The public policy is a modern concept of political science which has appeared in the middle of the XX century and there is in a condition of continuous updating that specifications. In search of the universal definition of public policy authors are guided generally by philosophical and axiological, spatial and functional options of a scientific explanation of this phenomenon. Philosophical and axiological definition of public policy since Renaissance defined key problems which became the subject of the analysis for modern researchers of this direction. Philosophical reflections on a concept of the fact what is "public", "private", "sphere" and so on. have laid the foundation of a meta-analysis of studying of public policy and have defined conceptual borders for further theoretical searches. Functional interpretation of category "public policy" is rather wide and versatile it is provided in works of researchers of many methodological approaches and theories which connect it with the decision-making process and political and managerial processes. Managerial measurement of public policy allows determining intuitional and technological capabilities of actors of the political process in making public decisions. Close connection of a policy and the state conformable with the ideas of representatives of institutional and neoinstitutional approaches that considered a public policy both as dependent and as independent variable at the same time at the center of scientific research permanently there was an analysis of communication of institutes and society. The criticism of neoinstitutionalism led to a defensive line of authors of this direction and, as a result, before the appearance of new theories in 90's of the XX century, which explain a concept of a public policy taking into account the current trends. First of all, it concerned a study of new institutes and a new role of traditional political institutes in formation of a public policy. The system theory has brought adjustments in essence of the characteristic of public policy. According to the logic of system approach, the modern public policy is complete, dynamic system which is independently updates, organizes and develops. It consists of the interconnected and interacting elements which unite in steady unity with the external environment by means of many factors and conditions of interaction with external. Inclusion by scientists of different schools in the analysis of public policy of such actors as groups of interests, civil society, expert-analytical communities, political parties, has allowed to detail the considered concept. Display in a concept of public policy of not hierarchical communications and structures has become possible because of coalition approach and the theory of political networks. The public policy by means of the theory of networks is considered as concrete types of mediation of interests of different actors (state і non-state) and as the specific form of government. Use of reality of public policy by means of a spatial concept gives the chance to analyse different types of interactions of the individual and collective actors both institutionalized, and not institutionalized in the course of implementation of the power and influence on it in specific political environment which is a complicated developing system with it's ow laws and borders. The public space at all levels (global, regional, national) is constantly changeable structure which is formalized and filled with meanings under the influence of actors. As a result of the retrospective analysis of approaches which operationalize public policy was provided the author's vision of this phenomenon. Public policy is understood as the reasonable interaction of the public actors (institutionalized and not institutionalized, formal and informal) which by means of own resources, functional mechanisms, cultural and valuable and precepts of law, have an opportunity to reveal, implement, analyze and control valid socio-political problems. Since 90's of the XX century, scientists adapt conceptual sense of public policy of the national contexts on the basis of that experience of the state and cultural and valuable changes. The main problem, in this case, is that the above-stated categories not always answer the contents, especially in the conditions of transitional systems. For formation of idea of essence of public policy in the transformed countries it is necessary to use such explanations of these categories which would consider absence of full-fledged civil society and communication between all actors of political process. Specification of categories according to political reality can be the way out. So, the concept public policy is permanently transformed because of changeable political reality that puts representatives of different schools of sciences before a problem of fixed search of new explanations of its content. For the objective reasons, the methodology of political science appeared incapable of giving the answer to a question independently: what is public policy? This opportunity appears only on condition of participation of such sciences as economy, sociology, managing sciences, state administration, systemology, etc.

