Some (12,000 volumes of books and about 400 periodicals form the scope of this specialized library. A special care ils devoted to collect all possible publications on conservation, restoration, catalogues, inventories and the other works dealing with both movable and immovable monuments as well as problems connected with historical monument protection. Besides, publications issued by Polish and foreign museums are gathered and also all works pertaining to museum problems. A quite special division of carefully collected material forms that containing the exhibition catalogues. This collection at present contains several thousands of printings and among them a certain number of unique items dating back to the 19th and the first half of the 20th century. Within the reference library a full set of encyclopaedic editions, as well as reference books and dictionnaries is available. The books ‘and periodicals are being gathered on the basis of purchases, donations and to some extent are also coming from exchange against the Centre’s publications. Thils exchange is beding carried with some fifty foreign scientific institutions and in addition some items are obtained on 'the exchange basis from the foreign museums. The (Library is the Centre’s internal division with the number of visitors ranging to about 1,000 a year.

Giving a historical survey the author mak-es comment about the kinds and nature of publications issued by the Centre. A wide variety o-f problems contained in materials published makes it necessary to give them varying -forms. The following will be a brief characteristics of the Centre’s publications. „Ochrona Zabytków” (Monument Protection), a quarterly review started since 1948 and -from 1962 onwards published by the Centre is the only Polish periodical entirely devoted to problems of historical monument protection in the broadest sense of the term. Much attention is being focused on problems linked witji technological treatment of historical monuments of practically every kind. From among the others several works may be quoted dealing with problems of legal protection of cultural property and also numerous polemic opinions on the -general conservation outlines and ideas. The -constant divisions, titled „Reports and Discussions” contain the current information with regard to conservator’s activities both in Poland and abroad. A separate chapter is formed by „Bibliography” where 13 most important periodicals dealing with conservation are regularly reviewed and also the reviews of more interesting books on the subject are placed. A complete bibliography of the quarterly contents may be found in bibliographical supplements that were enclosed with the issue XVII, 1964, 4 and XXIV, 19711, 1. It is the 'contributions made by the leading authoritative scientists that are placing „Ochrona Zabytków” among the appreciated publications in the field of conservation. „Biblioteka Muzealnictwa i Ochrony Zabytków, seria A” (Library of Museums and Monument Protection, series A) is a book series of low circulation amounting to some hundreds copies where materials are published of a lasting value for (researchers. This series has been founded in 1964 as the Centre’s publication and up to now 7 volumes were published. The first part of this series is composed of books containing the catalogues of architectural drawings from the greatest Polish collections as, e.g. National Museums in Cracow and Warsaw, the Library, University of Warsaw. At present a book ’’Architectural and Building Art Monuments in Poland” is in print representing some kind of catalogue illustrating the actual state of possession. In the nearest future i't is planned to publish a series of inventories from the following lines: wiali paintings, ancient organs pieces of ancient goldsmith’s art. ’’Biblioteka Muzealnictwa i Ochrony Zabytków, seria B” (Library of Museums and Monument Protection, series B) is a .series of brochures (up to now 30 titles) published by the use of xerographic process in small circulations and distributed only for institutions concerned. Their contents vary greatly from technological subjects through those legal, general conservators’ • problems, museology up to materials and proceedings of major scientific conferences. In spite of modest graphic forms these publications are finding full acknowledgement among those representing the museum and conservators’ circles. Four to five volumes are published each year. ’’Teka konserwatorska” (A Conservator’s File) forms an abundantly illustrated series of books devoted to conservation treatments for safeguarding the most valuable groupings of ancient architecture. It is expected that two new items, namely ’’The Old Town in Poznań” and ’’Wilanów” will soon extend this series. ’’Muzealnictwo” (Museology) is a non-regular publication comprising materials from the field of museology and exhibitions and shows organized by Polish museums. In addition to articles on the pages of this publication may be found the chronicle-tyipe notes and both the publication and foreign periodical reviews. The above series represents the only publication of general character devoted to museum problems.

