Celem artykułu jest opis działalności POP PZPR przy ZLP w Olsztynie w sferze kształtowania miejscowego środowiska literackiego i charakteru literatury pięknej tu powstającej. Analiza zmierza do ustalenia roli POP w zakresie: zadań literatury pięknej, oceny warunków pracy literatów oraz relacji z innymi organizacjami. Materiałem analitycznym są archiwa POP PZPR przy olsztyńskim oddziale ZLP przechowywane w Archiwum Państwowym w Olsztynie.
The aim of the article is a description of the activity of POP PZPR at ZLP in Olsztyn in the sphere of developing of local literary environment and a character of literature which was written in this area. The analysis aims at establishing the role of POP as for: aims of the literature, assessment of conditions of the writers’ work and the relations with other organizations. The subject of analysis are the archives POP PZPR at Olsztyn department of ZLP which are kept in Archiwum Państwowe in Olsztyn.

The time of the PRL’s political thaw began on a greater scale in December 1954. At the beginning of 1956, the Twentieth Congress of the Communist Party of the Soviet Union acted as a catalyst for change not only in Poland but also in Hungary. However, the 1956 events in Poland reached their climax in the autumn. At the end of a dramatic meeting held between 19 and 21 October, the Seventh Plenum of PZPR Central Committee (during which Soviet delegation with Khrushchev came to Poland) on 21 October 1956 elected new members of the Politburo (the Political Bureau of the Polish United Workers’ Party) with its First Secretary – Władysław Gomułka. The turning point in the activity of the Communist Party in Cracow was the Plenum of PZPR Voivoidship Committee on 25-27 October 1956 in Cracow. At this point, it is worth mentioning that a group of youth organizations members, having affiliations with the party, played a significant role in political revival in Cracow. Among its leaders there were: Stefan Bratkowski, his brother Andrzej, as well as Bernard Tejkowski and Janusz Ogorzałek. The most important moment was an election of the new authorities. 43 persons (out of 45 members of the Voivodeship Committee plenum) took part in decisive vote for members of the Voivodeship Committee Executive finally electing: B. Drobner, S. Filipiak, T. Hankiewicz, W. Kozub, S. Krzakiewicz, M. Kieta, W. Machejek, J. Nagórzański, S. Pięta, B. Tejkowski, M. Waldenberg. In effect, the position of the majority of hitherto party leaders strengthened. During few months after the Polish thaw, the new Executive was a decision-making body of the Cracow’s PZPR. Drobner became a new Party leader in the Voivodeship, followed by Lucjan Motyka in February 1957. Between the autumn of 1956 and the spring of 1957 the Party was deeply engaged in preparation for the elections. Despite of its efforts, the turnout was the lowest in the country and the PZPR’s candidate – Jan Antoniszczak did not get an electoral mandate, therefore, a byelection in his constituency was necessary. During and after the election campaign an internal dispute in Executive erupted. A number of independent activists occurred in the region and the members of the former PSL (The Polish People’s Party) became active. In the course of time, the situation was finally under control and all dissidents such as Waldenberg were removed from the authority’s circle and from the party. Then another dispute arose over the problem of the employment of the former functionaries of the security apparatus and of the Security Office (remaining active before 1956). After the elections, Motyka’s people established new party authorities in Cracow’s Voivodeship which held their position within the next decade.

The sessions of the 9th Extraordinary Congress of the Polish United Workers’ Party (PUWP) was preceded by a profound public critique of both the structures and the activity of the judiciary and administration of justice. The corporations of lawyers demanded to strengthen the independence of the judiciary. They demanded to abolish the regulations on the so called “warranty” of socialist justice and to abolish the term of office in the Supreme Court. The Party, however, had no intention of changing and getting rid of legal regulations that allowed them to control the sphere of the judiciary. In the programme presented at the congress, the Central Committee of the PUWP emphasized the need to strengthen the existing structures of the socialist system of justice that in their opinion ensured the ‘independence’ of the judiciary. This approach of the PUWP towards the system of justice was rejected by a group of delegates who criticized the programme presented by the Central Committee at a meeting of a task group. They pointed out the need for tangible legal changes in the system administration of justice as postulated by the corporations of lawyers. These views were nonetheless found to be anti-socialist, and were not included in the final text of the congress resolution, which merely reiterated the theses set forth in the Central Committee’s programme statement.

