The article is showing some concept of critical infrastructure system’s safety states model. Model construction is basing on popular technical systems’ safety states models, and notions specified in acts of law related to crisis management and other studies concerning it. Implementation of crisis management issues and problems into technical systems’ safety states model, resulted with formulating of critical infrastructure system’s safety states model, illustrating processes concerned with their transitions, related to particular crisis management phases. Then, probabilistic description of critical infrastructure safety states transitions process have been presented, that, if further evolved, can lead to support works connected to critical infrastructure protection.

Critical infrastructure risks pose a special problem for all countries. The companies that own these infrastructures operate in competitive and regulated environments. However, it is neither practical nor possible to protect critical infrastructures from all hazards. For the government, the continuity of these infrastructures is critical to many of its fundamental missions: economic stability and growth, national security, public safety, and quality of life. In that context resilience has become an important factor to fulfil the task of the critical infrastructure protection. Thus, the development of a framework to establish resilience goals could be helpful.

In the paper the Baltic Electric Cable Critical Infrastructure Network (BECCIN) is defined and the main electric cable investments in the Baltic Sea Region, that are components of BECCIN, are described. Next the installations belonging to BECCIN are presented regarding their availability and disturbance outages. Functioning and disturbances in electric grid critical infrastructure network are analyzed in terms of climate-weather change impact. Finally, consequences of power blackouts and their impact on other critical infrastructures are discussed.

Critical infrastructure is a key element of the functional security of any country. Sea ports (but also river ports) are part of the CI system of the country. The security of such sites is particularly important for the continuity of supply and transit of goods transported by vessels. Ports have always been protected from potential threats. Today, these threats have become more real, particularly as a result of the Russian Federation’s attack on Ukraine. Poland, which today has the status of a frontier state, is a target of espionage and sabotage activities. Security is a state of non-threat. This is the state to which we aspire in every area of modern life of every society, every country. Seaports, like other places, which are essential (special) for the unimpeded and secure delivery of goods. They’ve always been under special surveillance and special protection. Destruction of the port makes it impossible to transport by sea, which is obvious. Threats to port security come from different sources, but at a time of ongoing war in Ukraine, terrorist attacks come to the fore. It is also necessary to highlight the hybrid actions on the border with Belarus, which affect the state of security. Poland, as a front-line country, is particularly vulnerable to acts of terror, diversion and espionage, which is confirmed by the actions of the special services. Monitoring of seaports is part of the security strategy of the critical infrastructure of these places. The threat of CI ports is real, especially at the present time. This applies in particular to the LNG terminal in Świnoujście, which is regularly visited by ships (gas carriers) supplying raw materials of strategic importance. Violation of security rules (principles) may lead to a threat that cannot be ruled out, however, the most important and dangerous are those that come from the outside and are of an intentional nature.

Certain critical infrastructure networks show some interconnections, relations and interactions with other ones, most frequently when located and operating within particular areas. Failures arising within one critical infrastructure network, can then negatively impact not only on associated systems, societies and natural environment, but also on mutual critical infrastructure networks. Therefore, interdependent critical infrastructure networks can be determined as network of critical infrastructure networks (network of networks approach). The paper presents safety analysis of the network of critical infrastructure networks, taking into account interconnections, relations and interactions between particular ones. Critical infrastructures networks as multistate systems are considered, by distinguishing subsets of no-hazards safety states, and crisis situation states, and by analysing transitions between particular ones. Issues introduced in the article are based on the assumption that one key critical infrastructure network impacts on functioning of other critical infrastructure networks - can reduce their functionality and change level of their safety and inoperability, furthermore, other networks can impact each other, too. Safety characteristics of network of critical infrastructure networks: safety function, mean values and standard deviations of lifetimes in particular safety state subsets, are determined, taking into account interdependencies between particular networks. The results are related to various values of coefficients defining the significance of influence of interdependencies among networks.

The problem area outlined in the article is the existence and effectiveness of anti-drone systems used to protect the state's critical infrastructure (CI). For the purposes of the study, the following research objective was defined: assessment of the possibility of introducing anti-drone systems in critical infrastructure entities. In the next stage, the following research problem was defined: What are the needs and possibilities of developing and applying anti-drone systems to protect the state's critical infrastructure? The following sentence was adopted as the research hypothesis: Due to the growing threats generated by drones, CI protection systems are needed against them, it is necessary to develop and put into use effective anti-drone systems. In order to achieve the outlined goals, solve problems and verify research hypotheses, the author mainly used the following theoretical methods: literature analysis, legal acts analysis, synthesis, analysis (inductive and deductive), abstraction, comparison and inference. The inference was based on the SWOT analysis, a method from the group of strategic management.

The aim of this article is to analyze the economic aspects of cybersecurity of critical infrastructure defined as physical or virtual systems and assets that are vital to a country’s functioning and whose incapacitation or destruction would have a debilitating impact on national, economic, military and public security. The functioning of modern states, firms and individuals increasingly relies on digital or cyber technologies and this trend has also materialized in various facets of critical infrastructure. Critical infrastructure presents a new cybersecurity area of attacks and threats that requires the attention of regulators and service providers. Deploying critical infrastructure systems without suitable cybersecurity might make them vulnerable to intrinsic failures or malicious attacks and result in serious negative consequences. In this article a fuller view of costs and losses associated with cyberattacks that includes both private and external (social) costs is proposed. An application of the cost-benefit analysis or the Return on Security Investment (ROSI) indicator is presented to evaluate the worthiness of cybersecurity efforts and analyze the costs associated with some major cyberattacks in recent years. The “Identify, Protect, Detect, Respond and Recover” (IPDRR) framework of organizing cybersecurity efforts is also proposed as well as an illustration as to how the blockchain technology could be utilized to improve security and efficiency within a critical infrastructure.