It was examined state awards as a resource of influence on the process of formation of political consciousness and culture. It was revealed the specificity of the use of state awards in the national political and cultural practice. The niche of state awards institutionally is in the structure of political symbols, and therefore entirely covers the functions of political symbols. Communication means, control and cognitive function is distinguished among the most significant general-symbolic functions. However, state awards have their inherent and own functions: political, stimulating, ideological, social, symbolic, diplomatic. It was found out that the modern domestic awards practice has traditional affinity with the period of Soviet statehood which left a significant political and cultural imprint, although work on the creation of the national awards system in Ukraine began immediately after proclamation of independence. State awards obtained their legal definition on March 16, 2000 with the adoption of the Law of Ukraine "On State Awards of Ukraine". By that time a rather holistic system of distinctions has already been formed which could mark the merits of almost all spheres of public life. This law distinguishes such types of awards: Hero of Ukraine title; order; medal; nominal firearms award; honorary title of Ukraine; state prize of Ukraine; presidential award. The title of the Hero of Ukraine is the highest degree of distinction, its assignment, depending on the grounds, includes the awarding of an order of the "Golden Star" - for doing a prominent heroic act, or an order of the state - for outstanding work achievements. Often, presenting of state awards is an artificial attempt to create a cause for strengthening the social image of the government among the public, and in particular the wide range of awardees. So, six medals out of ten in Ukraine are commemorative and jubilee. Typically, the number of people presented by them is measured by hundreds or even by thousands. They are presented not for a particular merit, but as a reminder that the authorities are aware of pre-committed heroic deeds or events and persons involved in them. At the same time such awards represent a form of historical memory, contribute to emphasizing certain events of the past. In general the use of state awards as a mechanism of ranking political and historical priorities is a widespread world practice. In this context the Polish "East Cross" award is a sign of gratitude, respect and memory for those people who helped the Poles who were persecuted because of their nationality in the East in the years 1937-1959. The initiators of the award introduction focused on the award Yad Vashem - "Righteous among the Nations". The political and cultural orientation of state awards is also seen in the nomination of state awards. There are four state awards: Taras Shevchenko National Prize of Ukraine, State Prize of Ukraine in the field of architecture, Oleksandr Dovzhenko State Prize of Ukraine, State Prize of Ukraine in the field of education are oriented at leaders who are capable by virtue of their profession to convey a certain ideology to the society. And only the State Prize of Ukraine in the field of science and technology allows nomination of representatives of other professions. Each system of state awards under the condition of well-balanced domestic policy is formed in accordance with the strategic directions of social development and coordinates the demands of the society with the state interests. The lack of such coordination can cause a crisis of legitimacy of awards and as a consequence - distrust of state institutions, doubt in correctness of public policy and social justice. The authority of state awards and accordingly their positive influence on the political consciousness of society greatly undermine misunderstandings that arise periodically around their awarding. So, despite significant cultural devaluation, state awards are not only a political symbol, an attribute of the country, stimulus for hard work and an effective resource of influence on formation of political consciousness. With proper information campaign, schooling and education, the positive effect of this resource can be strengthened in times. Qualitative visualization of award procedures should be ensured by using the potential of political rituals with broad involvement of the media. Presenting with high state awards must be the subject of television shows and be displayed in systematically adjusted social advertising.

Opis:
Within the framework of the author’s scientific research, three types of communicative models of the world’s states were identified, which reflect the basic principles of building state information policy and reflect the key characteristics of the political system. Among them are subsidiary, vertical, and transitional models. The institutional method was used to prove the specifics of the state as a political institution that is the bearer of national images, as well as the role and degree of influence of public policy on the formation of ideas about the state in the external information space, on the policy of promoting and transforming these images, with an emphasis on the actions of those states that shape the global political discourse of today. The authors propose an integral model of state’s public image formation, which provides for the synergy of actors of public diplomacy. The result of its implementation is the formation of the components of the state image (regional, multicultural, culinary, educational, expert) together with official products (national symbols, reputation characteristics, socio-economic development indicators, rating indicators and e-diplomacy products) «from below». Both the central government and local communities in the context of the implementation of «bottom-up» policy should be involved in the realization of a successful image formation policy. The authors emphasize that the policy of state’s image formation in the external information space should be considered as a multifaceted component of the foreign policy of the state. The tools, channels and subjects of formation and adjustment of the stateʼs image should be embedded in each of the vectors of foreign policy- in security, diplomatic, economic, social, legal, and directly information vectors.
