the local government units of Wałbrzych Agglomeration in terms of the existing roads and rail networks, as well as congestion phenomenon. The author has considered such elements of the infrastructure as the national, provincial and municipal roads, as well as the railway networks. The observation of the phenomenon of congestion and the analyses and evaluations of Wałbrzych Agglomeration roads were made both at peak and off-peak times. On this basis it has been possible to identify traffic bottlenecks and make differentiation of the development levels of the linear infrastructure in the examined area. The functionality of this infrastructure has also been evaluated, as well as the preferred directions for its further development.

Artykuł dotyczy badania zachowań komunikacyjnych uczniów szkół średnich i studentów w powiecie pilskim i chodzieskim. Głównym problemem są preferencje uczniów i studentów w zakresie mobilności. W artykule scharakteryzowano pojęcie miasta, transportu miejskiego oraz mobilności, a następnie zaproponowano model mobilności uwzględniający preferencje mieszkańców przy wyborze środka transportu. Artykuł kończy się prezentacją wyników badań ankietowych i wyciągnięciem stosownych wniosków. Pomogą one w przedstawieniu propozycji kierunków rozwoju infrastruktury transportowej na terenie powiatu pilskiego i chodzieskiego. Celem artykułu jest ocena zachowań komunikacyjnych uczniów szkół średnich i studentów oraz sposobów ich poruszania się.

Spośród 6 obszarów, które obejmuje Smart City, artykuł poświęcony jest mobilności oraz nowoczesnym rozwiązaniom elektromobilnym, takim jak: elektryczne i hybrydowe samochody, metro, hulajnogi elektryczne, drony itd., wprowadzane w celu dywersyfikacji transportu. Druga połowa artykułu skupia się na opracowywanych obecnie modelach powietrznych taksówek elektrycznych oraz infrastrukturze niezbędnej do ich działania. Istotną inspiracją do powstania artykułu były Światowe Wystawy EXPO2020 w Dubaju, podczas których zostały zaprezentowane niektóre z opisywanych modeli. W polskiej literaturze niewiele źródeł porusza opisywaną tematykę, ale prace nad prototypami są na takim etapie zaawansowania, że wprowadzenie tego rozwiązania w niektórych miejscach na Ziemi jest jedynie kwestią czasu.
This article presents electric air taxis as an innovative solution in urban logistics. An introduction to the subject is presented with a description of the theory of the dynamically developing Smart City concept, which makes it possible to eliminate the disadvantages of agglomeration development and to coordinate the city as an organism more accurately. Of the 6 areas that SmartCity covers, the article focuses on mobility and modern electromobility solutions, such as electric and hybrid cars, metros, electric scooters, drones, etc., being introduced to diversify transport. The second half of the article focuses on the electric air taxi models currently under development and the infrastructure required for their operation. An important inspiration for the article was the EXPO2020 World Expo in Dubai, during which some of the models described were presented. Few sources in the Polish literature address the described issues, but work on prototypes is at such a stage of advancement that the introduction of this solution in some places on Earth is only a matter of time.

Opis:: Purpose. The main purpose of the article is to assess the economic and socio-environmental costs of the urban delivery of small shipments in difficult weather conditions with a combination of different delivery means - a car, a motorcycle, a bicycle and a pedestrian courier. Methodology. The methodology for determining the integrated costs of urban logistics for small shipments in difficult weather conditions is based on an assessment of the region's synoptic data, statistics on road accidents and congestion levels, as well as on the specific operating conditions of the delivery company. Results. The result of the work is the cost of combining all - season delivery means with a motorcycle and a bicycle, which can only be used under favorable weather conditions. The theoretical contribution. The theoretical contribution consists in the presentation of a methodology that makes it possible to estimate the complex costs of a combination of various urban delivery means. Practical implications. Practical implementation consists in calculating the total costs for the delivery of goods for an online store in Kyiv with various combinations of delivery means, which allows to choose the most successful alternative.

