Purpose of the paper aims to find out the impact of the COVID-19 pandemic on the global air transport sector (passenger transport, air freight) during the first three months of 2020, and after analyzing the status of the global air transport market from January to March 2020, the study found that the CORONA pandemic has significantly affected this vital sector, where airlines suffered significant losses due to the cancellation of many flights and travel suspensions, in addition to the laying off of much employment and Some of them went bankrupt, while the volume of air freight decreased after global supply chains were shut down as a result of the closure of factories and limited only to the transportation of medical equipment and food supplies in some countries, and the repercussions of this pandemic are expected to be severe on the global economy in the coming years.

Theoretical background: Talent management refers to how organizations attract, select, develop and manage talented employees. Thus, talent development is an important part of the overall process. It can be observed that there are relatively few papers focusing primarily on talent development. Meanwhile, it is a more complex and fraught activity than many HR specialist recognize, thus, it is worth paying more attention and research. Even less papers covers talent development during COVID-19 as it is a relatively new problem and research is still ongoing.Purpose of the article: The aim of the article is to present the results of research on the conduct of development processes by companies for talented employees during the COVID-19 pandemic.Research methods: For the analysis, literature studies were carried out and the quantitative study with the use of the author’s questionnaire and CATI interview was organized in October–November 2020. The research sample included 102 purposefully selected organizations.Main findings: Research indicates that organizations have been affected by the pandemic in terms of their personnel policies. They decided to take restrictions, but their degree was different for talents and other employees. The biggest restrictions affected training budgets, foreign trips and postgraduate/MBA studies. Organizations continued to run talent development programs in the pandemic, but their scope decreased. Changes in priorities were also noted – the importance of talent development before the pandemic was greater for respondents. During the pandemic, retaining talent and building their commitment came to the fore. The analysis also made comparisons with the results of author’s own studies on subprime crisis, which show that the organization’s actions in these two crisis situations have converged in many areas. In particular, it was decided to maintain developmental activities, but in exchange for more costly forms of development, talents were offered cheaper internal training, projects or job rotation. The differences include the inclusion of talent in strategic projects, “crisis headquarters”, which was observed to a large extent during the subprime crisis, but did not appear in the pandemic results. It should be emphasised that the research was carried out in two different groups, which does not authorise clear conclusions, but only allows for very preliminary reflections on the behaviour of the organization in these two situations. Research results contribute to reducing the research gap in the talent development process during pandemic or crisis.

The aim of the article is to present the impact of unprecedented fiscal measures taken in the context of the COVID-19 pandemic on fiscal transparency and to identify the role and importance of fiscal transparency in the process of recovering from the crisis. The conducted analysis proved that in the vast majority of countries around the world, the condition of public finances, measured by the deficit and public debt, has declined significantly as a result of measures taken to reduce the effects of the COVID-19 pandemic. These activities and strategies contribute to the lack of fiscal transparency. Meanwhile, fiscal transparency is an ally in recovering from the crisis. Strong fiscal frameworks (including numerical rules which promote fiscal pru- dence), backed by clear communication of policy priorities and fiscal transparency can meaningfully contribute to strengthening the credibility of public finances and reduce borrowing costs. These conclusions may be particularly important for emerging mar- ket economies and low-income developing countries, which find it more difficult and more expensive to obtain return sources of financing public investments.

Though there has been an upward rise in the number of publications on COVID-19, tourism and hospitality, researchers have turned a blind eye towards conducting a multifaceted stakeholder assessment of its impact on a given destination and the possible effects of recent developments on the destination’s recovery. To address the latent gap, this study first attempts to assess the impact of COVID-19 on various aspects of a destination’s businesses, workforce and the local community. Taking into consideration the recent pharmaceutical developments and ease in travel restrictions, it then explores the effects of such an intervention on the destinations’ recovery process. 142 valid questionnaires were collected from employees of travel agents, tour operators, transport operators and hotels in the northern part of India. Subsequently, PLS-SEM (partial least squares structural equation modeling) was applied using SmartPLS to test the proposed hypotheses. Through two individual studies in September 2020 and November 2021 i.e. at different stages of the pandemic, this study not only offers insights into the current status of destination recovery but also tests the validity and applicability of recent publications, their proposed recommendations and future practices. Recovery at a destination was found to be a result of the recovery of its businesses, workforce and community. These factors also had positive and negative impacts on each other. The article further suggests the low transformational ability of the pandemic in the context of tourism and hospitality. It is amongst the first few studies to have carried out a temporal assessment of stakeholders for an investigation into the pandemic’s impact on destinations in addition to their recovery.