У рамках авторських наукових пошуків виділено три типи комунікативних моделей держав світу, що відображають базові принципи побудови державної інформаційної політики та віддзеркалюють найважливіші характеристики політичної системи. Серед них – субсидіарна, вертикальна та перехідна моделі. За допомогою інституційного методу проаналізовано специфіку держави як політичного інституту, що є носієм загальнонаціональних образів, а також роль і ступінь впливу саме державної політики на формування уявлень про державу в зовнішньому інформаційному просторі, на політику просування і трансформації цих іміджів з акцентом на дії тих держав, які формують глобальний політичний дискурс сучасності. Автори пропонують інтегральну модель формування публічного іміджу держави, що передбачає синергію суб’єктів публічної дипломатії. Результатом її має стати формування «знизу» частини складових іміджу держави (регіональних, полікультурних, кулінарних, освітніх, експертних) разом з офіційними продуктами (державними символами, репутаційними характеристиками, соціально-економічними показниками розвитку, рейтинговими індикаторами та продуктами цифрової дипломатії). Для реалізації успішної політики формування іміджу слід залучати і центральну владу, і локальні громади в контексті впровадження політики «знизу». Автори наголошують на тому, що політику формування іміджу держави в зовнішньому інформаційному просторі слід розглядати як багатоаспектний складник зовнішньополітичного курсу держави. Інструменти, канали та суб’єкти формування і коригування іміджу держави мають бути закладені в кожному з векторів зовнішньої політики, а саме в безпековому, дипломатичному, економічному, соціальному, правовому та безпосередньо інформаційному.

Opis:
The possibilities of influence of the Ukrainian and Polish citizens on a decisions and activity of legislators are analysed in this article. The basic legal forms of participation of citizens in law-creation are examined; the policy of law-creation are defined; the possible ways of improvement the dialog between citizens and legislators are determined. The athour analyses the Ukrainian and Polish legal acts, in which rights of citizens on an address, legislative initiative, access to public information, participation in consultations, in activity of public councils, lobbying are described. The different forms of citizens participation in social and political life are described the Ukrainian and Polish legislation, however there is a question about the effectiveness of such participation. Neither deputies nor representatives of government in Ukraine and in Poland are obliged to take into account opinion and suggestion of NGO in their final decisions or laws. They must collect information, work over it and then accept a responsible decision. The objective consideration of public opinion depends on those persons. Now it’s necessary to disseminate information among the citizens about the existent legal forms of their participation in creation of legislation. The dialog between the authority and society is necessary for development of the state. The basis of policy of law-creation must be a benefit for the most people.

The situation in the east of Ukraine actualized issues of the state security. The attempts to identify subjects of public policy, who influenced on reduce level of national security of Ukraine, are made in this article. The author considered different approaches to the definition of public policy, kinds of its subjects. Scientists understand public policy as a state policy; as society policy, which protects the society interests; associate it with transparent policy; define it as statements and activities of politicians who were promulgated. Different definitions of the public policy research showed that it depends on scientific interests of the researcher. For example, specialists of administrative law usually identify public policy with state policy, and therefore understand it as a program and activities of the state authorities. In the same time political scientists consider public policy widely, as programs, activities, power struggle of different political and social actors, whose ideas are promulgated and it can become part of state policy. Public policy is a very dynamic phenomenon in the modern world and has many features in each country. Transformation processes in different spheres of social life are still occurring in Ukraine. There are still no established mechanisms through which state policy can be formed and realized. Social and political forces use different ways of influence on decision-making by state authorities. Thus public policy in Ukraine do not need to be identified only with the state policy («American tradition»), but it need to be understood as a purposeful activity of active representatives of state authorities, social and political forces that have a clear goal, spread their ideas in society and try to implement it through legislation («European tradition»). The author offers subjects of public policy to divide into external and internal. Representatives of power of another state (states) and international political and social forces are external subjects of public policy. Representatives of state power, political and social forces of the same state (or one political union) are internal subjects of public policy. Expressions, statements, activities of representatives of Russian Federation (external subjects of public policy), which influenced on reducing level of national security of Ukraine, are given in this article. Also there are showed the list of subjects, who according to Ukrainian legislation, should detect and prevent threats to national security. Instead of this internal subjects of public policy made statements and accepted the legal acts that contained threats to the national security of Ukraine. The author noted the problems that became public reasons for conflicts in Ukraine. External and internal subjects of public policy mostly used the ethnic, linguistic and religious contradictions of Ukrainian society to reduce the security of t he state. Influence external and internal subjects of public policy on Ukraine security were powerful. Deliberate and well organized their activity was conducted in several directions and contained different ways: 1) forming of anti-Ukrainian ideology; 2) creating organizational structures which must spread this ideology (political parties, associations, and even religious organizations); 3) searching supporters of this ideology among representatives of state authorities; 4) implementation of main provisions of ideology in state policy; 5) adoption of legislation corresponding to this policy. This practice, according to the author, suggests that public policy is neutral notion. It doesn’t mean that this policy is created and implemented for benefit of society. This qualitative characteristic can be used only for some kinds of public policy, when its aim really is provide interests of society.

