The paper presents information of the project and the results of research on the problem of monitoring and management of information about occupancy of parking spaces in real time. The material draws attention the potential which, being properly used with adequate detection of the presence of selected technology and the desired transmission of information in graphic form for selected locations respectively in real time which will result in traffic that users will be more consciously decide on it's journey with the appropriate leads on the possibility of to reach the goal, as well as surrounding their existing infrastructure and the possibility of using public transport, The present level of knowledge and experience is realized in the framework of research and development project in score of ITS applications in response to the lack of consistency between multiple transport streams and the lack of their interaction on each other.

Na terenie Bydgoszczy realizowany jest projekt związany z przygotowaniem i wdrożeniem Inteligentnych Systemów Transportowych (ITS). Bydgoski projekt obejmować będzie działania w czterech obszarach (podsystemach): sterowania ruchem drogowym, zarządzania transportem publicznym wraz z dynamiczną informacją przystankową, informacji parkingowej, naprowadzania kierowców pojazdów na drogi alternatywne. Podsystem w obszarze zarządzania przestrzenią parkingową ma się przyczynić do poprawy warunków ruchu na sieci drogowej zlokalizowanej w strefie płatnego parkowania w śródmiejskiej części miasta, lepszego wykorzystania przestrzeni parkingowej oraz poprawy dostępności do miejsc postojowych. W związku z wdrażaniem w ramach projektu ITS segmentu o informacji parkingowej zrealizowano badania charakterystyk parkowania w wymienionej strefie płatnego parkowania. Pozyskane dane są niezbędne do budowy systemu informacji parkingowej, której głównym zadaniem będzie przekazywanie kierowcom za pomocą elektronicznych tablic informacyjnych komunikatów o zajętości miejsc postojowych. Celem artykułu jest wskazanie problemów związanych z poprawną identyfikacją liczby parkujących pojazdów w obszarze objętym wdrażaniem podsystemu ITS. Dynamiczna informacja o liczbie aktualnie parkujących pojazdów na poszczególnych ulicach strefy parkowania jest podstawowym czynnikiem pozwalającym na odpowiednie informowanie kierowców o poziomie zajętości miejsc postojowych.
In the years 2012–2015 in Bydgoszcz the project involving the preparation and implementation of Intelligent Transport Systems (ITS) is being realized. Bydgoszcz project will include activities in four areas (segments): traffic control, public transport management with stops dynamic information, parking information, guidance vehicles on alternative road. Subsystem in the area of parking management is to contribute to the improvement of traffic conditions on the road network located in the paid parking zone in the central part of the city, better use of parking space and improving access to parking spaces. Accordingly the implementation of ITS project, studies of parking characteristics in paid parking zone have been conducted. This data is necessary to construct a parking information system, whose main task is to transfer information via electronic sign boards about available parking spaces. The aim of this article is to identify problems related to the correct identification of number of vehicles parked in the area covered with the implementation of the ITS subsystem. Dynamic information about number of vehicles parking in particular streets of parking zone is the basic condition enabling to inform drivers about the of occupancy of parking spaces.

With increasing automobiles in the parking space, we could face problems like unplanned parking, lack of discipline, wasting time and fuel while looking for free space around the parking ground. These problems could be solved by applying Arduino for controlling car parking system. The proposed system will detect an available parking slot in short time, saves fuel, offer monitoring car parking system with low consumption, easy to implement and inexpensive.

Real-time traffic monitoring and parking are very important aspects for a better social and economic system. Python-based Intelligent Parking Management System (IPMS) module using a USB camera and a canny edge detection method was developed. The current situation of real-time parking slot was simultaneously checked, both online and via a mobile application, with a message of Parking “Available” or “Not available” for 10 parking slots. In addition, at the time entering in parking module, gate open and at the time of exit parking module, the gate closes automatically using servomotor and sensors. Results are displayed in figures with the proposed method flow chart.

Automatic parking systems are parking structures with a computer-controlled automated vehicle loading and unloading process using sophisticated technological equipment. The paper describes a construction design for a pallet locking system, which is used to lock parking pallets with or without a vehicle, at a particular location and floor, that is, in a rack cell. This is one of the basic design concept variants of “Multi-Tower” automatic parking systems. This concept makes it possible to store cars stacked in rack cells. Cars on pallets are guided to the vertical cells of the parking system, stacked above each other on pallets, by an electric freight traction elevator. Pallets are stacked into the horizontal cells, on either or both sides, on a given floor of the parking system by means of a chain transfer device. After the pallet has been guided to a particular position, the pallet must be fixed in this position by the pallet locking system so that when the vehicle needs to be retrieved, the chain transfer device can again latch onto it and move it to the traction lift cage without any problems. The locking system also functions as a brake for the pallet carrying the parked vehicle. The paper also presents the theoretical calculations of the pallet brake, which is a crucial element of the pallet locking system of the conceptual variant of the “MULTI TOWER” automatic parking system.

