Opis:

The main directions of Ukraine’s social policy towards the disabled are presented in the article. Topical issues of integration of persons with disabilities into society are covered. The meaning of the concept of “social stigmatization” is revealed. The authors analyze and define the tools of social stigma in the legislation of Ukraine on issues of social integration of persons with disabilities. It has been proven that stigma in some cases deprives a person of full status, becomes a source of prejudice, discrimination, social isolation of the stigmatized, causes low self-esteem and feelings of depression, forms a negative social identity, and complicates psychosocial adaptation. Certain steps have already been taken to ensure the protection of persons with disabilities by creating appropriate conditions for them in society and equal opportunities for the realization of vital needs, abilities, and creative potential. The article defines a system of measures aimed at improving the lives of persons with disabilities, restoring their social status, achieving material independence, and comprehensive integration into society. The authors also propose measures to remove obstacles caused by stigmatization in the way of integration of persons with disabilities into society.

In the current context of increased attention to the Muslim minority and the religiously framed conflicts of some segments of Islam, this paper aims to contribute with empirical evidence on Muslim “problematicity” in Madrid, exploring their main barriers to social integration by analyzing the data from semi-structured interviews with Muslim leaders. Although the Muslim minority is officially recognized by the Spanish State, the legal provisions are not fully implemented. The lack of implementation hinders the Muslims’ proper social integration in Madrid and reveals the first category of problems identified, of operational character, which – with the proper implementation of the agreement – could be easily solved. Furthermore, the second type of problems emerges and refers to the increased concern on Muslim youth. The ongoing tensions between the majority and Muslim minorities, altogether with the tensions between Muslim parents and Muslim youth pose significant challenges to the latter and to the Spanish society as a whole, in long term, especially with the rise of the radicalization of Muslim youth.

Opis:

Demographic ageing of the society has a direct impact on the number of dependent people who need assistance from specialized institutions. People in a difficult life situation who need support, e.g. daily or live-in/residential care due to their old age, illness or disability, can take advantage of the offer of institutions providing social assistance services. Among such institutions are community self-help centres (CSHC, in Polish ‘środowiskowy dom samopomocy’) governed by the Ministry of Social Policy and organized by units of local administration to provide care, nursing and assistance services. The aim of this paper is to present the operation, scope of assistance and the offer of the Community Self-help Centre in Kraśnik, and to show good practices in providing services to the elderly, dependent and disabled people based on the analysis of official documents (statutes, regulations, and an annual report prepared by this centre for 2020).
Środowiskowy dom samopomocy jako instytucja integracji społecznej Demograficzne starzenie się społeczeństwa wpływa bezpośrednio na liczbę osób niesamodzielnych i potrzebujących wsparcia specjalistycznych instytucji. Osoby znajdujące się w trudnej sytuacji życiowej i wymagające wsparcia, opieki (częściowej lub całodobowej) z powodu wieku, choroby lub niepełnosprawności mogą skorzystać z oferty jednostek świadczących usługi pomocy społecznej. Jednym z nich jest Środowiskowy Dom Samopomocy (ŚDS) – jednostka organizacyjna resortu pomocy społecznej działająca na zasadach zadania zleconego samorządom w ramach realizowania świadczeń pielęgnacyjno-opiekuńczo-wspierających. Celem artykułu jest przedstawienie funkcjonowania, zakresu pomocy oraz oferty programowej Środowiskowego Domu Samopomocy w Kraśniku jako przykładu dobrych praktyk działających na rzecz osób starszych, niesamodzielnych, niepełnosprawnych na podstawie analizy dokumentów urzędowych (statut, regulamin i roczne sprawozdanie placówki za rok 2020).

In this presentation I try to explain the process of social integration of disabled people. I present the issues of the social and legal situation of the disabled, myths and stereotypes created by society and integration education (the presence of disabled children in normal schools). I prepared it using the available professional literature and generally accepted educational programmes in Polish schools. Moreover, I analised legislative acts concerning the disabled. I also used information from web sites, which are created by various organisations of the disabled. The analysis shows that the number of disabled people depends on the health condition, and living conditions of society and also the efficient work of the health service. Moreover, we must remember that the phenomenon of disability becomes more intensive with aging, as the consequence of the population growing older. Perceiving the status of a disabled person depends on such factors as: value systems in a given society, cultural influences and socioeconomic status of a country. If the marginalisation of certain social groups lasted for a long time, a completely natural reaction in such a situation would be a tendency to strengthen and consolidate one’s identity, and also cultural and social distinction. The prejudices and stereotypes, concerning the disabled functioning in society, account for the main difficulties in their full revalidation and rehabilitation. The idea of integration, which means their full inclusion in social life, requires a change in the attitudes from negative to positive: tolerance, acceptance and cooperation.

Opis:

The article reveals the processes of social integration of the Roma in Montenegro in 2006–2017. The author analyses the performances of the government regarding the Roma issue. The article also shows that the Roma socialization process is an essential premise for Montenegro in their determination to European integration, which requires substantial adjustment and improvements in the legal system. In the research, the author assesses official documents concerning the Roma, which shows that the Roma community complies with a significant part of the overall Montenegrin population. Interestingly, almost two-thirds of Roma in Montenegro arrived at the country during the war in Kosovo in 1999–2000 and then received the status of internally displaced persons what made them hostages of international law for the decade. In addition, considering the social and cultural differences of the ethnic group with other nations living in the country, the integration process into the Montenegrin society is a real challenge for the state. The problem of social adaptation of the Roma is a topical issue for national welfare and security not only for Montenegro but for the whole of Central and Eastern Europe. Being a participant of the regional initiative “The Decade of Roma Inclusion” since 2005, the government of Montenegro have actively advanced the national legal system, developed and implemented projects for dwellings, education and culture of the Roma community. It is also noticeable that solving the Roma issue in the country correlates with the foreign policy objectives such as European and Euro-Atlantic integration. The author provides different examples to prove that in the first eleven years of independence, the government of Montenegro managed to make significant steps forward to the acceptance of European values through strenuous legal reforms.

