Opis:
A model to optimize the planning of the chemical integrated system comprised by multi-devices and multi-products has been proposed in this paper. With the objective to make more profits, the traditional model for optimizing production planning has been proposed. The price of chemicals, the market demand, and the production capacity have been considered as mutative variables, then an improved model in which some parameters are not constant has been developed and a new method to solve the grey linear programming has been proposed. In the grey programming model, the value of credibility can be suggested by the decision-makers, and the results of the production planning calculated by the model can help them to achieve their desired target. An actual case has been studied by the proposed methodology, and the proposed methodology can be popularized to other cases.

Opis:
Summary. This research is an attempt to compare engineering solutions for traffic intersections from a planning viewpoint. In this research, various solutions have been discussed for traffic intersections (traffic light, roundabout, underpass and overpass). The research highlighted the importance of each of these solutions in urban environments and clarified all variables related to the pros, cons, costs, capacity and environmental compatibility of each of these solutions with the surrounding urban environment. Weights were developed for all these variables, then correlation was determined using the linear regression method. The analysis of statistical results shows that the creation of underpasses often achieves most of the designated goals when compared to other solutions, despite some technical difficulties and high construction costs.

Reduction of inventories and optimum delivery of input goods are important parameters for efficient production processes. Therefore transport processes are a vital part of industrial production, and their features are important determining factors for production planning. Especially in the Baltic Sea region, short sea roro shipping connections are an important part of transport chains but also constitute a bottleneck through their restricted schedules. The attractivity of a short-sea roro shipping connection is determined through several factors. Among these are shipping prices, transport time, frequency but also factors that cannot be influenced by the ships operator, such as obligatory driver breaks for truck drivers, which use the shipping service, the geographical position of ports and the geographical position of logistics hotspots which determine the main-transport flows. A roro shipping service that is part of an optimal connection between two logistics hotspots would have a clear advantage on the market. The paper shall present a model that allows for the analysis of complete intermodal RoRo-shipping chains in regard to their attractivity for their end-customers. The model cumulates different features of a transport chain into one indicator. Thereby allowing the optimization of RoRo shipping connection towards customer needs.

W artykule pokazano zarys metody planowania eksperymentów opracowanej przez Taguchiego dla potrzeb optymalizacji procesów oraz przykłady jej zastosowania do rozwiązania wybranych zagadnień tribologicznych. Pokazano wykorzystanie metody Taguchiego do optymalizacji wartości parametrów metody ball-cratering, oceny odporności powłok na zużycie ścierne oraz do rozwiązania problemu minimalizacji rozrzutu wyników wybranych metod badań własności tribologicznych. Przeprowadzone badania pokazały przydatność metody Taguchiego do minimalizacji rozrzutu wartości badanych cech tribologicznych. Zastosowanie metody Taguchiego do optymalizacji wielkości rozrzutu wyników badań pozwoliło na znaczące zmniejszenie liczby koniecznych eksperymentów.
The article presents the Taguchi method elaborated for process optimisation and its application in the area of tribology. Examples are presented of the method application for the optimisation of the parameters value of the ball-cratering method used for the abrasion testing of surface engineered materials and for solving the problem of the results scatter minimisation of the chosen tribological research methods. The research results proved the Taguchi method’s usefulness for scatter minimisation of the value of investigated tribological characteristics. Application of Taguchi method for scatter value optimisation enables one to decrease the number of needed experiments.

This paper describes the p-diagram (parameter-diagram) and its application in planning a DoE (Design of Experiments). A case study describing an actual problem from industry is presented where the planning phase started to go wrong as difficulties in selecting the right variables for the DoE were discovered. Furthermore, running these experiments became prohibitively expensive, due to the large number of such experiments that would be needed, and though the exploitation of a p-diagram it was then possible to come up with a feasible DoE.

We present a new approach to the concrete planning (CP) - a stage of theWeb service composition in the PlanICS framework. A new hybrid algorithm (HSA) based on a combination of Simulated Annealing (SA) with Satisfiability Modulo Theories (SMT) has been designed and implemented. The main idea of our hybrid solution is to use an SMT-based procedure in order to generate an initial individual and then improve it during subsequent iterations of SA. The experimental results show that HSA is superior to the other methods we have applied to the CP problem, including Genetic Algorithm, an SMT-based approach, and our previously developed hybrids.

