The article concerns the issue of cross-border cooperation between Poland and Germany in the fi eld of internal security, so at the local level, since the signing of the Treaty between the Polish Republic and the Federal Republic of Germany on good neighbourliness and friendly cooperation of 17/06/1991 signed in Bonn. Furthermore, the challenges for the cross-border cooperation between two states were elaborated. It was assumed that the main challenges in the fi eld of cross-border cooperation between Poland and Germany are related to providing internal security at the local community level.

In the last decades borderlands studies have been rapidly developing in various disciplines. Within the changing function of European borders (from separating line between two souvereign states to borderscapes of intercultural flows and fluid identity) the focus of border scholars moved towards social relations and bottom-up perspective. Thus, borderlands are perceived as laboratories of European integration and multicultural spaces. For the aim of this article, borderlands are defined as spaces located on the geographical border between different states, nations and cultures that are objects of European Union cohesion policy. By analysing the Eurobarometer survey on cross-border cooperation I try to demonstrate differences between border regions covered by the Interreg cross-border cooperation programmes in terms of cross-border practices, general trust in others and attitudes towards citizens of neighbouring countries.

The paper presents how the cross-border cooperation between Poland and German Demo- cratic Republic (GDR) developed. It describes the complicated relations in which Polish - GDR contacts were on the one hand "fraternal" relations of the two socialist countries, but on the other they were a part of Polish fears of "the Germans" and Polish politics based on the dogma of the threat from Federal Republic of Germany (FRG). The visits of German tourists, both from GDR and FRG, were sentimental journeys of the Germans expelled from Polish territory. On the Polish side there were both a fear of West Ger- man espionage and, hidden behind ideological slogans, suspicious attitude towards GDR and East German society. At the same time the network of cross-border interpersonal contacts was created. Polish employees working in GDR companies (workers commuting from Poland) formed a part of the cross-border contacts. They constituted the element of small border traffic that had developed since the sixties.
W tekście pokazane zostanie, jak kształtowała się współpraca przygraniczna między Polską a NRD. Opisany zostanie skomplikowany układ, w którym kontakty polsko-enerodwskie były zarówno „braterskimi” kontaktami dwóch socjalistycznych państw, jak i pozostawały częścią polskich obaw przed „Niemcami” i polskiej polityki, opartej na dogmacie zagrożenia przez RFN. Wizyty turystów z NRD były często podobnie jak z RFN podróżami sentymentalnymi Niemców wysiedlonych z ziem polskich. Po polskiej stronie istniała zarówno obawa przed zachodnioniemieckim szpiegostwem, jak i ukryty za ideologicznymi hasłami podejrzliwy stosunek do NRD i wschodnioniemieckiego społeczeństwa. Równocześnie powstawała sieć przygranicznych interpersonalnych kontaktów. Częściowo w skład kontaktów przygranicznych wchodziła praca polskich pracowników w zakładach enerdowskich, o ile byli to dojeżdżający z polskiej strony pracownicy. Stanowili oni element rozwijającego się od lat sześćdziesiątych małego ruchu przygranicznego.

Transgraniczna acquis Schengen, współpraca policyjna w Unii Europejskiej stanowi egzemplifikacje krzyżowania się wymiaru wertykalnego i horyzontalnego integracji europejskiej. Reorientacja kształtu i charakteru współpracy służb wskazuje na praktyczny kontekst wspólnych działań, których celem jest efektywniejsze zwalczanie przestępczości granicznej. Natomiast instytucjonalizacja współpracy stanowi kompilację rozwiązań normatywnych, politycznych oraz współzależności w powiązaniach między organami uczestniczącymi we współpracy transgranicznej. Efektywność współpracy obejmuje gwarancję równowagi „między formalnymi rozwiązaniami służącymi współpracy policyjnej a nieoficjalnymi formami zarządzania bezpieczeństwem wewnętrznym występującym na innych poziomach".
The cross-border Schengen acquis, police cooperation in the European Union exemplifies the intersection of the vertical and horizontal dimensions of European integration. The reorientation of the shape and nature of cooperation between the services indicates the practical context of joint activities aimed at more effective combating of border crime. On the other hand, institutionalization of cooperation is a compilation of normative and political solutions as well as interdependencies in the relations between the bodies participating in cross-border cooperation. The effectiveness of cooperation includes a guarantee of a balance “between formal solutions for police cooperation and informal forms of internal security management occurring in on other levels”.