Since ancient times people have used natural stone materials for building purposes. The need of safeguarding historical sites and cultural heritage provoke considering the precise technical characterization of building stones and their changes in weathering processes. In the paper there were listed detailed petrographical analysis used for assessing the quality and durability of the stone material. The porosity properties are detected by means of a range of methods, divided into two groups: direct (including thin section microscopy and scanning electron microscopy), which allow direct documentation and measuring of pore space; and indirect (including mercury porosimetry or nitrogen sorption method), which enable calculating the porosity data from the measuring results. Precise knowledge of porosity characteristics, like total porosity, pore sizes, pore size distribution and pore surface is essential for: stone characterization, modeling of transportation processes, assessment of stone durability, interpretation and prediction of the weathering behavior of natural stones, quantification and rating of stone deterioration and evaluation of effectiveness of stone treatments. Basing on the literature digest and own experience, some examples of the stone porosity characteristic application was presented. The variety of natural stones used as construction material, the complicated nature of weathering processes and complex porosity properties determine implication of different analytical methods for stone examination. The most popular method is mercury porosimetry, but it is worth to remember that a reliable characterization of porosity properties can be guaranteed by application of different analytical procedures.

The Archival Division, is responsible for -systematic research and inquiries made in archives, libraries, engraving and other illustrative material collections with the aim to gather the documentation and documentary source material for ithe history of Polish art, that of artistic sponsorship, history of conservation of monumental objects and their groupings. The selected materials are placed in inventory index cards according to general rules and principles adopted in archives. Each entry gives an orientation as to the .subject and scope of a .given manuscript or illustrative source while the signature enables an easy access to original in a place where it is preserved. The index card file thus being formed in the Centre as a result of ‘inquiries becomes a valuable source of scientific information for researchers and representatives of conservation authorities. The illustrative materials gathered in that way supply at the same time a basis for preparing .of subsequent volumes of a catalogue containing architectural drawings that are published within the series ”A” of Biblioteka Muzealnictwa i Ochrony Zabytków (Library of Museums and Monument Protection, series A). In addition, the Archival Division has at its disposal the .collections of its own which are named after the names of their founders. Within the contents of these collections a prevailing part is farmed by archival excerpltings lin form of manuscripts and by scientific heritage left iby the outstanding Polish researchers, as, for instance, Dr. Jan Glinka, who has gathered an immense material pertaining to artistic sponsorship of the Gryf-lBranicki family during the 18th century, or the .late Professor Gerard Ciołek, the most outstanding Polish expert lin the field of horticulture and the landscape protection. All the materials gathered by Archival Division are afiter their preparation made accessible to the interested specialists.

The Museum Division is concerned with works covering the whole range of museological problems in Boland. In its collection the Division has gathered the bibliography pertaining to museological problems based on the Folisih and foreign periodicals, an index card file covering all Polish museums with data as history and activities of 'the separate museum institutions as well as the file of the press excerpts. In „Muzealnictwo” („Museology”) vol. ,17—1-8 a bibliography of publications issued by Polish museums has been published covering the ,period of 25 post-war years. Works have been started aimed at gathering material for the history of collectfioning in Poland. It is intended to continue in the forthcoming years the preparation of micro-films from the museum inventories.

The second meeting on cooperation between the National Heritage Board of Poland and the Voivodeship Centres for the Protection of Monuments was held ion 27-30 June 2007 at Krasiczyn Castle. This time, its topic was the use of digital databases in registering historical monuments. The event was attended by representatives of the conservation services and Regional Centres for the Study and Documentation of Historical Monuments, representatives of the National Heritage Board of Poland (KOBiDZ) and specialists in the electronic registration of monuments. The prime themes of the session were problems relating to voivodeship registers and digital registers of historical monuments. The KOBiDZ staff presented the Geographical Information System (GIS) and the possibilities of its application. The participants of the meeting discussed the indispensable range of information, which the database should encompass and the question of rendering information about monuments available. They agreed that there exists an urgent need for creating a central database, accessible on the Internet. The conference programme included a field trip involving wooden architecture of the Sub-Carpathian region.