Autonomous underwater vehicles are vehicles that are entirely or partly independent of human decisions. In order to obtain operational independence, the vehicles have to be equipped with specialized software. The task of the software is to move the vehicle along a trajectory while avoiding collisions. In its role of avoiding obstacles, the vehicle may sometimes encounter situations in which it is very difficult to determine what the next movement should be from an ad hoc perspective. When such a situation occurs, a planning component of the vehicle software should be run with the task of charting a safe trajectory between nearby obstacles. This paper presents a new path planning algorithm for a Biomimetic Autonomous Underwater Vehicle. The main distinguishing feature of the algorithm is its high speed compared with such classic planning algorithms as A*. In addition to presenting the algorithm, this paper also summarizes preliminary experiments intended to assess the effectiveness of the proposed algorithm.

On 1 January 2016 a new spatial development category was introduced to the Polish normative system. It is termed a framework of the feasibility study regarding urban development of a metropolitan association. Six months later, on 1 July 2017, an association the Metropolitan Association of Upper Silesia was established. In this article an attempt was made to analyse the normative character of the metropolitan feasibility study (made at the level of spatial planning for the territory of a metropolis) having in mind, in particular, its impact on gmina’s spatial planning competences.
Z dniem 1 stycznia 2016 r. do polskiego porządku normatywnego wprowadzono nową kategorię opracowania planistycznego, którym jest ramowe studium uwarunkowań i kierunków zagospodarowania przestrzennego związku metropolitalnego, a z dniem 1 lipca 2017 r. został utworzony związek metropolitalny pod nazwą „Górnośląsko-Zagłębiowska Metropolia”. W związku z powyższym w artykule podjęto próbę analizy charakteru normatywnego studium metropolitalnego (sporządzanego na nowym szczeblu planowania przestrzennego, jakim jest obszar metropolitalny), mając na uwadze w szczególności wpływ jego ustaleń na zakres władztwa planistycznego gminy.

Path planning plays a vital role in a mobile robot navi‐ gation system. It essentially generates the shortest tra‐ versable path between two given points. There are many path planning algorithms that have been proposed by re‐ searchers all over the world; however, there is very little work focussing on path planning for a service environ‐ ment. The general assumption is that either the environ‐ ment is fully known or unknown. Both cases would not be suitable for a service environment. A fully known en‐ vironment will restrict further expansion in terms of the number of navigation points and an unknown environ‐ ment would give an inefficient path. Unlike other envi‐ ronments, service environments have certain factors to be considered, like user‐friendliness, repeatability, sca‐ lability, and portability, which are very essential for a service robot. In this paper, a simple, efficient, robust, and environment‐independent path planning algorithm for an indoor mobile service robot is presented. Initially, the robot is trained to navigate to all the possible desti‐ nations sequentially with a minimal user interface, which will ensure that the robot knows partial paths in the en‐ vironment. With the trained data, the path planning al‐ gorithm maps all the logical paths between all the des‐ tinations, which helps in autonomous navigation. The al‐ gorithm is implemented and tested using a 2D simulator Player/Stage. The proposed system is tested with two dif‐ ferent service environment layouts and proved to have features like scalability, trainability, accuracy, and repe‐ atability. The algorithm is compared with various classi‐ cal path planning algorithms and the results show that the proposed path planning algorithm is on par with the other algorithms in terms of accuracy and efficient path generation.

The Eco-Shipping Project has conducted demonstrative experiments since the beginning of this year using about 40 vessels including coastal cement carriers, oil tankers, and ro-ro ships supported by the Ministry of the Environment. The goal of this project is to reduce fuel and CO₂ emission by 15%. The authors developed a voyage speed planning system which calculates a vessel optimum speed plan that takes into account weather forecast information and generates minimized fuel consumption for an operation. This paper describes an approach to optimize speed profiles on ship just-in-time voyages to save fuel and reduce CO₂ emissions, and introduces some cases of experimental results.

We introduce a control strategy to solve the regulation control problem, from the perspective of trajectory planning, for an uncertain 3D overhead crane. The proposed solution was developed based on an adaptive control approach that takes advantage of the passivity properties found in this kind of systems. We use a trajectory planning approach to preserve the accelerations and velocities inside of realistic ranges, to maintaining the payload movements as close as possible to the origin. To this end, we carefully chose a suitable S-curve based on the Bezier spline, which allows us to efficiently handle the load translation problem, considerably reducing the load oscillations. To perform the convergence analysis, we applied the traditional Lyapunov theory, together with Barbalat’s lemma. We assess the effectiveness of our control strategy with convincing numerical simulations.