Opis:: Congestion is the result of the accumulation of flows of different nature (i.e. people, goods, waste) in cities, which on the one hand results from their development, the consequence of which is the intensification of flows, on the other is also an example of the main barrier to the functioning and development of cities. This problem defined the purpose of the study and the article which is to characterize the phenomenon of congestion and to identify the structure of this issue, so as to deliberately define actions to alleviate congestion and its negative effects. The aim of the study was achieved using network thinking methodology, based on the knowledge of the appointed expert group. The test results were processed using grey collections and arithmetic. Research methodology was justified by the complexity and multi-faceted nature of the research problem. The research results indicated the potential of shared transport, and thus the importance of ICT, and above all mobile apps in reducing congestion in historical city districts.
Kongestia jest skutkiem nagromadzenia w mieście przepływów o różnym charakterze (ludzie, towary, odpady). Z jednej strony wynika z jego rozwoju, którego konsekwencją jest intensyfikacja przepływów, z drugiej – jest jednocześnie przykładem głównej bariery funkcjonowania i rozwoju miast. Problem ten zdefiniował cel badania i artykułu, którym jest scharakteryzowanie zjawiska kongestii oraz zidentyfikowanie struktury tego zagadnienia, tak aby w sposób celowy zdefiniować działania umożliwiające złagodzenie kongestii i jej negatywnych skutków. Cel badania zrealizowano z wykorzystaniem metodyki myślenia sieciowego, opierając się na wiedzy powołanej grupy eksperckiej. Wyniki badań poddano obróbce za pomocą zbiorów i arytmetyki szarej. Metodyka badawcza uzasadniona była złożonością i wieloaspektowością problemu badawczego. Wyniki badań wskazały na potencjał transportu dzielonego, a co za tym idzie – znaczenie ICT, a przede wszystkim aplikacji mobilnych w ograniczeniu kongestii w historycznych dzielnicach miast.

Opis:: Rozważania zamieszczone w artykule wpisują się w koncepcję on-demand economy, której podstawą jest unikanie własności i współdzielenie zasobów na zasadzie dóbr puli wspólnej, a dotyczą mobilności realizowanej na terenie miasta i jego aglomeracji. W tym przypadku unikanie własności dotyczy pojazdu i miejsca postojowego. Artykuł zawiera przykładową kalkulację kosztów posiadania samochodu wobec kosztów mobilności realizowanej za pomocą zbiorowego transportu publicznego oraz sporadycznie wypożyczanego pojazdu na zasadach komercyjnych. Wyniki tej kalkulacji skłoniły do poszukania możliwych alternatywnych scenariuszy mobilności z uwzględnieniem usługi krótkoterminowego wynajmu pojazdu. Zostały one omówione, jak również określone zostały szanse ich realizacji w najbliższych latach na podstawie obserwacji działań różnych podmiotów w tym zakresie. To skłoniło autora do zaproponowania koncepcji abonamentu mobilności, który dawałby możliwość swobodnego poruszania się po mieście w myśl unikania własności i zrównoważonego rozwoju miasta.
Considerations included in this paper are part of the concept of on-demand economy, which is based on the avoidance of ownership and sharing resources on a common pool of assets. They relate to urban area mobility that includes the city itself and its agglomeration. In this case, the avoidance of ownership relates to the vehicle and the parking space. The paper contains a sample calculation of the cost of owning a car to the cost of mobility realized by means of collective public transport and a vehicle occasionally rented on the commercial basis. The results of this calculation prompted the author to look for possible alternative scenarios of mobility services, including short-term vehicle rental. They have been discussed and accordingly, the chances of their implementation in the coming years, based on the observation of activities of different actors in the field, have been determined. Consequently this enabled the author to propose the concept of mobility subscription, which would offer the opportunity to move freely around the city and its outskirts with simultaneous avoidance of ownership and keeping in mind sustainable development of the city.

