    THE JUNE 1989 parliamentary elections in Poland have represented specific kind of so called founding elections, opening the way to the process of democratization of political life. They were held as a result of political contract signed by the “Round Table” by communist and opposition elites. Although they were not fully democratic, they should be recognized as the start point of Polish transition toward democracy, because of their role as the plebiscite for or against communism. In this article, I have tried to compare Polish “contractual” elections with competitive, founding ones in 13 other countries of East Central Europe and to analyze their impact on development of national party systems. I have focused on three factors: similarities and differences of institutional framework of those founding elections, trajectories of party systems developments and the linkage between founding elections, particularly their results and the structure of the competition, and recent party systems shape.

    This text is a record of a speech given during the Third Polish Conference of Chairs and Departments of Political Systems. The main subject of this paper is the need to carry out research on political systems using diverse methods and takes, both legal and “humanistic”. The paper shows how important in terms of methodology it is to compare particular legal status with reality using examples when legal analysis is not sufficient, for example, on the account of social rebellion. The text identifies challenges that researchers of political systems face due to that fact. In this context is also discusses the problems related to studying such institutions as, for example, the Ukrainian Maidan.

    Przejście od komunizmu do demokracji pociąga za sobą transformację instytucji politycznych i relacji między nimi. Demokratyzacja pokomunistyczna oznacza m.in. uzyskanie przez parlament pozycji autonomicznego aktora polityki. Osiągnięcie tego efektu wymaga nie tylko profesjonalizacji parlamentu, zmian w jego strukturze organizacyjnej czy okrzepnięcia roli frakcji parlamentarnych, lecz także ograniczenia dążeń władzy wykonawczej do uczynienia z parlamentu „maszyny do głosowania”. W początkowym okresie transformacji autonomia parlamentu uległa znacznemu rozszerzeniu. Stał się on rzeczywistym podmiotem decyzji politycznych o znacznym ciężarze gatunkowym. Wprowadzono istotne gwarancje jego niezależności od egzekutywy. Niemniej jednak w miarę upływu czasu poziom autonomii, a co za tym idzie, mocy sprawczej parlamentu ulega obniżeniu. Wzrasta jego zależność od rządu i prezydenta, a także od partii politycznych. Czynnikiem ograniczającym swobodę działania parlamentu jest też europeizacja polityki. Parlament w coraz większym stopniu staje się miejscem ratyfikacji decyzji podejmowanych przez innych aktorów.
    The transition from communism to democracy is followed by the transformation of main political institutions. Postcommunist democratization means, among others, the metamorphosis of a “rubber stamp” parliament into a real political actor. It requires the professionalization of MPs (reduction of the number of novices), changes in internal organization, and strengthening of political parliamentary groups, as well as the limitation of the power of the executive. This paper shows that in the initial period of political transformation, the autonomy of the parliament was expanded so that it became a real decision maker, creating the framework of the new political system. In time, the level of autonomy and of political capacity has decreased. The dependence on the executive and on political parties has grown. The Europeanization of the politics has also been the factor limiting its freedom to act independently. As a result, the parliament has returned to the role of the body that ratifies the decisions made by other actors.

    It can hardly be denied that the process of forming party system is long-term, complex and multidimensional one. The features of the “systemness”, e.g. stability, durability and predictability, may be achieved only after several years of democratic development. Thus, the analysis of the changes which take place in short period may give limited effects because of rapid changes of most frequently used quantitative parameters of the party system. From the other side, the comparison of the results of two or more consecutive parliamentary elections allows us to describe and to interpret some trends in political development. The aim of this article is to show the changes in the structure of political competition and in the number and size of the main parties, affecting the level of fractionalization and concentration of Polish party system between 2005 and 2007. By using traditional measures of stabilization of party systems on electoral, parliamentary and governmental arenas, I have tried to answer the question whether are there the symptoms of stabilization of Polish party system after 2005, or not. Comparing effective number of parties, the level of fractionalization and concentration, and the modes of forming the cabinet I have come to conclusion that, contrary to 2005 parliamentary election, there are some signs of party system stabilization in its two dimensions: representativeness and effectiveness. The structure of political scene seems to be more stable: no relevant party has appeared on it since 2001, the number of parties represented in the Sejm has diminished, the level of support for the strongest parties has increased and the electoral volatility has been lower in 2007 than in 2005. What is new after 2005 is that the structure of competition has changed. Two strong, conservative right-wing groupings have been main contenders and the post-communist Left is, for the time being, practically excluded from the struggle for power. The further stabilization of party system depends on capability to maintain this pattern of political competition.