The article focuses on the social integration of Polish adolescents residing in Athens and attempts to detect factors which influence this process. Data was gathered from two qualitative research projects - case studies - on social and school integration of young Polish citizens attending Polish and Greek high schools in Athens (2010), and on a Polish migrant family and its educational and migration strategies (2012). A qualitative perspective, utilizing semi-structured, in-depth interviews, was chosen in both studies. The paper begins with a short description of the migratory experiences of Greece and Poland, including a brief history of Polish immigration in Greece. It continues with a discussion about social integration and refers to the specific case of integration of migrant adolescents. Then it proceeds to the results of the two studies mentioned above, which indicate that the degree of social integration of Polish adolescents is variable and depends on the school that the young people attend, the extra-curricular activities they participate in, their Greek language competency, their social networks within the Greek population, and their parents’ socio-economic status. Important differences in the social integration between the groups of pupils from Greek and Polish high schools were observed.

The paper examines the integration of Vietnamese migrants through the particular experience of migrants from Vietnam living in Bratislava. From a theoretical perspective, the paper draws upon the research of social anthropologists Nina Glick Schiller and Ayse Çağlar. From a research perspective, it is based on ethnographic interviews and participant observation in a particular neighbourhood in Bratislava where migrants from Vietnam are concentrated. I consider the social relations between migrants and non-migrants; children as cultural mediators; and how the public space of this multicultural neighbourhood is seen by different actors. The research data reveal that there are different forms of integration and a variety of social structures among migrants from Vietnam in Bratislava. Although the Vietnamese are widely accepted by other residents of Bratislava, their everyday interactions occur only within designated symbolic spaces – they are accepted if they are not too visible, speak Slovak and make no collective demands on the community.

The idea of social integration and integration education is a great challenge not only for the Polish education system, but also for theoretical analyzes and systemic practical solutions aimed at building an integrated society. In relation to people with disabilities is not only an exemplification of the provisions contained in the “Convention on the Rights of Persons with Disabilities” (UN, 2006). It also concerns the change in the social vision of the accessibility of these people to structures existing in contemporary, disability-opening civilized society. However, as demonstrated by the results of research reported in the article, there is still a lot to be done by implementing the postulates created by the ideas of integrating people regardless of their diversity, otherness, physical, mental, and social difference.

Członkostwo Polski w Unii Europejskiej wprowadziło relacje polsko-niemieckie w nową fazę, którą charakteryzuje bardziej zrównoważone partnerstwo i orientacja na wspólne dla obu państw zagadnienia, także o wymiarze europejskim. Wdrożenie w Polsce mechanizmów gospodarki rynkowej i wspólny rynek unijny spowodowały, że Polacy i Niemcy zaczęli identyfikować podobne problemy społeczno-gospodarcze. Fundusze unijne stały się instrumentem pomocowym w ich rozwiązywaniu, a wielu przypadkach skuteczniejszym, gdy stosowanym w wymiarze transgranicznym. W ramach wspólnych projektów kooperacja polsko-niemiecka nabrała pragmatycznego charakteru. Pojawiła się w niej problematyka integracji społecznej i rynku pracy. Partnerstwo polsko-niemieckie opiera się dziś w większym stopniu na zasadzie równości: projektowanie idei współpracy, środki na jej wdrażanie i odpowiedzialność za realizację stały się możliwe po obu stronach granicy.
Poland’s accession to the EU fostered a new stage in Polish-German relations. They are now informed by a more balanced partnership and the focus on the two countries’ common concerns, including European issues. The launching of market economy mechanisms in Poland and the impact of the EU common market prompted Poles and Germans to identify similar socio-economic problems. The EU funds have turned out to be a useful instrument in addressing them, with the solutions tending to be more effective if implemented transnationally. Within common projects, Polish-German cooperation has grown increasingly pragmatic and developed a focus on social integration and the labour market. The Polish-German partnership is now rooted, more deeply than ever, in the principle of equality: designing collaboration policies, funding their implementation and accountability for their execution can now be evenly distributed on both sides of the border.

It is a widely accepted view that the participation of young generations in organized sports activities has positive impacts both for the individual and the society. However, these positive impacts often does not reach those groups of the society, which would need the most these impacts for improving their chances regarding social participation and thus promoting integration of the society. The paper presents the results of a survey among young athletes inHungary, showing that the perception of the athletes in the sports clubs is very positive regarding the impacts of sports on their lives, but that young people from low-income and low-education families have very limited access to the sports clubs and so to the positive impacts of sports.

While European nations are in the process of schooling large numbers of refugee youth from the Middle East and Northern Africa, empirical research on successful methods of social integration of this vital next generation of citizens is sparse. To address this void of knowledge, we review relevant lessons learned about school-based interethnic relations in the United States (U.S.) that offer some insights into successful social integration. By focusing on refugee youth’s needs to feel safe and connected in school, we focus specifically on social policies and educational practices that separate vs. integrate different ethnic groups together in schools and classrooms. To understand how and why segregation of groups fosters prejudice, while diversity promotes greater school safety and connectedness, we specifically highlight the role of cross-group friendships and the development of multiple social identities. Recommendations for new research directions on refugee youth are also provided.

Tekst stanowi próbę analizy modelu integracji społecznej osób niepełnosprawnych w kontekście funkcjonowania instytucji publicznych. Na podstawie rezultatów badań socjologicznych autorki, zrealizowanych w latach 2001-2009, przedstawiono w nim zasadnicze problemy integracji społecznej i aktywizacji zawodowej niepełnosprawnych w Polsce oraz rekomendacje dotyczące zmian polityki i sposobu funkcjonowania instytucji wspierających osoby niepełnosprawne. W tekście omawiane są ograniczenia zdolności instytucjonalnych, politycznych i społecznych w Polsce. Niski poziom zatrudnienia niepełnosprawnych w Polsce stanowi jedną z głównych przyczyn ich wykluczenia społecznego. Zmiana, tego stanu rzeczy jest obszarem działania, które może doprowadzić do trwałej poprawy sytuacji niepełnosprawnych w Polsce.
The author of the paper analyzes the model of social policy toward the disabled in Poland and reviews key barriers for its effective implementation. She discusses constraints related to institutional, political and social capacities. Based on the results of sociological research conducted in 2001-2009, the problem of economic activity of the disabled is analyzed and some recommendations are presented related to changes in the paradigm of the policy toward the disabled: from a compensation model to an integration-oriented model. The low rate of employment of disabled people in Poland is identified as one of the principal causes of their social exclusion. The profound change in this area is recommended as an action that might lead to a sustainable improvement of the socio-economic situation of the disabled in Poland. Some recommendations for this change are formulated based on the concept of good governance.

