Opis:
Municipal waste management in Poland has continuously changed over the past years regarding collection systems and disposal processes. After joining the EU, the approach to waste management changed dramatically, intensifying selective collection and implementing recovery and treatment processes. Recent years have shown that a further fundamental overhaul in the waste sector is needed to convert the sector to a closed-loop economy. These challenges are appearing in Poland, forcing actions in which the efficiency of the waste stream management system should generate added value in the form of sourced raw materials, materials and products. The waste generated should be managed following the waste hierarchy, in which disposal is the least desirable process. The work aims to analyse the current state of municipal waste management in Poland concerning applicable legal requirements, waste management hierarchy and the use of the best available technologies. The data from the analysis was used to determine where Poland is currently, heading towards transforming to a circular economy in the technological, social, environmental and economic areas. The research results showed the need to reduce the waste generated, including a significant reduction in the amount of waste stored in landfills and a significant increase in the recycling rates of municipal waste. In this context, supporting the transition to a closed-loop economy is essential in creating a low-carbon, recycling and innovative waste management, implementing EU strategies.

The changes in the waste management system that have been introduced in Europe and in the world were aimed at counteracting the emergence of illegal dumping sites and increasing the levels of waste recovery and recycling, so that waste management remains in line with the principles of sustainable development and circular economy. The change introduced in 2013 in the municipal waste management system in Poland concerned the assumption of full responsibility by municipalities for the municipal waste collected from owners of residential properties, as well as the establishment and organization of a charging system for residents for the collection and management of the waste. The purpose of the study was to conduct a comparative analysis of fees paid by residents of 93 selected communes of the Lubelskie Province. The study examined the impact of the amount of fees for the waste collection and management on the share of households declaring selective municipal waste collection, the share of selectively collected waste, and the mass accumulation rate of municipal waste. As a result of the analysis conducted using the data from the years 2013–2016, it was revealed that the amount of fees for the collection and management of waste in households that sorted waste contributed significantly to the increase in the percentage of selectively collected waste. Similarly, the smaller the value of the ratio of rates for sorted and mixed waste, the greater the segregation efficiency. This indicates that in the case of the analyzed region, the lower fee charged for sorting waste was an incentive for residents to sort waste.

Being aware of the problems affecting our environment, novel technological solutions have been dealt with to improve its quality. Mining is a sector generating substantial volume of waste and it also refers to drilling operations. On the basis of laboratory investigations and the analyses of legal regulations, three categories of drilling waste have been distinguished depending on the environmental impact of the waste and on the potential technologies of their treating and successful utilizing. The essentials of the solutions proposed have been presented and for each of the categories a processing flow chart has been prepared. At the ends of the processing lines, the flow charts specify the possibilities of utilization of the final products.

Waste disposal in landfill sites causes a potential hazard for the human health, as they release substantial amounts of gas, odours and pollutants to the environment. There have been vast reductions in the volume of waste being landfilled in many European countries and a reduction in the number of illegal landfills. The European Parliament’s laws obliged the Member States to amend the national waste law; the main objectives of the implemented directives are to create the conditions for the prevention of excessive waste. Directive 2008/98/EC establishes, as a goal for 2020, that waste reuse and recycling reach 50% of the total waste produced. Poland, having joined the European Union, committed itself to implementing many changes related to waste management. The amendment of the law on the maintenance of cleanliness and order in the municipalities imposed new obligations regarding the waste management (WM) on the local government and residents. By adopting a municipal waste management system, the selected municipality made all its residents responsible for their waste. However, the fact of introducing changes does not solve the waste problem. The implementation of EU directives and the development of strategic documents such as the National Waste Management Plan (NWMP) have made a clear change in the WM approach. One of the changes was the establishment of selective collection of municipal selective waste (MSW), with the issue of collecting the waste by the residents being a priority. This work describes the legal context of selective collection of MSW as one of the most effective means of reducing the amount of waste being landfilled.

