The article presents the Council of Chalcedon; its theological and historical context and its consequences. The author starts with the theological context of this Council. In that time the question of relation between humanity and divinity in Christ was discussed. Apollinarius of Laodicea taught that in the person of Christ there were two elements: the Logos and the body. The Logos replaced the soul. He propagated the formula mia physis tou theou logou sesarkomene. Others theologians were not agree with his opinion. Generally, there were two theological schools which worked on this matter: school of Alexandria and of Antioch. In the first one, the Christ was seen especially as God who became man. In the second one, He was seen as the man who was God’s Son. With other words, in Alexandria the starting point of reflection was the Divinity of Christ. In Antioch the starting of reflection was His humanity. The author mentioned Eutyches whose ideas on Christology produced a lot of trouble. In such a context, the Council of Chalcedon was organized (451). It was the proposal of Emperor Marcjan. The Council, after having condemned Eutyches and Dioskur of Alexandria because of their position on theological matter, proclaimed a new definition of the catholic faith. The base of this definition was the Letter of Pope Leo the Great Ad Flavianum. The most important point of this definition was the statement that Divinity and humanity meet in Christ, and both form one person. Such a declaration seems to be clear, but it did not satisfy Greek theologians. They did not want to accept the formula two natures (duo physeis) in one person, because in their opinion it signifies a separation between the Divinity and the humanity of Christ. They preferred to speak about mia physis tou Theou Logou sesarkomene. Surely, by the term physis they did not understand nature, but a being. While saying mia physis they did not mean one nature, but one being. In their conception, Jesus Christ was a Being in which met Divinity and humanity. Many theologians were suspicious of the term person (prosopon); they supposed that it had a modalistic meaning. The main opinion of Modalists is: there is only One God who appears sometimes as Father, sometimes as Son, sometime as Holy Spirit. There were also other reasons of contesting the definition of Chalcedon. It was known that that this definition was imposed by the Greek emperor, influenced by the Bishop of Rome (Pope). Many theologians, especially in monastic milieu, did not want to accept the intervention of the civil authorities in religious matter. They did not have a very good opinion about Latin theology. In the fifth century there were some anti-Hellenic tendencies in the eastern part of the Empire. Many Oriental theologians rejected the definition of Chalcedon because it was „a formula of Rom and Constantinople”. In such circumstances, a lot of Christians separated themselves from the Catholic Church, forming Monophysite Churches. Those who remained in unity with Rome and Constantinople, keeping the definition of Chalcedon, were called Melchites. Another problem was the canon 28, which gave some privileges to the bishop see of Constantinople. Pope Leo the Great did not approve this canon. Anti-Hellenic tendencies were so strong that in the time of Islamic invasions the people of Palestine, Syria, and Egypt welcomed Arabic soldiers as liberators from Byzantine domination. It is to be said that Arabic authorities, after having taken power in a country, were friendly towards Monophysites and persecuted Melchites. So, the contestation of the definition of Chalcedon prepared the ground for the victory of Islam in the East. The article is ended by an observation of a French theologian Joseph Moingt: declaration that Divinity and humanity make union the person of Jesus Christ produced division not only in the Church, but also in the Roman Empire. This is one of great paradoxes in the history of Christianity.

A former Deputy to the Sejm of the Republic of Poland, and at the same time a former member of the Parliamentary Assembly of the Council of Europe (PACE), cannot be held responsible to the Sejm. Potentially, bringing the above-mentioned person to a criminal liability may be considered, because, according to the author, in the analyzed case, that person was not protected by immunity privileges granted under international law to the members of PACE. A possible launch of this type of legal responsibility would, however, require determining of a few strictly criminal-law matters described in the opinion.

The article argues that, contrary to the common view, the General Secretariat of the Council has a visible impact on the outcomes of the Intergovernmental Conferences negotiations. The empirical analysis showed that during the IGC 1996–1997 and IGC 2000 the Secretariat was not only able to autonomously propose compromises on important issues, but also managed to push through its own proposals, introducing them into the fi nal version of the Treaties. The triangulation of qualitative and quantitative research also identifi ed a number of conditions, which more or less affect the position of the Secretariat during the IGC. The first factor is the attitude of the Council Presidency. If the Chair of the Conference supports or opposes the activities of the Secretariat in certain area, the impact of this body increases evidently. The second factor infl uencing the position of the Secretariat is the nature of negotiated issue. The impact of this body is the greatest in the case of technical and apolitical issues, while the Secretariat is less influential in regard to matters of medium and high political importance.

