The article is showing some concept of critical infrastructure system’s safety states model. Model construction is basing on popular technical systems’ safety states models, and notions specified in acts of law related to crisis management and other studies concerning it. Implementation of crisis management issues and problems into technical systems’ safety states model, resulted with formulating of critical infrastructure system’s safety states model, illustrating processes concerned with their transitions, related to particular crisis management phases. Then, probabilistic description of critical infrastructure safety states transitions process have been presented, that, if further evolved, can lead to support works connected to critical infrastructure protection.

In the article there are described shipping density, condition and ship accidents at the Baltic Sea waters. Shipping is gathered in the network of critical infrastructure. Impact of changing climate/weather on that infrastructure is taken into account. The maritime ferry – a passenger Ro-Ro ship operating at the Baltic Sea between Gdynia and Karlskrona ports on regular everyday line is described. Next, the climate-weather impact on the technical system operation and safety of maritime ferry is considered.

In this paper we present existing and planned natural gas networks in the Baltic Sea region, installed through the Baltic Sea. These gas pipeline installations create the Baltic Gas Pipeline Critical Infrastructure Network (BGPIN) that is one of eight critical infrastructure network of the Global Baltic Network of Critical Infrastructure Networks (GBNCIN).

Critical infrastructure risks pose a special problem for all countries. The companies that own these infrastructures operate in competitive and regulated environments. However, it is neither practical nor possible to protect critical infrastructures from all hazards. For the government, the continuity of these infrastructures is critical to many of its fundamental missions: economic stability and growth, national security, public safety, and quality of life. In that context resilience has become an important factor to fulfil the task of the critical infrastructure protection. Thus, the development of a framework to establish resilience goals could be helpful.

In the paper the Baltic Electric Cable Critical Infrastructure Network (BECCIN) is defined and the main electric cable investments in the Baltic Sea Region, that are components of BECCIN, are described. Next the installations belonging to BECCIN are presented regarding their availability and disturbance outages. Functioning and disturbances in electric grid critical infrastructure network are analyzed in terms of climate-weather change impact. Finally, consequences of power blackouts and their impact on other critical infrastructures are discussed.

Critical infrastructure is a key element of the functional security of any country. Sea ports (but also river ports) are part of the CI system of the country. The security of such sites is particularly important for the continuity of supply and transit of goods transported by vessels. Ports have always been protected from potential threats. Today, these threats have become more real, particularly as a result of the Russian Federation’s attack on Ukraine. Poland, which today has the status of a frontier state, is a target of espionage and sabotage activities. Security is a state of non-threat. This is the state to which we aspire in every area of modern life of every society, every country. Seaports, like other places, which are essential (special) for the unimpeded and secure delivery of goods. They’ve always been under special surveillance and special protection. Destruction of the port makes it impossible to transport by sea, which is obvious. Threats to port security come from different sources, but at a time of ongoing war in Ukraine, terrorist attacks come to the fore. It is also necessary to highlight the hybrid actions on the border with Belarus, which affect the state of security. Poland, as a front-line country, is particularly vulnerable to acts of terror, diversion and espionage, which is confirmed by the actions of the special services. Monitoring of seaports is part of the security strategy of the critical infrastructure of these places. The threat of CI ports is real, especially at the present time. This applies in particular to the LNG terminal in Świnoujście, which is regularly visited by ships (gas carriers) supplying raw materials of strategic importance. Violation of security rules (principles) may lead to a threat that cannot be ruled out, however, the most important and dangerous are those that come from the outside and are of an intentional nature.

Certain critical infrastructure networks show some interconnections, relations and interactions with other ones, most frequently when located and operating within particular areas. Failures arising within one critical infrastructure network, can then negatively impact not only on associated systems, societies and natural environment, but also on mutual critical infrastructure networks. Therefore, interdependent critical infrastructure networks can be determined as network of critical infrastructure networks (network of networks approach). The paper presents safety analysis of the network of critical infrastructure networks, taking into account interconnections, relations and interactions between particular ones. Critical infrastructures networks as multistate systems are considered, by distinguishing subsets of no-hazards safety states, and crisis situation states, and by analysing transitions between particular ones. Issues introduced in the article are based on the assumption that one key critical infrastructure network impacts on functioning of other critical infrastructure networks - can reduce their functionality and change level of their safety and inoperability, furthermore, other networks can impact each other, too. Safety characteristics of network of critical infrastructure networks: safety function, mean values and standard deviations of lifetimes in particular safety state subsets, are determined, taking into account interdependencies between particular networks. The results are related to various values of coefficients defining the significance of influence of interdependencies among networks.

The problem area outlined in the article is the existence and effectiveness of anti-drone systems used to protect the state's critical infrastructure (CI). For the purposes of the study, the following research objective was defined: assessment of the possibility of introducing anti-drone systems in critical infrastructure entities. In the next stage, the following research problem was defined: What are the needs and possibilities of developing and applying anti-drone systems to protect the state's critical infrastructure? The following sentence was adopted as the research hypothesis: Due to the growing threats generated by drones, CI protection systems are needed against them, it is necessary to develop and put into use effective anti-drone systems. In order to achieve the outlined goals, solve problems and verify research hypotheses, the author mainly used the following theoretical methods: literature analysis, legal acts analysis, synthesis, analysis (inductive and deductive), abstraction, comparison and inference. The inference was based on the SWOT analysis, a method from the group of strategic management.

The aim of this article is to analyze the economic aspects of cybersecurity of critical infrastructure defined as physical or virtual systems and assets that are vital to a country’s functioning and whose incapacitation or destruction would have a debilitating impact on national, economic, military and public security. The functioning of modern states, firms and individuals increasingly relies on digital or cyber technologies and this trend has also materialized in various facets of critical infrastructure. Critical infrastructure presents a new cybersecurity area of attacks and threats that requires the attention of regulators and service providers. Deploying critical infrastructure systems without suitable cybersecurity might make them vulnerable to intrinsic failures or malicious attacks and result in serious negative consequences. In this article a fuller view of costs and losses associated with cyberattacks that includes both private and external (social) costs is proposed. An application of the cost-benefit analysis or the Return on Security Investment (ROSI) indicator is presented to evaluate the worthiness of cybersecurity efforts and analyze the costs associated with some major cyberattacks in recent years. The “Identify, Protect, Detect, Respond and Recover” (IPDRR) framework of organizing cybersecurity efforts is also proposed as well as an illustration as to how the blockchain technology could be utilized to improve security and efficiency within a critical infrastructure.

Based on the assessment of contemporary reality, it can be said that one of the most critical functions of a modern state is to provide its citizens with an acceptable level of security – that is to say, to create optimal conditions for protection against hypothetical and real threats, such as potential natural disasters, consequences of civilizational advancements (accidents or man-made disasters), terrorist attacks, wars, and armed conflicts. It should be emphasized that in modern, democratic societies, the right of people (social groups) to be protected from numerous threats results from the legal, ethical, and moral norms in force, which have been developed in civilizational development and are based on historical experience. The research focused on analyzing normative documents (laws and regulations) and selected scientific and popular science literature dedicated to the functioning of the crisis management system and contemporary management. The synthetic conclusions of this analysis constitute the basis for further in-depth research.