Based on the assessment of contemporary reality, it can be said that one of the most critical functions of a modern state is to provide its citizens with an acceptable level of security – that is to say, to create optimal conditions for protection against hypothetical and real threats, such as potential natural disasters, consequences of civilizational advancements (accidents or man-made disasters), terrorist attacks, wars, and armed conflicts. It should be emphasized that in modern, democratic societies, the right of people (social groups) to be protected from numerous threats results from the legal, ethical, and moral norms in force, which have been developed in civilizational development and are based on historical experience. The research focused on analyzing normative documents (laws and regulations) and selected scientific and popular science literature dedicated to the functioning of the crisis management system and contemporary management. The synthetic conclusions of this analysis constitute the basis for further in-depth research.

Opis:
Critical infrastructure plays a key role in ensuring national security of a state, due to important functions thereof in military, economic, and public administration sectors. The destruction, damage, failure or other deprivation of critical infrastructure of its operational capabilities constitutes a direct threat to the structural and personal security of the state. The research methods and techniques implemented in the research process itself primarily hinge on critical analysis of acts of law and organisational and competence-related documents, subject-matter literature, synthesis and inference in order to reach the formulated objectives based on efficiency criteria. The main findings indicate that critical infrastructure is perceived as a set of systems which exerts a substantial impact on the security of the state and, obviously its residents. The results advocate for a reflection that critical infrastructure embraces a number of facilities which appear to be remarkably diverse. They are buildings, structures, installations, equipment and services which, integrally, form cohesive systems which allow proper functioning of a given state. It is the state whose role is just to supervise and coordinate whereas the operators of critical infrastructure are the ones who are to protect it. The overall findings of this paper present the notion that safeguarding critical infrastructure is a task of crucial importance to national security of a state and, therefore, it would be worth reconsidering the intensification of rules which apply to the infrastructure of the national security and its efficient functioning.

Opis:
In recent years the failure frequency of transformers increased. In particular fires and explosions of main oilfilled transformers are considered as critical. Therefore, international experiences of transformer failures at nuclear and non-nuclear power plants and at substations have been investigated in more detail. Consequences of transformer failures with respect to a reliable electric power supply and distribution are addressed and proactive measures to enhance the reliability of critical infrastructure and to avoid blackouts are described.

Opis:
International business demands seamless service and IT-infrastructure throughout the entire supply chain. However, dependencies between different parts of this vulnerable ecosystem form a fragile web. Assessment of the financial effects of any abnormalities in any part of the network is demanded in order to protect this network in a financially viable way. Contractual environment between the actors in a supply chain, different business domains and functions requires a management model, which enables a network wide protection for critical infrastructure. In this paper authors introduce such a model. It can be used to assess financial differences between centralized and decentralized protection of critical infrastructure. As an end result of this assessment business resilience to unknown threats can be improved across the entire supply chain.

In the paper the probabilistic general model of critical infrastructure accident consequences (GMCIAC) including the process of initiating events, the process of environment threats and the process of environment degradation models is proposed. Next, the methods of its parameters statistical identification are presented. Futher, the marine traffic across the world and sea accidents were observed. Their initiating events and environment threats coming from released chemical substances as well as environment degradations in the neighbourhood region of sea accident were analysed. Then, the process of initiating events, the process of environment threats and the process of environment degradation were analysed and their states are distinguised.

At the beginning, in the paper the basic definitions concerned with critical infrastructures and climate and weather impacts on their safety are given. Next, critical infrastructure networks operating at Baltic Sea Region, forming the Global Baltic Network of Critical Infrastructure Networks (GBNCIN), are distinguished. Dangerous events coming from/to critical infrastructures located in the Baltic Sea area are classified and described. Potential threats are divided into two groups i.e. threats associated with dynamic installations and those associated with various static industrial installations. Moreover, natural hazards associated with weather and climate change are considered.

A new approach is proposed for safety investigations of complex multistate systems. These systems have dependent components, called critical infrastructures, with variable operating conditions. The safety function of the critical infrastructure system is defined and determined for an exemplary “m out of l” critical infrastructure. In the fully-developed model, it is assumed that system components have multistate exponential safety functions with interdependent departure rates from subsets of safety states. A critical infrastructure safety model is adopted for an oil pipeline transportation system operating in a maritime port.

The goal of the article is to define the Ship Traffic and Port Operation Information Critical Infrastructure Network. In first step, the basic information about EMSA are introduced. There are two main information systems for safety of the ships: SeaSafeNet and THETIS, which are presented in details. Furthermore, the ship information systems operated in Poland are introduced and described. These systems are: PHICS, MarSSiES and DGPS. Besides, the port operation systems in Baltic Sea Region are presented. According to the knowledge the 166 Ship Traffic and Operation Information Critical Infrastructure Network components are proposed.

Ochrona infrastruktury krytycznej to proces, który obejmuje dużą liczbę obszarów zadaniowych i kompetencji oraz angażujący wiele zainteresowanych stron. Proces ten obejmuje wszelkie działania zmierzające do zapewnienia funkcjonalności, ciągłości działań i integralności infrastruktury krytycznej, zakłada również stopniowe dochodzenie do oczekiwanego rezultatu oraz nieustanne doskonalenie.
One of the main tasks of internal security is to guarantee the functionality of the critical infrastructure systems. The protection of critical infrastructure, so important for the security of the state and its citizens, is also the most important task for the heads of government and local government administration. Access to this type of services becomes a key issue from the point of view of the efficient functioning and development of a modern state, society and economy. These services and the infrastructure that provides them have been referred to as critical infrastructure. As a result of events caused by natural or human activities, critical infrastructure may be destroyed or damaged. The consequence may be a threat to the continuity of key services, and thus the property, health or even life of citizens. Taking into account also the fact that such incidents negatively affect the economic development of the state, it should be stated that the critical infrastructure plays a key role in the functioning of the state and the life of its citizens, and its protection is one of the priorities for the Polish state. Critical infrastructure protection is a process that covers a large number of task areas and competences, and involves many stakeholders. This process includes all activities aimed at ensuring functionality and continuity of activities an integrity of the critical infrastructure, it also assumes a gradual achievement of the expected result and continuous improvement.