Zgodnie z prezentowanym ujęciem, takie normy mogą łączyć zróżnicowanych aktorów społecznych i być powszechnie uznawane. Wspólna normalność może być negocjowana oddolnie i niekoniecznie jest odgórnie narzucana przez różne formy władzy społecznej. Przykłady takich norm autor znajduje w rzeczywistości życia codziennego. Zalicza do nich normę niemarnowania żywności, regułę gościnności, szacunku dla żałoby, opiekuńczość wobec dzieci oraz dbanie o własne zdrowie.
The purpose of the article is to critically address the theories, which state that modern societies are not capable of integration based on universally shared norms. The thesis about the „disappearance of common meanings” creates an image of society as an aggregate of individuals or confl icted groups. To counter-balance such visions, the author proposes the concept of middle-range norms. It is argued that such norms can connect different social actors and be widely recognized. Shared normalcy can be negotiated in a bottom-up manner and not necessarily imposed in the top-down fashion by various forms of social power. The author finds examples of such norms in everyday life. They include the norm of not wasting food, the rule of hospitality, respect for mourning, care for children and concern with health.

Opis:

The article seeks to analyze political and social separatisms in contemporary Estonia and to outline integration processes in the country. The Russian national minority has been a factor that has significantly influenced the existing divisions in the interior of the country since the creation of the independent and sovereign Estonian state. Despite the passage of more than 30 years after regaining its independence, Estonia is still struggling with internal separatist mechanisms, whilst strongly developed and strengthened integration processes have significantly influenced its social consolidation. Changes in Estonian society are apparent, the sense of Estonian identity keeps strengthening and representatives of national minorities, primarily the Russian one, have increasingly improved their linguistic competence in Estonian. On the other hand, it is extremely difficult to build Estonian statehood, subjectivity and identity in the shadow of the difficult relations with the Russian Federation.
Статья представляет собой попытку проанализировать политические и социальные сепаратизмы в современной Эстонии и отметить интеграционные процессы в стране. С момента создания самостоятельного и независимого эстонского государства русское национальное меньшинство значительно повлияло на существующие внутри страны разногласия. Несмотря на то, что с момента восстановления независимости прошло более 30 лет, Эстония до сих пор борется с внутренними сепаратистскими механизмами, в то время как сильно развитые и укрепившиеся интеграционные процессы оказали сильное влияние на социальную консолидацию. Видны изменения в эстонском обществе, укрепляется чувство эстонской идентичности, а представители национальных меньшинств, особенно русской, все лучше и лучше владеют эстонским языком. С другой стороны, строить эстонскую государственность, субъектность и идентичность в тени непростых отношений с Российской Федерацией крайне сложно.

Prezentowany artykuł dotyka problemów funkcjonowania w nowoczesnym społeczeństwie grup i osób uznanych za „inne”. Dotyczy to osób zagrożonych marginalizacją i wykluczeniem społecznym. W artykule przedstawiono wewnętrzne i związane z własnymi doświadczeniami uwarunkowania akulturacji w społeczeństwie. Zarówno rozważania teoretyczne, jak i wnioski oparto na koncepcji M. Benetta (1986), która wskazuje kluczowe procesy i definiuje umiejętności konieczne do akulturacji. Materiał badawczy zebrano w ramach realizacji projektu Upowszechnianie Aktywnej Integracji poprzez Powiatowe Centra Pomocy Rodzinie1. Grupa badanych to 481 osób. Właściwa grupa badana (N = 321) była beneficjentami projektu, a 160 osób stanowiło grupę kontrolną. Badano różnice między grupami przed projektem oraz zmian w wyniku przeprowadzonego programu w zakresie wiedzy o sobie i wiedzy społecznej. Rezultaty badań wykazały różnice między grupami oraz efekty treningu w zakresie samooceny, poczuci kontroli oraz oceny znaczenia wydarzeń. Wnioski i rekomendacje wytyczają etapy oddziaływań, które pomogą doprowadzić osoby z grup egzystujących „obok” do „w”. Rezultaty wskazują na konieczność angażowania różnych form oddziaływania, które umożliwią rozwój tożsamości zarówno osoby, jak i grupy oraz takich, które rozwijają umiejętności, które umożliwią funkcjonowanie w grupie większości.
The presented article touches the problems of the functioning of groups and people recognised as “different” in the modern society. They refer to people threatened with social exclusion. What was sought in the article were the internal conditions of acculturation in the society, as well as those connected with own experience. Theoretical considerations as well as the conclusions were based on M. Benett’s concept (1986), which shows the key processes and defines skills which are necessary for the acculturation. The research material was collected under the execution of the project of Propagating Active Integration through the District Centres of Family Aid. The examined group consisted of 481 people. The proper examined group (N = 321) were the project’s beneficiaries and 160 people constituted the control group. The differences between the groups before the project and the changes that resulted from the conducted programme regarding self-knowledge and social knowledge were investigated. The research results showed the differences between the groups and the effects of the training in the area of self-evaluation, self-control and the evaluation of the meaning of events. Conclusions and recommendations indicate stages of impact, which can help shift the people from the groups existing “nearby” into those existing “in”. The outcomes indicate the necessity of engaging various forms of impact, which enable the identity development as a person and as a group as well as those that will enable the majority to function in a group.