The Basic Party Cell (POP) at the Warsaw Branch, was the Polish United Workers’ Party’s (PZPR’s) strongest party unit in the Polish Writers’ Association (ZLP). In Stalinist years, it was used to control and indoctrinate the community of writers. After the political “thaw” it was affected by very strong reformist tendencies, called “revisionist” by communist authorities. That was the difference between it and other PZPR’s cells in ZLP’s branches. Also, POP OW ZLP due to its numerosity and connections of some its members with the party leadership, exerted real infl uence on ZLP’s activities and on the relations between writers and the communist party. Nonetheless, internal divisions in the organisation were very deep. In addition to “revisionists”, the POP was also composed of a group of writers completely subordinated to the party’s instructions. Within the POP OW ZLP a discussion was held on the scope of writers’ duties, resulting from the fact of membership in PZPR. Should restrictions of free expression be accepted? Can writers-party members participate in creating the cultural policy, or should they only implement its guidelines? Are there perhaps any false intermediaries in the relations between POP, and the party leadership? The authorities’ actions towards communities of creators – mainly imposing restrictions of freedom of speech – promptly triggered protests, also of a part of the members of POP OW ZLP. In the 14 years of Gomułka’s rule, the highest emotions were provoked by the liquidation of the monthly „Europa” and founding of the Warsaw weekly „Kultura”, the dispute over the letter of 34 and the counterletter of POP OW ZLP, the expelling of Leszek Kołakowski from PZPR, and the March campaign. In this period, some writers-party members, ignoring the risk of disfavour – left the party’s ranks; while others remained in the organisation for a long time, forming an informal opposi- tion (“dissent within the party”), yet others remained members only in formal terms, the group of orthodox communists rapidly diminishing. In the late 1960s, when the anti-intelligentsia phobia among the party’s leadership became evident for everybody, it was hard to find any big names among the members of POP OW ZLP. The organisation became uniform in terms of ideology, but devoid of authority and despite the opposition’s resignation from struggle, it proved incapable of leading the community of writers. The fortunes of POP OW ZLP seem to be a good example of ideological reconsiderations and changing attitudes within the communist party’s intelligentsia towards the policies of Gomułka.

The minutes of the meetings of the PPR Club (Polish Workers' Party Club) of The MBP (The Ministry of Public Security) are an extremely valuable source of information about the way the party worked and the lives of the main members, who had created the whole structure of the GUC (Main Office of Censorship) that was the unit of the MBP between 1945 and 1947. A great attention was focused on the culture and education commission, which was supposed to be a an important unit of the MBP workers' indoctrination. The way the commission worked was considered insufficient because the administration often changed their directives, that leaded to loss of discipline of the rank and file members of the party's units. The existing documentation shows that the given commands were not often rethought. Even the members of the unit have no idea what the meeting was going to be about. There was no information about what was on the agenda. It was the reason why the members were unwilling to come to the meetings. According to the opinion of the employees and the party members, the meetings were considered boring, and the speakers were thought to be badly prepared to present their papers, and often did not have the slightest notion what was discussed. The analysis of the minutes shows the picture of a totalitarian country, units of which try to control all the possible areas of Poles' lives, trying to accomplish the process of sovietization of Poland.

