Opis:
Through the history Bosnia and Herzegovina, as a territory and as a country, has been very unstable and full of ethnical diversity; nowadays not much has changed. It is a new century, there is a new political ideology and new structures; however, the protagonists still have different ethnical backgrounds. Changing the ideology in the area of the Balkans was very difficult and followed by dispute between the people and by a bloody war. To whom the territory belongs, who was first there, and who has more right to claim that territory – these are the main questions with which nationalists and politicians rule over the whole populations. This contribution is focusing on the process of conflict transformation from violence and total war into the reduction of violence. Bosnia and Herzegovina formally applied for EU membership on 15 February 2016, following years of constitutional reforms and commitments with the Dayton Peace Agreement.

Medical research involving human subjects can enhance the well-being of individual patients and provide enormous social benefits. It enables the acquisition of new scientific knowledge and the development of novel therapeutic and diagnostic procedures but also raises significant ethical and legal issues. This kind of medical research is controversial and implies a clash of values that are not always easy to balance. Particularly contentious is research on subjects who are incapable of giving consent or are in a position of subordination and more susceptible to manipulation and mistreatment. Such subjects are considered vulnerable and under special protection. The paper deals with the legal framework of medical research on vulnerable subjects in Bosnia and Herzegovina (its entities: the Republic of Srpska and the Federation of Bosnia and Herzegovina). In the first part of the paper, the notion and basic forms of medical research will be explored, as well as the concept of vulnerability. Reference will be made to relevant international documents defining the standards of medical research on vulnerable subjects. The paper will also provide a comparative overview of provisions governing vulnerable subjects research adopted in different national legislations. In the second part of the paper, the legal framework of medical research on vulnerable subjects in Bosnia and Herzegovina will be analyzed, and suggestions for possible changes will be made.

Digital surrounding.
Opis:
Growing up in digital surroundings and using the Internet on a daily basis have been some of the most prominent features of the young population today. In fact, where Generation Z is concerned, this has virtually been the only modus vivendi they know. They find online communication natural, feeling comfortable in the digital world, spending most of their time on the Internet sharing photographs and video footage, having fun, and communicating by means of social media and various software applications. In doing so, they prove very skillful and they have no difficulty mastering new digital trends, but they are often unaware of how vulnerable they are in terms of protection of their privacy and personal data. For that reason, the paper aims at determining to what extent the members of Generation Z expose their private lives on the Internet, whether they are concerned about possible the consequences of these actions, and what steps they should take to protect their personal data. The results of the survey, conducted online, reveal that most examinees are unaware of the possible risks of providing their personal data to unknown entities on the Internet, as well as that the similar percentage of them do not take any steps towards protecting their privacy.

Radical Islamic ideas, individuals, movements, organizations, but also states that have greatly contributed to the radicalization of the existing Muslim population of the Balkans and Bosnia and Herzegovina are not new. Ever since the Middle Ages, with the aggression and genocide committed by the Ottomans, the ideas of jihad have been present in various forms, especially in environments that interpret Islam as a great world religion in such a radical way. There is a noticeable connection between the bearers of jihadist ideas from World War II until today. This article not only provides a historical analysis of the preconditions for the widespread jihadist network that today produces jihad warriors who threaten the entire world but also provides an authentic overview of the preconditions of this global terrorist network to better understand elements such as this network – it’s functions, how it recruits new terrorists and how it uses the ideology of radical Islamists as a motive for committing serious crimes around the world. The schematic structure of the mujahedeen unit with command staff is shown, as well as the fact that the terrorists welcomed the authorities of Bosnia and Herzegovina who tried to hide their presence and to relativize all the worst crimes committed by the mujahedin.

Bosnia and Herzegovina is a country with a special geo-civilization position. There are significant antagonisms between the three civilizations present here, completely separate ideologically, culturally and socially. According to Samuel Huntington’s theorem in Bosnia and Herzegovina take place a clash of civilizations that causes a general disagreement in the state, pursuing for completely different purposes by three nationalities, and as a consequence leads to instability in the country. The country, relatively young, has been a battlefield for influence for many centuries, which has shaped contemporary difficult situation. Nowadays, the agreement between Western, Islamic and Orthodox civilization which osculate in this area is impossible to achieve due to the diametric differences and purposes of these circles. Undoubtedly, Bosnia and Herzegovina is struggling with the consequences of such a clash of civilizations, as can be seen in the political, social and economic life of the country. The purpose of this article is to identify the problems arising from the presence of three civilizational circles in one state.

In this study, we empirically analyse intentions to emigrate from Bosnia and Herzegovina (BiH), focusing on individual, household, regional and socio-economic determinants, including specific influences relevant to the post-conflict nature of this society. We rely on a series of annual country-representative survey data collected over the period 2006–2010 and the latest repeated survey from 2019. This gives us the possibility to see whether there are changes in observed determinants with a decade’s difference, all investigated through non-linear econometric models. Moreover, we supplement quantitative research with qualitative in-depth interviews to enrich our results with deeper insights collected from both emigrants and potential emigrants in BiH. Our findings indicate that higher intentions to emigrate are linked to typical individual and household conditions: young, educated and low-income respondents all report high intentions to do so. However, the socio-economic environment characterised by economic – and, even more, by political – instability increases these intentions considerably. Our comparative analysis reports that the socio-economic environment has taken primacy over individual characteristics as drivers of emigrations which dominated a decade ago. Conventional thinking that economic drivers of emigration intentions dominate nowadays have not been confirmed. Policymakers should focus on improving primarily political stability as a measure that will decrease emigration intentions in this post-conflict society.

