    The worldwide air freight transport is seen mostly from the angle of long-distance passenger flights. Given that, one often tends to forget the role of this transport branch in the case of commodity transport. Air freight transport is a booming branch with great development potential. This, however, is related to considerable experience and knowledge, on the part of both the carrier and the owner of goods, with regards to technical capacities of a given aircraft, maintenance costs, and rule awareness. The objective of the study is to analyse the global market of air freight transport. In view of the vast scope of the subject, the issues were presented, to a large extent, on the basis of existing airports.

    For the entire period of state construction in Ukraine, the strategy of stable economical growth of country’s freight potential has been practically ignored. The solution to this problem requires systematic study of mechanisms and methods of growth and operation of the most important sectors of international freight market. Despite world’s freight statistics being systematic, there is practically no established methodology to assess its sustainable development in the times of globalization. Typically, all that is available are in-sights into certain aspects of freight market parameters formation. Thus, this article focuses on systematization of the general principles of world’s marine trade development and evaluation of the most realistic directions for establishing Ukraine as a full-scale maritime state.

    The paper presents the issues the public sector demand for rail freight services in Poland. Tenders have been characterized in terms of: the type of load, the size of the re-quests in the volume of transport work and the results of tender procedures. The article contains an analysis of the share of the transport volume purchased in auctions. As a result, it was found that it may play important role in shaping the behavior of market actors on highly concentrated freight transport market.

    The outbreak of the Covid 19 pandemic and the actions that all countries took in its aftermath all over the world in the first quarter of 2020 and later, i.e., during lockdowns and other restrictive measures, introducing a short and medium-term freezing of economic activity, had a strong impact on their economies and, consequently, also on the global economy. They hit seriously its particularly sensitive sectors, such as industry, trade and transport. The aim of undertaken research is to evaluate the impact of the pandemic on the functioning of maritime transport sector as well as to indicate its consequences for the global supply chains between 2020 and 2021 (first quarter). The research is mainly focused on assessing the impact of the Covid 19 pandemic on the global shipping and especially container one that is contemporarily the most vital link of the global intermodal land-sea supply chains. The analyses take into account the adaptive measures taken by ship operators and other individual parties being an integral link of the global supply chains with an aim to mitigate the effects of radical slowdown in industrial and global trade activity. The research was based on the analyses, reports and several business information carried out by specialized international organizations as well as ship carriers and logistics providers. The obtained research results indicate the need to reconfigure global logistics supply chains and increase their resilience by introducing new digital solutions. It is high time to introduce new smart, green digital supply chains and subsequently to reconfigure them much more towards the regional trade and economic relations and ties among countries (reshoring). Such activities aiming at rebuilding the logistic supply chains may at the same time change the presently existing business environment in global maritime shipping, enforcing not only changes in ship owners’ business models but also serious structural alterations on the shipping freight markets.

    The Polish market for rail freight services belongs to a group of markets with a relatively high level of liberalization. Strong competition on the Polish freight market, forcing the search for new sources of strategic advantage, is leading to processes of consolidation, merging and acquisition. There are high fees for access to the infrastructure, despite its relatively low quality of performance. Opportunities for rail-related international exchange are not being taken, the geographical location of Poland is not being taken advantage of and the quality of the services provided is low. An important role in the intensification of rail transport infrastructure is the condition of the railway network. The modernization of these networks by 2011 has improved the condition of the Polish railway infrastructure. The structure of the rail freight market by weight of cargo in Poland, the structure of the polish freight market, the dynamics of changes in the size of cargo in the years from 2006 to 2011 according to transported mass relative to the size of the cargo in 2004, advantages of rail freight services, problems with the development of the rail freight market are presented in the paper.

Pośród przyczyn takiego stanu wskazuje się niewłaściwą restrukturyzację Polskich Kolei Państwowych, problemy z dostępem do infrastruktury kolejowej oraz słabą pozycję Prezesa UTK. Problemy te będą przedmiotem niniejszego omówienia ze szczególnym uwzględnieniem kolejowych przewozów towarowych jako istotnego sektora gospodarki.
    Introducing competition into the Polish rail market remains one of its most widely discussed topics because the market liberalisation process has not been completely efficient. One may enumerate various reasons for such an outcome. These include: the improper restructuring of the national incumbent rail operator (Polskie Koleje Państwowe), barriers to infrastructure access and insufficient powers of the regulatory authority. The above mentioned issues are discussed throughout the paper. The rail freight market, as a strategic sector for the national economy, is analysed in details.