In the paper, the three critical infrastructure networks are introduced, i.e. port, shipping, and ship traffic and port operation information. For every of them the main safety paremeters are defined. Furthermore, the multistate system component and the multistate system main safety characteristics, i.e. their mean values of the lifetimes and in the safety state subsets and in the particular safety states and standard deviations and the moment when the system risk function exceeds a fixed permitted level are determined. The paper presents an assessment of the functional mechanisms that are part of the security system for the power grid control. The security system, its components, and the real time processes for the control of electricity supply were defined. In particular, SCADA protocols used in the control system and mechanisms for transferring them between the control center and actuators were identified. The paper also includes presentation of a test environment that is used for developed security mechanisms evaluation. In the last fragment of the paper, the test scenarios were formulated and the results obtained in the cyber security system were shown, which cover security probes reaction delay, forged malicious IEC 60870-5-104 traffic detection, DarkNet and HoneyPot interception of adversary actions, and dynamic firewall rules creation.

The paper is an overview of the Baltic Sea and its basin characteristic. The geographical location and climate and weather of the Baltic Sea region according to its zones and seasons were described. Moreover, the abiotic parameters of water such as salinity, oxygen concertation and temperature distribution in the water column were explained. Some of these characteristic parameters has influence on the critical infrastructure networks existed in the Baltic Sea region as well as the critical infrastructure objects activity has significant impact on these parameters changes and consequently the environmentally quality of the region. Finally, the Baltic Sea as the sensitive area is presented.

Policja jest instytucją identyfikowaną głównie jako podmiot odpowiedzialny za porządek publiczny i bezpieczeństwo obywateli. Zapewnienie odpowiedniego poziomu bezpieczeństwa w państwie wymaga nowego spojrzenia na rolę podmiotów działających w obszarze bezpieczeństwa, w tym również Policji. Konieczność ta wynika między innymi z nowych, dotychczas niespotykanych zagrożeń, które są wynikiem uzależnienia współczesnego człowieka od zdobyczy naukowo – technicznych. Sprawne funkcjonowanie systemów: energetycznego, paliwowego, transportowego i komunikacyjnego, finansów, ochrony zdrowia, czy też zapewniający ciągłość działania administracji publicznej - daje gwarancję nie tylko łatwiejszego życia ale stanowi również olbrzymie wyzwanie dla podmiotów odpowiedzialnych za zapewnienie bezpieczeństwa w państwie. Nie podejmowanie stosownych działań w zakresie ochrony kluczowych elementów państwa może przerodzić się w niespotykane dotąd zagrożenia dla bezpieczeństwa obywateli i porządku publicznego. Dodatkowe zagrożenia wynikają także z powiązań pomiędzy elementami poszczególnych systemów, z których na co dzień nie zdajemy sobie sprawy. Zapewnienie odpowiedniej ochrony oraz określenie zadań stojących przed podmiotami działającymi w obszarach bezpieczeństwa stanowi wyzwanie nie tylko dla służb i straży ale również dla przedsiębiorców oraz administracji publicznej zaangażowanych w tworzenie przepisów prawa z zakresu ochrony infrastruktury krytycznej czy też wdrażających obowiązuje przepisy, wytyczne i procedury.
Police is an organization mainly identified as the authority responsible for public order and safety. Providing the country with the appropriate level of security requires a new look at the role of the authorities, including the police, involved in security matters. New, so far nonexisting threats result from human dependence upon scientific and technological achievements. Efficient sectors such as energy, fuel, transportation, telecommunications, finance, health care, or any other sector ensuring continuity of public administration bodies, make our lives easier but at the same time pose a great threat to public order and safety. Additional threats result from interdependencies among elements of particular sectors, which we remain unaware of. The provision of relevant protective measures and identification of tasks assigned to the authorities involved in security pose a challenge not only to services and guards, but also to enterprises and public administration bodies involved in the development of regulations related to critical infrastructure protection as well as those which introduce regulations, guidelines or procedures.

Opis:
The critical infrastructure (CI) has an important place in Polish security system. The article discusses legal acts and characterises the notion of critical infrastructure as an element essential for the functioning of the society. As a result of the entry into force of the Anti-terrorism Act from 10 June 2016 (Journal of Laws [Dz. U.], item 904), the current procedure of security plan acceptance was extended to include participation of the Internal Security Agency through the requirement to submit a so-called anti-terrorist attachment. The article is an analysis of the constituent parts of the document and procedures it covers. Moreover, the authors present conclusions and recommendations resulting from the analysis of AT attachments of CI facilities and other facilities subject to mandatory protection. The empirical system of reference is based on facilities located in Silesia. The authors described their experiences related to the process of preparation and acceptance of AT attachments as well as conclusions based on employee trainings conducted in workplaces where anti-terrorism procedures are in force.

Critical Infrastructures’ disruptions may result in crises of unacceptable outcomes in modern societies. Thus, it is important to develop models that allow describing CIs’ disruptions and their propagation characteristics. CI disruptions depend on both the type of the threat and on the nature of the CIs’ mutual dependencies. A model describing the cascade of disruptions should, then, be able to consider the CI-threat vulnerability and the CI-CI dependency. The paper presents a model where cascades are exactly described using an integral equation. The integral equation admits an analytical solution if the occurrence probability distribution functions (pdf) of the disruptions obey Stochastic Poisson Processes (SPP). The introduction of the “vulnerability to the threat” and the “CIs’ (inter)dependencies” is carried out with the help of time constant factors called: “vulnerability strain factor” and “disruption strain factor”, respectively. An academic case is presented in order to demonstrate the applicability of the model and illustrate some interesting features of the model. A complete set of numerical applications will be published separately.

The paper is devoted the optimization of operation process and minimization of operation cost for Baltic Port and Shipping Critical Infrastructure Network (BPSCIN) at variable operation conditions related to the climateweather change. For this network, the optimal transient probabilities that minimize the mean value of the total operation costs are found. Finally, cost analysis of BPSCIN operation impacted by climate-weather change is presented in case the BPSCIN is non-repairable and in case it is repairable after exceeding its critical safety state.

