The paper analyzes the system of legal education in Lithuania. It provides a short historical overview and recent developments in this area. On the one hand, higher education institutions try to implement main goals of the Bologna Process and to provide two-cycle studies in the field of law. On the other hand, there are still very strong ties to the traditional one-stage model of legal studies. Thus, universities try to combine both these models and offer both two-stage and one-stage studies. In such a situation students are given an opportunity to choose the model they prefer. The paper gives an insight into the programs of studies offered by the universities in Lithuania. The last thing discussed in the article is the issue of securing quality of legal studies.

The reception of Polish literature in Lithuania is a complex phenomenon. For a long time there was a dominant trend of expanding the area of Lithuanian literature by incorporating into it some of the Polish-language authors who maintained contacts with Lithuania. As a result, the horizons of national literature naturally broadened. However, the reception of Julian Tuwim’s writing belongs to a different category. It needs to be remembered that in the Soviet period Polish literature offered Lithuanian intellectuals a passage to the outside world. It was in the work of western poets, Tuwim’s work included, that Lithuanian authors sought ways of expanding their avant-garde forms and dictions. Tuwim’s poetry has been largely read in its original, Polish version; therefore, there are few books collecting his poems. However, the influence of Tuwim’s work is recognized by some experts in translations of his work. However, Tuwim was made publicly known in Lithuania thanks an argument over the naming one of the street in Vilnius after his name. The article analysis public reactions to this argument and shows how this non-literaryevent made Tuwim a public figure in the country.

The article deals with the images of Lithuania found in Czesław Miłosz’s poetry. The novels and essays have only been used to confirm the conclusions drawn from the interpretation of selected poems. Despite the frequently-declared unwillingness of the author of Dolina Issy (The Valley of the Issa) to accept and use any autobiographical elements in literature, the land of his childhood has always been present in all the poet’s works. The explanation of this fascination with nostalgia seems to be unsatisfactory. The author of the article perceives the poetic images of Lithuania created by the uprooted immigrant as a symbol of his inner, not purely geographical, settlement. The subject of the discussion is the ever-changing perception of the Eastern-Borderland, which corresponds to particular stages of the protagonist’s journey through life. The starting point is the experience of eviction. It modifies the originally idealized vision of the “little homeland” and makes the hero’s attempt to reject or “amputate” it. The poems from the Światło dzienne (Daylight) collection surprise the reader by a hostile attitude towards the poet’s youth spent in Lithuania and the perception of those early memories as some destructive forces threatening the artist. It is only after a many years’ quest that the borderland heritage is appreciated and conquered again. Now, however, it acquires a different, more symbolic form. The cycle Miasto bez imienia (A Town without a Name) and the poem Gdzie wschodzi słońce i kędy zapada (Where the Sun Rises and Sets) are evidence of a gradual transformation. The faithful recreation in the poet’s memory of particular places and people changes into the construction of some outside religious space, built from the traces of the real world. Lithuania changes into a perfect reality, a Super-Land, capable of retaining the past and combining it with the present. It is a prop freeing the poet from the waste land of Urizen.

Systematic investigations of glaciotectonic features in Lithuania started in 1994. The first glaciotectonic review map of Lithuania has been carried out as a constituent part of the glaciotectonic map of central Europe. Two groups of landforms linked with glaciotectonic structures (composite ridges and massifs, drumlins and flutings) have been distinguished. Distribution of the pre-Quaternary megablocks in the Quaternary deposits is presented also, and the number of megablocks composed of rocks of different age and lithology is directly proportional to their extension in the sub-Quaternary surface. The other more detailed investigations of glaciotectonic features in Lithuania are connected with regular geological mapping in scale of 1:50 000. Results of the first detailed studies of glaciotectonic features (folds, thrust faults, diapirs) investigated in two outcrops in southeastern Lithuania and in the Lithuanian maritime region are presented in the paper.

The article compares ethic parties in Lithuania, Latvia, and Estonia. The author reconstructs the context in which ethnic parties were established, development of the organizations as well as their ideological profile. The second part of the article is devoted to the role that the parties played in the processes of inter-party competition, especially on the national level. Due to the fact that the parties in Latvia and Lithuania managed to obtain seats in the European Parliament, the article emphasizes their role in programming the interests of national minorities in Europe.

Electoral Action of Poles in Lithuania-Christian Families Alliance

The purpose of this article is to present the analysis of the election results of Lietuvos lenkų rinkimų akcija-Kriščioniškų šeimų sąjunga (LLRA-KŠS, Electoral Action of Poles in Lithuania-Christian Families Alliance) in Lithuania’s Parliamentary election 2016. The article presents a short review of the development of Lithuanian-Polish relationship. Several new events took place before Parliamentary election 2016 and had a certain impact on it. First of all, constituency borders were changed in Lithuania, what in general was very advantageous for LLRA-KŠS. Secondly, geopolitical and security situation in Russia changed dramatically because of its aggression in Ukraine and it also revealed prokremlin’s orientation of LLRA-KŠS that in turn had a very negative impact on the party’s image. Probably due to this LLRA-KŠS received about 10,000 votes less. This drop was most significant in Vilnius city but had an immaterial effect in the constituencies controlled by LLRA-KŠS. Nevertheless, the election reveals another important fact that voters in Vilnius district value not only candidates' nationalities (as it might be expected) but also their origin and bonds with local communities.

Opis:
EU Security and Defence Policy (CSDP) that encompasses 29 nations is gaining momentum. The aim of this study is to acknowledge ongoing developments in EU CSDP and define their impact for Lithuanian defence and security policy. Comparative scientific literature and document analysis method was used throughout this study. Article firstly reviews a path of EU CSDP developments, outlines roles and responsibilities of EU structures and examines current activities in CSDP framework with the focus to Permanent Structured Cooperation (PESCO). Second part is devoted to consider Lithuanian’s role in current EU CSDP context, to outline decisions that Lithuanian authorities made to implement new PESCO initiative. Study reveals that: CSDP remains adaptive framework for EU; established procedures ensure CSDP is in compromise with all of nations; PESCO initiative signals positive outcomes while reinforcing idea of “EU Strategic autonomy”. Furthermore it was indentified that: approved National Security Strategy backs current EU initiatives; PESCO could provide flexible response options without duplicating NATO’s efforts; national participation in PESCO initiatives will enable improvements in cyber security and will enable rapid access for possible EU and NATO troops deployments; participation in PESCO negotiation phase reached given political aims to seek more extensive projects and position nation within core members of EU. Lithuanian policies’ shift for deeper engagement in CSDP is likely shaped by recognition that strategic trans-Atlantic partnership is not certain anymore, as well as UK role at post-Brexit period as 3rd party.

