Introduction: Although it is recommended to perform cochlear implantation in both ears at the same time for management of profound hearing loss in children, many centers prefer to perform sequential implantation. There are many reasons as to why a simultaneous bilateral implantation is not commonly accepted and performed. The major risk is the possibility of bilateral vestibular organ impairment. However, it is beyond doubt that children who received the first implant should be given a chance for binaural hearing and associated benefits. In the literature, there are no homogenous criteria for bilateral implantation, and it is hard to find uniform and convincing algorithms for second cochlear implantation. The aim of this study is an attempt to identify a safe way of qualifying for second cochlear implantation in children. Material and methods: Forty children with one cochlear implant were qualified for the second implantation. During qualification, the following were taken into account: time of the first implantation, audiometry results, use of the hearing aid in the ear without an implant and benefit of the device, speech and hearing development, and vestibular organ function. R esults: Fifteen out of forty children (38%) were qualified for the second implantation. In 35% of children, the decision was delayed with possible second implantation in the future. Eleven children (27%) were disqualified from the second surgery. Discussion: During evaluation according to the protocol presented in our study, 38% of children with a single cochlear implant were qualified for the second implantation with a chance for an optimal development and effective use of the second cochlear implant. We are convinced that sequential implantation with a short interval between surgeries and with an examination of the vestibular organ, hearing and speech development as well as an assessment of potential benefits from the second implant (bimodal stimulation) before the second implantation is the safest and most beneficial solution for children with severe hearing loss.

The East Asian region has never been among the priority directions of Polish foreign policy – only a few percent of Polish diplomatic engagement was focused on the entire Asian continent. In turn, this small percentage of Polish commitment was divided among all countries in the region. Nonetheless, it is worth noting, that in the examined period (2003–2017), a several very important bilateral agreements were concluded – including agreements that Japan decided to make only with a narrow group of countries. In the following paper I decided to analyze the last 14 years of bilateral relations between Poland and Japan. The article uses both language sources (Polish and Japanese), as well as a statistical data. At the end of the paper will be shown, that even though relations are developing in the right direction, it should be considered whether the pace of their development will not prevent them from intensification.

During the early Palaeozoic, echinoderm body plans were much more diverse than they are today, displaying four distinct types of symmetry. This included the bilateral ctenocystoids, which were long thought to be restricted to the Cambrian. Here, we describe a new species of ctenocystoid from the Upper Ordovician of Scotland (Conollia sporranoides sp. nov.). This allows us to revise the genus Conollia, which was previously based on a single poorly-known species from the Upper Ordovician of Wales (Conollia staffordi). Both these species are characterized by a unique morphology consisting of an elongate-ovoid body covered in spines, which clearly distinguishes them from their better-known Cambrian relatives; they are interpreted as infaunal or semi-infaunal burrowers from deep-water environments. This indicates that the ctenocystoid body plan was not fixed early in the evolution of the group, and they most likely modified their structure as an adaptation to a new mode of life in the Ordovician.

The article focuses on economic cooperation between Poland and Ukraine. The author analyzes documents and legal regulations governing this cooperation. The paper compares statistical data on trade between the two countries and bilateral investment in industry, financial services and the energy sector. The main purpose of the paper is to show that bilateral economic relations are stable and testify to the existence of a strategic partnership between Poland and Ukraine. The analysis of bilateral agreements reveals that the existing legal framework is sufficiently developed to encourage further investment and economic cooperation between Poland and Ukraine. Moreover, many Polish investment projects in Ukraine and Ukrainian projects in Poland confirm that there is a high level of mutual interest. Another conclusion is that the limited capacity of the Polish-Ukrainian border poses a major obstacle to the development of bilateral cooperation. To remedy this problem, it is necessary to make better use of all available legal instruments and introduce joint customs and border clearance at all border crossings between the two countries, Kuspys says.

The Chinese government is expanding Chinese culture and philosophy to support achievement of its political and economic goals as well as its international relations activities. In this context, African students are encouraged to learn Chinese and cultural studies are co-financed by the Chinese side. However, Relations between China and African countries are shaped by the international environment rather than the actions the parties themselves have undertaken. When this position of the African continent in mind, China’s growing economic strength in this region seems an inevitable alternative for the continent. This gives a specific profile to the emerging bilateral relationship between the People’s Republic and individual African states. This paper aims to analyze the impact of China on African countries and the underlying foundations of their relationship.

Defence diplomacy is increasingly important in modern states’ foreign and security policies. The ever-expanding circle of issues of interest fosters the strengthening of the role and importance of defence diplomacy. Alongside the traditional areas of military cooperation based on dialogue and support, other areas of interaction serving international security are becoming more visible. Each state has a different set of instruments at its disposal, and they try to shape defence diplomacy in their own way, taking into account the specificities of their own national interests and the environments in which they operate. Despite their natural differences, there is a common understanding that defence diplomacy can enhance trust and transparency in international relations. Nevertheless, with all the similarities in states or international security organisations, it is not easy to talk about a universal model of defence diplomacy. The wide range of diplomatic instruments allows each state to select and adapt them to the specific situation and the conditions dictated by geopolitics or geo-economics in the relevant international policy areas.