Several months ago English Heritage published a document on the principles of the protection of historical monuments, which for the first time defined the foundations for making decisions concerning the preservation of the historical substance in England. The first step in devising the document was to delineate six basic and most relevant principles: the historical substance is common property; everyone should be capable of taking part in the preservation of historical substance; it is extremely important to understand the meaning of historical sites; important sites must be administered in such a manner so as to preserve their value; decisions concerning changes must be sensible, lucid and consistent; it is essential to document such decisions and to draw from them conclusions for the future. The mentioned principles are effective only when we speak clearly about the sort of places we protect and the reasons for doing so. This is why the next part of our conservation principles pertains to the appreciation of the value of cultural heritage. Consequently, four types of value may be ascribed to a historical site: evidence, historical, aesthetic and social. The point of departure for all reflections on the fate of a historical site should be the type of values characteristic for it and the rank attached to it. The principles assist in defining why a certain place is protected and in protecting only its valuable features. We are interested in explaining and comprehending why certain steps are permitted and others not. Each protected site possesses a so-called certificate containing its description. The problem lies in the fact that the certificate does not mention the actual historical value of the given site. It is impossible to learn whether a monument is, for example, of high historical value or low value as evidence. We are thus compelled to make certain that the certificates are written in a language based on an analysis of values, which will make it known to what extent - if at all - a certain monument may be adapted. In our opinion, the document in question will alter the situation enormously and facilitate understanding our undertakings.

The article presents some aspects connected with organisation of preservation of historical monuments in Roumania. The preservation work is strictly separated from museum work. The highest and also the only preserving authority, called under the new post-war act of 1960, is the Direction of Historical Monuments; whereas museum work is subordinate to the Ministry of Culture and Art. Activities, such as studying and designing of preservation work as well as survey and supervision, are concentrated in the Direction of Historical Monuments. Moreover The Commitee for Culture and The Building Commitee of each district are concerned with the problems of historical monuments. Quite a boom may be observed now in the way of restoration, because of recent including of those problems into the sphere of touristics development programme. Hence most objects being restored at the moment lie in Bukovina, in Central Transylvania, in Bucureçti and its proximity, as well as in Dobruja. The preservation of historical monuments enjoys in Roumania the status of cultural, national, almost patriotic action, although it finally yields a return. „Green light for preservation problems” and the state is consequently financing that undertaking. Some methods and final effects of preservating certain buildings may be objectionable, but the grand style in which the works are conducted rends one absolutely jealous. The reconstruction of the old dwellingshopping center in Bucureçti sets a good example, as well as the building of Vlach Skansen in Curtiçoara, Oltenia.

The recent dozen or so years have seen in Polish community the loss of feeling of the value of authenticity in historical monuments. More and more supported and promoted is being the creation of illusions and at the same time apologized the indifference toward the need to preserve the authentic objects or even non-interventionism. To meet the natural needs of people to keep in touch with witnesses of the past is proposed the contact with the objects rebuilt. To determine the interrelation between the architectural object and the authenticity the author has subsequently carried out a partial analysis of material, the authenticity of technological and construction methods used in the process of creation, the authenticity of function as well as that of form, the authenticity of effect and associations. While concluding his considerations the author stated that the authenticity by itself represents some value determined by existence of an abject to whom it is ascribed and thus may be regarded as a positive value giving to the object some definite dignity. On the other hand, the authenticity ceases to exist at the moment at Which the existence of the object itself ceased. The authenticity is to be considered, therefore, as an summarized value consisting of the aforementioned partial authenticities. At the same time, however, it is the object’s supreme value having its effect on iboth existence and the amount of its other values. From the essence of an architectural object regarded as some kind of work of art it follows that it is not free from some ineficiencies in its definition which require that a range of definitions be added by an individual looking at it. However, the appropriate concretization of that additional definition may take place on an authentic object only and not on that falsified.