W ostatnim badaniu przeprowadzonym przez Dyrekcję ds. Integracji Europejskiej w Bośni i Hercegowinie, prawie 43,6% respondentów uważa, że istnieje alternatywa dla członkostwa w Unii Europejskiej (UE). Badanie przeprowadzono metodą wywiadu telefonicznego wspomaganego komputerowo (CATI) na próbie reprezentatywnej dla całego kraju. W związku z tym, w niniejszym artykule zbadana zostanie możliwość prowadzenia polityki zagranicznej ukierunkowanej na kilka centrów geopolitycznych oraz jej implikacje dla kraju. Dotyczy to przede wszystkim alternatywnych modeli rozwoju oferowanych przez takie podmioty areny międzynarodowej, jak Chiny, Rosja, Turcja i Arabia Saudyjska. Chociaż UE często kładzie nacisk na zaangażowanie w regionie Bałkanów Zachodnich, zarówno procesy wewnętrzne, jak i zewnętrzne stają się mocno upolitycznione. With gamma spectrometric method 23 samples of mineral and thermal waters of Bosnia and Herzegovina were analyzed. Activity concentrations of the investigated radionuclides were in the range 12–346 mBq·L-1 for 40K, 1.1–791 mBq·L-1 for 226Ra, 0.2–221 mBq·L-1 for 228Ra, 13–367 mBq·L-1 for 238U, and 0.6–17 mBq·L-1 for 235U. For all investigated radionuclides annual effective dose was estimated. The estimated total annual committed effective dose received by population as a result of ingestion of water was in the range 0.11–2.51 μSv·y-1 for thermal water and in the range 0.11–38.8 μSv·y-1 for mineral water. Measurement of activity concentrations of natural radionuclides in the examined samples was carried out with a gamma-spectrometer with high-purity germanium (HPGe) detector, having a relative efficiency of 70%.

Performing a difficult past in a museum: The History Museum of Bosnia and HerzegovinaThis paper examines the case of the History Museum of Bosnia and Herzegovina in Sarajevo to explore the entanglements of the somewhat contradictory concept of a history museum as a research institution that aims to educate visitors about the past, as opposed to an artistic performativity that provides sensory engagement and a reliving of past moments. Drawing on the performative paradigm, it focuses on the ways in which a past is made into a present to facilitate experience and bodily re-enactments. The History Museum of Bosnia and Herzegovina has recently embraced new museology approaches that stem from the performative turn. For providing a platform where people can meet and talk about the past, museums have been viewed as promising places for dealing with difficult memories. Artistic performativity has also been valued for opening ways to reconciliation. However, given historical exhibitions’ and artistic installations’ different approaches towards the past, this paper seeks to address some questions that arise from performing difficult pasts in a museum. How do narratives conveyed by exhibitions and artworks interact and influence the overall narratives offered by museums? Does their entanglement open up ways for reconciliation and more inclusive narratives about a difficult past? This paper examines how Brian Eno’s multimedia piece “77 Million Paintings” and the sound installation “Bedtime Stories” interact with the narrative of the permanent exhibition “Besieged Sarajevo” and influence the overall experience of visitors. It suggests that artistic performativity enhances visitors’ attentiveness and sensibility and contributes to their understanding of museum exhibitions in universalistic terms, not necessarily leading to reconciliation but instead opening up ways for the multidirectionality of memories. Performowanie trudnej przeszłości w muzeum. Muzeum Historyczne Bośni i HercegowinyAutorka analizuje Muzeum Historyczne Bośni i Hercegowiny, badając powiązania w pewnym stopniu sprzecznej koncepcji muzeum historycznego, rozumianego jako instytucja badawcza, której celem jest edukowanie odwiedzających na temat przeszłości, oraz koncepcji performatywności sztuki, której zadaniem jest zaangażowanie zmysłów i umożliwienia ponownego przeżycia przeszłości. Korzystając z paradygmatu performatywnego, autorka koncentruje się na sposobach, w jakie przeszłość przekształcana jest w teraźniejszość, by umożliwić doświadczenie i cielesne odtworzenie tego, co minione. Muzeum Historyczne Bośni i Hercegowiny przyjęło niedawno nowe podejście do muzealnictwa, wynikające ze zwrotu performatywnego. Muzea uznano za właściwe miejsca do radzenia sobie z trudnymi pamięciami, zapewniające przestrzeń do spotkań i rozmów o przeszłości. Z kolei performatywność sztuki uznano z kolei za czynnik otwierający drogę do pojednania. Mimo to, biorąc pod uwagę różne podejścia do przeszłości, pojawiają się pytania dotyczące performowania trudnej przeszłości w muzeum, do których niniejszy artykuł próbuje się odnieść. W jaki sposób narracje przekazywane przez ekspozycje i działa sztuki korespondują i wpływają na ogólne narracje tworzone przez muzeum? Czy ich powiązanie otwiera drogę do pojednania i bardziej integrujących narracji o trudnej przeszłości? Autorka analizuje, w jaki sposób instalacje artystyczne, w szczególności multimedialna praca „77 Million Paintings” autorstwa Briana Eno, instalacja dźwiękowa „Opowieści na dobranoc” oraz wystawy czasowe korespondują z narracją stałej ekspozycji „Sarajewo oblężone” oraz w jaki sposób wpływają na ogólne doświadczenie zwiedzającego. Autorka konkluduje, że performatywność sztuki zwiększa uważność i wrażliwość zwiedzających oraz wpływa na ich rozumienie wystaw muzealnych w kategoriach uniwersalnych, niekoniecznie zaś prowadzi do pojednania, zamiast tego zaś toruje drogę do wielokierunkowości pamięci.