There are many terms describing planning for towns and settlements. The term 'Town and Regional Planning' has been commonly used in the British Commonwealth countries while ‘Urban Planning’ and Land Use Planning’ has been more popular in the USA. Frequently used terms are also: 'Physical Planning'; 'Town and Country Planning' ;'Spatial Planning' and 'Settlement Planning', a favoured UN term. In Queensland, Australia, the recent Integrated Planning Act 1997 applied a term of 'Planning'. The term ‘Environmental Planning’, also well known, was defined by the International Union for Conservation of Nature as: "...a process whereby regional, national or subnational resource conservation or development plans are created in ways that consciously seek to minimise long term negative effects on existing levels of environmental quality ..." There are, however, views which consider Environmental Planning as all planning, that is, including planning for regions, towns and settlements of various kind (see, for instance, Faludi, 1987, Evans, 1997 or the actual New South Wales planning legislation). For this paper, originated in Queensland, the use of the term ‘planning’ was thought the appropriate choice.

This paper aims to analyse the planning of chemical transports shift from road to the more complex multimodal freight transport, and presents a toolbox developed to support the participants in the process. In literature the research problem of multimodal freight transport planning is analysed mainly from mathematical models’ perspective. There is a lack of studies focused on multimodal transport chain collaboration and the tools supporting it. Within the framework of research conducted during the ChemMultimodal „Promotion of Multimodal Transport in Chemical Logistics” project, within INTERREG Central Europe Programme, the research team identified challenges related to modal shifts in the chemical industry, and next developed the toolbox addressing these challenges and supporting participants’ collaboration on multimodal chemical freight transport planning. The toolbox embraces: (1) consulting services, (2) planning guidelines, (3) the Intermodal Links platform, which suggests intermodal connections between two points, and (4) a CO2 calculator. Conclusions from the first pilot tests showed the necessity of a complex approach to the process of modal shift planning. Transport managers testing the toolbox the most appreciated the consulting services, which include a marketing platform integrating chemical producers and distributors, logistics companies, carriers, terminal operators, rail network operators and others. This platform is used to share information on current transport patterns, existing potentials, and possible actions to establish and promote modal shift.

The study presents a mathematical model for the development of an optimal wagon transport plan in conditions of relative uncertainty. It describes an algorithm that allows searching for an optimal railroad-blocking plan in an environment of approximate initial data. The algorithm is based on the branch-and-bound method and fuzzy intervals. An example is provided of how an optimal transport plan for wagon flows given in this way can be determined.

With respect to space, local authorities may deploy diverse instruments designed to promote the engagement of local communities in the spatial planning and decision-making process. The Village (Polish: Sołecki) Fund, established for rural and urban-rural communes, is one of the ways for achieving this goal. Resources from the Village Fund may be used for, e.g. spatial planning, which is one of a commune’s own tasks. The activities related to the Village Fund have triggered studies focused on the units which run such funds and, on the amounts, earmarked for goals pertaining to spatial planning. On top of that, the spatial distribution of communes delivering such tasks has also been assessed. The study aims to analyse the correlation between planning tourism development at the local level and the development of the space that is being planned. Another goal is to determine the role of the local authorities (of the Karlino commune – gmina) in the implementation of strategic activities and the integration of various local beneficiaries around such activities. Further it will analyse how elaborating and implementing tourism development strategies may contribute to the local tourism economy and indicates the role and place of strategic planning in the process of creating and developing the tourist potential of a commune with particular emphasis on Karlino. The paper also discusses the tourism policy of Karlino’s local government as well as the strategic goals to be implemented and indicates its tourism development directions. The following research methods have been applied: expert method, observation method (using the inventory technique, physical inventory of the elements of the analysed space and actions taken), monographic method, document research, diagnostic survey analysis (using the survey technique of institutions from the examined area: Karlino commune, the communes of the Białogard powiat, the municipalities of the Association of Towns and Communes in the Parsęta Valley), and a critical literature review. The case of Karlino commune and its strategic activities in the field of tourism indicates that planning constitutes one of the most effective tools for local development. Such activity particularly shows that the commune can and wants to direct its socio-economic development based on optional (rather than obligatory) activities focused around the strategic use of endogenous resources. The paper indicates strategic action directions based on an inventory of such available endogenous resources. It shows how the local tourism economy may benefit from a tourism development strategy.

Dynamic Goal Programming (DGP) represents an extension of Goal Programming (GP). It is characterized by the importance of time factor in relation to its variables. As a complex decision making problem, Menu Planning Problem (MPP) requires the development of methodologies which are able to combine different and conflicting goals incorporating the dynamic characteristics. The article reviews some of the studies and approaches used in MPP. It deals with the Standard GP model of MPP. It provides a DGP formulation for solving the MPP. An MPP for the hemodialysis (HD) patient is an application that best exemplifies the proposed dynamic formulation.