The overriding principle of waste management (already produced) is their reuse or use as secondary materials. It is consistent with the concept of a circular economy. Recycling materials and raw materials have the highest rank in the field of waste processing. For non-recyclable waste, other recovery processes also play a role. In the case of plastic waste, economically and ecologically justified processes of thermal transformation and catalytic depolymerisation leading to the formation of fuel fractions destined for energetic use may be useful. This direction of polymer waste processing is justified by the high calorific value of plastics. In the objective evaluation of waste treatment technologies, from the point of view of economics and environmental protection, it may be helpful to analyse the energy balance. The aim of the article is to analyse and evaluate the energy efficiency of using a mixture of hydrocarbons obtained in the process of catalytic depolymerisation of plastic waste based on the energy efficiency index for energy purposes. The efficiency index is calculated as the quotient of energy benefits and energy inputs for the use of depolymerisation products. Energy expenditure includes expenditures incurred in individual stages of the life cycle of a liquid product made of plastic waste. The conducted analysis showed that the energy use in the post-use phase of polymer products allows for the recovery of nearly 40% of the energy required for the production of products and processes enabling the use of waste from these products. Despite the low efficiency index, energy recovery from non-recyclable plastic waste should be considered as a positive action. Plastic packaging waste subjected to catalytic cracking can be included in the settlement of the obligation to achieve the required level of recovery if the cracking products are used for energy purposes.

The purpose of this research was to process a mixture of paper waste and garden waste based on material flow analysis and to analyze its parameters based on water content, ash content, heating value, along with Thermogravimetry Analysis (TGA)/Derivative Thermogravimetry (DTG). The garden waste treatment process consists of shredding, drying with a rotary dryer, separator, and then shaving with a hammer mill. Paper waste only needs a shredder process. Then, the mixing process and pelletizing of paper waste as well as garden waste are carried out according to the variation (w/w) 100% paper (K100), 75% paper (K75), 50% paper (K50), 25% paper (K25), and 100% garden waste (K0). The water content ranged from 5.8 to 15.25%. From K0 to K100 samples, the ash content increased from 4.54 to 9.85%. A correlation of 0.9047 was found from samples K0 to K100. There was a correlation between increasing calorific value along with the mixture with paper waste. The caloric value in K0 to K100 increased from 13.11 to 19.03 MJ/kg. The TGA/DTG analysis reduced mass due to water evaporation, devolatilization, and carbonization processes.

During the conducted study, 18 objects of illegal dumping of waste were inventoried. All inventoried objects are located in the north-west part of the Barlinek municipality. Each found illegal landfill was measured with measuring tape and its length, width and height of the deposited waste was recorded. For each location, percentage content of waste deposited, as well as its surface area and volume were calculated. All located waste landfills were divided into spot waste landfills, multi-point landfills, area landfills and linear landfills. Spot landfill is the dominant type of illegal waste landfills - 12 objects, multi-point landfills were found in three locations and area landfills in two locations. Only one linear landfill was located. Waste disposal sites were located at different distance from residential areas. It has been determined, that the formation of illegal waste landfills is very often linked to the ease of availability of the local residents to the locations of waste disposal in the form of access roads or good location of the site. It has been determined, that despite the reforms of the waste management, abandonment of waste on undesignated sites is still observed - at six places the new wastes has been added after the 4 years from first observation and only 2 places were cleared.

The objective of the study was to identify system changes in waste management, including qualitative and quantitative changes in the Łososina Dolna County between 2012 and 2014, taking into account eleven waste streams in the period before and after the introduction of these changes on the level of the county. Differences in the county’s tasks with respect to municipal waste management, which became clear after the changes, were shown along with their impact on the effectiveness of the assigned tasks related to taking over the obligations of waste collection by property owners. On this basis, a 10% growth in the quantity of collected municipal waste was noticed after the changes, as well as a 4% growth in recycled materials, in particular plastic. A drop on the level of 8.5% in the collected mixed municipal waste was considered favourable; however, a drop in the share of glass waste amounting to 5.28% and was considered as negative. In spite of the introduced changes in the municipal waste stream, the share of non-segregated waste of over 67.55% remained significant. The year of changes was characterised by relatively low value of waste accumulation index on the level of 0.26 kg∙ M-1∙day-1. The aim of the study was to assess the efficiency of municipal waste management in the Łososina Dolna County in comparison to system changes in waste management introduced at the end of the first and the beginning of the second half of 2013.

