Opis:

There are two types of conditions relating to the provision of airport services- conditions resulting from competition law and conditions resulting from sectoral regulations. These conditions differ mainly in the nature of public intervention. Present competition law considerations of airport services in the EU and Poland derive from legislation and case law on the three major areas of application of the competition rules of (mainly) European Union: the prohibition of restrictive practices (agreements restricting competition and abuse of a dominant position) , preventive merger control and prohibition of anti-competitive practices. In all these areas could potentially occur violations of competition rules, both by airport managers and the airport users.

In recent years, the aviation sector has been developing dynamically. The constant increase in the number of passengers contributes to an escalation in the number of air operations. This trend is mainly due to the increased traffic not only in airspace but also within airports. The large concentration of aircraft at the largest airports makes ground-flying phases such as taxiing or take-off becoming a challenge for pilots, ground services, and air traffic controllers. An intensive operation of many objects on the airport's manoeuvring areas can lead to collisions between them. Global air traffic is growing constantly, with record numbers of air operations and passengers carried. The probability of a collision increases, which leads not only to the cancellation of the flight but also to the significant costs of the aircrafts repair. The statistical analysis allows to highlight the problems related to the issue of ground collisions at airports and can also confirm the thesis concerning the growth and density of air traffic.

The ever-growing imbalance between the demand for air transport and the availability of suitable airport infrastructure to meet this demand has made it necessary to establish rules governing the allocation of slots to air carriers at congested airports. Slots are allocated to ensure the efficient use of airport infrastructure and to maximise benefits for airlines and their passengers. The first part of the article examines the global guidelines in this area that are published periodically by the International Air Transport Association (IATA). A detailed analysis of the European Union (EU) aviation legislation that regulates access to airports which have insufficient runway and terminal infrastructure capacity then follows. The last part of this study is devoted to discussing legal and practical aspects of slot allocation at Polish airports. The results of the conducted analyses are presented in the summary and conclusions.

Opis:

Are regional airports economic effectiveness-oriented? Evidence from Poland Striving for a satisfactory level of effectiveness, managers must take actions aimed at achieving the set objectives and at reacting flexibly to changes that take place in the environment. They can do it by referring to the concept of dynamic capabilities that draw attention to a specific category of competences. Assuming that dynamic capabilities can be developed in any type of organisation, the article attempts to answer the question about the reasons for the differences in economic effectiveness of 13 Polish regional airports and 458 private enterprises. The results suggest that the category of economic effectiveness is important not only for private enterprises but also for regional airports. The findings reveal that the development of dynamic capabilities is conditioned not only by the period of the enterprise’s existence but also by the context of its operation, primarily the industry context.

This article deals with the design of new generation of airports terminals using the concept of smart interactive terminal and presents its main functional zones and technologies. In addition, adoption of technology as symbolic expressive tool in the architecture of airports terminals. Problem of the research is lack of approach and practice of smart interactive terminals functional planning and organization, the previous researches about this type of buildings are dealing with the influence of technology on one functional zone inside the terminal, not taking all functional zones inside it. The aims of research are presenting the influence of technology on all functional zones inside the smart interactive terminal and understanding the connection between them, this study will look also at the transformation of airport terminal interior design in relation to technology and automatic passengers processing systems. additionally, introducing the functional planning of smart interactive terminals buildings and its architectural design features. The results of developing a smart integrated terminal are presented. A comparative functional analysis was done of the proposed terminals as well as its design and technology.

The dynamic development of the European air transport market is the result of the liberalisation processes that have taken place in the European Union over the last thirty years. The EU’s aviation policy has not only widened the access of carriers to the market, but has also increased competition in the air transport sector as a whole. The article looks at regulations concerning the system of airport charges as a mechanism used by the airport managing body to ensure a competitive position on the market. The analysis covers international, EU and national law on airport charges. ICAO documents concerning commercial activities of airports, which are not legal standards but have to be taken into account due to their importance for the characteristics of the subject of the study, are also discussed.

W artykule omówiono 4 polityki poprawy jakości życia w regionach lotniskowych, tj. łagodzenie negatywnych skutków funkcjonowania lotnisk, system indywidualnych rekompensat, inwestowanie oraz zarządzanie i koordynacja różnych działań. Ponadto przedstawiona została rola władz regionalnych i lokalnym w zakresie poprawy jakości życia w regionach lotniskowych.
The article concerns quality of life in airport regions, which in EU countries plays stronger part in process of regional and local spatial planning and airport’s development. The article presents experiences of European regions and cities collected during the realization of QLAIR (Quality of Life in Airport Regions) project. In the article the policies of quality of life’s improvement are discusses. These are: mitigation of negative effects, individual compensation scheme, investment in the surrounding area and governance and coordination between public policies. Moreover, there is presented role of regional and local authorities in improving quality of life in airport regions.

Opracowano analizę zrealizowanych w latach 2016-2017 usług transportowych w polskich portach lotniczych, wymieniono najważniejsze ze względu na liczbę obsłużonych pasażerów lotniska funkcjonujące w naszym kraju oraz przedstawiono najpopularniejszych przewoźników realizujących przewozy osób za pomocą samolotów.
Selected elements of the air transport infrastructure have been discussed in the article. Basic zones of airports and terminals have been characterised. The article also explains why identification of airports is important and how these types of structures can be classified. An analysis of transport services delivered in 2016-2017 at Polish airports was conducted, the most important airports, as for the number of passengers served in our country, were mentioned as well as the most popular carriers providing the transport of people by means of airplanes were presented.

Research presented in this article was undertaken to determine how representatives of authorities and residents of communes perceive airports in the context of the impact of these airports on the socio-economic situation in the communes. The goal was achieved using: analysis of documentation of communes, analysis of data on the functioning of airports, and a diagnostic survey using the interview technique and survey technique. The research was carried out on representatives of 5 communes located in Poland. To analyse the collected material and present the results, Statistica v.13.3, R v.4.0.0 and RStudio editor software were used. Results of this research proved that airports play a pivotal role in stimulating the development of the region. They influence the quality of life in the commune by contributing to the creation of jobs, attracting investors, and generating income for the municipal budget through taxes paid.

