W artykule zaprezentowano model funkcjonowania pasażerskiego transportu regionalnego w Polsce, opartego na optymalnej organizacji transportu w regionie pod względem jego efektywności ekonomicznej, zasadności społecznej oraz zgodności z wymogami zrównoważonego rozwoju. Koncepcja funkcjonowania tego transportu uwzględnia z jednej strony uwarunkowania popytowe, z drugiej – ograniczenia podmiotów odpowiedzialnych za transport regionalny, czyli przede wszystkim władz samorządowych. Wyzwaniami dla transportu publicznego są z jednej strony – wzrost potrzeb przewozowych (w ujęciu zarówno ilościowym, jak i jakościowym), wynikający ze zwiększającej się ruchliwości społeczeństwa, a z drugiej – ograniczenia finansowe i nieadekwatne rozwiązania prawne, utrudniające realizację zadań transportowych przez władze lokalne i regionalne.
The article presents the model – the idea of the functioning of the regional passenger transport. This concept takes into account conditions of implementation by local transportation in the region resulting mainly from the Law on public transport and in particular financial constraints.

W artykule zaprezentowano podstawowe elementy składające się na obecny system pasażerskiego transportu regionalnego w Polsce w zakresie regulacji prawnych, organizacji usług, ich finansowania oraz nadzoru i koordynacji. Ponadto wskazano i przeanalizowano czynniki utrudniające właściwe funkcjonowanie tego systemu w wymienionych obszarach.
The liberalization and deregulation of passenger transport in the early 1990’s led to increased competition in the passenger transport market. Although the competition mechanism turns market failure in the areas of public services, the efficient mechanisms (including legal regulations) has not been developed yet. The competition in passenger transport (especially automotive) was theoretically to be controlled by a self-government system. The Local Government Act (1990) stated that one of the own tasks of the local community is meeting the expectations of the community regarding the issues of local public transport. After the subnational government reform, the next government tiers (poviat, region) were responsible for the organization and management of public transport in their area. However, as the practice has shown, it did not function efficiently.

The article examines the economic determinants of the functioning of regional passenger transport in Poland against the background of changes that have taken place in this sector since the beginning of the previous decade. These changes have covered both demand and supply, and they also include organizational changes in railway transport. The author argues that there are several economic reasons that the government is more involved in regional railway transport than in road transport. This thesis is supported by empirical data on selected segments of Poland’s transport sector collected by government’s Central Statistical Office (GUS) as well as by data from annual reports released by railway operators. Data by the Central Statistical Office shows that the number of public transport passengers in outlying areas has decreased in recent years, the author says. This negative trend adds to the still unresolved problem of how regional railway transport should be organized. A look at this problem in terms of a simple relationship between direct costs and possible income suggests that the only economically viable solution would be to abandon unprofitable services, the author adds; however, mass transit meets socially important tasks and is expected to benefit the public. The author’s analysis shows that it is possible to quantify the external costs of transport and determine the benefits to society. This makes it possible to define a reasonable level of subsidies for the operation of public transport so that the economic benefits for users and the general public could be maximized.
Można postawić tezę, że istnieje wiele przyczyn mających wymiar ekonomiczny, które sankcjonują większe w porównaniu z transportem drogowym zaangażowanie państwa w regionalny transport kolejowy. Dla wykazania tej tezy posługuję się danymi empirycznymi, obejmującymi segmenty sektora transportowego sporządzanymi przez GUS i UTK oraz rocznymi sprawozdaniami poszczególnych przewoźników kolejowych. Mający miejsce w ostatnich latach spadek przewozów realizowanych przez transport publiczny na obszarach peryferyjnych intuicyjnie wydaje się oczywisty. Znajduje to potwierdzenie w przedstawionych danych statystycznych GUS. Ten negatywny trend potęguje nadal nierozwiązany problem organizacji kolejowych przewozów regionalnych, mimo istnienia opisanych prób wdrażania dobrych praktyk. Ocena przedstawionego problemu na podstawie prostej relacji bezpośrednich kosztów i możliwych do uzyskania przychodów na wstępie określiłaby ekonomicznie uzasadnione rozwiązanie, tj. zaniechanie deficytowych przewozów. Jednak sprawny transport publiczny, realizując ważne społecznie zadania, przynosi ogółowi społeczeństwa wymierne korzyści. Przedstawiona w artykule analiza wskazuje, że możliwa jest kwantyfikacja kosztów zewnętrznych transportu mogących opisać korzyści osiągane przez społeczeństwo. Pozwala to na określenie racjonalnego poziomu dotacji do funkcjonowania transportu publicznego maksymalizującego korzyści ekonomiczne osiągane dzięki temu przez użytkowników i ogół społeczeństwa.

