We live in the twenty-first century, which witnessed by far the most intensive marketing of politics, and traditional approaches (The Great Man Theory, ‘situational’, ‘relational’) to the process of emergence of political leadership are simply not enough. Cooperation between leaders and their followers is determined by cultural and social context, specific political situation of the time, patterns of social behavior. Development of new information technologies and dissemination of the means of mass communication have introduced another factor to the analyzed process, forced by civilisational changes. These changes initiated the processes shaping the emergence of a fourth approach to political leadership, which we may call ‘reactive’. Reactivity is an active process of management of the changing image of the leader, responding to the evolving social preferences, and subsequently disseminated through the media.

The question of whether a single leader type will emerge as one of the possible effects of globalization has required research on the subject. In the context of culture, Hofsthede, Brodbeck et al, and GLOBE studies, revealing that different leadership characteristics come to the fore in different geographies with cultural influences, refuting the claim that a uniform leader model will emerge with globalization. Among the aforementioned studies, GLOBE studies went a little further and claimed that leadership is actually a function of culture. Leadership research in the Balkans, which is a tangle of cultures with its complex ethnic structure, is relatively less included in the literature. The main purpose of this article is; Despite this problem arising from the Cold War period, how the leadership styles are in the Balkans is to examine the relationship between Balkan style leadership and culture. At the same time, the article has a secondary purpose that questions whether the claim that “there is not a single Balkans” is also valid for leadership practices when it comes to culture. Literature review and observation method were used in the research. The observations mainly include the observations made in Albania between the years of 2012-2015. On the other hand, the literature review is based on the data obtained primarily from local studies about each country in the Balkans. The results obtained emphasize that when it comes to leadership in the Balkan countries, the first thing is that political leadership is understood, which draws attention to autocratic leadership from the socialist administration period. In the context of business leadership, it shows that autocratic leadership was effective in the 10-year transition period after the Cold War, and that transformational leadership began to come to the fore in the 2000s at varying speed and rate according to institutions and countries. As a result of the investigations, the article shows that quite similar leadership characteristics stand out for the Balkans, the culture of democracy has not yet fully settled in this context, the avoidance of uncertainty in social codes, the autocratic administration still has an important place as a reflection of cultural dimensions such as the distance of power, on the other hand, willingness to change with new generations, more democratic leadership expectations increase and transformational leadership comes to the fore with the change in geography. Although the article has limitations in terms of containing observations specific to one country, it supports the claims in terms of including the local research results of the countries and is considered to contribute to the literature for the Balkans where limited research is available.

This paper presents the results of qualitative research conducted by the method of in-depth interviews with Polish leaders. A very diversified group of high-level and considerably successful leaders were selected and interviewed. The typology (profiles) of the leaders, their constraints and strength are revealed and discussed. The leaders give much importance to their struggle for autonomy and overcoming constraints. They are familiar with the different models of “optimal leadership.” Their profiles and sources of leadership strength are examined within the framework of the “bounded leadership theory.”

This review study is concerned with an overview of current international research related to the to- pic: leadership in education1. The topic’s importance and popularity is the underlying motivation for writing this study as it can be considered one of the keystones for successful educational institutions and policies. On the other hand, criticism is often raised due to the quality of empirical evidence which should support and verify the measures implemented into practice. The theoretical analysis includes studies published in magazines included in the WOS (Web of Science) database in the last 5 years (work was completed in October 2019) that are associated with keywords “educational/school/ teacher leadership”. The 75 studies were found and later analysed with regards to different points of view: geographical origin, thematic perspective and several methodological aspects. The results are discussed in the study.

Purpose: The main purpose of this study is to present leadership limitations that influence leadership effectiveness and examine if it is possible to overcome these limitations. Methodology: The study presents the results of literature analyses and the findings of the recent research studies on leadership. It also refers to literature items that might be helpful in analyzing the leadership limitations. Conclusions: The study indicates that some leadership behaviors that fall into a particular category are useful in understanding and reflecting on their limitations, while other leaders’ actions enable them to overcome those limitations or use them to support leadership effectiveness. Research limitations: This is a theoretical and conceptual study. It formulates propositions to further empirical research studies. Originality: The study analyzes a number of behaviors from different leadership theories. These behaviors fall into four meta-categories: situational, transformational, authentic and boundary spanning. The study also provides information about leadership styles that are useful in understanding and overcoming leadership limitations.

The purpose of this article is to draw the reader’s attention to the research problems of military leadership that are identified at the lowest levels of command in the Armed Forces of the Republic of Poland. The authors presented cases of soldiers who present various attitudes in the context of understanding the role of a military leader, as well as ambiguously perceived competencies in this area, including their self-assessment. The problem of a systemic approach to the formation of leadership competencies in military education units is addressed, and the dangers of low levels of commander traits, aptitudes, and competencies are highlighted. The final conclusions inspire the reader to gain knowledge and undertake interdisciplinary research on military leadership.

