The study aims to present variability in the population of individual size classes of Polish cities in 1950-2018, its determinants and consequences for the formation of the settlement system. The application of quartiles as the basic statistical measure allowed identifying which parts of particular size classes of cities had the greatest impact (progressively or regressively) on changes in the settlement system. In this respect, strong dynamics of the upper quartile of Polish cities, lasting until the end of the 1970s, becomes apparent. In the 1980s, the dynamics of the upper quartile of large cities showed a shift during development waves in comparison to the culmination of these waves for medium-sized cities. However, since the end of the 1980s, there has been an increasing role of the lower quartile in determining the direction of changes in the size structure of cities, especially in medium and small cities.

The oldest city in the world appeared in the Neolithic era. The rapid development of agriculture contributed to the increase in population and population density. There were the first townships, which were later called "protocities." By today's criteria can say that it was a little crowded, but in those days Catal Hüyük, Hatsilar or Jericho, numbering several thousand people, were considered large populations. In the Neolithic civilizations laid the foundation. First civilizations appeared in the IV millennium BC. e. in the Middle East. Why the Middle East has become a source of development? Unequivocal answer to this question does not exist, but this fact contributed to such prerequisites: climatic conditions; geographical location, abundant raw materials for construction, easy access to other raw materials (for example to ores of various metals). Along with Mesopotamia and Egypt in the Middle East have become the centers of civilization as India and China. The first major civilization emerged in river valleys. Their development is closely linked with the introduction of irrigation in agriculture. Irrigation system repeatedly increased productivity, making it possible to provide more food population. Among the characteristics of ancient civilizations should be noted: urban development and the emergence of states, social stratification and hierarchization societies, the use of writing, the development of scientific principles, division and time measurement.

The article presents theoretical aspects of urban competitiveness, with special emphasis on factors determining competitive position of cities. it discusses implications of the definition assumed by the european Commission in this respect, according to which competitive city is not simply an aggregated performance of its venues but also conditions created for growth and maintenance of high standard of living of its citizens. Based on the EC definition, a model of i. Begg is presented. the model shows relations between various groups of determinants of urban competitiveness and is further used to evaluate competitive position of Polish cities, elaborated with PwC, Cushman&Wakefield and UrbanAudit data. Based on this analysis strengths and weaknesses of Polish cities are pointed out, also with regards to their competitive strategies.

This paper analyzes the condition of open-air markets in Poland, with particular emphasis on Kraków. The authors note that there are a declining number of open-air markets. The size of the markets is also shrinking and there are a decreasing number of stands. Similarly, survey respondents demonstrate less interest in open-ai rmarkets as a shopping destination and significantly increased interest in shopping centers (malls), discount stores, supermarkets, and hypermarkets. However, open-air markets have many supporters: in particular, older people appreciate open-air markets, and not only because of the availability of fresh products at a relatively low price. They also appreciate such markets as meeting places. Open-air markets in CEE cities have always played an important commercial role and been witness to the history of these cities. For this reason and also because of the important function they play as unique public spaces, they should be protected and should receive special treatment from the local authorities.

The topic of “urban shrinkage” is receiving increasing attention in the political urban agendas of many countries. In the global market, cities, which suffer from consequences of urban decline, confront with new challenges in finding and applying creative solutions to strengthen their economic development and competitiveness. Shrinkage processes are especially widespread in the cities which are smaller and less attractive to live and work. The same tendencies are seen at national border regions. The article explains the general causes and consequences of urban shrinkage process emphasizing problems that have a direct impact on the improvement of urban economic competitiveness. The urban economic competitiveness evaluation methodology under the context of shrinkage is developed and its practical applicability is verified on the example of border cities. Various strategies of solving problems of shrinkage are overlooked. Recommendations to improve the economic development and competitiveness of Lithuanian-Polish cross border cities Alytus and Ełk in the context of urban shrinkage are introduced.

