    Opis:
    Rezerwaty przyrody są – obok użytków ekologicznych, lasów wodochronnych i programów małej retencji – jednym z ważnych ogniw w zachowaniu zasobów wody w Lasach Państwowych. Około 6,5% powierzchni rezerwatów zajmują wody (w postaci akwenów lub cieków), około 7,4% – bagna i torfowiska, a ok. 15,1% – podmokłe bory i lasy. Stanowi to łącznie prawie 30 tys. ha, zgrupowane głównie w rezerwatach leśnych, torfowiskowych, faunistycznych i krajobrazowych. Większość tej powierzchni podlega ochronie czynnej, przy czym zabiegi ochronne zrealizowane w analizowanym roku dotyczyły zarówno siedlisk hydrogenicznych, będących przedmiotem ochrony w danym rezerwacie, jak i tych, które są tylko jednym z typów środowisk w nim występujących. Należałoby jednak przyjrzeć się efektywności ochrony wodnych i podmokłych siedlisk przyrodniczych, gdyż w pewnych przypadkach zastosowane reżimy i metody ochrony odbiegają od zalecanych standardów.
    Apart from ecological utility areas, water-protecting forests and programs of small retention, nature reserves are also important for water resources conservation in the State Forests. About 6,5% of reserves’ area is occuppied by water (reservoirs or streams), about 7,4% – bogs and marshes, and about 15,1% – soppy forests. It gives in total almost 30.000 ha, which are located mainly in forest, peat-bog, faunal and landscape reserves. The majority of this area is actively protected. In the year in question, the conservation activities concerned water-related habitats, which were the scope of protection in these reserves, or simply one of biotope types existing there. In some cases, however, it seems necessary to review the effectiveness of water and wetlands conservation, because adopted rigours and methods diverge from the recommended standards.

    The article presents the results of a survey conducted in the years 2013−2014. It concerned current and planned educational cooperation (within the framework of activities in the field of nature protection in the broad sense) between the administration of landscape parks and forest districts of the State Forests. Information was obtained from 86 landscape parks (out of 122 in Poland), located to a greater extent on the outskirts of Poland. Current and future educational cooperation was reported in 61 landscape parks, mainly in the south of the country. A total of 250 joint educational initiatives in 115 forest districts were identified. Projects related to the educational infrastructure prevailed (46.2% of all initiatives), and among them – those related to the creation of new and maintaining and modernization of existing didactic trails. In addition to their educational function, attention was also paid to organizing and limiting the visitors pressure to the natural environment. Another group of joint ventures were educational activities (30.0%), in particular field natural science classes and trips, fostering education of an active character, with higher efficiency than in the case of passive education. They usually have a mass character, and fulfil educational and upbringing functions. The respondents choose joint ventures of a scientific nature (3.2%) and related to the preparation of educational materials (4.4%) the least frequently. The proposed research was to include the influence of educated people on the environment and the assessment of ecological awareness of tourists and local residents. In turn, the most frequently mentioned educational material were information boards. The large involvement of respondents in completing surveys indicates that the administration of landscape parks is actively interested in the issues of nature conservation and ecological education in the State Forests. Current and planned joint educational projects include mainly such initiatives as creating and maintaining educational trails and organizing educational campaigns, which provide a particularly large number of recipients for one activity. This is beneficial from the financial point of view. The educational cooperation of the administration of landscape parks and forest districts of the State Forests may serve the common purpose of nature conservation, as it allows to increase the ecological awareness of tourists and local residents, as well as to organize tourist and recreational traffic.

    The aim of the study is to present – in the perspective of up to 2030 – plans about deforestation in the area administered by the State Forests, formulated at the level of communes and judged on the level of provinces (voivodeships), as well as plans for land reclamation into forests, formulated at the level of counties. The data was collected in 2013−2014 in a survey, which included the following groups of respondents: mayors of all rural and urban−rural communes, heads of all rural counties and marshals of provinces. According to information provided by 34.4% of communes, it is planned to cease the production on at least 517.1 hectares of forests, located in 64 forest districts. In relation to requests for deforestation, marshals of provinces presented various approach to their assessment, but always within the limits of applicable law. On the other hand, according to the data provided by 57.3% of counties, land reclamation into forests is planned to reach at least 498 hectares in 57 forest districts. Deforestation and forest reclamation affect both the landscape and the level of forest cover of the country. The results show a greater concern of commune heads about deforestation than it is in the case of heads of counties about land reclamation into forests. The balance in these activities proportion would be at least a positive natural, economic and social achievement. The processes of deforestation, afforestation, forest management and land restoration into forests – directly affecting the quality of the landscape – are important for assessing the implementation of the European Landscape Convention in Poland. Taking into account the current level of afforestation in Poland, it is unlikely to achieve the forest cover of 33% by 2050. Therefore, it is important to control the size of deforestation and to increase the scope and pace of land reclamation into forests.