The year 1956 was an eventful time that saw new changes in the countries of the Eastern Block; and among others it influenced the functioning of the City Committee of the Polish United Workers Party in Toruń. In Poland due to the Convention of the USSR’s Communist Party (14 –15.02.1956) and the death of Bolesław Bierut (12.03.1956), there was a visible split in the highest echelons of the Polish United Workers Party. It also resulted from the declassifying of Khrushchev’s secret speech. All that contributed to the slackness in discipline in the City Committee of the Polish United Workers Party in Toruń. On the rising tide of social critique of the political and the economic system, the great demonstration in Poznań (28.06.1956) was staged. The demonstration turned into a regular fight between the demonstrators and the soldiers and policemen. All the above mentioned events met with a big response in the society of Toruń and contributed to the radicalization of political attitudes among youth 72 and students. Moreover, they revealed that people had no confidence in the City Committee of the Polish United Workers Party in Toruń and its publications. The Eight Plenum of Central Committee of the Polish United Workers Party was appointed on 19.10.1956, yet on the 18th//19th of October the Russian troops, which were based in Poland, began their march on Warsaw. The crisis was resolved by the election of a new chairman of the Polish United Workers Party, Władysław Gomułka. It raised Poles hope for the liberalization of the political system. It also resulted in changes within the party structures in Toruń; on the 31st of October new local authorities were elected. The events of the year 1956 revealed the oldes of problems that the City Committee of the Polish United Workers Party in Toruń had to face with. They also resulted in the decreasing numbers of the Party’s members and the demise of the Union of Polish Youth. Yet the Poles’ hopes were shattered just after the suppression of the uprising in Hungary by Russian military. Furthermore, in the next few years the liberalization in Poland was stopped.
In den Ostblockstaaten war das Jahr 1956 reich an Ereignissen und Waldlungen, welche auch einen Einfluss auf die Situation des Thorner Stadtkomitees der Polnischen Vereingten Arbeiterpartei ausgeübt haben. Als Folge des XX. Kongresses der Kommunistischen Partei der UdSSR in Moskau (14 –15 02. 1956) entstand eine tiefe Spaltung in den höhsten Gremien der Polnischen Vereinigten Arbeiterpartei. In diesem Zusammenhang, besonders aber unter dem Eindruck der Veröffentlichung der Geheimrede Chrustschows, wurde die Geschlossenheit in der personellen Besetzung des Thorner Stadtkomitees zerrüttet. Unter dem Einfluss der immer höher schlagenden Wellen der gesellschaftlichen Kritik des politischen und wirtschaftlichen Systems, ist es am 28. 06. 1956 zu der grossen Manifestation der Arbeiter in Posen gekommen, die sich in einen regulären Kampf der Demonstranten mit Abteilungen der Miliz und des Militärs umgewandelt hat. Diese Ereignisse erweckten eine starke Resonanz bei den Bewohnern der Stadt Thorn und haben zu einer Radikalisierung des jugendlichen Milieus, vor allem der Studentenkreise beigetragen. Sie haben auch das Vertrauen zum Stadtkomitee der Polnischen Vereinigten Arbeiterpartei und zu dessen Presseorganen untergraben. Die VIII. Plenarsitzung des ZK der 73 Polnischen Vereinigten Arbeiterpartei, auf der man eine neue Parteileitung wählen sollte, wurde auf den 19. Oktober einberufen. Doch in der Nacht vom 18. auf den 19. Oktober wurden die in Polen stationierten sowjetische Truppen Richtung Warschau in Marsch gesetzt. Die dadurch entstandene Krise wurde Dank der Wahl des Władysław Gomułka zum neuen Vorsitzenden des ZK der Polnischen Vereinigten Arbeiterpartei wirksam gebannt. Diese Ereignisse, besonders die Wahl Gomułkas, der das Vertrauen der Gesellschaft genoß, eweckte Hoffnung auf eine Liberalisierung des herrschenden Systems. Die Wahl des neuen Vorsitzenden des ZK, hat Umgestaltungen der personellen Zusammensetzung der örtlichen Parteistrukturen nach sich gezogen. Denn die Ereignisse des Jahres 1956 haben viele, die Tätigkeit der örtlichen Parteileitung betreffenden Probleme ins Licht gerückt. Das wirkte sich ebenfalls auf einen enormen Schwund der Zahl der Mitglieder aus, und hat auch die Auflösung der Partei unterordneter Jugendorganisation (ZMP) zur Folge gahabt. Die aufkeimenden Hoffnungen wurden leider schon 1956, nach der Zeschlagung des ungarischen Aufstades durch die sowjetische Armee, ausgelöscht und die schon eingeleitete Liberalisierung des Systems in den folgenden Jahren abgebremst.