Agile leadership requires self-reflection. The human image of the supervisors responsible in the com- pany is characterised by appreciation, openness and respect. Leaders create framework conditions and take care of the individual development of individual employees. Their know-how and mindset should be aligned with the agile leadership style. Dealing with the essential principles (change, trust, decisions, iterations, feedback, failure culture, communication) in everyday life does not happen as a matter of course. Agile leadership often fails because of its own self-efficacy and self-functionality. The belief in one‘s own influence to make a difference in difficult situations (self-efficacy) strengthens self -confidence. In complementary self-functionality, each team member works towards a higher goal. Team success is the focus. It requires a high level of self-leadership. Employees with this competence act independently and as part of the team towards the visions and goals of the organisation. Only when self-efficacy and self-leadership are successfully developed among managers and employees can agile leadership be successfully implemented in the company.

The results from the Polish parliamentary elections in 2015 showed a significant change in the behaviour of the electorate. Two completely new political groups have entered the Sejm. For the very first time in the history of the Third Polish Republic, a new balance of power emerged, which excluded the left-wing parties from political discourse without assigning them a parliamentary mandate [Dudek 2016: 687]. In the face of this turn of events, it is difficult to maintain the thesis concerning the "freezing" of the circulation of political elites in the current political system. The Modern political party was established on 31 May 2015 [Kim jesteśmy?] while the Kukiz'15 political movement formed only three months before the parliamentary elections [O stowarzyszeniu – władze krajowe i okręgowe]. These two political organisations were able to overcome the electoral threshold and achieve unexpected success in such a short period of time and without an extensive party structure or significant financial base. The mobilisation of the electorate took place outside the parliamentary structures. In view of this, is the phenomenon of 'over-parlamentisation' [Żukiewicz 2011: 343] involved in the creation of political leaders still valid? Is it to be believed, that in the face of ever more frequent grassroots social initiatives, the real political struggle still only takes place within the parties and political leaders who are not traditional participants of political party games but who appear as activists associated with other areas of public life?On the other hand, the changes that take place in the electorate do not directly translate into the reorganisation of party structures. The tendency to block political advancement by the already established political elite still persists. Traditional political parties are afraid of this new situation, which can significantly harm their interests. Impeding these changes may seem to be an obvious reaction, inscribed in the rules of political struggle [Żukiewicz 2011: 345]. However, the constant increase in tension between the demands and expectations of the electorate and the offer of these parties may indicate that the current balance of power will not last for long. Upcoming transformations cannot be avoided however attempts should be made to control them. For this reason, leaders of traditional political parties should decide on utilising such a mechanism for selecting leaders as it would not exclude them from the political space while at the same time be a guarantor of power.Being part of the 21st century, we have all witnessed and participated in the intensification of globalisation processes as well as the generational change and the popularisation of ideas related to the information society. The significant increase in the importance of the phenomenon of mediatisation of politics causes a reversal of the hierarchy of attributes and predispositions which are desired by society [Schulz 2004: 87-101]. The image of political leaders on social media begins to outweigh their actual leadership skills. There is a danger that the new mechanism responsible for creating party structures will indeed facilitate the circulation of the elite, but unfortunately at the expense of the quality of potential leaders. That is why it is so important that the transformation process of the political power system proceeds as designed, and not in a chaotic manner, succumbing to bottom-up trends.In addition, external factors of an international nature make it difficult to conduct research on the latest political phenomena. The changes currently occurring in society require new research perspectives and approaches. Traditional theories concerning the political system and the understanding of party structure may turn out to be insufficient.

The arguments put forward in this article show that there is a need to generate new attitudes that will go beyond the boundaries determined by partial paradigms so that they are relevant to the dynamics of changes in the contemporary world.

In this study authors mainly emphasize the importance of the question of “Can authentic leaders transform organizations easier or more effectively when compared to other leaders?” As the fire and intensity of self-interest seem to burn all around us, we search, so often in vain, to find leaders we can have “faith” in. We all suspect that we are being duped as a reaction to the turbulent times we live in and a response to the public's widespread disenchantment with politicians and businesspeople (Goffee & Jones, 2005). We are not uncertain about our leaders’ talents, but about their trustworthiness. Due to this feeling of uncertainty; the authentic leaders who tend to exhibit confidence, hope, optimism, resiliency and a dedication to developing leadership capabilities in others come on the scene at organizations. Open or transparent about who they are, the authentic leaders are striving to link personal values to actions and individual values to organizational values (Shamir & Eilam, 2005). By this linkage, authentic leaders are expected to “transform” organizations into legitimate arena of moral striving and human fulfillment.