Research background: The increase in the demand for organic products prompts the establishment of green farms. In spite of the large global interest in green farming, scientific literature is not rich in the studies that cover the issues of green farming development. Although previous studies examine different aspects of green business, the factors that facilitate or impede the development of green farming, especially at the national level, are hardly considered. In order to fill this gap in the scientific literature, we formulate the following problem of the research: what opportunities of green farming development can be envisaged in Lithuania? Purpose of the article: To explore the opportunities of green farming development in Lithuania on the basis of the general features of green business development. Methods: Comparative and systematic analysis of the scientific literature, graphic and comparative data analyses, and expert evaluation. The results of the survey conducted among experts were processed with application of the following statistical methods: Kendall?s coefficient of concordance and Cronbach alpha coefficient. Findings & value added: The research has enabled to identify the factors that facilitate and impede green farming development in Lithuania. On the basis of the results of the expert evaluation, the recommendations for green farming development in Lithuania were provided. It was found that the main barriers that disturb smooth development of green farming in Lithuania mainly include economic and social obstacles. Frequently changing regulations on organic farming, complicated procedures of green farming certification, and lack of information about the sup-port and subsidies call for the development of a consistent green farming monitoring system and conduct of the efficient green market research. Extensive networking systems would provide the opportunities for green farmers to share their experience and observe all the economic changes: new market niches, demand-supply indicators, new channels of product delivery, etc. Non-financial green farming support measures (e.g. consultations, training, provision of information, etc.) could substantially contribute to the development of green farming in Lithuania.

The paper is an inquiry into the origins and impact on the historical culture of modern Lithuania of the view of GDL as an empire. The inventor or discoverer of the GDL as empire was a Lithuanian geographer and geopolitician Kazys Pakštas (1893–1960), who provided seminal imperiological analysis of the ancient Lithuanian polity in his book Political Geography of Baltic Republics (1929). This work was probably the main source of inspiration for the Antanas Smetona (1874–1944), who was Lithuanian President in the years 1926–1940. He repeatedly designated GDL as an empire in his speeches, starting with the celebration of the 500th death anniversary of Vytautas Magnus in 1930. An important exponent of this idea was Vytautas Alantas (1902–1990), who served as editor-in-chief of a semi-official newspaper “Lietuvos Aidas” in 1934–1939 and contributed to the discourse on GDL as an empire in the Lithuanian diaspora. Because of ideological reasons, the subject of ancient Lithuanian imperialism was avoided by Lithuanian historians in the Soviet era. In the post-communist times, Gintaras Beresnevičius (1961–2006) resurrected and popularized the idea of GDL as an empire to legitimize the Eastern strategy of the foreign policy of the contemporary Lithuanian state and to mythologize the challenges of the Lithuanian membership in the European Union. Because of the mainstream historiography’s commitment to hermeneutic methodology (historism), Lithuanian academic historiography in the interwar period remained cautious about the very idea of GDL as an empire.

Analysing national programmes, state strategies and other documents that regulate immi- gration and migrant integration in Lithuania, this article provides an overview of policy priorities in this field before and after the enlargement of the European Union (EU). The main theoretical approaches of migration processes and policies are reviewed to conceptu- alise the field in which the Lithuanian immigration and migrant integration polices are to be analysed. The article covers different types of immigration, reveals main immigration trends and provides contextual information: policy responses and political discussions, public debates and societal attitudes towards immigration. It touches on the newest legi- slative and institutional developments in the field concerned and reveals that before 2014, immigration policy in Lithuania was based on the so-called ad hoc principle, while during the first half of 2014, a new trend emerged as the government adopted the ‘Lithuanian Migration Policy Guidelines’ and ‘Action Plan for Implementation of the Policy for the Integration of Foreigners’. At the same time, integration of foreigners as a new area of policy emerged in the Ministry of Social Security of Labour. Migrant integration is beco- ming a prioritised policy area. However, its challenging aspect has to be emphasised as deeper analysis of migrant integration infrastructure revealed that project-based activities, supported by the EU funds, have already managed to ‘change’ the implementation of migrant integration policy at state level.