Polish provisions on waste, following the example of EU regulations, lay down specific requirements relating to the handling of “hazardous waste”. These requirements, contained directly in the Act on waste of December 2012, are quite general in nature and are supplemented by requirements constructed in specific provisions. The analyses conducted in this study refer only to some general provisions of the Act on waste and concern selected problems that arise in the practice of applying these provisions. The main ones are the application of Art. 5 of the Act (prohibition of reclassification by mixing hazardous waste) to hazardous waste treatment processes and the application of Art. 21 sec. 1 of the Act on waste (no hazardous waste mixing) for hazardous waste treatment processes. Consequently, the issues analysed are encapsulated in the following questions 1) Can hazardous waste be subjected to recovery processes, especially recycling?; 2) In such processes, may operations be used that consist in mixing waste?; 3) Do the provisions of Art. 5 of the Act on waste relate to such process; 4) If such process do relate to Art. 5 of this Act, what is the relationship between Art. 5 and art. 21 sec. 1 of the Act? The main conclusion is that neither the provision of Art. 5 of the Act on waste nor the provision of Art. 21 sec. 1 of the Act apply to the mixing of hazardous waste carried out in the processes of their processing as an integral part of these processes.

The aim of the article was to present, compare and evaluate the changes occurring in waste management and its sources of financing. The research considered the impact of the Covid-19 pandemic on the volume of waste generated and on waste management. The analysis shows that the crisis caused by the Covid-19 pandemic affected the decrease in the volume of total waste generated and the increase in the volume of municipal waste. There was also some variation in the area of generated waste and its management in individual provinces.
W artykule zbadano zmiany ilości i struktury wytwarzanych odpadów w Polsce w latach 2017-2020.

The audit of providing appropriate management of municipal waste by public administration bodies was carried out on NIK’s own initiative, in relation to the introduction of a new system for municipal waste treatment. The system is based on selective collection of waste from property owners, and then on their management in regional systems for municipal waste processing. The audit was additionally justified with press information according to which, for instance, not all regions of municipal waste management had been equipped with appropriate systems. Also, in some regional waste management plans, the status of a regional system was often granted to systems that did not meet the legal requirements or had too low capacity, and in many municipalities irregularities existed as for delivering waste to the regional municipal waste systems which, consequently, hampered their functioning. What is more, municipalities did not provide sufficient supervision of the companies that collected, processed and neutralised municipal waste, as a result of which the amount of municipal waste transported to garbage dumps has increased.

Opis:
One of the most serious problems of waste management in Czech Republic is the useful treatment of biodegradable municipal waste because EU Council Directive 1999/31/EC requires of member states to limit the amount of biodegradable waste deposited into landfill. Composting of biodegradable municipal waste can be a solution of this problem but there are many operational and economic problems. This article describes advantages and problems of bio-waste composting in rural conditions (of Czech Republic) at all parts of composting process, i.e. from bio-waste sorting and collection through bio-waste composting to utilization and sale of compost. Bio-waste composting in countryside brings many benefits. The waste is treated at the place of origin and it is possible to get the organic mass of compost back to the field with minimal transport distances. Decentralized waste treatment brings jobs to regions of a small rate of employment. It is necessary to solve many problems related to the process of composting. Quality of input raw material is the first of them. It was found that the amount of undesirable impurities in separately collected biodegradable municipal waste depends on the type of building density and the settlement size. By the measurement of 200 kg samples of sorted bio-waste it was showed that purity of waste sorting is much better in small villages than in rather big cities. Right size of composting plant is another question to discussion. A lot of small composting plants built for several villages allow waste treatment in the place of origin but just a big composting plant is rich enough to have adequate machine equipment. Of course, in this case transport distances are long. Compost selling is connected with other problems. Farmers usually do not want even high-quality compost because of the costs of compost application to the field (although missing of organic mass in the soil). Lots of low-quality compost is used as a reclaim material.

Refuse Derived Fuels are used as energy carrier mainly in cement plants; however, more and more often they are applied in power plants as a substitute for fossil fuels. In order to prepare a proper waste-to-energy investment, the availability of the fuel, as well as fuel properties should be determined. The article presented the amounts of generated RDF in Poland, number installation which produced RDF in 2019 and 2020 and amounts of incinerated RDF in cement and incineration plants. The amount of generated RDF is rather constant – about 2.5 million Mg/year. RDF is mainly incinerated in cement plants – about 1.5 million Mg/year. The article also presented general physicochemical analysis of several RDF samples and coal. Some of the RDF samples reached high energy parameters – low heating value up to 25 MJ/kg; however, the properties vary a lot, due to their heterogeneous character, technological process of their production and other factors. In practice, the requested parameters and amount of RDF are established and the RDF producer prepares and delivers the fuel according to the concluded contract.