W artykule przedstawiono jeden ze sposobów wyznaczania granicy strefy płatnego parkowania według metodologii autorskiej. W pierwszej części artykułu zaprezentowano autorską definicję centrum miasta oraz śródmieścia, biorąc pod uwagę kwestie transportowe. W kolejnej części dokonano analizy wybranych miast w Polsce, pod kątem wzajemnej relacji pomiędzy granicą śródmieścia a strefy płatnego parkowania. Dla tych obszarów zaproponowano poszerzenie strefy, w związku z potencjalnym oddziaływaniem przystanku kolei aglomeracyjnej. W kolejnej części opisano przypadek krakowski – wyznaczenie nowej granicy śródmieścia i strefy płatnego parkowania z uwzględnieniem oddziaływania przystanków i stacji wysokowydajnych środków transportu szynowego.
This article presents the author`s concept for setting of paid parking zone boundary. The first part of the article presents the city center and downtown definition, in the light of transportation aspects. Then selected Polish cities have been analyzed in the respect of the relation between paid parking zone and downtown boundary. For these areas it was proposed to expand the zone due to the potential impact of the agglomeration railway stops. The last part of the article presents the Cracovian case – setting new boundary of downtown and paid parking zone with the respect to the impact of the stops of high effective transport system.

The incentive to raise the subject of automated car park is still too small number of parking spaces in the cities, as well as continuing problems arising from traditional car parks (the problem with parking, cars damages, or even collisions) and, consequently, increasing frustration and nervousness of drivers, often leading to contentious situations. The idea to address this situation, and even the solution of the problem, would be to design automated car parks, and thus create a design harmonized with the environment in which this project would be realized. With the progress in technology, the development of electronics and ubiquitous automation the automated car park, which is a hybrid of construction, architecture, and advanced electronics was created.
Bodźcem do podjęcia tematu automatycznego parkingu jest wciąż zbyt mała liczba miejsc parkingowych w miastach, a także ciągłe problemy powstające na tradycyjnych parkingach (problem z zaparkowaniem, uszkodzenia samochodów, czy nawet kolizje), a w konsekwencji rosnąca frustracja oraz zdenerwowanie kierowców niejednokrotnie prowadzące do sytuacji spornych. Pomysłem na rozwiązanie takiej sytuacji, a nawet samym jej rozwiązaniem byłoby zaprojektowanie automatycznych parkingów, a co za tym idzie stworzenie projektu zharmonizowanego z otoczeniem, w którym ów projekt miałby powstać. Wraz z postępem techniki, rozwojem elektroniki i wszechobecną automatyzacją powstał parking automatyczny, będący hybrydą budownictwa, architektury i zaawansowanej elektroniki.

The paper is concerned with the problem of automatic parking of a car. Current state of the art in self-driving cars and methods of automatic parking were discussed. For simulation studies, the kinematic bicycle model of the vehicle was assumed. A method of solving the problem of automatic parking was proposed. The idea of this method consists in planning characteristic poses of the vehicle and realization of motion between these poses using pose controller. Results of simulation research were presented and discussed, which confirmed the correctness of the approach.

Coraz częściej stosowaną formą realizacji inwestycji budowlanych w Polsce jest partnerstwo publiczno-prywatne (PPP). W systemie tym zarówno partner prywatny, jak i publiczny odnoszą pewne korzyści. Ponieważ jednak z reguły są to inwestycje wymagające dużych nakładów finansowych, a okres ich użytkowania jest kilkudziesięcioletni, wiążą się z nimi ryzyka dla obu stron. W artykule przedstawiona została analiza inwestycji realizowanej w systemie PPP w Krakowie. Przeprowadzono analizę kosztów w cyklu życia obiektu z wykorzystaniem różnych wariantów przychodów. Podjęto próbę analizy opłacalności finansowej tego typu inwestycji. Wyniki przeprowadzonych analiz wskazują na duże trudności z określeniem zarówno rzeczywistych nakładów i przychodów w tak długim okresie trwania umowy koncesyjnej, jak i terminu zwrotu poniesionych nakładów.
The public-private partnership (PPP) is an increasingly common method of realizing investments in the construction industry in Poland. This system allows both the private and the public partner to derive some benefit. However, given that these are usually investments which require considerable financial outlays and their lifetime is a few dozen years, there are also some risks for both parties. The article presents an analysis of an investment realized in the PPP system in Cracow. The costs of the structure during its life cycle were analyzed with the use of various alternatives of revenues. The article also contains an attempt to analyze the profitability of this kind of investment. The results of the analyses demonstrate the difficulties in determining the actual outlays and revenues during the concession contract, as well as the date of payoff.

