Because of the asymmetric nature of cyber threats and the dynamics of their evolution, there is a tendency for a growing role of security cooperation activities in cyberspace through joint efforts of states and non-state actors in international relations. New challenges and threats caused by the global pandemic are linked with an increased internet activity. The recent spread of fake news related to COVID-19 illness caused by SARS-CoV-2 coronavirus might be seen as part of sharp power disinformation strategy applied by state actors. International organisations serve as a forum for discussion to disseminate and analyse knowledge about cybersecurity and the effects of cyber threats, they are at the same time creators of common principles of prevention, legal and institutional solutions, and are complementary to the activities of states in this field. By adopting the regional level of analysis as its methodological perspective, the article shows a natural evolution of cybersecurity means from the time of the 1990s and early 2000s when the focus was set on computer and cyberspace as a tool of serious and organised crime, through the stage when computer crime was endangering cyberspace of the EU Member States, to the period when finally the EU objectives were to achieve an open, safe and secure cyberspace keeping in mind the importance of raising awareness and acquiring skills and knowledge how to avoid or face cyber threats. At the early stages of establishing the EU cybersecurity policy, the documents focused on definitions and identifications of threats and trends. Later stages included organising institutional and legal framework, and setting up specialised institutions, centres and teams. Not only did the understanding of cyber-related issues changed but also the response of the EU to cyber threats. The transition is from the soft law instruments (recommendations) such as guidelines, communications, declarations, roadmaps, actions plans, and strategies towards more hard law instruments (obligations) such as directives and other legislative acts. The character of directives has also changed – from directives on cyber-related issues to those characterised as cyber-oriented, each being more ambitious than the previous one. The complete appraisal of the effectiveness of the EU cyber security policy is impeded by a specific nature of cyberspace and its security, as well as problems with gathering appropriate data.

This article examines how the European Union is perceived by India – one of the ten strategic partners of the European Union. It examines India’s attitudes towards the European integration movement, Jawaharlal Nehru’s perceptions of the European Community and the changed perceptions of Europe in India’s foreign policy in the post-Cold War era. It discusses the perceptions of the Indian political, business and media elites of the European Union as an international actor. In conclusion, it discusses what needs to be done to overcome the perceptional differences.

The main objective of the text is to present an analysis that points to the existence of special “energy cultures” in the European Union. The comparative analysis encompassing the results of previous research into “energy cultures” employs statistical methods, i.e. a cluster analysis (Ward’s clustering method and k-means clustering method). The main sections of the text address: (1) the concept and examples of “energy cultures”, (2) a methodology of analysis, (3) aselection of indexes characterising “energy cultures”, (4) an attempt at grouping the European Union member states with the aid of clustering, (5) conclusions. With a view to making the research problem more specific, the present text features the following questions: (1) Is the claim that the European Union manifests special ‘energy cultures’ legitimate?, (2) Did the decade of 2001-2011 witness changes in the field of the European Union ‘energy cultures’, as earlier recognised by the literature?

The paper discusses the question how the horizontal approach to industrial policy adopted by the European Commission is reflected by shifts in trends of state aid allocation in the EU member states (reorientation from sectoral to horizontal objectives). The first part of the paper presents the arguments in favour of horizontal state aid related to the concept of so-called market failure. The second part deals with the EU industrial policy programmes that have been implemented since the beginning of the 1990’s. The third part describes the trends in state aid allocation in the EU member states. The conclusion drawn from the observations presented in this part of paper is that the share of horizontal aid in total aid is high and systematically increases.

The authors of this article are focusing on the role of the European Union in managing the crisis that occurred at its Eastern borders. The political conflict in Ukraine, which we have witnessed since 2013, entered a military phase. The European Union, in its sense of responsibility for shaping security at its borders, should have reacted adequately to circumstances. The implementation of the EU crisis response process occurred gradually, using, above all, diplomatic sources of crisis solving. All the same, despite the military capabilities for conflict management, the European Union did not decide to use them for shaping security in the Eastern part of Ukraine. The authors have attempted to describe the involvement of the European Union bodies in this process and to evaluate its effectiveness.In assessing such a critical but also sensitive area that is shaping security, it is important to remember about the limitations of the European Union as an organization consisting of sovereign states functioning in the international environment.The European Union, in its actions, needs to rely on the consensus of the variety of national interests of the member states as well as the credibility in implementing universal values, which the organization commonly declares and promotes among the international community.

To materialise them the EU must to overcome the financial crisis and to save the threatened Euro zone, what is the sine qua non condition to survive the EU as a subject.

The world is facing a new geoeconomic order in which digital media has changed the rules of the game. Borders are fuzzy and both companies and consumers try to strike a balance between free market access and the restrictions that protected economic interests establish. Based on these parameters, the European Union is trying to restructure the single market by applying global solutions that nevertheless collide with the protection measures demanded by economic operators, blocking the provision of services and the free movement of goods through so-called geoblocking. This practice consists of blocking access to services and/or the offer of products depending on the geographical origin of the user/client, either by redirecting users to local websites or simply by restricting access to their product brochure. The fact that consumer associations and users of digital platforms have considered this blockade as a real attack on the digital single market has led the European Union to seek legislative solutions. That is why the European Commission has promoted Regulation 2018/302, which aims to prevent unjustified geographical blocking and other forms of discrimination based on the nationality, place of residence or place of establishment of clients in the internal market. The justification of these protective measures as well as their location in the global geoeconomic space are studied in this work.
Świat mierzy się z nowym porządkiem geopolitycznym, w którym media cyfrowe zmieniły zasady gry. Granice są zacierane i zarówno przedsiębiorstwa, jak i konsumenci starają się znaleźć równowagę pomiędzy dostępem do wolnego rynku a ograniczeniami, które chronią ustalone interesy gospodarcze. Uwzględniając te aspekty, Unia Europejska podejmuje działania w celu restrukturyzacji rynku poprzez zastosowanie globalnych rozwiązań, które jednakowoż stoją w sprzeczności ze środkami ochrony wymaganymi przez podmioty gospodarcze, blokujące dostęp do usług i swobodny przepływ towarów za pomocą tzw. blokowania geograficznego (geoblocking). Praktyka ta polega na blokowaniu dostępu do usług i/lub innych towarów uzależnionych od geograficznego pochodzenia użytkownika/klienta bądź za pomocą przekierowywania użytkowników na lokalne strony internetowe lub poprzez ograniczenie dostępu do ich oferty. Fakt, że stowarzyszenia konsumenckie i użytkownicy platform cyfrowych uznali te działania za rzeczywisty atak na cyfrowy rynek wewnętrzny, skłonił organy Unii Europejskiej do podjęcia kroków legislacyjnych w tej sprawie. Z tego powodu Komisja Europejska zainicjowała przyjęcie rozporządzenia 2018/302, mającego na celu zwalczanie praktyk blokowania geograficznego oraz innych form dyskryminacji klientów ze względu na przynależność państwową, miejsce zamieszkania lub miejsce prowadzenia działalności na rynku wewnętrznym. Niniejsza praca prezentuje uzasadnienie podjętych środków zabezpieczających oraz ich usytuowanie w globalnej geoekonomii.