In order to trace the beginnings of interest for historical monuments in Norway we have to go back to the late XVIII century and to link it with subject matter of the romantic works of native artists, first of all painters, who „discovered” and popularized by means of their paintings the beauty of Norvegian nature, landscape and relics of national art and architecture. Special attention has been given to objects dating back to the early medieval period of Norvegian political and economic grandeur and wooden „stavechurches” recognized as best examples of Norvegian architecture, representing the most important features of the national art. The preservation of „stavechurches” has become the matter of greatest concern for art lovers and cultural monuments curators. Also comparatively early the variety of architectural and ornamental forms in the folk architecture of wooden peasants’ farms has been noticed, which has always had the prevailing place in the architecture of the whole country. The museum preservation of the most precious monumental objects was initiated by the Swedish-Norvegian King Oscar II who organized his so called „collection” of wooden buildings at the peninsula Bydgoy in Oslo in the eighties of XIX century. That „collection” started the later Norks Folkemuseum established in 1894 by Hans Aal. In the same year Anders Sandvig opened in Lillehammer the Museum of Folk Architecture of the Valley of Gudbrandsdalen. The legal basis for preservation of the national monuments in Norway is guaranteed under the Act of 29, June 1951 enclosing and extending all previous laws in that field which had been issued since 1897. The Association for Preservation of the Ancient Monuments of Norway (Foreningen til Norske Fortidsminnesmerkers Bevaring), founded in 1844, is the oldest existing body dealing with maintenance and popularization of the social care for relics of the past. In 1912 a special Office for the Monuments of Culture was established — Rikvantikvaren — having on behalf of the state under its protection ancient monuments of the country, supervising their maintenance, needs and preservation works carried out. The Conservator Offices (Fylkeskonservator) for 18 counties and two provincial capitals, which have been founded gradually since 1962, are aimed at providing local museums of all grades and types with every possible help and assistance. As regards the preservation of the cultural monuments the conservators play the part of district informers and consultants for the Riksantikvaren. It has been thanks to the first move of the Association for the Preservation of Ancient Monuments and Riksantikvaren that the works on the recording of ancient monuments were launched aimed at producing the catalogue and the detailed file of all the architectural objects existing beyond the limits of the open-air museums. The repair works and preservation of the monuments of culture are financed mainly from the state funds and from the donations of county and local authorities but to the remarkable extent from funds delivered for that purpose by private persons and private institutions. The monumental objects transfered to skansen museums are transmitted free of charge mostly and their equipment and furnishing is exclusively transfered by donations and grants. The preservation of the cultural monuments „in situ” is considered to be the best form of preservation and in that direction turn the efforts of curators and managers of local museums. Aside from the preservation of separate objects or groupings of rural dwellinghouses (exemplified by theXVI-th century farm Rygnestad in Setesdal valley or the hamlets of Havrotunet and Agatunet in Hordaland) there is no effort spared to preserve and protect „in situ” the objects and groupings of monumental town architecture when adjusted to new conditions and needs. The ideal solution seems to be to preserve these monumental complexes in the state of „living” town districts, opened to public and constantly inhabited; as for example district Rosesmligrenden in Bergen, Gamle Stavanger, or Bryggen — street of granaries at the landing-pier of Bergen which after restoration supply room for tourist agencies and commercial offices. Another example is provided by Frysja Center in Oslo, a group of XIX century covered markets and plants forseen after restoration to serve for studios and ateliers to young artists. In view of the quickly spreading reurbanization of small towns and hamlets the preservation of the most precious monumental objects in the open-air museums becomes a problem of great importance. Open-air museums, called in Norway Folk Museums (Folkmuseer) amount at present to the total of 120. They make up almost 70°/o of the total number of all museums associated in the Norvegian Association of Museums which follow the main division into the central, province, county, district and local museums. Norsk Folkemuseum in Oslo being the most important museum and scientific center acts as sort of central museum for all open-air museums in Norway. The dynamic development of local museums, which has been going on in our century, deserves special attention as it bears evidence of the constant increase of social awareness and interest for the preservation of the most precious relics of the cultural heritage.

