In recent years, the question of population migration has become more present in the Polish social and political life. One of the examples of this phenomenon was the set of events at the turn of 2021 and 2022, when thousands of people tried to illegally cross the Polish-Belarusian border and enter the Republic of Poland. The state reacted by reinforcing border services, deploying soldiers and police officers to serve on the border. The circumstances of the deployment, conditions of service and related impressions of participants became the subject of research, the results of which are presented in this article. Most of our respondents were deployed to the border by order and were scarcely or completely unprepared to the service. The social and living conditions during service are evaluated as rather good, although leisure activities were poorly organised. Among the feelings and impressions from service, the most highly appreciated were the team atmosphere and cooperation and the attitude of superiors. Nevertheless, what prevails is a moderate dissatisfaction with the job, with a vast majority of participants unwilling to repeat such service.

Praca dotyczy spisu grobów polskich i niemieckich z okresu powstań śląskich na terenie powiatu pszczyńskiego. To tu rozpoczęły się powstania śląskie a powiat pszczyński uchodził za matecznik powstańczego zrywu. W pracy ukazano zaangażowanie mieszkańców w czyn zbrojny poprzez straty, jakie ponieśli uczestniczący w walkach peowiacy (członkowie Polskiej Organizacji Wojskowej Górnego Ślaska) oraz stojący po drugiej stronie konfliktu żołnierze niemieccy. Dzięki temu można ocenić straty jak i wkład osobowy powiatu pszczyńskiego w niepodległość Polski i przyłączenie części Górnego Śląska do Macierzy. Zważywszy, że materiał ten nie był wcześniej publikowany i oparty jest na zachowanych archiwaliach stanowi on odpowiedź na wiele postulatów badawczych w tej materii. 
The article concerns the register of Polish and German graves from the period of the Silesian Uprisings in the territory of the Pszczyna poviat. It was here that the Silesian Uprisings began, and the Pszczyna poviat was considered to be the origin of the uprising. The inhabitants' involvement in the uprising was shown through the losses suffered by the members of the Polish Military Organisation of Upper Silesia and the German soldiers on the other side of the conflict. Thanks to these data, it is possible to assess both the losses and the personal contribution of the Pszczyna poviat to Poland's independence and incorporation of part of Upper Silesia to the Moth- erland. Considering that this material has not been published before and is based on preserved archives, it is an answer to many research postulates concerning this topic.