    The intermodal transport segment is a transport market of enormous opportunities. Fast economic development and the related change in transport needs influences the dynamic increase of demand for transport services in combined system, including the use of rail transportation. The transit geographic situation of our country as the eastern European Union border and situation of Polish sea harbours on the north south in the Eastern European Transport Corridor are additional assets. Despite many assets and growth dynamics of the intermodal transport, their share in general transport volume has still been marginal. The intermodal transport segment in Poland requires sustainable development by means of investment outlays as well, e.g. in container terminal, logistic centres and rolling stock, and furthermore efficient support schemes of at least over a decade horizon. Operation of relevant quality line infrastructure of rail transport and nodal infrastructure indispensable for units handling at the junction of road and rail transport makes up a condition for the intermodal transport development. From the cargo rail transport point of view, provision of relevant rail corridors capacity and ensuring satisfactory speed of freight trains are most important.

    The main subject of research involves the global freight market in the sector of container shipping, and in particular the mechanism for setting up freight rates. The aim of research is to identify and analyse the features and characteristics typical of this market, resulting from the character of market mechanism, as well as to indicate factors which determine market fluctuations and evaluate its impact for the carriers and shippers. Moreover, the causes and effects of fluctuations in effective demand and potential supply in the sector of freight market were identified in terms of their impact on freight rates. The analysis includes three main types of container markets, existing today on a global scale, and characterizes the strategies and modes of behaviour of global container operators undertaking activity on these markets. By applying the theory of mass random service and queueing theory to examine the container freight market mechanisms the method of freight rates short-term forecasting was presented which can be used as an instrument for taking decisions in the sector of global maritime logistics.

    Zwiększenie udziału transportu kolejowego w obsłudze przewozów pozostaje od ponad dwóch dekad jednym z głównych priorytetów unijnej polityki transportowej. Środkiem, który w świetle założeń teoretycznych umożliwi realizację tego celu, jest kreacja otwartego w skali całej Wspólnoty i konkurencyjnego rynku kolejowego. Przyjęty w UE model strukturalny wspólnego rynku kolejowego zakłada funkcjonowanie wydzielonego podmiotu, zarządzającego infrastrukturą kolejową i udostępniającego ją niezależnym przewoźnikom za odpłatnością. Operatorzy przewozów kolejowych, po spełnieniu jednakowych wymogów dopuszczających do zawodu i do rynku mają równe prawa dostępu do sieci, a także nie są obciążani obowiązkami służby publicznej bez odpowiedniej finansowej rekompensaty. Powinnością władz państwowych jest stworzenie sprawiedliwych reguł funkcjonowania rynku oraz zadbanie o utrzymanie i rozwój sieci kolejowej.

    This article focuses on the liberalization process of the railway freight transport market in Poland between 1997 and 2009. It shows that the increase in traffic and the fall in prices that occurred in this period took place not because of ‘effective regulation’ but despite its absence. This can indicate that introducing competition in railway freight transport could be profitable where there is significant demand for bulk and containers freight services and the railway infrastructure is well-developed.
    L’article se concentre sur le processus de libéralisation du marche de transport ferroviaire de fret en Pologne dans les années 1997-2009. Il montre que l’augmentation du trafic et la baisse des prix dans cette période, n’ont pas eu lieu à cause de la “régulation efficace”, mais malgré son absence. Cela peut indiquer que l’introduction de la concurrence dans le transport ferroviaire de fret pourra être profitable s’il y a de la demande pour les services du trafic en vrac et par conteneur et si l’infrastructure ferroviaire est bien-developpée.

Nadmierne natężenie ruchu na drogach kołowych wywołuje negatywne skutki dla środowiska i dla społeczeństwa. Od kilkunastu lat podejmuje się działania, których celem jest odciążenie dróg kołowych i przeniesienie części ładunków z transportu drogowego na bardziej przyjazne dla środowiska gałęzie transportu, w tym między innymi na kolej. W niniejszym artykule przedstawiono definicje transportu intermodalnego, omówiono sytuację towarowego transportu kolejowego w Polsce na tle innych gałęzi transportu i dokonano analizy rozwoju rynku kolejowych przewozów intermodalnych w naszym kraju na przestrzeni ostatnich lat.
    Long-term economic growth and dynamic development of trade have result in increased transport operations, carried out mainly by road. Excessive traffic on the roads has negative consequences for the environment and also for society. For several years, efforts were aimed at mitigating roads and transferring part of freight from road to more environmentally friendly modes of transport, including rail transport. This article presents the definitions of intermodal transport, discusses the situation of rail freight transport in Poland comparing to other modes of transport. The authors also describe the development of the rail intermodal transport in our country in recent years.

    In the article, the authors presented the technical, technological, legal, and business conditions of the functioning of rail freight transport in the international transport market. The authors analyzed the literature, considering this area's most important national and international normative documents. An essential element of the considerations is the presented schematic concepts of models for various forms of rail freight transport. The main ways of organizing freight transport at the eastern border were also indicated. The reasons for barriers that negatively affect the competitiveness of rail transport with other modes of transportation, especially in international transport, were shown. The rail transport market has undergone many changes recently, including investments in railway infrastructure, the growing importance of intermodal transport, and support for a more sustainable transport system. The article indicates the reasons for the occurrence of barriers that negatively affect the possibilities of further development of railways and the competitiveness of rail transport with other modes of transportation, especially in international transport.

