There have been presented necessary ways of fostering the youth employment and major development prospects of the youth segment of the labour market. There have been given recommendations regarding ways of improvement of the situation for youth in the labour market.

This article explores the early effects of the pandemic on youth employment and income. First, it considers changes and continuity in both the employment morphology and the actual evolution of hourly earnings during the pandemic peak in 2020 second quarter, and the third quarter rebound. Young workers continue to have the worst employability gradient (informality, temporary work, part-time work, low-skilled tasks) as well as a striking wage gap in the young-adult population. The COVID-19 lockdown halted almost all informal activities; thereby, the lower tail of the distribution, overwhelmingly represented by younger women and low-skilled workers, has been withdrawn from the labour force. Consequently, the average income of young people increases, while at the same time there is a notorious decline in their labour participation in the peak of the pandemic, with only one out of every four young people taking part in the labour market.
Este artículo explora los primeros efectos de la pandemia en el empleo y los ingresos de los jóvenes. En primer lugar, se consideran los cambios y las continuidades tanto en la morfología del empleo como en la evolución de los ingresos laborales reales por hora durante el pico de la pandemia en el segundo trimestre de 2020 y la recuperación del tercero. Los jóvenes continúan teniendo el peor gradiente de empleabilidad (informalidad, trabajo temporal, a tiempo parcial, tareas poco calificadas) como una notoria brecha de ingresos respecto a la población adulta. El efecto del cierre por la pandemia descontinuó casi todas las actividades informales; al retirarse la cola más baja de la distribución, representada, abrumadoramente, por las mujeres jóvenes y los trabajadores poco cualificados, los ingresos laborales medios de los jóvenes aumentan, mientras que el descenso de la participación laboral fue notable, por caso sólo uno de cada cuatro jóvenes participó en el mercado laboral.

Opis:
W artykule dokonano przeglądu koncepcji kształtowania rynku pracy w Unii Europejskiej oraz podejmowanych przez Polskę działań zmierzających do wdrażania wytycznych w tym zakresie. Omówiono etapy ewolucji Europejskiej Strategii Zatrudnienia oraz jej założenia w nowej strategii gospodarczej Unii Europejskiej na lata 2010-2020 pod nazwą „Europa 2020”, w tym dwa kluczowe projekty dla polityki rynku pracy: Program na rzecz nowych umiejętności i zatrudnienia oraz Mobilna Młodzież. W ramach charakterystyki krajowych dostosowań przedstawiono dokumenty stanowiące wkład Polski w realizację Europejskiej Strategii Zatrudnienia oraz programy i działania na rzecz doskonalenia polityki zatrudnienia w Polsce.
In their article, the authors carried out a review of the concepts of formation of the labour market in the European Union and the actions undertaken by Poland aimed at implementation of the directives in this respect. They discussed the stages of evolution of the European employment strategy and its assumptions in the new economic strategy of the European Union for the years 2010-2020 entitled “Europe 2020”, including the two key for the labour market policy projects: Agenda for new skills and jobs and Youth on the Move. Within the framework of description of the national adjustments, they presented the documents constituting Poland’s contribution to fulfilment of the European employment strategy as well as programmes and actions for improvement of the employment policy in Poland.
В статье провели обзор концепций формирования рынка труда в Европейском Союзе и предпринимаемых Польшей действий, направленных на внедрение директив в этом отношении. Обсудили этапы эволюции «Европейской стратегии занятости» и ее предпосылки в новой экономической стратегии Ев ропейского Союза на 2010-2020 гг. под названием «Европа 2020», в том числе два ключевых для политики рынка труда проекта: «Программа для новых квалификаций и занятости» и «Мобильная молодежь». В рамках характеристики национальных приспособлений представили документы, представляющие собой вклад Польши в осуществление «Европейской стратегии занятости», а также программы и действия для совершенствования политики занятости в Польше.

The peculiarities of the transit of Ukrainian youth from education to labour activity and its specificity in Ukraine are studied in this article. An actual situation of the youth segment of the labour market and main causes of youth unemployment, in particular by age groups 15-24, 25-30, 30-34 are analyzed by the authors. Theoretical principles of the transit of Ukrainian youth from education to decent employment, classification features developed by the ILO for differentiation of processes of integration of young people into the labour market are considered. Essence of transit, criteria of decent employment, stages of transition from education to work and three stages of transit are determined. The authors propose the measures to improve the situation with youth employment, to regulate youth unemployment and to increase the success of the transition of youth from education to work in Ukraine.

