The reverted demographic pyramid makes youth a decreasing percentage of our increasingly ageing population, leaving youth groups with less power and chances to influence the future of public policies and services through established participation channels. There is a potential risk of losing the interests of broader, including less heard, youth groups in democratic decision-making and implementation. Research evidence shows that we need to broaden knowledge and accountability towards these groups by including them more in co-creation to secure their trust and meaningful policy impact. One major way to improve trust in the public sector is by enhancing the abilities of professionals, managers, politicians and NGOs to co-create public and individual values with youth groups for better services and solutions instead of acting and making decisions on their behalf. Also, cross-sector collaboration among institutional units or stakeholders from different sectors on a local scale is often required to enhance the value of services or local community decisions. This paper explores from a comparative perspective the readiness of the local governments for enhanced democratic participation and co-creation of public services and public value with youth. Based on document studies, interviews and cross-sectoral learning dialogues between engaged researchers, public sector and NGO representatives conducted in three countries – Sweden, Finland, and Estonia – the paper illustrates the current perceptions of public professionals and managers regarding their approach to co-creation with youth and the public.

Youth participation is becoming more and more important in local, regional and interregional governance. Young people want their voice to be heard not only within the walls of schools, but also in the case of problems related to climate change, local, regional and interregional communities. This article presents an analysis of youth participation at the local (West Pomeranian communes), regional (Western Pomerania) and interregional (Baltic Sea Region) levels.

The youth policy in Poland began to develop in connection with Poland’s accession to the European Union. Since 2019, these research areas were joined by the activities of young people as a part of the international youth social movement, i.e., the Youth Strike for Climate. The article presents the following research hypothesis: the activity of the Youth Strike for Climate indicates that the youth policy in Poland is undergoing a process of climatization. The following research questions were asked: What factors influence the interest in climate issues among young people? Was the youth gathered around the YSC active before the YSC activity? Is the activity at YSC related to other social/political activity of young people? Does the YSC influence political decisions? As a result of the survey, literature analysis and the conducted research, the research hypothesis was confirmed.
Polityka młodzieżowa w Polsce zaczęła się rozwijać w związku z wstąpieniem Polski do Unii Europejskiej. Od tego momentu możemy mówić o zjawisku europeizacji polityki młodzieżowej. 15 marca 2019 roku młodzież zaczęła się angażować w ruch społeczny, jakim jest Młodzieżowy Strajk Klimatyczny (MSK). W artykule postawiono następującą hipotezę badawczą: działalność MSK wskazuje, że polityka młodzieżowa w Polsce ulega procesowi „klimatyzacji”. Aby potwierdzić hipotezę, postawiono następujące pytania badawcze: Jakie czynniki wpływają na zainteresowanie kwestiami klimatu wśród młodzieży? Czy młodzież skupiona wokół MSK była aktywna przed działalnością w MSK? Czy działalność w MSK jest powiązana z inną aktywnością społeczną/ polityczną młodzieży? Czy MSK ma wpływ na decyzje polityczne? W wyniku analizy literatury i przeprowadzonego badania potwierdzono hipotezę badawczą.

The participation of young people in the research process can be empowering for the participants and valuable for the research outcomes. This paper presents the methods used and outcomes of involving youth in the development of priorities for the Health Behaviour in School-aged Children study in Ireland.Two participative workshops were conducted with young people: the first focused on identifiying what is important for people to understand about young people’s lives; the second served to expand and prioritise the themes identified, for the purpose of developing questionnaire items. Following idea generation, discussion and voting four themes emerged as priorities. These were; ‘Diversity and Individuality’, ‘Independence’, ‘Mental Health’ and ‘Bullying’.The process enabled young people to prioritise dimensions of their lives that deserved further quantitative research attention. The findings of the study identify the potential of such a methodology to transform the path of any research project concerning young people.