This article presents fundamental issues related to the process of planning scientific research in security sciences based on methods belonging to operational research. Operational research is one of the areas that are intensively developed and implemented towards security and performance improvement in areas such as planning, organizing, implementing or controlling various types of projects. Therefore, issues related to operational research, its methodological foundations, and the use of network programming methods in the field of planning research process required a broader explanation in the context of security sciences. As a consequence, a reference to the decision model was made. It was stated that each decision related to security research increases the demand for methods of analysis and objective assessment. Each undertaking, in particular this related to security research, is associated with specific goals, the achievement of which requires possession of appropriate forces and resources. This study refers to the essence of project implementation time, which is very often limited and can be used in a variety of ways, which is determined by the specific conditions in which the technical, organizational or other activities are carried out. As a consequence of the above, it is stated that the research process is characterized by conducting a sequence of activities aimed at achieving research goal, solving research problem or verifying hypothesis within a specified time frame. It is also stated that each research process has a specific duration and one can be tempted to state that it is usually unique.

This paper presents a proposed model of integrated urban development planning that was prepared by the Institute of Urban Development in 2009-2011, as a result of the Research Project called “A Model of Integrated Urban Development Planning: Implementation of the EU Urban Development Policy in the Polish Planning System.” The roposed model is based on two basic assumptions. The first one is the need to draft a city document that integrates all plans, programmes, and projects. The second one is the necessity of providing a systemic solution for gathering of all the data that are essential for action planning and integration in the city, as well as assuring proper information circulation between the planning functions at various levels and in various departments. In that model, a particular role was assigned to strategic spatial planning, recognizing that spatial action coordination is an essential factor which contributes to the effectiveness increase and sustainability of urban development.

W dyskusji o przyszłości miast polskich można zauważyć obecność postulatu włączenia w proces planowania działań oddolnych. Jedną z przyczyn tego zjawiska jest rosnący sprzeciw wobec postępującej komercjalizacji miast. W reakcji na to mieszkańcy, głównie z dużych miast w Polsce zaczynają organizować się, początkowo by protestować przeciwko niekorzystnym zmianom zachodzącym w ich najbliższym sąsiedztwie, następnie by walczyć o lepszą przestrzeń miejską. Taka aktywność jest przejawem odzyskiwania "prawa do miasta", tak jak opisuje to prawo J. Holstom. Zjawisko to nie jest typowe wyłącznie dla naszych czasów. Wzrost aktywności ruchów społecznych w miastach europejskich obserwowany jest od dawna. Kolejna, jak się wydaje, "rewolucja miejska" ma łagodny przebieg. Sprzyja temu rosnąca wiedza na temat narzędzi i metod wspomagających partycypację lokalnych wspólnot w zarządzaniu przestrzenią miejską.
In the current discussion on the future of the polish cities, increasing presence of the "bottom-up" activities included into the city-planning process can be noticed. One of the reasons of this fact, is dissatisfaction with the omnipresent commercialisation of the whole city space. As a reaction, the citizens, especially from the biggest polish cities start to organize themselves. At first to protest against adverse changes into their closest neighbourhood, then to fight for their rights to better city space. These activities are the sign of regaining the "right to the city", as J. Holstom describes it. This phenomenon is typical not only in our times. In the history of european cities the increasing activity of civic movements could be noticed repeatedly. Ongoing "urban revolution" seems to be milder thanks to growing knowledge of participation methods, that helps local communities in the management of city space.

The paper presents a review of contributions to the scientific discussion on modern methods and tools for public participation in urban planning. This discussion took place in Obrzycko near Poznań, Poland. The meeting was designed to allow for an ample discussion on the themes of public participatory geographic information systems, participatory geographic information systems, volunteered geographic information, citizen science, Geoweb, geographical information and communication technology, Geo-Citizen participation, geo-questionnaire, geo-discussion, GeoParticipation, Geodesign, Big Data and urban planning. Participants in the discussion were scholars from Austria, Brazil, the Czech Republic, Finland, Ireland, Italy, the Netherlands, Poland, the United Kingdom, and the USA. A review of public participation in urban planning shows new developments in concepts and methods rooted in geography, landscape architecture, psychology, and sociology, accompanied by progress in geoinformation and communication technologies. The discussions emphasized that it is extremely important to state the conditions of symmetric cooperation between city authorities, urban planners and public participation representatives, social organizations, as well as residents.

