Opis:
The article focuses on the financing of border regions from the point of view of the use of selected EU funds. It analyses INTERREG A funds designed to support cross-border cooperation. The purpose of the research was to identify and analyse innovative projects undertaken under INTERREG A programmes in Polish-German areas. The territorial scope of the study corresponded to the assisted area outlined for the purposes of these programmes. It included Zachodniopomorskie Voivodeship on the Polish side, and Mecklenburg-Vorpommern and Brandenburg on the German side. The temporal scope covered three programming periods: 2000-2006 (Poland only joined it in 2004), 2007-2013 and 2014-2020 (still ongoing). The studies were based on an analysis of material obtained from INTERREG A online project databases, as well as the available reports and other sources. The results confirmed that INTERREG A programmes provided opportunities for innovative projects, the share of which, among all the projects completed was small, but essential from the point of view of the development of a cross-border region. The innovative projects were mostly in the field of healthcare. The structure of the entities performing such projects was diversified, although higher education institutions prevailed.

The aim of this paper is to assess the utilization of selected transportation modes in services facilitating Polish foreign trade between 2010 and 2017. Poland’s foreign trade in commodities is characterized generally herein. The contribution of individual transport modes (i.e. road, rail, inland waterways, sea, or air) to facilitating Polish exports and imports is analyzed in terms of quantity and value. As research material, data from the Customs Administration Analytical Centre are used. Simple statistical and graphic methods (e.g., structural and dynamics indicators) are applied. Polish foreign trade in commodities grew between 2010 and 2017. At the same time, the shares of individual transport modes in facilitating exports and imports shifted, with transport by road remaining the largest contributor. Quantitatively, the share of road transport increased, in both exports and imports; however, a reverse trend was observed for its value.

Artykuł porusza problematykę kapitału ludzkiego w kontekście rozwoju obszarów przygranicznych. Celem badawczym pracy była charakterystyka i analiza cudzoziemców na rynku pracy wybranych regionów przygranicznych. Zakres terytorialny badań obejmował cztery województwa zachodniego pogranicza Polski, tj.: zachodniopomorskie, lubuskie, dolnośląskie i opolskie. W pracy analizowano wyłącznie aspekt zatrudniania cudzoziemców na podstawie tzw. uproszczonej procedury oświadczeniowej. Podjęcie powyższego tematu podyktowane było zaobserwowaniem nasilenia tego zjawiska w regionach położonych przy zachodniej granicy Polski. Wyniki badań przeprowadzonych w latach 2010-2017 potwierdziły prawie 15-krotny wzrost zatrudnienia cudzoziemców na polskim pograniczu zachodnim. Cudzoziemcy tylko częściowo rozwiązują problemy rynku pracy badanych regionów. Badania oparto na metodzie analizy literatury przedmiotu, desk research oraz metodzie opisu z elementami wnioskowania dedukcyjnego.
The article presents the issue of human capital in the context of the development of border areas. The research goal of the study was to characterize and analyze foreigners on the labor market in relation to selected border regions. The territorial scope of the research covered four voivodships of the western border of Poland: Zachodniopomorskie, Lubuskie, Dolnoslaskie and Opolskie. The work analyzed only the aspect of employing foreigners on the basis of the so-called “simplified declaration procedure”. The results of the research carried out in 2010-2017 confirmed almost a 15-fold increase in employment of foreigners on the Polish western border. Foreigners only partially solve the problems of the labor market of the studied regions.

W artykule poruszono problematykę handlu zagranicznego w aspekcie rozwoju regionów. Celem badań jest ocena znaczenia usług w wymianie międzynarodowej dla gospodarki regionu przygranicznego. Obszar terytorialny badań stanowiło województwo dolnośląskie. W pracy wykorzystano metodę analizy danych statystycznych w okresie 2010-2013. Przedstawiono analizę wymiany handlowej towarów i usług badanego regionu. Za pomocą wybranych wskaźników, w tym udział badanej jednostki w generowaniu eksportu i importu krajowego oraz stopy eksportu towarów i usług, podjęto próbę oceny roli usług w gospodarce województwa dolnośląskiego. Badania wykazały, że w międzynarodowej wymianie województwa dolnośląskiego rośnie udział usług, a maleje udział towarów. Wzrasta też otwartość tej gospodarki, co ma znaczenie dla jego rozwoju. Należy też uznać, że jest ważną determinantą rozwoju regionu.