The article is focused on the scientific and practical research of the problem of separation of administrative and other legal relations arising during the implementation of anti-corruption policy of the modern legal state. The author has considered the most important features of administrative and legal relations as the main form of the implementation of anti-corruption measures. The author has analyzed the major doctrinal approaches to determining legal content and value of the separation of different types of legal relations in the anti-corruption field to find the best practical ways of counteracting corruption as a negative social phenomena and overcoming corruption in society. It has been noted that the basic form of the practical implementation of anti-corruption regulations is administrative and legal relations, as they occur in the sphere of public administration, cover all major types of anti-corruption measures, are spread to the actions of state officials and are implemented, especially by the executive state authorities through regulative, prescribing, everyday actions and decisions on combating corruption as an extremely dangerous negative social phenomena for normal functioning of the society.
Стаття присвячена науково-практичному дослідженню проблеми розмежування адміністративних та інших правовідносин, що виникають під час реалізації антикорупційної політики сучасної правової держави. Розглянуто найважливіші ознаки адміністративно-правових відносин як основної форми реалізації антикорупційних заходів. Проаналізовані найважливіші доктринальні підходи до визначення юридичного змісту та значення розмежування різних видів правовідносин в антикорупційній сфері для пошуку оптимальних практичних шляхів протидії корупції як негативному соціальному явищу та подолання корупційних проявів у суспільстві. Наголошується, що основною формою практичної реалізації антикорупційних норм є адміністративно- правові відносини, оскільки вони відбуваються у сфері державного управління, охоплюють усі основні види антикорупційних заходів, поширюються на дії державних службовців та реалізуються, перш за все, органами державної виконавчої влади шляхом підзаконних, розпорядчих, повсякденних дій та рішень з протидії корупції як вкрай небезпечному для нормальної життєдіяльності суспільства негативному соціальному явищу.

One of the most important vectors of Ukraine’s contemporary development is its active policy in bilateral relations with the leading European countries, since such a policy opens the way for recognition of its European identity and forms unlimited opportunities for international cooperation on a mutually beneficial basis. Among the closest partners and the most reliable allies of Ukraine was and remains Poland, because here, hundreds of thousands of Ukrainians live, work and study without any special problems. In addition, the strengthening of strategic partnership with Poland contributes to the practical realization of the European choice of Ukraine. On the other hand, Poles are interested in the territorial integrity, independence and European orientation of Ukraine, seeing it an ally in confronting external threats. In connection with the aforementioned one of the most important directions of the study of the state and prospects of modern Ukrainian-Polish relations is the elucidation of the sources and methodology of their comprehension comprehension. Although any classification is conditional, it is still worth trying to identify the main sources whose potential is intended to strengthen the relations between the two countries and outline the methodological aspects of their use in order to strengthen Ukrainian-Polish cooperation. First of all, such sources should include the following. 1. The ideological and theoretical work of the representatives of Ukraine and Poland, aimed at finding ways to deepen mutual understanding between the two peoples. At the same time, particular attention should be paid to strategic considerations expressed on both sides, as well as reservations about the risks that accompany bilateral relations. Along with this, the important points for studying are the positions of people who are distinguished for their diligence, openness to mutual respect and mutual understanding. The ideological and theoretical potential of Ukrainian and Polish intellectuals, aimed at convergence, the dialogue of the cultures of the two countries, still needs to be properly studied and systematized, and can serve as an important basis for the state-building efforts of Ukraine and Poland in the future. 2. External and domestic legal acts and documents of strategic direction aimed at strengthening of bilateral relations. This vector of relationships was already established at the turn of the 20th - 21st centuries in the relevant international legal and internal documents: the Declaration on the Principles and Main Directions of Ukrainian-Polish Relations (October 13, 1990); Treaty on Good Neighborhood, Friendly Relations and Cooperation (May 18-19, 1992); Agreement on the legal status of the Ukrainian-Polish border (January 12, 1993); Communique on the results of the meeting of the Consultative Committee of the Presidents of Ukraine and the Republic of Poland (September 27-28, 1995); Joint Statement for Understanding and Integration (May 21, 1997); Security Strategies of the Republic of Poland (2000); National Concept of Strategic Partnership Relations with the Republic of Poland (July 27, 2001); in a paper presented by the Polish political experts «The Eastern Policy of the Union in the Perspective of its Expansion through the States of Central and Eastern