The method for the choice of rational regimes of traffic light control is developed based on the minimization of the number of violations the requirements of traffic light signals by pedestrians depending on the volume-capacity ratio of traffic lanes and control of vehicular queue on the approach to the stop-line. Assessment of rationality is carried out considering the simultaneous impact of such factors as roadway volume-capacity ratio, traffic light restrictive signal duration, the number of violations of the traffic rules by pedestrians, and maximal queue length of vehicles. The model of the change of the number of violations of the rules of crossing the roadway by pedestrians depending on the volume-capacity ratio of different intersection types is developed in this paper. The model of determining the maximal vehicular queue length before intersections depending on the volume-capacity ratio and the share of the restrictive signal on the lane in the control cycle is developed. Recommendations about the choice of rational regimes of traffic light control depending on traffic delay, planning parameters of the road network, and pedestrian behavior are proposed.

The safety of travel on public roads is one of the most important issues to be developed in Hungary and in the European Union. The authors conducted a survey on the current state of the topic in Hungary. They examine the actions undertaken in traffic safety and traffic control in the past years in the country. Vehicle drivers consider regulations on speed limits and overspeeding to be less respectable and acceptable. The absolute transgression of the speed limit, also known as overspeeding, significantly increases the risk of accidents, and also adds to the severity of accidents, considering the majority of the traumas and the occurrence of fatalities in these accidents. Overspeeding is the greatest problem point in road traffic safety issues such as speeding, drunk driving and the use of passive road traffic safety gear. Considering the fatal road accidents in Hungary, it has become evident that the number of absolute overspeeding cases is significantly increasing. Overspeeding plays a significant role in the severity of the accident, especially in cases of unprotected travellers, pedestrians and cyclists. Traffic control is part of influencing the awareness and education of safe travelling. Police traffic control and accident prevention programmes aim to decrease the number of victims of road traffic accidents.

Opis:
In this paper delays and average travel times of vehicles are analyzed for various decentralized traffic control algorithms that can provide priority for ambulances. Decentralized control strategy is scalable and can be used in road networks where traffic lights are controlled autonomously for multiple intersections of different types. The experiments were performed in a realistic simulation model of complex road network, which is typical for European cities. It was shown that utilization of detailed traffic data from vehicular sensor network significantly improves the performance of signal control algorithms. After proper selection of algorithm parameters, the decentralized control strategy not only provides a quick transition of ambulances, but also has minimal effect on the delay of non-priority vehicles. Research for mesh road network organization has been performed in previous work [16].

W artykule przedstawiono możliwość wykorzystania specjalizowanych sterowników ruchu drogowego, zaimplementowanych w układach FPGA, nie tylko na poziomie lokalnym, lecz również w sterowaniu obszarowym, a więc w zakresie właściwych ITS. Na przykładzie rzeczywistego obszaru sterowania, obejmującego kilka skrzyżowań, zaprezentowano proces specyfikacji, syntezy i implementacji takich sterowników w technice SoC.Dla konkretnego układu FPGA przytoczono raporty z wykorzystania zasobów i uzyskanych parametrów czasowych sterownika obszarowego.
In contrast to industrial process control systems, the achievements of contemporary electronics of the last several years, such as work-ing out hardware description language HDL, and accessibility of programmable logic devices FPGA have not been used in designing control devices of local level of ITS [4] up to the present moment. The paper presents an original methodology for design of new class local controllers of road traffic in railway traffic control implemented in programmable logic devices. The research results obtained at the Faculty of Transport (Warsaw University of Technology) of specialized prototypes of single-system reconfiguration controllers SoC show that the operating speed of such controllers exceeds the speed of currently used microprocessor controllers by hundreds of thousands times, with the improvement of reliability parameters by hundreds of times. It has been shown that the proposed class of specialized controllers can be used not only on the local level, but they can also be used for area controlling, encompassing several crossroads. The process of specification, synthesis and implementation of such a controller in SoC technology has been presented for a sample area of three neighboring crossroads (Figs.1 and 2). The example presented shows that specialized reconfigured road traffic controllers implemented in FPGA (Fig. 3)devices can be used not only on the local level, but also on area controlling level, and so in ITS.

Reversible gates enable the creation of fault tolerant digital devices. The application of these gates allows safe control systems to be realized. At present, control systems based on relays are being replaced by systems based on computer technology. This technology allows the implementation of safe systems. Because this system is composed of many elements, it is very difficult to obtain a high safety level for it. The application of reversible logic in the synthesis of digital systems constitutes an alternative approach. The paper presents reversible gates along with examples of their usage in the synthesis of digital systems. The main advantage of reversible logic is the possibility of synthesis of self testing and fault tolerant circuits. The application of circuits based on reversible logic allows safe control systems to be developed. The paper also presents a proposal for the application of reversible logic in simple control systems.