The ranking of cities according to their individual intellectual (innovative, organizational, creative, central, etc.) potential is actual and important for geographic studies in the epoch of post--industrialization. The results of such ranking can be applied in various aspects and directions of regional policy.The very idea of such ranking seems to have been first formulated in France in the early 1960s. The research concerned was aimed at solving the problem of hyper-centralization in that country through forming ‘metropoles d’equilibre’ in the periphery, to counterbalance Paris. The task was to find the French cities which were ready to fulfill this role. Later, we have used this idea to rank Siberian cities as to their administrative potential. The important innovation in methodology was introduction of a principally new index, crucial just for Siberia (although maybe less important in Europe). This index is the distance from the nearest comparable or obviously more significant city

The aim of the article is to review the situation in terms of changes in the population of large cities in Central and East-Central Europe. Cities with a population above 300,000 inhabitants in 2004 were considered as large. The time frame of the analysis covers the period between 2004 and 2014. In total, the study involved 59 cities, of which in 31 an increase in the official number of inhabitants was recorded, and in 29 a decrease. It was found that the largest increase occurred mainly in the capital cities and in cities attractive to tourists, while the biggest decrease in post-industrial cities. At the regional level, the highest percentage of large cities with a decrease in the official population was recorded in the Baltic States, Poland and Ukraine

Objectives: The aim of the study was to make an international comparison of blood levels of cadmium (B-Cd), lead (BPb) and mercury (B-Hg) of women in seven European, and three non-European cities, and to identify determinants. Materials and Methods: About 50 women (age: 46–62) from each city were recruited (totally 480) in 2006–2009. Interview and questionnaire data were obtained. Blood samples were analysed in one laboratory to avoid interlaboratory variation. Results: Between the European cities, the B-Pb and B-Cd results vary little (range of geometric means: 13.5–27.0 μg/l and 0.25–0.65 μg/l, respectively); the variation of B-Hg was larger (0.40–1.38 μg/l). Between the non-European cities the results for B-Pb, B-Cd and B-Hg were 19.2–68.0, 0.39–0.99 and 1.01–2.73 μg/l, respectively. Smoking was a statistically signifi cant determinant for B-Cd, while fi sh and shellfi sh intakes contributed to B-Hg and B-Pb, amalgam fi llings also contributed to B-Hg. Conclusions: The present results confi rm the previous results from children; the exposure to lead and cadmium varies only little between different European cities suggesting that other factors than the living area are more important. The study also confi rms the previous fi ndings of higher cadmium and lead levels in some non-European cities. The geographical variation for mercury is signifi cant.

The paper presents experience from three Polish port cities, included into the Waterfront Urban Development project, which is realised within the framework of the INTERREG II C programme. Basing on the examples of Gdynia, Gdansk and Elblqg it may be stated that that the project resulted in increased awareness and interest of authorities, planning services and inhabitants in the transformation of the dilapidated land/water contact areas. Further realisation of the project gives a chance to upgrade and enliven the waterfront spatial structures using good examples from West Europe.

Przedmiotem pracy jest ocena atrakcyjności i potencjału rozwojowego Białej Podlaskiej w świetle opinii studentów kierunków ekonomicznych Państwowej Szkoły Wyższej w Białej Podlaskiej. W części teoretycznej pracy przedstawiono zagadnienie atrakcyjności i potencjału rozwojowego. Część empiryczna jest wynikiem sondażu diagnostycznego przeprowadzonego na zbiorowości 316 studentów. Ocena potencjału rozwojowego i funkcjonowania miasta prowadzona była przez studentów z uwzględnieniem potrzeb młodzieży studiującej, mieszańców, przedsiębiorców i turystów. Badania wykazały, że respondenci dobrze oceniają szanse dla miasta w rozwoju edukacji, handlu i sektora transportu, spedycji i logistyki. Miasto utraciło wcześniej dobrze rozwinięte funkcje przemysłowe.
The study deals with evaluation of the attractiveness and development potential of the City of Biała Podlaska in the opinions of students of economics at the State College in Biała Podlaska. The work contains a theoretical part which presents issues of attractiveness and development potential, as well as an empirical part based on the results of a diagnostic survey carried out among 316 students of the economics major. The assessment of the development potential and functioning of the city was carried out by students, taking into account the needs of young people studying at the College, inhabitants, entrepreneurs and tourists. Research has shown that the respondents were able to rightly assess the chances for the city in the development of education, trade and transport, logistics and shipping. It has also confirmed the fact that the city has lost its well-developed industrial functions.

This paper deals with the institutional and factual readiness of cities and villages in the Czech Republic to use Integrated Territorial Investments (ITI). On the basis of a questionnaire survey carried out in May 2014 among representatives of 69 municipalities around the core cities of Brno, Jihlava, Olomouc and Hradec Králové - Pardubice as well as a comparison of several model agglomerations, it identifies the main problems and proposes solutions to them. The main theme of this paper is to evaluate the formation of partnerships of municipalities and the process of creating integrated strategies for metropolitan areas. The paper also deals with the relationships and functional links between cities and villages and their hinterland, the common development issues and the existing structures of cooperation and communication. In the conclusion possible recommendations are given to improve the ITI functioning in the Czech Republic on the basis of both, the assessment of the situation in the Republic itself and the reflection on developments in other EU countries.