Sweet chestnut forests in Bosnia and Herzegovina are underrepresented in the total forest fund, and their area is declining today. The research aims to determine the correlation relations of morphological traits of chestnut leaves, fruit and cupule in the population of Bosnian Krajina (northwestern Bosnia and Herzegovina) to undertake selection and breeding activities. Eleven traits of fruits, leaves and cupules were measured, seven assessed and six calculated. A mutual correlation for the researched traits was calculated using the Pearson correlation coefficient r. When the fruit traits and cupule traits were compared, the needle length showed a statistically significant correlation with most of the fruit traits. The traits of the number of fruits in the cupule and needle length had a statistically significant correlation coefficient with leaf blade width and leaf petiole length. The correlated traits can be distinguished as important for further selection and breeding of sweet chestnuts. The research results indicate that the genetic material of sweet chestnut is a rich source of genetic diversity and can be used in selection to obtain new varieties and cultivars in Bosnia and Herzegovina and for the protection of the indigenous gene pool.

Despite the fact that Bosnia and Herzegovina have been going through a deep and thorough Europeanisation process since the late 1990s it is interesting and puzzling as well that the country still has not achieved the expected level of democratic consolidation. Especially, it is of utmost importance to pay attention the increasing political domination of ethnic-nationalist political forces in the post-war Bosnia which tend to institutionally marginalize citizens of the minority groups and those who declare themselves as non-nationalists. Such a discriminatory process clearly opposes the country’s aspirations towards European Union membership. Thus, in this article I investigate the process of the post-war ethno-nationalist paradigm which has brought about deep discrimination against the so-called Others as they are defined in the Constitution of Bosnia and Herzegovina. The article comes with the conclusion that post-war Bosnian democracy has included a number of institutional shortcomings and serious deficiencies thus resulting in an ethnocratic regime which excludes everyone who does not feel part of such a regime. Thus, the current process of an ethno-nationalisation has clearly blocked further progress of the country towards the future European Union membership.

In 1878, Austria-Hungary received a mandate in Berlin to exercise power in Bosnia and Herzegovina. During this period, they pursued a policy of deosmanisation and Europeanisation of the country. Vienna’s actions, however, differed significantly from the policies of neighbouring Serbia or Bulgaria, where the deosmanisation processes resulted in the partial or complete elimination of Islamic culture from the public space. Therefore, the article aims to outline the cultural policy of Austria-Hungary in Bosnia and Herzegovina, primarily in the context of the culture of remembrance, and to show the Austrian visions of the approach to the local past. The capital city of Sarajevo served as an example of this policy, where the processes mentioned above are best seen in terms of the actions of the authorities themselves, the preserved archival legacy, and professional literature.

The treatment of history in Austrian-Hungarian state primary school textbooks for Bosnia and HerzegovinaFollowing the Austrian-Hungarian occupation of Bosnia and Herzegovina, the new authorities introduced an interconfessional school system aimed at educating children in the spirit of Bosnian-Herzegovinian provincial and Habsburg civic patriotism. Existing South Slavic textbooks, containing numerous texts that were offensive to Muslims, proved unsuitable for such an undertaking. The goal of this article is to address the treatment of history in the new textbooks written for Bosnia-Herzegovina’s state primary schools, considering both the selection of historical topics and the manner in which historical education was utilized in order to impart desirable loyalties among the students and further the government’s political goals. Besides encouraging the students to identify with the glorious deeds of their medieval forefathers and thus fostering a historically based Bosnian patriotism, the textbooks were written with a clear intent to appeal to the province’s Muslims and, in particular, to their gentry. They implied a clear continuity between Bosnia’s medieval, supposedly Bogomil aristocracy and the contemporary Muslim elites, while also being careful not to address historical topics in a manner that may offend Muslim sensibilities. Lastly, considerable effort was invested into historically justifying contemporary Habsburg rule over Bosnia in Herzegovina and, in a wider sense, teaching the children that a benevolent foreign government may benefit a society suffering from disunity or rebelliousness. Podejście do historii w podręcznikach szkolnych Austro-Węgier dla państwowych szkół podstawowych w Bośni i HercegowinieW następstwie austro-węgierskiej okupacji Bośni i Hercegowiny nowe władze wprowadziły międzywyznaniowy system oświatowy nastawiony na kształcenie dzieci w duchu patriotyzmu prowincjonalnego bośniacko-hercegowińskiego oraz obywatelskiego habsburskiego. Istniejące podręczniki południowosłowiańskie, zawierające liczne teksty, które były obraźliwe dla Muzułmanów, okazały się dla tego przedsięwzięcia nieprzydatne. Niniejszy artykuł ma na celu omówienie podejścia do historii w nowych podręcznikach napisanych dla państwowych szkół podstawowych w Bośni i Hercegowinie, biorąc pod uwagę zarówno dobór tematów historycznych jak i to, w jaki sposób edukacja historyczna została wykorzystana dla narzucenia uczniom pożądanych postaw lojalności, a następnie politycznych celów rządu. Oprócz zachęty do tego, by uczniowie identyfikowali się z chwalebnymi czynami ich średniowiecznych przodków, a tym samym zamysłu propagowania historycznie wspartego patriotyzmu bośniackiego, podręczniki te zostały napisane z wyraźną intencją, aby trafiły do zamieszkujących tę prowincję Muzułmanów, zwłaszcza ich szlachty. Implikowały widoczną ciągłość pomiędzy bośniacką średniowieczną arystokracją, zapewne bogomilską, a współczesnymi elitami muzułmańskimi, przy czym starannie unikały odniesienia do tematów historycznych, w sposób który może obrażać wrażliwość Muzułmanów. Wreszcie, z dużym nakładem pracy dążyły do tego, by historycznie uzasadnić ówczesne rządy Habsburgów w Bośni i Hercegowinie oraz, w szerszym sensie, wpoić dzieciom wiedzę o tym, że łagodne obce rządy mogą dobrze przysłużyć się społeczeństwu cierpiącemu na brak jedności i buntowniczemu. The research was conducted with a view to establishing physiological parameters of the silver fir (Abies alba Mill.) with regard to germination energy, absolute germination and genetic overload produced by silver fir populations. The intention was to identify significant variability within populations and subpopulations, or rather within the two combined, and to give recommendations on the usage and usability of seeds from specific populations. The results form a basis for establishing silver fir genetic overload within five fir populations of central Bosnia and Herzegovina. The results of research on the characteristics such as absolute seed weight, germination energy and absolute germination are within a scope of previous studies. The studied physiological characteristics of silver fir seeds in the central Bosnia area showed distinct individual and inter-population variability when compared to variability of the subpopulations analyzed. The inclusion of non-physiological data (height, DBH, age and the presence of mistletoe) concerning sampled trees proved to be effective new quality of research. No correlation was found between DBH and seed physiological characteristics but increased tree height had a positive effect on seed quality in terms of absolute germination and growth, proportional to tree height. This in turn shows that seeds should be collected only from trees of above average height, because they are less genetically overloaded. The characteristics of healthy but ungerminated seeds from less tall trees displayed lower parameter values, also indicating that seeds should be collected from taller than average trees only. The presence of mistletoe had a very interesting effect of increasing rotten seeds percentage, and therefore reducing seed quality. Accordingly, seed collection should be limited to trees not affected by mistletoe, however further research on this aspect is required.