TOPSIS is a well-known approach applied to multi-criteria decision-making under certainty (M-DMC). However, recently, some analogies between this domain and scenario-based one-criterion decision-making under uncertainty (1-DMU) have been revealed in the literature. Thus, the similarities aforementioned give the possibility to adjust TOPSIS to another area. The goal of the paper is to create a new method for problems with non-deterministic parameters on the basis of TOPSIS ideas. In the suggested approach criteria weights (declared within TOPSIS) are replaced by subjective chances of occurrence which are estimated for each scenario. The novel method has an advantage over existing classical decision rules designed for 1-criterion decision-making under uncertainty since within this procedure each payoff connected with a given option is compared with the positive and negative-ideal solutions.

This article discusses the peculiarities of startup success and the influence of design thinking, which is based on the methodology of solution design with a focus on human consumers, as the end user of a product or service. The startup is the first necessary stage of the life cycle of innovation. In order for the innovation to be successful, the design thinking methodology is used, which increases the predictability of success, speed of market entry and reduction of investment risks in the innovation. Actively working system of support for start-ups is the basis of active innovation activities, increasing the volume of innovative products, export of high-tech products. Development of startup projects is widespread abroad. It was found that the peculiarity of these successful projects is that they bring high profits, as well as raise the level of the economy in their countries. It is stated that it is important to study the issue of successful launch and implementation of startups through the structures that contribute to their development. Moreover, it is obvious that design thinking is the most successful methodology for creating innovations, which is actively used by various world-renowned companies. This article formulates a methodological model of design thinking for the main characteristics of startup success. The implementation of this model includes the following steps: generalization of the “startup” concept, generalization of the “design thinking” concept, identification of the stages of the startup life cycle, systematization of the key components of successfully realized startups, and analysis of the design thinking capabilities of the startup.

In addition to the natural-physical aspects of landscape, the public perception of landscapes is of central importance for a comprehensive understanding of landscape. This paper reflects different landscape perceptions on the basis of a photo competition and school workshops. These were conducted in the VITAL LANDSCAPES project as part of a regional participation process in the Upper Austrian LEADER region Mühlviertler Kernland. The authors analysed the photos submitted in the regional photo competition as well as the short films produced by secondary and vocational school students with regard to how the participants perceive the landscapes they inhabit. This paper argues that human-nature relations form an intrinsic part of the regional landscape perception and that depictions of local/regional landscape particularities contribute to forming personal and collective identities.

Multi-robot systems have substantially increased capabilities over single-robot systems and can handle very large or peculiar objects. This paper presents a differential (incremental) motion planning algorithm for an m-robot system (m >or=2) to cooperatively transfer an object from an initial to a desired final position / orientation by rigidly holding it at given respective points Q[sub 1], Q[sub 2],..., Q[sub m]. One of the robots plays the role of a "master" while other robots operate in the "slave" mode maintaining invariant their relative positions and orientations during the system motion. The method employs the differential displacements of the end-effector of each robot arm. Then, the differential displacements of the joints of the m robots are computed for the application of incremental motion control. The algorithm was tested on many examples. A representative of them is shown here, concerning the case of three STAUBLI RX-90L robots similar to 6-dof PUMA robots. The results obtained show the practicality and effectiveness of the method, which, however, needs particular care for completely eliminating the cumulative errors that may occur.

Aim: The internal market for manufacturers of consumer products companies is often too small in order to grant long-term success. Therefore, companies expand and enter foreign markets. This paper presents a planning process for market penetration for the selected foreign market, which will show the possibility of a withdrawal and shows also whether an exit scenario is planned by manufacturers of consumer products and when companies tend to think about a market exit. Design / Research methods: First, the literature was studied. Based on this, hypothesis were prepared. This was followed by a telephone survey of decision-makers from German manufacturers of the consumer products companies.  Conclusions / findings: A planning process for market penetration was developed, which shows next to the market entry also the market exit. Additional this paper shows that manufacturers of consumer products companies can be better prepared for a market exit than companies without an exit strategy, in particular, if the manufacturer sets out relevant economic parameters for the foreign market which determine whether to remain in the market or leave. Originality / value of the article: When analysing literature on planning processes for market entry, it becomes clear that an exit strategy is not planned. This may indicate that the authors did not consider a market exit and/or anticipate this as a worst case in their market entry assumption. Implications of the research: The last market entry of the surveyed companies usually occurred recently. For market exit results to be determined, a further consultation of the companies examined should be undertaken over a longer period of time.

Opis:
A novel approach for treating the uncertainty about the real levels of finished products during production planning and scheduling process is presented in the paper. Interval arithmetic is used to describe uncertainty concerning the production that was planned to cover potential defective products, but meets customer’s quality requirement and can be delivered as fully valuable products. Interval lot sizing and scheduling model to solve this problem is proposed, then a dedicated version of genetic algorithm that is able to deal with interval arithmetic is used to solve the test problems taken from a real world example described in the literature. The achieved results are compared with a standard approach in which no uncertainty about real production of valuable castings is considered. It has been shown that interval arithmetic can be a valuable method for modeling uncertainty, and proposed approach can provide more accurate information to the planners allowing them to take more tailored decisions.

