Celem przeprowadzonego badania jest analiza konkretnych działań polityki komunikacyjnej Danii jako kraju, który zajmuje pierwsze miejsce wśród krajów członkowskich UE w zakresie poziomu umiejętności elektronicznych ludności. Badanie przeprowadzono na podstawie analizy aktów prawnych i stron internetowych.
Communication policy covers the set of principles and measures directed at objective and unprejudiced dissemination of information, establishment of transparent relations between the authority and civil society and business, listening to citizens’ needs and requirements, involving citizens in the decision-making process. The European Union elaborates the principles and directions of the communication policy implementation in a number of normative documents. The EU member-states take the defined principles as the basis and develop transparent relations between the authority bodies and society, paying great attention to the needs and interests of their citizens. The aim of the article is to analyze the specific measures of Denmark’s communication policy as the state that occupies the top ranking position according to the citizens’ e-skills level. The research is grounded on the analyses of normative documents and sites.

Celem artykułu jest próba odpowiedzi na pytanie, w jakim stopniu animacja opiera swoje działania na koncepcjach współzarządzania. W związku z tym autorka przygląda się animacji jako działaniu społeczno-edukacyjnemu, aby sprawdzić, o ile możliwe jest wykorzystanie governance do działań animacyjnych oraz uzyskanie zmiany społecznej pozwalającej na modernizację społeczności lokalnej. Autorka przybliża sposoby pobudzania i wzmacniania partycypacji obywatelskiej, przy wykorzystaniu teoretycznej koncepcji local governance. W świetle wybranych propozycji definiowania przedstawia postrzeganie koncepcji współzarządzania. Przyglądając się animacji społecznej w świetle teorii współzarządzania publicznego, autorka zakłada, że teorie te są dominującym podejściem w organizowaniu i kształtowaniu przestrzeni publicznej, a sposobem do zwiększenia podmiotowości ludzkiej jest tworzenie rzeczywistych warunków do zaangażowania w konstruowanie sfery publicznej. W konsekwencji wspieranie tego typu współdziałania w animowaniu społeczności lokalnych ma znaczenie dla rozwoju lokalnego. W Polsce zauważalny jest wpływ nowych idei dotyczących sposobów zarządzania w przestrzeni publicznej, które uwzględniają kontekst społeczny i dotyczą demokratycznego systemu rządzenia.
The aim of this article is an attempt to answer the question regarding the extent to which animation relies on co-management concepts. The author looks at animation as a social and educational action to see how much governance can be used for animation and bringing about social change that would allow for the modernization of the local community. The author introduces ways to stimulate and strengthen citizen participation using the theoretical concept of the local governance. In the light of selected definition proposals the perception of the concept of co-management is presented. Looking at social animation in the light of the theory of public co-management, the author assumes that these theories are the dominant approach to organizing and shaping public space and the way to increase human subjectivity to create real conditions for engaging in constructing the public sphere. As a consequence, supporting this type of interaction animation of local communities is important for local development. In Poland, the impact of new ideas on how to manage public space, which take into account the social context and the democratic governance system, is noticeable.

Challenges for university in XXI century are: quality of services, effectiveness, efficiency and flexibility. To meet these expectations HEIs started a restructuring of a management system using a modern concepts and methods based on process approach. There are: TQM, EFQM, ISO 9001, Lean Management, Six Sigma, reengineering, benchmarking, outsourcing, shared service centers. The purpose of the paper is to present the theoretic and practical achievements in implementation of concepts and methods based on a process approach. The paper is based on literature analysis and own research. The results of analysis is presentation of the main issues taken in research on a process management, reasons and barriers of its implementation and the research gap in these area.