    Tourism and recreation within Natura 2000 areas are supposed to be an important branch of social activity and source of income for local inhabitants, organisations and self−governments. Because of natural value of forests within Natura 2000 areas, they should be made accessible with care, also especially because they are protected by national protection forms. Both EU and Polish law regulates principles of Natura 2000 areas accessibility. Model of safe tourism (ecotourism) should be promoted to reduce conflicts that arise at the edge of nature protection and utilisation. EU funds will be very helpful to realise that as on one hand they enable to prepare sufficient infrastructure and on the other – they help with promotion of the region.

    Paper presents analysis of resistance of forest habitat and species that are subjects of protection within Natura 2000 to pressure related to development of tourism and recreation.     Opis:
    this article discusses the advantages and challenges of geocaching in education, based on a literature review. the aim is to aid the implementation of similar methods for education in Poland, in particular in the field of forest education. The most important advantages of educational geocaching include: 1) going out to the field, including direct contact with nature, which promotes positive reception by the educated and helps to shape respect and responsibility towards the environment; 2) enhan- cing enthusiasm and motivation to work brought about by the joy of searching for treasures, satisfaction from achievements and lear- ning through play; 3) versatility including acquisition of multidisciplinary knowledge, developing skills, problem solving, combining theory and practice as well as physical activity. on the other hand, the problems one faces with the use of geocaching include a lack of knowledge and practice of most educators, fear and reluctance to change the traditional way of teaching, the laborious preparation of geocaching, limitations set by nature such as a short duration of some phenomena or dependence on the weather as well as the pressure on nature resulting from this educational method, which could cause or increase trampling of vegetation and erosion. in overall, due to the comprehensive advantages of educational geocaching, it should be more widely implemented in both formal and non-formal education in Poland. in the case of the latter, the extensive experience of, among others, foresters, em- ployees of national parks or landscape parks in field education provides further support for geocaching as a useful educational tool. an additional supporting argument is the not always satisfactory effectiveness. taking the experiences gathered in other countries into account, especially concerning potential risks and problems, as presen- ted in this article, it is possible to take full advantage of geocaching as a tool or strategy in education, including forest education.

    this article discusses the organization and conduct of educational activities using geocaching. In the scientific literature, the organization of geocaching classes is divided into three main stages: preparation, field work and evaluation. the preparation stage includes issues such as the role of the educator, the scenario itself, the duration of the classes, the length and course of the route, the number and location of caches, the coordinates and type of caches, potential descriptions of caches or the preparation of hints as well as the content of caches, necessary aids and preparing the students. In terms of the implementation of the fieldwork, the following issues need to be addressed: the role of the educator, introduction to classes, division of participants into teams, locating and working with caches as well as a summary of the activities. the evaluation stage should include an evaluation of the participants’ performance, the activities/thematic trails by the participants and the educational effect by the organizers. Additionally, other educational possibilities for using geocaching, such as tasks based on internet geocaching services, the use of existing caches and the establishment of caches by students are also briefly discussed. due to the universality of the recommendations presented in the literature, educational geocaching can be implemented in every country, including poland, both in formal and informal education, e.g. in the State Forests, national parks and landscape parks. Although this innovative teaching method involves a lot of initial work, its positive educational and social effects more than compensate for the invested time.

    The paper presents the 2001 questionnaire survey data concerning the financial aspects of protection of nature reserves located in the territory administered by the „State Forests” National Forest Holding. As shown in the specification of direct costs (i.a. treatment execution costs) and indirect costs (i.a. part of SF staff remunerations for their participation in decision−making, conservation and execution of protective tasks in reserve area) the financial contribution incurred by the State Forests for the maintenance and conducting of this form of nature protection proved to be substantial.