Podczas modernizacji linii kolejowych w Polsce należy wziąć pod uwagę rodzaj systemu prowadzenia pociągów, który będzie najbardziej odpowiedni dla danego odcinka linii kolejowej. W artykule zaprezentowano pewną koncepcję oceny różnych wariantów systemów prowadzenia pociągów. Studia wykonalności nie zawsze potrafią odpowiedzieć na pytanie, jaki system najlepiej zastosować. Przedstawiona metoda uwzględnia punkty widzenia zarówno użytkownika transportu kolejowego, jak i zarządcy infrastruktury. Pozwala wybrać system najbardziej dopasowany do oczekiwań każdej strony.
During a modernization of railroads in Poland, it is necessary to consider which train system will be the most suitable for the part of a railroad. The article presents a concept of assessment of various variants of rail control traffic system. Feasibility studies does not always answer the question which system is the best to be used. The presented method takes into account views of both the transport user and the infrastructure manager. It allows to choose the system that suits best to the expectations of each side.

This paper presents comparison of popular traffic control algorithms in computer networks. It also contains descriptions of functioning of these algorithms. The first part of this paper contains description of evaluation criteria of traffic control algorithms (from system and user viewpoint). The second part of article contains description of new algorithms, which are theoretically improved or brand new, just introduced for practical use. These algorithms are developmental and eliminate disadvantages of already existing algorithms. The third part of this paper contains description of classical algorithms, which are well known, described and researched. It contains also propositions of modifications of classical linear programming algorithms. These modifications are for adjusting these algorithms to described problem.

W pracy przedstawiono metodę obliczania czasu komunikacji między oprawami latarni a węzłem akwizycji i dystrybucji danych w sieci telemetrycznej przeznaczonej do sterowania oświetleniem drogowym. Prezentowana metoda dotyczy wszystkich sieci komunikacyjnych, w których dla powiększenia zasięgu stosuje się technikę multi-hop. Oprawy źródła światła drogowego traktowane są jako węzły sieci telemetrycznej wykorzystujące do komunikacji wspólne medium. W pracy rozważono dwie technologie transmisji: bezprzewodową w paśmie ISM oraz przewodową PLC wykorzystującą do transmisji przewody przeznaczone do zasilania latarni. Zastosowanie protokołu routingowego hot-potato wynika ze specyficznej topologii sieci, jaką tworzy ciąg latarni drogowych, tzn. połączenia kaskadowego. W przypadku takiej topologii sieci, jak również uwzględniając liczbę węzłów obsługiwanych przez pojedynczy węzeł akwizycji i dystrybucji danych, protokół hot-potato jest ciągle wydajny przy zachowaniu swej głównej zalety, jaką są małe wymagania w zakresie zasobów obliczeniowych oraz pamięci RAM i ROM.
The paper presents a method for calculating the communication time between road lighting nodes and the data acquisition and distribution node in telemetric networks designed for road lighting control. The presented method is adequate for all types of networks in which to enlarge the range a multi-hop technique is used. The study considered two transmission technologies: wireless in ISM band and wired PLC, which uses the same wires both for power supplying as well as data transmission. The usage of hot-potato routing protocol is a consequence of the specific topology which is created by road lighting infrastructure. In the case of such a network topology, as well as taking into account the number of nodes supported by a single sink protocol hot-potato is still effective at keeping its main advantages, which are small requirements in terms of computing resources and RAM and ROM.

One of the most significant road structures completed in 2010 was the construction of southern part of the Bypass around Prague (BPAP), where technological equipment was designed and installed and Road Line Traffic Control system implemented. In the Czech Republic is this system is absolutely innovative and brings new organizational and regulation elements into operation. The system is primarily intended for traffic flow harmonization. It is based on usage of variable message signs to affect the traffic flow so the fluency, security and communication permeability is increased. Thank to automatic speed reduction by defined traffic data is traffic flow is more fluent, distances between vehicles are smaller and throughput of communication increases. RLTC system can identify traffic excesses on communication thanks to vehicle queue detection. All algorithms were designed and tested under project of science and research of Ministry of Transport of the Czech Republic, project INEP, n. CG944-033-120 (inep.eltodo.cz). In current time testing operation on BPAP and on a part of D1 Highway is proceeded. System is monitored and all functionalities are evaluated for further debugging and adaptation of system for local conditions.

The optimization flow control algorithm for traffic control in computer networks, introduced by Steven H. Low, works only for concave utility functions. This assumption is rather optimistic and leads to several problems, especially with streaming applications. In an earlier paper we introduced a modification of the algorithm based on the idea of proximal convexification. In this paper we extend this approach, replacing the proximal method with the ?-proximal method. The new method mixes the quadratic proximal term with higher-order terms, achieving better results. The algorithms are compared in a simple numerical experiment.