Purpose: The aim of this paper was to identify, analyse and evaluate the communication system in place at the Student Self-Government of the University of Szczecin (UoS). Design/methodology/approach: The research methods included a source literature analysis, a diagnostic survey, primary data analysis and observational study. A survey questionnaire addressed to the members of the Student Self-Government of the University of Szczecin (SSUoS), as well as a face-to-face interview with the SSUoS chairperson, were additionally carried out Findings: The research showed that communication in the examined organisation is effective, the flow of information in the analysed self-government is adequate, and communication between the self-government members and the management and self-government members is considered as good, which is due to the tools used as well as the atmosphere in the organisation and interpersonal relations. Moreover, barriers to internal SSUoS communication were identified. Research limitations/implications: The limitation of the research was the evaluation of communication in the student self-government of only one university in Poland. The research was conducted during the COVID-19 pandemic. Practical implications: The research can be used by student self-governments of universities to improve the effectiveness of internal communication and reduce communication barriers. Social implications: Research may contribute to the improvement of the effectiveness of internal communication in the analyzed organisation, and thus influencing interpersonal relations in the student self-government. Originality/value: The article fills an important gap in Polish literature in the field of research on student organisations, and above all on the identification of internal communication tools that are used in the organisation.

Research background: Based on the literature, several ways of assessing the conduct of business and a number of factors influencing the growth and development of the companies can be identified. However, the diversity of business entities and their business environment raises the importance of considering the unique nature of the industry in the selection of performance measures. Our research focuses on real estate valuation firms that provide information and consulting services to real estate markets. Purpose of the article: As professional practice shows, there are different business models for property valuation. These businesses differ in their organisational and legal form and the type of valuations performed, the type of client served, or the scope of services provided. The main purpose of the research is to identify factors that significantly affect the development odds of valuation companies in Poland, especially the growth of income. Methods: The study was based on data collected from the survey of Polish real estate valuers. The analysis was conducted on a sample of 277 professionals who own valuation companies and were certified no later than the end of 2014. A quantitative analysis using a logistic regression model was conducted to identify the factors that influence the prospects for valuation business growth. Findings & value added: The research confirms the relationship between the way of conducting real estate valuation activities and its development chances. The most important factors are a spatial and substantive range of services, cooperation and employment, and clients' profile. Demographic characteristics were also found to be significant. Although the results presented here are based on data from the real estate valuation industry, their relevance is much broader. The findings provide a better understanding of the factors that influence the performance and success of SMEs, particularly in the information and consulting industry.

In the article we discuss the importance of the real estate related instruments used by local government to attract investment and stimulate local economic development. The article discusses economic literature related to public economics at the local government level, with the special emphasis put on the link between urban and real estate economics and development. In the empirical part of the paper, we analyze the results of the survey conducted at the local government level in Poland (Malopolska). There are two major research objectives: (1) to identify the scope of the real estate economic instruments used by the communes as part of their development policies’ strategies; (2) to examine the coexistence of certain types of instruments as part of the commune development strategies. To find relevant answers, both multidimensional scaling and cluster analysis are applied. Additionally, we discuss whether there are evidence of mimicking behavior in local development policies.

Research background: In the era of the digital revolution, the Internet, automation and robotisation, new industrial relations and dynamic interactions among different stakeholders are giving rise to new opportunities and challenges. The changes associated with the enforcement of the ?Industry 4.0? concept require adaptation to these developments at different levels of the economy and society in order to support digital transformation. Purpose of the article: The aim of this paper is to measure and assess the impact of digital transformation on European countries (EU). The comparative analysis of technological development in EU countries includes three dimensions: the digitalisation of society (Society 4.0), the ability of the economy to face the challenges of technological development (Economy 4.0), as well as the exploitation of ICT in companies (Companies 4.0). Methods: The empirical section of the article was built on a two-stage analytical approach: (a) cluster analysis methods to assess differences and similarities between EU countries (Hierarchical Cluster and K-Means Cluster) and (b) the multi-criteria decision-making method (TOPSIS) to rank countries according to the adopted evaluation criteria. For the purposes of this analysis, data from the Eurostat database have been applied. Findings & value added: The results of this analysis demonstrate the impact of technological transformation on the economy and society in EU countries grouped according to a similar level of development, such as countries with high, medium and low performance. This has contributed to indicating the cohesion in technological development achieved by each country group and to recognising the digitalisation gap between EU Member States. The novelty of this study consists in applying the multi-stage, multi-criteria analysis based on cluster analysis and the TOPSIS method, as well as the comparative analysis of the impact of technological developments on the societies and economies of EU countries. This paper extends similar studies by focusing on the application of a broad range of indicators regarding a holistic perspective including three dimensions: societies, economies and companies. The results provide valuable insights into evaluating the technological progress in European countries.