Opis:
The transport accessibility of cities decreases with the increase in road traffic. Planners, traffic engineers, and road managers are looking for solutions that will reduce congestion on city streets without limiting transport accessibility to the city center. The article presents an overview of solutions used in Poland and abroad that aim to encourage people who travel by car to the city center to use other means of transport. The solutions were identified that can contribute to reducing road traffic in the city without limiting its transport accessibility based on the area inventory in Krakow. The next part of the article analyzes the use of P&R parking and the bike-sharing Wavelo system in Krakow in 2018. The results of the conducted analyses indicate that the most entrances to the P&R parking in Krakow were in the morning hours, whereas the most exits from these parking were in the afternoon. The holiday months were characterized by a lower use of parking space compared with the remaining months. These conclusions may indicate that the people using the analyzed parking lots are mainly commuters. On the contrary, the analysis of the use of the bike-sharing Wavelo system in Krakow allows for the conclusion that a large numer of people used rental bikes for short journeys. These trips can complement the journeys made with the use of public transport or as a continuation of the journey after leaving the car in the P&R parking. Investments and development of this type of solutions may be an incentive for people traveling by car to use another means of transport.

Parking lots are part of the national transport system. Their availability and structure affect the smoothness of vehicle traffic. The use of innovative solutions in this area aims to improve the quality of movement also for lorries. Therefore, the aim of this article was to investigate parking management systems. The study used a method of assessment of entry/exit balancing algorithm based motorway car park occupancy information systems has been proposed. Adequate criteria and quality measures have been indicated; procedures of setting the measures in the process of the system's certification and their applicability to selected NeuroCar Park Balance installations have been described. External factors influencing the efficiency of the systems and recommendations concerning verification procedures in commercial conditions have also been referred to. The benefits and difficulties of applying a management system for parking lots for trucks on the route were identified based on the measurements made.
Parkingi są częścią krajowego systemu transportowego. Ich dostępność i struktura wpływają na płynność ruchu pojazdów. Zastosowanie innowacyjnych rozwiązań w tym zakresie ma na celu poprawę jakości ruchu także pojazdów ciężarowych na trasie. Dlatego celem tego artykułu było zbadanie systemów zarządzania parkingami. W pracy zastosowano metodę oceny algorytmów równoważenia wjazdów/wyjazdów w oparciu o systemy informacji o zajętości parkingów autostradowych. Wskazano adekwatne kryteria i mierniki jakości, opisano również procedury ustalania mierników w procesie certyfikacji systemu oraz ich zastosowanie do wybranych aplikacji tj.: NeuroCar Park Balance. Odniesiono się również do czynników zewnętrznych wpływających na sprawność systemów oraz zaleceń dotyczących procedur weryfikacji. Na podstawie przeprowadzonych pomiarów zidentyfikowano korzyści i trudności w stosowaniu systemu zarządzania parkingami dla samochodów ciężarowych będących w trasie.

W artykule przedstawione zostały wyniki badań przeprowadzonych w obszarze buforowym strefy płatnego parkowania przy ulicy Doktora Twardego oraz Prądnickiej w Krakowie. Zaobserwowano w obszarze zachowania odpowiadające systemowi Park&Ride oraz Park&Go. Zostały wykonane pomiary parkowania metodą patrolową oraz obserwacje kierowców dotyczące wyboru sposobu kontynuowania podróży. Realizacja tych badań pozwoliła na przeprowadzenie szeregu analiz. Zidentyfikowane zostały występujące problemy parkingowe, między innymi duża liczba pojazdów zaparkowanych w sposób nieprawidłowy oraz niski wskaźnik rotacji pojazdów. Na podstawie wyników badań zaproponowano zmiany w organizacji parkowania oraz oszacowano potencjał podróży w systemie Park&Ride.
The paper presents results of parking analysis carried out in the paid parking zone buffer area on the Doktora Twardego and Prądnicka streets in Krakow. In area It has been observed the behavior the same like in the system Park&Ride and Park&Go. Measurements were made by patrol method and observations of drivers, what they chose as a way to continue the journey. The implementation of these research made it possible to present a series of analysis. Parking problems were identified, for instance: large number of vehicles parked improperly and low rotation of vehicles. Moreover, based on the results, solutions including changes in the organization of parking as well as estimated potential of Park & Ride system were proposed.

Opis:
The aim of the article is to find out about the public opinion of the inhabitants of the city of Piła about the functioning of the parking system, in which residents have problems finding a parking space. The most important issues in this field were reviewed. On the basis of the survey, car parks were designated, where it was proposed to modify the existing parking system by introducing intelligent parking systems. The results of the research, after analysis and summary of observations in the form of conclusions, are presented in the table and in the form of graphs.