Wasteful spending of public funds, leading to the creation of “ghost airports”, is often described as a regulatory failure and a major deficiency in European State aid control. It is pointed out that decisions to build or upgrade an airport are often illconceived, poorly implemented, and without economic justification. This raises the question whether European law, namely its State aid control system, contains inherent flaws or whether the European Commission’s decisionmaking process can be improved by increasing reliance on objective economic reasoning under the existing legal framework. This article provides an analysis of the decisionmaking problems leading to failed aid efforts; of the role of the economic approach in State aids; and of the standard of economic assessment required in State aid cases. The article concludes with de lege ferenda postulates.

Analiza umowy „otwartego nieba” wskazuje, iż jest ona oparta na podstawowych teoriach handlu międzynarodowego. Stanowi ona, iż pełna liberalizacja międzynarodowego rynku usług transportu lotniczego doprowadzi do zwiększenia wydajności systemu oraz zapewni dodatkowe korzyści dla wszystkich uczestników rynku. Nieodłączną konsekwencją liberalizacji jest wzrost konkurencji na rynku, a co za tym idzie – pojawienie się nowych produktów. W ten sposób powstały linie niskokosztowe, które zaczęły oferować rozwiązania niespotykane u klasycznych przewoźników. Doświadczenia w Europie pokazują, iż deregulacja rynku doprowadziła do niewielkiego wzrostu konkurencji pomiędzy klasycznymi przewoźnikami, zaś w przypadku rynku przewoźników niskokosztowych w krótkim czasie nastąpił wzrost popytu na transport pasażerski oraz rozwój portów lotniczych. Głównym celem artykułu jest analiza zmian wielkości lotniczego ruchu pasażerskiego w europejskich portach lotniczych w latach 2010–2015. Przeprowadzona analiza wskazuje, iż najważniejsze europejskie porty lotnicze ze względu na tendencję rozwoju podzielić można na dwie zasadnicze grupy. Do grupy o tendencjach spadkowych zaliczyć należy część portów hiszpańskich, cypryjskich oraz port na wyspie Kos. W drugiej grupie, z tendencją wzrostu liczby pasażerów, znajdują się pozostałe porty lotnicze. Ogromne znaczenie dla ich rozwoju posiadają loty czarterowe, jednak na przykładzie Polski zauważyć można ich słabnący wpływ na wielkość ruchu pasażerskiego. W Polsce w 2015 roku ich udział zmalał do 15,5% ogólnej liczby pasażerów. W odróżnieniu od lotów czarterowych wzrasta znaczenie przewozów pasażerskich, tak zwanych tanich linii lotniczych. Najwięksi z przewoźników niskokosztowych zdobyli ponad 60% udział w polskim rynku.
Analysis of the “open skies” agreement indicates that it is based on the basic theories of international trade. It provides that the full liberalization of the international air transport market will increase the efficiency of the system and provide additional benefits to all market participants. An inherent consequence of liberalization is the creation of increased competition on the market and thus often leads to the creation of new products. That is how low-cost airlines were created, which have begun to offer solutions uncommon at classical carriers. Experiences in Europe show that deregulation of the air transport market has led to a slight increase of competition between traditional carriers and in the case of a low-cost airlines market has resulted in a short time that the demand for passenger transport and airport infrastructure was developing. The main aim of this article is an analysis of changes in the volume of air passenger traffic at European airports in years 2010–2015. The analysis shows that the most important European airports, due to the tendency of development, can be divided into two main groups. To the group of declining trends should be included a part of the Spanish ports, the Cypriot ports and the port of Kos. In the second group with increased trend in the number of passengers are other airports. Utmost importance for their development have charter flights. However, on the example of Poland can be observed their weakening impact on the volume of passenger traffic. In Poland in 2015 their contribution decreased to 15.5% of the total number of passengers. Great importance for the number of passengers using air transport is characterized by connections offered by the so-called low cost airlines. The largest of the low-cost carriers have gained more than 60% share in the Polish market.air transport, airports, Europe, tourism movement

W Polsce przez wiele lat dostęp do transportu lotniczego był dla przeciętnego obywatela mocno ograniczony, zarówno ze względu na ceny jak i odległość od lotniska. Po liberalizacji rynku lotniczego i wprowadzeniu polityki „otwartego nieba” sytuacja ta jednak ulegała diametralnej zmianie. Pojawienie się przewoźników niskokosztowych zdecydowanie zwiększyło dostępność transportu lotniczego pod względem finansowym. Miało ono również niebagatelny wpływ na rozwój regionalnych portów lotniczych, które do tej pory pełniły jedynie służebną rolę w stosunku do centralnego lotniska kraju Warszawa-Okęcie. Rozwój portów regionalnych usunął w znacznym stopniu terytorialne ograniczenie dostępności transportu lotniczego, gdyż to właśnie z tych portów można się obecnie dostać w wiele zakątków Europy i świata. Dlatego też obecnie obserwujemy ciągły wzrost znaczenia regionalnych portów lotniczych. Tendencja ta dotyczy nie tylko Polski, ale również wielu krajów Europy. Celem niniejszego artykułu jest określenie stopnia rozwoju regionalnych portów lotniczych w Polsce oraz wskazanie ich roli w rynku lotniczym kraju na tle trendów w transporcie lotniczym w wybranych krajach UE.
In Poland for many years access to air transport for the average citizen has been very limited, both in terms of cost and distance from the airport. After the liberalization of the aviation market and the introduction of the policy of "open skies", this situation has changed diametrically. The emergence of low-cost carriers has definitely increased the financial availability of air transport. It has also a great influence on the development of regional airports, which have for many years played only a subordinate role in relation to the country's central airport in Warsaw-Okecie. The development of regional airports largely removed the territorial limitation of the availability of air transport, since it is from these ports, we can now get in many parts of Europe and the world. Therefore, we are now seeing a continuous increase in the importance of regional airports. This trend concerns not only Polish, but also in many European countries. The purpose of this article is to determine the degree of development of regional airports in Poland and an indication of their role in the aviation market of the country against trends transport in selected EU countries.