Wsparcie rodziny jest istotnym czynnikiem stymulującym rozwój młodego człowieka. Za jego sprawą dziecko – również pochodzenia romskiego – dąży do zdobywania nowych informacji o świecie, w którym żyje. Szkoła jest jednym z miejsc, w którym zachodzi proces uczenia się oraz proces integracji społecznej. Rząd chcąc zachęcić romskie rodziny do uczestniczenia w życiu społeczno-kulturalnym stworzył „Rządowy Program na Rzecz Społeczności Romskiej w Polsce”. W ramach tego programu na przełomie roku 2012/2013 prowadziłam w jednej z wrocławskich publicznych szkół podstawowych integracyjne zajęcia warsztatowe. Uczestniczyły w nich dzieci oddziału przedszkolnego społeczności polskiej oraz romskiej. Zastosowałam podejście jakościowe w paradygmacie interpretatywnym. Przyjęłam metodę badania w działaniu. Opisałam wnioski z obserwacji uczestniczącej, które przeprowadziłam w grupie badając zaangażowanie dzieci w zajęcia, ich zainteresowanie poruszaną tematyką, przebieg interakcji zachodzących w czasie warsztatów, frekwencję oraz stosunek rodziców do zajęć. Przedszkolaki były ciekawe poznania innej kultury, chętnie wszystkie uczestniczyły we wspólnych zabawach a pozytywne informacje zwrotne od rodziców miały swoje odzwierciedlenie w praktyce. Udział w zajęciach cieszył się dużą aktywnością, starannym przygotowaniem prac domowych i wysoką frekwencją dzieci. Wsparcie rodziców okazało się niezbędne w zaspokojeniu naturalnej ciekawości poznawczej dzieci.
The support of family is an important factor in stimulating the development of a young person. Due to this factor a Romani child strives to acquire new information about the world in which he or she lives. School is one of the places, in which the processes of learning and social integration take place. The state (in an attempt to encourage Romani families to participate in social-cultural life) created the “State Programme for the Romani Community in Poland”. As a part of this programme at the break of the year 2012/2013 I conducted integration workshop classes in public elementary schools in Wrocław. The children of the pre-school unit from the Polish and Romani communities participated in the classes. I have used the qualitative approach in the interpretative paradigm. I have used the method of research in action. I have presented the conclusions from the participative observation, which I have conducted in the group, researching the engagement of children in the classes, their interest in the topic, the interactions during the workshops, their attendance as well as the attitude of parents towards the classes. The pre-school children were interested in learning about a different culture. They all willingly participated in common fun activities and the positive feedback from the parents was reflected in practice. The participation in the classes was highly active, the homework was well prepared and the level of children's attendance was high. The support of parents turned out to be necessary in encouraging the natural state of curiosity of the children.

The article presents a proposal for a tool for studying the social acceptance of people with disabilities. It contains both the theoretical basis on which the questionnaire was constructed as well as its psychometric properties. Taking into consideration the results obtained, it can be recognised as a valuable tool for diagnosing the effects of educational programs and intergroup differences in the acceptance of people with disabilities.

Sine Agergaard, the author of “Rethinking sports and integration. Developing a Transnational Perspective on Migrants and Descendants in Sports”, is well known for her work in researches of migration, integration and social participation, especially in and by sport. In her previous researches she had used sport-based perspective to examine how migrants had integrated within hosting society, in what ways relations between newcomers, local communities and state institutions were established, and what were the social processes of migration with special focus on professionals as an actors and objects of these phenomena (Agergaard and Tiesler 2014; Agergaard et al. 2018; Agergaard 2017; Agergaard and Botelho 2014; Agergaard and la Cour 2012). She is also the co-founder and currently head of the International Network for research in Sport and Migration Issues. (spomi-net) In the mentioned works, Agergaard used different approaches and methods to examine both particular cases (like a problem of women professionals’ integration, ethnic minority into the field of Danish football) and transnational relations. The article focuses on intercultural communication, which creates a passage from a multicultural environment towards social integration and intercultural relations. Tematem artykułu jest koncepcja urbanistyczna Centrum Integracji Społecznej na terenie objętym rewitalizacją w Rybniku – Paruszowcu-Piaskach, który stanowił przedmiot pracy inżynierskiej. Projekt zakłada utworzenie na terenie rybnickich Błoni przestrzeni parkowo-rekreacyjnej, ze szczególnym zwróceniem uwagi na aspekt społeczny i integrację mieszkańców dzielnicy. W założeniu teren ma być dostępny dla wszystkich rybniczan. Kluczowym czynnikiem, wpływającym na projekt, jest bogata historia dzielnicy, a zarazem problem zdegradowania terenów poprzemysłowych. Celem projektu ma być utworzenie centrum lokalnego, które odpowiadać będzie potrzebom mieszkańców dzielnicy i wzbogaci miasto o nowy teren rekreacyjny.
The subject of the article is the urban concept of the Social Integration Center in the revitalized area in Rybnik Paruszowiec-Piaski, which was the subject of Engineering Thesis. The project assumes the creation of a park and recreational space in the Rybnik commons, with particular attention to the social aspect and integration of the district's inhabitants. The area should be open to all inhabitants of Rybnik. The factor that has a significant impact on the project is the rich history of the district, and at the same time the problem of degradation of post-industrial areas. The aim of the urban layout is to create a local center that will meet the needs of the residents of the district and will enrich the city with a new recreational area.

Global cultural exchange is a well-known, boundless phenomenon. Therefore, it is fundamental for countries to promote mutual understanding and tolerance of cultural diversity, to prevent stigmatization and social hermetization from migrant backgrounds, and to foster social inclusion, thus fulfilling the assumptions of sustainable development. Polish society is considered to be relatively homogenous in terms of culture, however, the increasing influx of immigrants, especially from Eastern Europe, poses a new challenge for its national schooling system and multicultural education. That is why the aim of the article was to verify the state of preparation of Polish schools for multicultural education, mutual attitudes of the participants of the educational process, and the relationships between them, as well as to indicate dependency between parents, students, and teachers. The article presents the results of quantitative research carried out in a group of early childhood education teachers from border regions. The results of the conducted research showed the state of intercultural education in Polish schools before the start of the war between Russia and Ukraine. The study is barely the attempt of monitoring the condition of intercultural education, especially in the current “new multicultural reality” in Polish schools.

This article evaluates the influences of the language ecology of the Swahili speakers who settled in the Kenyan hinterland on their identity, coexistence, and political prospects. These inland Swahili communities in Luo Nyanza have suffered an identity crisis under various political regimes. They have also faced an unstable and asymmetrical coexistence with their host communities. Their attempts at active political participation and social integration have been hampered by their different social, cultural, religious and linguistic heritage. This has led to exclusion and labeling which has jeopardized their chances of communal advancement and self-determination thereby reinforcing local discriminatory attitudes that perceive them as immigrants expected to be subservient to their hosts. Although some have been assimilated through the school system, employment, intermarriage and community leadership, the majority remain in social seclusion only resorting to their religion, Islam, and fighting for official and social recognition from the limiting confines of their informal settlements. It is significant to examine the discourse that these Swahili communities use to negotiate for their political space, how they perceive their historical and present identity and how they navigate their myriad challenges to enhance their existential prospects.