The paper presents an approach to modelling operation process of critical infrastructure networks located within certain area. The approach has been conducted basing on networks located within the Baltic Sea area, being however also general concept of network of critical infrastructure networks operational process analysis. Operation process of particular critical infrastructure network has been defined, and then its characteristics described, by applying a semi-Markov processes modelling approach. Further, similar approach has been conducted to model operation process of network of critical infrastructure networks. On the base of models of operation processes of certain critical infrastructure network, and network of critical infrastructure networks, general approach to Global Baltic Network of Critical Infrastructure Networks modelling is presented as well.

The Critical Management Act creates a legal basis for dealing with critical infrastructure. It contains the following definition: critical infrastructure includes systems and functional objects which are connected with each other, including: buildings, devices, systems, key services for a country and its citizens’ security and other systems and objects which deal with ensuring efficient functioning of public administration bodies as well as institutions and enterprises. At national level, the protection of critical infrastructure is coordinated by the Government Centre for Security. In accordance with the critical management act, which is in effect at present, the legislator defines that critical infrastructure is created by systems and consists of functional objects connected with each other: buildings, devices, systems, key services for a country’s security and its citizens’ security and other objects and services which deal with ensuring efficient functioning of public administration bodies as well as institutions and enterprises The article contains an enumeration of the systems which are included in critical infrastructure.

The paper presents the terminology and taxonomy of critical infrastructures at the Baltic Sea Region including definitions of general terms and definitions of more detailed notions concerned with selected industrial installations at the Baltic Sea Region. In the paper there are distinguished and listed eight main critical infrastructure networks operating in the Baltic Sea Region. Presented terminology refers to these critical infrastructure networks also in the context of climate change and resilience and vulnerability of the critical infrastructures to climate change. Considering the strategy of critical infrastructures resilience strengthening there are distinguished and defined concepts of robustness, resource fullness, redundancy, response and recovery.

W artykule omówione zostały przyczyny i rys historyczny działań związanych z przygotowaniem do ochrona infrastruktury krytycznej, obejmującej m.in. systemy transportowe. Zakres tych przygotowań pokazano bardzo ogólnie w Stanach Zjednoczonych, które podobnie jak nasz kraj są członkiem NATO, a także w Europie i w Polsce.
The concept of critical infrastructure was already known in a number of ancient civilizations across different contients. Critical infrastructure was considered vital, enabling civilization a proper functioning. The purpose of this article is to present reason and sequence of practice actions for selected Poland associated administrative offices and countries organizations. A cause and an historical overview of the preparation of the United States, European and Polish critical infrastructure protection was provided. According to the manuscripts, critical infrastructure of majority of nations concerns systems and physical or virtual resources, damage or destruction of which, impairing the national and citizen security. Polish European Union membership accession requires for this article to be examined regarding the European programme for Critical Infrastructure Protection.

Celem artykułu jest zapoznanie czytelnika z działaniami wspólnotowymi w obszarze ochrony infrastruktury krytycznej. Odbywają się one w ramach europejskiego programu ochrony infrastruktury krytycznej. Głównymi instrumentami są: Dyrektywa Rady w sprawie rozpoznawania i wyznaczania europejskiej infrastruktury krytycznej oraz oceny potrzeb w zakresie poprawy jej ochrony, sieć ostrzegania o zagrożeniach infrastruktury krytycznej (SOZIK), program Zapobieganie, gotowość i zarządzanie skutkami terroryzmu i innymi rodzajami ryzyka dla bezpieczeństwa (CIPS). Artykuł przedstawia również sposób organizacji działań w tym obszarze w Polsce.
The aim of the article is to present to the reader Community actions in the area of critical infrastructure protection. The aforementioned actions area undertaken in the framework of the European Program on Critical Infrastructure Protection. The main instruments of the Program are: Council Directive on the identification and designation of European critical infrastructures and the assessment of the need to improve their protection, Critical Infrastructure Warning Information Network (CIWIN), specific Program Prevention, Preparedness and Consequence Management of Terrorism and other Security-related risks (CIPS). The article also touches upon the organization of these actions in Poland.

The functioning of critical infrastructure depends on information and communication technologies (ICT) systems that enable its equipment or facilities to operate smoothly. Threats to its functioning can present a major issue for the state and society, as it also spans strategic sectors which overlap with the essential services which remain within the purview of operators of essential services. Because of the relationship that links strategic systems within critical infrastructure and simultaneously supports its operation with essential services, ensuring cybersecurity will also affect the protection of this infrastructure. It should be emphasised that critical infrastructure may be adequately protected by ensuring the cyber resilience of the ICT systems it utilises and through cooperation between the public and the private sector.
Funkcjonowanie infrastruktury krytycznej jest uzależnione od systemów teleinformatycznych, które pozwalają na sprawne działanie urządzeń czy instalacji wchodzących w jej skład. Zagrożenia jej funkcjonowania mogą stanowić poważny problem dla państwa i społeczeństwa, gdyż obejmuje ona strategiczne sektory. Sektory te pokrywają się z usługami kluczowymi, za świadczenie których odpowiedzialni są operatorzy usług kluczowych. Ze względu na związek strategicznych systemów będących elementem infrastruktury krytycznej i jednocześnie odpowiadających za jej działanie z usługami kluczowymi, zapewnienie cyberbezpieczeństwa będzie wpływało również na ochronę tej infrastruktury. Należy podkreślić, że właściwa ochrona infrastruktury krytycznej może się odbywać przy zapewnieniu odporności na cyberzagrożenia wykorzystywanych przez nią systemów teleinformatycznych oraz przy wykorzystaniu współpracy sektora publicznego z sektorem prywatnym.