    Przedterminowe wybory parlamentarne należą do rozwiązań charakterystycznych dla parlamentaryzmu, który stał się dominującą formą rządów w Europie Środkowej i Wschodniej. Są one traktowane jako swoisty „zawór bezpieczeństwa” prowadzący do rozwiązania konfliktu między władzą ustawodawczą i wykonawczą. Rozwiązania instytucjonalne dotyczące możliwości rozwiązania parlamentu przed upływem kadencji różnią się między sobą, podobnie jak praktyka polityczna. W artykule podjęto próbę porównania modelu normatywnego oraz przyczyn i konsekwencji przedterminowych wyborów w 17 państwach Europy Środkowej i Wschodniej. Analiza konstytucji prowadzi do wniosku, że parlamentaryzm pokomunistyczny ma asymetryczny charakter. W konflikcie między legislatywą i egzekutywą, ta ostatnia ma słabszą pozycję i mniejsze możliwości rozwiązania go na swoją korzyść. Na podstawie analizy 22 przedterminowych elekcji odbytych w latach 1991–2013 można stwierdzić, że ich podstawową przyczyną są tarcia między partiami tworzącymi koalicję gabinetową oraz naciski ze strony opozycji parlamentarnej i pozaparlamentarnej. Najczęstszą konsekwencją jest natomiast alternacja władzy, która prowadzi do utworzenia większościowego gabinetu. Nie zawsze jednak wiąże się to z podniesieniem poziomu stabilności politycznej, co oznacza, że przedterminowe wybory nie w każdym przypadku wywiązują się z funkcji „zaworu bezpieczeństwa”.
    Early elections hale been characteristic of parliamentarism what is dominant political regime in East-Central Europe (except of Russia and Ukraine). They are considered as peculiar “safety valve” leading to the mitigation of the conflict between legislative and executive. The institutional devices concerning dissolution of the parliament and early elections, and political performance, vary across the region. In this article institutional solutions, as well as reasons and consequences of early elections in seventeen countries of ECE are compared. The analysis of constitutional provisions gives the opportunity to claim that post-communist parliamentarism is characterized by the asymmetry. In the most of countries the government’s position is weaker than that of the parliament. On the basis of the comparison of 22 early elections to be held in the period 1991–2013 one has to claim that the main reasons of them are either the tensions between governing parties or the pressures from the parliamentary and extra-parliamentary opposition. The main consequence is the alternation of power, although unnecessarily on all arenas of political competition, what usually leads to forming the majoritarian cabinet. It does not mean that the level of political stability will always increase. Therefore, the function of “safety valve” is sometimes not performed.

    Illiberal democracy seems to be one of the most important topics for political scientists studying the process of postcommunist democratisation. It may be – and often has been – considered as a real alternative for models of democracy developing in the Western political hemisphere. This article focuses on the sources of crisis of liberal democracy and possible political consequences of its replacing by an illiberal vision of political system. Author hypothesises that making illiberal democracy real requires the reinterpretation of main democratic principles, such as representation or separation of powers, as well as abandoning of political consensus, present in consolidated West European democracies after the Second World War, and, in effect, fundamental change of patterns of political behaviour. The question of the future of illiberal democracy is also posed and three possible scenarios are considered. Problematyka demokracji nieliberalnej wydaje się jednym z najważniejszych zagadnień, jakimi zajmują się badacze studiujący proces postkomunistycznej demokratyzacji. Może być – i często jest – uważana za realną alternatywę dla modeli demokracji rozwiniętych w zachodniej hemisferze politycznej. Artykuł koncentruje się na źródłach kryzysu demokracji liberalnej i możliwych konsekwencjach zastąpienia jej nieliberalną wizją systemu politycznego. Autor przyjmuje hipotezę, że urzeczywistnienie koncepcji demokracji nieliberalnej oznacza konieczność reinterpretacji głównych zasad demokracji, takich jak: suwerenność narodu, reprezentacja czy podział władzy, oraz odrzucenia liberalno-demokratycznego konsensusu obowiązującego po II wojnie światowej w Europie Zachodniej, a w rezultacie znaczącą zmianę dotychczasowych wzorców zachowania politycznego. Stawia też pytanie o przyszłość demokracji nieliberalnej, kreśląc trzy możliwe scenariusze dalszego rozwoju politycznego państw, które na tę drogę wkroczyły