Or should it cooperate with airlines and share the risk of building the infrastructure works?

Celem niniejszego artykułu jest analiza problematyki rozwoju lokalnego lotniska w odniesieniu do kwestii bezpieczeństwa w lotnictwie cywilnym. W pierwszej części artykułu przedstawiono główne definicje pojawiające się w obszarze General Aviation i dane statystyczne odnośnie lotnisk cywilnych w Polsce, z kolei w drugiej części skupiono się na możliwych działaniach władz lokalnych oraz organizacji międzynarodowych podczas budowy bezpieczeństwa miejscowego i regionalnego przy jednoczesnym rozwoju regionu pod względem gospodarczym, naukowym i technicznym.
The role of local government units focuses on direct development activities related to economy, tourism and safety in a certain area. Local airports have become effective tools to build safety policy by local government units. They also have a huge potential for the regional development. The aim of the article is an analysis of local airport development with the regard to civil aviation safety. The first part of the article presents statistics and main definitions related to General Aviation. The second part contains possible actions of local government units and international organizations to build the local and regional safety as regards economics, science and technology.

Passenger traffic at airports is characterised by fluctuations resulting from the influence of several factors. The influence of each factor is different, leading to unpredictable passenger traffic patterns that make planning difficult. Previous studies used geographic, demographic, and economic variables as exploratory factors to examine air travel demand. The study explores several variables to confirm airports and airlines’ characteristics as demand factors for domestic air travel in Nigeria. Data for the study were collected by administering a questionnaire to respondents at major domestic airports in Nigeria. The variables were presented in the 5-point Likert Scale for respondents to rank in order of significance. Exploratory and confirmatory factor analyses (EFA and CFA) were employed to identify the significant factors affecting passenger traffic at domestic airports in Nigeria. EFA reduced fifteen variables to four orthogonal factors influencing passenger traffic at domestic airports. CFA validates airport and airline services, demographics, economic factors, and airport size and facilities as significant factors affecting passenger traffic at domestic airports in Nigeria. The model fit test shows CMIN/DF = 2.263; CFI = 0.940; GFI = 0.929; NFI = 0.901; and RMSEA = 0.078. The result identifies airport and airline characteristics as factors influencing passenger traffic at the domestic airport in any country. It implies that airport and airline characteristics significantly influence domestic air traffic and needs to be included in modelling. Identifying airport and airline characteristics as air travel determinants make this study unique for policy decisions to forecast domestic passenger traffic in a country.

Celem pracy jest określenie wpływu cyrkulacji atmosfery na występowanie mgieł na wybranych lotniskach w Polsce. Wykorzystano dane z okresu 1981-2015, obejmujące liczbę godzin z mgłą w poszczególnych dniach na stacjach w Szczecinie, Gdańsku, Poznaniu, Warszawie, Wrocławiu, Krakowie i Rzeszowie. Typy cyrkulacji atmosferycznej zostały opisane zgodnie z typologią J. Lityńskiego. Dodatkowo wykorzystano dane uzupełniające, obejmujące Numeryczny Model Terenu (DEM), mapy sieci rzecznej i zbiorników wodnych w Polsce oraz mapę pokrycia terenu CORINE Land Cover 2012. Z przeprowadzonych analiz wynika, że istotną rolę w występowaniu dni z mgłą odgrywają kierunki adwekcji powietrza. W większości przypadków najwięcej dni z mgłą występowało podczas adwekcji powietrza z kierunków południowych, a najmniej z północnych, niezależnie od pory roku. Zróżnicowanie przestrzenne występowania mgły w określonym typie cyrkulacji jest spowodowane między innymi wpływem warunków lokalnych. Największy wpływ wykazują rzeźba terenu i obecność zbiorników wodnych.
The aim of this paper is to examine the influence of atmospheric circulation on the occurrence of days with fog at the airports in Poland. The data included the number of hours with fog on particular days in the period of 1981-2015 on the stations in Szczecin, Gdańsk, Poznań, Warszawa, Wrocław, Kraków and Rzeszów. The study uses the circulation typology by J. Lityński. Additionallny, Digital Elevation Model, map of rivers and water reservoirs in Poland and land cover map CORINE 2012 were used in this research. The occurrence of days with fog in particular circulation types was assessed with the frequency and conditional probability. It was found that the directions of air advection play an important role in the occurrence of days with fog. In most cases the most days with fog occurred during air advection from southern directions and the least from northern ones. The spatial diversity of fog occurrence in a given type of circulation is caused by the influence of local conditions. The strongest influence is exerted by the relief and the presence of water reservoirs.