Literature review has shown that the demographic dimension of the labour market changes remains generally overlooked. The paper aims at filling the gap. The main question asked in the paper is: what are the long-term consequences of the crisis 2008–2009 for youth labour market in the European countries? In order to answer the question, the changes in youth employment to population ratio in 33 European countries are analysed. Any change in the employment to population ratio is a result of combined demographic and labour market effect. While the demographic changes vary between countries; it is argued that a crosscountry comparative analysis that does not take into account the role of demographic shifts is likely to provide a misleading picture of the labour market conditions.

Unemployment among young people is one of the most important challenges of the European labor market. It is also a strategic issue of the Polish labor market. The strategic importance of this problem causes an increased interest not only on European Union level, but also on the country one. Researchers tend to identify reasons for this state of affairs, and attempts to mitigate this phenomenon. This article is part of a movement seeking solutions to the youth unemployment problem. The purpose of it is to describe the essence of self-employment, and the indication of the advantages of this form of economic activity on the labor market especially in the context of activation of young people. The article is divided into the following sections. First, it shows the status quo of youth unemployment in Poland. Subsequently, we discuss the essence of self-employment and bring closer to its’ characteristics. In the last part of the article we indicated the advantages and disadvantages of self-employment as an alternative economic activity of young people.
Bezrobocie wśród osób młodych jest jednym z najpoważniejszych wyzwań europejskiego rynku pracy, w tym i rynku pracy w Polsce. Strategiczna istotność tego problemu powoduje, że zarówno na poziomie UE, jak i naszego kraju identyfikowane są powody tego stanu rzeczy oraz podejmowane próby łagodzenia tego zjawiska. Niniejszy artykuł wpisuje się w nurt poszukiwania rozwiązań problemu, jakim jest bezrobocie osób młodych, gdyż celem jego jest przybliżenie istoty samozatrudnienia oraz wskazanie zalet tej formy aktywności zawodowej na rynku pracy, zwłaszcza w kontekście aktywizacji osób młodych. Artykuł został podzielony na kilka części. Po pierwsze, przedstawiono status quo bezrobocia osób młodych w Polsce. Kolejno, omówiono istotę samozatrudnienia i przybliżono jego charakterystykę. W ostatniej części artykułu wskazano zalety i wady samozatrudnienia jako alternatywnego sposobu aktywności zawodowej osób młodych.

W artykule podjęto rozważania dotyczące problemów młodych ludzi na rynku pracy, w tym zagrożonych zjawiskiem underemployment. Zróżnicowanie sytuacji społeczno-gospodarczej poszczególnych krajów UE oraz uwarunkowania demograficzne i edukacyjne wpływają na możliwości młodzieży przejścia z systemu kształcenia do zatrudnienia. Celem artykułu jest przedstawienie przestrzennego zróżnicowania wskaźnika zatrudnienia młodzieży oraz udziału zatrudnionych nieadekwatnie wśród ogółu pracujących w UE-28 w tej grupie wieku w latach 2004-2015. Realizacji tak sformułowanego celu podporządkowano rozważania w następujących obszarach: 1) istota i formy zjawiska underemployment; 2) analiza wielkości i wskaźnika zatrudnienia młodzieży w wieku 15-24 lat w (UE); 3) analiza przestrzennego zróżnicowania zjawiska underemployment wśród młodzieży w UE.
The article presents problems of young people in the labor market, with special emphasis to underemployed. Diversity of socio-economic situation, including demographic and educational determinants of individual EU member states affect the ability of young people’s transition from education to employment that meets their aspirations and expectations. Considering the aforementioned conditions, the goal of the paper is to present diversity of youth employment and underemployment rate in EU-28 between 2004 and 2015. The attempt to achieve this goal required dividing the paper into separate parts that include: 1) definition and forms of underemployment; 2) analysis of youth employment and employment rate in the European Union in 2004-2015; 3) analysis of the spatial diversity of youth underemployment in the EU.

The article focuses on selected contexts of unemployment of young people, characteristic features of protection of the young people against unemployment. Youth unemployment as a multidisciplinary problem must be seen in several contexts and that is why social workers should be familiar with these wider social aspects. In spite of that, we cannot ignore the importance of changes in individual characteristic features of the young unemployed or of the youth threatened by unemployment. Consistent action of all actors participating in dealing with the problem is necessary to achieve a measurable output, i.e. to decrease youth unemployment but also to protect young people against unemployment.