The main objective of this paper is to present recently developed, the general safety analytical models of complex multistate technical systems related to their operation processes and to apply them practically to critical infrastructures. To realize this goal, the integrated model of critical infrastructure safety related to its operation process is proposed. The basic safety characteristics of this model are presented as the very practically significant. Furthermore, the unconditional safety functions of systems with different safety structures are determined under assumption that their safety functions are exponential. In case of the critical infrastructure safety analysis, its safety function and risk function which graph corresponds to the fragility curve, its mean lifetime up to the exceeding a critical safety state, the moment when its risk function value exceeds the acceptable safety level, the component and critical infrastructure intensities of ageing/degradation and the coefficients of operation impact on component and critical infrastructure intensities of ageing are defined.

Jednym z głównych zadań bezpieczeństwa wewnętrznego jest zagwarantowanie funkcjonalności systemom infrastruktury krytycznej. Ochrona infrastruktury krytycznej, tak istotna dla bezpieczeństwa państwa i jego obywateli, jest również najważniejszym zadaniem stawianym przed szefami administracji rządowej i samorządowej. W artykule przytoczono akty prawne dotyczące infrastruktury krytycznej, które poszerzono o ustalenia dokonane przez Najwyższą Izbę Kontroli w latach 2015−2016. Ponadto uwzględniono dorobek nauki i sporadyczne publikacje na ten temat.
The main task of internal security is to guarantee the functionality of critical infrastructure systems. The protection of critical infrastructure is important for the security of the state and its citizens, as well as the most important task for the heads of government and self-government administration. In the article, the author cites legal acts regarding critical infrastructure, as well as extends its considerations to findings made by the Supreme Audit Office in 2015-2016 on the protection of critical infrastructure in Poland. In addition, the author recognizes the achievements of science in this area and appreciates the occasional publication on this subject.

The planning method was indicated there, and the layout of the critical infrastructure protection plan was presented. The most important thing is to protect critical infrastructure components that citizens use on a daily basis. So I am talking in the article about energy supply systems, energy resources and fuels, food and water supply system. And above all about financial systems, healthcare and ICT.

The approach for probabilistic analysis of the remote monitoring systems (RMS) of critical infrastructure safety (CIS) is proposed. It allows to estimate the reliability and timeliness of information producing, the completeness, validity and confidentiality of the RMS information. In application to composed and integrated CIS with RMS and without RMS the earlier models, developed by authors, are used. The methods for evaluating influence of RMS quality on risk to lose CIS integrity are developed. Some effects of RMS applications in Russia are demonstrated.

In the analysis of the operation of critical infrastructure systems it is important to perform the analysis of the safety of the operation. The daily operation of such systems is inherently associated with the occurrence of various types of random undesirable events. Therefore, in the paper the matrix and logical trees methods used in the analysis of the risk of threats in critical infrastructure systems within the Baltic Sea, were presented. The analysis and assessment of the protection of technical system was performed using the FMEA method (Failure Mode and Effect Analysis). As to analyse the cause and effect of undesirable events the method of Bayes' theorem and Java Bayes program were implemented, which allows to identify the probability of the event occurrence.

The significance of critical infrastructure, which is defined as devices, service institutions, as well as other areas that have a pertinent meaning on the sense of security of the citizens and the efficient functioning of the national economy, has gained new importance in recent years. The lessons learned from recent military conflicts and terrorist attacks, as well as analysis of events caused by natural disasters clearly demonstrate that disruption of the regular functioning of the individual elements of critical infrastructure might have a negative impact on its functioning as a single system. A wide spectrum of possible evaluating threats trigger development of new and effective solutions for protecting the critical infrastructure.

Problem ten zauważają między innymi władze państwowe i organizacje międzynarodowe. W pierwszej części artykułu skupiono się na ogólnej definicji infrastruktury oraz infrastruktury krytycznej, przywołując różne źródła prawa i omawiając ujęte w nich zagadnienia dotyczące pojmowania infrastruktury krytycznej. Część druga jest analizą systemów, możliwości i szans ochrony infrastruktury krytycznej.
The article presents the problems concerning the importance of critical infrastructure in the realities of the modern world with special emphasis on the role of critical infrastructure in Poland. With time passing and the economic development, the society becomes increasingly dependent on the surrounding property. And these, in turn, are becoming increasingly vulnerable to various types of attacks and failures. The problem has been noticed, among others, by the national authorities and international organizations. In the first part, the article focuses on the definition of critical infrastructure, mentioning various sources of law and discussing the issues, included in the mentioned sources, related to critical infrastructure. The second part is an analysis of the systems, capabilities and opportunities for critical infrastructure protection.

This article addresses an integrated safety and security analysis approach of hazardous industrial plants and systems of critical infrastructure. Nowadays due to new hazards that emerge there are opinions among experts that these issues require an integrated approach in life cycle, from the design concept, through the design and operation of the plant, to its decommissioning. It is proposed to start from an interesting methodology known as the security vulnerability analysis (SVA) developed for hazardous plants of chemical industry. It is based on rings of protection concept to secure widely understood assets. This concept seems to be compatible with layer of protection analysis (LOPA), which is consistent with functional safety concept of the control and protection systems including cyber security aspects. It is outlined how to use these approaches in an integrated way for safety and security analysis of hazardous industrial plants and systems of critical infrastructure.

The article attempts to present the Russia’s devastating impact on critical infrastructure during the hybrid war in Ukraine. In order to present a broader context regarding the process, a timeline of the Ukraine-Russia war is presented, starting with the seizure of Crimea, the separation of Donbass, the beginning of the invasion and the Kiev phase, the positional war, and ending with the Kharkiv and Kherson counter-offensives. It goes on to analyse the targets and magnitude of Russian attacks on critical infrastructure, including such as medical and energy infrastructure. Authors point out that many times the overriding aim is to make life difficult for the civilian community, presumably to trigger signs of discontent and opposition to the Ukrainian authorities. The article also identifies the risks in the area of destruction of critical infrastructure in possible future conflicts and points to the need to take measures to strengthen the resilience of societies and states enabling their undisturbed functioning.

