Nowadays, the most important factors that cause global market activity and have a big influence on logistics processes are: globalisation and rapid development of new technologies. In that environment, military logistics are operating incessantly alongside the supply of goods in times of war, peace and crisis. These logistics are focused on finding solutions for being more effective and economically profitable. Because of this, logisticians try to reduce costs and supply good faster, as well as trying to provide the right quality and service. The current challenges in military logistics support have changed. The biggest challenge for all logistics processes is to provide services according to the 7R formula (right time, right product, right quantity, right condition, right place, right customer, and right price). A logistics leader is important for every operational mission. Thanks to the leader making quick and smart decisions, successful termination of a mission is possible. The article is based on the example of logistics support for the Polish contingent in Kosovo. In the light of the above, the aim of the article is to identify and estimate the situation of military logistics. The research problem is as follow: What are the biggest determinants of logistics processes in military area?

Opis:

Implementation of robust, reliable tool condition monitoring (TCM) systems in one of the preconditions of introducing of Industry 4.0. While there are a huge number of publications on the subject, most of them concern new, sophisticated methods of signal feature extraction and AI based methods of signal feature integration into tool condition information. Some aspects of TCM algorithms, namely signal segmentation, selection of useful signal features, laboratory measured tool wear as reference value of tool condition – are nowadays main obstacles in the broad applicationof TCM systems in the industry. These aspects are discussed in the paper, and some solutions of the problems are proposed.

Preview: The ties between music and philosophy are strong and venerable, as they date back to the very beginnings of the latter. According to the ancient tale, Pythagoras, when passing by a smithy one day, noticed that the hammers make sounds of different pitch and, more importantly, that some of the pitch combinations feel pleasant on the ear while the others sound rather harsh. Intrigued by this phenomenon, the ancient sage began to further investigate it with the so called monochord (being just a plank with a string attached to it which could be shortened at any chosen position to alter the pitch). Thus he discovered that the successions of two sounds that sound pleasant (or, to use a more technical term, consonant) could be achieved if the string is being shortened by 1:2, 2:3 or 3:4. Pythagoras could not be more satisfied with this finding, as it proved his claim that the universe is, on its hidden and true level, based upon an intelligible mathematical structure, and, moreover, that a key to understanding this structure is the Holy Tetractys, a figure representing the first four natural numbers in the form of a regular triangle.

Substantial changes underwent by Polish society during the last eighteen years have posed important challenges for the national system of education. Although numerous attempts have been taken to adjust it to the contemporary social, political, cultural, and economic changes, including massive systemic reform introduced in 2000, a huge discrepancy between the kind of support students receive in schools and the necessities they have to meet outside the educational system is still clearly visible. Three basic challenges: globalization, democratization, and civil society building will be discussed in relationship to educational management as main factors for educational success.

The role of the active management of the banking book in the banking industry is constantly growing. The efficient and productive use of a bank’s resources subject to consolidated risk and return appetite remains of upmost importance for banks of all sizes. Therefore, the use of optimization techniques to manage the banking book of a financial institution is becoming an imperative to remain profitable. This article states that application of the optimization techniques can provide useful information to understand the target structure for the banking book in terms of its composition of liabilities and is an important tool to decrease the overall cost of funding. Moreover, the application of the optimization techniques in this article is seen as the integration of the exposure to the financial risks into one approach.

Opis:

The custom of burying the dead is not merely commonly accepted by Christianity the way of disposal of the human body after the death. It is most deeply rooted and perfectly expressing Christian anthropology, revealed in the Holy Scriptures as a consequence of original sin, sign of hope in the Resurrection, and imitation of Christ, who was buried in the tomb. In Catholic view the burial is a corporal work of mercy, act of care for the dead and their loved ones. Gaining popularity the practice of cremation is accepted by the Church for the sake of hygiene, economy, or community. Human remains, also in the form of ashes, always must be buried or placed in the columbarium. Church does not allow the human body to be disposed via resomation or promession. Alternative forms of memorializing the deceased, though attractive esthetically and sentimentally, are not only outlandish in Christian culture, but also contrary to the Christian teaching on origins, nature, and destination of the human person.
Zwyczaj grzebania zmarłych jest tradycją najściślej zakorzenioną w chrześcijańskiej antropologii i najlepiej ją wyrażającą, objawioną w Biblii konsekwencją grzechu pierworodnego, wyrazem oczekiwania na zmartwychwstanie i aktem naśladowania Chrystusa, który został złożony w grobie. W nauczaniu katolickim pochówek jest uczynkiem miłosierdzia względem ciała, aktem troski o zmarłego i jego bliskich. Zyskujący na popularności zwyczaj kremacji jest przez Kościół uznany za dopuszczalny ze względow zdrowotnych, gospodarcznych lub społecznych. Szczątki ludzkie, również formie popiołu, zawsze powinny być złożone w grobie lub umieszczone w kolumbarium. Formą nieakceptowaną przez Kościół są praktyki resomacji i kompostowania ciał zmarłych. Alternatywne formy upamiętnienia ciała ludzkiego lub jego szczątków, choć zachęcają swoją estetyką i przesłaniem, są nie tylko obce chrześcijańskim zwyczajom, ale sprzeczne z chrześcijańską nauką o pochodzeniu, naturze i przeznaczeniu człowieka.