This paper shows the results of many years researches of the weed vegetation of vineyards in western Balkan which includes eight associations: Panico-Galinsogetum parviflorae Tüxen et Becker 1942, PanicoPortulacetum oleraceae Lozanovski 1962, Cynodono-Sorghetum halepensae (Laban 1974) Kojić 1979, Amarantho-Fumarietum Tüxen 1955, Diplotaxietum muralis Kovačević 2013, Convolvulo-Polygonetum aviculare Kovačević 2014, Erigerono-Setarietum glaucae Šumatić 1997 and Convolvulo-Agropyretum repentis Felföldy 1943. By projecting the plant communities on the main components (Principal Component Analysis) and comparing them to the ecological indices (variables), it shows that Cynodono-Sorghetum halepensae and Diplotaxietum muralis are similar according to their humidity (F) and temperature (T) requirements and Cynodono-Sorghetum halepensae and Diplotaxietum muralis are similar according to their chemical reaction of the soil (R). Amarantho-Fumarietum and Erigerono-Setarietum glaucae are the similar according to their demands for the light (L).

E-learning is a type of learning by using electronic technologies to access an educational program outside of a traditional classroom. As conventional classrooms continue to be transformed into digital ones, teachers must deliver lectures through multiple learning modes. Digitally enriched content and personal learning should be the primary way of teaching, as well as collaborative and interactive learning. The paper presents issues relating to education in a virtual environment, the role of virtual reality, and artificial intelligence that is increasingly entering classrooms in developed countries. The paper explores what application of artificial intelligence means for the development and broader implementation of electronic learning in virtual classrooms around the world, as well as in developing countries such as Bosnia and Herzegovina. The paper presents the advantages and opportunities that contribute to the improvement of e-learning in educational institutions and the benefits for students and other parties involved in the educational process, such as teachers and parents.

In this paper, the author deals not only and primarily with legal issues, but also with political problems, processes, and perspectives that characterise Bosnia and Herzegovina. One can notice a number of conflicting opinions regarding the understanding and interpretation of the legal nature, international law status, division of jurisdiction, state organisation, and the position of the federal units (hereinafter: Entities) in Bosnia and Herzegovina. Additionally, there are also opposing concepts regarding the methods of institutional responsibilities (jurisdictions), the scope of reforms, and the future of Bosnia and Herzegovina in general. It must not be forgotten that the creation of this internationally-recognised state took place in turbulent social, political, and legal circumstances with the conclusion of the Dayton Peace Agreement. This analysis primarily includes the framework established by this agreement, with special emphasis on its Annex 4 (the Constitution of Bosnia and Herzegovina). In this sense, the author examines how the process of peace implementation later turned into a crisis generator that is extant. Also, this issue is analysed with certain indications from the author that could be useful to overcome these impediments, but also to create a positive joint perspective.

The article deals with the religious and confessional identity of the population in Bosnia and Herzegovina at the time of Ottoman and then the Austro-Hungarian authorities, and it is trying to define the elements of nationality in their identity. The reasons for initiating the rounding-up of three national identities in Bosnia and Herzegovina (Muslim/Bosniak, Croatian and Serbian) and not a common one are also highlighted. It identifies the external factors as well as the circumstances of the internal dynamics of society that have influenced the formation of the nation on the dominant principle of religious/confessional affiliation of the population.

The specifics of international organizations stated in the paper contain a particular reference to global financial institutions. It refers to the support of the development of countries in transition. It also states their reconstruction under the patronage of subjects of international law. The authors indicate the importance of the foundation and historical development of international financial institutions, especially the International Monetary Fund, along with its connection with its growing influence in the field of project financing, both regionally and globally. In the second part of the paper, the focus is on the participation of the International Monetary Fund in the reconstruction and revitalization of Bosnia and Herzegovina from the end of the war conflicts in 1995 until today. The comparative review points to the most significant areas that had the support of the International Monetary Fund in the financing of projects but also draws attention to the political side of this support through the imposition of conditions for financial resources to be approved. Through an overview of stand-by arrangements, the authors analyze the connection between the approval of projects by international financial organizations and their relation with the insistence on the implementation of specific reforms in Bosnia and Herzegovina.

Restorative justice is without any doubt one of the most important steps in the development of criminal law, which at the same time increased the level of humanity in the approach towards perpetrators and victims and managed to achieve the principle goals of criminal law. A few decades have passed since its idea and approach was borrowed from the traditional communities that among themselves applied it for centuries and it was transformed into the new approach of justice offering many benefits to the community where it is established. Formally, it has been more than 20 years since Bosnia and Herzegovina embraced restorative justice within its criminal law. This paper aims to discuss how much de facto it has been applied in this country and to present results of interviews with representatives from legal theory and practice where they refer to restorative justice and its major challenges for application and propose mechanisms for overcoming existing difficulties. In this article, the authors use normative, descriptive scientific methods and statistics and interviews as tools for the collection of data.

