As stated in the National Greenhouse Gas Inventory Report, CO2 emissions and carbon balance vary significantly between Russia’s regions. In this regard, estimations of regional capabilities to absorb GHG and CO2 specifically are quite important. The analysis, undertaken in this study, made it possible to identify the territorial differentiation of the carbon capacity for the districts of the Republic of Tatarstan – one of the leaders of economic development in Russia. The author also considers the role of evaluating carbon intensity in the regulation of regional economy by optimizing land use structure.

Opis:
The functioning and development of an enterprise requires an appropriate level of management that can be analyzed on the basis of financial data reported by the entity. The article presents the concept of measuring the management level using the labour productivity indicator and the management level indicator. These are indicators derived from the model of the analytical production function, integrating a number of economic quantities in the field of financial analysis. This function is a financial model of natural production processes taking place in enterprises and consistent with classic cost accounting. From the point of view of the company’s financial equilibrium, the question arises whether these indicators reflect the financial position of the company well enough so that they can be used to assess the risk of bankruptcy of the company. The aim of the study is a comparative analysis of the dynamics of indicators: level of management and labour productivity in enterprises threatened by collapse and those enterprises retaining the ability to continue their operational activities. The second group of enterprises was chosen using selected methods of discriminant analysis.
Przetrwanie i rozwój przedsiębiorstwa wymagają odpowiedniego poziomu zarządzania, który można analizować na podstawie danych finansowych wypracowanych przez jednostkę. W artykule przedstawiono koncepcję pomiaru poziomu zarządzania za pomocą wskaźnika produktywności pracy i wskaźnika poziomu zarządzania. Są to wskaźniki wywodzące się z modelu analitycznej funkcji produkcji, integrujące szereg wielkości ekonomicznych z zakresu analizy finansowej. Funkcja ta stanowi finansowe odwzorowanie naturalnych procesów produkcyjnych przebiegających w przedsiębiorstwach oraz w zgodzie z klasycznym rachunkiem kosztów. Z punktu widzenia równowagi finansowej przedsiębiorstwa pojawia się pytanie, czy wskaźniki te na tyle dobrze odzwierciedlają sytuację finansową przedsiębiorstwa, że mogą zostać wykorzystane do oceny zagrożenia upadłością przedsiębiorstwa. Celem pracy jest analiza porównawcza dynamiki wskaźników poziomu zarządzania i produktywności pracy w przedsiębiorstwach zagrożonych upadkiem oraz tych zachowujących zdolność do kontynuacji działania. Druga z wymienionych grup przedsiębiorstw została wyłoniona za pomocą wybranych metod analizy dyskryminacyjnej.

The maintenance system is a key system that provides continuity and safety of the operation of production systems and that affects the safety of people working in these systems. At the same time, the maintenance system is a set of work processes carried out by people under specific environmental conditions, using specific equipment and within a specific organizational and management structure. The purpose of this article is to identify the main management factors that affect occupational safety and to rank these factors in terms of their effectiveness in ensuring safe maintenance, using the grey systems theory. Based on the literature analysis, 12 key management factors were identified and then subjected to expert assessment. In order to rank the factors, a decision model based on the grey systems theory (GST), i.e. systems with incomplete and uncertain information about structure and behavior, was developed and verified. The use of GST in the area of ensuring safety in maintenance is original. The findings of the article will be very useful for managers in implementing safe maintenance systems in various sectors of the economy.

Opis:
A large portion of the credits and financial resources of countries is spent on the preparation and construction of building projects because their implementation would create housing, job opportunities, financial turnover, and economic prosperity. At present, many construction projects are under construction in developing countries, and most of these projects are facing rising costs. The local scope of this research is construction projects in Yazd city. This research is operational in terms of purpose and was carried out in a descriptive and survey manner with an analytical-mathematical method. Data collection was done by documentary and survey methods. The Statistical Society consisted of 150 managers and officials, contractors, and actors involved in construction projects. Data analysis by hierarchical analysis technique showed that the criterion of management factors with a weight of 0.582 has the highest priority in increasing building costs. The criterion of environmental factors with a weight of 0.309 is at the second priority. The criterion of legal and administrative factors with a weight of 0.109 is in the third priority. Therefore, a key element in increasing the cost of construction projects in the under-studied city is the management factor that can be reduced by establishing new management systems and improving the quality of construction projects.

The study presents general assumptions of policies related to fire protection and evacuation of public buildings. Have been defined groups of human factors that have a significant impact on the efficiency of preventive actions taken and in the event of a threat. Next, the research methodology and results of questionnaire surveys carried out in randomly selected student groups are presented. A number of management actions aimed at increasing the safety of people staying on public facilities have been identified. The article ends with conclusions from the conducted research.