A significant factor related to investment processes, particularly with reference to railway traffic control systems, is risk. Taking any investment-related decision entails a risk. For this reason, it is necessary to assess the gravity of risk related to the investment process. The article presents selected risks in investment processes which encompass the development of railway traffic control systems. The survey results which show risks at various stages of the investment process are discussed. Additionally, actions aimed at eliminating such risks are suggested.

The computational capabilities of computers enable a human being to control the vehicles and their traffic. Automatic traffic control system not only reduces the effort of human but also provides secure and accurate results. Here, the architecture of Agent-Based Autonomous Controller (ABAC) that manages vehicles at traffic signals intelligently was proposed. The proposed solution is followed by a vehicle counting by infrared (IR) sensor; providing solution for independent and mutual dependent signals for smooth traffic flow; emergency vehicles alert and priority over public vehicles through Radio Frequency Identification (RFID). Finally, the proposed research was tested through simulation that reveals the performance over the previous traffic control and management architectures.

The paper presents an evaluation of the properties of the vehicle detection system comprising the source of data of traffic flow for road traffic control in a city. The quality of traffic data determines the ability to reach optimal traffic control decisions. Errors of measuring traffic stream balancing locally at junctions and in the whole of the road traffic control system are chosen as evaluation criteria. The city traffic is modelled using a directed graph, with vertices being the measurement sites and with edges linking vertices having weights representing traffic flow values. The analysis of the results enables the determination of measurement sites inadequately mapping the road situation and allows proposing new sites to improve the system. The analysis is performed using real traffic data acquired from the Traffic Control Centre in Gliwice

The article presents a model of connection of ETCS application and classical base layer equipment. The model will form the basis for the digital mapping in the Digital Twin of the ETCS application. Layer division is a natural way to represent the structure of a device and its operating rules. It allows a detailed and structured representation of the interfaces of a connection and then an analysis of the connection both with respect to the layer of interest and from the point of view of the interaction between features in the different layers. The S-interface of the LEU encoder of the ETCS is described, taking into account different solutions encountered in practice. The conditions of the connection between the LEU encoder and the environment form a description of one of the two boundaries between the ETCS application, i.e. the implemented ERTMS/ETCS on a specific area of the railway network, and the environment. A general connection model and definitions of a connection and an interface are presented. As an example, the electrical connection with signals transmitted through galvanic connections has been assumed to be typical for LEU encoder and track-side signalling control circuits found in base layer equipment. The physical layer is described in terms of physical parameters and their values. The parameters are divided into electrical (current, voltage and frequency) and mechanical ones (number of leads, conductor thickness, etc.). The values of the electrical parameters are expressed in terms of a uncountable set with defined limits. The logic layer was described in a vector-matrix form. Logic signals are assigned to electrical signals with specific physical parameters. The data layer contains information about the assignment of specific telegrams to specific electrical signals.

Currently traffic control systems in place relay systems used microprocessor systems. A better solution may be the use of reversible logic in the synthesis of digital control systems. The main problem in the design of reversible logic is the transformation of the description of the system from the form of Boolean equations to the reversible form. The article presents error-proof reversible gates and software supporting the automatic synthesis process. The presented programs were developed and launched by the author of the article. The article presents the algorithms used to describe the description of circuits. The results of the programs’ operation and results of simulation of systems with reversible logic are presented.

The paper introduces a self-organizing traffic signal system for an urban road network. In the presented system, the traffic control decisions are made on the basis of predictions that are obtained from a fuzzy cellular traffic model. The fuzzy cellular model represents traffic streams at the microscopic level. Therefore it can directly map parameters of individual vehicles and the vehicle classes can be taken into account in making the control decisions.Simulation experiments were performed to compare the performance of the self-organizing traffic control for twoscenarios: first, when the class of vehicles is taken into account and second, when the information on the vehicle class is unavailable. Results of the simulations allow us to explore the possibility of performance enhancement of the urban traffic control through the utilisation of microscopic traffic models and vehicle classification systems.

The numerous tribology problems occurring in power-train and transport industry lead to wear of vehicles and trains as well as to wear of road or tracks. The choice of the proper way traffic or transport requires to select the kind of the way and the kind of the vehicles which shall be driving on the track. Especially the project designer demand the more and more information referring the wear of track anticipation in succeeding years of vehicle operation. Such wear of track anticipation is strictly connected with the choice of the kind of communication or traffic. To satisfy the abovementioned problem, it is necessary to construct the logical control system for road traffic. Mentioned logical system enables to control of management of the road traffic or railway junction. The presented in this paper logical system consists the description of the logical functors and their mutually connections. Here are introduced three kinds of functors namely, open functor, closed functor and special functor. Each logical functor describes the signal features which will be controlled. The various functor connections occurring in considered communication systems are determined from practical problems where the influence of various operating parameters on the wear effects is taking into account. The influence of numerous operating parameters on the wear effects are experimentally determined and implemented into the systems in the case if mentioned parameters are independent as well if are mutually connected. Moreover in this paper the various communication systems will be presented and will be suggested an algorithm construction of the optimum problem solutions presenting the equivalent and simultaneously most simple communication system.

