Opis:: Praca przedstawia przegląd zagadnień dotyczących odpowiedzialności karnej związanej z gospodarką wodną. Pojęcie odpowiedzialności jest spornym tematem i było wielokrotnie definiowane w nauce prawa zarówno pod względem określenia jednolitego znaczenia, jak i stworzenia ogólnego podziału. Podmiot nieprzestrzegający przepisów prawa zostaje pociągnięty do odpowiedzialności, poprzez nałożenie odpowiednich kar będących instrumentem prawnym w ramach omawianej odpowiedzialności. Instrumenty prawne oraz zasady ich zastosowania są określone w przepisach prawa karnego materialnego.
The work is a review of issues relating to criminal liability relating to water. The concept of liability is a contentious subject and has been repeatedly defined in the study of law, both in terms of defining a single meaning, and to create a general breakdown. It is not in compliance with the law to be held accountable by imposing appropriate penalties which legal instrument discussed in the context of accountability. Legal instruments are specified in material criminal law.

Opis:: Introduction. The overweight and obesity epidemic represents a rapidly growing threat to the health of populations in an increasing number of countries. Nearly one-third of the world’s population has excess adipose tissue. Nowadays, obesity occurrence is so common that it is replacing more traditional problems, such as an undernutrition and infectious diseases, as the most significant causes of ill health. If the current trend continues, almost half of the world’s adult population will be overweight or obese by 2030. Objective. The aim of this study is to show the connection between recent trends in body mass index, and the globally changing cancer profile. State of knowledge. A range of clinical and epidemiological studies have shown the relationship between excess body fat and the most frequently occurring malignancies. Obesity is associated with many cancers, such as: breast, colorectal, liver, lung, kidney, oesophageal, pancreatic, endometrium, ovarian, prostate, thyroid, and gallbladder cancer. Conclusions. In the light of this information, the study supports the claimed statement that obesity is one of the major health problems of the 21st century. Considering the increase in the number of obese people worldwide, it is necessary to develop a strategy allowing to prevent it. Fighting against unhealthy lifestyle in order to reduce overweight and obesity in society may have an essential impact on decreasing the number of incidences of cancer.

Opis:: In the paper the energy sector as a critical infrastructure is presented and basic terminology concerned with the energy critical infrastructure is given. Opis:: In the paper the Baltic Electric Cable Critical Infrastructure Network (BECCIN) is defined and the main electric cable investments in the Baltic Sea Region, that are components of BECCIN, are described. Opis:: W artykule przedstawiona jest metoda optymalizacji procesu eksploatacji i niezawodności złożonych systemów technicznych oraz program komputerowy pozwalający na automatyczne zastosowanie proponowanej procedury. Program wyznacza chwilowe prawdopodobieństwa przebywania systemu w poszczególnych stanach eksploatacyjnych, które maksymalizują czasy przebywania systemu w podzbiorach stanów niezawodnościowych nie gorszych niż stan krytyczny, a następnie korzystając z otrzymanych rezultatów pozwala na predykcję optymalnych charakterystyk niezawodności i ryzyka złożonych systemów technicznych. Program jest zastosowany do optymalizacji niezawodności i ryzyka lądowego linowego transportera statków. Ustalone są następujące optymalne charakterystyki: optymalna bezwarunkowa funkcja niezawodności systemu, optymalne wartości średnie bezwarunkowych czasów przebywania systemu w podzbiorach stanów niezawodnościowych, optymalna funkcja ryzyka systemu oraz optymalny moment, kiedy funkcja ryzyka przekroczy ustalony poziom.
The presented computer program for the evaluation and prediction of the complex technical system reliability and risk of optimal characteristics is based on methods and algorithms of optimisation presented in [2, 6, 7]. The computer program determines the transient probabilities in particular operation states maximising the system lifetimes in the reliability-state subset not worse than the system critical reliability state and then using the obtained results to evaluate optimal reliability and risk characteristics of the complex technical systems. In order to illustrate the application of the computer program, we determined optimal reliability and risk characteristics of a ground ship-rope transporter. Presented in the paper is the reliability and risk optimisation of a real shipyard system that can be an example of a computer aid for the operation process of transportation systems.

Opis:: W artykule zaprezentowany jest program komputerowy pozwalający na ocenę i predykcję charakterystyk niezawodności i ryzyka złożonych systemów technicznych wraz z przykładem jego zastosowania. Algorytmy programu przygotowane zostały w oparciu o modele złożonych systemów technicznych, łączących modele ich niezawodności z modelami ich procesów eksploatacji, przy uwzględnieniu zmiennych w różnych stanach eksploatacyjnych ich struktur niezawodnościowych. Przy założeniu, że elementy systemów mają wykładnicze funkcje niezawodności, program wyznacza ich warunkowe funkcje niezawodności w poszczególnych stanach eksploatacyjnych systemów, bezwarunkowe funkcje niezawodności wraz z wykresami, wartości średnie oraz odchylenia standardowe bezwarunkowych czasów przebywania systemów w podzbiorach stanów niezawodnościowych oraz w poszczególnych stanach niezawodnościowych rozważanych systemów. Program wykreśla także funkcję ryzyka oraz wyznacza moment do przekroczenia dopuszczalnego poziomu funkcji ryzyka systemów.
The presented computer program for the evaluation and prediction of complex, technical system reliability and risk is based on methods and algorithms included in [1]. The computer program allows automatic determination of reliability and risk characteristics for systems considered in the paper under the assumption that the considered systems are exponential. The computer program can be applied for prediction and optimisation operation, reliability and risk of complex transportation systems and processes, particularly for port, shipyard and maritime transportation systems.
