With the end of the Cold War, Western Balkans countries have embraced the perspective of integration into the Euro-Atlantic structures, with the exception of Serbia and Bosnia-Herzegovina regarding accession in NATO. The return of international system from hegemonic to competitive followed by the ambiguities that accompany the integration into the Euro-Atlantic structures marked the return of competitors like China, Russia and Turkey in the regional affairs. To map out sources of influence and the context in which foreign interferences affect decision-making and interests, transfer ideas and norms in the region, the paper uses the concept of linkages that facilitate the understanding of opportunities and constrains, benefits and costs resulting from established relationship between Western Balkan countries and different international and regional powers. The paper makes a multi-level investigation of linkages developed between Western Balkans and the leverage of the most influential actors during the last decade, without undermining historical and societal context that favor of disfavor them.

The article describes the main directions and reasons for educational migration in Europe as well as the Europeanization of the educational strategies of the young Poles. Those strategies are beginning to resemble the behavioural patterns of their peers from other EU countries. Nowadays, it is becoming more and more common for the Poles to take up studies abroad. The text provides an analysis of the official data about educational migration in various EU countries and a description of the author’s own research among Polish students in London based on participating observation, interviews and questionnaires. Official data about educational migration in the EU indicate that students often take up university studies in the states which share a border with the sending country. In consequence, they can keep being mobile and frequently change their place of residence. They increase their chances in the labour markets of both countries and they do not make hasty assumptions as to their country of settlement. Moreover, the analysis of the Poles studying in London indicates that educational migrants are prepared to look for a job not only in the sending country and the country of university study, but also in other European countries. The migrants educated abroad can apply for more attractive jobs in Europe, and thus they are better prepared and more prone to Europeanization or to making proper use of the EU rights connected with free movement of persons, services and capital. Their career perspectives are not limited to the sending country and the country of university study, but include also vocational projects in other EU countries. The example of the Poles in London shows that educational migrants constitute a special group, different from labour migrants. They can speak several foreign languages and have had migration experience even before taking up university studies. They are either children of multinational marriages or are in relationship with foreigners.

The EU integration and the creation of the so-called European single financial market requires creation of institutional solutions corresponding to the integrated structure. At the moment, we are dealing with globalisation of financial markets, and thus with a growth in their integration. However, full integration of the financial system, or the lack thereof, will be only achieved when European states overcome the still lasting financial crisis and its effects in the form of recession in most EU countries. The purpose of this article is to present the situation concerning the integration of financial markets, as illustrated with the example of countries belonging to the EU, with emphasis on the situation on the Polish financial market after the deepest and the most severe financial crisis for the world economies, namely after 2008 – 2009 as compared with the period preceding the financial crisis.

Opis:
The challenges of the implementation of the provisions of the EU Regional policy in Ukraine are determined in this article. The history of cooperation between Ukraine and the EU in the framework of the EU-Ukraine Association Agreement and Association Agenda are investigated here. The main features of the cross-border cooperation and perspectives of further development of regional policy in Ukraine are described in the article.
W artykule omawiane są wyzwania związane z wdrażaniem postanowień polityki regionalnej UE na Ukrainie. Szczególną uwagę poświęcono historii współpracy między Ukrainą a UE w ramach układu o stowarzyszeniu. Wyszczególnione zostały najważniejsze cechy współpracy transgranicznej i perspektywy dalszego rozwoju polityki regionalnej Ukrainy.

Praca przedstawia wybrane efekty zmian na rynku cukru w Polsce po integracji z UE. Produkcja cukru w Polsce od roku 2003/4 do 2009/10 zmniejszyła się o 15,3%, a limity produkcyjne o 7,5%. Integracja Polski z UE i wprowadzenie reformy rynku cukru wymusiło czterokrotne ograniczenie liczby pracujących zakładów. Mimo to odznaczają się one zbyt małą wydajnością przerobu w stosunku do fabryk we Francji i w Niemczech. Reforma rynku cukru spowodowała niewielkie obniżenie cen cukru, ale nie spowodowała potanienia słodyczy. Zniesienie przez UE ceł na importowany cukier po roku 2014/2015 spowoduje, że jego produkcja z buraków cukrowych w Polsce stanie się nieopłacalna.
The work is focusing on selected effects of changes in sugar market in Poland after the integration with the EU. Sugar production in Poland between years 2003/4 and 2009/10 was reduced by about 15.3% and production limits by about 7.5%. Integration of Poland with the EU and implementation of the sugar market reform have forced a quadruple reduction in the number of working sugar plants. Yet they are still characterized by a too small processing capacity in relation to factories in France and in Germany. The reform of sugar market has caused small cuts in sugar prices, but it has not resulted in cheaper sweets. Abolishing the custom duties on imported sugar by the EU after year 2014/15 will cause the unprofitability of sugar production from sugar beet in Poland.