The book addresses contemporary ideological discourses concerning education in the United Kingdom. It provides a synthetic analysis of the roots of the political changes in education in the UK from the tenth to the first decade of the twenty-first century, with particular emphasis on the last hundred years. It presents British political and education thought during the tenth through the sixteenth centuries, then in the Age of Enlightenment, showing the roles of the positivist current in British education, the Chartist movement, and educational changes related to them. The remainder of the book focuses on the trends and stages of educational development up to World War II, the postwar reform of the education system in England and Wales, the neoliberal trend in the educational policy of Britain, and the genesis of the 1998 educational reforms in England and Wales and their consequences up to 2013.

Punktem wyjścia do rozważań o współczesnych zagadnieniach edukacji dla bezpieczeństwa jest przybliżenie najważniejszych definicji takich, jak: bezpieczeństwo, wyzwania, zagrożenia, edukacja, etyka w bezpieczeństwie. Następnie zaprezentowane są współczesne zagrożenia państwa według kryterium przedmiotowego. W dalszej kolejności został położony szczególny akcent na etyczny wymiar edukacji dla bezpieczeństwa – oparty na uniwersalnych wartościach (filarach). Zawarte są także praktyczne zagadnienia edukowania dla bezpieczeństwa w polskim systemie oświaty – ujęte w trzy cykle – mające doprowadzić do odpowiednich postaw obronnych, patriotycznych i obywatelskich.
The starting point for a discussion on current issues in education for safety is the in-troduction of the most important definitions such as: safety, challenges, threats, education, ethics in safety. Then, contemporary threats to the state are presented according to the sub-ject criterion. Further on, a special emphasis is placed on the ethical dimension of education for security - based on universal values (pillars). It also includes practical solutions to nu-merous issues that impact the education system in Poland - divided into three cycles - which are supposed to lead to appropriate defensive, patriotic and civic attitudes.

CEL NAUKOWY: Celem artykułu jest przedstawienie uwarunkowań, jakim podlega dziennikarstwo w dobie rewolucji w dostępie do informacji, oraz pokazanie, jak uwarunkowania te wpływają na realizowanie przez dziennikarzy standardów zawodowych. PROBLEM I METODY BADAWCZE: Problem badawczy został sformułowany jako pytanie: czy w związku z kryzysem epistemologicznym dotykającym dziennikarstwo zasadne jest rozważenie zmiany ustanowionych w XX w. przez środowisko dziennikarskie norm i wartości? W zakresie przyjętej metodologii zastosowano założenia teorii normatywnej i teorii społecznej odpowiedzialności mediów, a także metodę analizy i krytyki piśmiennictwa. PROCES WYWODU: Publikację rozpoczyna przypomnienie norm etycznych w dziennikarstwie, które przez przeszło sto lat, pełniąc funkcję „drogowskazów”, przyczyniały się do budowy społecznego ładu opartego na wartościach. Następnie przedstawiono uwarunkowania, jakim podlega dziennikarstwo we współczesnym, zmediatyzowanym społeczeństwie. Na podstawie badań orzeczeń Rady Etyki Mediów wskazano na naruszenia standardów dziennikarskich w praktyce redakcyjnej. WYNIKI ANALIZY NAUKOWEJ: Podjęte badania wskazują na znaczenie etyki dziennikarskiej w komunikowaniu oraz negatywne konsekwencje dla społeczeństwa demokratycznego, jakie przynosi odchodzenie od standardów związanych z przekazywaniem informacji. WNIOSKI, INNOWACJE, REKOMENDACJE: Mimo ogromnej konkurencji i starań mediów o pozyskanie audytorium to wiarygodność i zaufanie odbiorców będą decydowały o ich powrocie do tych samych źródeł informacji. Respektowanie standardów etycznych, w tym ujęciu, staje się fundamentem ekonomicznej egzystencji środków masowego przekazu.

Opis:

Morale is one of the most frequently recurring concepts in the media covering events from the country and the world. It is used by journalists and experts representing the scientific and military communities. The concept is also used by ordinary people commenting on the attitudes and achievements of various individuals and social entities, especially in situations of particular threats to human life and health. Since the term morale is used in different contexts and meanings, many different ways of understanding it can be noted. It can also be seen that approaches to the phenomenon of morale differ in time – interest in it decreases during peace and social stability and increases during conflicts, revolutions, or wars. For example, in the post-Cold War decade of the 1990s, known as the “end of history” or the “peace dividend” period, there was little scientific work on morale. But earlier, during the “Cold War”, such publications were numerously created in the West. From the emerging interest in the concept of morale in modern times, it appears that it is still valid and important.