    Opis:
    The aim of the study was to present plans (up to 2030) for the development of infrastructure and tourism activities in the Polish landscape parks located in the area of the State Forests’ administration. At the end of 2013, a survey was conducted the results of which were verified and their analysis completed in 2014. The questionnaire was sent to the directorates of all 122 parks. 70.5% of the directorates replied to the open question inquiring about their plans and demands for tourist activities (including educational tourism) and recreation. These were then correlated to parks in areas under the State Forests’ administration. The most commonly proposed/planned actions by the directorates in cooperation with the Forest Districts are: construction of new educational paths (in 41.9% of parks), maintaining the existing ones (24.4%) and the organization of tourism/recreation and educational events (22.1%). The largest share of proposed/planned actions without the cooperation of the Forest Districts comes from the creation of new routes/trails, parking lots, etc. along with their equipment (36.0%), construction of tourist infrastructure (bins, benches, tables, shelters, fire circles, sightseeing towers, bridges, 18.6%) and the issuing of maps, brochures, guides or other publications (17.4%). However, it is of particular importance to take the need for nature conservation in the development of tourism and recreation in areas of landscape parks into account. The literature provides a number of helpful solutions. Furthermore, such activity requires broad cooperation supported by external funds especially between the parks, Forest Districts and municipalities. It is also important to continue the environmental education of both, visitors and locals, as well as the promotion of eco-tourism and responsible use of the environment.

    W 2013 roku przeprowadzono badania ankietowe wśród pracowników urzędów gminnych, powiatowych i wojewódzkich, zajmujących się najczęściej ochroną środowiska, ochroną przyrody, lasami tudzież zagospodarowaniem przestrzennym. Respondenci przedstawili perspektywiczne planowane działania (do 2030 roku) w zakresie strategicznych dokumentów gmin, powiatów i województw odnośnie do ochrony przyrody w Lasach Państwowych. Odpowiedzi związane z planami względem ochrony lasów zakwalifi kowano do następujących głównych haseł (tab. 1): ochrona gleb/wód, w tym przed zanieczyszczeniami; odtworzenie drzewostanów zniszczonych (czynniki biotyczne i abiotyczne); przebudowa drzewostanów (wzrost udziału gatunków liściastych); poprawa stanu zdrowotnego lasów; rozwój zagospodarowania turystycznego w harmonii z przyrodą, kontrola nad rekreacyjnym użytkowaniem lasów; racjonalne wyłączanie obszarów leśnych i przeznaczenie ich na inne cele; likwidacja wysypisk w lasach, sprzątanie świata; utrzymanie lub zwiększenie naturalnej retencji wodnej lasów; monitoring obszarów leśnych w celu przeciwdziałania zagrożeniom; zachowanie istniejących kompleksów leśnych; tworzenie spójnych kompleksów leśnych, wyrównywanie ich linii brzegowej; zakaz zabudowy terenów leśnych oraz zakaz lub ograniczenie zamiany na inne użytkowanie. W zależności od szczebla władzy wymienionym zagadnieniom przypisywano często różną wagę. Stwierdzono także znaczne różnice przedstawionych zapisów pod względem ich profesjonalizmu i zgodności z aktualnymi trendami w szeroko pojętej ochronie ekosystemów leśnych.
    Forest ecosystems’ protection from the perspective of commune, district and provincial offi ces’ employees. In 2013, a survey was conducted among commune, district and provincial offi ces’ employees, which are experts on environmental protection, nature conservation, forests or land use planning. They presented actions planned (up to 2030) in the fi eld of strategic documents of communities, districts and provinces about the nature conservation in the State Forests. Answers related to plans for forests protection were classifi ed in the following principal terms (table 1): protection of soil/water including against pollution; restoration of damaged forest stands (biotic and abiotic factors); reconstruction of forest stands (an increase of broadleaf species’ share); improvement of forest health; development of tourist infrastructure in harmony with nature, control over recreational use of forests; rational allocation of forest areas to the other form of use; liquidation of dumps in forests, cleaning the world; maintaining or increasing natural water retention of forests; monitoring of forest areas in order to counter threats; preservation of existing forests; creation of coherent forest complexes and alignment of forest border; the prohibition of building on forest areas, the prohibition or restriction on conversion into other uses. Depending on the level of government, issues cited have often different importance. Regarding to submitted information, it was also found signifi cant diff erences of their professionalism and compliance with current trends in the protection of forest ecosystems.