W artykule przedstawiono wyniki oceny uwarunkowań środowiskowych dla czterech lokalizacji planowanych lotnisk cywilnych: w Modlinie, Mińsku Mazowieckim, Sochaczewie i Radomiu. W szczególności przeanalizowano rolę uwarunkowań klimatycznych, fizycznogeograficznych oraz związanych z ochroną przyrody. Ocena warunków klimatycznych dotyczyła wpływu stanów pogody na bezpieczeństwo ruchu lotniczego. Dla wszystkich analizowanych lotnisk przedstawiono częstotliwość występowania niekorzystnych zjawisk pogodowych (mgła, zamieć, gołoledź, burza, grad, porywy wiatru) oraz obliczono syntetyczny Wskaźnik Zagrożeń Pogodowych (WZP). Wykorzystano przy tym dostępne codzienne dane meteorologiczne. Z przeprowadzonej analizy wynika, że największa liczba niebezpiecznych zjawisk pogodowych występuje w ciągu roku w Sochaczewie i Modlinie. W Mińsku Mazowieckim głównym zagrożeniem jest stosunkowo wysoka liczba dni z mgłą. Najlepsze warunki klimatyczne dla ruchu lotniczego występują w Radomiu, dla którego wartość WZP wynosi 13%. Dla Modlina i Sochaczewa wskaźnik ten osiąga wartość 25%, co oznacza, że średnio co 4 dni występują niekorzystne warunki pogodowe. Zróżnicowanie warunków geograficznych oraz rozmieszczenie i charakter obszarów chronionych analizowano jako czynniki wspomagające lub ograniczające możliwość budowy i funkcjonowania lotniska oraz jako zestaw składników środowiska, które ulegną lub mogą ulec zmianom pod wpływem lotniska. W szczególności zwrócono uwagę na rodzaj i zasięg przestrzenny możliwych konfliktów z obszarami chronionymi (park narodowy, obszary Natura 2000, rezerwaty, parki krajobrazowe), uwzględniając przy tym obecność miejsc kolonijnego gniazdowania wielu gatunków ptaków chronionych. Wyniki analizy wskazują, że warunki abiotyczne terenu nie mają negatywnego wpływu na możliwość rozbudowy i funkcjonowania żadnego z czterech proponowanych lotnisk. Ze względu na wymogi ochrony przyrody najmniej korzystna jest lokalizacja w Modlinie. W tym przypadku funkcjonowanie lotniska będzie negatywnie oddziaływać na populacje licznych gatunków ptaków. Natomiast w przypadku pozostałych lokalizacji wpływ eksploatacji lotniska na warunki życia ptaków, ssaków i innych zwierząt występujących na okolicznych terenach będzie minimalny lub nieistotny. Lotnisko w Radomiu charakteryzuje się najniższym prawdopodobieństwem wystąpienia konfliktów, choć jednocześnie położone jest bardzo niekorzystnie w stosunku do zabudowy miejskiej.
This paper presents results of an environmental assessment for the planned airports in Modlin, Minsk Mazowiecki, Sochaczew, and Radom. This assessment covers the following topics: climatic conditions, geographical conditions, and nature protection. Evaluations of climatic conditions were made from the perspective of their influence on the safety of air traffic. The frequencies of particular weather events (fogs, storms, glaze, strong winds, hail, and blizzards) as well as the complex index of weather dangerous events (WZP) were calculated for compared airports. Daily meteorological records available were used for this purpose. During the whole year the greatest number of dangerous weather events is reported for Sochaczew and Modlin airports. In Minsk Mazowiecki the main weather disadvantage is frequent foggy days. The best climatic conditions for air traffic are observed in Radom where the value of the WZP index reaches 13%. In Modlin and Sochaczew the WZT is about 25% meaning unfavourable weather conditions can occur there every four days. The analyses of geographical conditions and nature protection were made from two points of view: (a) influence on and limitations of the possibilities of airport construction and the safety of air traffic; (b) the type and spatial extend of possible conflicts with nature protection demands. For this purpose the spatial relationships with the surrounding protected areas (national park, reserves, Natura 2000 sites) were analysed and special attention was paid to the presence of nesting places of protected birds. The results show that each of the proposed locations has its own limitations which negatively influence the functioning of the airport. The most potential nature protection issues occur in Modlin and the fewest in Radom. Nevertheless, all proposed locations must take into account that in the future more complex evaluations and planning could affect their suitability.

W artykule przedstawiono różnorodność przekształceń funkcjonalnych terenów dawnych portów lotniczych i wynikający z nich wymiar krajobrazowy. Wyróżniono pięć kierunków przekształceń: a) całkowity zanik śladów po porcie lotniczym, b) odzwierciedlenie we współczesnym układzie ulic, c) pozostawienie niektórych obiektów kubaturowych jako dziedzictwo kulturowe, d) przetrwanie niemal całej infrastruktury, przy braku funkcji transportowej, e) przekształcenie w lotnisko obsługujące lotnictwo ogólne. Elementy pierwotnego krajobrazu komunikacyjnego (kompleksu lotniskowego) są zachowane w dwóch ostatnich przypadkach, w pozostałych następuje całkowita transformacja krajobrazu. Kierunki te zilustrowano przykładami z miast Polski (Warszawa, Gdańsk, Wrocław, Kraków, Katowice, Szczecin) i wybranych miast europejskich.
This paper presents diverse types of functional transformations of former airport grounds and their resulting effects on landscape. Five types of transformation are identified: a) complete disappearance of airport infrastructure and erasure of its former existence, b) reflection in street layout, c) survival of selected airport buildings considered as cultural heritage, d) survival of nearly complete infrastructure, but definitive closure of air transport operations, e) transformation into general aviation airport. Elements of the original transport-related landscape (airport complex) are preserved in the latter two types, otherwise a total transformation of landscape occurs. These types are illustrated by examples from Polish (Warszawa, Gdańsk, Wrocław, Kraków, Katowice, Szczecin) and selected European cities.

Research background: The economic benefits that arise with the development of airport infrastructure are accompanied by negative externalities. Legal, technical and institutional instruments are used to mitigate or limit these effects. It involves state intervention in the use of real estate located in the vicinity of the airport, and the cost of such an intervention. On the other hand, as a result of state interventions, real estate market mechanisms are distorted. The balance on the market, prices and as a result the number of transactions is changing. Purpose of the article: The study evaluates adaptive efficiency, which is known as the ability of the real estate market system to adapt to the purpose of public intervention. The effectiveness of state intervention is measured as the difference between market transaction costs and costs after intervention. The former means the full coverage of all individual claims of property owners at market prices. However, after the intervention, these are costs of compensation and litigation (judicial, expert opinions, provisions for payment of damages), as well as the risk of the airport's insolvency. The state intervention system is also assessed through the prism of the lack of a methodology for assessing damages and subjective claims of property owners. The article focuses on the effects of the negative impact of airport noise resulting in limitations to residential buildings' usability and depreciation of their market value. The study is based on the example of one regional airport. Methods: The study evaluates the current compensation model related to the introduction of Limited Land Use Areas around airports in Poland, based on Poznan-Lawica airport case study. In the empirical part of the paper, we use regression analysis to examine the value of compensations for loss of property value ruled by courts, and duration analysis to explore court procedure duration time. Findings & Value added: This research is one of the important basic research on socio-spatial connection near an airport in Poland. We argue that the current practice related to compensation ruled by courts has substantial flaws (including the methodical error regarding the valuation of claims, where acoustic damage and value loss claims are treated as unrelated, thus both compensations are independently assessed). With the help of the Cox model, we demonstrate that the long distance from the airport and the location within the LUA increase the likelihood of court proceedings ending. The results are important due to the pending disputes and the costs threatening the functioning of airports in Poland.