Jest to, bowiem ten rodzaj bezpieczeństwa, którego brak jest szczególnie odczuwalny przez dzieci, młodzież i dorosłych w ich codziennym życiu prywatnym i zawodowym. Współcześnie człowiek żyje w świecie ciągłych i szybkich zmian. W świecie oferującym wolność, swobodę czy chociażby bliższy kontakt z drugim człowiekiem. Ale jednocześnie jest to świat obierający poczucie bezpieczeństwa, niosący ze sobą wiele zagrożeń. Należy jednak pamiętać, że zagrożenia są nieodłącznym elementem życia człowieka. Zmienia się tylko ich rodzaj, natężenie i przyczyny ich powstawania. A także skutki, które prowadzą do narodzin poważnych dysfunkcji społecznych zarówno jednostek jak i całych grup. Spychając je bardzo często na margines życia społecznego.
The article discusses the issues related to social security, which in modern times is of particular importance. This is just the kind of security, the lack of which is particularly felt by children, youth and adults in their everyday lives at home and at work. Today, man lives in a world of constant and rapid change. In a world that offers freedom, freedom or even closer contact with other people. But while this is the world picking a sense of security, bringing with them many risks. Note, however, that the risks are inherent in human life. Changes only the type, intensity and their causes. And also the effects that lead to the birth of severe social dysfunction, both of individuals and groups. Very often pushing them to the margins of society.

Z kolei przestudiowali prawno-polityczne podłoże ukraińsko-polskich stosunków międzypaństwowych, wskazując na doniosłą rolę Traktatu między Rzecząpospolitą Polską a Ukrainą o dobrym sąsiedztwie, przyjaznych stosunkach i współpracy. Naświetlono również działalność ukraińsko-polskich instytucji międzypaństwowych, powołanych dla spełnienia powstałych zadań. W artykule podkreślone zostało poparcie przez Polskę dążeń eurointegracyjnych Ukrainy. Kluczowym momentem z tego punktu widzenia jest kwestia podpisania umowy stowarzyszeniowej UE z Ukrainą. W ostatniej części referatu autorzy wskazują, iż agresja Rosji skierowana przeciwko Ukrainie spowodowała rewizję umów międzynarodowych i była początkiem gruntownych zmian w świadomości Ukraińców.
In the introductory remarks the authors drafted a background of present-day social and constitutional shifts in Ukraine. Then they focused their attention on legal and political principles of formulation of Ukraine's foreign policy since gaining independence, analysing, first and foremost, the resolution enacted by the Verkhovna Rada of Ukraine entitled "On the main directions of Ukraine’s foreign policy". They also studied legal and political ground of UkrainianPolish bilateral relations, pointing to a weighty role of the Treaty on Good Neighbourhood, Friendly Relations and Cooperation between the Republic of Poland and Ukraine. As well, they elucidated the activity of the UkrainianPolish bilateral institutions established for realization of the resultant tasks. The support of Ukraine's aspirations for deeper integration with Europe by Poland were accentuated in the article. An issue of the signing of the UkraineEuropean Union Association Agreement is crucial from this viewpoint. In the last part of the paper the authors indicate that Russia’s aggression against Ukraine resulted in a revision of international accords and initiated a thorough changes in Ukrainians’ identity .

In recent years, electric power systems, in order to improve their efficiency, are increasingly using the latest innovations in the field of information and communication technologies (ICT) starting from wireless communication and fiber optics systems. Both used for industrial automation purposes and complex data analysis. Those systems, year by year, have made use of more and more sophisticated communication algorithms leading to automatic management of energy distribution process as well as undertaking the system resuscitation tasks as a result of failure. The use of ICT communication equipment in electric power systems is certainly a big advantage, but it also entails some safety issues. The traditional understanding of smart grid cyber security involves the general requirements (placed on existing systems) as well as specific solutions for detection and intrusion prevention (for individual parts of the system infrastructure). Implementation of security policy in management process of the power system, with means of modern technical of digital information transmission, will increase efficiency and reliability of those systems.

Zdaniem autora zasadniczym elementem życia konsekrowanego jest wierność wobec własnej konsekracji według charyzmatu. Wśród współczesnych wyzwań na pierwszym miejscu podkreśla on wyzwania wynikające z rad ewangelicznych, a następnie poddaje analizie inne znaki czasu, które są wyzwaniem dla osób konsekrowanych. Po przeprowadzonych analizach autor podkreśla, że najistotniejszym elementem odpowiedzi na postawione pytanie badawcze pozostaje osobiste i wspólnotowe świadectwo życia osób konsekrowanych. Ich życie objawia światu prawdziwe oblicze miłości Boga i Kościoła, ale nigdy go nie wyczerpuje. Dokumenty Stolicy Apostolskiej umieszczają życie konsekrowane w centrum działalności Kościoła, tym samym wyznaczają mu doniosłe zadanie, by było widocznym znakiem obecności Boga w świecie. Ci, którzy żyją życiem konsekrowanym, stają się promotorami prawdziwego rozwoju osoby ludzkiej. W tym znaczeniu osoby konsekrowane mają szczególny udział i zadanie w uświęcaniu świata. Stanowią one zatem radykalną odpowiedź na pojawiające się w każdej epoce znaki czasu.
In his paper, examining the problems experienced by man today, the author seeks answers to the question: what is contemporary consecrated life to look like? What challenges does it face today? What is expected from consecrated persons today, which testimony? In this regard, first, he points to the theological foundations of the religious community, emphasizing that it is a gift from God and at the same time a mystery rooted in the heart of the Holy Trinity, and then he discusses its charismatic dimension. The author thinks that fidelity to one’s consecration according to the charism is an essential element of consecrated life. Among today’s challenges, he first highlights the challenges of the evangelical counsels, and then analyses other contemporary signs of the time, which are a challenge for consecrated persons. Following these analyses, the author emphasizes that personal and community testimony of the life of consecrated persons remains the most important element of the answer to the posed question. Their lives reveal the true face of the love of God and the Church to the world, but never exhaust it. The documents of the Apostolic See place consecrated life in the center of the Church’s activity, thereby assigning it the momentous task of being a visible sign of God’s presence in the world. Those who live a consecrated life become promoters of the true development of the human person. In this sense, consecrated persons have a special share and task in sanctifying the world. They are, therefore, a radical response to the emerging signs of time in each epoch.