It also shows us how we can use the basic human rights, subscribed in the international bilateral agreements, recognized by the state, to protect and preserve our rights to express and protect our faith.

The objective of the study is to assess the hearing performance of cochlear implant users in three device microphone configurations: omni-directional, directional, and beamformer (BEAMformer two-adaptive noise reduction system), in localization and speech perception tasks in dynamically changing listening environments. Seven cochlear implant users aided with Cochlear CM-24 devices with Freedom speech processor participated in the study. For the localization test in quiet and in background noise, subjects demonstrated significant differences between different microphone settings. Confusion matrices showed that in about 70% cases cochlear implant subjects correctly localized sounds within a horizontal angle of 30–40◦ (±1◦ loudspeaker apart from signal source). However localization in noise was less accurate as shown by a large number of considerable errors in localization in the confusion matrices. Average results indicated no significant difference between three microphone configurations. For speech presented from the front 3 dB SNR improvements in speech intelligibility in three subjects can be observed for beamforming system compared to directional and omni-directional microphone settings. The benefits of using different microphone settings in cochlear implant devices in dynamically changing listening conditions depend on the particular sound environment.

Image enhancement is becoming increasingly im portant with the advancement of space exploration techniques and the technological development of more durable and sci entifically sound observatories equipped with more powerful telescopes. The enhancement of images helps astronomers an alyze the results and act toward determining the dates of religious festivals. This work describes a technique known as contrast-limited adaptive histogram equalization (CLAHE) with grayscale contrast enhancement and bilateral filtering. We apply CLAHE on the L component of the CIE-Lab color space to adjust lightness contrast. Subsequently, grayscale contrast enhancement is performed to increase the visibility of the moon crescent. Noise caused by grayscale contrast en hancement is reduced using bilateral filtering. Two quantitative measures are selected (PSNR and MSE) to show the visual improvement achieved by the proposed algorithm.

The aim of the article is to present the concept of the sense of communication subjectivity from the perspective of its usefulness in research on media competences. The author discusses theoretical aspects of human subjectivity connected with communication activity referring to the literature in the field of political science, sociology, and psychology. She constructs a model of the sense of communication subjectivity based on available theories, then she verifies it in the questionnaire research on the relationship between the sense of communication subjectivity and social activity in territorial selfgovernments of the Śląskie Voivodeship. The results of the survey confirm the research hypothesis, according to which social activity is associated with a sense of communication subjectivity. Apart from the conclusions provided by the survey, the author formulates the proposal of further use of the concept in research on communication in various social situations, especially those involving asymmetric communication, for example, in work environment, health care, education, etc.

The German problem dominated among the priorities of the Polish diplomacy after 1960. The stalemate was broken by the visit of the Prime Minister Józef Cyrankiewicz in Vienna in September 1965. Józef Cyrankiewicz’s visit in Austria highlighted new possibilities in Austrian-Polish relations. The old policy of Minister Adam Rapacki had been conceived in a difficult period and had no impact on the international environment. The article aims to characterises of the conditions for developing Polish-Austrian relations in the late 60s. The articles poses several questions: how far policy towards Germany stimulated relations with Austria and how Polish authorities saw the possibilities of economic cooperation with Vienna and finally how they prepared for this cooperation. The difficult economic situation in Poland required resuming cooperation with the West. The meeting in Vienna developed further bilateral relations in a very positive way. The Minister Bruno Kreisky recognized in the Polish government both a partner and a neighbour to cooperate. Cyrankiewicz’s visit launched the ratification processes of many bilateral agreements which developed trade in the Eastern Europe.

In recent years, the number of children with bilateral implants has been growing. Bilateral implantation, by im-proving hearing, has beneficial influence on auditory-verbal therapy results. Children with bilateral implants have a chance for acquiring communication skills typical for a given linguistic system and society they live in, at the level similar to natural acquisition. There is an ongoing discussion as to how the therapy of bilaterally-implanted children should be conducted. This article proposes a therapeutic approach based on the current literature and practical expe-rience of the author.

Finishing processes such as deburring are performed on a wide variety of products in various quantities by machinists on a piece-by-piece basis in order to improve surface finish. Deburring is a major contributor to time and cost of the improvement of the surface finish. During deburring, the intended quality of the surface finish is very much dependent on the operator's skills. This work is concerned with understanding and interpreting how a bilateral robot can assist the deburring process. We propose a control method based on a machining model that is made up of several components, including the cutting tool, spindle speed, feedrate of the tool and other important constituent elements of the machining system. Machining operations are carried out for selected cutting conditions. A haptic robot is directly connected to the machine-tool and the operator. The motion of the haptic robot is controlled automatically under machining conditions in which it is possible to achieve highly accurate surface finish. The force feedback from the haptic robot influences the continuous adjustments made by the machining operator. Mathematical equations for the haptic interaction between the robot and process machining, involving time delays, are established. For specific range of cutting conditions, the regimes wherein the bilateral control system enhances the surface finish of the work piece in a sustained way are located. The regimes and effectiveness of the control system are quantified experimentally.