Aktywność zawodowa uczniów i studentów stanowi ważny element rynku pracy. Autor artykułu rozważa w tym kontekście zasadność objęcia uczniów i studentów, którzy nie ukończyli 26 roku życia, wykonujących pracę na podstawie umów cywilnoprawnych dobrowolnymi ubezpieczeniami emerytalnym i rentowymi z tego tytułu, a także ubezpieczeniem wypadkowym, jeżeli zostały przez nich złożone deklaracje o przystąpieniu do wymienionych ubezpieczeń. W ocenie autora analiza danych statystycznych dotyczących przyczyn wypadków w pracy oraz osób w nich poszkodowanych uzasadnia potrzebę umożliwienia objęcia uczniów i studentów dobrowolnymi ubezpieczeniami społecznymi z tytułu wykonywania pracy na podstawie umów cywilnoprawnych. Autor podejmuje zatem próbę wskazania optymalnego kierunku zmian, formułując dwie propozycje podlegania tych osób ubezpieczeniom społecznym.
The working activity of pupils and students is an important element of the labor market. Their situation on the labor market in terms of social insurance resulting from the contracts under which they are employed is far from satisfactory. Working pupils and students up to the age of 26 are not entitled to social security cover as such; while in the event of a long-term illness or accident at work, they are left completely without insurance cover. The author of the article argues for a change in the law and relevant legislation to allow working pupils and students to join voluntary insurance and disability schemes that would provide cover in the event of unforeseen events.

This paper is based on a study on the effects of unauthorized migration on Latino children and youth’s access to education, healthcare, and livelihoods. The research project aimed at improving understanding of the many nuanced effects of undocumented status on employment and livelihood prospects of Latino youth. Research involved ethnographic fieldwork in three neighborhoods in the larger Washington, DC metropolitan area: Chirilagua, VA, a neighborhood on the border of Alexandria and Arlington in northern Virginia; Langley Park, MD; and Columbia Heights, in DC. In this article we attempt to explore the circumstances faced by Latino youth as they transition into adulthood and analyze the effects of unauthorized status of the young person or other family members on incentives to work and access to the labor market. We argue that while these youth are often pressured to choose waged employment over education in order to contribute to the family’s income, their lack of legal immigration status is an incentive to stay in school for the relatively safe legal environment it affords. Once the decision to work has been made, or graduation from high school has forced them out of the safety net, the limited options for work available to these youth create difficult decisions wherein some seek work in safe environments for less compensation while others choose more formal, higher-paying positions that come with exposure and high risk.

Zjawiska prowadzące do ukształtowania się globalnego społeczeństwa informacyjnego stawiają przed edukacją nowe wyzwania. Szkoła, w celu przygotowania młodzieży do umiejętnego wykorzystywania informacji, dostosowania do życia w dynamicznie zmieniającej się przestrzeni gospodarki opartej na wiedzy i społeczeństwie otwartym, musi wypracować nowe metody kształcenia. Zadania te są szczególnie istotne w środowiskach dotkniętych procesem restrukturyzacji. W regionach, gdzie doszło do znaczących zmian ekonomicznych i społecznych, charakteryzujących się postępem technologicznym, intensyfikacją wzajemnego oddziaływania na siebie podmiotów oraz przenikaniem się zasobów, młodzież ma problemy z ukierunkowaniem swojej edukacyjnej i zawodowej drogi. Wzorce przedsiębiorczości, kapitał społeczny wyniesiony z domu i brak kompetencji miękkich poszukiwanych przez pracodawców mogą negatywnie wpływać na szanse młodzieży na rynku pracy. Z powyższej diagnozy zrodził się projekt międzynarodowej współpracy szkół. Ma on na celu zaznajomienie młodzieży z ich otoczeniem ekonomicznym, jak również przygotowanie młodych ludzi do wejścia na rynek pracy. Efektem tych działań będzie stworzenie otwartych zasobów edukacyjnych: Podręcznika dobrych praktyk oraz gry komputerowej „Moja pierwsza firma”. Podręcznik będzie zawierał ćwiczenia kształtujące umiejętności miękkie sprzyjające zatrudnieniu i przedsiębiorczości, wypracowane przez pięć szkół partnerskich. Gra będzie komputerową symulacją założenia i prowadzenia pierwszej firmy, która pozwoli przenieść informacje teoretyczne dotyczące zakładania podmiotów gospodarczych na poziom zintegrowanego ćwiczenia praktycznego, obejmującego wiele aspektów takiej działalności. Celem niniejszego artykułu jest przedstawienie tych narzędzi nauczycielom przedsiębiorczości.
The ongoing phenomena leading to the formation of a global information society create new challenges for education. In order to prepare young people for the skilful use of information resources, to adapt to life in the dynamically changing environment of a knowledge-based economy and open society, new learning methods must be developed. These tasks are particularly important in environments affected by the deep restructuring process. In regions where there have occurred significant changes in economic, social, and economic structures characterised by technological progress, intensification of interactions between different actors and interfusion of diverse resources, young people have a great deal of difficulty designing their educational and professional paths. Young peoples’ family background, as well as lack of soft skills sought by employers, can negatively impact the chances of young people on the labour market. The above-mentioned diagnosis of needs has resulted in the project of international school cooperation. The project aims at familiarising young people with their economic environment, as well as preparing them to enter the labour market. This will result in the creation of open educational resources: the “Book of Good Practices” and a computer game “My First Business”. The book will include activities to practise soft skills crucial to employment and entrepreneurship developed by five partner schools. The game will be a computer simulation of setting up and running of the first company, which will transfer the theoretical information on setting up business entities to the level of an integrated practical exercise, covering many aspects of such an activity. The purpose of the paper is to present the educational tools to entrepreneurship teachers.