The problem of flow control in fast, connection-oriented communication networks supporting the traffic generated by multiple sources is considered. A novel sampled time strategy governing the behaviour of the sources is proposed. The strategy combines the Smith principle with the conventional sampled time proportional controller. It guarantees an equal resource allocation between various users, full bottleneck link utilisation and no cell loss in the controlled network. Consequently, the need for cell retransmission is eliminated and a high throughput is ensured. Furthermore, transmission rates generated by the algorithm are limited. This property permits a direct implementation of the proposed strategy in the network environment. A simulation example confirms favourable performances of the proposed control scheme.

A model of city traffic based on Nagel-Schreckenberg cellular automaton (CA) model is presented. Traffic control is realized at intersections with two conflicting streams each (at any time at most one stream can have “green light” assigned to it). For simple and regular lattice-like networks which are considered, it is easy to find optimal switching periods giving maximum possible flow rates. These optimal strategies are compared with a self-controlling approach proposed by [1], which has not been implemented in a CA model until now. Previous work proved that generally this method gives superior results when compared to classical methods. In this paper we show that for deterministic scenario such control leads to self-organization, and that the solution always quickly converges to the optimal solution which is known in this case. Moreover, we consider also non-deterministic case, in the sense that possibility of turning with given probability is allowed. It is shown that the self-controlling strategy always gives better results than any solution based on fixed cycles with green waves.

As the urban traffic volumes reach their daily peak values, the surface traffic in modern cities suffers from frequent breakdowns and traffic jams. One of possibilities that could mitigate the problem is the deployment of smarter automatic systems of urban traffic control. Our paper demonstrates a development version of such a system. The system is based on adaptive feedback control approach. It makes use of filtering techniques to account for measurement imperfections and implements the rolling horizon method for optimal signal control. We compare the performance of the proposed system with two typical control approaches - pre-timed (or fixed) control, and traffic actuated (or dynamic) control. Different scenarios will be compared, including rapid changes in traffic volumes and reactions to incidents. The comparison is carried out using our demonstrator tool, based on TSS Aimsun micro-simulator. In order to keep the calibrated simulation as close to reality as possible, in the comparison runs we use real dense input volume measurements and simulate also the behavior of intersection controllers.

Poprawne projektowanie systemów sterowania ruchem wymaga, przy obecnej ich złożoności, wsparcia konceptualnego i narzędziowego. Niniejsze praca przedstawia propozycję budowy środowiska projektowania systemów kontroli i sterowania ruchem TransCAD. Środowisko to bazuje na języku TransML, który jest specjalizowanym, dziedzinowym językiem dedykowanym do budowy systemów kontroli i nadzoru ruchu. Proponowane środowisko projektowe może stanowić wsparcie dla ekspertów dziedzinowych przy projektowaniu systemów nadzoru ruchu. Artykuł przedstawia koncepcję języka dziedzinowego TransML, wprowadza definicję reguł dziedzinowych zapisanych w sposób formalny w języku OCL i przedstawia środowisko projektowania TransCAD. Autorzy ilustrują koncepcję zastosowań środowiska na prostym przykładzie. Definiowanie reguł dziedzinowych (w postaci formuł OCL) daje możliwość weryfikacji poprawności budowanego modelu oraz automatyzacji procesów projektowania i budowy tego typu systemów. W artykule autorzy proponują też dalsze kierunki rozwoju i badań języka TransML i środowiska TransCAD.
Proper design of complex control systems needs conceptual tools. This paper presents a proposal for the construction of design environment for control of traffic systems TransCAD . This environment is based on the language TransML, which is a specialized , domain centric language for experts in the field of traffic control systems. This paper presents the concept of TransML language , provides a definition of domain rules written in a formal language OCL and presents design environment TransCAD. The authors illustrate the concept uses a simple example. Defining the rules of domain (in the form of formulas OCL) provides the opportunity to verify the correctness of the model under construction and automation of the design and construction of such systems. In this paper the authors discuss future development of the language TransML and the environment TransCAD.

The search for system solutions for improving the level of safety in rail transport requires focusing on the problem that is weakly exposed but difficult to manage, namely the elimination of human errors in the process of railway traffic and the use of railway traffic control systems. Despite the fact that the existing solutions have a relatively extensive theoretical layer, there is still much to do in terms of practical implications. In particular, the use of human factors, including knowledge and technology, facilitates the achievement of a number of positive effects: reducing the possibility of errors, increasing the margin of safety, reducing expenditures on redesigning solutions, increasing the efficiency and effectiveness of training, reducing the potential of costly staff turnover and increasing the productivity of the entire organization. This subject has not been solved in a systemic way in Polish conditions. The purpose of the article is to present the holistic and eclectic description of the place and role of the human factor management process in terms of making errors by railway employees, which is designed to eliminate hazards in railway traffic and reduce risk. This has a significant impact on maintaining the expected level of railway traffic safety.

