This article presents the outcomes of the research conducted among teachers which main aim was the answer to the question about using information-communication technologies in the teaching process. Pursuant to them, it was stated that the degree of the use of modern technologies in the field of widely known school education is not satisfactory. However, the majority of respondents notice the necessity of functioning schools in digital sphere. The methods of work demand constant adopting to the changing environment, utilizing available resources in a creative way. The ubiquity of information-communication technologies imposes their consideration on successive generations as well as paying attention to skilful usage of contents conveyed through the agency of it. An educationalist aware of his role, should discern both negative and positive aspects of introducing modern technologies in the educational process, remembering that their skilful usage may contribute to the optimization of the learning process.

The potentials of ICTs in fish farming has not been fully harnessed by farmers in Nigeria. This study assessed farmers’ awareness of the use of ICTs in fish farming, determined level of use, identified the determinants of use, and the constraints to the use of ICTs in fish farming. A two-stage random sampling technique was applied to select 133 respondents on whom a questionnaire was administered. Data were analysed using descriptive statistics, Multiple Regression Analysis and the Pearson’s Product Moment Correlation. Respondents’ level of awareness of the use of ICTs in fish farming was high (71.4%), but use was low (48.3%). The major constraint to the use of ICTs was the high cost of internet subscription (M = 3.53). At p < 0.001, number of ponds (β = 0.095), cosmopoliteness (β = 0.271), household size (β = 0.159) and frequency of extension contact (β = 0.078) determined the use of ICTs. Also, awareness of ICTs had a significant relationship with its use (r = 0.339, p < 0.01). The study concluded that the level of use of ICTs in fish farming in the state was low in spite of a high level of awareness. It recommends among others, the regulation of the activities of ICT service providers in the country for quality service at reduced prices.

The aim of the research study was to investigate the opinions of the Slovakian secondary school foreign language teachers and learn about their views on the system of education in the field of enhancement of teachers` professional qualifications. Methods. To perform the results of the study the method of focus group was used. Results. The results of the presented research show the differences between the perception of foreign language education in the past and how it appears today through the views of selected number of foreign language teachers in Slovakia. The pivotal role is played by the technological skills of the students and their ability to use information technologies instructed in foreign languages. The research results also indicate the possibilities of teachers to get in direct contact with the target foreign language as a part of their professional development. The research participants also specified the factors that they considered the most influential in the process of foreign language learning. Conclusion. The purpose of the article is to discuss the urge to achieve highly professional foreign language education in today`s technological society. As shown by the results obtained from the focus group, the teachers/participants agreed on a single highly impactful factor: family.

The aim of the article is to point out the role of ICT in communication process with stakeholders in local governments. The authors outline the ways ICT is implemented and the ways it supports local development in different areas.. It is important not only in the area stated by regulations but also, more and more often, in the areas such as PR ploys, Internet image creation, etc. It is also necessary to communicate online the initiatives of local governments to inhabitants and tourists. The authors also describe the research results, gathered in 2011–2012 as for the ICT implementation in local governments in Wielkopolska. The results show how the respondents evaluate ICT instruments in communication process effectiveness.

Theoretical background: The development of new technologies has a considerable impact on the functioning of numerous service industries. The market of hotel services largely draws from the achievements of the digital revolution. Purpose of the article: The aim of the article is to present modern ICT solutions used in the hotel industry and to present the opinions of the owners of year-round accommodation facilities in the Lublin voivodeship on the impact of technological environment factors on the development of their companies. Research methods: To achieve the article’s aim, source materials are analysed concerning the subject matter and the findings from the author’s own study, conducted in April and May 2018 using the CATI method. Main findings: Entrepreneurs who participated in the study see the potential of the Internet as a technical means which facilitates access to potential customers. An alarming finding of the study is the low level of awareness among the respondents as to the significance of modern technological solutions which are essential for the hotel product and are the source of companies’ competitive advantage.

In the recent years much attention has been given to the building of a knowledge-based economy (KBE). Of crucial importance in this process is the designing and practical use of innovations. They enhance the competitiveness of enterprises, regions and countries. Among the innovations of rapidly increasing significance are information-communication technologies, which make it possible to accumulate, process and circulate an ever-growing number of data over a short period of time. This allows a widespread and highly dynamic diffusion of knowledge. The article presents spatial differences among voivodships in Poland in the use of information communication technologies in industrial plants. The analysis is preceded by a theoretical introduction, presenting J.A. Schumpeter’s theory of a creative destruction of the economic system as well as Kondratiev’s conception of long waves and cycles of industrial evolution. In this way the importance of innovations – including those in information-communication technologies – for economic growth is stressed. By showing differences among voivodships in the use of information-communication technologies, leaders in this field and those lagging behind are identified. A comparison is also made of the dynamics of economic growth of voivodships based on their per capita GDP figures and their use of this group of technologies. The article closes with the description of barriers hindering access to those technologies and their use. The conclusions present prospects of their development.