Transportation and travel can be discussed without taking tourism into consideration, but tourism cannot thrive without travel. Transportation is an integral part of the tourism industry. It is largely due to the improvement of transportation that tourism has expanded. Air transport industry has substantially reduced travel time and travel costs for longer haul travels inside Europe in competition and complementarity with other transport modes. As a result over half of international tourist arrivals globally are now by air and international air passengers are predominantly tourists. The article presents development of Polish regional airports in the context of tourism industry needs. Author presents characteristics of polish aviation market, putting special attention on charter market. He also examines the development of Polish regional airports.
Transport i podróżowanie mogą być omawiane bez brania pod uwagę turystyki, ale turystyka nie może się rozwijać bez podróżowania. Transport jest integralną częścią przemysłu turystycznego. Turystyka rozwinęła się w dużej mierze dzięki usprawnieniu transportu. Branża transportu lotniczego znacząco skróciła czas i koszty podróży na dłuższym dystansie wewnątrz Europy w konkurencji i komplementarności z pozostałymi rodzajami transportu. W rezultacie ponad połowa międzynarodowych przyjazdów turystycznych na całym świecie odbywa się obecnie drogą lotniczą a międzynarodowymi pasażerami linii lotniczych są głównie turyści. Artykuł prezentuje rozwój polskich regionalnych portów lotniczych w kontekście potrzeb branży turystycznej. Autor przedstawia cechy polskiego rynku lotniczego, kładąc szczególną uwagę na rynek czarterowy, zajmuje się również badaniem rozwoju polskich lotnisk regionalnych.

The world economic crisis has had a big impact on the air transport business efficiency. Its effects are still present and require difficult and costly actions to be taken not only by airports managements, but also urban agglomerations’ authorities. Managers responsible for air transport coordination, with their limited investment funds, are forced to continuously improve the effectiveness of f light economics and of airports’ utilization. The article presents the outcomes of the economic crisis of the air transport busi- ness in Poland. It describes the circumstances conditioning the development of Katowice-Pyrzowice Airport and its future in a staggering economy, with special consideration to investments widening the availability of airport services within the urban agglomeration.

The paper pays attention to the increasing number of systems working on transport objects, as well as to the results of their implementation. System integration is proposed as one of the ways to increase functionality and safety of transport telematic systems. The paper defines and describes integration process and names its main purposes. In a similar way it presents two selected airport’s systems, used as an example in order to show the influence of integration and the difference between independent subsystems and the integrated unit. At the same time it pays special attention to benefits arising from integration according to limitation of systems’ inputs and outputs, which results in limitation of unnecessary repetitions of the same information as well as to repetitions of the same algorithms (elaborations of system’s outputs) in different subsystems. Finally effects of subsystems’ integration are presented according to the telematic services they realise.

Opis:

In the modern economy, an important aspect of the functioning of an organization is the effectiveness of the communications actions. They fulfil a key role in the process of creating the desired image of an organization, which influences the purchasing decisions of consumers, including the selection of airport by passengers. Factors determining the positive and negative opinions about airports should be an area of searching to reveal an airport unique values (benefits) that will highlight the offer of an airport in increasingly competitive transportation market. Article presents the factors influencing opinions and choice of an airport by Polish and foreign passengers that have been identified as a result of direct surveys carried out in November-December 2015 via direct interview (PAPI) on a sample of 929 respondents.
We współczesnej gospodarce ważnym aspektem funkcjonowania każdej organizacji jest skuteczność prowadzonych działań komunikacyjnych. Spełniają one kluczową rolę w procesie kreowania pożądanego wizerunku organizacji, który wpływa na podejmowane decyzje nabywcze konsumentów, w tym wybór portu lotniczego przez pasażerów. Czynniki warunkujące pozytywne i negatywne opinie pasażerów o lotniskach powinny być płaszczyzną poszukiwania dla poszczególnych portów lotniczych unikalnych wartości (korzyści), które pozwolą wyróżnić ofertę portu na coraz bardziej konkurencyjnym rynku transportowym. W artykule zaprezentowano czynniki wpływające na kształtowanie opinii i wybór lotniska przez polskich i zagranicznych pasażerów, które zostały zidentyfikowane w wyniku badań bezpośrednich przeprowadzonych w listopadzie-grudniu 2015r. techniką wywiadu bezpośredniego (PAPI) na próbie 929 respondentów.

The participation of air transport in the service of Polish passenger traffic in area of tourism as well as business travels has been slight in the totality of passenger traffic. From the year 2004 Poland take a part of European Union. In that case the process of demonopolization of transportation market, connected with politics of "Open Air" has been began. Initiating changes in the service of passenger flows transformed also the structure of transportation. In result systematically increase the role of regional airports. Expansion of foreign low-cost carriers take a big part of the transformation of this market. According to prognosis of The Civil Aviation Office (CAO) and IATA, the Polish regional airports could service to over 63 millions of passengers in the year 2030. However it demend considerable investment at airoprts infrastructure and air navigation.

The article is devoted to the analysis of the direct impact of chosen airports on the regional labor markets in Poland. The authors try to answer the following research questions: how the development of the Polish air transport market influenced labor markets in regions? Whether the growing air traffic at Polish airports, particularly regional airports, entails the increase of employment at airports and in companies located at the airports and offering services for air transport? Whether the increase of employment is proportional to the increase in the number of passengers and cargo in the air transport? In the introduction the categories of impact of an airport on regional economy have been described, then the development of the air transport market in Poland after the accession to the EU and direct impact of chosen airports on labor market – employment generated by 5 regional airports, which shared the primary data, i.e. Kraków Airport, Katowice Airport, Wrocław Airport, Bydgoszcz Airport, and Szczecin Airport have been presented. The analysis of the size of employment has been tied with the analysis of changes in the size of air traffic in the examined airports. In the last part of the article these airports have been presented in the background of the biggest employers in the regions from the industry, trade and services sectors.