Introduction/background: The public health crisis, which was the Covid-19 pandemic, made it necessary to introduce changes in the HRM (human resource management) process in almost all organizations and industries. One of the industries that felt the negative effects of the crisis in a very severe way was the catering industry. Both owners of catering enterprises as well as employees in the industry had to face the challenges posed by an unexpected crisis situation. Aim of the paper: The main aim of this paper was to identify human resource management challenges and activities in the catering industry in times of Covid-19 pandemic in Poland. Materials and methods: The work uses source material in the form of literature on the subject of the crisis, as well as available reports and studies that were created during and immediately after the crisis caused by the Covid-19 pandemic. Primary research was carried out on the basis of a survey method. The questionnaire was distributed among the owners or managers of catering enterprises, as well as to industry’s employees. Results and conclusions: The pandemic was an unexpected phenomenon, and its effects left a significant mark on the processes related to human resource management. The catering industry turned out to be one of the most sensitive to such crises, which meant that many current employees decided to change their profession, and the owners and managers understood the need to both diversify activities and services provided, as well as the need to introduce changes in areas directly related to human resources management. The pandemic also increased awareness of the role and the importance of qualified, competent, motivated and committed staff in overcoming crises and achieving the success of the company.

Celem artykułu jest zbadanie skali kryzysu wywołanego pandemią COVID-19 na rynku lotniczym na podstawie analizy danych statystycznych za lata 2020–2021 w porównaniu z rokiem 2019. Postawiono hipotezę, że kryzys nie wpłynął równomiernie na poszczególne rynki regionalne i grupy przedsiębiorstw rynku lotniczego. Przeanalizowano sytuację w ujęciu globalnym i zbadano szczegółowo wybrane kraje z różnych regionów świata (Polskę, Portugalię i Brazylię). Dowiedziono, że wybuch pandemii COVID-19 znacznie zmienił obraz lotnictwa, a kryzys wywołany pandemią był katastrofą dla tego rynku objawiającą się znaczącym pogorszeniem analizowanych wskaźników operacyjnych. Skala spadków w poszczególnych regionach świata była jednak zróżnicowana i zależała od lokalnych uwarunkowań występujących w poszczególnych krajach. Wystąpiło także zróżnicowanie rozmiarów spadków pomiędzy grupami przedsiębiorstw działających na rynku lotniczym. Kryzys wywołany pandemią COVID-19 pokazał ogromne zmiany na lotniczej mapie świata. Światowym liderem rynku pod względem wielu wskaźników zostały Chiny (m.in. największy port lotniczy na świecie pod względem liczby obsłużonych pasażerów) – w poprzednich latach dominowały w tym zakresie głównie Stany Zjednoczone. Dalszy rozwój sytuacji na rynku jest niezwykle interesującym zagadnieniem do analizy w kolejnych latach.
The aim of the article is to examine the scale of the crisis caused by the COVID-19 pandemic by using a comparative analysis of statistical data for the years 2020–2021 compared to 2019. It was hypothesized that the crisis did not have an equal impact on regional markets and groups of aviation market companies. The situation was analyzed both in global terms, while selected countries from different regions of the world (Poland, Portugal and Brazil) were examined in detail. It has been proven that the outbreak of the COVID-19 pandemic has significantly changed the image of aviation, and the crisis caused by the pandemic was a disaster for this market manifested by a significant drop in values of analyzed operating indicators. However, the scale of decline in individual regions of the world varied and depended on local conditions occurring in individual countries. There was also a variation in the size of decrease between groups of companies operating on the aviation market. The crisis caused by the COVID-19 pandemic has shown huge changes on the aviation map of the world. China became the world market leader in terms of many indicators (including the largest airport in the world in terms of the number of passengers served) – in previous years the United States dominated in this respect. Further development of the market situation is an extremely interesting issue to be analyzed in the forthcoming years.

Research background: The world has been fighting the new pandemic caused by COVID-19 since March 2020. The subsequent restrictions on economic activity resulted in a supply shock, accompanied by a supply chain disruption, job layoffs, reduced work time and wages and decreased disposable incomes and taxes, which led to a demand shock. However, whether a close link exists between the number of confirmed cases, deaths and economic indicators during the COVID-19 pandemic remains uncertain. Purpose of the article: The current study aims to analyse the impact of the number of infections and deaths on economic growth and labour market indicators in the member states of the European Union. Methods: To achieve the main research goal, we conduct a panel data analysis on the quarterly data of 2020. Specifically, we developed three random-effects panel data econometric models to estimate the significance of infection and mortality rates for economic growth as well as employment and unemployment rates. Findings & value added: This study contributes to the existing literature by analysing the link between the infection and mortality rates of COVID-19 and selecting macro-economic indicators within the European Union. The results show that the infection rate is not a significant variable for economic growth and labour market indicators. However, an increase in the number of confirmed deaths has a significantly negative impact on the economy. Moreover, an increase in the mortality rate has a worse impact on the labour market than on economic growth in general. These results can serve as a theoretical basis for future research on the interconnections between pandemics and macro-economic indicators. The findings can also contribute to developing efficient policy instruments for mitigating the negative impact of pandemics in the future, thereby ensuring the cooperation of fiscal, monetary and health policy authorities.