Liczna mniejszość polska w Republice Litewskiej w latach międzywojennych znalazła się w bardzo trudnej sytuacji. Wynikała ona z nieuregulowanych stosunków dyplomatycznych pomiędzy Litwą i Polską oraz nieprzyjaznego stosunku władz litewskich do mniejszości polskiej. W jej szeregach znajdowało się wiele młodych ludzi w wieku studenckim. W tym czasie liczne myśli ideowe i organizacyjne różnymi drogami docierały na Litwę Kowieńską z ośrodków akademickich Wilna. Dopiero jednak po utworzeniu uniwersytetu w Kownie wielu młodych Polaków podjęło studia na różnych wydziałach. W 1925 r. powstała również myśl założenia własnej organizacji skupiającej polską młodzież akademicką. Było to Zjednoczenie Polaków Studentów Uniwersytetu Litewskiego. Z tym faktem wiązano pewne nadzieje na jakąś formę pojednania polsko-litewskiego. Wynikało to z tego, że młodzież polska studiująca na Uniwersytecie w Kownie była bardziej podatna na taką współpracę niż starsze pokolenie rodaków. Odnieść to można również do poglądów i form pracy ideowej i organizacyjnej. Przykładem tego są różne poglądy oraz inicjatywy zmierzające do konsolidacji i zjednoczenia całego ruchu młodzieżowego, wynikające z położenia mniejszości polskiej na Litwie. Można to dostrzec śledząc ducha ideowego i przebieg dorocznych uroczystości i zjazdów polskiej młodzieży akademickiej Litwy. Z jej szeregów wyrosło wielu wybitnych działaczy, którzy zadania ruchu polskiego na Litwie widzieli nieco szerzej, niż utarte stereotypy powstałe w czasach sporu i konfliktów polsko-litewskich. Czołową rolę w tym odgrywało właśnie Zjednoczenie Polaków Studentów Uniwersytetu Litewskiego w Kownie (po 1930 r. Witolda Wielkiego). Organizacja ta odgrywała także ważną rolę w całym środowisku polskim na Litwie, w którym polska inteligencja była już znacznie zdziesiątkowana. Zjednoczenie miało również znaczącą pozycję na terenie Uniwersytetu w Kownie i wśród całej społeczności akademickiej na Litwie i poza jej granicami. Z szeregów młodzieży akademickiej wyrosło wielu znanych uczestników opozycji antysowieckiej i antyhitlerowskiej, którzy czynnie włączyli się do walki o sprawę polską. Po II wojnie światowej tych, którzy przeżyli, można było spotkać w Białymstoku, Gdańsku, Olsztynie, Toruniu, Warszawie czy Wrocławiu.
In the period between the World Wars, the numerous Polish minority in the Republic of Lithuania (or Kaunas Lithuania, as Poles used to call it) found themselves in a very precarious position. It was due to severed diplomatic relations between Lithuania and Poland and the hostile attitude of the Lithuanian authorities towards the Polish residents. Many of the Poles in Lithuania were young people of university age. At that time, new ideological and organisational initiatives would reach the Republic of Lithuania through various channels from the academic centres of Vilnius (then in the Republic of Poland). However, it was only after the establishment of Kaunas University that many young Poles were admitted to various faculties. In 1925, an idea was put forward to establish an organisation for the Polish academic youth. This is how the Union of Polish Students of the University of Lithuania was formed. This fact raised hopes for some form of Polish-Lithuanian reconciliation. The Polish youth studying at the university in Kaunas were more eager to seek mutual collaboration than the older generation of compatriots. The same was true about the views and forms of ideological and organisational work. For example, a number of views and initiatives surfaced that aimed to consolidate and unite the entire youth movement around the situation of the Polish minority in Lithuania. This becomes evident when exploring the ideological spirit and programme of annual rallies and celebrations held by the Polish academic youth in Lithuania. The movement spawned many outstanding activists who tried to adopt a broader approach to of the Polish initiatives in Lithuania instead of narrowing them down to the usual stereotypes created in the time of Polish-Lithuanian dispute and conflicts. The leading role in this process was assumed by the Union of Polish Students of the University of Lithuania in Kaunas (in 1930 named after Duke Vytautas the Great). This organisation influenced the entire Polish community in Lithuania, whose intelligentsia had already been severely depleted. The union also enjoyed a significant position at the university in Kaunas as well as among the entire academic fraternity in Lithuania and abroad. Many merited participants of the anti-Soviet and anti-Nazi opposition struggling for the Polish cause in the following years were recruited from among the ranks of the academic youth. After WW2, the survivors settled in in Białystok, Gdańsk, Olsztyn, Toruń, Warsaw, and Wrocław.

Interdisciplinary investigations (pollen and diatom analysis, 14C dating and geological-geomorphological and archaeological data) around Lakes Duba and Pelesa, in SE Lithuania, have elucidated the environmental history and human impact throughout the Late Glacial and Holocene. Aerial photograph interpretations indicate that both lakes are residual basins of one Post-Glacial palaeolake outside the morainic relief of the Nemunas (Weichselian) Glaciation. Pollen assemblages from lacustrine deposits date back to the Older Dryas (Lake Duba) and Alleröd (Lake Pelesa) and cover all chronozones of the Post-Glacial. Diatom analysis has illustrated the palaeoecological conditions in the lakes and helped reconstruct successive water levels throughout the last 12300 radiocarbon years. Diatom abundance and the distribution of the planktonic, benthic and epiphytic species suggest a lowering of Lake Duba and Lake Pelesa at (e.g.) 11900-10900 14C BP, (e.g.) 10000-8100 14C BP and (e.g.) 3700-2500 14C BP. Pollen data suggest that the earliest signs of human impact and local forest clearances data from about (e.g.) 8400-8300 14C BP. The first record of cereal pollen in sediments dates from earlier than (e.g.) 6000 14C BP. Therefore, agriculture was introduced into the area not earlier than the second half of the Midle Neolithic, at about (e.g.) 5000-4400 14C BP. Continous indications of agriculture and progressive clearing of woodland is consistent with the increasing role of a farming economy during the Bronze Age. Since the 1800-1900 14C BP formation of an open canopy, increasing soil erosion and changes in vegetation emphasize the remarkable human impact on the environment.

Research on Czesław Miłosz’s works conducted in Lithuania, although not very intense, is mainly focused on the Lithuanian issues. One major trend prevails among Lithuanian re-searchers – an attempt to treat a substantial part of Miłosz’s works as autobiographical. Lithuanian translations of the works of Czesław Miłosz were explored in the article. The author poses the question whether works of the Nobel Laureate in any way shape and develop self-awareness of the inhabitants of Lithuania and if they help them to comprehend the diversity of the country as well as its complicated history, multiculturalism and multilingualism.