Opis:
Aim: To present relationships resulting from legal regulations impacting the effectiveness of critical infrastructure protection, which is a part of the national security system. An auxiliary objective was a historical analysis illustrating the process of creating critical infrastructure in a modern form in the world and in Poland. Project and methods: Article is based on the principles of functionalism theory and using literature analysis, expert interviews, participating observation in the organised Critical Infrastructure Forums, inference and deduction. This made it possible to identify the directions for improving the functioning of critical infrastructure protection in terms of institutional cooperation and the impact of infrastructure on the national security system. Results: Removal of critical infrastructure protection vulnerabilities as a contribution to the elimination of a weak link in the national security system in the context of assessing the effectiveness and efficiency of the national security system. Conclusions: There is a need to create clear legislation and to integrate security entities in terms of institutional cooperation in the protection of critical infrastructure. This is related to the fact that in an organisation, which is a particular form of team activities, we often encounter chaos intensified by solutions which are the more inaccurate, the less the formation mechanism of disturbing factors is known. Then we experience only the consequences of their impact, responding according to the circumstances.
Cel: Przedstawienie powiązań wynikających z uregulowań prawnych wpływających na efektywność ochrony infrastruktury krytycznej będącej elementem systemu bezpieczeństwa narodowego. Za cel pomocniczy przyjęto analizę historyczną obrazującą proces tworzenia infrastruktury krytycznej we współczesnej formie na świecie oraz w Polsce. Projekt i metody:Artkuł został opracowany na podstawie zasad teorii funkcjonalizmu i przy wykorzystaniu analizy literatury, przeprowadzonych rozmów eksperckich i obserwacji uczestniczącej w organizowanych Forach Infrastruktury Krytycznej. Zastosowano także wnioskowanie i dedukcję, co pozwoliło na wskazanie kierunków poprawy funkcjonowania ochrony infrastruktury krytycznej w aspekcie współdziałania instytucjonalnego oraz wpływu infrastruktury na system bezpieczeństwa narodowego. Wyniki: Eliminacja słabych stron ochrony infrastruktury krytycznej przyczynkiem do likwidacji słabego ogniwa systemu bezpieczeństwa narodowego w kontekście oceny efektywności i sprawności systemu bezpieczeństwa narodowego. Wnioski: Zachodzi potrzeba tworzenia czytelnego prawa oraz konieczność integracji podmiotów bezpieczeństwa w aspekcie współdziałania instytucjonalnego w ramach ochrony infrastruktury krytycznej. Jest to związane z tym, że w organizacji, będącej szczególną formą działań zespołowych, często spotykamy się z chaosem potęgowanym rozwiązaniami tym bardziej nietrafionymi, im mniej znany jest mechanizm powstawania zakłócających czynników. Doświadczamy wtedy jedynie konsekwencji ich oddziaływania, reagując stosownie do zaistniałych okoliczności. Słowa kluczowe: infrastruktura krytyczna, bezpieczeństwo narodowe, ochrona infrastruktury, informacje niejawne, zarządzanie bezpieczeństwem, sprawność i efektywność działania.

The Baltic Sea basin is analyzed and Baltic Sea main geographical and climatological parameters are presented. The Baltic Sea environmental impacts of human activity and the ways of their consequences protection are discussed. The set of critical infrastructure networks at Baltic Sea and its seaside is identified and critical infrastructures and their operation environment methodology is introduced. The integrated management system of safety and security of Baltic Sea area critical infrastructure networks is proposed as a new research project continuing HAZAD project subjects and its core aims and description are presented. The project research team conception is created and partner cooperation added values are addressed. Seven main steps of project implementation are suggested. Moreover, the appropriate and wide references are given.

This paper analyses the concept of critical infrastructure (CI) in the context of electoral process organization. I will determine whether the seats of circuit electoral commissions (CECs) meet the relevant criteria. How can such facilities be effectively protected? What does international, European, and national law prescribe in this regard? I will examine doctrine and the provisions of the current legal system, including the documents of the National Electoral Commission (NEC). I adopt the statutory1 assumption whereby critical infrastructure should be understood as systems and their functionally interdependent facilities, including buildings, equipment, installations and services that are essential to the security of the state and its citizens, serving to ensure the proper functioning of public administration bodies, institutions and entrepreneurs. Critical infrastructure is comprised of systems which, for example, ensure the continuity of public administration.

In this article, the author will present issues directly related to the security of critical infrastructure, which includes, inter alia, infrastructure ensuring energy security of our country. In view of the geopolitical events that we have witnessed recently, this is one of the key problems to be solved in the legislative and systemic spheres. The problem of legislative, competence and equipment shortages in securing the critical infrastructure of the Republic of Poland at sea has been repeatedly signaled, but very often it was met with some leniency, as no one assumed that a conflict that was so brutal and "classic" in its shape could occur. Russia's aggression against Ukraine has arisen. Critical infrastructure includes not only future offshore wind farms, but also, inter alia, ports, refineries, power plants, mining platforms, etc., the protection of which would require serious revision. In this publication, however, the author will focus primarily on issues related to offshore wind energy and possible investments related to the production of hydrogen in Polish maritime areas.

In the paper, there are presented the methods for identification of the critical infrastructure operation process on the basis of statistical data coming from this process realizations related to the critical infrastructure operating environment threats. These are the methods and procedures for estimating the unknown basic parameters of the critical infrastructure operation process semi-Markov model and identifying the distributions of the critical infrastructure operation process conditional critical infrastructure operation process sojourn times at the particular operation states. There are given the formulae estimating the probabilities of the critical infrastructure operation process straying at the particular operation states at the initial moment, the probabilities of the critical infrastructure operation process transitions between the operation states. Moreover, there are given formulae for the estimator of unknown parameters of the distributions suitable and typical for the description of the critical infrastructure operation process conditional sojourn times at the operation states. Namely, the parameters of the uniform distribution, the triangular distribution, the double trapezium distribution, the quasi-trapezium distribution, the exponential distribution, the Weibull’s distribution and the chimney distribution are estimated using the statistical methods such as the method of moments and the maximum likelihood method. The chi-square goodness-of-fit test is described and proposed to be applied to verifying the hypotheses about these distributions choice validity. The procedure of statistical data sets uniformity analysis based on Kolmogorov-Smirnov test is proposed to be applied to the empirical conditional sojourn times at the operation states coming from different realizations of the same critical infrastructure operation process.