W przekonaniu społeczeństwa II Rzeczypospolitej żołnierze służący w Korpusie Ochrony Pogranicza byli dużo lepiej opłacani od pozostałych służących w jednostkach armii. Szczególnie, że po 1926 r. status materialny kadry Wojska Polskiego stale wzrastał. Z czasem uposażenie wojskowych stało się przedmiotem zazdrości włościan i urzędników. Wysokie pensje oficerów i ich uprzywilejowana pozycja zaczęły drażnić społeczeństwo, które czuło się pomijane i lekceważone przez państwo. KOP będący specjalną formacją wojskową, finansowaną przez Ministerstwo Spraw Wewnętrznych, w zakresie płac podlegał przepisom o uposażeniach funkcjonariuszy państwowych i wojska. W początkowym okresie była to ustawa z 1923 r., która określała, że wysokość uposażenia zasadniczego żołnierzy naliczana była na podstawie wprowadzonej ustawą tabeli szczebli i grup uposażenia. W 1934 r. weszły w życie przepisy nowego rozporządzenia, które znacznie uprościły system wynagrodzeń kadry wojskowej. Rozporządzenia o uposażeniach wojska miały charakter ogólny, bez uwzględniania specyfiki służby KOP. Szczegółowe wytyczne finansowe dotyczące dodatków służbowych wydano w formie rozkazów dowódcy KOP, które nie były dotąd analizowane przez historyków. Celem artykułu jest przedstawienie zasad przyznawania w ramach KOP dodatków służbowych do uposażenia, ich wysokości i okoliczności przydzielania. Omówieniu poddano m.in. kwestie przydziału dodatków wyrównawczych, wysokości i zasad przyznawania dodatków służbowych, granicznych oraz funkcyjnych. Dodatki oprócz gratyfikacji za trudy służby na pograniczu miały uodparniać żołnierzy KOP na łapownictwo, gdyż źle opłacany żołnierz był podatny na przekupstwa ze strony przemytników lub łatwo mógł poddać się agitacji ze strony Związku Radzieckiego.
The general opinion held by the society of the Second Polish Republic, was that soldiers who served in the Border Protection Corps (KOP) were much better paid than those in other army units. This was especially true after 1926, a time when the material status of the personnel serving in the Polish Army was constantly increasing. Over time, military pay became the envy of both peasants and officials, and together with the privileged positions held by army officers these salaries began to irritate a society that felt ignored and disregarded by the state. The KOP, which was a special military formation financed by the Ministry of the Interior, was, in terms of payroll, subject to the provisions regarding the salaries of state officials and the army. Initially, an act of 1923 specified that the basic salary of soldiers was to be calculated based on a table of ranks and salary groups that was included in the act. In 1934 a new order came into force, which significantly simplified the remuneration system for military personnel. The regulations concerning military salaries were of a general nature, without considering the specific nature of the KOP. Detailed financial guidelines regarding service allowances were issued in the form of orders from the KOP commander, which have not been analyzed by historians. The aim of the article is to understand the principles behind the granting of service allowances under the KOP, their amount and the circumstances surrounding their allocation. The discussion covers, inter alia, issues regarding the allocation of compensatory allowances, and the amount and rules for granting service, border, and functional allowances. The bonuses, apart from providing compensation for the hardships endured during service on the border, were an attempt to immunize the KOP soldiers from financial corruption, because a poorly paid soldier was susceptible to bribery by smugglers or could easily be ‘bought’ by Soviet agents.
Согласно убеждениям жителей Второй Польской республики, солдаты, служившие в Корпусе охраны пограничья, получали гораздо больший оклад, чем остальные служащие в других военных подразделениях. Тем более, что после 1926 г. материальное положение личного состава Войска Польского постоянно повышалось. Со временем зарплаты военных стали предметом зависти крестьян и чиновников. Высокие зарплаты офицеров и их привилегированное положение начали раздражать общество, которое чувствовало, что государство его недооценивает или даже игнорирует. Корпус охраны пограничья (КОП), представлявший собой специальное военное формирование, финансируемое Министерством внутренних дел, попадало под действие положений о заработной плате государственных служащих и военных. Изначально это был акт 1923 года, в котором говорилось, что базовый оклад солдат исчисляется на основании введенной этим законом табели о рангах и должностных окладах. В 1934 г. вступили в силу положения нового распоряжения, значительно упростившего систему оплаты труда военнослужащих. Положение о заработной плате военнослужащих носило общий характер, без учета специфики службы КОП. Подробные финансовые инструкции, касающиеся служебных надбавок, были изданы в виде приказов командира КОП и не анализировались историками. Цель статьи – напомнить принципы выделения надбавок к окладам, их размер и обстоятельства их выделения. Кроме того, в статье рассматриваются вопросы распределения компенсационных надбавок, размера и правил предоставления служебных, пограничных и функциональных надбавок. Все эти надбавки, помимо вознаграждения за тяготы службы на границе, имели еще одну функцию: они должны были сделать солдат КОП невосприимчивыми к взяточничеству, потому что плохо оплачиваемый солдат легко брал взятки со стороны контрабандистов или столь же легко мог поддаться агитации со стороны агентов Советского Союза.

W dobie postępującej globalizacji, zacierającej fizyczne granice pomiędzy państwami sąsiadującymi, wymiana kulturowa stanowi integralną część relacji międzynarodowych. Treści i wartości kulturowe są reprezentatywne dla danej nacji. Podobieństwa tożsamości kulturowej zbliżają, przeciwieństwa wzbudzają ciekawość lub zostają odrzucone. By wartości kulturowe odmienne dla naszej akceptacji postaw mogły zostać przez nas uznane, niezbędna staje się bezpośrednia lub interakcyjna edukacja międzykulturowa, której zadaniem jest przede wszystkim oswojenie z odrębnością kulturową przedstawicieli innego środowiska kulturowego oraz modyfikacja negatywnych postaw wobec treści dla nas innych. Obok różnorodnych aktywności mających na celu wymianę i edukację kulturową, bardzo ważne miejsce zajmuje język będący nośnikiem wszelkich informacji. Jeśli dotyczą one zdrowia i życia ludzkiego, edukacja międzykulturowa staje się niezbędną częścią porozumienia międzynarodowego i stanowi podstawę dbałości o bezpieczeństwo pacjentów. W artykule przedstawiono działania podjęte w ramach projektu Interreg VA, mające na celu m.in. edukację międzykulturową w polsko-niemieckim obszarze transgranicznym.
In the age of progressive globalization which blurs physical borders between the neighbouring states, the cultural interchange constitutes an integral part of international relations. The cultural content and values are representative for a given nation. The similarities of the cultural identity bring nations closer, while the opposites arouse their interest or are rejected. In order we could recognize cultural values that differ from the attitudes we accept, a director interactive cross-cultural education becomes indispensable, primarily intended to familiarize people with the cultural distinctness of members of a different cultural milieu, and to modify their negative attitudes toward the content that is other to them. Alongside a variety of activities aimed at cultural exchange and education, of particular importance is language being a vehicle of any conveyed information. If this information concerns human health and life, the cross-cultural education becomes an indispensable part of the international agreement and constitutes a basis of the care of the patients’ safety. The article discuses the activities undertaken within the project Interreg VA, aimed, among others, at a cross-cultural education in the Polish-German cross-border area.