Pierwsze dziesięć lat członkostwa Łotwy w Unii Europejskiej przyniosło mieszane rezultaty. Z jednej strony, Łotwa odniosła ważne korzyści o charakterze geopolitycznym, zwiększyła się jej stabilność i bezpieczeństwo. Przystąpienie do UE sprzyjało wzrostowi dobrobytu, upodobnieniu łotewskiego społeczeństwa do rozwiniętych społeczeństw europejskich, a poszerzenia granic wolności dla Łotyszy. Z drugiej strony, Łotwa musiała znaleźć równowagę między jej interesami politycznymi i gospodarczymi, co było trudnym zadaniem, czasami dość przygnębiającym, prowadzącym do gwałtownych zmian w poziomie jej wzrostu gospodarczego. Celem artykułu jest ocena wpływu członkostwa Łotwy w UE na łotewską państwowość i społeczeństwo. Przedstawiono też zmiany w podejściu Łotyszy do integracji europejskiej przed i po akcesji. Wskazano najbardziej wrażliwe kwestie, do których zaliczono stosunki z Rosją, zwłaszcza po jej inwazji na Ukrainie, oraz proces wyludniania się Łotwy na skutek emigracji i niżu demograficznego.
The first ten years of Latvia's EU membership have delivered mixed results. On the one hand, Latvia has benefited a lot geopolitically, also due to its increased security and stability. The EU accession has promoted Latvia's welfare, transformed the society into one more akin to developed European societies, and extended the horizons of freedom to Latvians. On the other hand, Latvia had to strike balance between its political and economic interests, an intricate task which at certain moments proved rather disheartening, resulting in extreme volatility of Latvia's economic growth. The aim of the article is to assess the impact of the EU membership on Latvian statehood and citizens. The development of Latvia's attitude towards the European integration before and after the accession is also presented. The most sensitive issues are highlighted and they include relations with Russia, in particular after its invasion in Ukraine, and depopulation process in Latvia due to emigration and demographic decline.

The surge of diversified forms of regionalism and regional integration within the past few decades has stimulated the reappraisal of the conceptual tools traditionally designed to bench-mark and monitor region-building processes across the world. More recently, the Brexit negotiations have become a reminder that the EU remains an unfolding experience. This article argues that the study of African regionalisms constitutes a timely invitation to revisit the experience of the EU and its contribution to the world of regionalisms. After a brief survey of the classic definition of the region, we will discuss the ongoing relevance of European integration and the implications of the analytical distinction between regionalism, regionalisation and regional integration, before drawing from the study of Africa five threads which set the basis for a comparative study of regions and regionalisms beyond the classic emphasis on the EU or the world of regions.

The main aim of the paper is to present important factors influencing present and future shape of the European Union. Among many important factors three of them have been chosen: globalization, collapse of the Washington consensus, as well as the shift in the international order. Author tried to show in which way the impact of those factors influences different spheres of the EU, starting with the most important issues (like an optimal model of the European integration) and coming to the economic and social matters. The purpose of this article is to analyse the main characteristics of the EU’s foreign and security policy that can affect its functioning at present and in the future. Being part of the broader category which is the EU’s external policy, the EU’s foreign and security policy is plagued with numerous flaws. Reducing their impact would greatly strengthen this policy, but at the same time this depends on the resolution of the main axiological dilemma. It concerns the future shape of the whole European Union, which means that the EU needs to clearly formulate its finalité politique. The resolution of this dilemma will determine not only the future of the EU, but also the present and future shape of its foreign and security policy.