Opis:

The article explores the issue of the integration of foreigners in contemporary Poland from the perspective of certain problems typical for the social policy research and practice. After defining the main concepts, the text examines the question of social integration and its three aspects. The first aspect refers to the formal regulatory issues. The second is the psycho-cultural aspect of the integration of foreigners. The main category applied here is the notion of „ontological security” understood in Anthony Giddens’ fashion. The third aspect, the one most commonly explored, relates to the dilemmas posed by the marginalization of discriminated groups, foreigners included. The overall purpose of the analysis is to demonstrate that if the category of ontological security is included in the research traditionally dominated by the social security narrative, a better understanding could be achieved of the intricacies of the process of „negotiating” the immigrants’ position in Polish society.

W artykule przedstawiono 18 standardów ogólnych, to znaczy dotyczących trzech wskazanych w tytule instytucji.
The article discusses specificity of solutions within the sphere of activation services in Poland. The assumptions and findings of monitoring research on social integration centres, social integration clubs and vocational training centres are presented. The result of the research was the elaboration of 18 presented in the article general quality standards of reintegration services, applicable to the mentioned institutions.

Compulsory military service has become very rare over the last 30 years in the western world. In the past, most countries considered military service as a socialisation platform, given the fact that most of the population was recruited and military units were a "meeting point" for different cultures – because of that the service then was functional as a social integrator. The current research studied changes in social attitude during compulsory military service in Israel, where the society is considered to be essentially divided around ethnical and national issues. This study is based on an analysis of the attitudes of 3200 internet questionnaire participants via social networks in Israel, followed by a U-test of the collected data. Half of the participants were high-school students (average age 17) and half of them discharged soldiers (average age 23). Analysis of the results reveals significant evidence: discharged soldiers tend to be more tolerant then high-school students with regard to other cultures and ethnic origins. A discharged IDF soldier is less afraid of security threats and considers budget prioritisation towards social welfare to be more important than security challenges. These findings show that compulsory military service can still be effective as a social integrator, even in the post-modern world where countries are dealing with migration issues and ethno-national tensions.

Dane statystyczne pokazują, iż aktywność podmiotów zatrudnienia socjalnego przynosi efekty, lecz nie są one wielkie.
The aim of the article is to characterize the activities undertaken by the provincial government of Warmia and Masuria within the framework of active social policy for the benefit of people at risk of social exclusion. Basing on the available statistics, the article presents some activities in the field of social and professional reintegration which were carried out in social integration centres, clubs, and social cooperatives. It attempts to show how effective these actions are when measured by the index of people’s economic independence. The statistics show that the institutional activities into social employment bring results, although they are not impressive.

Gender equality is a cornerstone in the process of Albania’s integration into the European Union. Although gender equality terminology was once considered impossible, progressive steps have now been taken to increase female involvement at the top of public office, decision-making, and local government. The continuous political changes of our country have created a huge legal gap over the role of women in society. Political and economic reforms after the 1990s aimed to create an equitable system of benefits between women and men, concerning their freedoms and personal rights. It is very important to emphasize that gender equality policies have an impact on improving the welfare of society by creating a parity that aims to flourish in a modern state. Reforming the legal framework on gender equality policies in Albania is a challenge, but its implementation is a considerable legal treasure trove for human rights. The same treatment of both genders will lead to the national restructuring of the monetary and human resources which will be governed by the treaties ratified by our state in creating a very good legal guide to the implementation of European standards.

Za siłę przyczyniającą się do rozwoju lokalnego uważa się przedsiębiorcze działania podejmowane przez daną społeczność lokalną. Typowym przykładem grupowego działanie są formy spółdzielcze. Spółdzielnia Telekomunikacyjna „WIST” w Łące świadczy usługi od 1991 roku jako jeden z pierwszych niezależnych operatorów telekomunikacyjnych w Polsce. Spółdzielnia zapewnia standardowe rozmowy abonamentowe, łącza szerokopasmowego dostępu do Internetu, dostęp do tele-wizji cyfrowej oraz usługi w zakresie budownictwa telekomunikacyjnego. Spółdzielnia zapewnia miej-sca pracy dla lokalnej społeczności, swoim zasięgiem obejmuje siedem gmin woj. podkarpackiego, dociera ze swoją ofertą do kilkunastu tysięcy odbiorców, przez co przyczynia się do rozwoju regionu. Wpływa na integrację społeczną i efektywne wykorzystanie środków finansowych udziałowców. Spół-dzielnie można wykorzystać do rozwiązywania wielu współczesnych problemów rozwojowych. Spółdzielnie są ważnym czynnikiem w procesie budowy społeczeństwa obywatelskiego, rozwoju międzyludzkich więzi. Inicjatywa wspólnoty lokalnej oraz sprzyjające warunki rozwoju usług telekomunikacyjnych na terenach wiejskich były czynnikiem prowadzącym do rozwoju spółdzielni. Jednak barierami rozwoju jest słaba siła nabywcza i ubóstwo regionu, w którym działa spółdzielnia. Odpowiadając na potrzeby rynku spółdzielnia stale się rozwija poszerzając zakres świadczonych usług.
The entrepreneurial actions taken by a given community are considered a strength contrib-uting to local development. A typical example of collective actions are cooperative forms. The aim of the study is to present the Telecommunication Cooperative "WIST" in Łąka, which provides services since 1991 as one of the first independent telecommunication operators in Poland. The cooperative provides standard telephone line rental, broadband Internet access, access to digital television and telecommunications' construction services. The cooperative provides jobs for the local community, its range includes seven municipalities of Podkarpackie province, it reaches several thousand customers, which contributes to the development of the region. The cooperative affects social integration and efficient use of shareholders' funds. Cooperatives can be used to solve many of today's development problems. Cooperatives are an important factor in the development of civic society, development of interpersonal relationships. The initiative of the local community and favorable conditions for the development of telecommunication services in rural areas were a factor leading to the development of cooperatives. However, barriers to development include weak purchas-ing power and poverty of the region in which the cooperative operates. Responding to the needs of the market the cooperative constantly evolves by expanding the range of services provided.