Utwory czwartorzędowe są najbardziej rozpowszechnionymi formacjami na obszarze Litwy. Powstały one podczas zlodowaceń pleistoceńskich. Obecnie pokrywają cały obszar kraju. Ich miąższość dochodzi do 315 m. Wzorcowe odsłonięcia osadów pleistoceńskich i holoceńskich, duże głazy, źródła i pełne ekspresji formy terenu są tu bardzo typowe i stanowią ważny element najpiękniejszych krajobrazów Litwy. Oficjalna lista prawnie chronionych geostanowisk geologicznych, hydrogeologicznych i geomorfologicznych obejmuje obecnie 183 obiekty: 122 geologiczne, 32 hydrogeologiczne i 29 geomorfologicznych. Obiekty geologiczne mogą być podzielone na 3 grupy: eratykowe głazy lodowcowe, odsłonięcia i obniżenia. W odsłonięciach można wydzielić 2 grupy: czwartorzędowe i przedczwartorzędowe. Obiekty hydrogeologiczne (źródła) można podzielić na dwie grupy genetyczne: źródła ascenzyjne i descenzyjne. Obiekty geomorfologiczne wyselekcjonowane na Litwie mają służyć ochronie obszarów z typowymi lub rzadkimi formami rzeźby, o wielkiej wartości naukowej i edukacyjnej. Są to głównie wzgórza (5), wydmy (5), kemy (5) i strome stoki (5).

In the years 2004-2014 the Lithuania’s exchange rate policy was based on a rigid currency board system. After a period of uncontested success in the fight against inflation in the first decade of the transition and economic growth, entering the ERM II in 2004 and efforts to adopt the euro were treated as an optimal exit strategy from the currency board system. However, the consequences of this exchange rate system in the following years (until 2014) prevented Lithuania from meeting the economic convergence criteria. The starting point for the research is based on the theoretical analysis of literature studying benefits and risks associated with the use of the currency board system by the monetary authorities. The empirical analysis refers to the case of Lithuania and covers the years 2004-2014. The purpose of this analysis is to look at the effects of the use of the currency board system from the perspective of the convergence criteria of monetary nature and the extent of their implementation in the absence of opportunities for autonomous monetary policy.

Celem artykułu jest przedstawienie dotychczasowego stanu edycji akt sejmikowych z ziem Wielkiego Księstwa Litewskiego od 1566 do 1794 r. Choć pierwsze wydanie drukiem litewskiej (wileńskiej) uchwały sejmikowej miało miejsce jeszcze w końcu XVIII w., to w przeciwieństwie do ziem Korony Polskiej historycy polscy w późniejszych wiekach w zasadzie mało się nimi interesowali. Stosunkowo dużo akt sejmikowych wydała w XIX w. Wileńska Archeograficzna Komisja, ale należy do tych edycji mieć nadzwyczajny krytycyzm, gdyż miała ona wyraźne zlecenie kształtowania obrazu Rzeczypospolitej (a zwłaszcza Wielkiego Księstwa Litewskiego) przez pryzmat wymagań politycznych i wyznaniowych. Dla polskich badaczy przeszłości ważne były zaś przede wszystkim ziemie polskie i sytuacji nie poprawiło odzyskanie przez Polskę niepodległości w 1918 r. Chcę więc zaprezentować poglądy niektórych z owych historyków na potrzebę takich edycji (zwłaszcza na zjeździe historyków w Wilnie w 1935 r.), ich formę i dorobek edycyjny akt sejmikowych w wiekach XIX–XXI z podziałem na tomy stricte prezentujące takowe akta (wydawane przez wspomnianą Komisję Archeograficzną), na okazjonalne i przypadkowe ich edycje, na dorobek historiografii rosyjskiej, polskiej, litewskiej i białoruskiej. Jakie są widoczne już efekty istnego wybuchu edycji akt sejmikowych w ostatnim dziesięcioleciu i jakie perspektywy? W jakich ośrodkach naukowych podjęte zostały projekty edycyjne i jak wyglądają zespoły je realizujące?
The aim of the article is to present the current state of editing sejmiks’ records from the lands of the Grand Duchy of Lithuania from 1566 to 1794. Although the first printed edition of Lithuanian (Vilnius) sejmiks’ resolutions took place as late as the end of the 18th century, in contrast to the lands of the Polish Crown, Polish historians took little interest in them in later centuries. A relatively large number of sejmik records were published in the 19th century by Vilnius Archaeographical Commission, but one should be extremely critical of these editions, as it was clearly commissioned to shape the picture of the Commonwealth (and especially the Grand Duchy of Lithuania) through the prism of political and confessional requirements. For Polish scholars of the past, on the other hand, it was primarily the Polish lands that were important and the situation was not improved by Poland’s regaining of independence in 1918. Therefore, I would like to present the views of some of these historians on the need for such editions (especially at the historians’ congress in Vilnius in 1935), their form and the achievements of editing sejm records in the 19th – 21st centuries, divided into volumes strictly presenting such records (published by the abovementioned Archaeographical Commission), occasional and incidental editions, and the achievements of Russian, Polish, Lithuanian and Byelorussian historiography. What are the already visible effects of the veritable explosion of editions of sejmik records in the last decade and what are the prospects? In which research centres have editing projects been undertaken and what are the teams carrying them out?

The karst of northern Lithuania is developed in gypsiferous layers of the Pasvalys and Nemunelis beds of the Tatula Formation of the Upper Devonian (Frasnian) stage. The new sinkholes formed during the last ten years in around Birzai and Pasvalys indicate recent karst activity. 84 recent sinkholes appeared around the villages of Karajimiskis, Mantagailiskis in the Birzai district from 1995 to 1999. The three biggest sinkholes occur in Pasvalys. Karst processes and phenomena are particularly dangerous in urban areas. The sudden appearance of sinkholes and ground subsidence have often caused building damage. New sinkholes indicate a very sensitive engineering geological environment.

Przytoczone zostały tu główne wątki opisane w siedmiu rozdziałach książki A. Bobryka. Recenzent zauważa też, że jest to pierwsza monografia opisująca działalność polityczną społeczności polskiej w Republice Litewskiej. Zdaniem autora recenzji książka Adama Bobryka, mimo kilku nieistotnych błędów, jest pozycją ważną, a dla badacza relacji polsko-litewskich wręcz obowiązkową.

This article focuses on the analysis of the current state of the key competence development of adults in Lithuania. The following key competences are analysed: communication in native tongues and foreign languages, development of cultural awareness, entrepreneurship, application of information society technologies, and learning to learn. The research involved analysis of the definition and role of the key competences, discussing their typologies and revealing the preconditions, factors and approaches to the development of the key competences. Results of the quantitative survey involving 6992 adult respondents in Lithuania showed that the key competences are important for the majority of the research sample in their social, work and personal life. Individualised ways of key competence development are applied more frequently than collective ways. Key competence development is mostly enhanced by personal needs (work, wish of development and self-realization) and support of the family. The most frequently mentioned obstacles to the development of key competences are lack of financial resources and expensive training services.