Artykuł bazuje na opracowaniu „Strategia Rozwoju Infrastruktury Lotnictwa Cywilnego na Mazowszu”, wykonanym w Instytucie Geografii i Przestrzennego Zagospodarowania PAN w 2008 roku dla Mazowieckiego Biura Planowania Przestrzennego oraz dla władz samorządowych województwa mazowieckiego. Przede wszystkim przedstawiono skrót analiz istniejącego i przewidywanego popytu na przewozy lotnicze w oparciu o potencjał demograficzny, ekonomiczny oraz rozwój turystyki, a następnie wariantową analizę dostępności przestrzennej, posługując się wypracowaną oryginalną metodyką delimitacji obszarów rynkowych. Przeprowadzone badania posłużyły dla postawienia wniosków lokalizacyjnych w postaci tabeli waloryzacyjnej, przydatnej do wyboru budowy lub rozbudowy lotnisk regionalnych na Mazowszu. Ma to znaczenie z punktu widzenia możliwości opracowania wariantowych scenariuszy rozwoju transportu lotniczego w regionie, zdeterminowanych przede wszystkim rozwojem innej infrastruktury oraz kształtowaniem się popytu.

Opis:

Głównym celem badań jest ocena znaczenia lotnisk poradzieckich w kształtowaniu się nowych przestrzeni gospodarczych zachodnich regionów Polski. Badanie objęło analizę wybranych elementów za-gospodarowania przestrzennego siedmiu lotnisk użytkowanych przed 1989 r. przez wojska Armii Radziec-kiej. Analiza była oparta o dane pozyskane z BDOT oraz dane dotyczące aktywności gospodarczej zebrane podczas badań terenowych. Na podstawie wyników stwierdzono, że odpowiednie wykorzystanie terenów dawnych lotnisk może sprzyjać rozwojowi gospodarczemu gmin, w których się one znajdują. Jednakże niezwykle istotną rolę odgrywa lokalizacja tego rodzaju terenów, w dużej mierze warunkująca osiągnięcie sukcesu w ich wykorzystaniu na cele gospodarcze.
The main purpose of the article was to identify the importance of post-Soviet airports in the shaping of new economic spaces in the western regions of Poland. The study included an analysis of selected aspects of spatial development of seven airports used before 1989 by the Soviet Army. The analysis was based on data obtained from the Topographic Objects Database and data on economic activity collected during field studies. The study showed that the appropriate use of the areas of former airports may be conducive to the economic development of the municipalities in which they are located. However, an extremely impor-tant role is played by the factors associated with the location of post-military area, largely conditioning the achievement of success in their use for economic purposes.

W artykule przedstawiono system informatyczny przeznaczony do ochrony radiologicznej portów lotniczych. Przedstawiono podstawowe elementy bloku detekcji promieniowania gamma i neutronowego oraz rozwiązanie systemu informatycznego do ich zarządzania i monitorowania. Z uwagi na specyfikę obiektu jakim są porty lotnicze, ważnym elementem systemu informatycznego jest identyfikacja źródła promieniowania. Zaprezentowano rozwiązanie tego zagadnienia.
In the paper an information system designed for radiological protection of airports is presented. Basic elements of the block detecting gamma and neutron radiation (Fig. 1) and the block diagram of a computer system for managing and monitoring are outlined. The detection block is used for detection of nuclear and radioactive materials. Detectors presented in the paper are manu-factured by Polish Company Relpol Ltd. They are a new generation of radiation detectors and can be used at border crossings, airports, nuclear factories, etc. The detection blocks can be monitored by a local control module or remotely by an information system which can managed up to 16 detection blocks. The information system collects from the detection blocks the data about its current status and events and stores this information in its data base. Due to the fact that airports are a specific object, the important component of a radiological system is identification of the place of radiation sources. A solution to this issue is based on integration of the data from the detection block and a picture from an IP camera. The functional solution and the view of the main window of the radiology system with precise identification of the radiation source are shown in Figs. 4 -7.

Tymczasem inicjatywy podejmowane przez porty lotnicze w mediach społecznościowych przyczyniają się do identyfikacji odbiorców, a następnie opracowania adekwatnej strategii marketingowej w celu budowania przewagi konkurencyjnej. Celem artykułu jest przedstawienie diagnozy aktywności marketingowej polskich, regionalnych portów lotniczych w portalach społecznościowych: Facebook, Twitter, YouTube. Rozważania oparto na źródłach pierwotnych i wtórnych oraz na dostępnej literaturze przedmiotu.
Social media is a tool to help meet the business goals of airport management companies. Their skilful use contributes to greater efficiency in reaching customers with the desired message. So far on-line communication has been invested mainly by airlines. At the same time, the initiatives taken by airports in social media can help identify consumers and then develop an adequate marketing strategy to build competitive advantage. The aim of the article is to present the diagnosis of marketing activity of Polish regional airports on social media: Facebook, Twitter, and YouTube. The situation of Polish regional airports is presented in the context of their development prospects. Market trends for air transport are taken into account. Considerations are based on primary and secondary sources and on the available literature of the subject.
Социальные медиа – инструмент, поддерживающий достижение бизнесцелей фирм, управляющих аэродромами. До сих пор в онлайн коммуникацию инвестировали в основном авиакомпании, тогда как инициативы, предпринимаемые авиапортами в социальных медиа, способствуют выявлению адресатов, а затем выработке адекватной маркетинговой стратегии для достижения конкурентного преимущества. Цель статьи – представить диагноз маркетинговой активности польских региональных авиапортов в общественных порталах: Facebook, Twitter, YouTube. Рассуждения основаны на первичных и вторичных источниках и на доступной литературе предмета.