W artykule przedstawiono problematykę związaną z nowymi regulacjami UE w zakresie łagodzenia negatywnych skutków kryzysów bankowych. Opracowanie przedstawia wybrane aspekty prawne regulujące wsparcie grupowe oraz analizuje wątpliwości związane z ich stosowaniem. Autorzy przedstawili również sytuację własnościową banków w nowych państwach członkowskich UE. Spojrzenie na regulacje w zakresie wsparcia grupowego przez pryzmat struktury akcjonariatu jest szczególnie istotne w przypadku takich krajów, jak Polska, w których większość aktywów sektora bankowego znajduje się w rękach kapitału zagranicznego. W artykule zwrócono uwagę na konieczność korekty aktualnych propozycji UE tak, aby zapewnić ochronę praw mniejszościowych akcjonariuszy, gdyż na obecnym etapie proponowane instrumenty wydają się nie być spójne zarówno z dobrymi praktykami corporate governance, jak i innymi regulacjami unijnymi dotyczącymi rynków kapitałowych.
The paper presents the problems linked with new EU regulations aimed at curbing adverse conditions in the banking sector. Authors presented the selected legal issues of intra-group financing (or intra-group support) and discuss some doubts that may arise while applying them to local legal regimes. The research also underlines banks' ownership structure in the new EU countries. Analyses of intra group support issues should take into account the ownership structure in the banking sector due to the fact that in such countries as Poland the majority of banks' assets is owned by foreign capital. Combining the actual legal proposals and situation in the banking sector authors take the view that they should protect rights of minority shareholders. The existing proposals seem to be non-compliant both with corporate governance rules and even other EU capital market regulations.

The author argues that public governance in Poland should be oriented toward the characteristics of interactions among a diverse set of policy actors. Public governance has been defined as a problem solving process in which formal government -- as a cabinet of ministers and public administration -- is no longer the only leading policy actor. Instead there is a network of various actors from within government and from without that contributes to decisions processes and policy outcomes. This change is a result of the decentralization of power. To understand the barriers that block the policy creation process requires an analysis of networks and attention to the pluralistic approach to public governance.

In civil societies, urban movements are one of the tools in the process of spatial governance. In Poland, urban activism is beginning to develop together with a budding participation in public life. Therefore, there is a need to assess the scope and efects of the urban movements' actions. The aim of the study was to determine and evaluate their impact on the spatial development in three Polish cities - Poznań, Gdańsk and Gdynia, especially in regard to the procedures in local urban planning and the process of participation. On the basis of the data collected during research and community interviews conducted in these cities, the following factors were analysed: the background and current profile of urban movements, the extent, regularity and efectiveness of their actions, the planning and spatial development initiatives undertaken, their cooperation with the local authorities and their contribution to the enhancement of participatory mechanisms.

This article addresses the problem of the EP’s role in the process of multi-level governance illustrated with the example of EU expansion policy through the accession of the West Balkan states. As an effect of the European integration process, resulting in the transfer of decision-making competences from the state level to the transnational level, nation-states have lost their monopolistic position in the European decision-making process. This has enabled the formation of multi-level political system within the EU. Within the system, there is a multi-level governance model, with the EP as its crucial element. This article reveals an important role of the EP as a transnational decision-making centre, which with its specific competences (giving consent to the accession of a country to the EU, giving consent to sign international agreements crucial for the integration process, budget rights, co-decisions on the form of the EU law with an ordinary law making procedure) considerably forms the policy of the EU in relation to the Balkan countries. The explanation of the policy’s functioning and its outcomes are based on the concept of multi-level governance, which is analyzed herein in depth.
Artykuł porusza problem roli, jaką odgrywa PE w procesie wielopoziomowego zarządzania na przykładzie polityki rozszerzania UE o kraje Bałkanów Zachodnich. Wskutek rozwoju procesu integracji europejskiej, skutkującego transferem kompetencji decyzyjnych ze szczebla krajowego na ponadnarodowy, doszło do utraty przez państwo narodowe monopolistycznej pozycji w europejskim procesie decyzyjnym. Pozwoliło to na ukształtowanie się w ramach UE wielopoziomowego systemu politycznego. W ramach tego systemu funkcjonuje model wielopoziomowego zarządzania, którego PE stał się istotnym podmiotem. W artykule ukazano znaczącą rolę PE jako ponadnarodowego ośrodka decyzji, który poprzez posiadanie określonych kompetencji (wyrażanie zgody na przyjęcie państwa do UE, wyrażanie zgody na zawarcie kluczowych dla procesu integracji umów międzynarodowych, uprawnienia budżetowe, współdecydowanie o kształcie prawa UE w ramach zwykłej procedury ustawodawczej) w sposób istotny kształtuje politykę UE wobec państw bałkańskich. Wyjaśnienie funkcjonowania tej polityki i jej skutków autor publikacji oparł na koncepcji wielopoziomowego zarządzania, która w artykule jest przedmiotem pogłębionej analizy.