W artykule podejmujemy próbę włączenia się do dyskusji na temat aktywności politycznej i społecznej młodzieży we współczesnych poliarchiach. Wychodząc z założenia, że warunkiem aktywnego spełniania funkcji obywatelskich są umiejętności poznawcze i zdolności komunikowania się, które jednostka doskonali w procesie kształcenia się i poprzez uczestniczenie w zjawiskach społecznych staramy się znaleźć odpowiedź na następujące pytania: w jaki sposób postrzegane jest uczestnictwo w dzisiejszych poliarchiach? jakie mogą być determinanty angażowania się politycznego i społecznego młodzieży? Dlaczego europejskie organizacje międzynarodowe – Rada Europy i Unia Europejska – podejmują działania z zakresu aktywizowania młodzieży europejskiej? W pierwszej części artykułu uwagę koncentrujemy na uczestnictwie demokratycznym i staramy się poznać jego rolę w wybranych modelach demokracji. Następnie analizujemy wybrane aspekty absencji wyborczej młodzieży. Przywołujemy przykłady aktywności Rady Europy i Unii Europejskiej w zakresie aktywizowania demokratycznego (obywatelskiego) młodzieży wraz ze wskazaniem przyczyn tej aktywności. W końcu wskazujemy na związek pomiędzy uczestnictwem politycznym i społecznym młodzieży a kondycją współczesnych poliarchii europejskich.
In this article we make an attempt to join a discussions on the political and social activity of young people in contemporary polyarchies. On the basis of the assumption that the condition for the active fulfilment of civic functions are cognitive skills and the ability to communicate which the individual improves in the education process and through participation in social phenomena, we are trying to find the answer to the following questions: how is participation perceived in today’s polyarchies, what can be the determinants of youth’s political and social involvement, why do European international organisations – the Council of Europe and the European Union – take measures to activate European youth. In the first part of the article, we focus on democratic participation and try to recognise its role in selected models of democracy. Then we analyse selected aspects of youth electoral absenteeism. We cite examples of the activities of the Council of Europe and the European Union in the field of the youth democratic (civic) activation with an indication of the reasons for this activity. Finally, we point to the relationship between the political and social participation of young people and the condition of modern European polyarchies.

We współczesnych demokracjach podstawowym rodzajem uczestnictwa politycznego obywateli jest udział w wyborach wszystkich grup wiekowych do tego uprawnionych. Po- jawienie się zagadnienia młodzieży w dyskursie polityczny jest efektem uznania młode- go pokolenia za znaczącą grupę społeczną. Postrzegana jest ona przez pryzmat innowacji, potencjału czy siły napędowej wszelkich zmian. Wyodrębnienie w polityce tej grupy wiekowej, podyktowane jest aktywnością jaką osoby młode podejmują w społeczeństwie. W dyskusjach o przyszłości demokracji młode pokolenie występuje bardzo często. Są oni nadzieją na lepszy świat oparty na wzajemnym zrozumieniu, szacunku, zaufaniu a także solidarności. Wnoszą do życia społecznego nowe wartości dzięki którym możemy stać się społeczeństwem obywatelskim w pełnym wymiarze. Istotne jest zatem by mobilizować tę grupę społeczną do korzystania z pełni przysługujących im praw.
In modern democracies, the fundamental type of political activities of citizens is electoral participation of all eligible groups. The appearance of the youth issue in the political discourse is the result of recognizing the young generation as a significant social group. The young generation is perceived through the prism of innovation, potential and driving force of any changes. In discussions about the future of democracy, the young generation appears very often as a sign of hope for a better world based on mutual understanding, respect, trust, and solidarity. The youngest voters have the potential to bring new values to social life thanks to which we can become a full-scale civil society. Therefore, it is important to mobilize this social group to exercise their full rights.

Młodzieżowe rady przy jednostkach samorządu terytorialnego działają praktycznie od 1990 r. Dopiero jednak od 2001 r. funkcjonuje podstawa prawna umożliwiająca powołanie takich organów, ale przez 20 lat pozostawała niezmieniona. Pandemia COVID-19 znacząco ograniczyła możliwość funkcjonowania młodzieżowych rad, które zmagały się z wieloma problemami (np. w wielu przypadkach kończyły się kadencje tych organów, a nie powoływano nowych). W rezultacie ustawodawca zajął się ustawową regulacją instytucji młodzieżowej rady i przyjął rządowy projekt ustawy (Dz. U. 2021 poz. 1038). W związku z tym autor starał się zbadać wpływ pandemii COVID-19 na liczbę funkcjonujących młodzieżowych rad. Ponadto przeanalizował najważniejsze rozwiązania zawarte w ustawie. Ostatecznie pozytywnie ocenił działania ustawodawcy, jednakże zwrócił uwagę na jego niezrozumiałe decyzje oraz na zdecydowany spadek liczby młodzieżowych rad między marcem 2020 r. a wrześniem 2021 r. Obecnie widoczna jest tendencja wzrostowa.
Youth councils at local government units have existed practically since 1990. However, only since 2001 there has been a legal basis for setting up such bodies. Although this provision remained unchanged, the COVID-19 pandemic significantly reduced the possibilities of youth councils. They had many problems and in many cases no new term of office was appointed for these bodies. As a result, the Parliament dealt with the statutory regulation of the youth council institution and adopted a government bill in 2021 (Dz.U. 2021 poz. 1038). The author tries to investigate the impact of the COVID-19 pandemic on the number of youth councils in operation. In addition, he assesses the most important solutions contained in the applicable law. Finally, the article welcomes the legislative action but notes the incomprehensible decisions. It also draws attention to the sharp decrease in the number of youth councils between March 2020 and September 2021 but notes the upward trend.