The aim of this paper is to explore the relationships between level of social support (from teachers and peers) and perception of school environment: general attitude toward school, academic achievement and level of school stress. The study was conducted in 2013 within the framework of the international HBSC study, on a group of 3346 students aged 11–15 years; 47.7% boys; 17.6% with chronic conditions. Four patterns of relations with teachers and peers were identified by the use of the cluster analysis methods (k-means methods). Analysis were done separately for the healthy students and students with chronic conditions. School functioning was associated with perceived of social support. Healthy students, compared with students with chronic conditions, more frequently were high level of social support from two sources simultaneously (from teachers and peers). Among students with chronic conditions more important was the support from peers rather than teachers. Interventions should be directed at the integration of healthy students and students with chronic conditions.

The aim of this paper is to explore issues related to children and adolescents with chronic diseases and their social functioning in Poland. The article begins with a theoretical framework, including definitions of categorical and non‑categorical chronic diseases. The author presents the data on occurrence of chronic conditions, social assistance for families with children with chronic conditions, education system (children with chronic conditions as children with special educational needs) and home education. In the second part the author looks at the functioning of children and adolescents with chronic diseases in social institutions (family, school, etc.). In the final section some recommendations with respect to improving the social functioning of children and adolescents with chronic conditions are discussed.

Research background: Real estate and urban economics literature are abundant in studies discussing various types of property taxes and their characteristics. A growing area of re-search has been focused on tax equity, tax competition, and yardstick competition, where the latter two reflect the idea of tax mimicking. Recently, due to substantial developments in spatial and regional economics, more attention has been drawn to spatial effects. Empirical results are focused on spatial interaction and diffusion effects, hierarchies of place and spatial spillovers. Property tax system in Poland differs from those utilized in the majority of developed countries. As a consequence, property tax policy at the local government level (including tax competition and tax mimicking effects) in Poland can differ substantially from those found in previous research in the US and other European countries. There are few studies addressing the problem of tax competition and tax mimicking in Poland from an empirical perspective. Purpose of the article: In the article, we explore spatial interdependence in property taxation. We identify clustering or dispersion of high and low values of the tax rates within major metropolitan areas in Poland. The effects can indicate the presence of tax mimicking among municipalities in given metropolitan areas. Methods: We analyze the data from 304 municipalities in 10 metropolitan areas in Poland from the year 2007 to 2016. The data covers four property tax rates: (1) on residential buildings (2) on buildings used for business purpose (3) on land used for business purpose (4) on land for other uses. To explore the spatial distribution of rates, we used global and local spatial autocorrelation indicators (Moran's I statistic and LISA). Findings & Value added: The results suggest the presence of spatial correlation within metropolitan areas. We also found significant differences between metropolitan areas. The results of the study fill the gap in empirical research concerning property tax interdependencies and tax mimicking in Poland.

