In order to ensure equality of occupational health care among employees of small and medium-sized enterprises (SMEs) and of larger companies, amendments in the regulations of the numerous German accident insurance funds had to be made to provide for full availability of services, as requested by German and European law. According to these amendments, sectors formerly exempted due to small size and due to lack of an adequate number of qualified personnel, had to be covered by occupational health care. In order to reach this target group new strategies of care delivery had to be developed, making use of pre-existing infrastructure and networks. In Germany, district trade association (Kreishandwerkerschaften) have proved to be very effective for introducing occupational safety and health care into SMEs by either hiring external multidisciplinary services or by establishing a common service to be used by all associated crafts establishments. In a study conducted by the Federal Office for Health and Safety at Work in 1996 (Boldt, Gille, &Grahl, 1997), 7 district trade association were looked at in detail for their strategies. The results were discussed and supplemented in a 2-day workshop.

In the paper are presented the resources and economic results of restructuring performance in the Ukraine economic. The review of the discussion in reamed society of the country on dangers connected with liberalisation of the Ukrainian and international trade was shown. The neccessity and benefits of these proccesses for the Ukrainian economy development were presented. 
Głównym celem zrealizowanych badań jest analiza teoretycznych podstaw międzynarodowej integracji gospodarczej oraz przedstawienie cech i tendencji rozwojowych handlu zagranicznego Ukrainy jako czynników wpływających na pozycję konkurencyjną ukraińskiej gospodarki. Podstawowym założeniem w tej analizie jest teza, że rozwój handlu międzynarodowego na Ukrainie, zwłaszcza z jej głównymi partnerami, odzwierciedla kondycję gospodarki i jest punktem kształtowania międzynarodowej pozycji Ukrainy. Okres badań obejmuje lata 1995-2002. Dane pochodzą z Głównego Urzędu Statystyki Ukrainy oraz Polski.

Opis:
In multicriteria problem solving, much can be learned by observing the decision-making process. Some, if not many, of the theoretical constructs used in some academically-generated models are simply not necessary. Taking this into account, we generalize the Zionts-Wallenius Multiple Criteria Decision Making Algorithm. We generalize the approach so that it can solve general convex problems. We do this by drawing from other methods, and by incorporating what we have learned in our work. To deal with the class of convex problems we face, we broaden the concept of tradeoff, and use global tradeoffs. Theory is developed, and then a method incorporating the theory is presented. A small example is included. We discuss how our development enriches decision-making tools currently available. We discuss applications in finance and technology.

The aim of the paper is to characterise Polish agricultural trade with the EU-15. Polish-EU agricultural trade balance was negative in 1994-2002 and the positive one in the amount of 200 M. EUR appeared in 2003. Fruit and vegetables, meat and its preparations are the main product groups in Polish-EU agri-food export and import. Among the EU countries, Germany is the main Poland?s agricultural trade partner.
Handel rolno-spożywczy tradycyjnie zajmował ważne miejsce w strukturze obrotów handlowych Polski. W dobie integracji Polski z Unią Europejską i globalizacji gospodarki jego rola staje się większa niż kiedykolwiek przedtem, a polskie produkty rolno-spożywcze zyskują łatwiejszy dostęp do rynków zagranicznych, w tym do rynku UE. UE była, jest i pozostanie głównym partnerem handlowym Polski, zarówno po stronie eksportu, jak i importu produktów rolno-spożywczych. W opracowaniu dokonano charakterystyki handlu zagranicznego produktami rolno-spożywczymi Polski z UE. Przeprowadzono analizę wartości obrotów oraz zbadano strukturę kierunkową i towarową handlu rolno-spożywczego.