The purpose of this article is to gather and sum up selected identified trends and policies related to the aviation market. The article mentions deregulation of airline industry in the USA in 1970’s and the results suchas the ‘hub-and-spoke’ model of aviation or low-cost-carriers appear. The second part of article is dedicated to changes in airport policies. Under the pressure of growing competition between airports, some of them started to search for new opportunities to develop their competiveness changing from places where passengers arrived and departed to multifunctional centres connecting traditional transport functions with entertainment, conference and retail services – ‘airport cities’ – closer integration with local and regional governments and searching theirown paths of development result in a more careful approach to surroundings and environment.
W ciągu ostatnich lat rynek lotniczy rozwinął się na nieprawdopodobną wręcz skalę. Od momentu zaistnienia usług lotniczego transportu pasażerów zarezerwowanych początkowo dla ludzi bogatych i wpływowych, do dziś, kiedy latanie dostępne jest dla każdego przeciętnego człowieka. Przez wszystkie te lata, przemiany i transformacje dotknęły praktycznie wszystkich aspektów awiacji poczynając od samolotów przez procedury i wymagania w różnych dziedzinach, a kończąc na priorytetach rozwoju. Celem niniejszego artykułu jest zebranie i podsumowanie kilku zidentyfikowanych w ostatnich latach trendów, występujących nie tylko na rynku usług lotniczych, ale również na lotniskach. Artykuł porusza tematykę deregulacji usług lotniczych, która oprócz upowszechnienia się systemu hubowego realizacji przewozów umożliwiła powstanie i rozwój przewoźników niskokosztowych, co było swego rodzaju rewolucją w lotniczym transporcie osób. W odniesieniu do portów lotniczych artykuł przybliża pozalotnicze formy ich działalności w formie airport cities.

W artykule omówiono obecny stan portów lotniczych obsługujących aglomerację warszawską (Lotnisko Chopina oraz Modlin), przedstawiono problemy, które uniemożliwiają swobodny wzrost ruchu lotniczego na obu lotniskach wraz z zaproponowaniem rozwiązań, które pomogą złagodzić te problemy. Ponadto odniesiono się do planów budowy Centralnego Portu Komunikacyjnego w gminie Baranów, a także do propozycji budowy drugiego lotniska mającego odciążyć Lotnisko Chopina do czasu uruchomienia CPK. Oceniono także jak poszczególne rozwiązania wpłyną na port przesiadkowy Polskich Linii Lotniczych LOT w Warszawie, które będą musiały się zmierzyć z rosnącym zatłoczeniem Lotniska Chopina (a tym samym wyczerpującą się przepustowość) w stosunku do bardzo ambitnych planów rozwoju przewoźnika w ciągu najbliższych kilku lat.
The aim of this paper is to present airports for the Warsaw agglomeration (Chopin Airport and Warsaw Modlin Airport). The lecture presents problems limiting the development of these airportsand it shown proposed solutions would minimize these problems. Also related to the plans for the construction of the Polish Central Hub, which will be located 40 km from Warsaw. Also presents a plan for the construction of another airport near Warsaw until the CPK will be launched. The paper also described the current situation of the LOT Polish Airlines, who has a hub at Chopin Airport. Also analyzed ambitious LOT’s development plan in relation to the limited capacity of the Warsaw Chopin Airport

Opis:

The paper presents results of survey of European airports and civilian landing fields. The most important features, such as location, airport category technical characteristics of the runway, and equipment were collected in a database form. Moreover, a broad demographic analysis has been performed, the objectives of which included the determination of the number of population living in the immediate vicinity of airports of various categories. Catchment areas for airports of various categories have also been specified. Based on the analysis of the results, the suitability of airports for use within air transport system operated with light transport aircraft has been evaluated.

Opis:

Fluctuations that characterise airport traffic make planning for efficient operations difficult. This study examines air cargo traffic at Murtala International Airport, Lagos, Nigeria, and Kotoka International Airport, Accra, Ghana. The study focused on the trend of cargo volume, origin, and destination and forecasted the cargo volume at the airports. Air cargo data from 1991-2022 were collected from the Federal Airport Authority of Nigeria (FAAN) and Ghana Airport Company Limited (GACL). Descriptive techniques using line graphs and GIS mapping were used to analyse data. Time series techniques of moving and weighted averages, exponential smoothing, and least square techniques were used to forecast the cargo volume of the airports. The study found a characteristic fluctuating pattern of cargo flow. Nigeria’s dominating export cargo types are general goods, edible items, and hair attachments. Ghana’s dominating export cargo types were pineapple, general goods, and papaya. Germany, followed by Ethiopia and Turkey, dominate the origin of import cargo, while the United Kingdom, UAE, and Turkey dominate the destination of export cargo from Nigeria. Luxembourg, Turkey, and the UK dominate the origin of import cargo, while the UK, Netherlands, UAE, and Qatar dominate the destination of export cargo in Ghana. The least-square technique predicts 3.67% and 2.3% growth of cargo traffic in Nigeria and Ghana, respectively. An increasing trend in cargo volume was predicted for both airports. Both countries need to strategise on their relationships with other countries and develop policies that will increase cargo flow by air.

Powszechny dostęp do bezzałogowych statków powietrznych popularnie określanych dronami powoduje, że coraz częściej zdarzają się incydenty z ich udziałem. Zagrożenia generowane przez drony w odniesieniu do infrastruktury krytycznej, w tym portów lotniczych, niezależnie od tego czy powstają w sposób intencjonalny czy nieintencjonalny stwarzają realne niebezpieczeństwo dla funkcjonowania portów lotniczych. Nieautoryzowane wtargnięcie drona w obszar portu lotniczego lub jego świadome wykorzystanie jako narzędzie aktu terrorystycznego mogą być bezpośrednią przyczyną kolizji ze statkiem powietrznym lub spowodować zniszczenie (uszkodzenie) infrastruktury portu lotniczego. Ochrona portu lotniczego przed tego rodzaju zagrożeniami wymaga kompleksowego podejścia obejmującego: wprowadzanie adekwatnych regulacji prawnych, zbudowanie systemu zapobiegania zagrożeniom, utrzymywanie w gotowości zasobów zapewniających wykrywanie, identyfikację i neutralizację zagrożeń generowanych przez drony oraz zbieranie doświadczeń.
The common access to unmanned aircraft, popularly referred to as drones, causes more and more incidents involving this kind of aircraft. Threats generated by drones in relation to critical infrastructure, including airports, regardless of whether they arise intentionally or unintentionally, pose a real threat to the functioning of airports. Unauthorized drone intrusion into the airport area or its deliberate use as a tool of a terrorist act may be a direct cause of a collision with an aircraft or destruction (damage) to airport infrastructure. Protecting an airport against such threats requires a comprehensive approach including: introducing adequate legal regulations, building a threat prevention system, maintaining readiness of resources to detect, identifying and neutralizing threats generated by drones, and gathering lessons learned.