The 2014 European Parliament elections in Lithuania were successful for mainstream political parties: no new-born political movement came up in the political scene; no open Euro-sceptic party was able to gain any seats. But such a victory came at a price: the major European topics (joining the euro-zone, land-ownership by the foreigners) were left aside; the EP electoral campaign was overshadowed by Presidential elections with populist discussions about Russian threats and national security. The coincidence of two political campaigns boosted the voter turnout and made a significant impact on the distribution of MEP seats; because of the higher turnout, smaller parties were able to enter the EP, while two established parties with devoted core voters suffered some losses compared to the 2009 EP elections.

Since 1989, the transitions have been made in Central and Eastern Europe, in political science those changes are described and explained in terms of „sys-temic transformation”. One of the three main goals of transformation in the countries of Central and Eastern Europe was not only introducing a system of freedom, democracy, the country of law and market economy but also the crea-tion of civil society. The changes from 1990 to 1992 in the political and eco-nomic life of Lithuania and the building of a democratic system were based on the implementation of the principle of national sovereignty, separation of pow-ers, rule of law, political pluralism and providing democratic, stable govern-ment. Since 1990, the political system and legal elements shaping it in Lithuania have been constantly transformed. It is difficult to conclude when the political system and the building of civil society will have reached the level of a consoli-dated democracy.

Satisfaction with compensation for work in modern society, especially in welfare states, plays a very important role. It not only ensures the efficient use of available production facilities and natural resources, but also determines the size of the state budget, the quality of life in the country, an attitude towards emigration and the general state of social situation. In a market economy, wages are the expression of capital and labour relations, both at the national and at the company level. The compensation systems are also influenced by some external factors such as tax system, technological level, labour supply and demand balance and legal regulation. The article seeks to reveal how the satisfaction with pay for work affects the social changes in the country. The article present the results of the research carried out in Lithuania in 2017.

The two most complete and stratigraphically most reliably identified Pleistocene sections in Southern Lithuania were chosen as the object of this study. Variations in relative entropy were assessed from the average data on the grain size,mineral and petrographic composition of the individual stratigraphically identified till beds. Data obtained in the current study showed that the relative entropy of till composition, which characterises the even distribution of the components according to relative parameters (such as the fraction intervals and, the number of minerals), indicates that the till composition was modified by matter dispersion (mixing) and condensation (concentration). The relative entropy of the content of different till components (grain size fractions, heavy and light minerals, petrographic groups) in glacial units of various ages is different and indicates different parameters of glacial dynamics and different routes of glacier movement. Also, the relative entropy of till composition in the direction of glacier movement shows repetitive patterns, which are predetermined by loading of the bottom layers of the glacier with till material up to its maximum concentration, followed by their settling. Ice loading with till material proceeds by grinding and mixing the transit and indigenous exarational material until the till mixture reaches its maximum density (volumetric weight) and becomes close to the optimum mixture.

Long-term multipurpose geochemical studies in Lithuania show that the chemical composition of surface sediment can be used as an indicator of geological process: duration of weathering, soil formation and thickness of sediment. The chemical composition of upper and lower soil layers and of lake sediments gives information on past sedimentation: the type and age of Quaternary deposits and the location and depth of Pleistocene glaciolacustrine basins. We therefore have a baseline to predict changes in surface chemistry provoked by current anthropogenic pressures.

Językowy obraz Litwy przedstawiony został w trzech aspektach: historycznym, perspektywicznym i osobistym. Słowami kluczami, niezbędnymi do zrozumienia toku rozumowania i emocji narratora, są „niewola”, „zgoda” i „miłe Wilno”.
The article is the first attempt to reconstruct a language image of Lithuania emerging from Józef Piłsudski’s statements and comments. The analysis is based on the Collected Works (Pisma zebrane) of the Marshal, and on his letters that appeared both in the Second Polish Republic, and in emigration, in the Warsaw and London-New York periodical Niepodległość. The language image of Lithuania is presented in three aspects: historical, perspectival, and personal. The keywords necessary to understand both the train of thought and emotions of the narrator are: captivity, concord, and pleasant Vilnius.

The aim of the article: Despite the fact that everything we know in Polish history about the emergence of Solidarity [Polish: Solidarność], Polish trade unions, in 1980-1981, and the conflict with the communist totalitarian regime is described in sources as ‘the Polish Crisis’, the question remains open about the contemporaneous deepening communication crisis of the communist government in Lithuania, whose history had long – until the middle of the 20th century – been very closely linked to the development of Poland. From 1951 to 1989, Lithuania was separated from Poland by a double barbed-wire Soviet border barrier without any border crossing points. Nevertheless, the author proposes delving into what type of information control measures the Soviet regime used in influencing the Lithuanian people by undermining their interest in the workers’ strikes and the expanding trade union movement in Poland 40 years ago, trying to set Lithuanians against Polish society, and also how the media in the West helped renew the dialogue between Lithuanian and Polish diaspora organisations. Research methods: The author performed a content analysis of KGB documents in the Lithuanian Special Archives and examined the content of the Lithuanian SSR mass media and the mass media of the Lithuanian diaspora in the United States. Results and conclusions: The Soviet concept of security that was implemented by the repressive structure of the KGB was largely associated with the restriction of information, censorship and self-censorship of the population. However, it was also associated with the recruitment of Lithuanian citizens into ongoing cooperation with the secret service to collect data about Polish people who were ‘disloyal’ to the regime and transfer information to the security service of communist Poland, so the content of these reports must be disclosed. Cognitive value: Thus, the article provides the broader context, in which the content of the propaganda press is only one element of the system that controlled the public space.