The aim of this paper was to analyse the running of the prices of four apple varieties: "Idared", "Cortland", "Jonagold" and "Golden Delicious" in the years 1996-2002. The prices of the selected varieties were diversified and the levels of price of new varieties were higher than the old ones. The prices of the analysed four apple varieties had risen for the initial period and next decreased. The real prices were lower than the nominal ones and they were in 61%-87% parts of the nominal prices.
Celem pracy była ocena kształtowania się cen wybranych odmian jabłek na rynku hurtowym, jakim jest Wielkopolska Giełda Rolniczo-Ogrodnicza w Poznaniu. Dla każdej z czterech odmian: "starych" - "Idared", "Cortland" i "nowych" - "Jonagold", "Golden Delicious" wyznaczono funkcje regresji parabolicznej, opisujące zmiany cen w latach 1996-2002. Z przedstawionej analizy wynika, że ceny za poszczególne odmiany były zróżnicowane, a poziom cen za jabłka "nowych" odmian był wyższy niż za jabłka odmian "starych". Ceny jabłek analizowanych odmian w pierwszych latach analizy wzrastały, a następnie zmniejszały się. Ceny realne były niższe niż nominalne: stanowiły od 61 do 87% cen nominalnych. Ceny realne odmian "Idared" i "Cortland" były najwyższe w pierwszym roku analizy, a ceny odmian "Jonagold" i "Golden Delicious" - w roku czwartym i trzecim.

Scharakteryzowano relację produkcji mleka i podstawowych produktów mleczarskich w Polsce i w UE. Dokonano charakterystyki struktury towarowej i geograficznej zagranicznych obrotów handlowych Polski wyrobami z mleka. Przedstawiono liczbę i rozmieszczenie mleczarń posiadających uprawnienia do wprowadzania swoich produktów na obszar innych państw Unii Europejskiej oraz scharakteryzowano te uprawnienia w ujęciu przedmiotowym.

This paper analyses Polish foreign trade in dairy products in the aspect of the European integration. At present, the EU countries are the main recipients of Polish dairy products. Poland?s accession to the EU caused a significant growth of Polish dairy trade. The biggest (fourfold) growth in export value applied to butter, while cheese import value doubled. The clear convergence of Polish dairy products prices was noticed after Poland?s accession to the EU. 
Zmiana warunków prowadzenia wymiany handlowej, związana z włączeniem Polski w obszar Jednolitego Rynku Europejskiego i dostosowaniem polskiego sektora rolno-spożywczego do standardów UE, wywarła duży wpływ na rynek mleka i produktów mleczarskich. Celem artykułu było przeprowadzenie analizy polskiego handlu zagranicznego artykułami mleczarskimi w warunkach integracji z UE. Największymi odbiorcami polskich produktów mleczarskich są obecnie kraje UE. Przystąpienie Polski do UE spowodowało dynamiczny rozwój handlu artykułami mleczarskimi. Wartość eksportu najbardziej (czterokrotnie) zwiększyła się w przypadku masła, a importu (dwukrotnie) - w przypadku sera. Po akcesji Polski do UE nastąpiła wyraźna konwergencja cen polskich produktów mleczarskich z cenami unijnymi.

The paper aims to evaluate whether or not the last EU enlargement to the new 10 member states (EUN-10) has influenced the intra EU trade of agricultural products. In particular, the analysis focuses on the effects on trade between two groups of countries EU-15 and EUN-8 (i.e. the Central-Eastern Europe new members countries) of the EU-accession process. The import-export flows show a noticeable increase in trade between the two areas over the last decade. This increase surely stems from the opening up process, but according to second best theory in international trade which applies to Customs Unions – it not necessarily favours efficiency as far as social welfare is concerned. The analysis shows also that the comparative advantages in certain products, which ten years ago fuelled trade, do not appear to have altered the position of the two groups of countries. Focusing on agricultural products the integration process, which was already underway during the pre-accession period, has maintained and not reduced their specific specialization.

The GATT agreement was the first to include agriculture and to cover both border protection and domestic and export subsidies for agricultural products. The round completed successfully in 1994. The subsequent Doha or Development round aimed at furthering progress launched in GATT has not been so successful. This paper explores why the Doha round has been difficult and why it now appears there will not be a meaningful agreement. Developing countries are much more numerous today in WTO, and they insist on an agreement to better their situation. Agricultural subsidies are still a major impasse between rich and poor countries. The absence of the industrial sector to balance agriculture also is an impediment. Furthermore, bilateral and regional agreements have made much more progress and provide many of the gains that might eventually come from a multilateral agreement. Recent work has concluded that domestic reforms are key to achieving the gains of any trade agreement, and they will be essential for Poland to capture the gains from EU membership.