The aim of this paper is to examine the prevalence of substance use among fi rst-year stu-dents at the University of Mostar, Bosnia and Herzegovina, and to determine differences with regard to the socio-demographic characteristics of the participants. The study was conducted in June 2012 by teaching assistants at the Department of Social Work, Faculty of Humanities and Social Sciences, University of Mostar, in collaboration with social work students who were previously trained to conduct the research. The study included 420 participants from six faculties. The research is designed to determine which substances are most frequently used among fi rst-year students and to determine whether there are differences in the frequency of alcohol consumption, smoking and drug use among students with regard to their socio-de-mographic characteristics. The results show that the most frequently used substance among students is alcohol; cigarettes are in second place and marijuana (as the only drug with si-gnifi cant frequency of consumption) in third. Some socio-demographic characteristics have proven to be signifi cant in the frequency of substance use.

W artykule została podjęta próba przedstawienia i przeanalizowania podstaw praw-nych systemu bezpieczeństwa w Bośni i Hercegowinie. Ukazane zostały zarówno jego geneza, jak i późniejsza ewolucja, przeważnie dokonująca się pod bezpośrednią presją przedstawicieli wspólnoty międzynarodowej. W treści można zapoznać się z rolą, jaką odgrywają poszczególne organy władzy państwowej, ze szczególnym uwzględnieniem 3-osobowego Prezydium Bośni i Hercegowiny, Rady Ministrów oraz parlamentu. Ponadto opisane zostały podstawy prawne funkcjonowania wojska oraz wybranych służb policyjnych.
The article is an attempt to present and analyze the legal basis of the security system in Bosnia and Herzegovina. There are presented both its origin and subsequent evolution, which was mostly shaped by a direct pressure from the representatives of the interna-tional community. The article describes the roles played by the various organs of state power, with particular emphasis on the three-person Presidency of Bosnia and Herzegovina, the Council of Ministers and the Parliament. Moreover, there is a description of the legal framework for functioning of the military and selected police forces

W kwietniu 1992 jugosłowiańska republika Bośnia i Hercegowina ogłasza niepodległość. Wkrótce na obszarze całego państwa dochodzi do konfliktów etnicznych, których efektem jest trzyletnia wojna domowa zakończona wymuszonym porozumieniem w Dayton i obecność międzynarodowych sił pokojowo-stabilizacyjnych. Mimo obecności militarnej międzynarodowych sił zbrojnych i cywilnej działalności Biura Wysokiego Przedstawiciela w Bośni i Hercegowinie nie udało się stworzyć jednolitego państwa, jak również doprowadzić do wygaśnięcia konfliktów etnicznych.
In April 1992 the Yugoslav republic of Bosnia and Herzegovina declared independence. Soon ethnic conflicts erupted across the country, leading to a three-year civil war ended by the peace treaty in Dayton and the presence of the international implementation and stabilization forces. Despite the operations of the international military forces and the civilian activities of the Office of the High Representative (OHR) in Bosnia and Herzegovina, the Bosnian nations have failed to create a unified state, as well as to terminate the ethnic conflicts.

How to Escape? The Trap of the Transition in the Recent Cinema of Bosnia and Herzegovina (2000-2012)The paper concerns the latest cinema of Bosnia and Herzegovina (2000-2012). Focusing on the cinema of social criticism (represented by movies which try to rethink the new socio-political order gradually emerging in BiH after the war of 1992-95), the authors recognize the Bosnian society as a community captured in the trap of an unfinished system transition. The story of the Bosnian society, simultaneously stuck in a dysfunctional and oppressive state and completely devoid of any prospects for the improvement of this situation, seems to be dominated by several escape strategies into an alternative reality: the nostalgic past, the imagined present or the utopian future. In that sense, the Bosnian cinema of social criticism turns out to be a cinema of social escapism. Jak uciec? Pułapka transformacji w najnowszym kinie Bośni i Hercegowiny (2000-2012)Tekst dotyczy najnowszej kinematografii Bośni i Hercegowiny (2000-2012). Skupienie na nurcie kina krytycznego (do którego zaliczone zostały filmy, które próbują interpretować nowy porządek społeczno-polityczny powoli wyłaniający się w Bośni i Hercegowinie po wojnie z lat 1992-95) pozwala ukazać społeczeństwo Bośni i Hercegowiny jako znajdujące się w pułapce wciąż niedokończonej transformacji systemowej. Opowieść o społeczeństwie z jednej strony uwięzionym w dysfunkcjonalnym i opresyjnym państwie, a z drugiej całkowicie pozbawionym perspektyw i nadziei na poprawę sytuacji, zdominowana jest przez rozmaite strategie ucieczki w alternatywną rzeczywistość: nostalgiczną przeszłość, wyobrażoną teraźniejszość lub utopijną przyszłość. W tym sensie, bośniackie kino krytyczne jawi się jako kino eskapizmu społecznego.

The rich socio-cultural history of Bosnia and Herzegovina as a single territorial, political, state and legal and administrative rounded whole, can be seen in several separated simultaneous fl ows arising as a result of the deep-rooted ethno-confessional division of this area, where religion, as the dominant integrating cultural factor, also represented the main distinctive element of the national identity of the three Bosnian constituent peoples, which the unaltered state agrees with to this day. As a unique area with religions at the border, and denominational boundaries at the edges of Catholicism and Orthodoxy among which Islam is wedged between, Bosnia and Herzegovina represents a unique civilizational bridge between East and West, where the followers of these religions see as their guardians, highlighting specifi c religious, cultural and national characteristics which establishes the opposition to the “other” and “diff erent” with which for centuries has coexisted. The most prominent features of identity and otherness which exist in symbiosis are articulated precisely on the borders as places of their meetings, which in turn have never been so impervious to keep the integration of diff erent ethnic and religious traditions followers, leading to ghettoisation and creating worlds closed for themselves, and long-term coexistence of diff erent and often confl icting civilizational-religious system characterized by a certain closeness of high culture of individual entities and openness, and mutual intertwining of which was out of the realm of popular culture.