The surveillance system more often uses devices working on different bands that are used not only for detection but also to recognize and identify threats. The paper presents the possibility of protection, detection and identification of risks, achieved through the use of multispectral detection systems in critical infrastructure facilities. The authors consider the benefits of active sensors based on other wavebands, such as millimeter wave radar, terahertz cameras, infrared camera and shows the ability to detect and identify the target using data collected by the sensors. Also discussed the issue of fusion data from different sensors and opportunities that the whole system obtained by application of data fusion.

Cyber related crime is an important aspect of Critical Infrastructure. The recent accession of Cyprus to the EU, its small size and its remoteness are important factors that have influenced its ability to characterize its CI’s as well as create (rather harmonize) its legal background. The paper discusses Directive 2011/-93/EU on combating the sexual abuse and sexual exploitation of children and child pornography and its transposition into the Cyprus legal order. The Directive was incorporated in the Cypriot law with the Prevention and Combating of Sexual Abuse, Sexual Exploitation of Children and Child Pornography Law 91(I)/2014, as amended by Law 105(I)/2014 on Legal Aid, aiming at preventing, suppressing and combating crimes of sexual abuse and sexual exploitation of children, child pornography and solicitation of children for sexual purposes.

W artykule przedstawiono stosowane formy ataków terrorystycznych na systemy infrastruktury krytycznej. Na podstawie prowadzonych kontroli opisano spotykane błędy w zakresie ochrony systemów IK. W końcowej części artykułu powtórzono za NPOIK, że stosowane systemy ochrony IK powinny mieć zastosowanie do wszystkich typów zagrożeń, a także być przygotowane do możliwie szybkiego przywrócenia funkcji realizowanych przez daną IK.
According to the Act on Crisis Management, critical infrastructure (CI) in Poland includes 11 systems that fulfill a key role in the functioning of the state and the life of its citizens. The article presents applied forms of terrorist attacks on CI systems. On the basis of checks that were carried out, errors in the protection of CI systems are described. In the final part of the article it is repeated after NPOIK that the applied CI protection systems should apply to all types of threats and be prepared for the fastest possible restoration of functions performed by the given CI.

W artykule zarysowano problematykę ochrony infrastruktury krytycznej na tle wybranych aspektów odpowiedzialności prawnej. Infrastruktura krytyczna stanowi istotny element ciągłości funkcjonowania państwa w wymiarze gospodarczym, społecznym i politycznym. Podstawę odpowiedzialności prawnej za jej ochronę stanowią normy prawa administracyjnego, cywilnego i karnego. Odpowiedzialność ta pozostaje rozproszona pomiędzy podmioty prywatne i publiczne, co stanowi skutek procesów liberalizacji i internacjonalizacji rynków sektorowych (np. tworzenie sieci transeuropejskich). Wyznaczenie jej granic w przypadku pojawienia się lub eskalacji zagrożeń dla funkcjonowania infrastruktury krytycznej na etapie zapobiegania, reagowania i odbudowy może stwarzać problemy natury prawnej. Ochrona infrastruktury krytycznej staje się trudnym do ustalenia mariażem dwóch sfer: imperium i dominium.
The article is focused on critical infrastructure protection in the field of selected liability issues. Critical infrastructure is significant from the country’s integrity and continuity point of view at all levels: economic, social and political. The process of sectoral markets liberalisation and the spread of international connections of these markets (e.g. arising of transeuropean networks) have resulted in shared responsibility on critical infrastructure protection. Protection duties have been divided between private (infrastructure operators) and public authorities. It is seemingly clear which one: the former or the latter bears responsibility for the protection of critical infrastructure during and after its disruption. In fact clarificatio of this area poses a problem at the level of prevention, preparedness, response, and recovery. The critical infrastructure protection becomes a jigsaw puzzle of imperium and dominium relations that results in sophisticated picture of responsibility.

Celem artykułu było przedstawienie wyników badań nad oceną teorii bezpieczeństwa infrastruktury krytycznej. W artykule przedstawiono interpretacje pojęcia infrastruktura krytyczna i jej autorską definicję. Wyjaśniono uwarunkowania bezpieczeństwa infrastruktury krytycznej i wskazano na kluczowe elementy decydujące o jej bezpieczeństwie.
The notions of infrastructure and critical infrastructure in particular are ambiguous and in most cases do not take into account the consequences of threats. The aim of the article was to present the results of research on evaluation of critical infrastructure security theory. The article presents interpretations of the notion critical infrastructure and its author's definition. It clarifies the security determinants of critical infrastructure and points to the key elements determining its security.

In this paper we consider dependent Critical Infrastructures (CI) at variable operation conditions and present multistate approach to their safety analysis. The safety of dependent Critical Infrastructures at variable operation conditions is described. The local, equal and mixed load sharing models of dependency subjected to the operation process are introduced. The conditional safety functions at the particular operation states and the unconditional safety functions of a multistate series network with dependent assets, with dependent subnetworks and with dependent assets of its subnetworks according to LLS, ELS and MLS rules are determined. Furthermore, the all models of dependency are applied to safety analysis of a multistate parallel and “m out of n” network with dependent assets, parallel-series and “m out of l”-series network with dependent assets of their subnetworks at variable operation conditions.