    The article presents the results of selected research carried out among freight train operators operating in Poland. The main aim of the article was to identify, evaluate and prioritize the factors which, according to actors participating in research, currently affect the role and place of rail transport on the freight transport market. Moreover, the research covered indication of the factors which, under certain conditions, can positively affect the development of rail freight in the future. The research results clearly indicated that today the role of rail transport in the market significantly depends on external factors, which are beyond (or of limited) control of market representatives.
    W artykule dokonano prezentacji wybranych rezultatów badań zrealizowanych wśród towarowych operatorów kolejowych wykonujących przewozy na obszarze Polski. Głównym celem artykułu była identyfikacja, ocena i hierarchizacja czynników, które zdaniem podmiotów uczestniczących w badaniach wpływają obecnie na rolę i miejsce transportu kolejowego na towarowym rynku usług transportowych. Ponadto, w ramach badań dokonano również wskazania czynników, które, przy spełnieniu określonych warunków, mogą w sposób pozytywny wpłynąć na rozwój towarowego transportu kolejowego w przyszłości. Uzyskane wyniki badań wskazały jednoznacznie, iż współczesne miejsce kolei na rynku w znaczny sposób uzależnione jest od czynników zewnętrznych, na które przedstawiciele rynku nie mają wpływu, bądź też wpływ ten jest ograniczony.

    Do prognozowania pracy przewozowej międzynarodowego transportu ciężarowego wykorzystano oryginalną metodę ekspercką wzajemnych oddziaływań zdarzeń. Zadaniem wybranych ekspertów, zarówno ze środowisk akademickich, jak praktyków branży transportowej było określenie wpływu różnorakich zdarzeń o charakterze gospodarczym i politycznych na kształtowanie się przedmiotowej pracy przewozowej polskich przedsiębiorstw w perspektywie 2030 r. Wariantowa prognoza opracowana została na podstawie uzyskanych drogą ankietową prawdopodobieństw warunkowych zdarzeń, z przygotowanej listy zdarzeń. Dodatkowo przedstawiono wyniki prognozowania przy wykorzystaniu metody trendu czasowego z lat 2005 – 2016.
    The original expert method of the events interactions was used to forecast the haulage work of the international freight transport. The task of selected experts, both from the academics and practitioners of the transport industry was to determine the impact of various economic and political events on the shaping of the said haulage work of Polish enterprises until 2030. The variant forecast was based on the probabilities of conditional events obtained from the questionnaire, from the prepared list of events. Additionally, the forecasting results are presented using the time trend method from the years 2005 - 2016.

    The paper deals with the issue of different market access for the transport procurement in the EU in context of open market of providing forwarding services. It highlights different requirements of market access in freight forwarding. The article proposes conditions of market access unification in freight forwarding based on analysis of the existing situation. It also refers to the different responsibility of freight forwarder depending on membership in the national associations of freight forwarders. The contribution analyses the limitation of liability in freight forwarding and shows differences in contract of freight forwarding for particular shipments by model examples. There is also pointed to the need for the development of uniform freight forwarding conditions in the EU.

    The article analyses the connections between the dry bulk freight market and the economic activity of certain countries. The objective was to confirm the existence of a similar cyclical nature for the Baltic Dry Index and main indicators of the business cycle of the G7 countries. The applied macroeconomic variables were: the real GDP and the industrial production index. In examination a spectral analysis was used. The discovered identical periodicities were analyzed in terms of time relations. It was demonstrated, that the cyclical part of the BDI (periodicity of 13.1 and 15.3 quarters) either leads or is coincident with the indicators of the business cycle. The global financial crisis in 2008-2009 showed that the behaviour of freight indices was similar to stock exchange indices and macroeconomic variables in advanced economies. It is worth to observe shipping market because higher values of freight indices could anticipate increasing demand for sea trade and economic growth.

    An integrated approach is proposed in the study of rational schemes for the distribution of cargo flows at a regional transport loop for multimodal transportation, considered within the framework of an oligopolistic market. A technique has been developed for the parallel application of two approaches, differing in their mathematical nature, to the issues of increasing the economic efficiency of these transportations. The results obtained by the previously developed method of economic and geographical delimitation of «influence areas» of loading stations serve as a justification for the correctness of the results obtained by using an algorithm based on the Pareto optimization of the freight transportation process. Rational variants for organizing the freight transportation, taking into account time and cost indicators, have been obtained. The system of analytical calculations is used as a software tool to obtain a mathematically sound and transport–logistic diversified model of a regional oligopolistic freight market.

    The problem of effective management of the railway freight flows in the conditions of the multiplicity of operators requires the rationalization of the transportation process. The further development of the authors’ research on creating the mathematical model of the railway freight flows in the region transportation and technological system is presented. For the first time, the theory of algebraic curves of higher orders is used to create a territorial model of the oligopolistic market of freight traffic. The algorithm for creating a model of freight transportation is based on the analysis of the qualitative and quantitative indicators of the operator company in the considered region with the use of analytical, heuristic, and graphic capabilities of math software. The theoretical substantia-tion of the territorial picture, the freight transportation market in the region is obtained. The carried-out research allows to specify possible ways of optimization of freight traffic distribution.