The authors present an original elaboration of approaches to selection processes in the Czech Republic in the context of the current development of European security and the perception of the human factor as a critical element of security and safety in air transport. In doing so, the authors use content analysis, as the results of empirical surveys present the results of discrete research surveys and evaluations based on explorative methods.

Ze względu na wagę polityki transportowej i strategii rozwoju Republiki Słowenii koleje słoweńskie muszą brać pod uwagę rozwojowe i strategiczne cele kolei europejskich. Perspektywa postępu jest zdeterminowana przejęciem europejskiego systemu zarządzania ruchem kolejowym. Technologia i organizacja systemu ruchu kolejowego przedstawiają sumę wszystkich elementów oraz procesów technologicznych i organizacyjnych. Pojęcie systemu jest definiowane z matematycznego punktu widzenia jako całość, która jest zwykle skomplikowana, dlatego też system kolejowy jest również złożony i z tego powodu musi być precyzyjnie zarządzany. W węższym sensie zarówno technologia, jak i organizacja pracy obejmują różne środki i procedury w celu realizacji podstawowej działalności, którą może być proces przewozu pasażerów i towarów w systemie transportowym.
Due to the valid traffic policy and development strategy of the Republic of Slovenia, the Slovenian Railways have to consider the developmental and strategic aims of European railways. The perspective of progress is basically determined by skimming the European system development, by taking over the European system and managing the railway traffic in the connection with the European railway system. Technology and organization of the railway traffic system present the sum of all technological and organizational elements and processes that takes part in providing aims of the system. The aims are defined as solving transport problems in railway system. The term system is defined, from the formal mathematical viewpoint, as a whole that is usually complicated or even very much complicated. Therefore, the railway system is complex as well, and that is why it has to be managed precisely. In the narrow sense of meaning, technology and work organization both comprises a variety of means and procedures to realize basic activity that can be seen as a perfect unit, and that can be the process of passengers and freight transport in a transport system. Because of the prompt development of microelectronics and computer engineering, a new generation of electronic signal-safety devices appeared. All these changes from the past few years that have been introduced into railway technology, enable railway to become attractive and competitive to other means of traffic. Therefore, the Slovenian Railways have to follow novelties in traffic technology development and gradually modernize its railway network.

Analiza ryzyka jest niezwykle istotnym elementem przy projektowaniu, produkcji i eksploatacji urządzeń technicznych. Zapisy pojawiające się w niektórych normach dotyczących urządzeń srk, szczególnie związanych z bezpieczeństwem, nakładają wręcz na zespoły projektujące i produkujące urządzenia obowiązek przeprowadzania analizy ryzyka. Dowód na to stanowi norma PN-EN 50126, w której pokazany jest cykl życia systemu (np. urządzeń srk). Analiza ryzyka jest tu, jak pokazano na rys. 1, niezbędnym i istotnym elementem cyklu życia systemu. Również przy analizie bezpieczeństwa, niezbędnej do opracowania dowodu bezpieczeństwa, a przeprowadzanej zgodnie z normą PN-EN 50129, istotne znaczenie ma analiza ryzyka. Analiza ryzyka i ryzyko są nierozerwalnie połączone z bezpieczeństwem systemu, dlatego też bierze się je pod uwagę przy podejmowaniu decyzji o stosowaniu systemu.
Article describes safety estimation rules used in railway transport on the example of control command and signalling systems safety estimation. Methods described in the European standards as well as methods described in the European Commission Regulations have been analysed. Different safety assessment methods were pointed and qualitative and quantitative safety estimation methods were described and compared. Taking control command and signalling systems as an example article describes possible faults and threats which may be caused by them. In accordance with the European Community law risk is described as a joint result of single threat consequences and its' probability (threat frequency). Article describes ways used to create lists of threats. Risk for different threat is then estimated and compared with risk acceptance criteria and included in safety management systems of the railway infrastructure managers and railway undertakings.

The article is devoted to the problem of decision support in a simulation environment prepared for the air traffic control service. The limitations resulting from the functionality of the airport have been presented. In addition, the “integration” problems resulting from the movement of aircraft on the apron have been presented. The article outlines optimization problems such as minimizing the total taxiing time, taking into account the waiting time for the start of the runway, minimizing the time elapsed from the first taxiing to the end of taxiing by the last aircraft or multi-faceted functions, including, for example, penalties for deviations from the schedule of take-off / landing operations, failure to keep the CFMU time slots, or for too long taxiing cycles. The article presents restrictions on taxiing of aircraft, integration with other airport operations, decision problems and applied algorithms, groups of restrictions on taxiing of aircraft, scheduled flight table, dependencies between individual operations, positioning of aircraft.