This Division is responsible for preparing of documentation and dealing with theoretical problems of conservation of monuments that are preserved outside the museums. Ais the movable monuments or works of art are considered all objects of plastic art except for those of architecture or townplanming. Documentation problems. As the basis of all works carried on by the Division serves the inventory of movable monument's covering more than 2/3 of the total number of objects within the country’s territory. The inventory consists of special index cards prepared for each movable monument bearing a photograph, measurements, a detailed description, and s.o., and, in addition a classification or evaluation of a given piece within one from among four groups . The Division has at its disposal a Central File containing over 100,000 cards. This File by itself constitutes an unusually rich documentary material that is steadily improved and made up to date through verifications carried out in field. None the less, this File is to be considered as only the first stage preceding more detailed documentation of selected groups of monuments of whom three are already under preparation, namely (a) Polish wall paintings, being a subject in stage of working discussions, (b) Polish ancient organs and organ prospects; on the basis of index cards for movable monuments and also of special questionnâmes dealing mainly with the organ mechanisms an isolated file has been established of ancient organs and organ prospects in Poland which after its supplementing with the available bibliographical, illustrative and archival sources will be published by the Centre. This publication will be preceded with a comprehensive work by Dr. Jan Chwałek titled „Organ building, an Introduction to Inventory of Ancient Organs in Poland”. Parallely with works of documentary character the Division deals with organization of conservation work in that field of activities being entirely new one in Poland. Already at present in collaboration with the State Ateliers of Historical Monument Conservation the first Atelier for Conservation of Ancient Organs has been called into being in Cracow. (C) ancient goldsmith’s art in Poland; as a result of works devoted to this subject a bibliographical card index of goldsmiths and that of goldsmith’s marks is being established and the „Terminological Dictionnary of Goldsmith’s Art” prepared (its author being M. Gradowski). The chief among the planned works will, however, consist in publication of a detailed inventory of pieces of ancient goldsmith’s art. There is also under preparation a comprehensive book by M. Gradowski and J. Rochacki „Techniques and Technologies used in the Ancient Goldsmith’s Art”. Conservation problems. It must be pointed out that neither the Centre nor its Movable Monument Division do not carry out the conservation work. It is this Division, however, that is responsible for preparing of a central, country-wide plan for conservation of movable monuments and at the same time for supervision of its execution through the participation of its representatives in Conservators’ Commissions outlining the scope of works to be undertaken or approving the work already executed. Another Division’s task consists in programming and financing the methods and media whose results are conveyed to Publishing Division for publication. Where particularly valuable monuments are Involved, requiring especially complicated conservation treatments or using the new conservation media (as it was the case with the Romanesque flooring plate at Wiślica) the Division organizes the meetings of the most narrowly specialized experts in a subject to take the proper decisions and then to supervise their execution. More general as to their character are the Conservators’ Conferences organized by the Division with their sessions attended by representatives of conservation authorities and guests from abroad. Seven such conferences have been held up to now devoted to conservation of monumental objects made from wood, metal, textiles, leather, wall paintings, stone, paper and parchment, and easel paintings. Organizational measures have been already taken for preparation of a conference on conservator’s documentation. Proceedings of these conferences are published in form of reports and discussions in the Centre’s series „Biblioteka Muzealnictwa i Ochrony Zabytków, seria B” („Library of Museums and Monument Protection, series B ”).