    Niniejsze badania opierają się na analizie niepublikowanych danych o  średniodobowym ruchu pociągów towarowych po sieci kolejowej zarządzanej przez PKP Polskie Linie Kolejowe i PKP Linię Hutniczą Szerokotorową. Przedstawiono także zmiany, jakie zaszły w tym czasie na rynku kolejowych przewozów towarowych w Polsce, dotyczące wielkości i struktury towarowej przewozów, liczby przewoźników i  ich udziału w  rynku. Dekada 2010-2020 charakteryzowała się nasileniem inwestycji na sieci kolejowej w  Polsce, a  także dynamicznym rozwojem rynku przewoźników i  wewnętrznej konkurencji między nimi. Zmiany te nie przyczyniły się jednak do zwiększenia roli kolei w strukturze gałęziowej transportu. Ruch kolejowy wykazywał tendencję do coraz większej koncentracji na głównych szlakach. Niezmiennie od wielu lat największym ruchem towarowym charakteryzowała się magistrala CE65 łącząca porty Trójmiasta z Górnym Śląskiem i granicą z Czechami. Wpływ na rozkład ruchu kolejowego miały aktualnie prowadzone inwestycje i związane z nimi zamknięcia torowe i trasowanie pociągów objazdami.
    This research is based on the analysis of unpublished data on the average daily traffic of freight trains on the railway network managed by PKP Polish Railway Lines and Broad Gauge Metallurgical Railway Line. The changes that took place at that time on the rail freight market in Poland were also presented in terms of the volume and structure of freight transport, the number of carriers, and their market share. The 2010-2020 decade was characterized by increased investments in the railway network in Poland, as well as the dynamic development of the carrier market and internal competition between them. However, these changes did not contribute to increasing the role of railways in the branch structure of transport. Rail traffic tended to be increasingly concentrated on the main routes. Invariably, for many years, the largest freight traffic was characterized by the CE65 main, connecting the ports of the Tri-City with Upper Silesia and the border with the Czech Republic. The current investments and the related track closures and routing trains by detours had an impact on the railway traffic distribution.

    The main research issue refers to the identification and analysis of the key features and trends revealed on the global maritime container transport market in the years 2020-2022, as well as its general assessment in terms of the effects that such a highly concentrated market's supply side can cause for shippers and container shipping operators. The research is aimed at determining the main premises and factors stimulating the consolidation processes of the container shipping operators and ongoing market vertical and horizontal integration, as well as assessing the risks and effects resulting from maintaining the current system of regulation of this oligopolistic market. While conducting this research, the following methods were applied: factor analysis (FA), market analysis (MA) based on statistical data concerning the supply side, as well as desk research (DR), i.e. in-depth analysis of many reports, opinions, bulletins and data issued by international maritime organisations as well as research institutes. The obtained research results indicate that:1. the very advanced consolidation processes among the leading container shipping operators and, consequently, further integration of the container market, radically changes the balance of power in favour of shipping operators and creates the potential to generate serious disruptions in this market and other links in the global supply chains, 2/ regulatory antitrust authorities need to take appropriate regulatory action to limit their market power via legal measures regarding competition.

    W literaturze z zakresu ekonomiki transportu analizuje się wpływ polityki ekologicznej i klimatycznej UE na polski transport samochodowy ładunków głównie przez pryzmat narzędzi bezpośrednio adresowanych do tej gałęzi transportu, takich jak opłaty drogowe. Celem niniejszego opracowania było poszerzenie tego schematu badawczego. Autor dowodzi, że polityka ekologiczna i klimatyczna oddziałuje na transport także pośrednio – poprzez przemysł i handel, które to dziedziny gospodarki tworzą istotną część podaży ładunków. Autor przekonuje ponadto, że niektóre działania proekologiczne podejmowane w różnych krajach UE służą nieoficjalnie do legitymizacji wsparcia udzielanego rodzimym przewoźnikom, nawet kosztem przewoźników zagranicznych. Dlatego sugeruje on, że w celu zachowania wysokiej międzynarodowej konkurencyjności polskiego transportu samochodowego ładunków, który ma przecież istotny wkład w tworzenie wpływów z eksportu całości naszych usług transportowych, Polska powinna usztywnić stanowisko w zakresie kształtowania celów i środków polityki ekologicznej i klimatycznej UE.
    Routinely transport economics literature analyses the impact of the EU‘s environmental and climate policies on Polish road haulage sector through the prism of political tools directly addressed to this mode of transport such as road pricing. On the contrary this article presents a broader spectrum of interactions between the environmental and climate policies of the EU and the freight transport sector in Poland. The author gives some evidence that these two policies can influence the transport sector also if addressed to industry, trade and distribution of goods. It is so because the mentioned sectors are responsible for a considerable share of cargo transported by railways and especially by road. The author has questioned some environmental policy initiatives in different EU member countries because of legitimizing informal support for domestic carriers at foreign competitors‘ expense. This is why Poland should toughen its position when discussing within the EU family the future shape and set of tools of the environmental and climate policies. Policy makers in Poland should wisely keep in mind that maintaining a high level of international competitiveness of Polish road hauliers pays off in terms of substantial revenues generated by export of transport services.