W artykule przedstawiono, w jaki sposób przebiegało kształtowanie się twórców internetowych, czyli osób zajmujących się wytwarzaniem autorskich treści zamieszczanych w mediach społecznościowych, na stronach internetowych itp. Rozpatrując uwarunkowania indywidualne i społeczne tego procesu, szczególną rolę przypisano kontekstowi technologiczno-medialnemu, znacząco wpływającemu na ich dorastanie oraz tworzenie. Jako ramę teoretyczną wykorzystano koncepcję sieciowych imigrantów/tubylców, a rozważania oparto na sześciu autobiograficznych wywiadach narracyjnych z twórcami internetowymi reprezentującymi zróżnicowane obszary zainteresowań. Ich analiza dowiodła, że doświadczenia z technologiami informacyjno-komunikacyjnymi „nie mieszczą się” w proponowanej typologii, gdyż narratorzy stosują zindywidualizowane strategie uczenia się ich oraz ich użytkowania.
The article presents how the formation of online creators, i.e. people engaged in the production of original content posted on social media, websites, podcasts, etc., took place. Considering the individual and social conditions of this process, a special role was assigned to the technological and media context, significantly influencing the narrators’ adolescence and creation. The concept of digital natives/digital immigrants was used as a theoretical framework. The considerations were based on six autobiographical narrative interviews with online creators representing diverse areas of interest. Their analysis proved that experiences with ICTs “do not fit” into the proposed typology; the narrators individualized strategies for learning them and their use.

The diffusion of information and communication technologies among children, youth and adults has become an evolving phenomenon. The end of the last century was characterized by rapid technological development and by deep changes in several aspects of human activities, often described as orientation of the world to the “knowledge age“. Such changes have led to many discussions about the roles of upbringing and education as well as ICT in lessons and learning in a new era and, of course, also about the negative effects of ICT mainly on children and the youth. We focused our attention on the effect of ICT on contemporary adolescents, both in terms of its use and possible misuse, particularly in the field of possible ICT addiction. We gave the questionnaire of our own construction to a group of adolescents: there were 1542 student respondents at the age from 15 up to 23, with an average age M=16.99, Sd=4.28, 647 boys and 895 girls. The independent variables were: gender, respondents’ age, the type of attended school, i.e., secondary vocational school=106 respondents, college=697 respondents, grammar school=739 respondents, evaluation marks from the last school certificate of the Czech language and Math. The obtained data were subjected to factor analysis. Programme Varimax orthogonal (NCSS) was used and according to Cronbach’s alpha (0.86), a critical value |0.30| was selected. 3 factors were generated: F1 Tendency to ICT addiction, F2 ICTa study aid and F3 Current daily use and misuse. More than a half of the respondents use daily this combination of ICT equipment: a PC, a laptop, a tablet and a mobile phone. We found out that the level of addiction to the internet is average; the internet as a study aid is used exceptionally frequently, daily use and misuse is slightly below average. Artykuł ukazuje wielowymiarowy charakter cyberpatologii jako zagrożenia dla bezpieczeństwa publicznego. Dzisiejsza teraźniejszość wpływa na poczcie bezpieczeństwa podmiotu, bowiem obfituje w wyraźną ewolucję zagrożeń, wśród których uporczywe stają się zagrożenia cyfrowe. Są one bolączką dla jednostki, społeczeństwa, wpływając na ich funkcjonowanie, działanie państw, instytucji gospodarczych i społecznych. Korzystanie z mediów cyfrowych i technologii informacyjno-komunikacyjnych wiąże się z powstaniem nowego typu zagrożeń dla bezpieczeństwa publicznego, a rozwojowi sieci towarzyszy pojawienie się w Internecie niebezpiecznych zjawisk i przestępczości. W artykule przedstawiono zjawiska o charakterze negatywnym, przenoszone do sieci ze świata realnego, jak również nowe kategorie niebezpiecznych zachowań i przestępstw. Autorki na podstawie badań z zakresu cyberpatologii społecznych wśród młodzieży zwróciły uwagę na zakres kontaktu młodzieży z nowymi technologiami oraz uzależnienie od elektronicznych mediów, które sprzyjają rozwojowi cyberpatologii społecznych.
The article below presents multidimensional character of cyber pathology as public security threat. The world today interrupts subject’s feeling of security since there is a clear evolution of threats, among which digital threats are becoming particularly insistent. They are problematic to an individual and society and influence its functioning, state activities, economic and social institutions. Using digital media and information-communication technologies is connected with emergence of a new type of threats to public security and the network development is accompanied by emergence of dangerous phenomena and crime in the Internet. The threats are the result of human activity. The article presents phenomena that are of negative character projected from the real world into the net as well as emergence of new category of dangerous behaviors and crimes. Authors draw attention to the scope of the youth contact with new technologies and their addiction to electronic media that facilitate the development of social pathology on the basis of research on social pathology within the youth.