Opis:
Quality has a fundamental influence to the services in passenger transport. The main objective of transport is to satisfy customers’ (passengers') requirements on the qualitative, flexible, fast and safe carriage of people and goods. Organisers of transport (public authority), providers of transport services and their customers have a different view on the perception of quality. This fact is influenced by unsystematic assessment to the quality measurement as well as by ignorance of the interaction of the transportation the peoples with the transport system. The paper is focussed on the quality evaluation of performance in regional passenger rail transport in relation to other modes of public transport. Hereby it is necessary to research the perception of quality services as well its value for the client (passenger) as well to on scientific approach. In this point of the technological process of transport, the main bearer of the quality of transport services are the vehicles and the transport infrastructure. Consequently it is needed to set a permanent process of quality evaluation of the provided transport services. The paper is based on the premise that the customer interests present the public ordering body (authority) of the public transportation services.
Die Qualität hat einen wesentlichen Einfluss auf die Dienstleistungen im Personenverkehr. Das Hauptziel der ÖPNV ist, die Anforderungen der Kunden an die qualitative, flexible, schnelle und sichere Beförderung zu befriedigen. Die Organisatoren des Verkehrs (die Verkehrsverbunden), Anbieter von Verkehrsdienstleistungen und deren Kunden haben einen anderen Blick auf die Wahrnehmung der Qualität. Diese Tatsache wird durch eine unsystematische Messung der Servicequalität sowie durch der Interaktion des Personenverkehr mit dem Transportsystem beeinflusst. Dieser Beitrag ist an die Schienenpersonenverkehr im Bezug auf andere Arten des öffentlichen Verkehrs gezielt. Hierbei ist es erforderlich, die Wahrnehmung der Qualität der Dienstleistungen als auch seinen Wert für den Kunden auf wissenschaftlichen Ansatz zu erforschen. In diesem Punkt des technologischen Prozess der Transport, die Hauptträger der Qualität der Verkehrsleistungen sind die Fahrzeuge und die Verkehrsinfrastruktur. Folglich ist es notwendig, einen permanenten Prozess der Bewertung der Qualität der angebotenen Verkehrsdienste festlegen. Der Beitrag basiert auf der Prämisse, dass die Interessen der Kunden die öffentliche Organisator der Verkehrssystem repräsentiert.

W artykule przedstawiono rolę województw samorządowych w rozwoju pasażerskich przewozów regionalnych w Polsce. Włączenie województw samorządowych w proces usamorządowienia transportu kolejowego w Polsce poprzedzone zostało restrukturyzacją przedsiębiorstwa PKP oraz nowym podziałem administracyjnym kraju. Szczególną uwagę zwrócono na kwestie związane z organizacją oraz dofinansowaniem regionalnego transportu pasażerskiego w Polsce. W tym zakresie ważnymi zadaniami województw samorządowych są: oddziaływanie na rozkład jazdy, dofinansowanie usług transportu publicznego, zakup nowego/modernizacja taboru, a także modernizacja infrastruktury liniowej i punktowej transportu kolejowego. Zwiększanie roli samorządów wojewódzkich w procesie usamorządowienia regionalnego transportu kolejowego w Polsce ma swoje odzwierciedlenie w rosnących wydatkach samorządów wojewódzkich na ten segment rynku.
The article presents the importance of self-government voivodeships in the development of regional passenger transport in Poland. Delegating responsibility for organization and financing regional rail transport to the regional authorities has been a process that had been preceded by restructuring of the PKP (Polish State Railways company) and introduction of a new administrative division of the country. Particular attention was paid to issues related to the organization and financing of regional passenger transport in Poland. In this respect, important tasks of local authorities (self-government voivodships) are: influencing the timetable, co-financing of public transport services, purchase of new/upgraded rolling stock, as well as modernization of line and point infrastructure of railway transport. Growing expenditures of regional self-governments on the regional railway transport in Poland is a reflection of the increasing their role in the process of delegating of responsibility of regional railway transport in Poland.

In this paper the author presents the development of the high speed rail network in Europe, and models of operating high speed lines in terms of accessibility for regional passenger trains and regional community services. This paper is concerned with analysis of the high speed rail network in France, Germany and Spain - European leaders of high speed rail. The experience of these three countries shows that the construction of high speed routes can stimulate the development of regional passenger traffic and increase regional growth.