W artykule autor ma zamiar osiągnąć cel badań, jakim jest sprawdzenie, czy obrona cywilna sformułowana w latach 70. ubiegłego stulecia, zdefiniowana w ustawie z 21 listopada 1967 r. o powszechnym obowiązku obrony Rzeczypospolitej Polskiej i w Protokole dodatkowym do Konwencji genewskich z 12 sierpnia 1949 r., dotycząca ochrony ofiar międzynarodowych konfliktów zbrojnych, jest w stanie podnieść poziom bezpieczeństwa niemilitarnego Polski w dobie współczesnych zagrożeń.
In recent decades, an explosive technological development has taken place, the natural consequence of which is the evolution of the risk environment. Changes have also taken place in the international area, where non-state actors have become new security actors. Threats to the general safety and state security, which are below the threshold of the war, have intensified. In the article below, the author intends to achieve the aim of the research, and namely to verify whether the civil defence formulated in the 1970s, defined in the Act on the universal obligation to defend the Republic of Poland of November 21, 1967 and in the Protocol Additional to the Geneva Conventions of August 12 1949, relating to the Protection of Victims of International Armed Conflicts, is able to raise the level of non-military security of Poland in the era of modern hazards.

Autor dostrzega zarówno zagrożenia dla bezpieczeństwa międzynarodowego, jak i wyzwania stojące przed polityką bezpieczeństwa państw i zbiorowych aktorów międzynarodowych, ale ujmuje je łącznie - jako swoistego rodzaju kontinuum. Za zagrożenia i wyzwania w drugiej dekadzie XXI w. uznaje następujące zjawiska: zagrożenia militarne (broń jądrowa i jej proliferacja, broń konwencjonalna i olbrzymie wydatki wojskowe), terroryzm, inne zagrożenia (cybernetyczne, ekonomiczne i energetyczne, ekologiczne) oraz wyzwanie migracyjne. Osobnym potężnym zjawiskiem, które szczegółowo analizuje, jest dokonująca się od kilkunastu lat rekonfiguracja ładu międzynarodowego, która jego zdaniem stanowi poważne wyzwanie dla Zachodu, w tym dla jego polityki bezpieczeństwa. Zachód, aby z korzyścią to wyzwanie podjąć i nie dopuścić do powstania nowych zagrożeń dla bezpieczeństwa międzynarodowego, powinien nie tylko skonsolidować swój system bezpieczeństwa, ale także prowadzić dialog z wyłaniającymi się konkurentami i rywalami do przywództwa w świecie (wschodzące mocarstwa zrzeszone w BRICS) oraz rozwijać z nimi partnerską współpracę, tak jak w 2010 r. proponował amerykański politolog Charles Kupchan, który apelował, że trwały pokój można skutecznie budować, czyniąc z wrogów przyjaciół. Obecnie niepewne jest jednak, jaką politykę zagraniczną będzie prowadził wybrany w listopadzie 2016 r. nowy prezydent USA Donald Trump.(abstrakt oryginalny)
The author distinguishes threats to international security from challenges faced by the security policy of states and collective international actors but approaches them as a certain continuum. The following phenomena are considered threats and challenges in the second decade of the 21st century: military threats (nuclear weapons and their proliferation, conventional weapons and huge military spending), terrorism, other threats (cybernetic, economic and energy-related, ecological), as well as the migration challenge. A separate major challenge, which the author analyses in detail, is the reconfiguration of the international order that has been taking place for more than a decade now. The author believes that this reconfiguration constitutes a serious challenge to the West, including to its security policy. In order to take up this challenge, benefit from it and prevent the emergence of new threats to international security, the West needs to not only consolidate its security system but also engage in dialogue and cooperation with the emerging competitors and rivals challenging the West's global leadership (the emerging powers from BRICS), as the American political scientist Charles Kupchan proposed in 2010, emphasising that lasting peace can be achieved by turning enemies into friends. It is, however, uncertain what kind of foreign policy will be conducted by the new US President, Donald Trump, elected in November 2016.(original abstract)

The objective of the article was to perform a literature review to analyze the use of megatrends as an analytical framework in various areas of economic and social discourse. Following SALSA methodology, the scope of the research covers peer reviewed articles published between 2010 and 2018. The results show that the concept of megatrends has been utilized in analyzing the impact of fundamental economic and social changes in three main areas: foresight studies of selected industries, analyses of existing and anticipated changes in management and business practices, and other socio-economic topics. The content of the most frequently used megatrends covered: technology developments, environmental changes, demographic shifts, urbanization, and changes in geopolitics. The most coherently defined megatrends that are frequently envisaged to exercise influence on the contemporary world, and are expected to continue to do so in the future, are: digitization and development of ICT and related technologies, urbanization growth, scarcity of resources and climate changes.