Young people difficulties on the labour market, in education and training have contributed to the introduction of an additional indicator characterizing the activity in the economy. Scientist and practitioners have developed a NEET indicator , which determines the population of young people who are unemployed, do not participate in formal education and training. This article will attempt to define this category in the narrow and broad sense and appearing in the conceptualization process research problems. According to Eurostat data NEET category will be used to diagnose the situation of young people in the transformed european countries. This issue is very important because the potential results of inactivity in the initial period of activity cause a lot of negative consequences in the long time, both in terms of micro and macro, which is confirmed by numerous scientific studies.

A strong argument against raising the minimum wage, often voiced in US policy debates, is that a higher minimum wage will have adverse effects on job opportunities. Considerable effort has been devoted to providing quantitative estimates of the employment effects of the minimum wage with quite mixed results. We review this literature before turning to estimates of the impact of state level differences in the level of the minimum wage on youth employment in local labor markets in the Great Lakes Region of the US. We find that a higher minimum wage level is associated with higher earnings, lower employment, and reduced worker turnover for those in the 14 to 18 age group. For workers aged 19 to 21 and 22 to 24, we find less consistent evidence of important minimum wage effects on earnings and employment.
W debatach politycznych w USA często powraca argument o rzekomo negatywnym wpływie podwyższenia płacy minimalnej na perspektywy zatrudnienia. Wiele wysiłku włożono w zgromadzenie ilościowych danych szacunkowych dotyczących tego zagadnienia. Uzyskane wyniki należy uznać za niejednoznaczne. Autorzy artykułu analizują dostępną literaturę przedmiotu, a następnie przechodzą do oceny wpływu różnic wysokości płacy minimalnej na poziomie stanowym na zatrudnienie młodzieży na rynkach pracy w regionie Wielkich Jezior. Zaobserwowano związek wyższego poziomu płacy minimalnej z wyższymi zarobkami, niższym zatrudnieniem i spadkiem rotacji pracowników w grupie wiekowej od 14 do 18 lat. W wypadku pracowników w wieku od 19 do 21 lat i od 22 do 24 lat trudniej zaobserwować wyraźny wpływ płacy minimalnej na poziom wynagrodzeń i zatrudnienia.

The article is devoted to analysis the features of the modern youth labor market in Ukraine and to determine the factors that influence on it. In the paper the requirement of regulation of youth employment in the labor market of Ukraine is substantiated. It defined as a targeted influence on the behavior of the youth segment of the labor market in order to ensure the highest possible level of youth employment that will improve the quality of life and create the basis for sustainable economic development. The main problems of employment and social protection of youth in Ukraine were studied. The necessity of improving monitoring and forecasting of the youth labor market were grounded. The proposals to improve the competitiveness of young people in the labor market and encouraging employers to create new jobs are provided. The main directions of overcoming the imbalance of the youth labor market measures of state regulation were determined. The main priorities of regulation of youth employment in the labor market of Ukraine are: increasing of the competitiveness of young people on the labor market; development of competences for job placement; expansion of flexible forms of employment; stimulation of self-employment; balancing of labor markets and education services; improvement of information support of employment.