Opis:
The article discusses the contemporary comprehension of the concept of the cultural heritage against a wider background of the heritage of culture. The authoress considered the significance of time and the value of historical monuments assessed according to the classical Riegel systematic as well as contemporary experiences that recommend taking into consideration the dynamics of processes caused by the monuments. The article introduces a static differentiation and the currently indispensable dynamic model of an analysis of the value of monuments, with due consideration for complex monument-society interactions. Special emphasis is placed on the economy - monuments relation, which lately has assumed particular significance. The authoress also discussed questions associated with the concept of authenticity judged along the axis of time and the role of original matter as an information carrier determining the existence of all the other assets of a historical monument. In doing so, she distinguished three types of transformation to which the monuments were subjected in the past and still are today, dividing them into non-invasion, annexation and absorption. The text delves into the consequences of choosing the type of transformation for the retention of the authenticity and integration of the monuments. By embarking upon the question of integrity, the text mentions two categories - technical and aesthetic. Next, the authoress examined the outcome of the latter's violation and the possibility of avoiding its negative effects. Additionally, she drew attention to the fact that monuments comprise irreplaceable resources, and hence unsuitable conditions and undertakings that eliminate contact with the authentic monument also destroy its non-material values. Situations that blur the antiquity of historical monuments by changing them into buildings indistinguishable from their contemporary successors are evidence of nearsightedness. More, they are contrary to economic, conservation and social purposes.

W artykule przedstawiono obowiązujące procedury przyznawania dotacji celowych na prace przy zabytkach ze środków Ministra Kultury i Dziedzictwa Narodowego oraz pozostających w dyspozycji wojewódzkich konserwatorów zabytków. Podstawy prawne udzielania dotacji określają: Ustawa z dnia 23 lipca 2003 r. o ochronie zabytków i opiece nad zabytkami, wydane na jej podstawie rozporządzenie z dnia 16 sierpnia 2017 r. oraz wewnętrzne regulaminy określające procedury obowiązujące w danym urzędzie. Akty wewnętrzne zostały przeanalizowane pod kątem formy składania wniosków, definicji wkładu własnego i możliwości zmniejszania zakresu prac, kryteriów oceny, a także wykazu załączników niezbędnych do uzyskania dotacji. Analiza wykazała liczne rozbieżności, ale również umożliwiła podanie pewnych rekomendacji do ewentualnego wdrożenia.
The article presents the procedures in force of granting targeted subsidies for work on historical monuments from the funds of the Minister of Culture and National Heritage and at the disposal of voivodeship heritage protection officers. The legal basis for granting subsidies is defined in the Act of 23 July 2003 on the Protection of Historical Monuments and the Guardianship of Historical Monuments, the Regulation of 16 August 2017 issued on its basis, as well as in the internal regulations specifying the procedures applicable in a given office. The internal acts were analysed in terms of the form of application, the definition of an own contribution and the possibility of reducing a scope of works, evaluation criteria, and a list of annexes necessary to obtain a subsidy. The analysis showed numerous discrepancies, but also made it possible to give some recommendations for possible implementation.

In the face of the progressing transference of rights and duties to self-governments we may expect that soon they latter will be burdened with greater privileges are regards undertakings connected with the protection of historical monuments. The author underlines that this process calls for flexibility: it is impossible to ascribe identical tasks to all self-governments. The range of the rights and duties of particular self-governments should stem from their staff and financial potential as well as the degree of familiarity with cultural property in a given area. With few exceptions (the largest cities) the preparation of self-governments for a proper realisation of tasks must take years, and a one-time introduction of a uniform system of obligations on a national scale would be highly unsuitable. It is important that the right to decide about historical monuments be given to qualified persons and not to offices.

The chief organiser of the International Protection of Historical Monuments Day was, in the name of the Ministry of Culture, the National Centre for the Study and Documentation of Historical Monuments, acting with the cooperation of the authorities of the City of Gdańsk, the Gdańsk Historical Museum, and the local Dominican monastery. The celebrations proper, held on 18 April 2004, were preceded by a scientific conference on “The non-material legacy of historical towns”, organised in the Town Hall of the Main Town of Gdańsk, as well as a multimedia show featured in the church of St. Nicholas : “At the sources – or on the origin of Gdańsk and the role of the Dominicans in the history of the town”. Prizes in competitions relating to the protection of historical monuments were presented by Vice-Minister of Culture Ryszard Mikliński in the Arthur Hall in Gdańsk (18 April) to the accompaniment of a concert given by the old music ensemble Capella Gedanesis.