Relations between Lithuania and Poland should be laid in layers not only in the sphere of interstate relations which are associated with the Polish and Lithuanian identity. It must be stated that although there have been historical disputes between our nations the countries have always enriched each other culturally. For example, Polish and Lithuanian interest in Adam Mickiewicz and Nobel laureate Czesław Miłosz work. Mutual interest in literature, painting, sculpture, music, art, film and theatre resulted in creation of the quarterly journal “Lithuania” in 1990. “Lithuania” widely presented socio-political, economic and cultural issues and not always exemplary relations between Poland and Lithuania. In the 90s famous names in Lithuanian and Polish culture were reflected on the pages of the quarterly “Lithuania”. “Lithuania” presents a work of dissidents (Tomas Venclova) and the broad spectrum of the culture of national minorities, which are a part of the former Grand Duchy of Lithuania. Great writers Marc Chagall and Czesław Miłosz were writing about Jewish Vilnius in their times. “Lithuania” devotes much space to national minorities, for example the Ukrainian minority. The text presents information from the quarterly journal about Adam Mickiewicz Jubilee. The quarterly journal devotes a lot of attention to issues associated with our great poet and his writing. A separate topic of “Lithuania” is a presentation of similarities and differences between the Lithuanian and Polish cultures and mentalities. Classic literature in the pages of the quarterly “Lithuania” is perceived as a notion of important artistic values. However, it is a pity that during the 90s the quarterly journal lacked more references to the Lithuanian and Polish emigration literature and how they penetrated each other. It seems that the quarterly “Lithuania” owes a lot to the excellent editorial and reflections of the Chief Editor Leon Brodowski.

Granica polsko-litewska w okresie ostatnich 25 lat ewoluowała od całkowicie zamkniętej do całkowicie otwartej, co jest spowodowane m.in. przynależnością obu krajów do UE oraz strefy Schengen. Dostępność unijnych funduszy pomocowych spowodowała, iż w Polsce i na Litwie rozpoczęto proces modernizacji infrastruktury, w tym kolejowej – liczne linie zostały zrewitalizowane lub zmodernizowane, pozyskano także nowoczesny tabor. Proces ten jest znacznie bardziej odczuwalny na Litwie niż w Polsce, z powodu nadrabiania przez północno-wschodniego sąsiada Polski znacznie większego zapóźnienia cywilizacyjnego. Przykładem jest tabor zachodniej produkcji na sieci LG, przed 1991 r. praktycznie nieobecny. Jednym z elementów łączących oba kraje będzie projektowana linia Rail Baltica, czyli linia normalnotorowa biegnąca z Berlina przez Warszawę, Białystok, Ełk, Suwałki, Kowno, Rygę do Tallina, i być może do Helsinek (wybudowano już odcinek od granicy z polsko-litewskiej do Kowna). I choć nie wszystkie plany kończą się sukcesem, np. niewielkie wykorzystanie potencjału przejścia granicznego Trakiszki– Mockava, to symbole przeszłości takie jak nienowoczesna seria M62 powoli odchodzą w niebyt.
The Polish-Lithuanian border has evolved over the past 25 years from completely closed to fully opened, which is caused by membership of both countries to the EU and the Schengen zone. The availability of EU funds has led to the modernization of infrastructure in Poland and Lithuania, including railway lines - many of them have been revitalized or modernized, and modern rolling stock has been acquired. This process is much more advanced in Lithuania than in Poland, due to catching up by the North-Eastern neighbor of Poland considerably larger civilization lags. An example is the Western-built rolling stock used on the LG network now, before 1991 absent in fact. One of the elements connecting the two countries will be the proposed the Rail Baltica line - the normal gauge line from Berlin through Warsaw, Bialystok, Elk, Suwalki, Kaunas, Riga to Tallinn, and possibly to Helsinki (already a stretch from the Polish-Lithuanian border to Kaunas has been built). However, not all plans are successful, for example the lack of passenger communication between Warsaw and Vilnius, including the abandonment of the SUW 2000 system, or the limited use of the Trakiszki - Mockava border crossing point, but symbols of the past such as the mysterious M62 class are gradually removed from normal exploitation.

Patient payments are considered to be a significant issue in health policy in Lithuania. Despite the unclear legislative framework, health care institutions are asking patients to co-pay (contribute) for services provided to them. Thus, patients and providers are facing challenging situation in legal, ethical and financial terms. The aim of the study was to evaluate the opinions and attitudes towards patient payments in Lithuania. Qualitative and quantitative research methods were applied in the study – focus group discussions and in-depth interviews combined with a self-administrated questionnaire filled in by each participant. The results suggest that there is no consistent policy on patient payments in Lithuania. Health care consumers are rather resistant towards the introduction of payments (they support fees only in case of services with better quality). Health care providers sustain patient payments considering the needs of health professionals and health care institutions. Health policy makers and health insurance representatives remain dispersal in their opinions. More conceptual and strategic thinking in defining the aims of patient payment policies in Lithuania and its governance is needed.

phenomenon. The translators of the poems of the Nobel Prize-winning Polish poetess are mainly Lithuania’s most prominent poets and translators. In addition to poems, there also appeared translation of the book review column entitled Lektury nadobowiązkowe (“Non-compulsory reading”). Nobelist’s poems are published in the literary and cultural magazines “Literatūra ir menas” (“Literature and Art”) and “Šiaurės Atenai” (“Northern Athens”). Her poems are often published in the original language as well as translation. However, there is no serious academic discourse on translated Szymborska’s literary works in Lithuania.