W artykule opisano proces implementacji algorytmów sterowania akomodacyjnego za pomocą środowiska programistycznego Sitraffic Office z zastosowaniem metody sterowania PDM. Sitraffic Office jest narzędziem przeznaczonym do programowania sterowników ruchu drogowego Siemens serii C8xx, C9xx, natomiast metoda sterowania PDM umożliwia realizację sterowania fazowego w oparciu o dowolnie programowalną logikę sterującą, która jest specyfikowana za pomocą języka Sitraffic TL. Scharakteryzowano metody sterowania akomodacyjnego dla sterowników Siemens, rozumiane jako sposób specyfikowania programów akomodacyjnych oraz język Sitraffic TL. Omówiono metody sterowania S-L, PDM, SDM, VS – PLUS, które obecnie można zaimplementować w sterownikach serii C8xx/C9xx.
The paper describes implementation process of traffic actuated programs using Sitraffic Office programming tool and PDM control method. The aim of Sitraffic Office tool is to program Siemens traffic lights controllers. With PDM control method it is possible to implement stage oriented control process based on freely programmable user logic, which is specified with Sitraffice TL programming language. The user logic programming interface and Sitraffic TL programming language are described.

Currently used, computer railway traffic control systems , communicate via standard digital interfaces: CAN, Ethernet or RS485. In order to carry out the proof of security, it is necessary to test the functioning of the interfaces under different conditions. The IBIS model (I/O Buffer Information Specification) was used to simulate the transmission of signals through interfaces. The article discusses the applied interface models and simulation results in various conditions. The presented results can be used to prove the safety of transmission in computer railway traffic control systems.

In the article, the problems of objectification of the subjective danger estimation for abnormal cases in air traffic control are considered. An overview of currently existing approaches is given. In addition, the article presents the analysis of the statistical results of testing 252 air traffic controllers. This study reveals a subjective danger estimation inadequacy and its connection to air traffic controller’s potential extreme working capacity. A new approach to objectification of the subjunctive danger estimation for abnormal cases in air traffic control is proposed. The method combines the conditional probability collision computation and the method of expert estimations.

Opis:
The character of missions and conditions in which they are carried out by military unmanned aerial vehicles are usually special and difficult. This causes a necessity to provide support for their missions, especially with regard to checking their condition on the controlled or autonomic flight path, especially during landing and take-off operations. This paper offers an account of an experiment and an attempt of assessing usefulness of thermal imaging cameras for controlling flights of aerial vehicles, mainly in areas of airdromes and approach paths.
Charakter i warunki misji statków powietrznych w operacjach wojskowych są specyficzne i trudne. Powoduje to konieczność zabezpieczenia ich działań w aspekcie kontroli sterowanego lub autonomicznego lotu, zwłaszcza podczas startów i lądowań. Artykuł stanowi opis doświadczenia oraz próbę oceny przydatności kamer termowizyjnych do kontroli lotu statków powietrznych, szczególnie w obszarach lotnisk i torów podejściowych.

Now, a network operator must choose between two packet switched technologies for providing QoS in WAN networks, which are ATM and IP QoS [3, 4, 9]. As ATM has reached the maturity with capabilities for offering a number of different network services (i.e. CBR, VBR, ABR, UBR, GFR), the IP QoS with network services like expedited forwarding, assured forwarding, etc. is still at developing phase but never-theless is commonly regarded as capable to guarantee in near future similar QoS level as ATM. This paper tries to compare the efficiency of the mentioned technologies (in case of IP QoS network the AQUILA network concept [1, 2] is investigated) for handling traffic generated by LANs with QoS differentiation. This is extremely required since the applications running in LAN differ in QoS requirements and emitted traffic profiles (streaming, elastic). Therefore, a classification process of outgoing LAN traffic into predefined sub-streams should be performed at the entry point to WAN network (edge ATM switch or IP router). Furthermore, particular sub-streams are submitted to adequate WAN network service, available in ATM or IP QoS. The paper presents the experimental results, measured in the test bed, corresponding to QoS level and QoS differentiation provided by ATM and IP QoS core.For this purpose, a set of representative applications currently available to a LAN user was selected demanding from the core different QoS level. They correspond to streaming applications like VoIP with QoS objectives represented mainly by packet delay characteristics and elastic applications controlled by TCP protocol with minimum guaranteed through-put/goodput as target.