The European Union countries are diversified in terms of the standard of living of the population. The reduction of disparities in the standard of living, along with the elimination of the negative phenomena related to social exclusion form an EU policy priority. In this context, the aim of this article is to compare the standard of living in the various European Union countries and to determine Poland’s position in the ranking. In the study, countries with a similar standard of living of their populations were grouped as well. The analysis was based on 10 variables describing the standard of living in the EU-28 countries and was conducted with the use of the development pattern method proposed by Z. Hellwig. According to the results of the research, the standard of living is the highest in Austria, Finland, Germany and Sweden, whereas it is the lowest in Spain, Malta, Croatia and Romania. Poland ranks relatively low among the European Union countries (20th place).

This article is part of a larger project on contemporary sources of legitimacy of the European Union. My prior inquiry into this subject argued that the primary legitimacy problem within the EU is not the so-called 'democratic deficit' or the EU's failure to produce certain outputs, but is instead the EU's ability to enact laws against a national government's will and dissent through Qualified-Majority Voting ('QMV') in the Council of Ministers. Based on an analysis of the EU's internal transformation through four successive treaties, that article argued that the EU can be legitimated based on two primary sources, national democracy and European citizenship, such that QMV decision-making could be justified based on promotion or protection of European citizenship, even against a national democracy's will. From this internal transformation of the EU, this article turns to the EU's external transformation through enlargement across Central and Eastern Europe. By examining the process of enlargement, the article argues that this practice also reflects the hypothesized dual legitimacy structure based on European citizenship and national democracy. In particular, the EU's primary focus during the enlargement process on the Copenhagen political criteria (rather than the economic or acquis criteria) - and in particular, ensuring the candidate countries' commitment to EU fundamental rights - was justified in light of the concurrent shift in EU decision-making from de facto unanimity to QMV. Since an EU democracy could now be outvoted in the Council and an EU decision could be taken against a nation's democratic will, the old EU Member States wanted to ensure that the new Member States would share their core political values, such that all Member States would be expected to pursue the same basic shared interests and could thus credibly claim to act on behalf of European citizens. Even as a pre-condition of accession negotiations, the EU required candidate countries to meet stringent political criteria reflecting the EU's new orientation around fundamental rights and excluded those countries that failed to do so, particularly based on human rights grounds; in contrast, it extended membership to countries even if they did not fully meet the economic or acquis criteria. In conclusion, the article proposes to formalize this consensus through a 'Strasbourg Compromise,' mirroring the Luxembourg Compromise that underpinned the European Communities, but orienting it around European citizenship rather than the national veto.

According to the European Treaties, ‘the members of the Commission shall be chosen on the ground of their general competence and European commitment from persons whose independence is beyond doubt, likewise, the Commission shall be completely independent’29. Nevertheless, the Treaties’ wording is not always followed by ‘the real world’ politics. The institutional inter-dependence, especially among the Commission, the Council and the EP, can be easily noticeable. The Council and the EP may attempt to use their powers to influence the Commission during the appointment or the legislation procedures. From this perspective, being elected by the MSs (the European Council) and approved by the EP, the President of the European Commission makes certain promises to the electors. The scope of these promises influences the President’s future acting. On the other hand, the strong and charismatic leaders may appear much more difficult to be interfered (e.g. the Jacques Delors Commission). Taking into consideration the whole College of Commissioners, the similar situation takes place during their election. Nonetheless, after the beginning of the tenure particular members cannot be dismissed by the MSs. The Commission services, as a more technocratic structure, are less exposed to the external pressure or interests. However, their work is conducted and supervised by the College, so if the Commissioners were involved in any kind of a lobby (such situation should never happen), the services would indirectly be affected by it. Finally, although the subsequent European Treaties have provided the Council and the EP with greater powers (in comparison with the Commission), the EU accountability and impartiality cannot be guaranteed without a politically-neutral institution, whose status is still maintained by the European Commission.

RESEARCH OBJECTIVE: This article aims at analysing the results of the EU referendum in the UK and the implications and challenges of Brexit for the European Union. THE RESEARCH PROBLEM AND METHODS: The basic problem of this publication is the analysis of special status of the UK in the EU, its significance as EU Member State and the immediate effects and future implications of Brexit. The research tools used in the article include literature studies, descriptive and comparative analysis. THE PROCESS OF ARGUMENTATION: The line of reasoning consists of four essential elements. At first, the UK’s membership in the EU is presented, and in particular its special status in the EU as well as the role of the UK’s economy in the EU. The next part focuses on the EU referendum in the UK – its results and effects for the British politics. The last two parts concentrate on the analysis of alternatives to membership in the EU and implications and challenges for the EU resulting from Brexit. RESEARCH RESULTS: Brexit is considered one of the most dangerous events in the global economy (some believe Brexit is more threatening than global financial crisis 2008+). Brexit has created a number of political, economic and social challenges for the EU, which have been intensified by other internal and external threats for the EU. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: The situation in the UK and in the EU after Brexit is quite dynamic. It is hard to anticipate all the effects and implications of Brexit. The way the EU negotiates with the UK future British‑EU relations will determine its international position. The withdrawal negotiations of the UK will include operational and strategic, legal and financial issues. Brexit will considerably reduce demographic and economic potential of the EU. It will complicate financial aspects of EU integration. Brexit will necessitate reforms of the EU policies. Brexit will also limit political power of the EU.

The paper analyses the determinants of communication and teaching about the European Union. The article was based on data collected through in-depth focused interviews. Its aim was to identify the challenges that are associated with carrying out educational and communication tasks of the EU and to learn about best practices in this area. In the opinion of the participants, the activity, in order to be considered worthy of imitation, should be addressed to specific, defined audience groups. Children and adolescents were defined as the most important. The examples of best practices include those related to education, the activities of EU information centres and public speeches.