Opis:

The Internet of Things (IoT) is an emerging technology that was conceived in 1999. The key components of the IoT are intelligent sensors, which represent objects of interest. The adjective ‘intelligent’ is used here in the information gathering sense, not the psychological sense. Some 30 billion sensors that ‘know’ the current status of objects they represent are already connected to the Internet. Various studies indicate that the number of installed sensors will reach 212 billion by 2020. Various scenarios of IoT projects show sensors being able to exchange data with the network as well as between themselves. In this contribution, we discuss the possibility of deploying the IoT in cartography for real-time mapping. A real-time map is prepared using data harvested through querying sensors representing geographical objects, and the concept of a virtual sensor for abstract objects, such as a land parcel, is presented. A virtual sensor may exist as a data record in the cloud. Sensors are identified by an Internet Protocol address (IP address), which implies that geographical objects through their sensors would also have an IP address. This contribution is an updated version of a conference paper presented by the author during the International Federation of Surveyors 2014 Congress in Kuala Lumpur. The author hopes that the use of the IoT for real-time mapping will be considered by the mapmaking community.

Artykuł porusza problematykę edukacji włączającej uczniów niepełnosprawnych w kontekście wyzwań związanych z realizacją idei inkluzji. Omawiając kategorie specjalnych potrzeb edukacyjnych i rozwojowych uczniów niepełnosprawnych, autorka dokonuje analizy miejsca ucznia niepełnosprawnego w systemie edukacji oraz możliwych form realizacji kształcenia (od segregacji przez integrację do inkluzji). Podjęte w artykule analizy uwarunkowań edukacji inkluzyjnej wskazują na szeroki kontekst wyzwań związanych z jej wdrażaniem. Nowa perspektywa, skoncentrowana na optymalizacji procesu kształcenia wszystkich uczniów, wymaga wprowadzenia istotnych zmian w myśleniu o edukacji i jej celach, ale także modyfikacji treści, koncepcji, struktur i strategii działania. Kluczowym zadaniem edukacji włączającej jest przekształcenie systemu oświatowego w sferze programowej i organizacyjnej tak, aby odpowiedzieć na zróżnicowane potrzeby uczniów i zapewnić im realizację ich indywidualnego potencjału. Efektywne wdrażanie założeń edukacji inkluzyjnej opierać się powinno na kompleksowym przygotowaniu nauczycieli, rozwijaniu ich kwalifikacji i kompetencji odpowiedzialnego działania w jej obszarze. Nauczyciele nie są jednak jedynymi ogniwami w procesie rozwoju szkoły włączającej, lecz stanowią jedynie część szerszego systemu, którego najważniejsze komponenty stanowiące wyzwanie dla realizacji idei stały się przedmiotem podjętych analiz.
The article discusses the issue of inclusive education of students with disabilities in the context of challenges associated with the implementation of the idea of inclusion. Discussing the categories of special educational needs and development of students with disabilities, the author analyses the place of a student with a disability in the education system, and the possible implementation model of education (from segregation, through integration, till inclusion). Analyses of inclusive education conditions indicate the broad context of the challenges associated with their implementation. The new perspective, focused on the optimizing the educational process of all students, requires significant changes in thinking about education and its objectives, but also modifying the content, concepts, structures and strategies. The key task of inclu¬sive education is to transform the educational system in its program and organization in order to respond to the various needs of students and provide them opportunity of realizing their individual potential. Effective implementation of inclusive education should be based on the teachers comprehensive preparation, developing their skills and competences of responsible action in the area. Teachers are not the only ele¬ments in the process of inclusive school development, but they are part of a wider system discussed in the article.

The paper examines the continuing viability of the critique of methodological nationalism in the context of recent resurgence of nationalist sentiments across western liberal democracies. In the post-time the world of an individual undergoes the act of disintegration (contingency; R. Rorty) which can be associated with the state of “reassurance” (M. Gauchet). Today, there is no clarity as to what „education” really is.

This article attempts to define the concept, category ii creatures to safety in a general sense. The author discusses the problems connected with the duality of this issue – stability and dynamism. In this article different sorts and sources of threats to security were discussed. The threats which belong to the values have long been held dear and protected by both an individual and nations since the dawn of humankind. Security includes political and military aspects as well as economic, technological, ecological, social and humanitarian factors. There are also natural aspects, apart from the factors presented above, which play their part from the beginning of the human history to be taken into account. Together with the advancement of technology people entered the era of technological threat. The threat that on the one hand is indispensable in everyday life but on the other threatens increasingly a man. The presented above sorts of threats have been characterized and described in a synthetic way It should be underlined that the threats presented do not exhaust all of them as newer and newer threats appear together with the technological development.
W artykule podjęto próbę zdefiniowania pojęcia i istoty bezpieczeństwa w sensie generalnym. Autor porusza problematykę związaną z dualizmem tego zagadnienia – statyczność i dynamiczność tego zjawiska. W omawianym artykule przedstawiono identyfikację, rodzaje i źródła zagrożeń bezpieczeństwa, które należą od dawna (istnienia człowieka) do wartości najbardziej cenionych i chronionych zarówno przez jednostki, jak i narody. Bezpieczeństwo obejmuje aspekty polityczne, militarne, czynniki ekonomiczne i technologiczne, ekologiczne, społeczne oraz humanitarne. Oprócz przedstawionych czynników od zarania dziejów świata dużą rolę odgrywają czynniki naturalne, które są niezależne, ale należy się z nimi bardzo liczyć. Wraz z rozwojem techniki wkroczyliśmy w zagrożenia techniczne, które są z jednej strony niezbędne w życiu codziennym człowieka, a z drugiej strony bardzo zagrażają człowiekowi. Przedstawione powyższe rodzaje zagrożeń zostały w sposób syntetyczny scharakteryzowane i opisane. Należy podkreślić, że przedstawione zagrożenia nie wyczerpują wszystkich, bo wraz z rozwojem techniki powstają coraz nowsze.