This article is an attempt to formulate a theoretical model for governance of the European Union. On one hand it takes into account the ongoing theoretical debate in this field, and especially the critical analysis of recent years, while on the other it refers tothe actual course of the European Union’s systemic reform in terms of its coherent reform plan for the Economic and Monetary Union (especially the euro area). It also refers to the reforms of the EU proposed in academic literature.1 The article analyses various models of differentiated integration. Regarding the implemented reforms and the future model for the governance of the EU, the starting point is the dominant assumption in the discussions that the focus should be on the cohesion of the institutional and legal system of the EU. The model of ‘fl exible integration’ presented in the article takes as a starting point the fact that the internal differentiation of the various statuses of EU Member States has now become a systemic trend of the European integration process. Within the framework of the ‘fl exible integration’ model, the author identifi es the essential institutional and legal elements of the EU that will allow it to maintain its cohesion.

European immigration policy is a complex and dynamic field of science with interdisciplinary profile. It is based on humanitarian rights and international regulations concerning immigration and development of humanity. Unfortunately, the dynamics of migration in global and European scale, especially the inflow of immigrants, (according to ONZ - irregular immigrants) has reached in EU levels which make effective integration impossible. Europe needs immigrants but is unable to assimilate them. The author describes similar situations in EU and in neighbouring countries. Immigration policy focused on securing boarders against illegal immigrants is considered to be inhumane and generates criminal behaviours. Later chance for integration is extremely difficult.

A common theme in recent public European Union (EU) policy debates is improving integration of the EU financial sector. The suggestion is that the Euro area should be treated as if it were a single jurisdiction, across which banks should be able to centralise management of capital and liquidity. Financial fragmentation is said to trap capital and liquidity in local subsidiaries in Host countries which is suboptimal, hindering the cross-border provision of credit, and resulting in an inefficient economic allocation, with higher costs for customers, and lower profitability for the industry in the EU. The proposed policy involves measures to counteract ring-fencing of subsidiaries by Member States (MS), curtailing national options and discretions that limit the harmonization effects of the EU’s Single Rulebook, and other regulations and supervisory practices that reduce banking groups’ cross-border freedom. However, some of the national options affecting banks in the EU are still supported by MS as needed due to local risks, financial stability concerns. Cross-border banking, often used as a yardstick to gauge the level of financial integration in the EU, can currently be realized in the EU in three basic forms: via subsidiaries, via passported branches or via cross-border provision of services. Among the solutions to fragmentation that many EU policy makers and governments focus on, at least in the Eurozone (EZ), are: completion of the Banking Union (BU), adopting regulations allowing capital, liquidity and MREL waivers in subsidiaries across borders, and the reduction of national options. In November 2016, the European Commission (EC) proposed changes to Capital Requirements Regulation (CRR), Capital Requirements Directive IV (CRD IV) and Bank Resolution and Recovery Directive (BRRD) which would have allowed, under certain conditions (e.g. subject to guarantees), the application of capital, liquidity and MREL (Minimum Required Eligible Liabilities) waivers in the subsidiaries of EU banks operating in EU MS. These propositions faced strong opposition and were not ultimately adopted in the recently published CRR 2.0, CRD V and revised BRRD, due to lack of consensus among MS. But the arguments in favour of change have not disappeared. In this paper, we start with a look at the current state of financial integration in Europe. We then examine the arguments for and against the use of waivers. Building on these arguments, we subsequently explain sensible preconditions that should be put in place – in addition to completing the BU – to allow the prudent use of such waivers. We also discuss alternatives to the use of waivers, based on expanding the use of branches and indicate incentives which can play a role in shaping the quality of cooperation between Home and Host supervisors.

This article describes the experience gained during the implementation of the Erasmus+ Jean Monnet Module “European Union Language Policy” (EULP) in Ukraine. Ukraine has chosen a course of EU integration, a decision that has significantly affected its political, cultural, and social life. Participation in Erasmus+ projects facilitates Ukraine`s rapid and effective introduction to EU sustainable education practices. The EULP project team consisted of Ukrainian and Lithuanian academicians who together developed the programme of the course, focusing on five target groups: graduate students, post-graduate students, high school teachers, researchers, and civil society representatives. The EULP’s sustainable and multidisciplinary approach combines linguistic and cultural competences necessary for Ukrainian citizens in view, joining the European Union in the future. Our observations demonstrate that an increasing number of educational courses that combine professional training with expanding knowledge about the EU facilitate the process of reforming and integrating Ukraine into the common EU education area.