Wydarzenia ostatnich dwóch lat wskazują, że w zarządzaniu kryzysowym nie można pomijać czynników behawioralnych. Analiza reakcji społecznych prowadzi do stwierdzenia, że są one dalekie od standardowego, racjonalnego zachowania w warunkach wyjątkowych, takich jak: pandemia, kryzys migracyjny czy zagrożenie konfliktem zbrojnym. Skuteczna polityka gospodarcza oraz finansowa państwa powinna opierać się na predykcji powiązanej z zachowaniami stadnymi oraz teorii impulsu (szturchnięcia) wprowadzonej przez Thalera i Sunsteina w 2017 r. Ich zdaniem założenia ekonomii behawioralnej mogą zostać z powodzeniem wykorzystane w kształtowaniu polityki publicznej za pomocą odpowiednich narzędzi (uproszczeń, opcji domyślnych, ramowania, przybliżania konsekwencji, projektowania czy odwołania do norm społecznych). Celem niniejszego artykułu jest przegląd narzędzi ekonomii behawioralnej znajdujących zastosowanie w sytuacji zagrożenia nadzwyczajnym, nieoczekiwanym i wielkoskalowym kryzysem. Przedstawione w toku rozważań przykłady dotyczą wykorzystania innowacji behawioralnych i zachowań stadnych w różnym kontekście, przez władze państw z różnych stron świata. Niniejszy przegląd może stanowić inspirację do wprowadzenia nowych rozwiązań, uwzględniających teorię impulsu oraz zachowań stadnych i altruistycznych jednostek. W artykule wykorzystano ustalenia z zakresu ekonomii behawioralnej (teoria perspektywy oraz teoria impulsu) i ekonomii daru oraz doniesienia medialne na temat metod walki i niwelowania negatywnych skutków kryzysów w systemie opieki zdrowotnej czy przymusowej migracji w różnych krajach, także o odmiennych uwarunkowaniach kulturowych. W toku rozważań dokonano przeglądu tych metod oraz leżących u ich podstaw mechanizmów ekonomii behawioralnej wraz z pozytywnymi efektami ich zastosowania, dowodzącymi tym samym ich skuteczności.
The recent events of the past two years indicate that effective crisis management cannot ignore behavioural factors. When analysing social reactions, it becomes clear that they are far from standard, rational behaviour in exceptional conditions such as a pandemic, a migration crisis, or the threat of an armed conflict. Effective economic and financial policies of a state should be based on predictions related to herd behaviour and the theory of nudge introduced by R. Thaler and C. R. Sunstein in 2017. According to this theory, the assumptions of behavioural economics can be utilised successfully in shaping public policies with appropriate tools (simplifications, default options, framing, approximation of consequences, design, or reference to social norms). The aim of this article is to review the use of behavioural economics tools in situations of extraordinary, unexpected, and large-scale crises. Examples of the use of behavioural innovations and herd behaviour in different contexts by the authorities from various parts of the world are presented. This review can serve as an inspiration for implementing new solutions based on the theory of nudges, herd behaviour, and the behaviour of altruistic individuals. The article uses theories from the field of behavioural economics (the prospect theory, nudge theory) and gift economy as well as media reports on methods to combat and mitigate the negative effects of crises in the healthcare system and forced migration in different countries, including those with different cultural backgrounds. This article provides an overview of such methods and presents the mechanisms of behavioural economics that underlie them, along with the positive effects of using these methods, thereby demonstrating their effectiveness.

The text, based on the author’s own research, describes the case of a student with a hearing impairment in the context of the effects of the COVID-19 pandemic. The main aim of the research was to answer the question: how did a person with a hearing impairment function during the pandemic and in what dimensions is the pandemic situation a crisis for the examined student with a hearing impairment? The article begins with an introduction to the discussed issues, then takes into account a short description of the studied student and the results of the analysis of the research material obtained with the use of a free-form interview. The article ends with conclusions and a summary. It should be emphasized that the described case can only be treated as a pilot study and preparation of the ground for further explorations of a wider scope.