Opis:: Obserwując funkcjonowanie współczesnych miast, można zauważyć, bardzo wyraźnie zarysowujący się w ich przestrzeni system logistyczny. Wpływa on na organizację i funkcjonowanie miasta i kształtowanie zasad i granic oddziaływania poszczególnych użytkowników przestrzeni miejskiej. Jest postrzegany jako wyznacznik rozwoju. System logistyczny miasta stanowią celowo zorganizowane i zintegrowane w obrębie danego układu przestrzenno-gospodarczego przepływy dóbr materialnych, osób i informacji. Dlatego też istotą sprawnego systemu logistycznego jest umożliwienie zoptymalizowania procesów przepływu strumieni produktów w mieście oraz zapewnienie odpowiedniego poziomu mobilności mieszkańców. Warunkiem osiągnięcia wysokich wskaźników sprawności systemu logistycznego jest odpowiednia infrastruktura transportowa i efektywne zarządzanie procesami przemieszczania. Niniejszy artykuł przedstawia strukturę i podstawowe elementy składowe systemu logistycznego tego miasta. Przyczyną podjęcia tej problematyki była próba określenia najistotniejszych problemów z zakresu logistyki miejskiej Szczecina. Szczególną uwagę zwrócono na te elementy systemu logistycznego, które warunkują równowagę pomiędzy popytem a podażą na usługi logistyczne, w tym głównie transportowo- magazynowe. Głównym założeniem było wykonanie charakterystyki wybranych elementów systemu logistycznego Szczecina oraz analiza ich dostosowania do aktualnych potrzeb gospodarki miasta i mieszkańców. W artykule przybliżono infrastrukturę transportową Szczecina, z podziałem na poszczególne gałęzie transportu oraz podsystem komunikacji miejskiej. Przeanalizowano także niektóre z istotnych dla obsługi potoków ładunkowych elementy infrastruktury punktowej, jakimi są punkty przeładunku i magazynowania. Z artykułu wynika, że Szczecin nadal boryka się z problemami w zakresie niedostatecznie rozwiniętej infrastruktury logistycznej. Jednakże obserwowane są pozytywne zmiany, widoczne głównie w aktualnie realizowanych inwestycjach w podsystemie komunikacji miejskiej i zakończonych inwestycjach w infrastrukturę transportowo-magazynową.
The logistics system of the city is deliberately organized and integrated within system of space-economic flows of material goods, people and information. The essence of the system is to enable the optimization of the supply process management and ensuring an adequate level of mobility for residents. The basis for achieving high rates of efficiency of the logistics system is adequate transport infrastructure and effective management of the process of movement. The article presents structure and the most important components of the logistics system of Szczecin. The main idea was to describe selected elements of systems and to study their adaptation to the current needs of the city economy and residents. The article shows the sub-urban transport system and transport infrastructure of Szczecin divided on branches. Author analyzed selected infrastructure points which are important for handling of cargo flows.

Za cel niniejszego opracowania obrano określenie sprawiedliwego sposobu naliczania opłat za gospodarowanie odpadami komunalnymi w województwie śląskim, generującego strumienie finansowe zasilające system gospodarowania odpadami.
The issue of the functioning of cities is nowadays particularly actual and significant subject. One of the problems faced by modern cities are waste – namely their management. In this work, the objective was: to determine a fair way of charging for municipal waste management in the province of Silesia, which generates financial stream of waste management system financing.

Odpowiednia infrastruktura logistyczna stanowi podstawę kreowania systemu bezpieczeństwa przeprowadzanego przedsięwzięcia oraz w istotny sposób wpływa na poziom obsługi klienta (widza). Dlatego też celem niniejszego artykułu jest przedstawienie najważniejszych uwarunkowań w obszarze infrastruktury logistycznej związanych z organizacją i przeprowadzeniem imprezy masowej o charakterze sportowym i rozrywkowym, determinowanych specyfiką imprezy, jaką są pokazy jeździeckie, oraz wymogami formalnymi wynikającymi z ustawy o bezpieczeństwie imprez masowych.
Mass events are an important element for the functioning of modern cities. Their organization requires the creation of appropriate infrastructure that meets the standards resulting from formal and legal regulations and related to the specific of industry (sector). Suitably logistics infrastructure is the basis for creating a security system carried out the project and significantly affects the level of customer service (the viewer). Therefore, the aim of this article is to present the most important determinants in the area of logistics infrastructure connected with the organization and execution of an event of mass sports and entertainment, determinate by specifics of events that are riding shows and formal requirements under the Act for the Safety of Mass Events.