One of the elementary conditions of democratic society includes, among others, an active and powerful civil society which acts as an intermediary between the state and citizens. Moreover, the functioning and effective civil society represents the way to influence the public governance. The aim of the article is to research the scope of the relationship between civil society and public governance in the particular post-communist country – the Slovak Republic, where preconditions for establishing a civil society were completely different than in Western democracies. Moreover, the article examines, with the help of analysis and synthesis methods, the contribution that an efficient civil society can make to the democratization process and good governance.

For many decades most researchers, planners and local authorities have been focusing almost exclusively on urban growth and its socio-economic and spatial consequences. However, in the current debate concerning the future of cities and regions in Europe the process of their shrinkage starts to attract more attention. In the conditions of a declining population, urban governance is an important challenge for local authorities, being usually much more difficult than during the periods of population growth. The experience of cities affected by shrinkage shows that there is no simple method of counteracting negative consequences of this process. Regeneration strategies vary a lot, depending mostly on the way the problem is perceived by both central and local governments. The strategies can either choose an adaptive approach (the acceptance of shrinkage and adjustment to it), or attempt to renew growth (shrinkage is treated as just a temporary phenomenon). Quite often the problem is ignored and no action is taken at all. In the paper the authors discuss the conditions and consequences of different approaches towards the process of shrinkage and present examples of regeneration strategies (together with their assessment). They conclude with recommendations for future urban policies.

The article deals with the issue of shortcomings of governance. The author presents and discusses the fundamental limitations of governance networks. To that end, he focuses on the issues of trust and communication between network members, network transparency and accountability as well as the problems of management and coordination within a network. He also reviews the impact of governance networks on increasing social inequality.
Tekst poświęcony jest kwestii słabych stron współzarządzania. Podjęto w nim próbę przedstawienia i omówienia podstawowych ograniczeń sieci rządzenia. W tym celu przedstawione zostały problemy zaufania i komunikacji między podmiotami sieci, transparentności i rozliczalności sieci oraz kwestie kwestię kierowania i koordynacji w sieci, w artykule zaznaczono również kwestię wpływu współzarządzania sieciowego na problem narastających nierówności społecznych.

Nie przesądzają one jednak, zdaniem autorów, o nieprzydatności tych podejść, a jedynie oznaczają konieczność posługiwania się nimi w sposób umiejętny i rozważny.
The paper focuses on the issues of policy networks and communities as well as their significance in contemporary systems of governance. The authors critically explore co nceptual approaches to policy networks and communities from the standpoint of comparative studies of public policies. While emphasizing the explanatory value of these approaches in the area of political processes, the authors are at the same time aware of their inherent limitations. The latter, however, do not imply their ineffectiveness, but suggest the need to apply such approaches in a competent and prudent manner.

The article is an attempt to present the idea of social trust as an important element in the corporate governance of companies with the participation of local government units. It is mentioned about the need to raise standards of transparency in these companies. There is also a proposal to take into account the relevance of sociological theories in the studies of corporate governance.
Ocenie funkcjonowania nadzoru korporacyjnego w Polsce poświęcono wiele publikacji. Zagadnienie to w sposób pośredni dotyczy każdego człowieka, szczególnie wtedy, gdy mowa jest o nadzorze na spółkami komunalnymi. Artykuł stanowi próbę przedstawienia idei zaufania społecznego jako istotnego elementu w nadzorze korporacyjnym spółek kapitałowych z udziałem jednostek samorządu terytorialnego. Zauważona jest w nim konieczność podnoszenia standardów w zakresie transparentności w takich przedsiębiorstwach. Artykuł jest także propozycją uwzględnienia teorii socjologicznych w badaniach nad nadzorem korporacyjnym.