The aim of the study is to present the conditions of marketing management and its role it plays in local government units. It has been pointed out that marketing in municipal man-agement plays one of the main functions affecting its development. The results of own empirical research on marketing activities and tools used by self-government authorities in the municipalities of the Lodz voivideship were presented. The considerations were based on the subject literature as well as the results of our own empirical research. The surveys were carried out in the middle of 2016, by means of a questionnaire, on a sample of 155 communes of the Lodz region.
Celem opracowania jest przedstawienie uwarunkowań zarządzania marketingowego oraz roli jaką odgrywa ono w jednostkach samorządowych. Autor podkreśla, że marketing w zarządzaniu gminą pełni jedną z głównych funkcji wpływających na jej rozwój. Zaprezentowane zostały wyniki własnych badań z zakresu działań marketingowych i narzędzi wykorzystywanych przez władze samorządowe w gminach województwa łódzkiego. Rozważania oparto na literaturze przedmiotu, jak i wynikach własnych badań empirycznych. Badania te przeprowadzono w połowie 2016 roku, metodą ankietową na próbie 155 gmin województwa łódzkiego.

In the period of shortage of gas supply, special attention is given to reducing the supply of gas to its consumers, that is, their complete and uninterrupted gas supply. Increasing gas losses associated with technological transportation costs, in particular caused by gas flow instability and frequent changes in gas transmission network operating modes. Considering losses due to unreliability of gas pumping is one of the important tasks of gas supply optimization. The purpose of the study is to develop an optimization mathematical model that will simultaneously take into account the factors of reliability and minimum lossesIn the general case, the optimization calculations of the modes of operation of the main gas pipelines are intended to solve three main problems: determining the maximum productivity, calculating the optimal mode with a given productivity and choosing the optimal strategy, the development of the pipeline. On the basis of approaches of simulation modeling of complex systems, a multiparameter mathematical model of gas supply process optimization was developed. It is shown that a comparative analysis of the forecast and actual indicators of the operating modes of the plunger gas pumping unit shows their satisfactory convergence. The performance of the compressor operation period in the process of injection according to the forecast deviates from the actual value for the whole period of operation of the plunger gas pumping unit in 2016 by 2.98%. The optimization problem of gas pumping planning is considered, taking into account the expected losses, on the basis of which the transfer of the controlled system from the initial state to the final one is carried out by such a sequence of states that minimizes the total cost of the system evolution.

Diversity management becomes more and more popular as a factor of the enterprise competitiveness’ increase. Diversity is present at any enterprise indeed, apart from its trade subordination or history. You can accomplish significant economic and social gains and make enterprise more successful - if you use and develop the diversity of its personnel. Purpose. This paper’s purpose is to determine the special role of diversity management in educational institutions and to work out the hypothesis of potential impact of diversity management in education in the state security. Methods. The following methods have been used in the paper: critical analysis of scientific sources and results of practical experience, structural-functional analysis, modeling, systematization (for the analysis of existing definitions of the "state security" concept), generalization. The statistical results of an empirical research of the inclusive environment management of educational institutions have been analyzed. Results. The countries of the post-Soviet space successfully adopt Western experience of diversity management, in particular, in educational institutions, - and it has become a common thing. Educational institutions in this aspect play a special role, because they function as a factor of social capital and future generation formation. They create a base for development of plenty of the organizations with diversity management, that will result in occurrence of more competitive organizations and improvement of labor quality. However, more global aspects of this problem have not been investigated enough. If enterprises with diversity management are more successful and competitive, than longer will such enterprises exist, more stable and successful the state as a whole will be. This possible influence of educational institutions’ diversity management on state security has not been analyzed enough.

The key objective of critical success factors is to filter out excessive information reaching organizations so that management can focus on several most critical areas. Both scholars and practitioners employ most frequently expert interviews as to identify critical success factors. The aim of this study is to show how quantitative methods can contribute to a more efficient critical success factors identification. This study uses a sample of observations relating to 300 Polish crop producers in a 5-years period between 2013 to 2017. The findings of this study show clearly that the lower the inventory levels the higher the profitability and the growth of sales revenues of Polish crop producers.

Niniejszy artykuł prezentuje zarys zagadnienia istoty zarządzania talentami oraz określenia zasad zarządzania kompetencjami i może stanowić wstęp do dyskusji o modyfikacji modelu zarządzania kompetencjami. Jest także próbą odpowiedzi na zmienność konkurencyjną rynku oraz nowych wymogów otoczenia w zakresie potencjału utalentowanych i efektywnie realizujących cele organizacji pracowników.
The evolving labor market determines the level of innovative knowledge necessary for the activities of a modern enterprise. An important factor of market competitiveness is the role of particularly talented individuals operating in specific organizational structures. Optimal targeting of their talents is an important factor in the company’s situation. Competence management thus becomes a key item in the structure and company strategy. This article presents an outline of the issue of the essence of talent management quantifying competence management and may be an introduction to the discussion about modifying the competency management model. It is also an attempt to answer the competitive variability of the market and new requirements of the environment in terms of the potential of talented and effective implementation of employee organization goals.