W artykule przedstawiony został problem rozwoju infrastruktury transportowej w gałęzi transport lotniczy. Podstawowym kryterium merytorycznym przywoływanym jako podstawa do tworzenia lotnisk pozostawały dotąd: obszar ewentualnego oddziaływania oraz skupiona na tym obszarze ludność. Stanowić to miało zaplecze lotniska. Autor wskazuje, że przyjmowane kryteria lokalizacyjne uzasadniające funkcjonowanie części z polskich lotnisk wypaczają ideę ich istnienia. Funkcjonując, a niekiedy tylko istniejąc lotniska generują koszty bez możliwości pokrycia ich stosownymi wpływami.
The article presents the problem of infrastructure development in air transport. The basic criterion creating the airports were so far: the possible impact area and the population of this area. They were to be synonymous with the possibilities of the airport. The author points out that the setting location for the part of the Polish airports distort the idea of their existence. Functioning, and sometimes only existing airports generate costs without being able to cover their with corresponding influences.

Celem artykułu jest przedstawienie problemów dotyczących zmian w zakresie bezpieczeństwa międzynarodowych portów lotniczych. Z powodu nowych rodzajów zagrożeń oraz znacznego wzrostu liczby pasażerów, wprowadzane są nowe rozwiązania technologiczne które wpływają na bezpieczeństwo stref zastrzeżonych oraz ogólnodostępnych. Problem ten ze względu na swoją złożoność oraz nieprzewidywalność wciąż pozostawia szeroką przestrzeń do wprowadzania ulepszeń oraz podnoszenia ich skuteczności. Na podstawie przeprowadzonych badań, postawiono hipotezę roboczą, że kompetencje zawodowe pracowników oraz odpowiedni dobór elektronicznych urządzeń wspomagających, odgrywają istotne znaczenie dla stanu bezpieczeństwa międzynarodowych portów lotniczych.
The aim of the paper is to present the problems of international airport security. As a result of new types of threats and a significant increase in the number of passengers, new technological solutions are introduced which influence the security of security restricted areas and public areas. This problem, because of its complexity and unpredictability, still leaves a wide margin for improvement and efficiency. On the basis of the studies carried out the work hypothesis, that the professional competence of security personnel and the appropriate selection of electronic assistive devices play an important role in the security of an international airport.

The European Geostationary Navigation Overlay Service (EGNOS) is the first pan-European satellite navigation system. EGNOS makes GPS suitable for safety critical applications such as flying and landing an aircraft. To use EGNOS in aviation the system monitoring and validation in certain localization in needed, as well as official flight procedure design and certification. According to these rules, several GNSS/EGNOS stations located at Polish airfields are currently operational, permanently collecting EGNOS data. The newest monitoring station was established and put into operation at the Polish Air Force Academy in Dęblin in the beginning of 2016. Dęblin is situated in central-eastern part of Poland (south of Warsaw). Until recently this area was on the edge of official coverage of EGNOS services, especially Safety-of-Life (SoL) service. Latest official documents declare that theoretically the eastern part of Poland is currently fully covered with EGNOS SoL service, however this still needs to be practically confirmed. New station equipped with the newest Javad Delta-3 GNSS receiver will allow to evaluate practical quality of EGNOS in this area. The article presents preliminary results of EGNOS Safety of Life service performance in Dęblin in comparison to the results obtained in Olsztyn which is situated in north-eastern part of Poland (north of Warsaw). The main parameters characterizing navigational system i.e. accuracy, integrity, continuity and availability were analyzed in detail. The results can be the basis to assess the possibility of implementation of the EGNOS APV approach and landing procedures in Dęblin and Olsztyn.

Opis:

An airport is a place where there is a possibility of many threats. Not without reason it is included in the critical infrastructure. The quite large area which the airports occupy makes it difficult to control all people in order to eliminate the smuggling of prohibited goods or bringing dangerous tools to the aircraft. This is an area where there is often a local, high density of people, which promotes theft or the possibility of hide an explosive charge. In addition, deliberate or accidental fire hazards are often associated with breakdowns. The article presents the characteristics of detection systems installed and used at the airports in terms of increasing the level of security of both passengers and their property.
Port lotniczy jest miejscem, gdzie istnieje możliwość wystąpienia wielu zagrożeń. Nie bez powodów zaliczany jest do budowli infrastruktury krytycznej. Dość duży obszar jaki zajmuje, utrudnia szczegółową kontrolę wszystkich osób, celem eliminacji przemytu towarów zakazanych czy wnoszeniu do samolotu niebezpiecznych narzędzi. To teren, na którym występuje często miejscowe, duże zagęszczenie ludzi, co sprzyja kradzieżom czy możliwości podrzucenia ładunku wybuchowego. Dodatkowo zagrożenia pożarowe spowodowane celowo bądź przypadkowe, często związane są z awariami. W artykule przedstawiono charakterystykę instalowanych i wykorzystywanych na terenie portów lotniczych systemów detekcyjnych pod kątem zwiększenia poziomu bezpieczeństwa zarówno pasażerów, jak i ich mienia.

The authors deal with the airport check-in process and its operational performance and quality aspects. The influence of increasing number of passengers in the technology and organization of passenger check-in process is also included.