Europe - the Polish Point of View» (October 2003). Sufficiently strong legal and regulatory framework for bilateral relations between Ukraine and Poland is evidence of a gradual strengthening of political, economic, international legal and cultural cooperation. At the same time, a number of problems remain inadequate. First of all, it concerns border cooperation, common historical heritage, education, labor migration, etc. 3. Institutional system for the provision and coordination of mutual strategic interests of the two states. Today, this coordination is jointly carried out by: the Advisory Committee of the Presidents of Ukraine and the Republic of Poland; Ukrainian-Polish Mixed Commission on Trade and Economic Cooperation; Ukrainian-Polish and Polish-Ukrainian parliamentary groups; Permanent Ukrainian-Polish Conference on European Integration; Polish Institute in Kyiv; Ukrainian-Polish, Polish-Ukrainian forums, Foundation Research Center Poland-Ukraine and others. In addition, there are a number of research structures in each of the countries that are highly specialized in the Polish-Ukrainian and Ukrainian-Polish issues. Accordingly, this direction should be monitored and the current evaluation of the effectiveness of these or other structural units should be carried out on the subject of a real impact on the quality of bilateral relations. At the same time, mutual understanding should be sought on the basis of openness, dialogue, compromise, and the avoidance of the formation of structures focused on unilateral consideration of disputed problems. 4. State-political decisions in the field of security policy, anti-hybrid foreign-policy threats. A real threat to the entire European security system was the aggressive policy of Russia in 2014. Under these conditions, Ukraine was the leading outpost of protecting European values and democratic order. Systemic comprehension of the existing experience in a vital military-strategic sphere will help to optimize the directions of further cooperation, in particular on such important issues as: the final determination by Ukraine of the transition to international standards in the military sphere; exchanging experience of reforming the troops and maintaining their combat readiness at an appropriate level; combining the efforts of all EU countries in combating hybrid threats, as well as conducting a single foreign and security policy; consolidated actions of the European states in relation to the offending state (point of application of sanctions, embargo, etc.); to develop, on the basis of the UN, a common position on the unconditional implementation by all countries of the world of the requirements of international law and the search for ways to improve it in order to resolve non-standard situations; the study of the NATO countries by the unique Ukrainian experience of functioning the state in a hybrid war. 5. The ideological and theoretical potential of public events (scientific conferences, debates, discussions, official meetings) that promote reconciliation with respect to controversial historical events, the dissolution of persistent stereotypes. From time to time, the recurrence of historical hostility between the two neighboring countries is given significant, including at the official level. First of all, these are the negative manifestations of mutual opposition, such as: the war of monuments to the dead Poles and Ukrainians; the dissemination at the level of mass consciousness of outdated stereotypical ideas humiliating national dignity; attempts to politicize the policy of memory through speculation on the tragic events of the past, in which the representatives of both nations suffered; the criticisms of the Polish radicals about the re-establishment of the Commonwealth at the borders of 1939 and the ill-conceived statements of some Ukrainians, which prompted «to forget about Poland for 25 years». The realization by Poland of offensive historical politics in Ukraine creates a reciprocal reaction in the issue of Ukraine’s implementation of its policy of memory and causes various kinds of distortions. Therefore, under the current conditions, monopolization of the policy of memory at the state level, without involving the general public, is extremely dangerous for the future. This remark applies to both Poland and Ukraine. Thus, despite current problems, today we have every reason to state the significant level of Ukrainian-Polish cooperation. At the same time, in the bilateral relations between Ukraine and Poland it is worth looking first and foremost on positive things, consolidating in the mass consciousness what unites the two Eastern European countries, to highlight the views of people who for years build a Polish-Ukrainian understanding: translate books, establish scientific cooperation, restore cemeteries, collect help for soldiers who guarantee European security in eastern Ukraine. The progressive forces of both countries, regardless of the various kinds of provocations, should be abstracted from the insinuations of the marginal environment, reveal wisdom in assessing historical events, and determine common priorities not only for the medium term, but also for the long-term perspective. The level of mutual relations between the two countries depends on the possibility of realizing the needs of national minorities - Ukrainian in Poland and Polish in Ukraine. In addition, the strengthening of intergovernmental cooperation will contribute to establishing closer cooperation between Ukrainian and Polish societies in general, which depends largely on the future of both countries in the European House of Spies.