The current research aims to investigate the impact of youth participation, effective leadership and institutional cooperation on the social capital of the Small and Medium-sized Enterprises (SMEs) in Indonesia. The investigation of moderating impact of social norms among the nexus of youth participation, effective leadership, institutional cooperation and social capital of the SMEs in Indonesia is also included in the goals of the present study. This research has employed the primary data collection methods and used structured questionnaire. The data have been collected from the employees of SMEs who deal with people of the society. The results indicated that youth participation, effective leadership and institutional cooperation have a positive association with the social capital of the SMEs in Indonesia. The findings also exposed that social norms significantly moderate the relations of youth participation, effective leadership and institutional cooperation of the SMEs in Indonesia.
Obecne badania mają na celu zbadanie wpływu uczestnictwa młodzieży, skutecznego przywództwa i współpracy instytucjonalnej na kapitał społeczny małych i średnich przedsiębiorstw (MŚP) w Indonezji. Badanie moderującego wpływu norm społecznych na ogniwa uczestnictwa młodzieży, efektywnego przywództwa, współpracy instytucjonalnej i kapitału społecznego MŚP w Indonezji jest również zawarte w celach niniejszego badania. W badaniu wykorzystano metody zbierania danych pierwotnych oraz kwestionariusz ustrukturyzowany. Dane zostały zebrane od pracowników MŚP, którzy mają do czynienia z ludźmi społeczeństwa. Wyniki wskazują, że uczestnictwo młodzieży, skuteczne przywództwo i współpraca instytucjonalna mają pozytywny związek z kapitałem społecznym MŚP w Indonezji. Wyniki ujawniły również, że normy społeczne znacząco moderują relacje uczestnictwa młodzieży, skutecznego przywództwa i współpracy instytucjonalnej MŚP w Indonezji.

Youth Councils provide an excellent way to involve young people in civil activities. They are established by groups of young people selected by their peers in democratic elections usually organized in schools. Youth councilors are the representatives of all young people in a given territory. Their activity aims at increasing the sensitivity of local authorities to the needs of young people and giving opinions on the activities of local governments. It is their task to show that every person, including youngsters, can exert an impact on their surroundings. The establishment of Youth Councils can be beneficial for both parties: young people can take an active part in decision making, while local authorities can draw new ideas and inspiration from their cooperation with the young.
Młodzieżowe Rady to znakomity sposób na zaangażowanie obywatelskie młodego pokolenia. Tworzone są przez grupę młodzieży, która została wybrana przez swoich rówieśników w demokratycznych wyborach organizowanych najczęściej w szkołach. Młodzi Radni są reprezentantami młodzieży na danym terenie. Istotą ich działania jest uwrażliwienie władz samorządowych na potrzeby młodych obywateli oraz wyrażanie opinii o działaniach tych władz. Zadaniem ich jest pokazanie, że każdy człowiek -również ten młody-może mieć wpływ na własne otoczenie. Powołanie Młodzieżowej Rady może przynieść korzyści obu stronom. Młodzieży, która może w ten sposób aktywnie uczestniczyć w procesie decyzyjnym oraz władzom samorządowym, które z tej współpracy czerpią nowe pomysły i inspiracje do działania.

This paper is a second part of the analysis regarding social participation of the youth. One of the most fundamental institutions which stimulates the activity of the young people in commune selfgovernmentin the Juvenile Gmina Council. Aforesaid institution is laconically adjusted in Polish statutory regulations and is mainly based on the statutes enated by Gmina Council. The comparison of such statutes illustrates that despite of some varieties, some common standards recarding all Juvenile Gmina Councils can be indicated. A deeper outlook on the implemented solutions leads to conclusionthat the Juvenile Gmina Council which has a very similar structure to the traditional Gmina Council and is also subjected to supervision of the institutions of Gmina, it enables the practical education of functioning the commune self-government. Unfortunately at the same time, due to specific provisions of the electoral system which combines the Juvenile Councils with public schools, the strenghtening bonds with local community seems much more difficult.