Niniejszy artykuł poświęcono aktywności zawodowej w aspekcie integracji społecznej osób niepełnosprawnych. Celem artykułu jest zaprezentowanie aktywności zawodowej jako istotnego aspektu w integracji społecznej osób z niepełnosprawnościami, ponieważ zagadnienie to wydaje się być istotne. Praca stanowi zarys wspomnianej problematyki. W artykule zwrócono uwagę na kwestię niepełnoprawności, w tym szczególnie rolę, jaką aktywność zawodowa odgrywa w życiu człowieka z dysfunkcjami. Zaprezentowano pojęcie integracji społecznej w odniesieniu do osób niepełnosprawnych oraz motywy podjęcia przez nich zatrudnienia. Zarysowano problematykę zagadnienia integracji społecznej osób niepełnoprawnych w kontekście psychicznym, społecznym oraz instytucjonalnym. Przedstawiono także narzędzia stosowane w aktywizacji zawodowej osób niepełnosprawnych oraz przykładowe bariery w aktywności zawodowej tej grupy osób. Zaprezentowano raport z badań dotyczących wdrażania Konwencji o prawach osób niepełnosprawnych w aspekcie aktywności zawodowej osób niepełnosprawnych.
This article is devoted to professional activity in the aspect of social integration of people with disabilities. The aim of the article is to present professional activity as an aspect in the social integration of people with disabilities, because this issue in relation to the functioning of people with disabilities, when it comes to their professional activity seems to be important. The article draws attention to the issue of disability. Attention is paid to the important role that professional activity plays in the life of people with disabilities. The concept of social integration in relation to disabled people and motives for taking up employment that accompany an individual were presented. The issues of social integration of disabled people in the mental, social and institutional context are outlined. The tools used in the professional activation of the disabled and examples of barriers in the professional activity of this group of people were also presented. A research report was presented on the implementation of the Convention on the Rights of Persons with Disabilities in the aspect of professional activity of persons with disabilities.

W artykule dokonano prezentacji stanowisk znanych przedstawicieli ekonomii i socjologii zajmowanych wobec przemian społeczno-gospodarczych, zachodzących w wyniku globalizacji. Prezentowaną problematykę ujęto w trzech powiązanych ze sobą na zasadzie sprzężeń zwrotnych zagadnieniach, odnoszących się do wpływu procesów globalizacyjnych na zmiany roli państwa w gospodarce, sytuację pracodawców i pracobiorców na rynku pracy oraz postępującego wzrostu nierówności społecznych. W wyniku globalizacji w sferze gospodarki zostały osłabione niektóre instrumenty interwencji państwa w płaszczyźnie społeczno-gospodarczej. Procesy globalizacji powodują perturbacje na rynkach pracy, przejawiające się w niekorzystnym dla siły najemnej roboczej przesunięciu w strukturze dochodów wynikającym z presji kapitału maksymalizującego zyski, w mniejszej skuteczności obrony interesów pracowniczych przez związki zawodowe wobec przepływu kapitałów do krajów o tańszej sile roboczej oraz w niekorzystnych dla pracobiorców warunków zatrudnienia. Wzrost dystansów społecznych spowodowany jest niestabilnością zatrudnienia, niskimi dochodami, niewydolnością systemu emerytalnego z powodu coraz mniejszej liczby zatrudnionych i wzrastającą liczbą osób korzystających z nieefektywnego systemu wsparcia socjalnego.
As a result of globalization in the economic sphere some of the instruments of state interven-tion in the socio-economic plane were weakened. The article presents the positions of well- known representatives of economics and sociology occupied with socio-economic changes occurring as a result of globalization. The presented issues are included in the three interlinked aspects on the basis of feedback issues re-lating to the impact of globalization on the changing role of the state in the economy, the situation of employers and employees on the labor market and the progressive growth of social inequality.

The recent flow of immigrants to Italy and France, two countries that are the principal destinations after crossing the Mediterranean Sea, has turned out to be a complex and multidimensional problem to manage. Both France and Italy organised a complex method for welcoming and distributing the migrants around their territory as much as possible, hosting them in structures adapted or created for this purpose.On the Italian side, two main issues might be identified and analysed: on the one hand the humanitarian emergency of the reception of the migrants, on the other hand, the difficult processes of social integration/inclusion which were put in place. On the French side, these issues are linked to the managing of the risk of radicalisation, in a context in which the memory of the recent terrorist attacks remains vivid.In dealing with the management of the process of social integration/inclusion, sport has proven to be an important (although controversial) opportunity for social inclusion of young immigrants. Micro participatory action-research has highlighted the potential given by a shared cultural framework, such as that provided by the practice of sport. On the Italian side, these practices have not yet been institutionalised, while on the French side there is a more organic strategy, based on a longer standing tradition of using sport as a means of social inclusion.Starting from this premise about the situation of the two countries, we will propose a descriptive and theoretical comparison based on some case studies that we consider significant in terms of the French and Italian approach to social inclusion through sports.

The objective of this paper is to critically assess the framework of repatriation policy in Poland, with particular attention given to the role of local communities and non‑governmental organizations (NGOs). The author claims that the government still has not elaborated a sound answer to repatriation problems. Therefore, NGOs should play a more important role in immigration policy planning and management. The first section of the article presents the duties of the governmental bodies related to the repatriation process and social adaptation of repatriates. In the second section the author emphasizes the potential advantages of NGOs’ involvement in this process, and looks at existing good practices.

Urban exclusion has become one of the most studied subjects in the areas of both urban studies and exclusion studies. The problem is interpreted as a range of serious issues affecting the very social order of contemporary cities. Urban exclusion hinders the equal and sustainable development of society, hence leading policymakers to try and employ different programmes focused on tackling urban exclusion. Although their overall aims are similar, their specific means and measures differ significantly. However, it is important to ask whether the phenomenon of urban exclusion is sufficiently specific enough to allow for the development of particular effective approaches to challenge it.

Opis:

The subject matter of this paper is the development of language awareness in the society in the context of the integration of diverse social classes in Poland in the period 1918–1939. This study covers several specifi c aspects: 1) language awareness of the Polish intelligentsia, 2) language integration of the Polish dialectal environments, 3) language integration of other nationalities, 4) role of the regionalistic movement and the Polish school in integrating the state. In the linguistic studies on the interwar period, the researchers have concentrated on the language used by the educated class and the Polish national identity, and – as emphasised by the author – not enough attention has been given to the evolution of the language awareness of the lower social class and the complicated language and national awareness in the borderline between ethnical groups. This paper briefl y discusses the source material, which could be used in further research: peasants’ diaries, Sejm records, linguistic and sociological studies from the interwar period.