Artykuł przedstawia wyniki sondażu, którego celem było m.in. zbadanie opinii mieszkańców czterech zachodnich podregionów na temat wpływu granicy na życie codzienne oraz opinii o funkcjonowaniu samorządów gmin. Sondaż ujawnia także postawy mieszkańców w stosunku do kwestii ochrony środowiska, współobywateli, mieszkańców sąsiednich krajów oraz pokazuje stopień identyfikacji terytorialnej mieszkańców pogranicza. Badanie zostało zrealizowane przez CBOS na reprezentatywnej próbie dorosłych mieszkańców czterech podregionów (NUTS 3): jeleniogórskiego, gorzowskiego, zielonogórskiego oraz szczecińskiego.
The author investigates the citizens perception of the impact of Polish-German border on local economies and communities in Western Poland. The research, based on the survey conducted in selected municipalities, reveals also the attitudes of the citizens towards the protection of natural environment and their opinion about the neighbours at both sides of the border. Finally, it attempts to assess the degree of citizens identification with the border area.

The author of the article presents the realities of cross-border cooperation, which takes place on Polish borderlands. He defines the term of borderland from the angle of cross-border cooperation and discusses the most important tasks which are related to the process. He focuses on the barriers, which limit the efficiency of Polish cross-border cooperation with adjacent countries. The subject of his utmost consideration is the eastern borderland, because it concentrates institutional, infrastructural and social problems, which limit the cooperation of Poland with Ukraine, Belarus, Lithuania and Russia. The author notices that countries cooperating with Poland are also to blame for inefficient cross-border cooperation on Polish eastern borderland. The main reason of such a situation is a considerable infrastructural and organizational retardation of these countries. Presented barriers let us notice that cooperating countries have to face a challenge of laborious work of multidimensional dimension. The author also emphasizes the necessity of mental change among the people living on borderland as a method of breaking barriers concerning cross-border cooperation.

Celem jest wypełnienie luki w analizie euroregionów zlokalizowanych na pograniczach dotąd słabiej opisywanych w literaturze przedmiotu (większość publikacji skupia się na analizie polsko-niemieckich euroregionów). Artykuł charakteryzuje poszczególne euroregiony, ich cele, dokonania oraz wnioski, jakie płyną z tejże współpracy dla polskich euroregionów, zwłaszcza dla władz lokalnych. Punktem wyjścia są zagadnienia dotyczące definiowania kluczowych pojęć użytych w artykule, tj. euroregion, współpraca transgraniczna, oraz idei współpracy przygranicznej w Europie.
This article presents German experience in creating euroregions especially those located on western borderland. The aim is filling the gaps in the analysis of euroregions located on the borderlands that has been hardly described in specialist publications so far (most of the publications focus on the analysis of Polish-German euroregions). The article characterizes individual euroregions, their objectives, achievements and conclusions that result from this cooperation for Polish euroregions and particularly local authorities. The starting point are the issues concerning the defining of the key words used in the article, i.e. euro-region, cross border cooperation and the idea of cross-border cooperation in Europe.
Der Artikel schildert bundesdeutsche Erfahrungen im Bereich der grenzüberschreitenden Zusammenarbeit, die sich in Form des Euroregions etabliert hat. Im Fockus der Autorin stehen die entlang der deutschen Westgrenze liegenden Euroregionen..Somit widmet sich die Studie dem Thema, das in der polnischen Fachliteratur weniger Beachtung findet, weil diese sich überwiegend auf die Problematik der deutsch-polnischen Euroregionen konzentriert. Der Artikel geht von der Definition der Schlüsselbegriffe: des Euroregions, der grenzübergreifenden Zusammenarbeit und der Idee der granznahen Zusammenarbeit im Nachkriegseuropa aus, um später die einzelnen Euroregionen mit deutscher Beteiligung zu charakterisieren, und schließlich die aus dieser bewahrten Form der transeuropäischen Zusammenarbeit gezogenen Schlüsse als Anregungen für die polnischen Euroregionen aufzulisten.