    International road transport is a specific service within the frame of services provided in the European Union. It is because the conditions of being active on the market are influenced by the states where businessmen operate, but services can be provided throughout the whole year in other member states of the European Union. The aim of the contribution is to highlight the existing problems in international road freight transport sector. These problems persist despite the fact that market access was exempted from the national law of individual member states and regulated directly by EU regulations. Despite the unification of market access, tax and social harmonization is not ensured in international road freight transport. An unequal tax burden on carriers and different requirements of wage regulations create a discriminatory environment among entrepreneurs. The contribution identifies the factors that deform the equal operating conditions in single market. The aim of the contribution is also to provide the readers with the answers to the questions: Is it possible under current EU conditions to harmonize tax and social conditions? What impact would this harmonization have on business environment?

    The author pays attention to phenomenal importance of regulation in the sector of rail transport. The sector develops thanks to pro-competition regulation of access to the network (the infrastructure of rail transport), and also in consequence of more frequently used logistic solutions. In the second part of the article main assumptions of European Union's transport policy are discussed, which are orientated towards implementation of logistic mechanisms into the development process of freight transport sector.
    Autor zwraca uwagę na fenomenalne znaczenie regulacji w sektorze transportu kolejowego. Sektor ten rozwija się dzięki prokonkurencyjnej regulacji dostępu do sieci (infrastruktury transportu kolejowego), a także wskutek coraz częściej stosowanym rozwiązaniom logistycznym. W drugiej części artykułu omawia główne założenia polityki transportowej Unii Europejskiej, ukierunkowane na wprowadzenie mechanizmów logistycznych w procesie rozwoju sektora przewozów towarowych.

Zaprezentowano średnie koszty 1 wozokilometra przebiegu i jednostkowe koszty rodzajowe w 2016 r. według grup wielkości zbadanych firm oraz średnie koszty jednostkowe w latach 2009 – 2016 ogółem i według wyspecyfikowanych rodzajów kosztów, a także strukturę rodzajową średnich kosztów 1 wozokilometra przebiegu w 2016 r.
    The article discusses development of the Polish sector of the international freight transport since 2005. Shaping of the haulage work arranged by type of transport and its share in the European market in 2016 has been shown. The figures characterizing the number of international transport companies in Poland and the number of trucks used by them are given. The selected features of enterprises participating in unit cost studies conducted by ITS were characterized. The average costs of 1 vehicle-kilometre of the mileage and generic unit cost in 2016 were presented according to the size groups of the surveyed companies and average unit costs in 2009-2016 in total as well as according to the specified types of costs and the generic structure of average costs of 1 vehicle-kilometre of mileage in 2016.

    The article discusses the theoretical principles of statistical research with regard to the national market of logistics services during wartime. The system of statistical indicators of the research of the logistics services market is structured through the allocation of separate blocks of indicators by priority of their estimation in war conditions. The market of logistics services of Ukraine is characterised by selected blocks of indicators. The paper identifies the main structural changes that occurred due to the hostilities faced by the country. Moreover, the authors determine the main factors influencing the functioning of the analysed market during war, as the statistical study of these factors is considered necessary for the transformation and development of logistics services. It is substantiated that taking into account such statistical indicators as the level and availability of logistics infrastructure, security, the human factor and changes in legislation are likely to result in a new alternative direction of logistics routes and contribute to the development of the logistics services market in general. The authors proposed the construction of a centralised electronic service (or several services) with the purpose of consolidating information about the logistics infrastructure. The software system should offer the option of an operational interactive visualisation.