Tekst pokazuje możliwość nowego podejścia do problematyki miasta i jego rozwoju. Na początku proponowany jest krótki zarys ujęć tworzących po dzień dzisiejszy główny nurt teoretyczno-metodologiczny nauk o mieście: teorii nowego międzynarodowego podziału pracy, teorii miast globalnych, teorii miast informatycznych, teorii dualizacji, kryzysu i odnowy miast, wreszcie najnowszej z nich, teorii miast kreatywnych. Na tym tle pokazany jest zarys nowego podejścia, nazwanego odrodzeniem lub ożywieniem miejskim, co oznacza zjawisko „ożywiania się” – w znaczeniu demograficznym i ekonomicznym – całych aglomeracji, które przedtem systematycznie traciły populację i bazę ekonomiczną, oraz wyraźne ożywienie centralnych miast. Nowe podejście opiera się na przekonaniu, że wiele miast ma potencjał przydatny dla odniesienia ekonomicznego sukcesu we współczesnym świecie i że szanse na taki sukces nie są zastrzeżone tylko dla nowoczesnych miast w rozwiniętych gospodarkach.
The paper shows the possibility of a new approach to the problems of the city and its development. Firstly, it presents a brief outline of the attitudes forming the current main stream of theoretical and methodological stand-points towards the city: theory of a new international division of labour, theory of global cities, urban theory, information theory, dualisation, crisis and urban renewal, and finally, the latest one: theory of creative cities. Against this background, the article presents an outline of a new approach, called “rebirth” or “revival” of the city, i.e. the phenomenon of reviving – in terms of demography and economy – a whole agglomeration, which had previously been steadily losing population and economic base, and, on the other hand – a clear revival of central cities. The new approach is based on the belief that many cities have the potential useful for the economic success in today’s world, and that the chances for prosperity are not reserved only for modern cities in developed economies.

Regeneration of degraded areas takes an important position in the Polish development policy. It is included in the legal framework resulting from the Regeneration Act and the Physical Planning and Spatial Development Act. It constitutes a significant element in the programming of socio-economic and spatial development. This is largely thanks to the EU funds which are the basis for financing the projects and programmes for regeneration. In the country’s development policy a complex approach to regeneration is promoted, manifested by the concentration of activities in the most neglected areas, integrated activities carried out with a broad social participation which will be continuously monitored and evaluated on this basis. The Polish model of regeneration, formulated in such a way, gives hope for the elimination of critical situations in cities and communes.

Cittàslow – Międzynarodowa sieć miast dobrego życia, jest pochodną założonego we Włoszech przez Carlo Petriniego w 1989 r. Slow Food – Międzynarodowego ruchu dla ochrony prawa do przyjemności, promującego tradycyjne dla regionu potrawy i lokalne produkty, w manifeście którego zapisano, że nieustępliwa obrona spokojnej materialnej przyjemności jest jedynym sposobem przeciwstawienia się globalnemu szaleństwu szybkości. W 1999 r. merowie Orvieto (Umbria) Greve in Chianti (Toskania), Bra (Piemont) i Positano (Campania) rozszerzyli ideę slow na styl życia i sposób zarządzania miastem w celu dbałości o dziedzictwo kulturowe – w tym architektoniczne – i ochronę środowiska naturalnego. Cittàslow jest odpowiedzią na globalizację i homogenizację miast, aby w ich zgiełku nie ucichło to, co stanowi o lokalnej unikatowości. Jednak, jak twierdzi Honoré [2011: 99] ruch powolnościowy ma za cel zachowanie tradycyjnej architektury, rzemiosła i kuchni, ale jednocześnie z entuzjazmem odnosi się do najlepszych zdobyczy współczesnego świata. Powolne Miasto zadaje pytania: czy dane rozwiązanie poprawia jakość naszego życia? Jeśli odpowiedź brzmi „tak”, wówczas miasto przyjmuje to rozwiązanie.
The article includes partial results of research on the movement Cittàslow, which has no background in detailed theses and assumptions – the method applied is of phenomenological nature. The purpose of this part of the research was to identify the potential socio-economic implications of membership of Cittàslow network. The research conducted with the use of the non-reactive methods such as the analysis of source materials. Methods implemented during the empirical research are mainly qualitative ones: participant observation and in-depth interviewing with mayors, local leaders and citizens. The research gives the answer to the question: what can benefit the city by joining the Cittàslow network?