On the sociolinguistics of the Grand Duchy of LithuaniaThe article critically assesses the theory of communicative networks and its applicability in the study of multilingualism as found in the Grand Duchy of Lithuania (GDL). The author analyzes foundations for postulating the existence of a speech community in the GDL and adduces counterarguments against viewing this community as a linguistic alliance of the Balkan type. The article offers new sociolinguistic and areal-typological methods of the study of language contacts. The author substantiates a systematic approach toward the problem of the ethnic attribution of Ruthenian. Based on the literary, linguistic, and cultural parameters, the author offers to drop the term ‘Old (Middle) Belarusian’ or ‘Old (Middle) Ukrainian’ in reference to this language. Brakujące ogniwo? Wielkie Księstwo Litewskie w świetle socjolingwistykiW artykule poddano krytycznej analizie teorię sieci komunikacyjnych i jej zastosowanie w badaniach nad wielojęzycznością na terenie Wielkiego Księstwa Litewskiego (dalej WKL). Autor rozpatruje podstawy zarówno postulowania istnienia wspólnoty językowej w WKL, jak i kontrargumenty przemawiające przeciwko postrzeganiu tej wspólnoty jako sojuszu językowego na wzór bałkański. Artykuł podaje nowe metody socjolingwistyczne i przestrzenno-typologiczne w badaniach kontaktu języków. Autor uzasadnia systemiczne podejście do zagadnienia etnicznej atrybucji języka rusińskiego. Na podstawie wskazań literaturoznawczych, językoznawczych i kulturowych postuluje zaniechanie posługiwania się w odniesieniu do tego języka terminami ‘staro-(średnio-) białoruski’ lub ‘staro-(średnio-)ukraiński’.

For the first time, Karl Loewenstein had used the category of militant democracy concerning the Weimar Republic. Although the world’s situation has changed, the process of political systems taking over non-democratic regimes’ characteristics is still visible. Among the indicators that can testify to becoming militant democracy, the restriction of freedom of the press is distinguished. This article attempts to analyze the dynamics of this process in Lithuania based on the Freedom House reports. The research question formulated is: What restrictions on the press’s freedom in Lithuania occurred in the period? The hypothesis is: In 2008-2019 in Lithuania, there has been a regular restriction on the freedom of the press, which may indicate a progressive process of militant democracy. Results: The hypothesis has been partially verified positively. During the period considered, there were regular restrictions on the freedom of the press but were justified mainly by circumstances, or immediate counter-action was taken.

For centuries there has been Polish-language education in Lithuania which results from the centuries-long presence and tradition of the Polish national minority in this country. Polish education in Lithuania has its successes, but also problems that arise from the political and cultural specificity of the issue. On the one hand, it should be noted that in no other country (except Poland) there are as many state-run schools with Polish language of instruction as in Lithuania, on the other – it must be said that currently Polish-language education in Lithuania has become the source of many tensions in Poland and Lithuania inter-state relations. Polish education in Lithuania was a problem for the communist authorities of Soviet Lithuania, and now – for the authorities of independent Lithuania, which undertake both assimilation and integration activities concerning several thousand students and teachers of these schools. The first part of the article presents the situation of Polish-language education in the period of Soviet Lithuania between 1945 and 1990, marking the desperate struggle of parents and teachers to maintain the Polish language of teaching in these schools. The second chapter analyses the issue during the years of independent Lithuania – between 1990 and 2017, emphasizing the revival of Polish education in 1990–2000 and the persistent pursuit of the Polish minority society in Lithuania of ensuring education in Polish and maintain the existing state. The third chapter examines the indicator of higher education of the Polish minority in Lithuania against a national background, signifying that it was twice lower than the national average throughout the whole period. Moreover, it presents the funding of universities by ‘student basket’ model and proportion of school graduates with Polish language of instruction in this model and assesses the prospect of solving the problem.

The articles deals with the medieval sources on the history of the Karaites who appeared in the Grand Duchy of Lithuania during the reign of duke Vitold (Vytautas). Many of them were already analyzed by researchers, whoever some questions still remained unanswered or presented not always in fully critical way. The research questions deal with the original privilege issued by Lithuanian monarchs to the Karaites, allegedly participation of the Karaites at the battle of Tannenberg or travel description left by Burgundian knight Gilbert de Lannoy. It seems that the first written document, shaping he legal position of the Karaites in the Grand Duchy of Lithuania was issued by duke Casimir Jagellonides in 1441. The charter of grand duke Vitold, drawn in 1388, was certainly forged sometime in the 15th century. The Bavarian Latin chronicle informing that a Jewish (in fact, Karaite?) military unit supported Polish-Lithuanian army at the battle of Tannenberg in 1410, transmitted only political propaganda, and did not reflect a real fact. Famous Burgundian traveler, who visited Grand Duchy of Lithuania in the beginning of the15th century, met Karaites in Troki.

Algirdas Brazauskas należał do pokolenia, które dorastało w sowieckiej Litwie. Jako młody człowiek został członkiem partii komunistycznej, a następnie wysokim funkcjonariuszem partyjnym. W następnych latach podkreślał, że zawsze czuł się jednak bardziej Litwinem niż komunistą. W latach pieriestrojki Brazauskas zyskał opinię partyjnego reformatora i z poparciem Sajudisu został pierwszym sekretarzem Litewskiej Partii Komunistycznej. Doprowadził do zerwania łączności partii z KPZR. W 1990 r. był jednym z sygnatariuszy niepodległości Litwy, został także wicepremierem. Po rozpadzie ZSRR odzyskał znaczenie w litewskiej polityce. W latach 1993-1998 sprawował urząd prezydenta, a w latach 2001-2006 był premierem litewskiego rządu. Zmarł w 2010 r.
Algirdas Brazauskas belonged to a generation that grew up in Soviet Lithuania. As a young man, he joined the communist party and climbed the ranks to become a top official. In later years, however, he avowed that he had always felt more a Lithuanian and less a communist. During the perestroika, he was perceived as a party reformer and, supported by the Sąjūdis, became the first secretary of the Communist Party of Lithuania, eventually breaking away from the CPSU. In 1990, he was one of the signatories of the act of Lithuanian independence and also became a deputy prime minister. Following the dissolution of the Soviet Union, he re-emerged as a leading figure in Lithuanian politics. From 1993 to 1998, he was the republic’s president and, from 2001 to 2006, the head of Lithuanian government. He died in 2010.