The aim of this study is to evaluate the EU economic position in 1995–2014 as well as the prospective growth potential in the global dimension up to 2025. The subject of the research is real and projected data including: GDP growth rate, main growth factors (labour, labour productivity and Total Factor Productivity), and their input to GDP growth, as well as data showing public debts and budget deficits. The analysis was conducted for the years 1995–2014 and 2015–2025. The authors' basic conclusions are: 1) the technological and economic gap between the European Union and the United States has been deepening; 2) the increasing polarisation of world economic powers and low GDP growth in the European Union limit the EU’s chances of maintaining the position as the second centre in the world economy; 3) improving the situation in public finances in the European Union as compared to the US is a factor which could raise GDP growth rates in European countries, however, there are countries whose future is in doubt due to the dramatically poor state of public finances, such as Greece, Italy, Portugal or Ireland; 4) economic growth forecasts indicate a deepening of the economic gap between the largest EU countries and the US.

One of the main threats to the security of the European Union countries is the activity of radical Muslim circles, sympathizing with or inspired by Al Qaeda and the so-called “Islamic State”. The reasons for this state should be sought in the deepening social and economic divisions and inequalities in the European Union. These factors, in many cases, initiate the process of religious radicalization, leading to fundamentalism and extremism, and in extreme cases, even to violence and terrorism. The aim of this paper is to study the impact of the phenomenon of religiously inspired terrorism on the level of security in European Union countries. Due to the interdisciplinary nature of the topic, a mixed research method was used during research, consisting of a desk review of primary sources, qualitative content analysis, comparative method and extrapolation method. The original contribution of this work is the determination of the characteristics of the contemporary jihadist terrorism threat and presenting possible directions of the evolution of terrorist threats in European Union countries, which seems to be particularly important in the context of creating effective long-term EU counter-terrorism policy.

The present study explores the relationship between law and multilingualism in the European Union. Today EU is inhabited by approx. 500 million people who communicate in many languages. The European Union law gives all languages of the Member States an equal status. The EU recognises the problem of multilingualism but has not developed its own language policy. The Treaty on the Functioning of the European Union, Treaty on European Union and The Charter of Fundamental Rights of the European Union do, however, contain references to the problem of languages. The Regulation No. 1 from 1958 entirely devoted to languages and provides the legal framework for multilingualism of the European Union law. In addition, EU institutions are involved in an increasingly successful political linguistic activity. The study also presents the role of the Court of Justice of the European Union in the interpretation of multilingual texts. The examination of the case-law of the Court of Justice highlights how solutions to problems of interpretation of multilingual texts reflect specific characteristics of the European Union legal system.

The article analyzes public confidence in the EU using the fifth wave (2005-2008) of the World Values Survey. We argue that citizens’ confidence in the European Union depends on having an underlying trust in social and political institutions in their home countries, and that confidence in the EU does not differ substantially from confidence in other international organizations. In a multivariate regression analysis of individual-level data, we also examine the impact of economic variables, knowledge, and territorial identity.

Background: Existing smoking prevalence comparisons between the ‘old’ and ‘new’ members of the European Union (EU) give a misleading picture because of differences in methodology. A major EU project designed to find ways of closing the health gap between the member states, included the first ever comparison of smoking prevalence between these countries using a methodology that minimises potential biases. Methods: A detailed analysis of methods and data from the most recent nationwide studies was conducted in the adult population of 27 countries of the European Union and Russia as an external comparator. To maximise comparability, daily smoking in the age range 20-64 was used. Prevalence of current daily smoking, former smoking and never smoking were age-standardised and calculated separately for males and females. Findings: The European map of smoking prevalence shows that male smoking prevalence is much higher in the new than the old members of the EU, whereas in females the reverse is true, but there are also very large differences in smoking rates between particular countries within the same region. Sweden clearly has the lowest prevalence, and the prevalence in the United Kingdom (UK) at the time of the surveys emerges as near the average for old-Europe but higher than, for example, Ireland. Interpretation: Restricting the analysis to daily smokers aged 20-64 produces a map of Europe in which variation in prevalence between individual countries within regions is as important as variation across regions. Survey methods need to be harmonised across countries to enable comparisons involving all ages and non-daily as well as daily smokers.

One of the most important factors affecting British politics is its membership to the European Communities (EC) and later the European Union (EU), which has already had massive implications for this country. The relationship between Britain and Europe has always been problematic. In Britain there has been little enthusiasm for European integration per se, and equally little understanding of the enthusiasm felt on the continent. Europe has been seen as a menace rather than an opportunity and very few British politicians have attempted to argue (as is commonplace on the continent) about monetary union, for instance, it is the only way of regaining control over financial policy. The European idea of pursuing economic integration as a means to political union has also been met with blank incomprehension, if not outright hostility. Britain has always been attempting to slow down the process of integration and, consequently, has often fallen behind and had no choice but to catch up. However, the portrayal of Britain as a “difficult partner” or “laggard leader” in European affairs is only partly justified. Based on its specific understanding of national sovereignty, Britain has developed a much more pragmatic and instrumental approach towards Europe than most of its partners on the continent.3Nevertheless, the country was a strong driving force in favor of integration in many crucial policy fields like the single market or trade policy. According to Alan Milward, the process of European integration entails “pooling” the sovereignty in order to protect national interests and extend national governments’ control of their own destinies. In Britain, contrary to the continent, national interests dictated a different line and it was only when exclusion from the Communities appeared to threaten them that the then British government began to accept the need for membership. The very different motivation behind British entry ensured that the British aims inside the Communities would be limited or “defensive”. The most controversial aspect of Britain’s membership of the EC has always related to “erosion” of its sovereignty.

This article investigates the challenges of the liberal democracy in the new international context, provoked by the emergence of the new great powers (Russia and China), and especially the establishment of the BRICS grouping in the world political scene. Namely, this article ‘clashes’ the both paradigms of BRICS and the EU, in order to conclude their performances in relation to the values of liberal democracy. In that context, especially is stressed the liberal axiological set of the EU, as a postmodern entity, with typical soft power in the international relations. The EU soft power stems from its axiological set, which predominantly is composed by the values of liberal democracy. The new international context is characterised by the establishment of liberal and illiberal actors. The IR theorists treated the USA and the EU as main represents of the liberal democracy, whilst Russia and China, as illiberal democracies, or simply, autocracies. This article concludes the forthcoming challenges of the liberal democracy in the new international context, as well as the place, role and the international political capacity of the EU, in relation to its mission for safeguarding and advancement of the liberal democratic values.