Opis:

The article discusses peculiarities of human resource management in the context of contemporary challenges, investigates relations between the elements of the internal environment and challenges for human resource management. The author of the article believes that scientific publications on human resource management still do not pay enough attention to certain elements of management process, i.e. proper systematization of organizational goals, perception of organizational management structures in the new environment, etc. Management practice of staff selection is characterized by the tendency of the organization to dominate, meanwhile the expectations of the candidate are very often sacrificed, and little interest is shown in the development of the sense of loyalty in new employees. The author acknowledges that due to ever-increasing competition organizations cannot ignore the changes that are happening, and on the basis of his researches he identifies the obstacles which hinder many Lithuanian organizations from participating in the contemporary process of changes. The article provides the author’s suggestions for the improvement of human resources management in the environment of Lithuanian organizations.
В статье анализируются современные вызовы, стоящие перед управлением человеческими ресурсами. В ней обсуждены связи внутренних элементов окружения с вызовами управления человеческими ресурсами. По мнению автора в научных исследованиях слишком мало внимания уделяется отдельным аспектам управления, напр. соответствующей систематизации организационных целей, восприятию организационных структур в области управления в новом окружении и т. д.. Как показывает практика управления, при выборе сотрудника преобладающую роль играют организация и ее цели. Ожидания новых кандидатов неоднократно забываются и слишком мало интереса проявляется к обучению их лояльности. Автор подчеркивает, что ввиду растущей конкуренции, организации не могут игнорировать происходящих изменений. На основе своих исследований выделяет он также главные помехи, которые препятствуют участию литовских организаций в процессе перемен. Автор формулирует в своей статье основные предложения, как можно усовершенствовать процесс управления человеческими ресурсами в литовских организациях.

Wobec braku w krajach UE zasobów niektórych złóż kopalin metalicznych, niezbędnych dla rozwoju wielu gałęzi przemysłu, m.in. Ni i Co, REE, jednym ze strategicznych postulatów rozwoju UE jest zapewnienie zrównoważonego dostępu do surowców metalicznych. Potencjalne znaczenie mają oceaniczne złoża surowców metalicznych, które zawierają szereg deficytowych metali strategicznych, uznanych w UE w czerwcu 2010 r. za kluczowe. W grupie 14 surowców, z którymi wiąże się ryzyko niedoboru dostaw, znalazły się między innymi takie jak: metale ziem rzadkich, niob, tantal, platynowce, kobalt, gal, german, ind, magnez i wolfram. Ujawnione, na podstawie regionalnej analizy metalogenicznej, bezpośrednie przestrzenne i czasowe związki formowania nagromadzeń metali wskazują, że zależności rozmieszczenia i warunki geologiczno-górnicze występowania złóż kopalin polimetalicznych oraz koncentracji metali są regionalnie zróżnicowane. Wysoka perspektywiczność występowania złóż kopalin metalicznych, w tym: tlenkowych skupień Fe-Mn (konkrecji polimetalicznych i naskorupień kobaltonośnych) oraz masywnych siarczków uwarunkowana jest procesami geodynamicznymi kształtującymi warunki formowania nagromadzeń złożowych w poszczególnych oceanach Ziemi. Najbardziej perspektywiczne złoża konkrecji polimetalicznych i naskorupień kobaltonośnych występują na Pacyfiku i Oceanie Indyjskim, a masywnych siarczków na Pacyfiku, Oceanie Indyjskim i Atlantyckim. W kopalinach tych stwierdzono wysokie zawartości metali deficytowych dla krajów Unii Europejskiej (Mn, Co, Ni, Ti, REE, PGE).
UE countries are in the face of shortage of some metal mineral deposits which are essential for the development of many branches of industry, e.g. Ni, Co and RE. One of the strategic demand for UE development is the securing of balanced access to metal ore resources. Ocean mineral deposits have potential for the future and they contain several scarce strategic metals, recognized by the UE in June 2010 as crucial. In the group of 14 raw materials connected with the risk of supply deficiency are such resources as: rare earth elements, niobium, tantalum, platinum family metals, cobalt, gallium, germanium, indium, manganese, tungsten. The time forming relations of metals revealed on the basis of regional metallogenic analysis indicate that the characteristics of distribution and geological and mining conditions of polymetallic ore resources and metals content are regionally different. High potential of ocean polymetallic resources including oxide concentrations Fe-Mn (nodules and cobalt crusts) and massive sulphides is the result of geodynamic processes forming conditions of deposits in different oceans of the World. Mots perspective deposits of polymetallic nodules and cobalt crusts are located in Pacific and Indian Oceans and massive sulphides in Pacific, Indian and Atlantic Oceans. There is very high content of metals recognized as deficient in European countries (Mn, Co, Ni, Ti, REE, Pt).