The article deals with the analysis of mechanisms of public participation in the regional policy and determination of means of dialogue between the regions and community. In the first part of the article, the author defines the essence of the concept of political participation. The author also outlines the concepts of citizen participation and public relations. The next part of the text is devoted to the normative and legal regulation of institute of political participation in the development and implementation of regional policy. It defines the principles of cooperation between the executive power and institutions of civil society and reveals the main forms of citizen participation in the formulation and implementation of public policy. The researcher summarizes the reasons of inefficiency of regional self-government in Ukraine. The author thus asserts that implementation of the policy of partnership, transparency and accountability will help improve the system of self-government, increase the level of local democracy and consolidate the local community. Therefore, the main conclusion of the article is that the effectiveness of forms of political participation is an objective necessity for the development of the state in general, and for strengthening at the regional level.

Opis:
The author analyses the process of direct participation in Poland compared with other European countries. The analysis includes a review of the subject literature and a new qualitative study carried out as part of the DIRECT project (2017–2018) co-financed by the European Commission. The article aims to examine new trends in direct participation and outline the various components of the process. The author defines direct participation (DP) as the conferral upon subordinates of tasks that they are expected to perform more or less autonomously. A complex picture is offered on the basis of data gathered from various research, although there is a concurrence between the results of quantitative research pursued to date and new data from qualitative research. Of note is the lack of continuity of direct participation in many dimensions, such as work organisation, instruments applied in practice, and differences between management ideas and actual day-to-day practice, including in terms of official and formal mechanisms versus unofficial and informal ones.
Autor analizuje zjawisko partycypacji bezpośredniej w Polsce w kontekście europejskim. Opiera się na przeglądzie literatury przedmiotu, a także na nowych badaniach jakościowych zrealizowanych w ramach finansowanego przez Komisję Europejską projektu „DIRECT” (2017–2018). Artykuł ma na celu analizę nowych zjawisk w podjętej dziedzinie, jak i skonfrontowanie różnorodnych jej elementów. Autor definiuje partycypację bezpośrednią (BP) jako delegowanie podwładnym zadań do autonomicznego wykonania i konsultowanie z nimi. Wskazuje na jej złożony obraz, na podstawie zgromadzonych danych z różnych badań. Stwierdza zasadniczą zgodność między wynikami dotychczasowych badań ilościowych a nowymi danymi z badań jakościowych. Zwraca uwagę na brak ciągłości w jej praktykowaniu w wielu wymiarach, np. w sferze organizacji pracy, stosowanych instrumentów jej praktykowania, między partycypacją postrzeganą w kategoriach ideałów zarządzania i codziennej praktyki czy między tym, co w jej mechanizmach oficjalne/formalne a nieoficjalne/nieformalne.

Artykuł ma charakter przeglądu kluczowych zagadnień występujących w obrębie dyscypliny wiedzy znanej jako edukacja moralna. Traktowana jest tu jako podsystem w polityce edukacji i szerzej w polityce publicznej. Omówione zostały główne zjawiska, trendy, trwające dyskusje i spory teoretyczne w dwóch krajach anglosaskich i w Polsce. Charakter artykułu wynika z faktu, iż w polskiej literaturze przedmiotu nie ma praktycznie tekstów poświęconych edukacji moralnej w szkołach. Problematyka jest tylko częściowo podejmowana w obrębie pedagogiki, ale jej ramy konceptualne są inne niż polityki publicznej. W tej ostatniej są one widziane z punktu widzenia tego, co działaniami zbiorowymi można osiągnąć w oddziaływaniu na zachowania oraz postawy dzieci i młodzieży.