Artykuł porusza kwestie związane z wykluczeniem społecznym poszczególnych kategorii osób, do których zalicza się m.in. bezdomnych, uzależnionych, chorych psychicznie, długotrwale bezrobotnych, zwalnianych z zakładów karnych, uchodźców, niepełnosprawnych. Szczególnie istotne jest wskazanie obszarów wykluczenia, a także możliwości zwalczania tego zjawiska. Z tego też względu w artykule zwrócono uwagę na sposoby przeciwdziałania skutkom wykluczenia społecznego, czyli działania obejmujące reintegrację społeczną i zawodową osób defaworyzowanych, podejmowane przez podmioty ekonomii społecznej, tj. centrum integracji społecznej, klub integracji społecznej czy zakład aktywności zawodowej. Dla zobrazowania działalności wymienionych podmiotów posłużył przykład województwa małopolskiego, ze szczególnym uwzględnieniem powiatu nowosądeckiego i miasta Nowy Sącz.
The article presents issues related to social exclusion of particular categories of people, including, homeless, addicts, mentally ill, long-term unemployed, dismissed from prisons, refugees, disabled people. It is particularly important to indicate the areas of exclusion, as well as the possibilities of combating this phenomenon. That is why the article draws attention to the ways of counteracting the effects of social exclusion, that is activities involving social and professional reintegration of disadvantaged people, undertaken by social economy entities, such as: social integration centre, social integration club, vocational development centre. To illustrate the activities of these entities, the example of the małopolskie voivodeship was used, with particular emphasis on the Nowy Sącz district and the city of Nowy Sącz.

Opis:

The Konopnica Commune, adjacent to the voivodeship capital Lublin, is of agricultural character. Due to transformations in the agricultural economy and inflow of population from the nearby city, the social sphere of life is gaining importance. One of the elements of its proper functioning is the developed network of non-governmental organisations and various forms of cooperation with the NGO environment. Many initiatives activating residents are implemented in the commune. The most interesting one is the international project “Promotion of land culture and preservation of historical heritage” conducted together with the Trembowla municipality in the Tarnopol oblast in Ukraine. The following associations are active in the area of the commune: Association Local Action Group for the Development of the Lublin Poviat “Kraina wokół Lublina”, 12 units of the Volunteer Fire Brigade, Association “Pracownia Twórczych Działań”, and Association “Skaut” with its seat in Lublin, implementing cultural-social workshops in the Konopnica Commune. Residents of the commune implement and develop passions in groups and artistic teams, including: singing group “Rola”, theatre group “Stacja Teatr”, ballet group “Arabeski”, group “Malarki z Konopnicy”, and a music band. Owing to the work of enthusiasts, cultural-social meetings are organised in the form of cyclical events and one-off actions. The cultural development is stimulated by cultural entities (“Dom Kultury” in Motycz, Commune Library and its branches, Ośrodek Działań Twórczych). The aforementioned advantages of the Konopnica Commune offer a chance for its development both in the socio-economic sphere and in terms of cultural-environmental heritage.
Artykuł dotyczy aktywizacji i integracji mieszkańców podmiejskiej gminy Konopnica położonej we wschodniej Polsce. Jednym z elementów funkcjonowania sfery społecznej jest sieć organizacji pozarządowych i różnorodnych form współpracy ze środowiskiem NGO, których rozwój przyczynia się do aktywizacji mieszkańców gminy. Działania skupione są na zachęcaniu miejscowej ludności do angażowania się w prace zespołów sportowych, grup artystycznych, kulinarnych oraz kulturalno-edukacyjnych. Środki na działania aktywizujące pozyskiwane są z Programu Rozwoju Obszarów Wiejskich (PROW na lata 2014–2020).

Streszczenie: Przed współczesną edukacją stawia się wiele celów i funkcji. Przemiany dokonujące się w świecie w naturalny sposób generują konieczność zmian w zakresie edukacji. Pozostając w zgodzie z zasadniczymi kierunkami pojawiającymi się we współczesnym myśleniu o edukacji, zwraca się szczególną uwagę na jej wpływ na rozwój poszczególnych jednostek, ale i całego społeczeństwa. Zasadniczy sens współczesnej edukacji to optymalizacja rozwoju człowieka i jego możliwości. Podstawowym zadaniem tego procesu jest przygotowanie dzieci i młodzieży do panujących w danym społeczeństwie ideałów i celów wychowania. Do najważniejszych celów edukacji zalicza się dwa podstawowe (w zasadniczy sposób determinujące jakość życia jednostki): zdrowe życie oraz zdobywanie wiedzy i dostęp do zasobów zapewniających poziom życia, który będzie optymalizował wszechstronny rozwój. Współczesna szkoła, realizując te założenia, podejmuje działania zmierzające do kształtowania właściwych postaw wobec osób niepełnosprawnych poprzez praktyczną realizację idei integracji społecznej. Jej wyrazem jest uwzględnianie potrzeb życiowych, edukacyjnych i zawodowych osób z niepełnosprawnością oraz traktowanie ich jako naturalnego ogniwa struktury społecznej.
Modern education has many purposes and functions. The transformations occurring in the world naturally generate the need for changes in education system. We pay attention mostly to its influence on development of each and every individual as well as whole society. The thrust of modern education is to optimize human development and its possibilities. The primary objective of this process is to prepare children and youth for prevailing in a given society ideals and goals of education. There are two basic and most important objectives of education significantly determining the quality of life of the individual: a healthy life and gaining knowledge and access to resources to ensure the standard of living, which will optimize the comprehensive development. Contemporary school realizes these objectives by taking steps to shape appropriate attitudes towards people with disabilities through the practical implementation of the idea of social integration. Its expression is to consider the needs of life, education and professional career of people with disabilities and treat them as a natural element of the social structure. Its mission is to consider the necessities of life, education and vocation of people with disabilities and treat them as a natural element of the social structure.