Opis:
Credit risk is the most important risk among all other risks in the banking business, because almost over 80% of bank balance sheets relate to this segment of banking risk management. One of the biggest problems of commercial banks in Bosnia and Herzegovina are non-performing loans whose share in total loans has increased significantly since the onset of the global financial crisis. The main objective of the research is to determine which of the macroeconomic variables have the strongest impact on the increase of return on average equity and whether it is possible to reduce the credit risk of banks with adequate legislation as the main factor in the slowdown in credit expansion. The main goal will be to divide the impact of an independent variable, i.e. the share of liquid assets in total assets and whether its increase indirectly affects the return on equity and indirectly, the credit risk. The quantitative model used in this study will be the Merton model. Testing will be conducted through multiple regression analysis for the period 2008-2016 with the help of the software package STATA.

Abolition of the Ottoman model in Bosnia after the 1995 and the crisis of the stateIn this paper is analyzed the dis/continuity of the Ottoman tradition in Bosnia, treated not in the ethnographical or superficial perspective, but in its deeper, cultural and social aspect. The so-called Ottoman model, continued in Austro-Hungarian and Yugoslav period, was characterized by multiplicity of social actors and the lack of the obsession of national territory. The boundaries of an autonomous territory (i.e. Bosnia under Ottoman, or Habsburg and Yugoslav rule) delimitated the sphere of shared practices, and its condition depended on relations between different ethnical agents. After the 1995 predominates the tendency toward territorial and national homogenization which leads to division, and liquidation of the Bosnian state. Nonetheless, the Ottoman model is described here as ambiguous, for its inability to shape the public sphere as a space of civic subjects, not only communities. A lack of the positive idea of the state, and the lack of any legitimization of the power other than nationalism, are seen as the major sources of political and social instability in Bosnia.

The state of Bosnia and I lerzegovina came into being as a result of the disintegration of Yugoslavia; at the same time, it remained one of the conflict-prone spots on the map of twentieth-century Europe. Up to the early 1990s Yugoslavia was a federation of states (Serbia, Macedonia, Croatia, Montenegro, Slovenia, Bosnia and Herzegovina), and thus comprised a cultural, religious and national melting pot. The awakening of national consciousness in Bosnia and Herzegovina led to a referendum, due to which in 1992 the republic proclaimed its independence and turned into an arena of armed conflicts. In 1992-1995 the territory of Bosnia and Herzegovina witnessed a war, whose victims included local cultural property. Despite a system of the protection of cultural property, constructed since the end of the Second World War (i.a. international conventions signed in 1954, 1970 and 1973, the establishment of subjects associated with the protection, registration and assessment of the state of the cultural heritage as well as the codification of national law), the war disclosed all its failings. The article analyses the damage suffered by Bosnian immobile monuments of culture (especially sacral architecture) and mobile monuments (archives, institutes, libraries storing old books, manuscripts, documents, etc.), and seeks the reasons for the losses suffered by cultural property and the unsatisfactory functioning of the mechanisms of the protection of cultural property during armed conflicts. Furthermore, the author outlined activity intent on the protection of cultural property in Bosnia and Herzegovina.

Although all the Western Balkan countries have been offered the prospect of European Union (EU) membership, the accession process still constitutes a complicated and multi-aspect challenge. EU support and engagement in the region have resulted in a few successes, nonetheless, describing them as major breakthroughs is far from the reality. Since the establishment of the Dayton Agreement in 1995, ending the conflict in Bosnia and Herzegovina, most of the Balkan states have not managed to accomplish their political, ideological and civic transformations yet. However, the difficult situation and frequent negotiation stalemates are not only the outcomes of the unsatisfactory progress made by the Peninsular countries. Ambiguous and unethical (in some cases) behaviour can also be noticed from the EU decision-makers’ side. The following article aims to present concrete examples of EU external policy actions in Bosnia and Herzegovina which can be described as controversial. However, the author attempts to prove the thesis that unethical external policy is not always a zero-sum game, and in particular circumstances it can be paradoxically perceived as the best solution. Taking into consideration the comprehensiveness of the problem and editorial limitations, the analysis focuses on activities of the High Representative for Bosnia and Herzegovina, who used to be (during four out of seven tenures) the EU Special Representative for Bosnia and Herzegovina.

The OSCE mission in Sarajevo started soon after the Dayton Accords had been signed. Apart from monitoring of the implementation of this peace agreement, one of the main areas of OSCE's activity has been promoting and helping to build the rule of law in Bosnia and Herzegovina. A special task has been to create state mechanisms for monitoring the observance of basic human rights in this ethnically and socially divided country. This paper will therefore analyse the activity of the OSCE mission in Bosnia and Herzegovina (B&H) in the above mentioned area, with particular emphasis placed on the situation of the Roma population in this country. It will also be an attempt to assess B&H's achievements so far as well as the main set-backs and obstacles in the normalisation process and to approaching international standards.

The world agriculture uses about 70% of the world water resources in irrigation. The concern over the sustainability of water use as demand for agricultural, industrial, and domestic uses continues to increase. Conflicts between particular sectors result in tensions, which sometimes lead to “water wars” in different parts of the world. It is the reason why many national and international organizations are putting the water quantity and quality questions on the top of the world’s open questions/problems. The main aim of this paper is to present soil water balance of the Mediterranean region of Bosnia and Herzegovina, prepared for a long-term time series for two locations (Trebinje and Mostar) annually and during the vegetation period. The mean long-term data has been used as a base for future predicted calculation. The predicted PET was based on an increase in air temperature by 2°C and predicted decrease in precipitation by 25%. With so predicted calculated data of monthly PET and monthly precipitation the predicted soil water balance was done.