Research background: Modern cities often struggle with the problem of selecting an optimal model of development, which is adjusted to their needs and resources. A kind of response to this was the founding of the Cittaslow network, bringing together cities developing according to the slow city model. The Polish National Cittaslow Network was established in April 2007. The founders of the network were four cities from the Warmińsko-Mazurskie Province (Biskupiec, Bisztynek, Lidzbark Warmiński and Reszel). The aim of the Polish National Cittaslow Network is to promote and spread the idea of good life by implementing in the cities appropriate solutions in the field of environmental policy, infrastructure, quality of urban life, hospitality and social cohesion. Currently, 28 cities belong to the Polish National Cittaslow Network. These cities are joined by a common idea and common goals adopted to improve the quality of the residents' life. However, each city has a different history, tradition, natural values, and also has a different socio-economic potential. Purpose of the article: The aim of the study was to assess the differentiation of the socio-economic potential of cities belonging to the Polish National Cittaslow Network. Methods: The research covered all member cities of the network. The synthetic index was used to assess the socio-economic potential of cities. The grouping of cities was carried out using the hierarchical Ward method. Findings & Value added: Differences in the socio-economic potential of the cities which belong to the Polish National Cittaslow Network are moderate. This is confirmed by the values of the synthetic index of this potential in each of the cities as well as coefficient value of its variation. Differences between the member cities were also verified by the results of grouping. As many as 7 groups were distinguished, including 2 composed of single entities. The conclusions arising from this research are as follows. Firstly, the slow city development model should be individually adapted to the capabilities of each city or group of cities similar to each other in terms of the socio-economic potential level. Secondly, the recommendations proposed in this study can make a useful contribution to discussions on the possible implementation of the slow city model in Poland, and its adaptation by individual cities. Furthermore, the research outcome can serve as a set of recommendations for Cittaslow member cities in other countries.

In the era of migration, cities play an important role in integrating immigrants and promoting social cohesion. Sometimes they create and implement integration policies different from these at a national level. The state-run civic integration programs question the thesis of the growing role of cities as these programs have resulted in centralizing integration policies and reducing their role. In recent years, large European cities have been implementing a cultural diversity management model referred to as “intercultural integration”. They have also adopted mainstream policies targeted at the entire population. In terms of immigrant integration policy Polish large cities have recently been following a pattern set by their Western European counterparts. This results from the availability of European funds and trends towards cultural diversity rather than challenges.

Głównym celem artykułu stało się poznanie zakresu wykorzystania koncepcji smart city na użytek zarządzania w miastach w odniesieniu do realiów polskich. Zamiarem wykonawców projektu było kreatywne spojrzenie na mało dotychczas rozpoznany problem zarządzania w mieście zgodny z koncepcją smart city. Podkreślenia wymaga fakt, iż celem nie było udokumentowanie przykładów funkcjonowania miast inteligentnych, ale przede wszystkim próba zidentyfikowania działań władz lokalnych, które mogłyby zostać uznane za działania w ramach koncepcji smart city, mających na celu obniżenie kosztów funkcjonowania miasta, oszczędność zasobów, poprawę jakości życia, uczynienie miasta bardziej wygodnym dla mieszkańców, w szczególności poprzez nowoczesne rozwiązania technologiczne.  
The main aim of this paper was aimed at determining the degree to which the smart city concept is used for the purpose of managing cities in Poland. The research team intendezzzzd to approach this relatively new concept in a creative way. It needs to be emphasised that the research project did not aim at documenting examples and/or case studies of smart cities, but rather at identifying the actions of local authorities which could be considered consistent with the smart city concept and aiming at: reducing the costs of the city’s functioning, economising of resources, improving the quality of life and making the city more comfortable for its citizens in particular through applying modern technologies.

The aim of the article is to present the material scope and methodological assumptions of the research on the image of cities undertaken since the late 1970s. The author points out that the image of the city is a very broad term in which various research directions are included. The subject matter had been addressed in the works of sociologists, geographers and art historians since the 1920s. The so-called cultural breakthrough in historical sciences in the 1970s has contributed to the increasing interest in the problem of the representation of cities. The essence of the new approach has become the interest in the principles of creating an image, the ways of its construction and its functions. The priority in undertaking new methodological challenges in the research on the perception of cities and its representations should be attributed to researchers of literature and art historians. Historians started to be more seriously interested in the area in the 1980s. According to the author, the studies developing until the beginning of the 21st century were characterized by a large methodological diversity. Over the last ten years, the focus of researchers has been the issue of creating an image of their own city in various research contexts: city representation, city branding, symbolic communication and communal staging.