Przeanalizowano wyniki pilotowego wdrożenia niskoemisyjnych środków transportu w ramach projektu Low Carbon Logistics, finansowanego w ramach Interreg South Baltic Programme. Wskazano kluczowe czynniki skutecznego wdrażania tego typu rozwiązań od strony infrastrukturalnej i urbanistycznej ze szczególnym naciskiem na specyfikację środków transportu.
Paper presents the concept of using cargo bikes in city logistics. The results of pilot implementation of low-emission transport means were analyzed in the Low Carbon Logistics project, financed under the Interreg South Baltic Program. The key factors for the successful implementation of this type of solutions from the infrastructural and urbanistic approach with a particular emphasis on the specification of means of transport are indicated.

Opis:: Unloading bays are one of the most popular and simple to implement measures in city logistics systems. The main strength of this measure is that it effectively reduces congestion effect due to that loading or unloading operations are realize in special area and not influence directly on traffic flow. However, the most important problem in utilization of unloading bays is their inappropriate use (as a normal parking space, not only for delivery vehicles during the delivering process) and the conflicts between users in the case of few deliveries at the same time and with utilization of the same unloading bay. The way to solve these problems is implementation of the telematics tools. The paper is focused on examples of utilization of mobile devices and sensors as the support for the unloading bays booking and use.

W większości systemów miejskich brakuje jednak danych na temat realizowanych przez ich obszary przewozów ładunków, destynacji tych przewozów oraz ich specyfiki. W artykule skoncentrowano się na wynikach badań, których celem jest określenie struktur danych istotnych dla funkcjonowania zrównoważonego miejskiego transportu towarowego i ustalenie źródeł ich pozyskiwania.
An important factor of the sustainable development of urban freight transport is the effective management of data flows between the various parties involved to a lesser or greater extent in its functioning. But in most urban systems there is no data regarding freight flows at their areas, destinations of these flows and their specificity. This paper is focused on the results of research aimed on defining data structures important for the functioning of sustainable urban freight transport and identifying the sources of their acquisition.

Opis:: Introduction/background: The problem of municipal waste management is an increasingly popular topic. The overproduction of waste is dangerous for human health, but also for the whole environment. For this reason, the coordination of the municipal waste management process is important for the general public, but at the same time it is not an easy process and involves many organisational and social challenges. Aim of the paper: The aim of the paper is to identify problems occurring in the process of municipal waste management together with a proposal for improvement measures. Materials and methods: The paper was prepared on the basis of a critical review of the literature and an interview conducted with 9 employees of the Town Office in Wodzisław Śląski. The article was created on the basis of the diploma thesis. Results and conclusions: As a result, the issues of municipal waste management were described, the process of municipal waste management in the municipality of Wodzisław Śląski was characterised, disturbances in the process were detected and improvements correcting the occurring errors were proposed.

Opis:: This paper proposes an assessment of the links between freight trip generation (FTG) rates and accessibility. First, the paper overviews the background, sets the context and motivates the research. Second, it presents the proposed methodology, which combines an FTG model, two accessibility indicators and a linear regression analysis to assess the relationships between freight trip demand and a set of socio-demographic variables including accessibility. The FTG modelling framework, adapted from previous works, allows estimating the number of freight trips with a small amount of standard data, even when no surveyed data is available. The two gravity accessibility indexes, one potential and one exponential, are defined in the continuity of recent freight accessibility works. To those indicators, a set of socio-demographic variables, including population, area or a zone (or density), are introduced. The relationships between FTG and all those variables are assessed via standard linear regression methods completed by the verification of the corresponding linear relationship hypotheses. Third, the framework is applied to the urban area of Lyon (France), where no urban goods survey data is available. Results show that potential accessibility seems to have a better correlation to FTG and could be a good decision support indicator when combined with the population as an explanatory variable. The population can be added to accessibility as an explanatory variable, the resulting models with two variables have a slightly lower accuracy but remains close to that of models with only accessibility as an explanatory variable. This work remains exploratory and finishes by proposing practical implications and further development lines.