The postwar experience has shown that the implanting of European consciousness, or Europeanness, calls for coordinated efforts among the European institutions, national states, and NGOs. Such consciousness, a key pillar of the European integration, is necessary for the EU to effectively function and motivate member states’ − also the EU’s − citizens. And yet European institutions and EU governments show little interest in promoting the formation of this European consciousness. Pro-European social movements are weak, while anti- European ones gain strength. This désintéressement of the EU countries probably results from the conviction that the goal has been reached and that there is no more need for a widespread pro-European education of their societies. However analysis of the problem, and in particular of the interaction between European and national identities, shows that this is not the case. We fear that this lack of proactive measures mobilizing EU citizens to keep on struggling for a common Europe will lead to the erosion of existing achievements of integration within the EU, and undermine European values. It may threaten the future of the EU, which is not an ordinary integration grouping but a great peaceful, civilizational, social and economic project. Our hypothesis − positively verified in this article − is that the promotion of Europeanness in the EU societies is urgently needed to maintain the unity (and even membership) of the Union, and to avert trends unfavorable for all of Europe and therefore for the West as a whole.

Aim of this research is to answer if organizational commitment changes according to demografic factors. Inputs gained from 200 person sample group from banking sector. According to the analysis it is found that affective and continuance commitment increases with age and job experience, and all componenets of commitment increase according to time in the last job. With the results derived from analysis, research’s support to organizational theory is discussed and some advices put forward.

Serbia began the process of integration with the European Union in 2003. After eleven years on a difficult road to the transformation of political and constitutional contexts, Serbia gained the chance to become a member of the Community. On the path to accession to the European Union, Serbia had to resolve some strategic challenges, of which the main one is the problem of regulating the political status of Kosovo. The aim of this article is to indicate the position of Serbia and Kosovo’s Albanians regarding the dispute over the political status of Kosovo, as well as examine the process of normalisation of relations between Serbia and Kosovo as a key mechanism for resolving the dispute. The challenges emerging for Serbia as a result of the negotiation process will be covered. The new dimension of Serbia’s cooperation with Russia will also be analysed as one of the factors which may have a significant impact on the further dynamics of the process of Serbia’s integration with the European Union.

The case of the English ski instructor Simon Butler working in France is the best example of the malfunctioning of the professional-qualifications recognition system in Europe. The practice of European and national administration as well as the jurisprudence of the CJEU and French courts shows how important and complex the subject of qualification recognition is. A review of administrative practices and an analysis of case law show the positive and negative sides of the EU's qualification recognition system. The European Commission is carrying out numerous activities aimed at improving said system. The latest solutions make the idea of qualification without borders a reality. The most important task is to examine the changes and legislative proposals of the European Union, analyse the case of Simon Butler and present proposals for changes against the background of activities undertaken throughout the Union. They should be realised through legal research methods and non-reactive social methods.

From the point of view of the consequences of European integration, similarities of economic structures of member states are of high relevance. The main objective of the paper is to analyse how those similarities looked like in the period of 1970-2006 for EU15 and in 1995-2006 for EU25 countries. The analysis consists of two stages and refers to the similarities in employment composition between three sectors of economy, and also between subsectors of manufacturing and services – distinguished on the basis of their technological advancement and knowledge intensity. In the first step, on the basis of the EU-KLEMS database, a measure of structural similarity, Krugman specialization index, was calculated for all pairs of EU countries. Observation of its values points to an ongoing homogenization of EU15 economies and of their manufacturing structures, but also to an increase in differences of knowledge intensity in services. In the broader sample of EU25, de-spite an ongoing economic transition, no significant homogenization of structures was observable. As the second step, a cluster analysis was conducted, which allowed for identification of development patterns in the sample of European countries.

Promoting fruit and vegetable consumption is one of the main objectives of food and nutrition policy interventions worldwide. Public institutions, non-governmental organizations, research and health agencies together with market stakeholders undertake integrated initiatives to inform consumers about the health benefits of everyday fruit and vegetable intake. In the European Union several campaigns aimed at increasing produce demand have been launched in the nineties to improve the dietary patterns of the general population or specific consumer groups, such as children. However statistics show that fruit and vegetable intake in most EU states including new members is much below the recommended level. School-aged children, women and employees are currently the main target groups of “5 a day’ information and promotion activities aimed at increasing f&v consumption. In order to secure long-term effectiveness of such programs the main determinants of consumer choice in the food market should be monitored. Broad public-private partnerships, including producers and distributors seem to be the key to strengthening the efforts at “pushing’ market demand. Some of the campaigns developed and implemented in the European Union countries can be described as “5 a day’ best practices. The involvement of fruit and vegetable chain participants, cooperation and evaluation of undertaken interventions are further needed in order for the programs to become more efficient and widespread.

This paper argues that public opinion is a useful tool and valuable source of information to better understand Latin Americans’ preferences, levels of priority and assessment of other countries, regions and institutions, including European countries, Europe, and the European Union (EU). The central arguments are, on the one hand, that the higher the levels of trade with Europe as a percentage of the total trade of Latin American countries, the higher the degree of importance, interest, and priority that Latin Americans will give to Europe, European countries, and the EU. On the other hand, the more knowledge Latin Americans have about international organisations, including the EU, the more they appreciate their work. Using the data from The Americas and the World survey, Latinobarómetro and the Map of Interests between the European Union & Latin America and the Caribbean, sufficient evidence is provided to support these arguments. If public opinion determines, to some extent, foreign policy decision making, priorities and actions, then a higher assessment and prioritisation of Europe and the EU within Latin America’s populations can have a positive effect on Latin American foreign policy vis-à-vis the EU and the countries that compose it. Therefore, increasing knowledge about and more trade with each other is a good strategy for European and Latin American countries to build on their bi-regional and bilateral relations, creating a virtuous circle of incremental cooperation and welfare for both regions.

The current financial crisis has significantly highlighted the issue of leadership in the European Union. The topic is both timely and worthy of analysis. The author tries to outline the theoretical approach to political leadership with regard to the current political scene in the European Union. A politician has to meet four criteria to be deemed a leader: his decisions are strategic, they exert permanent influence, he has a sufficient political background, and he has the highest position in a given political composition. The author makes the following hypothesis: on the basis of factor analysis (as regards the four factors above) only two current politicians are the true leaders of the EU, namely the Chancellor of Germany, Angela Merkel, and the President of France, Francois Hollande. Both politicians meet the four attributes presented gabove to at least the minimum degree, thus becoming (international) EU leaders. The paper also discusses the issue of distinguishing between an (international) statesman and (international) leader.