The text deals with an important topic of cross-border cooperation between fire brigades from Poland and Germany. Shaping cross-border cooperation at the voivodeship level is the task of the Voivodship Commander of the State Fire Service and is based on the existing contracts and agreements developed at the central level. The provisions of the Act on the State Fire Service show that the Provincial Commander of the State Fire Service is responsible for directing the organizational units of the State Fire Service from the voivodeship to rescue and humanitarian actions outside the state.
Streszczenie Tekst podejmuje ważny temat współpracy transgranicznej straży pożarnych z Polski i Niemiec. Kształtowanie współpracy transgranicznej na poziomie województwa jest zadaniem Komendanta Wojewódzkiego PSP i przebiega w oparciu o istniejące umowy i porozumienia wypracowane na poziomie centralnym. Z zapisów Ustawy o PSP wynika, że Komendant Wojewódzki PSP ma za zadanie kierowanie jednostek organizacyjnych PSP z obszaru województwa do akcji ratowniczych i humanitarnych poza granice państwa.

Cross-border cooperation in Europe began in the 1950s. In Poland, the first Euroregions began to emerge in the early 1990s after the socio-political changes in Central and Eastern Europe. The Carpathian Euroregion, which was established in 1993, was the second Euroregion in Poland and the first in Slovakia and Ukraine. Its creation caused concerns among politicians, mainly at the central level. The reasons for these fears were ignorance of the rules of cross-border cooperation and the political situation - countries in this region were reforming and consolidating and some politicians were afraid of blurring of borders and sovereignty. The Carpathian Euroregion is a diverse region in terms of politics, ethnicity, culture and religion. It consists of the border areas of five countries. Despite political, economic and legal obstacles, local authorities have agreed on forms of cooperation and are implementing projects for the benefit of the region’s cross-border community.
Współpraca transgraniczna w Europie rozpoczęła się w latach 50. ubiegłego wieku. W Polsce pierwsze euroregiony zaczęły powstawać na początku lat 90. po przemianach społeczno-politycznych w Europie Środkowo-Wschodniej. Euroregion Karpacki, który powstał w 1993 roku, był drugim euroregionem w Polsce, a pierwszym na Słowacji i w Ukrainie. Jego powstanie wywoływało obawy wśród polityków. Przyczyną tych obaw była nieznajomość zasad współpracy transgranicznej i sytuacja polityczna – państwa w tym regionie reformowały się, konsolidowały i niektórzy politycy obawiali się rozmycia granic i suwerenności. Euroregion Karpacki jest zróżnicowanym regionem pod względem politycznym, etnicznym, kulturalnym, religijnym. Składa się z terenów przygranicznych pięciu państw. Mimo przeszkód natury politycznej, ekonomicznej i prawnej władze lokalne uzgodniły formy współpracy i realizują projekty dla dobra transgranicznej społeczności regionu.

W artykule dokonano analizy właściwości ukraińsko-polskiej współpracy transgranicznej, która jest realizowana w ramach współpracy między regionami przygranicznymi sąsiadujących ze sobą państw i przejawia się w różnych formach. Przeanalizowano wpływ współpracy transgranicznej na funkcjonowanie ukraińsko-polskiej granicy państwowej, w szczególności wzmacnianie jej funkcji kontaktowej i międzynarodowej. Zbadano determinanty funkcjonowania euroregionów, obejmujących tereny przygraniczne Polski i Ukrainy. Jako jedno z istotnych wyzwań w tym zakresie na współczesnym etapie należy rozpatrywać konieczność doskonalenia infrastruktury transportowej, modernizacja której będzie sprzyjała poprawie funkcjonowania ważnych międzynarodowych korytarzy tranzytowych i zwiększy ogólną przepuszczalność granicy ukraińsko-polskiej.
The features of Ukrainian-Polish cross-border cooperation realized within the framework of collaboration between the border regions of the neighbouring countries, displayed in different forms, have been considered in the article. The influence of transborder cooperation on functioning of the Ukrainian-Polish state border – in particular, strengthening of its contact function – has been analysed. The components of the Euroregions operation that include border territories of Poland and Ukraine have been investigated. As one of substantial challenges at the present stage the necessity of transport infrastructure improvement should be examined. Its modernisation will facilitate the improvement of the important international transit corridors functioning and increase the general Ukrainian-Polish border permeability.