Opis:: W artykule omówiono zagadnienie oceny rozwiązań w zakresie logistyki miejskiej w Polsce, z punktu widzenia mieszkańców i władz samorządowych. Przedstawione przez autorkę artykułu wyniki badań dowodzą, że sprawność funkcjonowania miejskiej sieci logistycznej w nie musi wiązać się wyłącznie z kosztownym rozwojem infrastrukturalnym. Optymalizacja działań logistycznych na obszarach zurbanizowanych powinna być prowadzona przede wszystkim w oparciu o zmiany organizacyjne systemu transportowego, przyzwyczajeń i wzorców zachowań jego użytkowników oraz zmiany funkcji wybranych przestrzeni miejskich. Takie podejście jest najbliższe poglądom wyrażanym przez mieszkańców polskich miast, ale stoi często w sprzeczności z interesami pozostałych interesariuszy systemu, w szczególności władz samorządowych. Autorka opisuje bariery w planowaniu i wdrażaniu nowoczesnych, miejskich rozwiązań logistycznych. Artykuł zawiera również wnioski i rekomendacje w zakresie logistyki miejskiej. Autorka podkreśla, że w Polsce nadal brakuje długoterminowych planów inwestycyjnych w zakresie przewozów towarowych. Podkreśla jednocześnie, że wszelkie zmiany w zakresie układów transportowych miast, czy szerzej rozumianej polityce mobilności wymagają szerokiej partycypacji społecznej na etapie konsultacji i projektowania usprawnień. Niezbędne jest również wsparcie organizacyjne i finansowe, wraz z tworzeniem systemu zachęt.
Dynamic growth of automotive indicator and increasing level of freight being carried in the Polish cities are causing serious transport problems. Migration to the cities is a trend observed still in Poland that is expected to continue. Bottlenecks, delivery obstacles, congestion, traffic jams and air pollutions require prompt organizational and technological intervention. The article starts a discussion about the condition of the urban logistics in Poland, comparing various models from the local government authorities point of view and inhabitants. The author outlines the barriers and obstacles in the planning and implementing of the modern urban logistical solutions. The majority of municipal and local government authorities, despite the declared enthusiasm for the smart city concept, prefer traditional infrastructure investments, instead of joint and interdisciplinary planning of the combined organizational and technological solutions tailored to the needs of a specific city. There is an urgent need to introduce regulations limiting freight traffic in the Polish cities, road tolls depending on emissivity, payloads, parking infrastructure. There should be rules planned determining time windows in the urban transport, organizing in-city consolidation centres, etc. The paper includes recommendations for creating Urban Vehicle Access Regulation Schemes for the Polish cities. The article includes also the findings and recommendation for the Polish cities in the field of urban logistics. The author emphasizes, however, that there is still a lack of long-term investment plans in the field of logistics and freight transport in so-called smart cities. The paper demonstrates that the efficiency of the functioning of Poland’s urban logistics network does not necessarily imply costintensive infrastructural development. The optimisation of logistics activities should be brought about in urbanised areas primarily based on the organisational changes in the transportation system, customs, habits and behavioural patterns of its users as well as the altered functions of selected. Such an approach is the closest to the views expressed by the inhabitants; however, it all too often proves contradictory to the interests of the other stakeholders of the system. Any changes to the city’s transport layouts or systems, or mobility policies (as a broader concept), call for a broad public contribution when it comes to consulting projects and designing the improvements. Organisational and financial support is likewise indispensable, along with the development of an incentives system. The author also pointed out a need to monitor comprehensively the solutions in the field of urban logistics and urban freight transport of the Polish cities using socio-economic analysis tools. The selected methods of evaluating the urban logistics solutions, incl. comparative best practices analysis, have been discussed.