The article presents a review focusing on key issues discussed within the disciple of moral education. It is regarded as a subsystem of education policy, and in a wider sense, public policy. It shows the main phenomenon, trends, ongoing discussions as well as conceptual disputes in two Anglo-Saxon countries as well as in Poland. The type and content of the article results from the fact that the Polish scientific literature almost lacks the texts dedicated to moral education. This kind of issues is partially analysed with pedagogy but its conceptual frame is different from that of public policy. The latter is focused on the school perspective and its potential to influence students’ attitudes and values.

Public policy is a new science discipline in Poland. At the same time, it is an area of practice so it refers to real public interventions (measures) that are undertaken in order to solve a specific problem, usually by the government, but also by various civic society entities. Interventions may vary and may comprise a municipal road construction, as well as an enterprise innovation support programme, or an improvement of access to medical services. Interventions may also denote whole reforms in the given area. In his article, the author presents the key issues of public policy as a science discipline and actual public activities. He discusses, in the first place, the aspects that seem useful from the perspective of NIK audits conducted in the institutions tasked with public interventions.

Umożliwia ona ograniczenie wielu rodzajów ryzyka, które kryją się w procesie formułowania i wdrażania polityki publicznej, głębsze diagnozowanie problemów, jakie społeczeństwo chce i musi rozwiązywać. Ma za zadanie uchwycenie ich dynamiki, nim zacznie ona mieć niszczące skutki. Proces analizy wspiera również zadanie tworzenia właściwej agendy problemów, czyli takiej, która odzwierciedla hierarchię ważności problemów. Analiza może pomóc również udowodnić trafność zaplanowanej interwencji publicznej.
The author claims that the development of the discipline of policy analysis and the professionalization of state activities in policymaking (from public education, public administration or political activities) takes the high quality policy studies. The policy analysis craft has plays many public role. Generally, its main task is to achieve the maximum of rational judgments relating to the key components in policymaking. It helps to diagnose the policy problems which affect the society and must be resolved, including capturing their dynamics before the damages are done. It supports as well the agenda setting which is to reflect the hierarchy of public problems. It helps to crystallize the evidence base which are to prove the effectiveness of policy intervention which has been planned. The author describes the historical circumstances in Poland shaping the cultural bias in policy analysis. He points to some public life practices which limit the inclination for analyzing policies or affect their quality. At the same time he emphasizes the significance of the professional policy analysis to make sure the decision making process is effective. It enables to detect many sorts of risks hidden on the stage of policy formulation and policy implementation. The public administration, political class, and many analytical institutions like think tanks have troubles in policy analysis.

Autor stawia tezę dotyczącą kulturowych źródeł strukturalnych cech obecnej postaci systemu reprezentacji interesów grupowych w Polsce. Wskazuje na znaczenie czynników długiego trwania. Szczególną rolę przypisuje myśli i ideologii romantycznej, która okazała się trwałym wpływem w Polsce. Wytworzyła trajektorię, na której kształtowały się pojęcia i instytucje, w tym pewne odruchowe reakcje w sferze relacji między grupami interesów. Zaowocowały one specyficznym podejściem do przetargów interesów. Kluczowe było to, że ta ideologia daleka była od rozumienia społeczeństwa jako kontraktu między grupami reprezentującymi odrębne interesy. Oznaczało to, że trudna do uformowania była płaszczyzna myślowa, która sprzyjałaby rozumieniu zróżnicowania ludzkich interesów i tym samym ich godzenia interesów w oparciu o uzgodnione zasady. Ponadto autor wskazuje na znaczenie czynników socjologicznych, czyli na cechy struktury społecznej i relacji społecznych w Polsce kształtujących się przez długie odcinki czasu. Wskazuje na znaczenie zjawisk, które uznawane są za pochodną tak zwanej próżni socjologicznej. Porusza zagadnienie tradycyjnie wysokiego poziomu konfliktowości w polskim społeczeństwie, przewagi konfliktów ideologicznych nad sporami o interesy materialne. Autor charakteryzuje również generalne cechy systemu artykulacji interesów. Wskazuje na takie jego cechy, jak silna polaryzacja, konfrontacyjność, pojmowanie interesów w sposób egzystencjalny. Za bezpośrednie źródło tego stanu rzeczy uznaje słabe zapośredniczenie systemu w szeroko akceptowanych regułach i normach.