The article shows that the term “soft power”, first coined for the American foreign policy, is now used in the speeches on external relations of the European Union. It explores the hypothesis that this discourse represents an attempt to go beyond a traditional understanding of foreign policy and of conditionality. While in the European context the notion of “soft power” means either the power of attraction or of persuasion, in practice, the EU tries to position itself on the international stage by preferring civilian over coercive means. Artykuł analizuje pojęcie „soft power” w odniesieniu do jednego z instrumentów Wspólnej Polityki Zagranicznej UE, Europejskiej Polityki Sąsiedztwa (EPS). Przedstawia debatę dotyczącą miękkiej i twardej siły rozgorzałą na przełomie XX i XXI wieku pomiędzy intelektualistami i aktorami politycznymi Stanów Zjednoczonych i Europy. Artykuł analizuje EPS jako nowy instrument polityki UE, budzący stałe kontrowersje oraz przedstawia EPS jako egzemplifikację europejskiej „soft power”. Analizując możliwości i skuteczność EPS zderzono spojrzenie administracji europejskiej z opiniami podmiotów tejże polityki – przedstawicielami z Gruzji i Ukrainy.

Kwestia bezpieczeństwa energetycznego jest dzisiaj jednym z najważniejszych tematów debaty publicznej, gdyż cała światowa gospodarka opiera się na surowcach energetycznych. Ma to szczególne znaczenie w Unii Europejskiej, której państwa członkowskie są w dużej mierze zależne od importu tych surowców. Pewność i bezpieczeństwo tego importu będzie w przyszłości stanowić podstawę rozwoju ich gospodarek, dlatego też tak ważne jest przedstawienie bilansu energetycznego Unii Europejskiej (oraz na wybranych przykładach, kilku państw członkowskich). Uzależnienie od importu surowców energetycznych państw UE nie jest jednakowe, jednak obecna jest tendencja do jego zwiększania, w związku z coraz większym zapotrzebowaniem na energię.
As the entire world economy is based on energy resources the issue of energy security is nowadays one of the most important subjects of public debate. This is particularly important for the European Union, whose member states are largely de- pendent on import of raw materials. Continuity and safety of imports will provide a basis for the development of their economies, which is crucial in maintaining energy balance in the European Union. Dependence on imported energy resources in the EU’s countries varies, but presently there are visible trends towards an increase of energy imports as a consequence of the growing demand for energy.

Purpose: The purpose of the article is to establish the place of Ukraine on the process of European integration and the identification of obstacles to full membership in the European Union. Design/methodology/approach: The methodological and theoretical basis of the article is the fundamental provisions of economic theory, the works of scientists and economists in the field of international economic relations and integration. Findings: The article explores the problems of Ukraine’s integration into the EU. The study analyzed the attitude of Ukrainians towards European integration, identified the main arguments for and against accession to the EU countries, as well as the main internal and external threats of the integration process. It has been determined that in recent years the proportion of the population that has supported Ukraine’s accession to the EU has significantly increased. From the integration into the EU, Ukrainians primarily expect to expand the space of their own capabilities and the country's internal development in accordance with modern world trends. It is concluded that the population considers a high level of corruption in the country, problems in the Donbass and the inefficiency of public administration as the main obstacles to this process. Most residents of Ukraine consider it necessary to implement European reforms, but the consequence of their implementation has identified significant problems in terms of their real social effect. It is determined that Ukraine in some macroeconomic indicators lags significantly behind the EU countries, continues to lose its position in the global ranking of countries in terms of economic competitiveness, and remains one of the poorest countries in Europe. A significant problem for the development of Ukraine is the labor migration of the population and, in particular, the increase in the number of illegal migrants - Ukrainians in Europe. The main achievements in the implementation of the Association Agreement between Ukraine and the EU are analyzed and the main threats to the further European integration are identified. It is concluded that Ukraine needs to develop its own “action plan” for the possibility of realizing national interests, taking into account the interests of the parties involved in the integration process. Originality/value: The mood of Ukrainian society, the current position of the state, the main obstacles and priorities that Ukraine faces on the way to the EU have been analysed in detail.

Unia Europejska a Euroazjatycka Unia Gospodarcza: „wyścig integracyjny 2.0”? Jedną z najbardziej zauważalnych cech rozwoju regionalnego w Eurazji wydaje się być konkurencja między Unią Europejską (UE) a Rosją w ramach tak zwanego „spornego sąsiedztwa”, a mianowicie przestrzeni poradzieckiej. Zapoczątkowana w latach 90. XX wieku, konkurencja ta nabrała szczególnego rozpędu w 2000 r. po rozpoczęciu kierowanego przez Rosję „procesu integracji euroazjatyckiej”, co zaowocowało utworzeniem Euroazjatyckiej Unii Gospodarczej (EUG) w 2015 roku i przeniosło konkurencję między UE a Rosją na nowy poziom – zaczął się tzw. „wyścig integracyjny”, który miał duży wpływ na przestrzeń poradziecką. Najbardziej przyciągającym uwagę skutkiem tego procesu został wybuch tzw. „kryzysu ukraińskiego” w 2013 r., który z jednej strony przyczynił się do dalszego pogorszenia się stosunków UE–Rosja, z drugiej zaś – utorował drogę do opracowania nowych form i narzędzi działań integracyjnych. Nie doszło jednak do zatrzymania „wyścigu integracyjnego” między UE a kierowanym przez Rosję EUG. Będąc w fazie utajonej „krystalizacji”, idzie ten proces dalej wraz z ukrytą konkurencją między blokami integracyjnymi. Jego aktorami są nie tylko państwa postsowieckie, dotychczas nieuczestniczące w tych blokach, ale także obecni członkowie struktur integracyjnych. Wszystko to sprawia, że „nowa edycja” wyścigu integracyjnego jest dość niebezpieczna – dalsze przyspieszenie konkurencji może prowadzić do konfrontacji między UE a EUG, co może mieć nieprzewidywalne konsekwencje