The text deals with an important topic of cross-border cooperation between fire brigades from Poland and Germany. Shaping cross-border cooperation at the voivodeship level is the task of the Voivodship Commander of the State Fire Service and is based on the existing contracts and agreements developed at the central level. The provisions of the Act on the State Fire Service show that the Provincial Commander of the State Fire Service is responsible for directing the organizational units of the State Fire Service from the voivodeship to rescue and humanitarian actions outside the state.
Streszczenie Tekst podejmuje ważny temat współpracy transgranicznej straży pożarnych z Polski i Niemiec. Kształtowanie współpracy transgranicznej na poziomie województwa jest zadaniem Komendanta Wojewódzkiego PSP i przebiega w oparciu o istniejące umowy i porozumienia wypracowane na poziomie centralnym. Z zapisów Ustawy o PSP wynika, że Komendant Wojewódzki PSP ma za zadanie kierowanie jednostek organizacyjnych PSP z obszaru województwa do akcji ratowniczych i humanitarnych poza granice państwa.

Wyodrębnienie zadań antyterrorystycznych może przyczynić się do zwiększenia wiedzy oraz może wspomóc przegotowanie się wojska do przeciwdziałania zagrożeniom terrorystycznym samodzielnie jak i we współpracy z Policją, Strażą Graniczną oraz Służbą Ochrony Państwa.
The article is a report on research carried out to identify the tasks performed by the Armed Forces of the Republic of Poland to counteract terrorist threats on land. The research included an analysis of legal acts on the basis of which such activities can be carried out. Separating anti-terrorist tasks may contribute to increasing knowledge and may help prepare the army to counteract terrorist threats independently and in cooperation with the Police, Border Guard and the State Protection Service.

The subject of the article is focused on issues related to conducting disciplinary proceedings in Polish uniformed forced. The author draws attention to the fact that a considerable diversity exists in the Polish legal order as regards the disciplinary procedure applicable in individual uniformed services. The main arguments focus on the need of developing a normative act of a comprehensive nature that would uniformly regulate the manner in which disciplinary proceedings are adopted in uniformed services subordinated to the Minister of the Interior and Administration. The final part of the article is the starting point for a broader discussion on the effectiveness of the proposed amendment to the current legal system in the abovementioned area.
Problematyka artykułu koncentruje się wokoł zagadnienia dotyczącego prowadzenia postępowań dyscyplinarnych w polskich służbach mundurowych. Autor zwraca uwagę na istnienie, w ramach polskiego porządku prawnego, dużego zróżnicowania w obszarze dotyczącym procedury dyscyplinarnej, jaka ma miejsce w poszczególnych służbach mundurowych. Zasadnicze wywody sprowadzają się do tego, że istnieje konieczność opracowania aktu normatywnego w randze ustawy, mającego charakter kompleksowy, który w sposob jednolity regulowałby sposób prowadzenia postępowań dyscyplinarnych w służbach mundurowych podległych Ministrowi Spraw Wewnętrznych i Administracji. Końcowa część artykułu stanowi punkt wyjścia do szerszej dyskusji w zakresie skuteczności zaproponowanej nowelizacji aktualnie obowiązującego systemu prawnego w ww. obszarze.