At the Council of Chalcedon (451), the Fathers introduced a clear and previously unknown distinction between the Christological concepts of person and nature. This contributed to various problems, the most important of which was the lack of a new definition of person. For this reason, the council became the subject of sharp criticism primarily from “moderate” Monophysites. In this article, with the help of Alois Grillmeier’s analysis in his work Jesus der Christus, the author presents the efforts of the two most influential theologians who defended and deepened the teaching of the Council within the framework of the so called “Neochalcedonism” in the sixth century, Leontius of Byzantium and Leontius of Jerusalem. Theses theologians developed the concept of person as the source of the nature’s existence, thus giving it an existential and primary meaning in relation to phýsis. The author explains how, based on this, they were able to fill in all the questionable deficiencies in the Chalcedonian definition.

In the article The nature and the meaning of the activities of National Coun-cil of the Judiciary we find a historic view leading to creating of this institution. The council arises as result of the reconstruction of the system in Poland and becomes a constitutional body which stands on the guard of the independence of courts and independences of judges. We find a description of the organizational structure of the institution. The Council consists of the persons fulfilling highest functions in judicial institutions nominated by the President of Poland and the group of the outstanding judges appointed in the way of the election. The competences of the Council concern the important and delicate matter of the judging. Therefore the first group of the competences of the Council refers to undertaking actions in relation to judges and candidates on judges. The second group of the competences was determined in laws and concerns undertaking of resolutions, investigating of motions and presenting of candidates on other im-portant posts in State-institutions related to the judicial power. The National Council of the Judiciary in the matter of the own organization has the total au-tonomy and through this has an independent position in the political system of the state. This rule expresses herself mainly in exclusive appointing of various internal commissions. Council committees are teams of council members which are her internal organizational units of the auxiliary character, enabling the effec-tive exercise of constitutional and statutory tasks of the Council.

Pozycja prawna przewodniczącego rady gminy regulowana jest przede wszystkim ustawą z dnia 8 marca 1990 roku o samorządzie gminnym. Rada gminy w celu sprawnego działania wybiera spośród swego grona przewodniczącego oraz od jednego do trzech wiceprzewodniczących, bezwzględną większością głosów w obecności co najmniej połowy ustawowego składu rady, w głosowaniu tajnym. Wybór na przewodniczącego i wiceprzewodniczącego rady jest dwuetapowy. Pierwszy etap realizowany jest w głosowaniu tajnym przez oddanie głosów na kandydatów, a następnie ogłoszenie wyników przez komisję skrutacyjną. Jest to akt podstawowy i decydujący o wyborze, przy czym jego uzewnętrznienie następuje w formie uchwały rady gminy, która zostaje podjęta na podstawie artykułu 19 ustęp 1 ustawy o samorządzie gminnym stwierdzającej wybór na jedną ze wskazanych funkcji. Oznacza to w konsekwencji, iż artykuł 19 ustawy o samorządzie gminnym nie może stanowić samodzielnej podstawy do określenia zasad wyboru na przewodniczącego i wiceprzewodniczącego rady. Określenie tych zasad powinno znaleźć się w statucie gminy.
The legal position of the chairman of the municipal council is regulated primarily by the Law of 8 March 1990 on Local Government. The municipal council for the smooth operation appoints the chairman and from one to three vice-chairman, by an absolute majority of votes in the presence of at least half of the statutory members of the council in a secret ballot. The choice of chairman and vice-chairman of the two-step. The first stage is carried out by secret ballot to cast their votes for the candidates, and then the announcement of results by the returning committee. It is a basic and decisive act of choosing, while its manifestation takes place in the form of a resolution of the municipal council, which shall be taken on the basis of article 19, paragraph 1 of the Law on Local Government stating choice for one of the designated functions. This means in consequence that Article 19 of the Law on Local Government alone can not constitute the basis for determining the rules for selection for the chairman and vice-chairman. The definition of these principles should be included in the statute of the municipality.