The challenges that pastoral care in Poland has to face today are not less numerous than at the time when it was established several dozen years ago. It seems that we should begin our survey of these challenges from inidicating a group of challenges that may be called challenges to marraige and family. Here we find that the structure of marriage as a relationship between heterosexual persons: a husband and wife is more and more commonly questioned; marriage is questioned as the foundation of family; the processes of marital disintegration increase, divorces and remarriages; free unions that last for years. The causes for this group of challenges as ideaological or practical. Another group of challenges consists of separation due to economic reasons, mainly going abroad to work. This causes the increasing process of marrital disintegration, rapid growth of social orphans, old parents and often ill are left unattended by their adult emigrating children. It follows from job problems that the competitive model of interpersonal relations is extrapolated on the marrital bond. We have to add the issues of psychological and physical violence in the family, abortion and calls to legalise euthanasia. A further group of challenges consists of those related to sexual activity. Contraceptive mentality and practices are popular, the phenomenon of marrital infertility is increasing, life is conceived beyond its natural and marrital milieu. In view of the above challenges, pastoral care for families in Poland should change its legal-moral categories of marriage and family iinto sociological and theological, it should purify the image of God from its anthropomorphic elements. It depends much on this image that man can understand himself and build his marrital relationship. Another important issue is to link theological knowledge and adequate aspects of the particular sciences. This link must be methodologically correct in pastoral care. Theological knowledge shows a model of marriage and family, whereas the particular sciences provide practical solutions how to accomplish this model. All this calls for an ordering of basic concepts of marriage and family, as there is much disorder there. Eventually, such actions should bring about milieus of support for the family that would make it easier to defend the principal Christian values.

Renaissance, with regard to the use of sacramental signs is a return to the tradition of the Church and reaching the spiritual practices known and used for generations in their lives of faith. Novelty is the idea of prayer for deliverance, which at the diocesan level would help people experiencing demonic influences. The individual use of sacramentals and the activities carried out by the center are the concrete help in the fight against evil spirits.

This article attempts to define what contemporary globalisation is and discuss the opportunities and threats this process generates. The purpose of this paper is also to show how dynamically the reality in Europe is changing and how new threats associated with illegal immigration have emerged, as illegal immigration and globalisation are closely related. The final part of the article points to key threats to the EU member states caused by illegal immigration.

The article characterizes offset transactions and presents reasons for using offset mechanisms in global and European context management knowledge, with particular relation to Polish solutions in this area. To better present the issue, legal basis procedures for conclusions of offset contracts were discussed, and some examples of allocations in other countries in the world provided.

The paper refers to aviation threat assessment in light of current dimension of terror against international airports, in particular taking into consideration current threats and modus operandi of terrorist’s organizations. Within this document highlighted current significant risk for airport environment, as well as possible methods and measures to mitigate thereof.

Jednym z kluczowych zadań dyrektora placówki oświatowej jest zatrudnianie na stanowisko nauczyciela. Od tego, jakim człowiekiem jest nauczyciel, jakie kompetencje posiada i czy potrafi je wykorzystać w pracy nauczycielskiej, zależy rozwój ucznia i szkoły jako organizacji odpowiedzialnej za realizację nowoczesnej edukacji. W artykule autorka przedstawia wybrane kompetencje nauczycielskie, będące wyrazem spojrzenia na nauczyciela współczesnej szkoły. Model kompetencji dla nauczycielskiej grupy zawodowej może stanowić odpowiedź na wizję i oczekiwania wobec zawodu nauczyciela, a przede wszystkim wyposażyć dyrektora szkoły w wielofunkcyjne narzędzie służące do efektywnej polityki kadrowej.
One of the key tasks facing a principal of an educational institution is hiring for teaching positions. The development of the pupil and the school as an organization responsible for the implementation of modern education is dependent on the kind of person the teacher is, competences held, and whether that teacher is capable of applying them in teaching. This paper presents selected teacher competences—an expression of how a teacher of a modern school is seen. The competency model for the professional teacher group may serve as an answer to the vision and expectations facing the profession of teacher as well as equip the school principal in multifunctional tools serving effective staff policy.

The protection of whistle-blowers under the Article 10 of ECHR has faced a lot of com-plex problems, which had been a result from the implications of ICT`s development and change of the media environment. The COE is involved in a worldwide debate about changes taking places in a contemporary legal system in the context of the protection of human rights. Therefore, the review of the latest legal initiatives (resolutions, recommendations, etc.) as well as other activities in the field concerned might be helpful to put the question-able issues.As the article is of the introductory character, further analysis is required. Within the human rights approach, it should concern, in particular the legal status of the whistle-blower and the issues, pertaining to legal and alternative ways of her/his protection.