The aim of the article was to investigate the early school leaving phenomenon on the basis of the survey sample of 3157 students of basic vocational and upper secondary schools in Poland (located in urban areas in Warsaw, Lublin and Chełm), surveyed in 2014. The main focus has been on the correlation between students’ social support – as an indicator of social capital – and their plans for the future, in particular the respondents’ desire to continue formal, full-time education. The multivariate regression analyses conducted confirm the existence of a correlation between the respondents’ desire to leave formal education before completing upper secondary school and the perceived level of social support. However, in the case of perceived parental and teachers’ support, the correlation appears to be weak. The most important category of significant others is constituted by friends/peers.
Celem artykułu jest analiza zjawiska przedwczesnego kończenia edukacji w oparciu o bazę wyników badania ankietowego na próbie 3157 uczniów polskich szkół ponadgimnazjalnych (z terenu Warszawy i regionu Lublina), przeprowadzonego w 2014 roku. Przedmiotem analizy jest związek pomiędzy deklarowanym przez uczniów poziomem wsparcia społecznego jakie otrzymują – jako wskaźnikiem kapitału społecznego – a ich planami na przyszłość, szczególnie gotowością do kontynuowania formalnej, pełnowymiarowej edukacji. Metoda wielozmiennowej analizy wariancji zastosowana w celu przetestowania związku pomiędzy poziomem edukacji, jaki respondenci chcieliby osiągnąć, a deklarowanym przez nich poziomem wsparcia społecznego potwierdziła istnienie takiej relacji. Niemniej jednak, w odniesieniu do wsparcia ze strony rodziców i nauczycieli, związek ten okazał się niezbyt silny. Najważniejszą grupą znaczących innych są dla respondentów rówieśnicy/przyjaciele.

The article presents changes in perception of some aspects of psychosocial school environment of students in 1990–2010 and a comparison of some indicators for Polish students and average for 34–41 countries from HBSC network (Health Behaviour in School-aged Children. A WHO Collaborative Cross-national Study). Data from the international HBSC surveys on health behaviour of school children, carried out every 4 years were analysed. The HBSC standard questionnaire was used. Representative samples consist of students aged 11, 13, 15 years. About 60% of students liked school; 14% didn’t like it at all; 37–63% felt pressured by schoolwork; 50% agreed that their classmates were kind and helpful. Analysed indicators were less positive in Poland than the average for countries in HBSC network and different trends of some indicators were found. Between 2002–2010 (after a structural reform of the education system) disadvantageous changes were evident. Students’ perception concerning different aspects of school functioning and its environment should be taken into consideration in planning educational policy.

Opis:
The article presents the results of a survey on the perception of the psychosocial school environment and school functioning of lower secondary school students with and without chronic conditions. Students of grades 1–3 (N = 4,058) from randomly selected 234 public lower secondary schools from all voivodships participated in the survey. In this group 3,232 (80%) students were healthy and 798 (20%) had different chronic conditions. The anonymous “Health and school” questionnaire was used as the instrument for data collections with questions from HBSC study (Health Behaviour in School-aged Children) and from CHIP–AE Questionnaire (Child Health and Illness Profile: Adolescent Edition). Based on Urie Bronfenbrenner’s ecological model, dimensions of psychosocial school environment were analysed on the individual level (microsystem) and the social relations level (mesosystem). It was found that healthy students, in comparison with those with chronic conditions, perceived school environment and their functioning at school better. They have: a larger sense of school belonging, higher level of school competencies and achievements, larger sense that their grades are adequate to the results, a higher social position in the class and a higher level of support from peers, teachers and parents. Students with chronic conditions have higher level of workload, stress and problems associated with the school, and they also spend more time on homework. These students (about 20% of the population of school age) have special educational needs which depend on the specificity and the course of the disease. Identification of difficult areas in the functioning of chronically ill students in the school and knowledge of their perception of their school’s psychosocial environment will allow teachers to provide them with appropriate support.

The article presents changes in perception of some aspects of psychosocial school environment of students in 1990–2010 and a comparison of some indicators for Polish students and average for 34–41 countries from HBSC network (Health Behaviour in School-aged Children. A WHO Collaborative Cross-national Study). Data from the international HBSC surveys on health behaviour of school children, carried out every 4 years were analysed. The HBSC standard questionnaire was used. Representative samples consist of students aged 11, 13, 15 years. About 60% of students liked school; 14% didn’t like it at all; 37–63% felt pressured by schoolwork; 50% agreed that their classmates were kind and helpful. Analysed indicators were less positive in Poland than the average for countries in HBSC network and different trends of some indicators were found. Between 2002–2010 (after a structural reform of the education system) disadvantageous changes were evident. Students’ perception concerning different aspects of school functioning and its environment should be taken into consideration in planning educational policy.