This article is the continuation of the first part entitled Review of algorithms. In the article presented were the author's simulator of a network and the tests performed with its help. In the first part the concept and functionality of the created simulator were described. The concept emerged on the basis of an analysis of existing solutions, as well as needs the created software has to fulfill. The second part of the article depicts the testing environment, i.e. network topology and simulation parameters used during the research. What is more, in the aforementioned part, provided was the comparison of the research run with the use of the author's software and its interpretation.

W artykule przedstawiono zintegrowany system zarządzania, kontroli i nadzoru ruchu drogowego. Podstawą systemu są rozwiązania technologiczne wykorzystujące Automatyczne Rozpoznawanie Tablic Rejestracyjnych (ARTR). Pozwala to na automatyczną ewidencję ruchu pojazdów wraz z przesyłaniem i gromadzeniem rezultatów w centralnej bazie danych. Analiza tych wyników pozwala na uzyskanie przez system funkcjonalności dostosowanych dla właściwych odbiorców (służb drogowych, służb bezpieczeństwa, itp). Z uwagi na konieczność przetwarzania informacji w czasie rzeczywistym realizacja systemu opiera się w dużej mierze na rozwiązaniach sprzętowych. Przykładem są dedykowane kamery ARTR będące zintegrowanymi urządzeniami realizującymi sprzętowo większość operacji przetwarzania i rozpoznawania obrazu. Artykuł przedstawia architekturę systemu oraz kierunki dalszych prac nad udoskonaleniami. Uniwersalności systemu nadaje możliwości zastosowania w obszarach bezpieczeństwa, bezpieczeństwa ruchu drogowego, ITS - kontroli i zarządzania ruchem drogowym.
In the paper a traffic control system is presented. It is based on automatic license plate recognition (ALPR). This solution allows automatic traffic evidence with the results being transferred and stored in central database. The analysis of these results enables obtaining the functionality adjusted to the specific recipient like traffic service or security forces. Such a system requires fast and accurate data processing, which means using dedicated hardware solutions as, in example, in a dedicated ALPR camera. This kind of cameras are devices which integrate most of image processing and image recognition in hardware. The paper presents the structure and basic concepts of the VirtualCOP system realized by Telsat company [1]. In the first section essential parts of the automatic license plate recognition system is presented. It consists of three components: a control point, client application and a database server. In the next section key elements of the most significant procedures are discussed: the automatic license plate detection, the number segmentation and, finally, the recognition process. The system architecture is presented in the third section. At the end of the paper there are conclusions and directions of future development of the system.

In a modern urban organization, mobility is an important issue for society. Traffic congestion of urban roads undermines mobility is a real problem in major cities This article shows the development and implementation of a centralized traffic control system in the city of Cali Valle (Colombia) applied to control traffic lights located to the east of the city (Simon Bolivar and Ciudad de Cali highways), allowing the central operators directly influence the traffic flow, know and display the status of the lights and generate statistics about the events of the online equipment. Particular real benefits of proposed new system of traffic lights are reflected in green times at each intersection allocated in accordance with the present traffic volumes on the road network at any time of day and in every sector of the city in particular, which of course increases the efficiency of each light installed at each intersection. As demonstrated in this article case study, the congestion scheme has been improved, and the project has opened up vast opportunities for innovative network management strategies for the optimization of network performance. Many of these strategies are developed to give a coordinated high-level control across different traffic control platforms based on real time traffic condition and performance on site.

W artykule przedstawiono model funkcjonalny systemu sterowania ruchem kolejowym w podejściu systemowym, który ma szczególne znaczenie w aspekcie eksploatacyjno-niezawodnościowym. Model określa system założeń, pojęć i zależności pozwalający opisywać w przybliżony sposób wybrany aspekt rzeczywistości. Ważną zaletą tego modelu funkcjonalnego jest fakt, że uwzględnia hierarchiczność struktury systemu srk, tzn. różne poziomy konstrukcyjne.
The article presents a functional model of railway traffic control system in a systemic perspective. This is particular importance in terms of exploitation and reliability. The model defines a system of assumptions, concepts and relationships. System allows to describe the chosen aspect of reality. An important advantage of this functional model is taking into account the hierarchical structure of the railway traffic control system, ie. different structural levels.

W tym celu opracowywane są narzędzia informatyczne wspomagające proces diagnostyczny [2, 6, 9, 10, 11]. Pomocnym w testowaniu tych narzędzi może być, zaproponowany przez autorów artykułu, symulator uszkodzeń dedykowany urządzeniom srk.
Railway traffic control systems may have different working conditions. It results from their destruction process, which is related to the age of the devices, intensity of their operation or technical service quality. Operating tests are the source of valuable knowledge that allows not only to perfect the construction of railway traffic control devices, but also to control the operating process. In order to do that IT tools are developed, supporting the diagnostic process. What can be helpful in testing these tools can be, proposed by the authors of the article, a failures simulator dedicated to railway traffic control devices.