The content of the article presents a proposal for implementing the risk management process for the protection of critical infrastructure as an important element in the process of ensuring the national security and its citizens, and the also the smooth functioning of public authorities as well as the public administration with its institutions and entrepreneurs. Various stages of risk management are discussed, including its planning, identification and analysis, and also risk response planning and its monitoring and control. A very important role was indicated in the process of risk management to ensure the security of critical infrastructure, including a presented proposal of risk calculation as a method of optimizing security costs.
W treści artykułu przedstawiono propozycję realizacji procesu zarządzania ryzykiem na potrzeby ochrony infrastruktury krytycznej jako istotnego elementu w procesie zapewnienia bezpieczeństwa państwa i jego obywateli, a także sprawnego funkcjonowania organów władzy i administracji publicznej oraz instytucji i przedsiębiorców. Omówiono poszczególne etapy zarządzania ryzykiem, w tym jego planowanie, identyfikację i analizę, a także planowanie reakcji na ryzyko i jego monitorowanie oraz ontrolowanie. Wskazano bardzo ważną rolę zarządzania ryzykiem w procesie zapewnienia bezpieczeństwa infrastruktury krytycznej, w tym przedstawiono propozycję kalkulacji ryzyka jako metody optymalizacji kosztów środków ochrony.

The climate-weather change process for the critical infrastructure operating area is considered and its states are introduced. The semi-Markov process is used to construct a general probabilistic model of the climate-weather change process for the critical infrastructure operating area. To build this model the vector of probabilities of the climate-weather change process staying at the initials climate-weather states, the matrix of probabilities of the climate-weather change process transitions between the climate-weather states, the matrix of conditional distribution functions and the matrix of conditional density functions of the climate-weather change process conditional sojourn times at the climate-weather states are defined. To describe the climate-weather change process conditional sojourn times at the particular climate-weather states the uniform distribution, the triangular distribution, the double trapezium distribution, the quasi-trapezium distribution, the exponential distribution, the Weibull distribution, the chimney distribution and the Gamma distribution are suggested and introduced.

The paper presents a method of the GBNCIN operation and safety, with considering the climate-weather change process, safety optimization. Basic characteristics of the critical infrastructure operation process related to climateweather change process are shown. Then, optimal transient probabilities of the GBNCIN Operation Process at Operation States Related to Climate-Weather Change Process, and the GBNCIN optimal safety and resilience indicators, are introduced. By defining unconditional multistate safety function of the GBNCIN, and corresponding optimal risk function, the optimal coefficients of the operation process related to the climateweather change impact on the GBNCIN intensities of degradation, have been determined. Finally, optimal sojourn times of the GBNCIN operation process at operation states, related to climate-weather change process and operation strategy, are presented.

The paper presents the principle aspects of key European Union legislation concerning critical infrastructure protection. Fundamental definitions and assumptions covered by the respective documents, with a special focus on critical infrastructure, its identification and protection, are also included. Basic outcomes of the regulations, reflecting other acts of law concerning the rights and obligations of States within their territorial sea and exclusive economic zone, regarding specific matters related to the Baltic Sea area and EU member states located around it, have also been introduced. Some approaches to the modelling of ECI identification is also given, and analysis of the latest EU activities, associated with the adaptation of critical infrastructure systems to climate change predictions, is introduced. As the vulnerability to the impact of climate change is of key importance for systems operating within the Baltic area, essential findings that apply to them are also covered.

Opis:
The main aim of the paper is analysis of safety of the Global Baltic Network of Critical Infrastructure Networks (GBNCIN), taking into account interactions among particular critical infrastructure networks this network consists of. The safety function and other safety characteristics: the risk function and mean values and the standard deviations of the lifetimes in the safety state subsets are determined assuming the particular critical infrastructure networks have exponential safety functions. Finally, the coefficients of cascading effect impact on the intensities of degradation of the GBNCIN, and the indicator of that network resilience to cascading effect impact, are presented.

The article is created to identify the climate related hazards at the Baltic Sea area and their extreme event parameters exposure for maritime ferry analysis. As a result, there are distinguished possible natural hazards coming from climate/weather change: strong winds, sea water level, precipitation, ice, fog, large waves, water temperature and air temperature.

An extraordinary attention is dedicated to the evaluation of fatigue damage and technical life of different technical systems all over the world because breakdowns caused by a fatigue failure have often a nature of catastrophe. Material fatigue of parts of technical means in critical infrastructure (particularly oversized systems and technological devices) belongs to the most frequent causes of boundary states rise and relating operation breakdowns. Paper contains general formulation of reliability and safety of technical systems judging, brief characteristic of basic areas to be taken in account as input into calculated prediction of technical systems fatigue damage and analysis of risk items by its practical application on a transport means in real working conditions.

Opis:
The paper is the first part of the probabilistic general model of critical infrastructure accident consequences including the process of initiating events, the process of environment threats and the process of environment degradation models. Basic notions concerned with the events initiating dangerous for the environment after the critical infrastructure accident or its loss of safety critical level are introduced. The methods and procedures of estimating the process of initiating events unknown basic parameters and identifying the distributions of its conditional sojourn times at its states are proposed. Under these all assumptions from the constructed model and after its unknown parameters identification, the main characteristics of the process of the initiating events are predicted. Finally, the proposed model and methods are applied to modelling, identification and prediction of the process of initial events generated by the critical infrastructure defined as a ship operating in the Baltic Sea basin.

In paper issues connected with safety and operation of the water supply system were presented. The study paid special attention to the safety aspect of water consumers in terms of belonging to critical infrastructure. In the paper the consumer risk of the first type associated with the lack or interruptions in water supply was defined, as well as the consumer risk of the second type associated with the consumption of water with incompatible quality with the regulation. The subject of risk assessment refers to the current trends in the world, which are intended to ensure the safety and comfort use of public water supplies.

The methods based on the results of the General Model of Critical Infrastructure Accident Consequences and the linear programming are proposed to the optimization of critical infrastructures accident consequences with considering the climate-weather change process influence. The critical infrastructure accident consequences determining the optimal values of limit transient probabilities at the process of environment degradation states that minimize the critical infrastructure accident expected value of the total environment losses impacted by the climate-weather change for the fixed time interval are proposed.