Opis:: Miasta borykają się z wieloma trudnościami, również w zakresie transportu. Ich generatorem jest przede wszystkim wzrost wskaźnika motoryzacji. Chcąc przeciwdziałać problemom, samorządy podejmują starania, dzięki którym miejska komunikacja publiczna ma stać się konkurencyjna wobec samochodów. Wdrażane są m.in. innowacje technologiczne oraz rozbudowywana jest infrastruktura transportu szynowego (tramwajowa, kolei miejskiej i aglomeracyjnej). Celem pracy jest próba określenia głównych kierunków rozwojowych miejskiej komunikacji publicznej, które mają za zadanie zniwelowanie kwestii problemowych w zakresie transportu. Badanie oparto na analizie literatury – naukowej, branżowej i portali informacyjnych oraz danych statystycznych. Dopełnienie stanowił przegląd przykładów rozwiązań z polskich samorządów miejskich (studium przypadku). Pozwoliło to wykazać ogólne zyski płynące z rozwoju transportu zbiorowego. Miejska komunikacja publiczna posiada większą zdolność przewozową niż samochody osobowe, dzięki czemu jest bardziej efektywna. Wpływa to na zminimalizowanie zjawiska kongestii transportowej oraz emisję zanieczyszczeń i hałasu. Zmniejszenie liczby aut także poprawić może bezpieczeństwo na drogach oraz spowoduje mniejszą eksploatację infrastruktury drogowej.
Cities face many difficulties, particularly with regard to transport. Their source is above all a rise in the rate of motorization. In order to counteract the problems, local governments undertake efforts to make public transport competitive in relation to cars. They are implemented, among others technological innovations and the rail transport infrastructure (tram, city and agglomeration railway) is being developed. The aim of the work was an attempt to determine the main directions of development of urban public transport, which are designed to eliminate problematic issues in the field of transport. The study was based on analysis of the literature – scientific, industry and information portals together with statistical data. It was completed with a review of examples of Polish municipal government solutions (case study). As a result, the overall benefits of the development of public transport have been demonstrated. Urban transit capacity exceeds that of passenger cars, making it more efficient. This contributes to the minimization of traffic congestion and emissions of pollutants and noise. Reducing the numer of cars can also increase road safety and reduce the use of road infrastructure.

Opis:: Transport is one of the main sectors of the economy, which has a significant impact on the economic development. Efficient transport systems are the basis of economic competitiveness. However development of transport, especially in the case of road transport, results many inconvenience, like negative environmental impact, accidents or increase of congestion in cities. From the perspective of sustainable development the most important one is pollution. Depending on the type of emitted substances, transport pollution is of local or global nature. Considering the emission of pollutants in urban areas, emitted toxic compounds mainly impact the local pollution the environment. Jakie są nowoczesne usługi logistyczne i jak je rozpoznać? Dlaczego musimy traktować je jako wyzwania społeczne związane z logistyką? Między innymi takie kwestie zostały poruszone w niniejszym artykule. Podjęto próbę identyfikacji, klasyfikowania lub nawet grupowania nowoczesnych usług logistycznych wchodzących w zakres logistyki społecznej. Są szczegółowo opisane w przykładach nowoczesnych usług logistycznych, które w istotny sposób wpływają na rozwój i poprawę jakości miast, i są oparte na rozwiązaniach środowiskowych sprzyjających poprawie sytuacji społecznej.

Wzrost gospodarczy nie powinien się bowiem odbywać kosztem środowiska naturalnego, a niekontrolowany przyrost niewykorzystanych odpadów, pomimo szeregu uregulowań w zakresie postępowania z nimi, istotnie rzutuje na jakość życia w miastach. Celem artykułu jest wskazanie znaczenia logistyki w praktyce zarządzania przepływami odpadów w mieście.
Contemporary cities are increasingly becoming the engines of socio-economic development. Increasing human activity stimulates a number of new “activities” of the city as part of its functions, which repeatedly Creates many new problems requiring fast and comprehensive solutions guaranteeing the smooth functioning of the city as a system. One of such important problem areas is waste management. Economic growth should not be at the expense of the environment, and the uncontrolled growth of unused waste, despite many regulations, has a significant impact on the quality of life in cities. The aim of this article is to examine logistics in the practice of managing waste flows in the city.

A good understanding of the subject requires the demonstration of how the pioneers of "Smart City" (Far East, Scandinavian countries) operate. The topic of work also imposes a problem on the local market. It is also necessary to mark the need to invest in order to take full advantage of Smart City solutions.

The development of engineering technologies and the increase of planning possibilities contributed to the development of modern urban agglomerations. In the fight against the chronic phenomenon of construction, combining air generated by transport or the dominance of individual motorization and other urban functions, the often-used concept is the Smart City concept. A number of solutions in the field of individual mobility used for cities where they are divided into different forms of transport, e.g. car, bicycle or scooter, is one of the challenges of urban agglomeration means of transport. The purpose of the article is to present the idea of the Smart City concept and to develop the development in the field of sharing economy in cities.