Detection of the current location of rail vehicles in the railway infrastructure network determines the safety, efficiency and reliability of rail transport. In addition, it indirectly affects the safety at rail-road crossings, i.e. also the BRD (Road Safety). In terms of efficiency and reliability of transport systems, the ability to detect a moving vehicle can improve the effective capacity of railway lines. As in the case of technical diagnostics, effective recognition of the current state of the transport network determines the efficiency of the transport system. The development of railways, with particular emphasis on high-speed railways, makes it necessary to modernize and improve railway traffic control devices and systems. A special area of development, ensuring the safe and effective use of rail transport, is the detection and location of rail vehicles moving on the railway infrastructure. The ability to determine the precise location of a rail vehicle is a key element in the reliable operation of rail transport. Therefore, in the field of devices and systems for the detection and location of rail vehicles, many studies and analyzes are carried out to develop existing or create new solutions dedicated to positioning rail vehicles.

The development of technology led to a situation where the developed economies are completely dependent on electricity. Access to energy sources modern power stations, the right structure and condition of the transmission lines as well as providing continuity of supply are the basis for national energy security. Failures in the energy system always result in financial losses incurred by both suppliers and consumers of electricity. The costs depend mainly on the scope of the accident, the degree of damage to the power system, the duration and the number of customers without power. The modern energy is facing a very long list of problems. Overcoming these problems is the basis of energy security of the country. The globalization of the world economy, next to its threats is also a cornerstone of the joint actions to ensure the continuity of supply of energy to customers. A very of importance then becomes ensure the functioning of transportation during system failures.

The need to ensure LTE network coverage in sparsely populated and rural areas of Europe (ITU Region 1) has led to a massive use of 800 MHz band (band 20) with its good characteristics of radio wave propagation in LTE networks. However, the frequency band of 800 MHz called “digital dividend” in Region 1 is used on a primary basis not only by the terrestrial mobile service but also by air-traffic control radars (ATCR) that can lead to the creation of harmful interferences at the receivers’ input of ATCR. Such scenarios of mutual interferences became possible after granting licenses for LTE-800 frequencies to operators in such countries as Azerbaijan, Kazakhstan, Russia and other CIS countries, so this problem should be solved by operators at the deployment of LTE-800 networks in airports and areas close to them. So far, for such scenarios the ITU and CEPT have not formulated criteria for interference protection. The proposed protection criteria for receivers of ATCR from user devices’ interferences of LTE-800 networks were tested by experimental studies and can provide a solution to the electromagnetic compatibility (EMC) problem in a complex electromagnetic environment of modern airports and cross-order coordination of 800 MHz frequency bands in Region 1.

The aim of the article is to present the influence of changing station layout over interlocking systems in train routes. There is often a problem in the process of doing for example application of interlocking system in exactly bigger stations when there are track changes in next phases of the project. Vividly small changes can influence in significant way for realization train and manoeuvre routes in such station. In case of that it is necessary to search the shortest road of making documentation and software which could be changes resistant. This resistance resulted by for example necessity of continuing leading railway when there is modernization on the station.

The article refers to the problem of assigning the aircrafts to stops points on the apron. The aim of this paper is to develop the algorithm, which will be used to this assignment. The assignment problem of aircrafts to stops points is the complex decision problems, which refer to the problems of designating the minimal path in the graph. The assignment model was described, i.e. decision variables, constraints and the criterion function. Decision variables take the binary form and determine the connections between the elements of infrastructure of the apron, i.e. touchdown points, intermediate points and stop points. Constraints take into account the number of aircrafts in the given period, the number of unoccupied stop points. The criterion function determines the minimum driving time of the aircraft on the apron. In order to designate the routes in international transport the heuristic algorithm, i.e. ant algorithm was developed. The steps of building this algorithm were presented. This algorithm was verified in the C# programming language. The results generating by the presented algorithm were compared with the results generating by the random algorithm.

With the growing number of city vehicles, traffic management is becoming a persistent challenge. Traffic bottlenecks cause significant disturbances in our everyday lives and raise stress levels, negatively impacting the environment by increasing carbon emissions. Due to the population increase, megacities are experiencing severe challenges and significant delays in their day-to-day activities related to transportation. An intelligent traffic management system is required to assess traffic density regularly and take appropriate action. Even though separate lanes are available for various vehicle types, wait times for commuters at traffic signal points are not reduced. The proposed methodology employs artificial intelligence to collect live images from signals to address this issue in the current system. This approach calculates traffic density, utilizing the image processing technique YOLOv4 for effective traffic congestion management. The YOLOv4 algorithm produces better accuracy in the detection of multiple vehicles. Intelligent monitoring technology uses a signal-switching algorithm at signal intersections to coordinate time distribution and alleviate traffic congestion, resulting in shorter vehicle waiting times.