    The book by Andrzej Antoszewski consists of three parts. The first of them is of a theoretical character. The author analyses the concept of liberal democracy, trying to present the problems connected with this issue. In the second chapter, he discusses the idea of a party as a political institution and presents how the social and cultural changes influence its activity. In a very interesting way, he describes the conditions in which political parties in Central and Eastern Europe were established. He wonders whether the different circumstances in which they were formed have affected the way they operate and their mutual relations.

    The aim of the study was evaluation of the results of surgical treatment of congenital blepharoptosis (CBP) using Mustarde’s modified method. Material and methods. Between 2005-2014 forty eight children with CBP underwent surgical correction of CBP by Mustarde’s modified method. Basing on the results of ophthalmic and orthoptic examination, and standard measurements, we estimated postoperative difference in the position and symmetry of the upper eyelids, and postoperative complications in our patients. Results. Very good results were obtained in all cases with mild, in 89.5% with moderate, and in 85.7% with severe unilateral CBP after correction by Mustarde’s modified method. Lagophthalmos was seen in 6.25%, and undercorrection in 12.5% of cases. Conclusions. 1. Mustarde’s modified method allows for obtaining very good functional and aesthetic results in CBP patients. 2. Mustarde’s modified method is a valuable supplemental surgical technique in CBP, and contributes to a low rate and small range of lagophthalmos.

    Celem pracy była ocena wyników chirurgicznego leczenia wrodzonego opadnięcia powieki górnej (WOPG) zmodyfikowanym sposobem Mustarde’a. Materiał i metodyka. Operacyjnej korekcji WOPG zmodyfikowaną metodą Mustarde’a poddano 48 chorych, w latach 2005-2014. Na podstawie badań okulistycznych i pomiarowych oceniono: zmianę położenia operowanej powieki i wzajemną symetrię położenia powiek górnych po leczeniu chirurgicznym. Ponadto analizie poddano powikłania pooperacyjne u pacjentów. Wyniki. Bardzo dobre wyniki pooperacyjne uzyskano u wszystkich chorych z łagodnym, umiarkowanym (89,5%) i z zaawansowanym jednostronnym (85,7%) WOPG, a także u 75% pacjentów z obustronną wadą po korekcjach zmodyfikowaną metodą Mustarde’a. Niedomykalność powiek stwierdzono u 6,25%, a niedokorygowanie u 12,5%. Wnioski. 1. Zastosowanie zmodyfikowanej metody Mustarde’a pozwala osiągnąć dobre wyniki czynnościowe i estetyczne u chorych z WOPG. 2. Zmodyfikowana technika Mustarde’a jest dobrym uzupeł- nieniem dotychczasowych technik operacyjnych WOPG i wpływa na niską częstość, a także na nieznaczny zakres niedomykalności powiek u chorych z WOPG.

    Opis:
    Careful selection of the physical model of the material for a specific doping and selected operating temperatures is a non-trivial task. In numerical simulations that optimize practical devices such as detectors or lasers architecture, this challenge can be very difficult. However, even for such a well-known material as a 5 μm thick layer of indium arsenide on a semiinsulating gallium arsenide substrate, choosing a realistic set of band structure parameters for valence bands is remarkable. Here, the authors test the applicability range of various models of the valence band geometry, using a series of InAs samples with varying levels of p-type doping. Carefully prepared and pretested the van der Pauw geometry samples have been used for magneto-transport data acquisition in the 20-300 K temperature range and magnetic fields up to ±15 T, combined with a mobility spectra analysis. It was shown that in a degenerate statistic regime, temperature trends of mobility for heavy- and light-holes are uncorrelated. It has also been shown that parameters of the valence band effective masses with warping effect inclusion should be used for selected acceptor dopant levels and range of temperatures.