The proposal of a provision that authorizes the Prime Minister to award for special rewards from a general reserve of the state budget seems to differ from an academic opinion that the feature of the general reserve is the lack of indication of its allocation in moment of its adoption. Non-specification of events, which may serve as prerequisites for awarding a special reward, and the inclusion of the regulation in the act, may raise some concerns. The bill may (in respect of taxation) differentiate between people who may be awarded with a special rewards by the Prime Minister, and people who may be awarded for their special achievements by ministers.

W dyskusji na temat jakości zarządzania w sferze publicznej wskazuje się na konieczność włączenia w proces decyzyjny społeczeństwa, obywateli. Podnosi się tutaj argument, że podejmowanie określonych decyzji z wykorzystaniem wyłącznie administracyjnych mechanizmów w skutkach nie zawsze jest adekwatne do rzeczywistych potrzeb i oczekiwań społecznych. Tylko bowiem podejmując dialog społeczny właściwy organ władzy ma możliwość preferencje społeczne poznać i stosownie na nie zareagować poprzez podjęcie właściwych działań. Najprostszą formą partycypacji, niezbędną a jednocześnie angażującą obywateli w najmniejszym stopniu jest informowanie. Ludzie, aby zaangażować się w działania społeczne muszą więc mieć dostęp do informacji, która będzie dla nich zrozumiała, w jakiś sposób uwiarygodniona i poprawnie interpretowana, co pozwoli np. przewidzieć skutki ich działań, da podstawy lub motywy do zaangażowania się w dane sprawy, czy chociaż wyrażenia opinii na dany temat.
The necessity to include citizens in the decision making process of society is pointed out in the discussion on the quality of management in the public sphere. An argument is raised here that making certain decisions with the use of only administrative mechanisms in consequences is not always adequate to the real needs and expectations of the society. Only by establishing social dialogue, the competent authority has the ability to recognise social preferences and respond appropriately by taking proper actions. The simplest form of participation, necessary and at the same time engaging citizens in the slightest is to inform. People, in order to engage in social activities must therefore have an access to information which will be understandable for them, in some way proven and properly interpreted, which will make it possible for example to foresee the consequences of their actions, give grounds or motives to engage in the details of the case, or express an opinion on the subject.

The COVID-19 pandemic has had consequences in several dimensions within contemporary society. One of them is the protection of human rights and the functioning of human rights protection systems. There is a broad understanding that fighting against the COVID-19 pandemic should not interfere with the protection of human rights. In order to mitigate the spread of COVID-19, governments throughout the world introduced emergency measures which constrain individual freedoms as well as social and economic rights, but demonstrate some global solidarity on the other hand. In doing so, civil obligations are rarely addressed, regardless of how significantly they are impacted by the response to the pandemic. The norms and principles of human rights should guide governments’ responses to COVID-19. The author of this article analyses the issue in the context of standards offered by international organisations. He particularly highlights the recommendations offered by the Parliamentary Assembly of the Council of Europe in Resolution 2339 (2020), namely “Upholding human rights in times of crisis and pandemics: Gender, equality and nondiscrimination.”

The article is to attempt to determine the role and competence-organizational position of the non-permament members of the UN Security Council. The article is also aimed at enriching the knowledge contained in the Polish scientific literature in the field of broadly understood issues of the United Nations and, in particular, help in understanding the mechanisms governing the process of selecting states for non-permanent members of the SC, indicating the principles and criteria of election, describing the main factors of selected election campaigns and the way they are led by the candidate countries. At last on appearance too as main organs function and subsidiary and in forming trend forms and methods of work security council, as UN, the key organ in international security system.