The beginning of 2020 was associated with the appearance of the global coronavirus pandemic (COVID-19). The spread of the epidemic caused the introduction of an epidemiological emergency in Poland in early March (on March 12). This resulted in reduced public transport, including regional rail transport. In Lower Silesia, this concerned regional and fast connections. The conducted analysis concerns regional connections and is based on exploration of the spatial and the quantitative aspect of these changes. The transport offer before and after the announcing of the epidemic was analysed. The results showed that most of the transport restrictions concerned the peripheries of the voivodeship (local routes). Agglomeration routes were much less affected by the restrictions. On some lines a decrease to less than 5 pairs of connections per day was recorded. Once the restrictions are removed, it may be a challenge to encourage passengers to use railways again. Despite the low number of connections on many routes, rail transport can still be considered as the basis of the transport system. This is due to the lack of an alternative bus service.

W okresie kilku mijających dziesięcioleci zaobserwowano w Polsce „rozlewanie się” dużych organizmów miejskich poza ich administracyjne granice. W przypadku Torunia zjawisko suburbanizacji obejmuje wszystkie przylegające gminy, na których zrealizowano kilka podmiejskich osiedli o mniej lub bardziej skoncentrowanej zabudowie jednorodzinnej. W artykule opisano koncepcję poprawy integracji miasta z przylegającymi gminami, którą mają umożliwić w szczególny sposób urządzone nowe, promieniście wybiegające poza granice miasta dojazdowe linie autobusowe „na przesiadkę”, powiązane z istniejącą i rozwijaną trakcją tramwajową. Artykuł zawiera główne założenia przebiegu linii dojazdowych, lokalizację węzłów przesiadkowych, ich różne rozwiązania projektowe. Węzły przesiadkowe umieszczono w pasach środkowych rozdzielających jezdnie z torowiskiem tramwajowym – szczególnie w pasach o szerokości przekraczającej 20,0 metrów. Wszystko to przy założeniu najwyższych zasad bezpieczeństwa pasażerów, z przesiadką na jednym peronie. Omawiane rozwiązania są zgodne z deklaracjami instytucji międzynarodowych, polityką krajową i Unii Europejskiej w zakresie rozwoju komunikacji publicznej, poprawy bezpieczeństwa ruchu, ochrony środowiska naturalnego, w tym elektromobilności.
The past few decades have seen in Poland a sprawl of large urban organisms beyond their administrative boundaries. In the case of Toruń, the phenomenon of suburbanisation includes all neighbouring municipalities, where several suburban settlements with more or less concentrated single-family housing have been built. The article describes the concept of improving the integration of the city with the bordering boroughs, which is to be made possible in a special way by new ‘transfer’ bus lines radially extending beyond the city limits and linked to the existing and developing tramway traction. The article includes the main assumptions for the routing of the access lines, the location of the interchanges and their various design solutions. The interchanges were placed in the median strips separating the carriageways with the tramway tracks – especially in the strips with a width of more than 20.0 metres. All this is done with the highest principles of passenger safety in mind, with interchange on a single platform. The solutions under discussion are in line with the declarations of international institutions, national and European Union policies on the development of public transport, improved traffic safety, environmental protection, including electromobility.

Obecny kształt rynku regionalnych przewozów pasażerskich transportem kolejowym w Polsce znacząco różni się od sytuacji z 2001 roku, kiedy dominującym podmiotem była państwowa spółka PKP Przewozy Regionalne. Dzięki dotychczasowej reformie tych przewozów osiągnięto wiele pozytywnych efektów, w tym przede wszystkim usamorządowienie, czyli przejęcie odpowiedzialności za organizację i finansowanie tych przewozów przez samorządy wojewódzkie. Żeby jednak reformę można było uznać za zakończoną, trzeba rozwiązać jeszcze wiele problemów. W artykule przedstawiono ogólną charakterystykę funkcjonujących kolejowych pasażerskich przewoźników regionalnych oraz wskazano podstawowe problemy dalszego rozwoju związane m.in. z przyszłością spółki Przewozy Regionalne, funkcjonowaniem spółek samorządowych, wdrożeniem efektywnej organizacji tych przewozów w regionach oraz wejściem w życie IV pakietu kolejowego.
The current shape of the regional rail passenger transport market in Poland differs significantly from the situation in 2001, when the dominant entity was the state-owned company PKP Przewozy Regionalne. Thanks to the reform of these transports, a number of positive effects have been achieved, including, first of all, self-government, i.e. the assumption of responsibility for the organisation and financing of these transports by voivodeship self-governments. However, it cannot be said that the reform has been completed. There are still a number of problems to be solved so that the reform can be considered completed. The article presents the general characteristics of functioning regional railway passenger carriers and indicates the basic problems of further development related to, among others, the future of Przewozy Regionalne company, functioning of local government companies, implementation of effective organization of these transports in the regions and the entry into force of the fourth railway package.