Przez wiele lat przyszłość energii była jednym z najważniejszych problemów i wyzwań dla kształtowania polityki krajowej i globalnej. Jest to związane z wysoką odpowiedzialnością sektora energetycznego za zmiany klimatu na Ziemi, ale także z troską o zapewnienie wystarczającej energii dla przyszłych pokoleń. Polityka energetyczna jest zatem ważnym filarem utrzymania szeroko rozumianego bezpieczeństwa wewnętrznego kraju. Największym wyzwaniem związanym z zapewnieniem bezpieczeństwa energetycznego Unii Europejskiej jest dywersyfikacja źródeł energii. Państwa członkowskie próbują radzić sobie z tym wyzwaniem dwutorowo. Po pierwsze poprzez rozwój energetyki odnawialnej, po drugie poszukując nowych kanałów dostaw energii nieodnawialnej. Restrukturyzacja sektora energetycznego, mająca miejsce w ostatnich latach, zgodnie z wytycznymi Unii Europejskiej, ma na celu intensyfikację wykorzystania przyjaznych dla środowiska odnawialnych źródeł energii. Równie istotną kwestią jest trwająca od kilku lat budowa gazociągów Nord Stream 2 oraz Turk Stream, która wzbudza wiele kontrowersji w państwach członkowskich. Artykuł stanowi analizę szans oraz wyzwań stojących przed Unią Europejską związanych z zapewnieniem stałych dostaw energii obywatelom Europy

In November 2013, largely under the pressure of Russia, the Ukrainian authorities decided not to sign the association agreement with the European Union (EU). Such decision led to massive social protests in Ukraine, and ultimately to a major political crisis. In February the president Victor Yanukovych was overthrown. In counter-reaction the Russian Federation invaded the Ukrainian Crimea and launched a proxy war in the Eastern Ukraine. If the strength of the pro-European protests was an opportunity for the European Union, the recent developments in Ukraine has also pointed out some weaknesses of the EU policy towards its Eastern neighbourhood. First, EU has been unable to present an association offer which would be truly attractive and reliable for the postSoviet Ukraine in the period of deep economic crisis. Second, the Ukrainian crisis has shown that EU is unable to react quickly and decisively to challenges rising in its neighbourhood. Third, the European Union remains unwilling to engage into open confrontation with the Russian Federation over the common neighbourhood, which is due both to the role of Russia as EU political and economic partner and the specificity of the EU power in international relations. Within this context the EU diplomacy was replaced by the most influent member states, which are highly interested in the EU cooperation with Russia and/or Ukraine.

Scottish Independence Referendum will take place on 18 September 2014. There would be only one question during referendum: “Should Scotland be an independent country? The reform of devolution established by Scotland Act 2012 is sometimes overlooked by observers as too little too late. The most principal issues of the referendum will be: economy, oil resources, currency, defense and European Union. Main doubt around referendum is whether Scotland would be better economically after Independence. Scotland’s position within the EU is likely to be shaped more by any agreements between the parties than by pre-existing principles of EU law. Doubts about Scottish membership in the EU have to be viewed in the context of the referendum on the UK’s membership in the European Union, that will take place if the Conservative Party wins the 2015. British political class have always behaved differently towards the European integration than continental elites The importance of the European dimension of the Scottish Independence Referendum was proved by Panelbase poll in May 2013.

The aim of this paper is to present some remarks on the problems of the European Union as a system of 27 member states. It may be useful to deal with these problems on the grounds of a simple scheme based on the systems theory. This scheme requires to analyse the system of the European Union in association with its natural and artificial environment. European Union is in fact a multifunctional tool for several particular centres of power. It would be difficult to describe the European Union as ‘controllable’. One must not forget that there is some opposition with regard to the European Union. Numerous problems are generated within the member states. It seems to be reasonable to expect that the structure of the European Commission should be compatible with the real problems of the European Union and its member states. These matters require further research.

The aim of this article is to present a general forecast of the development of processes of legal integration in the European Union in the coming years. The European Union is in ‘multi-crisis’, which may force the member states to adopt an organizational development scenario based on differentiation. The selectivity of this differentiation is understood both in terms of the heterogeneity of integration in some areas and the reduction in the number of states fully participating in integration. An analysis of the current trends and solutions proposed and taken by EU decision-makers shows that the EU legal system is not subject to federalization, but in fact the tendency to deepen integration does not conflict with intergovernmentalism. The multiplicity of problems resulting from the multi-crisis will most likely require the deepening of the current differentiation mechanisms and the emergence of new ones.

The European Commission proposed to increase the greenhouse gas emission reduction target to at least 55% by 2030 compared to 1990 level. The aim of this article is to visualise the EU natural gas consumption trend until 2023 regarding to energy transformation. The Autoregressive Integrated Moving Average (ARIMA method) is used in this study. The analysis is based on historical volumes of natural gas consumed in 2016–2020 in 28 European Union countries. An effort can be made to state that the next coming months will have a slight increase in natural gas consumption, however, the growth will depend on the pace of the economies and the pace of the energy transition.

The European Union is founded on a set of common principles of democracy, the rule of law, and fundamental rights, as enshrined in Article 2 of the Treaty on the European Union. Whereas future Member States are vetted for their compliance with these values before they accede to the Union, no similar method exists to supervise respect of these foundational principles after accession. This gap needs to be filled, since history proved that EU Member State governments’ adherence to foundational EU values cannot be taken for granted. Against this background this article assesses the need and possibilities for the establishment of an EU Scoreboard on EU values; viable strategies and procedures to regularly monitor all Member States’ compliance with the rule of law on an equal and objective basis; and the nature of effective and dissuasive sanction mechanisms foreseen for rule of law violators.

One of the preconditions for the economic success of a country is education, which today should assume the form of lifelong and life-time learning-LLL). This condition is so important that it was first reflected in the the Lisbon Strategy goals and, subsequently, in the Europe 2020 strategy and its flagship initiatives. It is known that each EU Member State is obliged to achieve the common goals. Hence, this work undertakes to assess the degree to which the EU LLL goals have been accomplished in Poland. This work presents: the essence of LLL, the educational goals set out in the two abovementioned strategies, and the EU recommendations for Poland in this field. Selected indicators were used to determine the level of educational achievements in the country. The following research methodologies were applied for the purpose of this paper: desk research, indicator-based research and deductive research.