The Kraków structure of PZPR (Polish United Workers’ Party) was among the most important in Poland. October 1956 brought about signifi cant personal movements within the Kraków branch of the party, a large group of its leaders being dismissed together with the fi rst secretary of KW (Voivodeship Committee) Stanisław Brodziński, as well as many persons with roots in KPP (the pre-war Communist Party of Poland). For a longer time, until 1968, the party was not affected by any major crisis. From the beginnings of the 1960s, in the assessed voivodeship the numbers of party members and candidates rose importantly, from about 61,000 (in 1959) to over 110,000 (in 1969). Some of the old worthies (like Zofia Zemanek) disagreed with their removal to the margins of social life, subsequently they found a field of activity in the TPPR (Polish-Soviet Friendship Society). Also, the influence of activists who had emerged in the aftermath of October 1956, was successfully neutralised and weakened (Bernard Tejkowski, Marek Waldenberg, Zbigniew Jakus). The party certainly took advantage of the period of relative social calm, to stabilise its organisational/territorial structure with District, Municipal, City District, Plant and Basic Party Committees. The most important tool to exercise power used by the Kraków branch of PZPR, was the party apparatus and the system of “nomenklatura” (ruling class) enabling to create and control personnel policy in administration, economy, etc. The Kraków party was led in the assessed period by Bolesław Drobner, Lucjan Motyka and Czesław Domagała. Analysis of the regional structures of Poland’s communist party is an important, required direction of research.

The PPR (Polish Workers’ Party) and PPS (Polish Socialist Party) began their activities after the creation of the Gdańsk voivodeship in March 1945. The PPR was based on activists delegated to the Gdańsk Coast region by the Central Committee. The PPS, that had traditions extending back to the pre-war period, largely resorted to cadres composed of local activists. Party functionaries arrived from central areas of the country within Operational Groups. In 1948, implementing the strategy of establishing communist political monopolies in Europe, controlled by Stalin, the process of “unifying” both parties was launched. The purpose was to create the Polish United Workers’ Party (PZPR). The event was officially promoted as the crucial one of Poland’s history. Activists were presented who were democratically chosen as delegates to the Unification Congress and members of the new party’s leadership. Egalitarianism within the party was the subject of extensive discussion. Actually, “all roles” in the spectacle had been already attributed behind-the-scenes. “Unification deeds”, marches of support for the idea, decoration of cities and villages, or the “spontaneous” singing of revolutionary songs were staged. The leaders of the KW (Voivodeship Committee) of PZPR in Gdańsk had been appointed earlier in Warsaw, and the committee’s composition was well known to the party’s elite many weeks before “its election” by party members. The completion of the “unification” operation required tremendous funds, provided from PZPR’s own resources only in a tiny part. An analysis of PZPR’s finances makes evident that the party would not be able to function without subsidies from the state budget. The process of “unification” ended with the 1 st Reporting and Electoral Conference of the KW in June 1949. During that conference, the leadership of the committee was elected as democratically, as in the previous year. A symbolic act transmitting the “unification” to public space, consisted in naming streets and squares in the voivodeship’s cities to commemorate the inception of PZPR.

The topic of this study is the situation of indigenous inhabitants of the Sztum district, that is the second most numerous such population in the area of Gdańsk Pomerania. Not only numerosity was relevant at selecting this group, also the fact that in over 70% is was composed of a rural populace. The preserved sources, the analysis of which has confi rmed their representativeness, realiability and features, have determined the topic and the chronologic scope of this study. It only presents a fragment of the life of indigenous people, illustrating their situation in the early 1950s. Preserved materials enable us to follow the activities of natives in many fi elds of social life. The fi rst part of the study is an analysis of the current status of research on the issues of the indigenous population of Gdańsk Pomerania. It enabled to point out the need of this study. A description of the period 1945–1950 makes it possible to understand the complexity of the problem of indigenous population. It was a turbulent time in the history of Western and Northern Territories (i.e., territories Poland took over from Germany after WW2). Many processes that characterise that period were the consequence of war, and the recent establishing anew of Polish state authority. All those events, beginning with the arrival of the Soviet army, migration of the population, and the establishment of Polish administration, had a tremendous impact on the local inhabitants. They experienced many difficult moments in those years, completely opposite to the expectations associated with desired freedom. The preserved archives that are the base of this study, were created as a consequence of PZPR’s new policy towards the indigenous population. The key decision in that regard was the Resolution of the Party’s Central Committee of July 1950, on the attitude towards natives. The provisions of the resolution were exercised by carrying out various analyses by the voivodeship, district and communal administration, relative to the situation of native people. The issues addressed by the resolution are reflected in preserved sources, therefore, in further sections of the study the resolution is thoroughly analysed, making it easier to understand the substantial structure of sources that are the basis of the study. Their in-depth verification enabled to bring closer the position of indigenous people within the social structure of the district. This is a basic element of the study, that demonstrates how complex are the problems related to the existence of natives in society. The study is contributory, and it is a start point for further research on indigenous population of Gdańsk Pomerania.

