The paper presents a general approach to safety analysis of critical infrastructures that aims to suggest new and to develop existing methods and tools capable of supporting intelligent modeling and decision making in controlling and optimizing the safety of those systems and their accidents consequences risk. Its main focus is on the suggestions of the creation and usage of new techniques, procedures and strategies to improve and to optimize safety of real complex infrastructure systems related to the inside dependencies – among their subsystems and components and the outside dependencies – coming from their operation environment and from other dangerous events and natural hazards. The approach tries to create an original and coherent methodology of safety of critical infrastructures useful in ensuring and improving safety of those systems in various industrial sectors by providing an integrated package of solutions consisting of various packages of theoretical and practical tools ready for direct use by safety theoreticians and practitioners dealing with safety of real critical infrastructures.

Series-“m out of n” systems and “m out of n”-series systems are defined and exemplary theorems on their limit reliability functions are presented and applied to the reliability evaluation of a piping transportation system and a rope elevator. Applications of the asymptotic approach in large series systems reliability improvement are also presented. The paper is completed by showing the possibility of applying the asymptotic approach to the reliability analysis of large systems placed in their variable operation processes. In this scope, the asymptotic approach to reliability evaluation for a port grain transportation system related to its operation process is performed.

Opis:
Applications of multi-state approach to the reliability evaluation of systems composed of independent components are considered. The main emphasis is on multi-state systems with degrading components because of the importance of such an approach in safety analysis, assessment and prediction, and analysing the effectiveness of operation processes of real technical systems. The results concerned with multi-state series systems are applied to the reliability evaluation and risk function determination of a homogeneous bus transportation system. Results on homogeneous multi-state “m out of n” systems are applied to durability evaluation of a steel rope. A nonhomogeneous series-parallel pipeline system composed of several lines of multi-state pipe segments is estimated as well. Moreover, the reliability evaluation of the model homogeneous multi-state parallel-series electrical energy distribution system is performed.

The paper is concerned with the application of limit reliability functions to the reliability evaluation of large systems. Two-state large non-repaired systems composed of independent components are considered. The asymptotic approach to the system reliability investigation and the system limit reliability function are defined. Two-state homogeneous series, parallel and series-parallel systems are defined and their exact reliability functions are determined. The classes of limit reliability functions of these systems are presented. The results of the investigation concerned with domains of attraction for the limit reliability functions of the considered systems and the investigation concerned with the reliability of large hierarchical systems as well are discussed in the paper. The paper contains exemplary applications of the presented facts to the reliability evaluation of large technical systems.

Zaproponowane jest wielostanowe podejście do zdefiniowania podstawowych pojęć analizy i diagnozowania bezpieczeństwa systemów. Zdefiniowane są funkcja bezpieczeństwa systemu i funkcja ryzyka systemu. Zdefiniowane są podstawowe struktury wielostanowych systemów elementów z pogarszającymi się stanami bezpieczeństwa. Dla tych systemów wyznaczone są funkcje bezpieczeństwa. Proponowane podejście jest zastosowane do oceny funkcji bezpieczeństwa, funkcji ryzyka oraz innych charakterystyk bezpieczeństwa systemu transportu rurociągowego, kabla energetycznego oraz liny stalowej.
A multi-state approach to defining basic notions of the system safety analysis and diagnosis is proposed. A system safety function and a system risk function are defined. Basic safety structures of multi-state systems of components with degrading safety states are defined. For these systems the multi-state safety functions are determined. The proposed approach is applied to the evaluation of safety functions, risk functions and other safety characteristics of a piping transportation system, an energetic cable and a steel rope.

Opis:
This paper presents the Monte Carlo simulation technique applied to the reliability evaluation of systems related to the variable operation conditions. A semi-Markov processes is applied to construct the system operation model and its main characteristics are determined. The method of linking this model with the systems reliability is proposed to get a general reliability model of the complex system operating at the variable conditions. An application of the proposed Monte Carlo simulation based on this method is illustrated in the reliability evaluation of a port grain transportation system. This way obtained results are compared with the results achieved by analytical way.

In the paper, the three critical infrastructure networks are introduced, i.e. port, shipping, and ship traffic and port operation information. For every of them the main safety paremeters are defined. Furthermore, the multistate system component and the multistate system main safety characteristics, i.e. their mean values of the lifetimes and in the safety state subsets and in the particular safety states and standard deviations and the moment when the system risk function exceeds a fixed permitted level are determined. Finally, the Baltic Port and Shipping Critical Infrastructure Network is defined and described in the same way.

The paper presents an approach to modelling operation process of critical infrastructure networks located within certain area. The approach has been conducted basing on networks located within the Baltic Sea area, being however also general concept of network of critical infrastructure networks operational process analysis. Operation process of particular critical infrastructure network has been defined, and then its characteristics described, by applying a semi-Markov processes modelling approach. In the paper the probabilistic general model of critical infrastructure accident consequences (GMCIAC) including the process of initiating events, the process of environment threats and the process of environment degradation models is proposed. Next, the methods of its parameters statistical identification are presented. Futher, the marine traffic across the world and sea accidents were observed. Their initiating events and environment threats coming from released chemical substances as well as environment degradations in the neighbourhood region of sea accident were analysed. Then, the process of initiating events, the process of environment threats and the process of environment degradation were analysed and their states are distinguised.

The paper is an overview of the Baltic Sea and its basin characteristic. The geographical location and climate and weather of the Baltic Sea region according to its zones and seasons were described. Moreover, the abiotic parameters of water such as salinity, oxygen concertation and temperature distribution in the water column were explained. Some of these characteristic parameters has influence on the critical infrastructure networks existed in the Baltic Sea region as well as the critical infrastructure objects activity has significant impact on these parameters changes and consequently the environmentally quality of the region. Finally, the Baltic Sea as the sensitive area is presented.