W artykule przedstawiono rolę spółdzielni socjalnych jako instytucji ukierunkowanych na upowszechnianie zachowań kształtujących samoodpowiedzialność, które w swojej działalności kierują się takimi wartościami jak uczciwość, odpowiedzialność społeczna oraz troska o innych, szczególnie wykluczonych. Spółdzielnie socjalne to innowacyjna forma niestandardowych sposobów rozwiązywania problemów społecznych. W Polsce spółdzielnie działają w oparciu o ustawę z dnia 27 kwietnia 2006 roku o spółdzielniach socjalnych. Spółdzielnie są kierowane do specjalnej grupy osób, mogą ją założyć między innymi osoby bezrobotne, niepełnosprawne, osoby bezdomne, uzależnione od alkoholu, narkotyków, chore psychicznie, uchodźcy oraz organizacje pozarzą-dowe, jednostki samorządu terytorialnego. Spółdzielnie socjalne mają na celu prowadzenie wspólnego przedsiębiorstwa w oparciu o osobistą pracę członków. Ponieważ wzrasta różnorodność zadań publicznych, które mają być realizowane przez władze samorządowe, to ważne jest, aby gminy angażowały do wykonywania tych zadań, właśnie spółdzielnie socjalne, które często w sposób bardziej efektywny wykonują zadania zlecone. Tego typu rozwiązania sprawdzają się od wielu lat na przykład we Włoszech. Często inicjatywa musi wychodzić od lokalnych instytucji, które poprzez takie działania integrują całą społeczność lokalną, a dzięki temu umożliwiają włączenie w życie społeczne i zawodowe osób bezrobotnych i wykluczonych. Dlatego konieczna jest rzeczywista współpraca jednostek samorządu terytorialnego, instytucji rynku pracy oraz innych organizacji w zakresie tworzenia warunków do zakładania spółdzielni socjalnych, które realizują wiele ważnych zadań przede wszystkim wpływają na ograniczanie bezrobocia, szczególnie wśród osób, które mają największe trudności na rynku pracy.
In the paper presented the role of cooperatives as an institution aimed at promoting behaviors that shape the same responsibility, that its activities are guided by such values as honesty, social responsibility and concern for others, especially the excluded. Social cooperatives is an innovative form of non-standard ways to solve social problems. In Poland, cooperatives operate in accordance with the Act of 27 April 2006 on social cooperatives. Cooperatives are directed to a special group of people, they can put it on, inter alia, the unemployed, the disabled, the homeless, addicted to alcohol, drugs, mentally ill, refugees and non-governmental organizations, local government units. Social cooperatives are aimed at performing joint enterprise based on personal work of members. Because it increases the diversity of public tasks that are to be implemented by local authorities, it is important to municipalities engaged to perform these tasks just social cooperatives, which are often more effectively perform the tasks assigned. Such solutions suited for many years, for exam-ple in Italy. Frequently, the initiative must come from local institutions that through such activities integrate the entire local community, and thus allow the inclusion of social and professional life of the unemployed and the excluded. It is therefore necessary effective cooperation of local government units, labor market institutions and other organizations in creating conditions for the establishment of social cooperatives that perform many important tasks primarily affect the reduction of unemployment, especially among people who have the greatest difficulties in the labor market.

The presented article describes social integration clubs functioning in Poland as one of the main activating institutions. They also serve as entities of supported employment; one example is Social Integration Club in Chorzów. The clubs’ main task is social and professional activation, as well as counteracting social exclusion, which is understood as the most serious form of marginalization.
W niniejszym artykule scharakteryzowano działające w Polsce kluby integracji społecznej jako jedną z głównych instytucji aktywizujących. Funkcjonują one również jako miejsca wsparcia zatrudnienia; za przykład służy Klub Integracji Społecznej w Chorzowie. Głównym zadaniem klubów jest aktywizacja społeczna i zawodowa, a także walka z wykluczeniem społecznym, rozumianym jako najpoważniejsza forma marginalizacji.

"Celem artykułu jest pokazanie, jak na tle istniejących uwarunkowań prawno-instytucjonalnych realizowana jest koncepcja integracji społecznej osób niepełnosprawnych, w której kluczowe miejsce zajmuje aktywność sportowa. W pierwszej części artykułu, nawiązując do literatury przedmiotu oraz dokonując przeglądu najważniejszych aktów prawnych, zarysowano rolę, jaką przypisuje się aktywności sportowej osób niepełnosprawnych w procesie ich społecznej integracji. Następnie określono zakres pomocy ze strony polskich instytucji państwowych i organizacji pozarządowych we wspieraniu aktywności fizycznej tej kategorii obywateli. W dalszej części artykułu przedstawiono rezultaty podejmowanych działań powyższych podmiotów, odwołując się do bezpośrednich doświadczeń osób niepełnosprawnych. W celu poznania punktu widzenia badanych osób posłużono się wywiadem swobodnym. Analiza i interpretacja materiałów empirycznych oraz danych zastanych prowadzona była zgodnie z zasadami metodologii teorii ugruntowanej. Z przeprowadzonych badań wynika, że osoby niepełnosprawne mają trudności w zaspokajaniu swoich potrzeb związanych z aktywnością fizyczną. Odczuwają też różnego rodzaju niedogodności i zmagają się z ograniczeniami w sferze finansowej, organizacyjnej oraz społecznej. W związku z tym potrzebne są zmiany w zakresie rozwiązań prawnych oraz instytucjonalnych, zapewniające właściwą realizację idei integracji społecznej osób niepełnosprawnych, w której istotne znaczenie miałoby uprawianie sportu."
The article aims at demonstrating the concept of social integration of the disabled, in which crucial role is played by sports activity. It is presented on the background of legal institutional conditions. First part of the article, referring to literature of the subject and reviewing the most significant legal acts, outlines a role and a meaning, which are ascribed to sports activity of the disabled in the process of their social integration. The second part points to a scope of aid from Polish state institutions and non-governmental organizations in supporting physical activity of this category of citizens. Further part of the article is referring to direct experiences of representatives of the disabled persons’ environment, practicing various forms and types of sport. In order to investigate the perspective of the researched persons unstructured interviews were conducted. Analysis and interpretation of the empirical material and existing data is based on the grounded theory. The research suggests that persons with disabilities have some difficulties in fulfilling their needs connected with physical activity and sports practicing. They also experience various inconveniences, and they struggle with limitations in the financial, organizational and social spheres. Therefore, legal, institutional and organizational solutions need to undergo some transformations, allowing for proper social integration of the disabled, where a significant meaning would be physical activity and sport practicing.

Artykuł prezentuje wyniki analizy akceptacji osób z niepełnosprawnością. W badaniach uczestniczyło 313 osób reprezentujących trzy grupy pokoleniowe. Wyniki badań ujawniły istotną rolę przynależności do grupy pokoleniowej w deklarowaniu akceptacji osób z niepełnosprawnością.
The article presents the results of the analysis related to the social acceptance of people with disabilities. A total of 313 people, representing three generational groups, participated in the study. The research results revealed the important role of belonging to a generational group when declaring acceptance of people with disabilities.