Opis:
Cultural and natural heritage is an unusually significant element in tourism development. The psychological (motive), spatial (landscape, but also its degradation), and cultural plane can be taken into account. Tourism popularizes cultural goods, allows people to find a new aim for pursuing their interests in the alternative and cultural tourist forms. One of the options is the cultural heritage tourist routes, emphasizing the historic material and immaterial output of humanity. The concept of discovering the European heritage through tourism is reflected by the Council of Europe project of European Cultural Routes, introduced in the 1980s. Its aim is a conscious development of tourism, raising the knowledge on the historic and cultural European heritage, promoting the European civilisation relics, as well as protecting the heritage through the specifically arranged tourist forms. On the European territory, there are now 39 European Cultural Routes of the Council of Europe, 26 of which have received categorising certificates of the organisation. Only some of the Council of Europe routes have formally determined courses on the territory of Poland.

For this reason in XVII century with the help of neighbouring Tsardom of Russia they’ve started the uprising and detached themselves from Polish-Lithuanian Commonwealth without creating new country. Instead according to the council of Pereyaslav from 1654 they choosed to be under rule of the Tsardom of Russia. After the mentioned council Republic of Polish-Lithuanian Commonwealth become weakend to the benefit of Tsardom of Russia. From this moment on Polish–Lithuanian Commonwealth have been in decline to the point when in XVIII century they lost their independance. After the First World War when Poland regained freedom under Józef Piłsudski an attempt was made to create an Alliance of independent countries lead by Poland as reaction to the Russian imperialism. The alliance called “Intermarium” included: Poland, Lithuania, Latvia, Estonia, Belaruse as well as Finland and Romania. To make the idea succesful Ukraine needed to be created but the idea failed to succeed. Instead independent Ukraine was created after the dissolution of Soviet Union even so Ukraine was still under immense influence of Russia. In 2014 Russia annexed during the war with Ukraine part of it – Autonomous Republic of Crimea. Till then Russia is trying to detach eastern provinces Ukraine. It is obvious that diplomatic relations between Russia and Ukraine became frozen. For this reason Poland and Ukraine may have opportunity to ally with other countries from region to stand against russian imperialism.
До 1654 года укранцы создавали совместно с поляками и литовцами общее государство. Украинцы однако чувствовали себя в нем гражданами второй категории, в связи с этим в XVII веке привели к восстанию, и благодаря поддержке России, оторвались от Польши. Украинцы не создали всетаки собственного государства, а в результате решения переяславской рады, принятого в 1654 г. украинцы перешли в подданство Русского царя. Россия, которая занимала до этого более слабую позицию, чем Польша, таким образом стала сильнейшим игроком, в то время как Польша теряла свое положение и под конец XVIII века утратила независимость. После I мировой войны, Юзеф Пилсудский управляюший вновь независимой Польшей, хотел привести к созданию союза независимых государств под руководством Польши для защиты от империализма России. В состав этого союза под названием «Междуморья» входили бы Литва, Латвия, Эстония, Беларусь, Украина, Польша, Румыния и Финляндия. Для осуществления этого проекта необходимо было создание независимой Украины. Этого в то время сделать не удалось. После распада Советского Союза появилась независимая Украина, но она оставалась под влиянием России. В 2014 году Россия аннексировала Крым, который до этого являлся частью Украины. Россия с того времени ведет также войну с Украиной, чтобы оторвать от нее восточные провинции. Дружеские российско-украинские отношения таким образом были прерваны. Появился шанс для того, чтобы Россия и Украина договорились между собой и совместно с другими странами региона создали союз государств «междуморья», чтобы совместно сопротивляться российскому империализму.

The second part of the article concerns the political thought of the Roman School, . the issue that has received rather marginal treatment This problem is marginal in the reflection on this movement. However, the author argues that the theology and ecclesiology of the Roman School have a political dimension, because they is were constructed immediately after the Spring of Nations (1848-1849). Moreover, the Roman School put emphasis on Highlighting elements of thought such concepts as authority and tradition, which had in the nineteenth century have a counter-revolutionary character in the nineteenth century. dimension. Although generally rather few writings of theologians of that time touched upon in the politics political matters, nevertheless when they did produce such politically inclined writings, are about the following topics could be distinguished: 1 / open criticism of political, social and cultural liberalism; 2 / affirmation of the traditional view in the relationship between of the state and the Catholic Church, with the former in subordinate position to the latter here the state is in position of subordination; 3 / affirmation of papal infallibility in political issues , and 4 / defense of the independence and integrity of the Papal States.