The Ukrainian and Syrian crises have exerted a considerable negative impact on the relations between Russia and the EU, resulting as they did in upsetting strategic stability in Europe. A radical split has occurred in practically every sphere, affecting political, economic, military and humanitarian affairs. Its most painful manifestation is evident in the sphere of economy, where both parties have imposed sanctions and restrictive measures on each other, while it appears least harmful in the humanitarian sector. All in all, the former relations of partnership and cooperation have been superseded by dislike and even animosity. It will be very difficult to reach a compromise needed to overcome the split. The ruling circles of both Russia and the EU have limited room for manoeuvre for reasons that are not only international but domestic as well. They are very suspicious of each other. Nevertheless, the present confrontation is anomalous in the general pattern of centuries-old relations of Russia with European states and is likely to be overcome in the mid-term perspective. Visegrad Four (Czechia, Hungary, Poland and Slovakia) countries, known on international arena as V-4, never being strictly unifi ed grouping, in the context of the migrant crisis in the EU (2015 and after) seemed to emerged as one, unifi ed voice, at least in this particular issue. Due to the fact that especially Hungary and Poland are increasingly treated as a (nationalistic and populist) challenge toward the European values, as defined in so called Copenhagen criteria, the Author is trying to fi nd the answer about the future of the V-4 in the EU in the years to come.

Consumer way of life, constantly acquiring material goods and their accumulation in the environment have created great imbalances, which has resulted in a present or an anticipated lack of natural resources, water, soil and air pollution or environmental pollution as such. Nowadays situation is alarming and this is the reason to change behaviour of current population and replace it with alternatives more favourable to the environment. For this reason, the European Union begins to apply the principles of re-use of scarce resources and streamlining production processes. One of these processes should be gradual application of circular economy, which is based on constant circulation of resources, resulting not only to reduce waste, but also to reduce production costs, increase employment opportunities etc. However, the transition to a circular economy requires participation on it by various organizations and individuals. For example, companies can make changes to a rebuilding of the complete supply chain for effective using of resources. Similarly, customers can adapt their buying behaviour and search only products produced by companies professed philosophy of circular economy. The aim of the work is based on the available empirical data and secondary research outline view of the circular economy as well as the application of the various principles of circular economy in practice.

Artykuł ma na celu dokonanie syntezy uwarunkowań funkcjonowania współczesnego społeczeństwa konsumpcyjnego w Unii Europejskiej. Przedstawiono genezę oraz istotę rozwoju społeczeństwa konsumpcyjnego w Europie. Wskazano na definicję społeczeństwa konsumpcyjnego w ujęciu ekonomiczno-politycznym i socjologiczno-filozoficznym. Na uwarunkowania współczesnego społeczeństwa konsumpcyjnego Unii Europejskiej wpływają procesy prawotwórcze w zakresie ochrony bezpieczeństwa ekonomicznego konsumentów, w tym bezpieczeństwa towarów, w zakresie informacyjnym i edukacyjnym oraz w zakresie systemu dochodzenia roszczeń, ze szczególnym uwzględnieniem zakupów transgranicznych. W artykule zdefiniowano pojęcie etyki konsumenckiej oraz określono, że wraz z rozwojem społeczeństwa konsumenckiego w Unii Europejskiej wykształciły się specyficzne normy etyczne związane z procesem nabywczym.

The subject of this article is an attempt to find effective remedial measures to reduce problems concerning public finances in the European Union countries. As a result of the global financial crisis, budget deficit and national debt is boosting in these countries significantly. In most of them the fiscal requirements established by the Treaty of Maastricht and the Stability and Growth Pact are not obeyed. This situation shows that some decisive steps should be taken to inhibit further growth of public debt in the European Union countries.

So-called Brexit and its consequences for the United Kingdom and the Member States of the European Union have been a major topic for several years. There are various conjectures, theories and quality research to address the effects of both options - with or without an agreement - on a variety of economic and political areas. In addition to discussions on the conditions for the United Kingdom's withdrawal from the community, the Union has been trying for many years to harmonize the Corporate Tax legislation. There are ambitions to fully unify the rules and to introduce new stricter measures against tax evasion. In this article, the author examines how one topic affects the other, how important will be the Brexit’s role in the Union's efforts to achieve corporate tax harmonization to date, then she analyses some of the theories and expert estimates, compares them with relevant EU legislation focusing on Corporate Tax obligations, and gives an overview of possible endings. In conclusion, the hypothesis that the remaining Member States should unify their approach to UK entities concerning tax policies as far as possible in order to avoid confusion and difficulties in taxpayers' legal systems and to open the door to tax evasion, will be refuted or confirmed in the conclusion of the article.

Abstract: Though the concept of economic system is usually described and analysed in relation to the state, it seems that because of the level of integration and a number of exceptional features, it is worthwhile trying to analyse it with regard to the European Union. Therefore, the paper contains a description and a brief analysis of the European Union as an economic system. The main axis of considerations is the simultaneous occurrence in the system of the particular features peculiar to the individual EU member states, and the universalistic ones, resulting from the integration process. The first part of the article indicates specific features of the EU as an economic system. This is useful and necessary in order to understand the uniqueness of the EU as an economic system. The second part of the article concerns the theoretical aspects of the EU as an economic system. Subsequently, the selected aspects how the EU works in practice as an economic system are contained in the third part. To this aim, statistical data relating to about ten different criteria have been used. The summary and the main conclusions are at the end of the article.Key words: economic system, the European Union

With contemporary challenges and threats, health safety is more and more often taken into account in various European safety and health programmes. The European Union plays an important role in the improvement of public health, prevention and treatment of diseases, reduction in the number of sources of hazards to human health, and alignment of health strategies between member states. This paper presents the problems related to the management of health safety in the European Union. Furthermore, based on the analysis of EU documents, the strategic objectives of health safety management in member states were enumerated, with examples of coordination, cooperation and exchange of practices.

Social exclusion is a widely debated issue. Its definitions and perceptions vary. Within the paper we identify the underlying factors of social exclusion within the EUfor years 2005-2009 through the use of factor analysis. These factors are as such immeasurable by common indicators. Through factor scores we compare the severity of these factors in each EU 27 and suggest five categories of types of social exclusion.

It is often argued that to build political union Member States of the European Unionshould follow the American example and experience of nation building. However, there are some factors of political, historical and philosophical nature that make the US model unsuitable. Rather than dwelling upon these, the article deals with the main reasons why, as the author believes, it is impossible to create pan-European democracy through a simple political act. The main focus of the article is the Treaty establishing Constitution for Europe (2003) and its successor, the EU Reform Treaty (Lisbon), which resembles the former in the overwhelming majority of its provisions, and is to replace the existing constitutional framework of the EU in 2009.