In the position of the Sejm a statement was proposed that the appealed provision of the Act on the Border Guard, in the area in which it stipulates that an officer entitled to a functional allowance is not entitled to time off from service in exchange for service overtime exceeding service standards, is compliant with the indicated provision of the European Social Charter drawn up in Turin on 18th October 18 1961. The Applicant emphasized that the legislator did not comply with the provisions of the ESC, for he deprived Border Guard officers serving in independent or managerial positions of the right to free time or remuneration for the time of service performed in overtime. In the justification of the position, it was stated that Article 4 of the ESC does not determine the extent of additional remuneration that employees are entitled to for overtime work. Therefore the national legislator has been left with far-reaching freedom to define the rules of remuneration of employees.

The rebirth of the Polish state at the end of the war in 1918 crossed the 120-year period of partitions. The Polish state came back to life. Among the many important problems was to merge the territory, demarcate the boundaries and build a system of their protection. The complex and prolonged process of determining the extent of Polish territories had an impact on future relations with neighboring countries and the system of protection of the state border. In particular, after the end of the Polish-Russian war and the conclusion of a peace treaty, there was no normalization of the social and political situation in the eastern territories. The construction of a secure border protection system was also not achieved. The determined and delineated eastern border was not a calm border and remained in a state of constant danger. The escalation of banditry in 1921–1924 influenced the decision to establish a Border Protection Corps (KOP). The soldiers of the corps for the period of 15 years performed a heavy service, the purpose of which was to protect the inviolability of the state border and ensure security for citizens. In their daily service, they carried out tasks to strengthen Polish statehood and assimilate national minorities, and undertook numerous social works in the border areas. The involvement of soldiers in social work was aimed at gaining the trust of the population for the interests of the state, especially the sense of the need to cooperate with the bodies of the KOP. The purpose of the paper is to show the social work carried out by the KOP branches among the borderland population in order to maintain the security of the border and public order in the border zone. The scientific deliberations in the paper are concretised on the thesis that it is: Taking up social activities by soldiers of the KOP in the border area was a duty. The basic sources of paper are source materials of the Border Protection Corps from the Border Guard Archive in Szczecin. They are supplemented with studies referring to the entire military activities of the corps.
Odrodzenie państwa polskiego z chwilą zakończenia wojny w 1918 r. zakończyło 120-letni okres zaborów. Do życia wracało państwo polskie. Wśród wielu ważnych problemów znalazło się scalenie terytorium, wytyczenie granic oraz zbudowanie systemu ich ochrony. Złożony i przeciągający się w czasie proces ustalania zasięgu terytorium Polski wywarł wpływ na przyszłe stosunki z państwami ościennymi i system ochrony granicy państwowej. W szczególności po zakończeniu wojny polsko-rosyjskiej i zawarciu traktatu pokojowego nie doszło do unormowania sytuacji społecznej i politycznej na terenach wschodnich. Nie stworzono również bezpiecznego systemu ochrony granicy. Ustalona i wytyczona granica wschodnia pozostawała w stanie ciągłego zagrożenia. Eskalacja bandytyzmu w latach 1921–1924 wpłynęła na podjęcie decyzji o powołaniu Korpusu Ochrony Pogranicza (KOP). Żołnierze korpusu przez okres 15 lat pełnili ciężką służbę, której celem było zabezpieczenie nienaruszalności granicy państwowej i zapewnienie bezpieczeństwa obywatelom. W codziennej służbie realizowali zadania na rzecz umacniania państwowości polskiej i asymilacji mniejszości narodowych oraz podejmowali liczne prace społeczne na terenach przygranicznych. Zaangażowanie żołnierzy w pracę społeczną miało na celu pozyskanie zaufania ludności dla interesów państwa, zwłaszcza wyrobienie poczucia konieczności współpracy z organami KOP. Celem artykułu jest ukazanie pracy społecznej prowadzonej przez oddziały KOP wśród ludności pogranicza na rzecz utrzymania bezpieczeństwa granicy i porządku publicznego w pasie granicznym. Rozważania naukowe w artykule są prowadzone w kontekście postawionej tezy, która brzmi: Podejmowanie działań społecznych przez żołnierzy KOP na terenach pasa granicznego było obowiązkiem służbowym. Podstawowymi źródłami publikacji są materiały oddziałów Korpusu Ochrony Pogranicza z Archiwum Straży Granicznej w Szczecinie. Uzupełniają je opracowania odnoszące się do ogółu działań wojskowych korpusu.