Personnel policy was one of the main forms and methods of exercising authority by the communist party during the times of the Polish People’s Republic. The article discusses the rights and duties of the workers of the Polish United Workers' Party as a consequence of the new regulations concerning the mentioned matter, which appeared after the crisis of the communist party in the years 1980–1981. There has been made an observation that any job position in the communist party involved numerous privileges concerning wages and living conditions and above all, the real authority of the state was not exercised by the officers of state but by the workers of the Polish United Workers' Party.

The text is about the process of liquidation of Workers’ Publishing Collective “Prasa-Książka-Ruch”, which had been a particularly important element of political system in The Polish People’s Republic. The author says that this subject is not widely presented in the literature. Furthermore, she claims that for proper understanding of dismantling, she had met with the former last chairman of the Collective. Those meetings had given her a chance to write about aspects which hasn't often been presented in the literature. The text presents all the aspects and ways of liquidation but also shows main disadvantages of this process. Main signification has the act from 22nd March 1990 which started the liquidation. The author presents that the most important defect of this document was preparing the act in rush and lack of consciousness of the difficulty of this process. Accordingly, it caused many negative opinions about all the process.

Since the very creation of “Solidarity”, the problem of mutual relations in enterprises between free trade unions and communist party structures, became highly important. From the fi rst months of Solidarity’s activities, the situation at workplace was characterised by an aggravating confl ict between the trade union supported by workers and the unaccepted communist party, generally blamed for the economic and social crisis. The foundation of free trade unions and Solidarity’s dynamic activity in enterprises emphasised the scale of social disapproval of PZPR’s policies, demonstrating how feeble were the social foundations of communist rule, and the extent of the helplessness of PZPR’s basic structures in face of a social subject that was not subordinated to the ruling party. The conflict was especially deep in the enterprises of Katowice voivodeship, that were strategically important for the economy of PRL (People’s Republic of Poland). Relations between the communist party and the trade union suffered additionally in Silesian coal mines, as a consequence of the government’s resolution no. 199/81 – adopted against Solidarity’s will – imposing production in coal mines on free Saturdays. In autumn 1981, the process of leaving the Katowice communist party organisation by its members continued, both by ordinary members of PZPR, and employed representatives of the party apparatus as well. Communist party’s units in plants, in many mines, mills and factories of the Katowice voivodeship practically lost their operating capacity, and their influence on workers was a complete fiction. The hierarchic structure of jurisdiction of the voivodeship executive over the ordinary mass of members, that had been developed for years, ceased to function in late autumn 1981. A few attempts, undertaken by the 1 st secretary of the Voivodeship Committee (KW) of PZPR in Katowice, Andrzej Żabiński, to stimulate the activity of party members in Silesian plants, ended in complete failure. “Solidarity” added dynamics to social processes, by increasingly extending its influence over the operations of enterprises. In October 1981, the first demands were put forward to eliminate communist party structures from workplaces, and to deprive party secretaries of their job contracts. These tendencies intensified with particular force in the next weeks. In November and early December such demands were already voiced by many mines and mills of the Katowice voivodeship, sometimes in form of ultimatum. Similar processes took place in enterprises throughout the country. The demands to remove the communist party from enterprises were usually justified by the party’s political nature inconsistent with the economic purpose of enterprises, and the destructive impact of basic party cells and committees both on the personnel of enterprises, and their economic activities. The introduction of martial law and suspension of Solidarity’s activities stopped the developments that were dangerous for the communist party.