The I National Congress of Delegates of Independent Self-Governing Trade Union “Solidarity [NSZZ “Solidarnos´c´”] meeting in Gdan´sk in September and Ocober, 1981 is considered the crowning achievement of the “Solidarity’s” organizational and ideological development. No serious and comprehensive monography has yet been written, historical or sociological. The lack of a complete text of the eighteen days of talks was one of the reasons. A shorthand report of the first tour which has been made available recently makes it possible to make some preliminary analyses of the Congress’ topics and dynamics, behaviour of the delegates and mechanisms of their decision-making. It also permits to describe their “union-like” way of thinking as well as understanding and practicing democracy. The author of the article recalls the basic statistics of the community of delegates-a sui generis trade union elite. He moreover poses questions regarding the scale of the secret services’ [SB] controlling the course of the Congress. The author favours the assumption that it was surprisingly negligible.

We address the problem of deriving Pareto optimal solutions of multiple objective optimization problems with predetermined upper bounds on trade-offs. As shown, this can be achieved by a linear transformation of objective functions. Each non-diagonal element of the transformation matrix is related to a bound on the trade-off between a pair of the objective functions.

In the paper the market model for balancing communication bandwidth trade (BCBT) is analyzed in the form of multi-commodity market data model (M3). The distinguishing feature of BCBT model is that it assumes that market players can place buy offers not only for isolated network resources - inter-node links, but also for end-to-end network paths of predefined capacity, that is, every offer concerns a point-to-point bandwidth connection between a pair of specified locations in a communication network. The model enables effective balancing of sell and buy offers for network resources in a way which maximizes global economic welfare. The open multi-commodity market data model provides efficient and clear mechanisms, which support the environment of auctions and multi-commodity exchanges, especially when the trade is constrained by the infrastructure resources. Thus the model may be used in designing open information systems for market balancing and clearing in the context of multicommodity trade in various network infrastructure sectors.

The aim of the paper is to assess main trends and changes in commodity structure of Polish agri-food trade in 2003-2006. Joining in the Common Market and adopting the Common Trade Policy rules caused the significant growth of Polish agri-food trade values and improvement in the positive trade balance. Taking into account loss or reduction of some cost advantages, as well as liberalization of world agricultural trade, next years can be much more difficult for Polish exporters. The highest export potential applies to trade in animal origin products. Considering commodity structure of Polish agri-food trade, it should be said that processed products dominate both in export and in import. 
Wraz z postępującymi procesami liberalizacji wymiany handlowej, większą otwartością polskiej gospodarki żywnościowej na świat, a w ostatnich latach w aspekcie integracji Polski z UE, w handlu zagranicznym produktami rolno-spożywczymi zachodziły dynamiczne zmiany, wynikające z działania regulacji handlowych oraz wewnętrznych i zewnętrznych uwarunkowań makro-ekonomicznych. Stąd, celem artykułu jest wskazanie głównych tendencji i przeobrażeń w strukturze towarowej wymiany rolno-żywnościowej Polski w latach 2003-2006. Włączenie Polski w obszar Jednolitego Rynku Europejskiego (JRE) i przyjęcie zasad Wspólnej Polityki Handlowej UE (WPH UE) wywołało efekt kreacji i przesunięcia handlu artykułami rolno-żywnościowymi oraz poprawę dodatniego salda bilansu handlowego. Trudniejsze dla polskich producentów i eksporterów mogą być lata późniejsze, kiedy zostaną zniwelowane generowane przez nich do tej pory na JRE przewagi kosztowo-cenowe, a w przypadku ewentualnej dalszej liberalizacji obrotów rolnych zwiększy się konkurencja ze strony producentów żywności spoza UE. W polskim handlu rolno-spożywczym dominują wyroby przemysłu spożywczego. Szczególnie wysoki potencjał eksportowy można dostrzec w handlu produktami pochodzenia zwierzęcego.