The aim of the article is to identify the process of human resource management and factors that influence officers’ motivation in selected uniformed services. This analysis concerns the Police, Border Guard and Customs and Fiscal Service. This choice was made due to the diversity of the tasks carried out by the officers of these services. The concept of uniformed services, characteristics of the analysed services and the requirements for officers, the process of employees recruitment and activities aimed at maintaining officers through appropriate motivation and promotion as a form of professional development were presented. Promotion to successive levels of work is not only an important element in shaping the HR policy but also a determinant of the position of a given officer in the organization. The layout of this work presents elements of multi-aspect status of an officer in each of the studied formations in the context of the characteristics of individual services.Purpose - Identification of the human resource management and factors that influence the motivation of officers in selected Polish uniformed services - the Police, Border Guard and Customs and Fiscal ServiceDesign / methodology / approach - Review of literature, reports on empirical research and applicable legal regulationsFindings - The basic mutual element of the Police, the Border Guard and the Customs and Fiscal Service is the use of uniforms and officers subordination system, but also the centralism of the organizational structure and hierarchical subordination. The activities of these services, including the implementation of the human resource management process, are regulated by relevant legal regulations. Service requirements, the scope of tasks, obligations and responsibilities, the process of employee selection, evaluation, promotion, but also retirement provisions are strictly determined. Similarities and differences in this area have been presented. The analysis of the results of empirical research allows to identify motivating and demotivating factors for officers.Originality/value - A comparison of selected areas of human resources management in the Police,  the Border Guard and the Customs and Fiscal Service was made. The similarities and differences appearing in this respect were pointed out. Recommendations regarding motivating officers were presented

The concerns related with functioning of the companies providing the security services in Poland is presented in this papers in broad extent. Such companies are called Professional Armed Security Formations (SUFO) (pol. Specjalistyczne Uzbrojone Formacje Ochroniarskie (SUFO)). This article gives insight into basic terms, as well as into the role and tasks of companies handling with provision of security services. The article also presents the forms of cooperation with selected services, such as: Police, State Fire Service and other similarly important ones, statutorily enacted for the performance of functions related with internal security.

W artykule omówiony został przykład zastosowania systemów zdalnej obecności w zabezpieczeniu działań logistycznych i taktycznych Służb Granicznych RP.
This paper describes preliminary results of the interdisciplinary research and development venture. General idea of the project comes from boarder control and law-enforcement forces whose big scope of work is related with K-9 dogs activity. The main functionality of the system is to monitor and control the K-9 dog during high level risk operations. The main task of the project is to develop remote solutions that support dogs guide during different special activities. According to the law-enforcement operational procedures, system has been designed basing on three different modules: special dogs electronic vest, mobile command center and supporting UAV (Unnamed Airborne Vehicle) platform. Project integrates such technologies as GNSS (Global Navigation Satellite System), IMU (Inertial Measurement Unit), TLS (Terrestrial Laser Scanning) and UAV platforms as a support device. Three-dimensional spatial mapping for room recognition purposes is one of the required functionalities of the electronic vest. First laboratory tests were taken with 3d spatial mapping tools based on structural light and mobile and terrestrial laser scanning. The main task of these tests was to establish the best performance and quality in relation to weight and spatial capacity. Second set of tests has been taken with GNSS method to establish efficient and disturbances-free positioning system. Testing process contains different receivers (single and multi-frequency) and positioning methods (DGNSS – Differential GNSS; SPP – Single Point Positioning; RTK – Real Time Kinematic) expected to be used for positioning of system modules (dog’s vest, guide, crew, mobile command center and UAV). Optical video modules designed specially for project purposes have been tested. Global result of the described tests shows potential of using the multi-sensor equipment for remote geospatial recognition, measurement and communication during K-9 special activities.

We live in a time when terrorism is everywhere, having become a permanent element of modern world’s landscape. Hardly a day passes without mass media notifying us of yet another terrorist attack. States create laws aimed at making the functioning of the society orderly and protecting citizens against actions aimed at disturbing social balance and interfering with their peaceful and safe life. Under the above-indicated act, the Minister of the Interior and Administration is in charge of most anti-terrorist tasks. He has at his disposal tools, in the form of units subordinate to him, with which such tasks can be performed. Said units include: Police, Border Guard, Government Protection Bureau, State Fire Service. Units subordinate to the Minister of the Interior and Administration are charged with very important tasks as far as preventing and combating terrorist threats are concerned.