The social activity of young people is essential for the development of their participation in the social life. It’s conditioned, inter alia, by educational measures directed at stimulating the behaviour of the young people, strengthening their sense of consciousness and responsible influence on the environment. The article presents a deeper insight into the mutual dependence between the individual’s sense of agency (and thus the subject’s belief in his/her ability to influence the reality) and his social activity (understood as the readiness to act for the benefit of others). They are not meaningless for building the social capital of the young generation, which in the near future will be responsible for the fate of the world. One of the analytic categories used to consider the presented issues is the construct of pro-development orientation, the constructive features of which include both trust in others and the world, as well as a sense of agency.

After the collapse of the Soviet Union, and in the first democratic national elections of 1993, voter turnout in Latvia was 89.9 per cent. However, by the late 90s, participation levels had significantly decreased. Scholars have pointed out that this decrease was a result of people gradually learning the limits of democratic governance while tackling the feeling of political powerlessness and decreasing trust in politicians and political institutions - all of which have had negative effects on civil society and democratic ideals. Youths in particular were affected by the sum of all this, seeing, first-hand, income inequality, economic stagnation, corruption, and personal unemployment (or that of their parents). All this, combined with a lack of democratic traditions, has resulted in scepticism and political apathy. This paper shows that, since 2009, Latvia has seen a decrease in all forms of political participation, including a share of its youths who run as MP candidates in elections. The paper aims to clarify what would help bring Latvian youths back into politics.

Opis:
The subject of the text concerns various forms and methods of the participation of selected Ukrainian youth organizations, which were particularly active in 2018. The author discusses the basic theoretical assumptions by analyzing the issue of participation in relation to Polish and foreign literature of the subject. Then, she describes the research material and methods of analysis of the collected empirical data. In the last part of the article, the author presents the most important conclusions regarding the „soft” and „hard” forms and methods of the participation of six youth organizations operating in Ukraine.
Problematyka tekstu dotyczy różnych form i metod partycypacji wybranych ukraińskich organizacji młodzieżowych, które były szczególnie aktywne w 2018 r. Autorka omawia podstawowe założenia teoretyczne analizując zagadnienie partycypacji w odniesieniu do polskiej i zagranicznej literatury przedmiotu. Następnie opisuje materiał badawczy oraz metody analizy zgromadzonych danych empirycznych. W ostatniej części artykułu autorka prezentuje najważniejsze konkluzje dotyczące „miękkich” i „twardych” form oraz metod partycypacji sześciu badanych organizacji młodzieżowych działających na terenie Ukrainy.

BackgroundInsufficient physical activity levels (PAL) during adolescence is a major public health concern, which is even more pronounced during the COVID-19 pandemic due to restricting movement opportunities. This study aimed to identify PAL changes and examine the age-specific determinants of PAL in younger and older adolescents during the COVID-19 lockdown.Material and MethodsThis study included 859 high-school students from Bosnia and Herzegovina stratified into 2 age groups: younger (N = 420, 14–16 years of age), and older adolescents (N = 439, 16–18 years of age). Participants were tested over 2 testing waves: before the COVID-19 lockdown (January 2020) and during the COVID-19 lockdown (April 2020). Variables included PAL assessed by the Physical Activity Questionnaire for Adolescents, sports factors, and parental factors.ResultsThe PAL significantly declined as a result of lockdown measures in the total sample (from 2.76±0.79 to 2.50±0.82). Larger absolute and relative decline of PAL was evidenced in younger adolescents. Sport participation positively influenced PAL before lockdown, with no significant influence during the lockdown. Older adolescents whose mothers were better educated were less likely to be in high risk group with regard to a large decline of PAL as a result of COVID lockdown (OR = 0.50, 95% CI: 0.21–0.84).ConclusionsResults of the study suggest that parental education influences health-related behaviors and that parental education is a protective factor against a decrease in PAL during the COVID-19 pandemic. Main educational agents (i.e., school and parents) should pay more attention to provide children and adolescents adequate information and develop their health literacy, which will hopefully positively impact children’s PAL even in challenging situations similar to COVID-19 lockdown.