    W związku z różnymi wartościami wyznawanymi przez poszczególne pokolenia oraz odmiennymi etosami pracy rynek pracy staje przed ogromnym wyzwaniem związanym z dopasowaniem się do oczekiwań zgłaszanych przez cztery pokolenia: BB, X, Y i Z. Najbardziej zdigitalizowanym i usieciowionym pokoleniem jest to ostatnie. Współcześnie coraz częściej mówi się o wirtualizacji sieci logistycznych w ramach tzw. III platformy informatycznej SMAC (social, mobile, analytics, cloud). Przełożenie platformy SMAC na branżę TSL dokonuje się w ramach aktywnego stosowania elektronicznych giełd transportowych (EGT). Zmieniająca się sytuacja na rynku pracy, w tym w branży TSL, wywołana pandemią COVID-19, determinuje upowszechnienie pracy zdalnej, która wpisuje się w tzw. wirtualizację pracy. Jest to istotne z perspektywy kompetencji posiadanych przez pracowników reprezentujących poszczególne pokolenia z ukierunkowaniem na pokolenie Z, które pracę wirtualną i życie wirtualne traktuje jak zwykłą codzienność. Zasadniczym celem artykułu jest ocena zdolności do pracy pokolenia Z z wykorzystaniem EGT jako atrakcyjnego narzędzia teleinformatycznego branży TSL. W artykule postawiono tezę mówiącą, że EGT stanowi innowacyjne narzędzie pracy w branży TSL dla reprezentantów pokolenia Z, które może służyć minimalizacji i/lub eliminacji konfliktów międzypokoleniowych. W opracowaniu dokonano przeglądu literatury fachowej oraz zastosowano metodę uproszczonej wersji panelu ekspertów (sondaż ekspercki) z wykorzystaniem wywiadu standaryzowanego.
    Due to the different values shared by individual generations and different work ethos, the labor market faces a huge challenge in adapting to the expectations of four generations: BB, X, Y and Z. The most digitized generation is Generation Z. Nowadays, there is more and more talk about the virtualization of logistics networks as part of the so-called 3rd IT platform SMAC (Social, Mobile, Analytics, Cloud). The SMAC platform is adopted in the TSL industry in the form of electronic freight exchange (EFE). The dynamic change on the labor market, including TSL industry, caused by the COVID-19 pandemics, determines the spread of remote work, which is part of the so-called virtualization of work. It is important from the perspective of the competences held by employees representing particular generations with a focus on Generation Z, who treat virtual work and virtual life as a natural daily existence. The main aim of the article is to assess the Generation Z's ability to work with the use of EFE as an attractive ICT tool in the TSL industry. The article presents the thesis that EFE is an innovative work tool in the TSL industry for the Generation Z representatives, which can be used to minimize and/or eliminate intergenerational conflicts. The article reviews the professional literature and uses the method of a simplified version of the expert panel (expert survey) in the form of a standardized interview.

    Transport, obok rolnictwa i handlu, stanowił jeden z pierwszych obszarów, które zostały objęte wspólną polityką Unii Europejskiej. Pochodną dynamicznych zmian społeczno-gospodarczych oraz procesów integracyjnych było niejednokrotne przewartościowanie realizowanych w jej ramach celów i priorytetów inwestycyjnych oraz potrzeb rozwojowych w zakresie poszczególnych gałęzi transportu, w tym również kolejowych przewozów cargo. Kraje członkowskie, choć prowadzą suwerenne polityki transportowe, chcąc współtworzyć system transportowy — muszą starać się podążać za tymi zmianami i ujmować je w narodowych politykach transportowych. W artykule dokonano analizy tych celów oraz ich wpływu na funkcjonowanie polskiego rynku kolejowego cargo w latach 1980–2018.
    Transportation, next to agriculture and trade was one of the first areas covered by the common policy of the European Union. The consequence of dynamic socioeconomic changes and integration processes of this grouping was re-evaluation of the realized goals and investment priorities as well as development needs of different modes of transport, including rail freight. Member states, although they have sovereign transport policies, wanting to co-create the transport system must try to follow these changes and include them in national transport policies. In this article was analyzed the goals and their impact on the functioning of the polish rail cargo market in the years 1980–2018.

    The results of further research on the creation of a mathematical model of railway freight traffic carried out in a regional transport and technological system are presented. The proposed logistic approach is applied to the issues of optimizing the management of transportation directed to ports located on the southeast coast of the Baltic Sea. Built on the basis of a comprehensive assessment of the transport infrastructure of the region under consideration and the performance of the operating company, the mathematical model provides ample opportunities to address issues of regulating of transportation. The method of economic and geographical delimitation of the ≪influence areas≫ of loading stations is significantly developed both in terms of using the geometric properties of higher order algebraic curves and in terms of a deeper approach to studying the transportation process. The results of the research can serve as one of the basis for improving the economic efficiency of the functioning of international transport corridors in the framework of multimodal transport.

Zmiany te w znacznym stopniu wpływają na działalność – funkcjonowanie wszystkich stron włączonych w tę część biznesu – dostawców taboru, przewoźników, zleceniodawców.