Stwierdzono znaczne różnice przedstawionych zapisów pod względem ich profesjonalizmu i zgodności z aktualnymi trendami w szeroko pojętej ochronie ekosystemów leśnych.
    Nature and forest biodiversity protection in State Forests from the perspective of commune, district and provincial offi ces’ employees. In 2013, a survey was conducted among commune, district and provincial offi ces’ employees, which are experts on environmental protection, nature conservation, forests or land use planning. They presented some actions planned (up to 2030) in the fi eld of strategic documents of communities, districts and provinces about the nature and forest biodiversity conservation in the State Forests. Answers were classifi ed in the following principal terms (table 1): respect/ implementation of conservation recommendations in protected areas; protection and growth/restoring biodiversity on environmentally valuable areas, including forest ecosystems (the two most frequently mentioned subjects at all levels of government); enlarging the area of protected nature; landscape protection; maintaining, regeneration and creation of ecological corridors; an inventory/ valorisation of natural resources (this information and the previous one were more frequently reported at the province level than at the district or commune one); protection of ecotone zone/area adjacent to the forest. Regarding to submitted information, it was also found to have signifi cant diff erences of their professionalism and compliance with current trends in the protection of forest ecosystems.

    Opis:
    Dużą część powierzchni obszarów Natura 2000 w Polsce zajmują lasy. Jest to środowisko przyrodnicze, które przyciągało i będzie przyciągać wiele osób szukających bliskiego kontaktu z naturą. Jednak turystyka na obszarach chronionych – poza oczywistymi korzyściami dla wypoczywających – może przynosić liczne zagrożenia dla przyrody. Istnieją zapisy w unijnym i polskim prawie, które mają ten negatywny wpływ turystyki ograniczyć. Są także (przedstawione w artykule) propozycje różnych rozwiązań technicznych, które powinny ułatwić to zadanie. Jednak wydaje się, że najważniejszym działaniem powinno być propagowanie bezpiecznego dla przyrody modelu ekoturystyki oraz szerokie uświadamianie społeczeństwu potrzeby poszanowania przyrody.
    Forests occupy an important part of Natura 2000 area in Poland. They are a natural habitat, which attracted and will attract a lot of people looking for a close contact with nature. But tourism within protected areas – apart from evident benefits for people – can be the source of many dangers for nature. There are some regulations both in European and Polish laws, which are to limit this negative influence of tourism. There are also some propositions (described in this issue) of various technical solutions, which should facilitate this task. It seems however, that the most important thing to do is to encourage a nature’ safe model of ecotourism and inform all the society about the need to respect the nature.

    this article discusses the recipient, locations and subject matter of education using geocaching, based on a literature review. the aim is to aid the implementation of similar methods of education in poland, including forest education, by providing practical information and guidelines. In the literature, the most frequently mentioned recipients of geocaching education are pupils, especially between 10-18 years of age, and university students. this is due to the fact that the authors of the publications were mostly school and academic tea- chers, as well as students and doctoral students of teaching and social faculties. For the same reason, also the preferred locations of educational geocaching were school/university areas and their immediate vicinity, as well as urban areas, including parks. locations modified to a lesser degree by anthropogenic influences such as protected areas, waterfronts and forests were also men- tioned. the subject range of geocaching classes is very wide, although geography, mathematics, biology, ecology, history, cultu- re, modern technology/equipment, linguistics and physical education were particularly frequently mentioned. Subjects related to geology, local society, economy and art were also reported. Regarding recipients of educational geocaching, the literature clearly indicates limitations in its application to the youngest age groups, while at the same time its great usefulness in the education of all other age groups is highlighted. In addition to the currently dominating anthropogenic geocaching locations, poland has to offer a large variety of natural places, such as forest areas, which are already used for informal field education. these locations furthermore enable multidisciplinary education, which is in line with the extremely wide range of subject content proposed for educational geocaching.

    W artykule przedstawiono propozycję badań mających dać odpowiedź na pytanie: czy można zoptymalizować rozległą sieć obszarów chronionych na terenie Lasów Państwowych tak, aby przy wyraźnie niższych kosztach uzyskać lepsze efekty ochronne? Analizy sieci obszarów chronionych wykonane na całym świecie pokazują, że tradycyjnie tworzone sieci nie zawsze są pod tym względem optymalnie skonstruowane. Tego typu wielkoprzestrzenne analizy i planowanie są możliwe przy zastosowaniu rozwijanych i stosowanych na świecie technik obejmujących m.in. budowę modeli siedliskowych występowania gatunków. Projekt jest propozycją racjonalnego i strategicznego spojrzenia na rozwiązywanie konfliktów, jakie rodzą się na styku ochrony przyrody i ekonomicznych potrzeb Lasów Państwowych.
    Paper presents research proposal focused on the important question: can extensive network of protected areas in State Forests be significantly better planned? We plan to apply advances in systemized reserve planning to present positive proposition of network modification that would ensure both better biodiversity protection effect and smaller costs related to nature protection.