The main objective of the article is to present the prospect of extending the European Union to the countries of the Western Balkans. It presents the criteria to be met by the candidates for EU accession, followed by an analysis of the most important problems related to the accession process, both those afflicting the Member States (enlargement fatigue – lack of acceptance for further enlargements among societies) and those faced by the Western Balkan countries – lack of political stability, widespread corruption, organized crime, unresolved disputes with neighbours, lack of preparation for functioning in the common market. Subsequently, the perspectives of possible EU enlargements for the Balkan countries are outlined.

Artykuł zawiera analizę procesu budowy europejskich zdolności militarnych w wymiarze polityczno-instytucjonalnym oraz analizę potencjału wojskowego państw członkowskich Unii Europejskiej. Celem pozostaje nakreślenie genezy procesu politycznego, zakładającego budowę sił zbrojnych UE (armii europejskiej) z uwzględnieniem priorytetów nowej Strategii Bezpieczeństwa UE z 2016r. oraz implikacji w realizacji przyjętych założeń. Zasadnicza część artykułu odnosi się do analizy danych statystycznych w zakresie wielkość i wyposażenia armii poszczególnych państw UE oraz ich rozmieszczenia w regionie. Na tej podstawie możliwym było także określenie potęgi ogólnej i wojskowej państw UE.
The article focuses on the analysis of the process of building European military capabilities in the political and institutional dimension, as well as the analysis of the EU Member States military capabilities. The aim is to sketch the genesis of the political process, which assumes the construction of the EU's armed forces (the European army), taking into account the priorities of the new EU Security Strategy 2016 as well as the implications in the implementation of the adopted assumptions. The main part of the article refers to the analysis of statistical data regarding the size and equipment of the army of individual EU states and their distribution in the region. On this basis, it was also possible to define the general and military power of the EU states.

The relations between Serbia and the European Union (EU) have passed through turbulent periods. The article follows the main stages of that evolution. Since 2008, when the two sides concluded the Stabilisation and Association Agreement, the general enlargement policy of the EU has been changing to the detriment of realistic prospects of membership. Since the emergence of the latest crisis, the EU has lost its enlargement capacity, while leaving its previous enlargement policy formally intact. The explanation for this obvious inconsistency between the declared and the actual aim of the enlargement policy is to be found in the sphere of the EU security policy. In accordance with this inclination, the EU has systematically strengthened its conditionality policy, making it quite unpredictable for Serbia. Since the present relations do not have a productive outcome for Serbia, the article recommends reconsideration of the association framework. It provides some arguments in favour of new partnership relations.

Bank secrecy has a rich history and it may have originated as early as in the Code of Hammurabi, according to which particular regulations allowed for the protection of information of bankers’ clients. Currently, the bank secrecy functions in most countries of the world. Its main aim is to protect our privacy in the financial circuit, mainly the data used for concluding transactions and contracts with the bank, so that our information was not given to the third parties. In the article, I will try to analyse the essence of the bank secrecy and And its functioning based on legal regulations, both in Poland and in the European Union on the example of selected states.

The study analyzes the management of the borders of the European Union as a factor having a significant impact on improving the security of Member States. Legal regulations regulating the external borders of the Schengen Group, treated as land and sea borders as well as airports and seaports of the parties to the Schengen Convention are indicated, provided that these borders are not external borders that formally form borders. The role of entities supporting border traffic management in the European Union is described. In addition, an analysis of documented attempts to illegally cross the external borders of the EU and the borders of countries associated with the Schengen area between border control visits was made, indicating potential threats in this area.

Since the beginning of 21st century we have witnessed growing discussion on fundamental values (life, marriage, sexual education, freedom of conscience) within the European Union (the EU). The aim of this paper is to discuss the interconnection between those morality policy challenges and the EU’s axiology. As the EU’s value credo was formulated when moral struggles in European countries were already very intensive, the paper analyses if and how European cultural tensions are reflected in the primary law of the EU, as well as how the solutions adopted in the Treaty on the EU work in the political practice. To reveal the context and peculiarity of the solutions adopted within the EU, paper starts with some remarks on the approach to values typical of the constitutional traditions of the European states and shortly presents their reaction to moral challenges of late modernity. The main theoretical thesis presented here is that the current way of axiological thinking presented in the EU does no longer follow the natural law approach but tries to find its own peculiar axiological way by staying open to a different, not rarely opposite, understanding of fundamental moral values. Its peculiarity is to be observed at two levels: the level of axiology (what values are at stake?), as well as at the level of metaaxiology (what is the source of those values?). Analyses of EU policy reveal practical outcomes of such a “relativistic shift” for interpretation of values and morality policy of the EU.

Problematyka bezpieczeństwa politycznego w znakomitej większości przypadków rozpatrywana jest przez pryzmat pojedynczych państw. Brakuje jednak pogłębionych analiz tego zjawiska w ujęciu podmiotów międzynarodowych, których podstawowym celem jest integracja owych krajów. Celem niniejszego artykułu jest zwrócenie uwagi na kluczowe aspekty bezpieczeństwa politycznego krajów członkowskich Unii Europejskiej (UE). UE jako organizacja ponadnarodowa skupiająca państwa członkowskie z jednej strony, czuwa nad stabilnością UE jako całości z drugiej natomiast, dba o utrzymanie odrębnych tożsamości narodowych przy założeniu wspólnych, europejskich wartości i zasad. Dodatkowo, instytucje unijne skupiają się na zapewnieniu prawidłowego funkcjonowania strefy euro. Do działań, które mogą negatywnie wpływać na poziom bezpieczeństwa politycznego UE można zaliczyć sprzeciw wobec inicjatyw mających na celu powołanie do życia nowych, ponadnarodowych instytucji sprzyjających pokojowemu współistnieniu i rozwojowi państw członkowskich Zagrożenia te wydają się mieć istotny wpływ na sytuację w UE w obliczu proponowanych (a nie akceptowanych przez państwa członkowskie nienależące do Eurogrupy) reform strefy euro dotyczących m.in. powołania Ministra Gospodarki i Finansów oraz utworzenia nowej instytucji – Europejskiego Funduszu Walutowego.

The following article deals with the issue of gender equality at text level. Adopting the feminist linguistics perspective the author has analyzed selected issues of three language versions of the Official Journal of the European Union that are theoretically equal in meaning. The analysis has shown that the texts are not equivalent in terms of referring to men and women, which may in turn influence the way the texts are perceived in different countries. The article aims to prove that when trying to establish gender equality at an international level, languages that are applied to achieve the goal should be equally gender-neutral, as any trial to cope with gender inequality by means of language that discriminates women is counter-effective.