The armed forces of NATO, the foundation of military security in the collective and individual sense, have been, for years, constituting the determinants shaping their interoperability and effectiveness. Such actions are taken with varying intensity by all members also in terms of military leadership. The scope and comprehensiveness of these actions mainly oscillate around the perception of leadership in the context of the tool for shaping interpersonal relationships. The goal of the organizational context, which less attention is put to, is the proper section and training of the leaders, who are not accidentally appointed, but were chosen on the basis of a thoughtful process. Therefore, in the area of leadership considered an important organizational phenomenon, a variety of transformations are carried out, which are intended to improve leadership and the units implementing them, so it is used for the benefit of the armed forces. The Polish armed forces have also undertaken such actions. Their scope is to be based on a broad analysis of leadership in conducted in 2018. However, ensuring the optimization of further action requires the recognition of the most significant leadership transformations that have been implemented by the Alliance’sleading armed forces and are a guarantor of substantially higher quality of military leadership. These transformations are described and discussed in this paper.

This article examines the trend across the world to move towards centrally controlled education systems driven by a political desire that students might attain and schools be judged by a narrow range of measurable attainment targets with policing by inspections. It argues that this has emphasized management rather than leadership and that there is a need to refocus on more aspirational achievement aims for young people and schools. It defines and argues for integrity in both leadership and management and makes the case for the signifi cance of the way in which leaders lead. A transactional approach leads to the erosion of trust and transformational leaders in contrast build this up. The article explains why trust is so important and explains how trust can be developed in and by leaders and mangers. It finishes by outlining the challenge of developing leaders and managers of high-trust school cultures

The maritime industry is multinational and multicultural. Understanding which leadership skills that are effective in such environments is necessary to be a successful leader. Work experience in multinational companies will give a different insight into which management practices are seen as desirable for future maritime leaders within a global industry. According to trait theories there are properties that can be trained and some that are linked to personality, which are not easily trainable. Since leadership skills are a combination of both trainable and not so trainable skills, it is necessary to understand what types of skills are seen as endorsed, and not endorsed by the future maritime managers. The present paper shows results from a questionnaire study using the GLOBE Leadership questionnaire where 52 master of maritime management students (i.e. maritime managers of the future) rates 112 different leadership skills according to which degree these skills support outstanding leadership or not. The results show which leadership skills the maritime leaders of the future believe will support outstanding leadership. Contrasts between participant with and without work experience form multinational corporations will be shown – giving an indication of how the perception of leadership is changed through work experience in a multi-cultural context. The result will give an insight in how future management practices should be. Knowledge of the universally endorsed maritime leadership skills can be used as a guideline in the recruitment process for maritime managers.

The ability to manage other people’s behavior has always intrigued philosophers. The fate of each human being and each community depend – in a way that is not easy to measure – on other people. Who are these “other people”? Why can they determine the direction of our thoughts and actions? What relation takes place between them, those who manage, and us, who are willing to be obedient? Which part of our social subjectivity are we willing to give up for the sake of these “others”? Such and many more important questions mark what may seem as an undefined framework of a never-ending, inconclusive discourse. However, once we decide to take an active part in this discourse, we need to take a responsibility to frame the subject matter, at the very least in a conventional manner, remaining aware that when each argument and each statement are equally relevant in terms of their content value, none is worth attention since they all are deprived of their explanatory value.

The paper presents concepts of personalistic leadership and servant leadership as an alternative to the technocratic management. The most important issue in the two concepts of leadership is the empowerment, that is, the capacity of building the staff (competence, knowledge, motivation). Servant leadership is an American concept of leadership very similar to the concept of personalistic leadership. The differences arise from how to give reasons – servant leadership has inspired by religion (Christianity), whereas the concept of personalistic leadership is based on the personalism and phenomenology.

Purpose: To compare two transformational leadership instruments, Bass’s Full Range Leadership Model and its instrument Multifactor Leadership Questionnaire with the Transformational Leadership Scale proposed by Rafferty and Griffin (2004), using empirical evidence from a single sample. Methodology: The sample includes participants from different levels of the Estonian Defence Forces’ military hierarchy (N = 2570). The structures of the Transformational Leadership Scale and Multifactor Leadership Questionnaire were examined with exploratory and confirmatory factor analysis, while other methods were used to compare the two instruments. Findings: The Multifactor Leadership Questionnaire is statistically significantly better at predicting outcome variables like satisfaction with leader, effectiveness, and extra effort; however, the Transformational Leadership Scale did predict outcome variables at a sufficient level. Research & Practical Limitations/Implications: The current research contributes to the validation of the Transformational Leadership Scale proposed by Rafferty and Griffin (2004). The results indicated that the Transformational Leadership Scale is a valuable research tool to study transformational leadership; however, some subscales require further development. Moreover, we may conclude that there is a difference between subsamples – e.g. between commanders and conscripts – that describe outcome variables using the Transformational Leadership Scale as a transformational leadership instrument. Originality/value: There is very limited research that compares different transformational leadership instruments.