New trends in education are one of the priorities of each educational institution. Quality, technical equipment of schools, knowledgeable educators, but above all the effort of leadership, whether the management to generate qualitative and innovative environment for teachers and pupils, is a guarantee of higher levels of education and subsequently, to education. Information-communication technologies (ICT) are increasingly becoming a part of not only the General, but also for vocational education. New technology, computer technology and software are intended to help in improving the level of creative abilities of teachers and students, which is the output of the qualitative growth of the pupil, and then the society. The contribution demonstrates several ways of using ICT and the associated interaction during class of Electrotechnics using whiteboard, presentation or demonstration workbook. Efficiency and quality of this teaching hours, is then compared with the traditional teaching. The relevant contribution is a stimulus to creativity of teachers and educators to provide students the highest possible quality of education that schools provide.

The article analyzes the peculiarities and problems of introducing e-democracy in Ukraine. It is noted that separate e-democracy tools, namely, e-reception of the mayor, possibility to submit e-appeals, holding on-line polls etc. have been introduced in many cities of Ukraine. A common e-appeal portal, “e-parliament” have been created, the system of e-petitions has been introduced. The article looks into the development of e-democracy in the context of four components: transparency, accountability, civic education and e-participation. Attention is drawn to the fact that under certain circumstances e democracy may become an imitation of democracy, a technology for manipulation. It is stated that introduction of e-participation tools alone does not guarantee their wide usage by the population, and what is most important – their usage with the aim of causing quality changes in governance. That is why a very important task is to raise the level of civic education with regard to e-democracy. This may be proved by the results of the first year after the introduction of the system of e-petitions to the central bodies of executive power and the single system of local petitions in Ukraine. Many of the submitted petitions either contradicted the norms of Ukrainian legislation or were sent to those bodies of power, which are not competent to solve the issue. The article draws attention to the problem of digital inequality, i.e. the level of Internet access among the citizens of Ukraine. According to different evaluations, form 14 to 26 million people are active Internet users in Ukraine, and from21% to 29% of those constantly visit the sites of the bodies of power and local self-governing. Even though a mass introduction of various electronic services may be observed, it is also necessary to increase the popularity and the level of trust to electronic systems of the society in general as it is one of the least computerized ones in Europe. According to Google data, a bit more than 60% of Ukrainians are Internet-users. The authors insist that for effective e-democracy functioning, it is necessary to strengthen the infrastructural component. The existence of the material and technical base is the necessary condition for the development e-literacy among the population, which, in its turn, will lead to their active participation in e-democracy processes. It is obvious that the citizens of Ukraine cannot effectively use the existing and potential possibilities in the sphere of e-governance unless they have the sufficient competence level and have the access to the information-communication technologies. The article analyzes the situation in which the paradox of creating a “false democracy” arouses, meaning the situation when specialists make an effort to form e-democracy tools and the target group does not know about them, people do not have the necessary competence level for using these resources, there is no interest in using the concrete instruments. So it becomes understandable that attention should be focused on using effective practices of e-democracy functioning, on raising citizen competence and on encouraging them to actively participate in state building through e-democracy, e-participation etc. It has been determined that in case of uniting the efforts of IT-specialists, public activists and representatives of the authorities and business, a complex evaluation of the needs of modern society and effective mechanisms of e-democracy introduction will be received. Internet-technologies have unbelievable possibilities, and searching for like-minded people online and attracting people to common activity (“crowdsourcing”) may become one of effective mechanisms of introduction of e-democracy instruments. One of the best examples of its usage in Ukraine was the so-called “e-Maydan”. A conclusion has been made that the existence of considerable restrictions in Internet access (electronic inequality), low level of interest in e-communication the public bodies of power among Internet-users, lack of competence in e-governance and e-democracy, low level of interest among the citizens to e-communication in general; absence of Internet-platforms for mass deliberation and selection of acute sociopolitical issues etc. are all among the problems of implementation of e-democracy. Transparency, decrease of bureaucracy levels, increasing the efficiency of state institutions etc. should be the results of e-democracy introduction.