The author offers the thesis relating to the cultural roots of structural characteristics of the current form of the interest representation in Poland. He claims the importance of the long-term factors in the history and underlines the role played by the ideology of romanticism which had an significant influence over Poland. It created the trajectory shaping notions and institutions including some of gut reactions in the area of relations among interest groups. The key fact was that this ideology was far away from understanding a society as social contract among different interest groups. As a result the rules of collective thinking were very difficult to establish in such a way which would be conducive to rules-based collective bargaining. Moreover, the author points out at the importance of sociological factors including the characteristics of social structure and social relations shaped during the long periods of time. He underlines the importance of the social phenomenons which are the outcome of social vacuum like a long tradition of confrontation-based social relations in the Polish society, predominance of ideological conflicts over material ones. The author characterizes also a general components of interest articulation with the essential features like strong interest polarization, confrontational tendencies, existential types of interests. All of that result from weakly rooted social norm and rules.

Autor analizuje wybrane mechanizmy w polityce przestrzennej, a także to, co można nazwać jej rezultatami w Polsce. Wskazuje na źródła złożoności, wzorce ładu i chaosu w tej polityce. Stawia tezę, że niesatysfakcjonujące rezultaty wynikają z tego, iż instytucje państwa wypracowały niski poziom sterowności w programowaniu, implementowaniu i ewaluowaniu problemów przestrzennych. To skutek ich nieadekwatnego potencjału instytucjonalnego, analitycznego. W konsekwencji instytucje państwa nie są w stanie w sposób adekwatny posługiwać się instrumentami regulacyjnymi, nadawać odpowiedniego znaczenia roli analizy, w tym analizy konsekwencji i długoterminowych skutków występowania chaosu przestrzennego. Dla zrozumienia problemów z potencjałem państwa w tej polityce autor uważa za ważny kontekst kulturowy. Sprawia on, że zagadnienia zagospodarowania przestrzeni są nisko ulokowane na agendzie dyskutowanych zagadnień publicznych wśród innych zagadnień życia publicznego (jak cele gospodarcze, rozwojowe).
The author analyses the selected mechanisms in the spatial (planning) policy as well as its outcomes. He points out at the sources of complexity within this area, patterns of order and chaos. His hypothesis claims that unsatisfactory results come from the low level of the state’s governability in the area of policy formulation, implementation and evaluation. It also derives from inadequate institutional and analytical potential. As a consequence, public institutions are not able to use the regulatory instruments in an adequate way as well as to pay a proper attention to the policy analysis, including the consequences and long-term effects of spatial chaos. According to the author, cultural background seems to be important while trying to understand the state’s problems in the area of spatial policy. It leads to the fact that spatial issues are rather lower on the public agenda among other public concerns (like economic or developmental goals).

The author presents the socio-cultural framework of the process of formulating and implementing public policies/activities (including their analysis and evaluation). He gives grounds for the idea that socio-cultural factors have a deciding influence on the present low level of effectiveness of public activities/policies in Poland (although structural and economic factors also have an impact). Reference to the phenomenon of a ‘sociological vacuum’ and its consequences (such as minute interest in public issues, and lack of responsibility for public activities and for meeting the needs of others) is important in the analysis. The author points to the historical origins of the phenomenon and refers to earlier studies. He claims this vacuum is responsible for the clumsiness characterizing present attempts to deal with various collective problems—particularly the more complicated ones, whose resolution would require considerable social capital, analytical capacity, and the connection of social and economic resources. In his opinion, public politics in Poland could remain for a long time in its present shape—characterized by the creation of legal regulations without much use of analytics, and by unilateral actions of the political class and the strongest interest groups.