Celem artykułu jest prezentacja i omówienie najważniejszych kierunków poszukiwań etycznych podstaw przywództwa. Analizowane są: sformułowany w latach 70. ubiegłego wieku model przywództwa transformacyjnego, nawiązujący do idei dyskursu model przywództwa transpozycyjnego, koncepcje kładące nacisk na upodmiotowienie jednostek i propozycje nawiązujące do tradycji personalizmu chrześcijańskiego. Omówione koncepcje oferują odmienne kryteria etycznego przywództwa, a także strategie ich identyfikacji. Z analizy wynika, że poszukiwania są wyznaczane przez kluczowe wartości naszego kręgu cywilizacyjnego, takie jak demokracja, obywatelska podmiotowość, rozwój i autonomia jednostki. Celem artykułu jest także ilustracja, w jaki sposób koncepcje spoza obszaru badań nad przywództwem – np. rozwijane na gruncie zarządzania publicznego – mogą być wykorzystane w celu konkretyzacji postulatów modeli etycznego przywództwa.
The aim of this paper is to present and discuss the most influential concepts of ethical leadership. The article consecutively analyses the transforming leadership model as formulated in the 1970s, transpositional leadership based on the notion of discourse, and fi nally concepts focused on the empowerment of individuals and ideas associated with the tradition of Christian personalism. These models not only off er different criteria of ethical leadership, but likewise strategies for their identifi cation. The analysis demonstrates that the search for different criteria of ethical leadership is closely tied to the founding values of Western civilization, such as democracy, civil empowerment, autonomy and development of individuals. The paper also aims to illustrate how ideas from outside the area of leadership studies, e.g. developments in the domain of public management, can be used to specify the postulates of ethical leadership models.

In this article the features characteristic of the notion of competence, as well as the reasons for difficulty in defining the notion of school principal’s leadership competences, and a complex and multi-aspect structure of these competences are discussed. Simultaneously, the need for research over school principal’s leadership competences and over education of those occupying managerial positions at school, including their educational needs in the field of educational leadership and development of their leadership competences is considered. This article is based on the theoretical thesis formulated by Pablo Cardona and Pilar Garcia-Lombardia (2008) concerning leadership competences of managerial staff, as well as development of these competences, and assumption that high competences of educational leaders constitute one of the conditions of running a school successfully, in terms of school principals’ performing their own tasks and supporting teachers’ development and learning. The competence approach to the analysis of school principals’ work and responsibility connected with it makes it possible to demonstrate specific expectations concerning school principals’ education, professional development and work at school.

The author of the article focuses on the technological development of Japan and assessing her international position in that field. He argues that Japan could achieve a position of technological leader in the world thanks to an adroit and supporting policy of the state and a devotion of enterprises toward the technological development. But in current, more complicated domestic and external economic circumstances, the leading position of the country starts to be threatened. Because of growing competition from new rivals, mainly Asian, old leaders should adjust to the new situation. This means that in some fields of technology also Japan will lose her advantages.

Celem artykułu jest próba wskazania na możliwości analizowania kategorii przywództwa w kontekście edukacji dorosłych. Zaproponowane zostały trzy wątki interpretacyjne. Pierwszy to analiza współwystępujących współcześnie definicji przywództwa. Drugi wątek to rozpoznanie zasadniczych założeń koncepcji przywództwa w edukacji oraz przywództwa edukacyjnego. Trzecie zagadnienie to problem władzy, jako elementu relacji między liderami a osobami, na rzecz których podejmują oni swoje działania. Autorka analizuje kategorię przywództwa w kontekście budowania relacji między liderami a uczącymi się dorosłymi. Przywództwo ukazane zostało zarówno w jego organizacyjnym wymiarze, jak i w perspektywie realizacji oferty edukacyjnej dla uczących się dorosłych i projektowania środowiska sprzyjającego uczeniu się.
The objective of the article is to indicate the possibility of analysing the category of leadership in terms of adult education. Three aspects of interpretation have been suggested. The first one is the analysis of currently accepted definitions of leadership. The second one is recognition of fundamental assumptions of the concept of leadership in education and educational leadership. The third issue concerns power as an element of relations between leaders and those for who they undertake their activities. The author analyses leadership in context of building relations between leaders and learning adults. Leadership has been presented in terms of organizing as well as implementing an educational offer for adults and creating favourable learning environment.