Cel – Przedstawienie implikacji pandemii w jednostce non profit na przykładzie Fundacji Hospicyjnej w Gdańsku. Wnioski – Kryzys ekonomiczno-społeczny spowodowany pandemią poprzez ograniczenia w realizacji celów hospicjum uwypuklił rolę kontaktów międzyludzkich. Jego wartością dodaną jest przywrócenie pewnej uważności na drugiego człowieka, docenienie jego obecności, a przez to odnowienie i wzmocnienie więzi międzyludzkich. Fundacja Hospicyjna przetrwała kryzys, wzmacniając i rozwijając relacje społeczne oraz komunikację z otoczeniem. Pomimo pogorszenia przychodów utrzymała prawidłowe mierniki działalności i jest zdolna do jej kontynuowania. Oryginalność/wartość/implikacje/rekomendacje – Dotychczas w Polsce brakowało opracowań dotyczących skutków pandemii w jednostkach non profit. Zaproponowano autorskie mierniki skuteczności realizacji celów Fundacji w latach 2019–2020. Jako punkt odniesienia wykorzystano wyniki badań własnych dotyczących lat 2009–2010.
Purpose – A presentation of the pandemic implications in a non-profit organisation on the example of the Hospice Foundation in Gdańsk. Research method – An individual in-depth interview, the analysis of financial statements, financial metrics, a description. Results – The Hospice Foundation survived the crisis by strengthening and developing social relations and communication with the environment, and despite the deterioration of revenues, it retained correct business metrics and is able to continue its activity. Originality / value / implications / recommendations – So far in Poland, there have been no studies on the effects of the pandemic on non-profit organisations. Proprietary measures of effectiveness in achieving the Foundation’s goals in 2019–2020 were proposed. The results of the author’s own research for the period of 2009–2010 were used as a reference.

Opis:
Purpose: This study explores the link between corporate social responsibility and enhanced stock market resilience during crises. It examines whether adherence to Environmental, Social, and Governance (ESG) principles improves stock performance under economic stress. Methodology/approach: We use a standard event study with market model estimation to evaluate the impact of the first reported COVID-19 deaths on stock performance for companies in the STOXX Europe 600 and the S&P 500. Findings: The results show that capital market participants reward ESG performance during crises. Environmental and social factors enhance resilience, while corporate governance does not seem relevant in this context. Research limitations: The research focuses on the early COVID-19 pandemic stages, potentially missing long-term ESG dynamics. The sample comprises US and European companies, possibly limiting global generalizability. Practical implications: Understanding the relationship between ESG compliance and stock market resilience is crucial for investors, corporations, and policymakers to make informed decisions in a changing economic environment. Originality/value: This study demonstrates that during a pandemic, stock market resilience is driven by strong environmental and social performance rather than corporate governance, using a broad sample of US and European companies to highlight regional differences in ESG impact during crises.

Opis:
The crisis caused by the outbreak and spread of the COVID-19 pandemic forced the legislature to make numerous legal changes. The undertaken measures comprised labour law understood in the broadest sense. They were intended to protect the economy, including jobs, from the dramatic consequences of the spread of the virus and the associated danger. The extraordinary circumstances called for specific measures, focused on protecting work and workers. The drafting of protective regulations, under such special circumstances, could not take place without dialogue involving the labour. At the multi-company level, this was seeking concrete solutions to protect the employees. In turn, at the company level, the partners exercised the rights guaranteed by the anticrisis regulations. The article offers an analysis of the legal situation of participants in social dialogue – both the employees and the employers. In retrospect, it is possible to evaluate specific measures which have been adopted.

Opis:
Purpose: The end of the first quarter of 2020 is the beginning of a new, difficult time in the functioning of transport companies, as well as the entire Polish and world economy. The appearance of Covid-19 (SARS-CoV-2) resulted in a number of market restrictions and a sharp decline in transport orders. Enterprises had to change the way they were managed and operated, had to adapt to a different economic reality in order to continue to prosper. The aim of the article is to define the essence of managing a transport company in the new market and economic conditions that appeared during the Covid-19 pandemic. Design/methodology/approach: The research procedure included review of polish and foreign literature, analysis of legal acts, questionnaire research, analysis of the content of internal documents of transport companies, method of analysis and synthesis, case study, methods of inductive and deductive reasoning. The article presents the results of scientific research on the impact of Covid-19 on the management and decisions made in a transport company. Findings: The high level of impact of the Covid-19 pandemic on the management of a transport company has been demonstrated. The factor that most influenced the management and decisions of transport companies is the decline or fear of a decline in contracts for transport services. Transport companies are afraid of the further negative effects of the pandemic, and therefore do not want to take out investment loans in order to develop the company. The article discusses the activities of transport companies and the management of a transport company in crisis conditions. Research limitations/implications: The article presents a survey carried out in Polish transport companies from the Podkarpackie and Lubelskie voivodships. Therefore, the research results concern the area of south-eastern Poland. Practical implications: The results of the research may be helpful for managers of transport companies (management decisions made) in order to limit the negative impact of the Covid-19 pandemic on their business activities. Originality/value: The presented research and conclusions provide practical guidance to managers about what decisions and actions can improve the economic condition of their transport companies in the difficult period of the Covid-19 pandemic, based on the example of the analyzed transport companies.