    W artykule zawarte są treści dające się sprowadzić do trzech tez, traktujących o: uczestnikach rynku transportowego, tzn. głównie o małych i średnich przedsiębiorstwach (firmach) i zachowaniu ich na nim; zakresie usług transportowych innych niż przewóz rzeczy oraz o zmianach zachodzących w usługach transportowo-spedycyjnych. Z treści artykułu wynika, że zwiększenie zakresu usług transportowych spowodowało powstanie licznych małych i średnich przedsiębiorstw (MiŚP) specjalizujących się w realizacji zadań cząstkowych w układach transportowych. Natomiast w wyniku zjawiska integracji realizacji usług cząstkowych powstają zestawy usług stanowiące zintegrowaną usługę logistyczną. Takie postępowanie jest wynikiem dążenia do optymalizacji przedsięwzięć w całym łańcuchu (kanale) transportowym. Ponadto w artykule wskazano, że istnieje potrzeba, a wręcz konieczność doskonalenia i dokonywania permanentnych zmian w rodzajach i formach oferowanych usług, a także poszerzania ich zakresu w celu uzyskania konkurencyjności MiŚP na rynku usług transportowych. Zatem dalej w treści artykułu uzasadnia się, iż najnowsze i najczęstsze tendencje funkcjonowania MiŚP transportowych w łańcuchu (kanale) przewozowym, to ich współpraca z dużymi międzynarodowymi firmami w ramach tworzonych grup kapitałowych. Artykuł kończą zasadne i stosowne wnioski oraz uogólnienia.
    The article contains content that can be included in three theses describing the participants of the transport market, namely mainly about small and medium enterprises (companies) and their behaviour on it; the scope of transport services other than transport of goods and changes in transport and forwarding services. The article shows that the increase in the scope of transport services has resulted in the creation of a number of small and medium-sized enterprises (SMEs) specialising in in the implementation of partial tasks in transport systems. As a result of the phenomenon of integration of partial services implementation, sets of services are created which create an integrated logistics service. Such a procedure is a result of striving for optimization of undertakings in the whole transport chain (channel). Furthermore, in order to achieve the competitiveness of small and medium-sized enterprises in the transport services market, the article highlights the need for, and even the need for, improvement and making permanent changes in kinds, forms, and manners of still offered services and in their scope. The article also justifies that the latest and most frequent trends in the functioning of small and medium-sized transport enterprises in the transport chain (transport channel), concern cooperation with large international companies within the established capital groups. The article ends with justified and appropriate conclusions and generalisations.

    The fact of customs authorities holding full competence within the supervision and control of all goods transited across the border caused them to become a guardian of security and safety of the cross-border freight traffi c. Securing the lawful transit of goods into and out of the EU customs territory is currently one of the most important tasks of customs authorities. The performance of this task is possible by e.g. carrying out customs control. The aim of the paper is to present the strategic framework of customs control as well as to characterize the directions and analyze the effectiveness of measures taken by customs authorities as to safeguard the cross-border freight traffic. With this regard, the descriptive method comprising analysis of literature sources, analysis of statistical data as well as the business practice has been employed.
    Organy celne – mające pełne kompetencje w zakresie nadzoru i kontroli nad wszystkimi towarami przewożonymi przez granice celne – stały się strażnikiem bezpieczeństwa w granicznym ruchu towarowym. Zapewnienie zgodnego z prawem przywozu towarów na unijny obszar celny oraz wywozu towarów z tego obszaru to obecnie jedno najważniejszych zadań organów celnych. Realizacja tego zadania jest możliwa m.in. poprzez wykonywanie kontroli celnej. Celem opracowania jest przedstawienie ram strategicznych kontroli celnej oraz charakterystyka kierunków i analiza skuteczności działań podejmowanych przez organy celne w zapewnianiu bezpieczeństwa w granicznym ruchu towarowym. W tym zakresie wykorzystano metodę opisową obejmująca analizę źródeł literaturowych, analizę danych statystycznych oraz praktykę gospodarczą.

    Niektóre kraje UE, takie jak np. Niemcy, nie czekając na decyzje wspólnotowe, wprowadzają prawne działania mające na celu ochronę własnego rynku m.in. rynku transportu drogowego przed konkurencją ze strony przewoźników innych państw. Polskie przedsiębiorstwa międzynarodowego transportu drogowego osiągnęły na europejskim rynku transportu rzeczy znaczną przewagę w udziale w tym rynku nad firmami z innych krajów UE. Zdaniem wielu opinii środowiska transportowego takie działania, jak przyjęcie prawa o płacy minimalnej pracowników delegowanych (w tym kierowców) do pracy m.in. na terenie wymienionych tu Niemiec spowoduje wzrost kosztów działalności zarejestrowanych w Polsce przedsiębiorstw, a przez to częściową utratę ich rynkowej przewagi konkurencyjnej, szczególnie wobec przewoźników zachodnioeuropejskich, w tym przede wszystkim wobec przewoźników niemieckich. W artykule skoncentrowano uwagę na oszacowaniu skali zaangażowania polskich firm międzynarodowego transportu drogowego na obszarze Niemiec (wielkości przewozów, liczb przedsiębiorstw i liczb samochodów w latach 2013 i 2016).
    Some EU countries, such as Germany, without waiting for Community decisions, introduce legal actions to protect their own market, including road transport market, against competition from the carriers of other countries. Polish international road transport enterprises have achieved a significant advantage in the European goods transport market in the share of companies from the other EU countries of this market. According to many opinions of the transport community, such activities as the adoption of the law on the minimum wage of posted workers (including drivers) to work, among the others in the territory of the above-mentioned Germany, will cause the operations costs of the enterprises registered in Poland to rise, and hence the partial loss of their competitive market advantage, especially towards Western European carriers, including primarily German carriers. The article focuses on estimating the scale of involvement of the Polish international road transport companies in Germany (transport volume, number of enterprises and number of cars in the years 2013 and 2016).