Co pewien czas w praktycznie każdej branży pojawiają się nowe technologie, które częściowo lub całkowicie zmieniają sposób pracy. Niewątpliwie największym przełomem w projektowaniu było przejście z ręcznego wykonywania rysunków i obliczeń na korzystanie z programów graficznych i arkuszy kalkulacyjnych. Środowisko urbanistów jest obecnie uczestnikiem kolejnej już rewolucji. Wydaje się, że punktem zwrotnym może stać się powszechne wykorzystywanie systemów informacji geograficznej (GIS). Celem artykułu jest odpowiedź na pytanie czy wykorzystywanie GIS w tworzeniu opracowań planistycznych jest już koniecznością czy raczej szansą na poprawę ich jakości. Należy jednocześnie pamiętać, że ogromne możliwości jakie daje GIS nie mogą zastąpić rzetelnej pracy zespołu doświadczonych projektantów. Systemy geoinformacyjne są jedynie narzędziem, a efekt końcowy zależy od sposobu wykorzystania wiedzy praktycznej i teoretycznej.
New technologies which partially or completely change ways and methods of work appear from time to time almost in all sectors. There is no doubts that the biggest breakthrough in planning was connected with transformation from manual drawings and calculations to the use of graphic software and spreadsheets. At present, urban planners participate in the successive revolution. It seems that the common use of Geographic Information Systems (GIS) may become a turning point. The objective of this paper is to answer the question whether the use of GIS for development of planning documentation has already become the necessity or it is the possibility to improve its quality. At the same time it should be considered that the GIS powerful functionality cannot substitute thorough work of experienced experts. Geoinformation systems are only tools and final effects depend on the ways the practical and theoretical knowledge is applied.

In household financial planning two types of risk are typically being taken into account. These are life-length risk and risk connected with financing. In addition, also various types of events of insurance character, like health deterioration, are sometimes taken into account. There are, however, no models addressing stochastic nature of household financial goals. The last should not be confused with modelling factors that influence performance of financing the goals, which is a popular research topic. The problem of modelling goals themselves is, in turn, not so well explored. There are two main characteristics that describe a goal: magnitude and time. At least for some goals one or both of these characteristics may show a stochastic nature. This article puts forward a proposition of working goal time and magnitude into a household financial plan and taking their distributions into account when optimizing the plan. A model of two-person household is used. The decision variables of the optimization task are consumption-investment proportion and division of household investments between household members.

Introduction/background: The research problem undertaken in the publication was the selection of appropriate risk assessment methods and tools that can be applied in the planning of investment projects in a company that is the largest producer of secondary aluminium casting alloys in Central Europe. Due to the identified need, it was assumed that the results of the application of these methods and tools should support rational decision-making on the implementation of strategic investment projects. Aim of the paper: The research presented in the publication was aimed at developing a risk-sensitive investment project planning procedure geared towards rational strategic decision-making, tailored to the specific characteristics of the company in question. Materials and methods: The research involved free-form interviews, a literature study, a case study and a review of company records. Results and conclusions: The result of the research was to accurately identify the needs of the company, the competences of its employees and the essence of risk assessment methods and tools, and to select and incorporate them appropriately in the investment project planning procedure developed.

This article is about spatial planning. The discussion is conducted from a theoretical perspective. The adopted analytical approach is intended to support those studies that analyze planning processes and practices to increase our understanding of what spatial planning is. Retrospection, as a research method consisting in recalling events from the past, gives comparative material and enables the analysis of one's own choices. The inspiration for the article is the centenary jubilee of the Society of Polish Town Planners (TUP), which was founded in January 1923.

Due to the complexity of planning processes, as well as the desire to satisfy stakeholders and entities involved in spatial development and planning procedures, there is a clear need to create a platform for managing spatial development planning information. The aim of this paper is to present a project and pilot version of an urban platform (spatial planning geoportal), which is intended to be a solution used for the creation, analysis, and presentation of spatial data related to spatial planning. To implement the concept of the geoportal, one of the models used in systems and software engineering known as incremental execution was used, together with the language for documenting phases of an IT project – the Unified Modeling Language (UML). The concept includes a formal description of the geoportal functionalities using UML as well as the perspective of solution users and stakeholders. This paper also shows the functionality of the pilot version of the geoportal, which refers to spatial planning at the local level and local spatial development. The spatial planning geoportal presented in this paper adheres to the reform of spatial planning and is intended to help in conducting spatial policy, both at the local and central level. Establishment of the spatial planning geoportal may contribute to increasing the efficiency and quality of the spatial planning system in Poland, as well as other areas such as management of local government units, local and regional transport, and regional planning.