Od niemal dekady Unia Europejska oferuje i promuje nową formę współpracy transgranicznej – Europejskie Ugrupowanie Współpracy Terytorialnej (EUWT). Aktualnie ich liczba przekroczyła sześćdziesiąt i są uruchamiane kolejne. W Polsce już działają cztery EUWT, a jest planowanych jeszcze kilka. Wśród tych ostatnich szczególnie interesująco przedstawia się inicjatywa uruchomienia EUWT na pograniczu polsko-litewskim, co wiąże się z możliwością dokooptowania partnerów z sąsiednich państw trzecich (zwłaszcza rejon grodzieński). Przed nowym EUWT pojawiają się znakomite perspektywy, lecz, obok nich, także liczne przeszkody do pokonania. Perspektywa wydaje się jednak optymistyczna, szczególnie dzięki racjonalnemu wykorzystaniu potencjału, wiedzy i doświadczeń partnerów.
For almost a decade, the European Union has provided and promoted a new form of crossborder cooperation – the European Grouping of Territorial Cooperation (EGTC). The number of such groupings has currently exceeded 60, and is still growing. In Poland, four EGTCs are already operational, and several more are to be established. Among the latter, the recent initiative to launch an EGTC in the Polish-Lithuanian borderland is particularly interesting, implying the possibility of coopting partners from the neighbouring third countries (especially from the area of Grodno). The new EGTCs have excellent prospects but also many obstacles to overcome. The outlook seems, however, optimistic, especially providing a rational use of the potential, knowledge and experience of the partners.

W opracowaniu podjęto próbę oceny współpracy transgranicznej Polski i Słowacji oraz określono założenia perspektywy tej współpracy, wykraczającej poza ujęty w artykule okres badań. Zakres rozważań obejmował w szczególności ujęcie historyczne rozwoju relacji pomiędzy obszarami przygranicznymi tych państw od ich początku, po realizowane dotychczas programy: Program Operacyjny Współpracy Transgranicznej Polska-Słowacja 2007-2013 oraz Program Współpracy Transgranicznej Interreg V-A Polska – Słowacja 2014-2020. Badania przeprowadzone w artykule obejmowały analizę opisową danych ilościowych, pozyskanych na podstawie wskazanych dokumentów, z uwzględnieniem ich osi priorytetowych, priorytetów inwestycyjnych, a także celów szczegółowych, wraz z oceną perspektywy finansowej 2007-2013. Wstępnie dokonano również przeglądu efektów współpracy w obecnym okresie programowania. Wyniki analizy pozwoliły stwierdzić, że w obecnym okresie programowania wzmocniono w strukturze dofinansowania rolę Osi Priorytetowej I i II. Mniejszy nacisk położono natomiast na Oś Priorytetową III. Ocena informacji cząstkowych z realizacji Programu Współpracy Transgranicznej w obecnym okresie programowania świadczy o dużym zainteresowaniu realizacją przedsięwzięć w zakresie prowadzonej polityki transgranicznej. Pozytywne zaś efekty realizacji Programu Współpracy Transgranicznej Interreg V-A Polska-Słowacja 2014-2020 są zauważalne jeszcze przed dokonaniem jego końcowej ewaluacji.
The study refers to assessing cross-border cooperation between Poland and Slovakia and sets out the assumptions of the prospect of this cooperation, going beyond the period of research included in the article. The scope of considerations included, in particular, the historical approach to the development of relations between the cross-border areas of these countries from their beginning, to the previously implemented programs: Operational Program of Cross-Border Cooperation Poland-Slovakia 2007-2013 and Cross-Border Cooperation Program Interreg V-A Poland – Slovakia 2014-2020. The research carried out in the article included a descriptive analysis of quantitative data, obtained on the basis of the indicated documents, including their priority axes, investment priorities, as well as detailed objectives, along with the assessment of the financial perspective 2007-2013. Initially, the effects of cooperation in the current programming period were also reviewed. The results of the analysis allowed to conclude that in the current programming period, the role of the Priority Axis I and II was strengthened in the co-financing structure. Less emphasis was placed on Priority Axis III. The assessment of partial information from the implementation of the Cross-Border Cooperation Program in the current programming period shows a great interest in the implementation of projects in the field of cross-border policy. The positive effects of the implementation of the Cross-Border Cooperation Program Interreg V-A Poland-Slovakia 2014-2020 are noticeable even before its final evaluation.