Opis:

This article presents the relationship between the Finnish educational change in schools (the Finnish Reform Movement), selected aspects of teachers’ professional development and context of educational thinking influenced by John Dewey’s pedagogy. The successful change of schools “calls for a ‘new professionalism’ in which teachers’ work is based on research-based, outcomes-oriented, data-driven and team focused at the same time as it is globalised, localised and individualised, with lifelong professional learning the norm for the specialist in school education” (Caldwell, 2003, p. 8). In this light, the article presents an overview of in-service training of teachers, cooperative learning and teachers’ autonomy in schools in the context of teachers’ professional development.

Rozwój przedsiębiorczości jest uwzględniony nie tylko w europejskiej polityce edukacyjnej, lecz także w polskiej. W dobie obecnych zmian społecznych i gospodarczych szczególnie ważną rolę odgrywa współpraca pomiędzy biznesem i nauką, a także promowanie działań na rzecz interdyscyplinarnych programów edukacyjnych w zakresie przedsiębiorczości. Celem artykułu jest przedstawienie istoty edukacji na rzecz przedsiębiorczości oraz wskazanie głównych kierunków rozwoju w szkolnictwie wyższym na szczeblu europejskim oraz w Polsce. Na tej podstawie zostaną zidentyfikowane współczesne wyzwania dla uczelni wyższych w zakresie edukacji na rzecz przedsiębiorczości. Obecne wyzwania, związane z internacjonalizacją, interdyscyplinarnymi uwarunkowaniami przedsiębiorczości, a także coraz większym zacieśnianiem współpracy między uczelniami i przedsiębiorstwami, odgrywają w nauczaniu przedsiębiorczości kluczową rolę i zostały określone w tym artykule jako istotne kierunki zmian, mające wpływ na kształtowanie kompetencji przedsiębiorczych. Powinny być one uwzględnione przez wszystkie zainteresowane strony, na poziomie polityki i wyższych uczelni, gdzie partnerstwa, sieci oraz wymiana dobrych praktyk stanowią podstawę dalszego rozwoju.
The development of the entrepreneurial mindset is embedded not only in European educational policy but also in Polish policy. In the current age of social and economic changes cooperation between business 210 and science in the context of internationalization as well as promotion of actions for interdisciplinary preconditions for entrepreneurship in educational programs is required. The aim of this paper is to present the essence of education for entrepreneurship and identify the main directions of development for higher education at the European and Polish level. On this basis, the main trends related to the development in the field of entrepreneurship in higher education will be identified. The current challenges of internationalization, interdisciplinary entrepreneurship conditions and closer cooperation between universities and businesses play in the entrepreneurship education a crucial role were identified in this paper as pivotal agents of change in entrepreneurship education. It should be taken into account by all stakeholders, both at the policy and university level, where partnership, networking and good practice exchange is the foundation for further development.

Kuratela rodzinna, która w Polsce ma prawie stuletnią tradycję, zawsze była ściśle związana organizacyjnie i funkcjonalnie z sądownictwem rodzinnym. Od roku 2002 organizację, zakres uprawnień i obowiązków, samorządność oraz odpowiedzialność dyscyplinarną kuratorów określa ustawa o kuratorach sądowych. Kandydaci do wykonywania zawodu kuratora muszą spełniać określone w ustawie wymogi i mieć wyższe wykształcenie kierunkowe, a przed dopuszczeniem do wykonywania zawodu muszą odbyć roczną aplikację i zdać egzamin zawodowy. Kuratorzy są funkcjonariuszami publicznymi i zawodem zaufania publicznego, stąd w ich pracy istotne znaczenie ma profesjonalizm oraz wysoka kultura zawodowa. Kuratorzy rodzinni nadzorują wykonanie postanowienia sądu przez osoby, których ono dotyczy. Ich rola nie ogranicza się jednak do kontrolowania wykonania orzeczenia – ustawodawca mówi, że kuratorzy wykonują też zadania o charakterze wychowawczo-resocjalizacyjnym, diagnostycznym i profilaktycznym. Często są pierwszym profesjonalistą, który pomaga rodzinie zmienić sposób jej dotychczasowego funkcjonowania i angażuje inne służby społeczne do tego działania. Celem artykułu jest przedstawienie najistotniejszych informacji o zawodzie kuratora sądowego i praktyce jego wykonywania.
In Poland, guardianship has almost a hundred years of tradition and has always been closely linked to the family court organizationally and functionally. Since 2002, the institution, its scope of power and duties, its self-governing and the disciplinary responsibility of legal guardians have been defined by the regulation on legal guards. Candidates for the position of the guardian must meet the requirements set out in the legal system and hold a higher education degree. After completing the annual apprenticeship and passing the vocational examination, candidates are allowed to perform the profession. Legal guardians are public officials and a profession of public trust so professionalism and high professional culture are important in their work. Guardians supervise the execution of court orders by persons concerned. However, their role is not limited to verifying the execution of the sentence – the legislator states that guardians also carry out tasks of educational, social, diagnostic and preventive nature. Legal guardians are often the first professionalpeople to help the family change the way it functions and engage other social services to do so. The issues taken in this article concerned presenting the most important aspects of legal guardian’s profession.