As several Western Balkans countries aspire to become members of the European Union (EU) in the (near) future, it is interesting to explore to what extent EU territorial trends are adopted in both the official national regulations and spatial planning practice. To do so, we: 1) screen EU territorial policies to elucidate the trends and principles of territorial development, 2) analyse the contents of spatial plans in Serbia and Bosnia and Herzegovina, and 3) compare the practical application of the principles such as decentralisation, diffusion of power, subsidiarity, multi-actorship, synergy, transparency, citizen participation, coordinated action (among various disciplinary bodies), and holistic strategies. The findings show the ineffectiveness of declaratively adopted EU territorial trends against place-based territorial policy approaches.

Badaniem objęto wszystkie banki funkcjonujące w Bośni i Hercegowinie. Głównym jego celem jest określenie znaczenia zewnętrznych i wewnętrznych zmiennych dotyczących rentowności banków. Podstawą analizy są dane pochodzące z raportów kwartalnych Agencji Bankowej Federacji B&H i Agencji Bankowej Republiki Serbskiej za lata 2008-2019. Do analizy korelacji i regresji wykorzystano następujące zmienne zależne: ROA i ROE oraz zmienne niezależne: GRNGL, GRNPL, GRGDP, wskaźnik koncentracji kredytów największych banków w systemie (pożyczki CR), wskaźnik koncentracji depozytów największych banków w systemie (depozyty CR), CAR i wskaźnik zdolności kredytowej do depozytu. Badanie wykazało istotny wpływ statystycznych zmiennych na ROA i ROE. Dodatkowo wskazano na potrzebę właściwego wyboru dłużników przez banki oraz kontroli kosztów, toksycznych pożyczek i rezerw w celu zwiększenia zysków i obniżenia kosztów.

Przedmiotem poniższego artykułu jest analiza działań pierwszej cywilnej i policyjnej misji UE w Bośni i Hercegowinie. Długoletnia obecność EUPM w tym państwie oraz mijający okres dziesięciu lat od momentu powołania EPBiO, nasuwa pytanie o jej efektywność i skuteczność, tym bardziej, iż to właśnie Bośnia stała się niejako testem dla cywilnych mechanizmów kryzysowych, stworzonych w ramach II fi laru. Misja EUPM w Bośni i Hercegowinie, jako pierwsza operacja tego typu, miała być świadectwem rozwoju i funkcjonowania cywilnych zdolności operacyjnych UE. Rodzi się więc konieczność podsumowania i oceny jej działalności w BiH i skonfrontowania celów wyznaczonych w 2002 roku przez EUPM z rzeczywistym stanem dzisiaj panującym w tym państwie. Przewodnią myślą tego artykułu będzie próba odpowiedzi na następujące pytania: Jakie cele i strategia zostały wyznaczone, jak je realizowano? Co udało się osiągnąć podczas 7 – letniej obecności w BiH? W jakim stopniu EUPM jest misją efektywną i jakie problemy stanęły na przeszkodzie realizacji jej mandatu? Czy wina za brak realizacji poszczególnych celów leży po stronie misji, czy też może przyjętego systemu politycznego i struktury państwowej BiH.
The article analyses operations of the first civilian and police mission of UE in Bosnia and Herzegovina. The long-lasting presence of EUPM in that country and ten years which have passed since the formation of CSDP raise the question of the mission’s efficiency and effectiveness. Particularly since it was Bosnia that became a testing ground for the civilian crisis mechanisms created as the 2nd pillar. The EUPM in Bosnia and Herzegovina was the first operation of its kind and its purpose was to develop civilian operation capacity. Therefore, there is a need to recapitulate and asses the EUPM activity in B and H and to compare its objectives set in 2002 with the reality in this country. The paper aims at answering the following questions: What objectives or strategy had been set and how they were carried out? What has been achieved during the 7 years of EUPM in B and H? To what degree has EUPM been successful and what obstacles stood on its way? Is the EUPM or the adopted political system and structure of Bosnia and Herzegovina to blame for any of the mission’s failures?

Przedmiotem analizy jest pozycja ustrojowa głowy państwa w Bośni i Hercegowinie. Państwo posiada specyficzne rozwiązania ustrojowe, które zostały ustanowione w wyniku porozumienia w Dayton. Głowę państwa stanowi trzyosobowe prezydium składające się z Serba, Chorwata i Bośniaka. W artykule zaprezentowano procedurę wyborczą, kompetencje i odpowiedzialność tej wyjątkowej Prezydencji.

In this paper, the results of correlations between air temperature and electricity demand by linear regression and Wavelet Coherence (WTC) approach for three different European countries are presented. The results show a very close relationship between air temperature and electricity demand for the selected power systems, however, the WTC approach presents interesting dynamics of correlations between air temperature and electricity demand at different time-frequency space and provide useful information for a more complete understanding of the related consumption.

This paper presents the first data on the organic matter and thermal maturity of Mesozoic and Cenozoic sedimentary rocks in the East Herzegovina region of the External Dinarides. Representative, organic-rich samples from outcropping sedimentary rocks of different ages in the area (Triassic to Neogene) were selected and analysed. The organic matter was studied by Rock-Eval pyrolysis and under the microscope in reflected non-polarized light and incident blue light. The results obtained show the presence of different types of organic matter in the area and thermal maturity stages from immature (Cenozoic) to early mature (Mesozoic). Vitrinite is abundant in the samples analysed, with the exception of Cretaceous samples that contain mostly lamalginite and bituminite. While measured vitrinite reflectance in end-member samples (Triassic shale 0.78 % Rr and Neogene coal 0.34% Rr) are in good correlation with the T max parameter from Rock-Eval pyrolysis. T max generally shows lower values in most Mesozoic samples. The organic petrographic data indicate that specific kerogen in Cretaceous and some Triassic sedimentary rocks is a probable reason for the significantly lower T max values. In addition, the results of pyrolysis documented before and after extraction revealed that free hydrocarbons (bitumen) in the surface samples analysed suppress the T max values.