The sustainable of logistic tools in the process of creating the city's transport policy is a universal and usually common tool. In the article, it was decided to analyze and evaluate the application of the smart concept in creating the transport policy on the example of a medium-sized city. This is due to the necessity to integrate the inhabitants of the agglomeration as an important link in its functioning. It creates a unique model of city management. It is a platform for coupling and connecting logistics and social innovation, which caused multiplied benefits can be obtained for every participant in public life - city authorities, habitants, entrepreneurs. Intelligent solutions in the field of urban traffic management, parking areas, energy systems, street lighting, heat distribution are one of the many examples of the smart concept in a sustainable city development strategy.

Progressive spatial development of city infrastructure expressed by an increase in population density or the number of factories, alteration of lifestyle and domination of individual transport usage, generate unwanted changes in the city space. these trends have a negative impact on the functioning of transport, thus the quality of citizens’ life is also affected. minimizing these nuisances requires usage of logistics management rules, as the concentration of significant business entities and people on a relatively small territory creates relevant problems in management. proper organization of city transport is of special significance to cities’ functioning, taking into account the rules of sustainable management. the author undertakes to discuss the problem of qualitative development of city transport system, considering the principles of sustainable development.

The dynamic development of modern cities entails economic, social, cultural and ecological problems. Pollution emissions, noise, traffic accidents and congestion are typical negative environmental and social phenomena. The effective logistics service of the inhabitants is a remedy to these phenomena. It is a system of transport organization which reduces negative phenomena and at the same time increases satisfaction of users with the mobility offered to them. The aim of this article is the analysis of the effective solutions of logistics services of the urban inhabitants in the field of rail transport. The railway constitutes the backbone of the communication system of the agglomeration, and at the same time it is a branch of transport characterized by low external costs. The article discusses the basic conditions of the functioning of the agglomeration railway in Poland, including the strengths and weaknesses, and analyses the use of light railway in the transport service of the inhabitants of selected European agglomerations.

Opis:: Introduction/background: In the time of advancing urbanization and ever increasing intensity of the road traffic in urban areas, providing efficient mass transport is the responsibility of the local authorities. Effective management and organization of the public transport system is a complex task. A public transport system that is attractive and responds to the needs of the passengers can become one of the key factors influencing the quality of life in the city. Aim of the paper: The main aim of the paper is to identify positive and negative aspects of the operation of Lubińskie Przewozy Pasażerskie (Lubin Passenger Transport) and to propose the potential improvements in this system. Materials and methods: The paper was created on the basis of a literature review and the applicable legal acts. In order to determine strengths and weaknesses of the mass transport system, a Pareto-Lorenz diagram was used and the level of logistical customer service was calculated on the basis of passenger surveys. The article was created on the basis of the diploma thesis. Results and conclusions: As the result of conducted research, it has been stated that the passenger transport services in the district of Lubin are provided on a satisfying level, however, the users report certain deficiencies in the functioning of the mass transport. Three main activities, which will result in a noticeable improvement in the quality of offered transport services, were suggested.

To jest właśnie pole do działań dla technologii smart (inteligentnych rozwiązań).
Urban areas which use information technologies in order to solve different social, economic, and environmental issues, and at the same time create durable economic development and high quality of life, are referred to as ‘smart cities’. A great nuisance for all contemporary agglomerations is the problem of the growing street traffic. Owing to the specificity of the dynamics of traffic, attempts at taming it can be undertaken, consisting in logistics programming, that is in managing traffic participants so as to reduce their density and liquidate ‘empty rides’. And this is the field of action for smart technologies (smart solutions).

Opis:: Modern cities are social and economic organisations whose objective is to cater for the needs of its users. The practices they employ in doing so are, however, a far cry from those used by businesses. A city would subject its economics to social and environmental conditions and thus elects the social objectives as prevalent. Urban logistics ties in perfectly with that, subscribing to social logistics each time when those objectives are achieved by shaping flows of materials and people. Logistics comes to the fore here, by facilitating deployment of correct, from viewpoint of shaping material flows, measures aimed at equal opportunities for elderly and disabled. Specific requirements, with which urban spaces should be compliant to honour the needs of seniors and disabled, were described in the paper.