Lithuanian Pleistocene tills have a multilayered strucure, as established using borehole log data and various analytical methods. Locally it can be observed visually. The structure of the oldest Middle Pleistocene Dzńkija (Elster 1) and Dainava (Elster 2) tills was in vestigated in their areal stratotype in South Lithuania. Logs of three boreholes were chosen for detailed analysis. Their triangular distribution enables evaluation of the variation of till material in N to S and NW to SE di rec tions. Grain-size analysis was performed for tills from all three boreholes and the index of relative entropy of grain-size was calculated. The composition of the Dzńkija and Dainava tills succession indicators advances referable to at least two glaciations and their stages. The Dzńkija tills were formed by glaciers ad vancing from the north across Devonian strata. The Dainava till were left by glaciers advancing from NW across Lower Palaeozoic and Mesozoic rocks. The macroscopically homogeneous upperlayers of the Dzńkija till and the upper and lower layers of the Dainava till have a rhythmic multi layered structure revealed by log and grain-size data. The sedimentological na ture of this rhythmicity is partly shown by variation analysis of the relative entropy of grain-size composition in vertical succession. The index of relative entropy, reflect ing the de gree of mixing, allowed the destination of four zones of entropy (better mixing) in the vertical succession. These zones some times correlate well between widely separated sections. Their presence may be explained by a repeated in put of till material into the basal part of the glacier during its activation (stage, phase).

The focus of this paper is the perceived relation of language (Polish) and religion (Catholicism) to the Polish identity and whether and how these dimensions of identity are employed in interpreting processes of social integration and mobility in Lithuanian society by research participants at schools where Polish is the language of instruction. This paper argues that the native language (Polish) is seen as an important dimension of ethnic (Polish) identity while both majority (Lithuanian) and minority languages are seen as helpful instruments in the process of social inclusion and social mobility since they are perceived as dependent on the social context. Polish-language schools reaffirm the interrelation of the Catholic religion and the Polish identity in discursive and practical ways (via various cultural means). Nevertheless, religion, an essential dimension of Polish identity, does not come to the forefront when discussing social integration or mobility.

The review presents a monograph published in Vilnius in 2013. The book under review is important for studies of history, cultural history, identity of the Russian ethnic group in Lithuania in the last 100 years. Articles written in Russian and Lithuanian by historians G. Potashenko, A. Marcinkevičius, literary critic P. Lavrinets, sociologist M. Freyute-Rakauskene provide detailed analysis of complex processes of formation of the modern ethnic group of Russian in Lithuania which is heterogeneous in historical memory, views, ideology, and, being the third largest ethnic group in Lithuania (almost 6%), plays a prominent role in today’s society.
Recenzja omawia wydaną w 2013 r. na Uniwersytecie Wileńskim monografię, ważną z punktu widzenia badań nad historią, historią kultury i tożsamością rosyjskiej grupy etnicznej na Litwie z perspektywy ostatnich stu lat. Napisane w języku rosyjskim oraz litewskim artykuły historyków G. Potaszenki, A. Marcinkevičiusa, literaturoznawcy P. Ławrinca, socjolożki M. Freyute-Rakauskene zawierają szczegółową analizę skomplikowanych procesów kształtowania się współczesnej, niejednorodnej pod względem pamięci historycznej i światopoglądu, ideologii rosyjskiej grupy etnicznej na Litwie. Będąc trzecią pod względem liczebności grupą etniczną Litwy (prawie 6%) odgrywa ona ważną rolę we współczesnym społeczeństwie litewskim.

In Lithuania and, specifically, in its eastern part which falls into the habitat of the East Lithuanian Barrow Culture (c. 3/4th–11/12th century AD), rescue archaeology encouraged the search for new archaeological facts, namely, burials between barrows. The first results considerably shattered the established belief that burials had been made in barrows only and provided an argument in favour of the possibility of a dual burial tradition of both barrows and flat burials. This article focuses on these “atypical graves” detected during the rescue excavations at one of the most representative barrow cemeteries, namely, Jakšiškis barrow cemetery. A detailed analysis of the Jakšiškis barrow cemetery research materials implies, however, that adopting the hypothesis of the flat burials as proven might be premature, and the circumstances of their discovery enable more than one alternative interpretation.

The vertical distribution of the total contents assayed by Dc-Arc ES analysis of 28 trace elements and 6 major elements measured by ICP-MS within 53 complete soil profiles in Lithuania are presented. Models of the soil profiles were created, each having the master soil horizons A, E, B and C. Median values of elements in the master horizons of different texture were used in place of missing samples, while aberrant samples were discarded. The absolute average deviation () was taken to measure the variability of the data subsets and thus to check the reliability of location of the element contents within the soil profile. Within the context of the different actions of the various soil-forming processes (podzolization, lessivage, gleyfication, humification and so on) the general patterns of vertical element distribution were revealed. Element depletion is dominant in the soils of Lithuania. Themost easily removed are the alkaline elements Ca and Mg, while U, B, Th, As, Co, Cr, Sr, Y, Mo, La, Sc, Yb, Ti, P and K are depleted through the whole soil profile. Ag, Pb, Sn and Mn were defined as the accumulative elements in the surface A-horizon and might be influenced by anthropogenic or biogenic processes. A relative accumulation of Zr, Ba and Nb was observed in the surface A-horizon, and this seems to be related to the weathering of resistant minerals. Levels of Fe, Li, Al, V, Zn, Ga, Ni, Cu and Rb were ascribed to elements precipitated in the soil illuvial B-horizon due to soil formation processes. Na, K, Sr, B, U, As, Co Rb and Yb were found to be the most immobile elements within typical soil profiles, while Ag, Zn, Sc, Ba, Cu, Zr, Fe La, Th and Ca are themostmobile elements and affected by a variety of natural and human factors.

A new fresh water ichnospecies of Asthenopodichnium Thenius, A. lithuanicum, is distinguished by its pouch-like shape with a J-shaped limb that is distinctly wider than the remaining part of the pouch. It was produced in a stiffground at the top of a mineral-rich brown-coal layer of Neogene age by a suspension feeder forming pouch-like domichnial cavities. Mayfly larvae may perhaps be considered as candidates for its tracemaker. Other arthropods (amphipods, isopods) are also possibilities. The brown-coal layer was exposed during the Neogene by river erosion, was colonized by the tracemaker (locally two colonization events took place) and in the Pliocene covered by distal crevasse and river channel sands.