In this work we explore the use of differentiable programming to allow autonomous movement planning of a small vessel. We aim for an end to end architecture where the machine learning algorithm directly controls engine power and rudder movements of a simulated vessel to reach a defined goal. Differentiable programming is a novel machine learning paradigm, that allows to define a systems parameterized response to control commands in imperative computer code and to use automatic differentiation and analysis of the information flow from the controlling inputs and parameters to the resulting trajectory to compute derivatives to be used as search directions in an iterative algorithm to optimize a goal function. Initially the method does not know about any manoeuvring or the vessels response to control commands. The method autonomously learns the vessels behaviour from several simulation runs. Finally, we will show how the simulated vessel is able to fulfil some small missions, like crossing a flowing river while avoiding crossing traffic.

Prace renowacyjne w budynkach sakralnych często są prowadzone nieprawidłowo, terminy są przesuwane, zakres ograniczony, występują błędy w kolejności prac. Główną przyczyną takich działań jest brak funduszy. Jednak w przypadku obiektów, które są wpisane do rejestru zabytków, regularne i konsekwentne wykonywanie prac naprawczych oraz remontów jest niezwykle istotne, aby uniemożliwić ich degradację. Celem badań jest opracowanie strategii prac renowacyjnych, która umożliwi utrzymanie zabytkowych budynków sakralnych w jak najlepszym stanie technicznym przez jak najdłuższy czas.
Renovation works in sacred buildings are often carried out incorrectly, the dates of works are postponed, the scope is limited, there are errors in the sequence of works. The main reason for these proceedings is lack of funds. However, in the case of buildings that are listed in the register of monuments, it is extremely important to carry out repair and renovation works regularly and consistently to prevent their degradation. The aim of this research is to develop a strategy for restoration works that will enable historic sacred buildings to remain in the best possible technical condition for as long as possible.

The research problem raised in the paper concerns materials management of mining enterprises. It is an important area of activity in these enterprises, mainly due to the fact that the cost of materials consumption is, after the personnel cost, the second position in the cost structure in terms of value. In order to conduct the mining works planned in an efficient way, it is necessary to provide materials supply as well as to prepare them and transfer to production. It can only be achieved in the way of appropriate planning, which includes the division into product range and time periods. The way of planning should be adjusted to the specific conditions and the character of consumption, as well as link those with an operational production plan. Although a great number of publications on planning methods can be found, not many of them refer to the specificity of mining production processes, especially material requirements planning. The objective of this paper is to present the theoretical assumptions of the material requirements planning process and the practical aspects of this process in the operating activity of mining enterprises. The paper is of theoretical and cognitive study character. The research was based on a systematic review method - systematic literature review, supplemented with the analysis of internal documents and programs used in materials management of mining enterprises.

Major manufactures are moving towards a sustainability goal. This paper introduces the results of collaboration with the leading company in the packaging and advertising industry in Germany and Poland. The problem addresses the manufacturing planning problem in terms of minimizing the total cost of production. The challenge was to bring a new production planning method into cardboard manufacturing and paper processing which minimizes waste, improves the return of expenses, and automates daily processes heavily dependent on the production planners’ experience. The authors developed a module that minimizes the total cost, which reduces the overproduction and is used by the company’s manufacturing planning team. The proposed approach incorporates planning allowances rules to compromise the manufacturing requirements and production cost minimization.

The aim of this paper is to assess the functioning of spatial planning in Poland in the context of public management objectives. Drawing on the concepts of New Public Management, we use the category of stakeholders and public value generated for stakeholders. Two groups of stakeholders in spatial planning are distinguished, namely public (national and local government) entities, and private entities (including individuals and businesses). We describe the mechanisms of stakeholders’ influence on spatial planning and the effects of this influence on the development of space. We found that the actual spatial planning mechanisms in Poland are aberrational from the perspective of public management. The ubiquity of these aberrations (in diverse municipalities) allows us to rule out the most obvious types of causes, particularly the incompetence or corruption of local authorities or administrative apparatus. Therefore, it is postulated that the causes of the aberrations are structural and inherent to the legal system that impacts spatial planning both directly and indirectly. We propose solutions to improve the situation through the appropriate management of relations with stakeholders in processes implemented by a public entity. The article presents a model of such management. A change in the legal context – above all an amendment of the law regulating spatial planning procedures – provides an opportunity to balance the impact of various stakeholders on spatial planning arrangements.