The article is based on anthropological fieldwork basing on participant observation and interviews conducted in 2014 during Program „Sigma” Erazmus Mundus 2 in Tuzla, Lukavac, Sarayevoand Mostar. The interviewees were the members of Polish minority inBosnia and Herzegovina engaged in Polish cultural organisations. The study aimed atunderstanding various types of bonds with Poland as a state or the culture and even family histories, as presented in interviews and behaviours. The author poses the question: why intence development of Polish organisations flourished in the period of war in 1991-1995, inspite of the fact that Polish emigration to Bosnia started in the second half of 19th century. Presently the organizations are fading and even dissapearing. The author traces manifestations of Polish identity and national ties in Bosnia and presents typology, linking particular types of Polish identity with time and character of emigration.

State-initiated competition restraints remain a recurrent problem for competition law enforcement in transition economies characterized by a history of price controls and extensive State regulation of economic activities. The application of the concepts of ‘undertaking’ and ‘economic activity’ to the actions of State institutions, as developed in EU competition law, allows national competition authorities to enforce competition rules against public bodies. EU candidate countries, as well as States aspiring to a candidate status, have been continuously reforming their competition laws, aligning them with acquis communautaire and applying EU competition law concepts and standards in their domestic enforcement practices. This paper deals with the particularities of the application of competition rules to the actions of State institutions in Bosnia and Herzegovina. A detailed study of emerging domestic case law demonstrates significant deviations in the interpretation and application of these well known competition law concepts. The legislative and enforcement peculiarities observed in the target jurisdiction are compared with those found in EU competition law and in the legal systems of neighbouring courtiers.
Les restrictions de la concurrence initiées par l’Etat restent un problème répétitif pour l’application du droit de la concurrence dans les pays en transition ayant l’histoire du contrôle des prix et une réglementation vaste relative aux activités économiques imposée par l’Etat. L’application des concepts d’ « entreprise » et d’ « activité économique » à l’action des institutions de l’Etat, mises en oeuvre par le droit communautaire de la concurrence, permet aux autorités nationales d’imposer des règles de la concurrence contre des organes public. Les pays candidats à l’UE et les Etats qui aspirent au statut de pays candidat ont constamment réformé leurs lois sur la concurrence afin de les aligner à l’acquis communautaire et d’appliquer les concepts du droit de la concurrence et des normes européens dans leurs pratiques nationaux. Le document traite sur des particularités de l’application des règles de la concurrence aux actions des institutions de Bosnie-Herzégovine. L’étude détaillée de la jurisprudence actuelle montre des écarts importants dans l’interprétation et l’application de ces concepts du droit de la concurrence bien connus. Les particularités législatives et d’exécution observées dans la juridiction sont comparées avec celles trouvées dans le droit de la concurrence de l’UE et des pays voisins.

Women suffered greatly during the wars in the former Yugoslavia, particularly in Bosnia and Herzegovina. They lost everything they owned, they were widowed, had to flee, were victims of sexual violence or even lost their lives. Most have never gotten over their trauma from the war. Many of their tormentors have still never been brought to justice. At the same time, there were also women who supported the military conflict and ethnic hate as spreaders of propaganda, nationalists and war criminals. This article will explore the different fates and range of agencies open to women, who were to be sure primarily victims in the Balkan wars of the 1990s, but not just. It will also be shown how even after suffering brutal wartime experiences, women are now fighting for their rights and breaking open the patriarchal social structure existing up to today.

W artykule przeprowadzono analizę bankowości islamskiej w Bośni i Hercegowinie. Wprawdzie aż prawie połowa ludności bośniackiej jest pochodzenia islamskiego, to tylko jeden bank funkcjonujący w tym kraju oparł swoją działalność wyłącznie na Szariacie. Celem artykułu jest przeprowadzenie analizy porównawczej sytuacji finansowej tego banku i sektora bankowego zarówno w Bośni, jak i w regionie Bałkanów Zachodnich. Wybrano metodę analizy opartą o system CAMELS, który bada instytucję, biorąc pod uwagę jej najistotniejsze elementy: jakość kapitału, jakość aktywów, zarządzanie w odniesieniu do pracowników, zyskowność, płynność oraz wrażliwość na ryzyko.
This paper examines the phenomenon of Islamic banking in Bosnia and Herzegovina. Although almost half of the Bosnian population is recognized as Islamic, there is only one bank purely based on Sharia operating in this country. The aim of the article is to conduct a comparative analysis of the financial standing of this bank and the banking sector in this country and region. The chosen method of analysis is CAMELS, which examines an institution by taking into consideration its most crucial elements: capital, assets, management, earnings, liquidity and sensitivity to risk.

The role of Aliya Izetbegović in shaping the national community of Muslim in Bosnia and HerzegovinaThe main problem of the research was to prove that ethnical background has the influence over the people who bear important political functions. For the subject of the research we chose the president of Bosnia and Herzegovina, Alija Izetbegović, who has Muslim roots. During the considerations of the research it was proved that provenience of him in this case seriously determined his attitude and political behavior. It is wondrous that with no trouble he could stay faithful to his beliefs and was officially expressing his religious doctrines, still holding civil functions. Unfortunately, it was all connected with traumatic experiences for hundreds of thousands of Serbian and Croatian people. It is deeply surprising that all his cruel actions as well as his contacts with dangerous separatist Muslims movements have been forgotten.