    The article presents the results of the introduction of the provisions suggested by the European Union’s legislative authorities with regard to transport market regulation, referred to as the Mobility Package. The business of enterprises is based on planning, both in the short and long term, business decisions are made in advance, and internal and external factors taken into consideration. To emphasize the importance of the issues discussed, it is worth noting that the regulations under study constituted the first such in-depth change of the market since Poland joined the European Union. An earlier analysis of the solutions suggested allows enterprises to get ready for the upcoming changes and to take appropriate decisions to minimize their effects, if any. Consequently, the purpose of this paper was to attempt to assess the impact of the Mobility Package on the Polish road transport industry. To study this goal it was necessary to gather and analyse extensive research material originating from official statistical data, industry reports and scientific publications of domestic and foreign authors. The methodology of the research included analysis of the scientific literature, European Commission documents and statistical data analysis.
    W artykule przedstawiono potencjalne skutki wprowadzenia przepisów proponowanych przez organy ustawodawcze Unii Europejskiej w zakresie regulacji rynku transportowego określane jako Pakiet Mobilności. Działalność przedsiębiorstw powinna się opierać na planowaniu zarówno w krótkim, jak i w długim okresie. Decyzje gospodarcze przedsiębiorstwa muszą być podejmowane z odpowiednim wyprzedzeniem oraz z uwzględnieniem czynników wewnętrznych i zewnętrznych. Aby podkreślić wagę omawianej problematyki, warto zauważyć, że omawiane zmiany są pierwszą tak dogłębną zmianą na rynku od momentu akcesji Polski do Unii Europejskiej. Wcześniejsza analiza proponowanych rozwiązań pozwala przedsiębiorstwom przygotować się do nadchodzących zmian oraz podjąć stosowne decyzje, które umożliwią zminimalizowanie potencjalnych skutków. Celem niniejszego artykułu była próba oceny wpływu Pakietu Mobilności na polski sektor transportu drogowego. Zgromadzono i przeanalizowano bogaty materiał badawczy pochodzący z oficjalnych danych statystycznych, raportów branżowych oraz publikacji naukowych autorów krajowych i zagranicznych. Metodologia badań obejmuje analizę literatury naukowej, dokumentów Komisji Europejskiej oraz analizę danych statystycznych.

    Przewóz ładunków wymusza od spedytora odpowiedniego doświadczenia w planowaniu i realizacji procesu transportowego, bowiem fundamentalnym celem zarządzania procesem transportowym jest nieustanna poprawa skuteczności i efektywności organizacji transportu przy jednoczesnym zapewnieniu najwyższych standardów obsługi klienta. W artykule autorzy przeprowadzili badania procesu transportowego na obiekcie rzeczywistym. Badaniom poddali trasę Jasło-Berlin-Szczecin-Jasło implementując system monitoringu, w celu usprawnienia procesu przewozowego. W wyniku analizy przedstawiono praktyczne aspekty planowania, organizowania i koordynowania transportu.
    The transport of cargo forces appropriate experience from the freight forwarder in planning and implementing the transport process, as the fundamental goal of managing the transport process is to constantly improve the efficiency and effectiveness of freight organization while ensuring the highest of customer service. In the article, the authors carried out research of a transport process on a real object. The Jasło-Berlin-Szczecin-Jasło route was subject to research by implementing a monitoring system for the purposes of freight improvement. The analysis presents practical aspects of planning, organizing and coordinating transport.

    Celem niniejszego artykułu jest próba oceny wpływu technologii teleinformacyjnych, a w szczególności systemów zarządzania flotą, na kierowców zawodowych w międzynarodowym drogowym transporcie towarów na terenie Unii Europejskiej. Działając w silnie konkurencyjnym środowisku oraz doświadczając postępującego deficytu kadr, branża stara się w coraz bardziej powszechny sposób wykorzystywać monitoring technologiczny pracowników, aby zwiększyć ich produktywność i obniżyć koszty operacyjne. Pomimo bezsprzecznych korzyści w różnych obszarach stopniowo zauważalne są również negatywne aspekty takiej strategii, które częściowo neutralizują osiągane efekty.
    The aim of this article is to assess the impact of information and communication technologies, in particular fleet management systems, on professional drivers, in international road freight transport within the European Union. Operating in a highly competitive environment and experiencing a growing shortage of staff, the industry is increasingly making use of technological monitoring of employees in order to increase their productivity and reduce operating costs. Despite the unquestionable benefits in various areas, the negative aspects of such a strategy are also gradually being noticed, which partly neutralise the original effects achieved.