Futurology (also futures studies) is a field of knowledge which has emerged as a result of the interdisciplinary problematisation of specific cognitive issues. The main objective of futurology is the creation of hypothetical scenarios for an alternative future in every aspect of human life, from changes relating to the life of an individual human being to changes within complex social structures, and, ultimately, in e.g. nations. The assumptions of cognitive futurology generally boil down to the maxim „probability and predictability in every aspect of human life”. In other words, the subject of futurological considerations encompasses all products of human activity, both material and abstract. However, here futurology is divided thematically and distinguished in accord with a given specific specialised task, e.g. within the framework of social anthropology (or, broadly understood, cultural studies) as well as of philosophy. Thus, one can point to popular futurology, or the popularisation of specific fields of knowledge through science-fiction literature, e.g. The Road (2006) by Cormac McCarthy. In addition to popular futurology, there is also analytical futurology, whose task is to create and analyse alternative futures. The proposed presentation will be devoted to this latter issue as well.

Avariety of approaches for trajectory tracking control of wheeled mobile robots have been implemented. This paper presents a model for a time optimal motion control based on fuzzy logic algorithm for a three wheeled nonholonomic mobile robot with desired function. Simplified kinematic equations of a differentially driven robot are designed to follow the path with evaluated linear and angular velocities. Here, the proposed kinematic model is based on a simple geometric approach for getting the desired position and orientation. The speeds are varied depending on the variations in the path and on the posture of the robot. The robot is subjected to move in a constrained workspace. The control architecture was developed based on fuzzy logic algorithm to obtain time optimal motion control of robot trajectory tracking. The kinematic model was done on Matlab software environment and profound impact on the ability of the nonholonomic mobile robot to track the path was evaluated.

The paper presents a motion planning algorithm for a robot walking on rough terrain. The motion-planer is based on the improved RRT (Rapidly Exploring Random Tree)-Connect algorithm. The Particle Swarm Optimizati on (PSO) algorithm is proposed to solve a posture optimization problem. The steepest descent method is used to determine the postion of the robot's feet during the swing phase. The gradient descent method is used for smoothing the final path. The properties of the motion planning algorithm are presented in four cases: motion planning over a bump, concavity, step and rough terrain mocup. The maximal sizes of particular obstacle types traversable by the Messor robot with the new, optimized motion plan are given.

Aim. The aim of the research is to describe the model for lesson planning on peace education in teacher training. The used resources are aimed at filling the shortcomings in peace education and improve the value of the materials available to teachers. In preparing the lesson, a teacher, will either use the models available to him/her or develop his/her own models in time. Concept and Methods. This study was conducted by qualitative research. The document research technique was used in the study (Yıldırım & Şimşek, 2008, pp. 187-193). For the last three years, I have been working on the model related specifically to peace education as part of the project of the Turkish research institute called TÜBİTAK. Result and Conclusion. This model was presented during the academic year 2017/2018 at several conferences in Turkish, German and English. In this article, the topic of "Tolerance Towards Different Cultures" was chosen to define the practical part of the lesson preparation because this topic is of particular interest to many countries, due to migration. The refugees experience certain problems in the areas of language, culture, employment, social acceptance and prejudice. In order to minimize these problems, various measures are taken in the field of education. Originality. The participants showed great interest in the designing of the daily lesson planning and the implementation of this design in the teaching of peace in the training of the teachers. This paper concerns an energy efficient global path planning algorithm for a four-wheeled mobile robot (4WMR). First, the appropriate graph search methods for robot path planning are described. The A* heuristic algorithm is chosen to find an optimal path on a 2D tile-decomposed map. Various criteria of optimization in path planning, like mobility, distance, or energy are reviewed. The adequate terrain representation is introduced. Each cell in the map includes information about ground height and type. Tire-ground interface for every terrain type is characterized by coefficients of friction and rolling resistance. The goal of the elaborated algorithm is to find an energy minimizing route for the given environment, based on the robot dynamics, its motor characteristics, and power supply constraints. The cost is introduced as a function of electrical energy consumption of each motor and other robot devices. A simulation study was performed in order to investigate the power consumption level for diverse terrain. Two 1600 m2 test maps, representing field and urban environments, were decomposed into 20x20 equal-sized square-shaped elements. Several simulation experiments have been carried out to highlight the differences between energy consumption of the classic shortest path approach, where cost function is represented as the path length, and the energy efficient planning method, where cost is related to electrical energy consumed during robot motion.