It includes the plan of action that aims at separating economic growth, that makes an increase of economic welfare, from the amount of waste, that make a burden for environment due to decreasing the quality of components of environment as well as life conditions and public health. Poland as EU member implemented the rules of waste management. Th ere are, however, the obstacles to successful management due to the heritage dating from centrally planned economy (eg. Constructing pesticide waste cemeteries) as well as still low ecological consciousness of the society in Poland. Th e main target of the paper is to point out the current problems of the waste management in Poland. It is based on the analysis of inner and international documents as well as secondary empirical data describing the current situation of natural environment in Poland

Opis:
The problems of modern cities prompt the need to seek new solutions. An example of such a solution is the zero waste concept, which proposes an integrated approach to contemporary civilization changes and whose postulates perfectly fit into the specificity of cities. This includes a municipal waste management system based on the concept’s main principles, whose proper functioning rests to a large extent on the residents: they decide what will become waste, how much they will produce, and how it will be sorted. The aim of the article is to examine ecological awareness among residents and their behaviour in the context of making of Gdynia a zero waste city. A survey was conducted on the basis of a paper questionnaire, which contained statements covering the topics of knowledge, behavioural and attitude awareness, and emotional awareness. In addition was divided into three thematic areas: general ecological problems, the municipal waste management system, and consumer attitudes and behaviour. The results revealing that respondents showed a moderate level of ecological awareness.
Badał on wiedzę, zachowania, postawy i świadomość emocjonalną respondentów. Analiza i interpretacja wyników pozwoliła stwierdzić, że badani wykazali się średnim poziomem świadomości ekologicznej.

Drilling fluids play a number of functions, e.g. they remove cuttings, lubricate the drill bits, maintain stability of the hole and prevent the inflow-outflow of fluids between well and the shales. For this reason, they are made of complex polymeric-mineral microcomposites of differentiated chemical and mineralogical-phase content with varying share of colloidal phase in dispersed solid phase in water, i.e. water-based muds (WBM) or oil environment, i.e oil-based muds (OBM). The major factor providing stability of the presented systems is the high participation of clayey minerals (smectite group), long-chain polymers and chemicals stabilizing dispersions. The results of analyses of concentrated dispersions of waste muds from a few regions in Poland are presented inthe paper. These are plastic-viscous dispersions of rheological parameters described most frequently by the Herschel-Bulkley model, the flow of which is connected with deformations of internal structures in the analyzed systems taking place in a function of temperature. There are also presented measurement results of light transmission and backscattering in the analyzed range of temperatures, i.e. 20 to 60°C with the use of Turbiscan Lab., Formulaction. The stability indicator is the turbiscan stability index (TSI).

Opis:
The authors of the article examined the municipal waste management system in Poland in terms of the impact of European Union directives introducing a circular economy in the European Union countries. When assessing the functioning of the system, the social factor was taken into account, as municipal waste management has a significant impact on social life. For example, increasing costs of waste management, resulting in high increases in fees for garbage collection, cause opposition from residents. Lack of funds for the implementation of waste management tasks by municipalities may result in failure to comply with the obligatory recycling levels, which may result in imposing fines on the municipalities. In addition, recycling rates may not be met due to the coronavirus epidemy. It should be emphasized that, just as the introduction of municipal responsibility for waste management in 2012 was equated to a revolution called commonly the “junk revolution”, the conversion of the entire economy to a closed loop is an extremely difficult challenge for municipalities, as neglect of waste management may result in an ecological disaster.

Opis:
In recent years, a significant surge in the mass of generated waste with varying morphological composition has been observed. Packaging made of both plastic and paper has an increasing share in the municipal solid waste stream. The multiplicity of packaging means that proper methods and installations are needed to appropriately manage the waste generated from it. A special type of packaging waste is made of paper and cardboard and it is considered as biodegradable waste. It can be processed in both mechanical (material) and biological treatment processes. Thanks to the microorganisms involved in biological treatment processes, the organic matter present in waste should be decomposed (biodegradable). The main aim of the study was to analyze the dynamics of the biodegradation process of selected packaging waste made of paper and cardboard in various research environments. The waste used for the analysis differed primarily in grammage. The dynamics of the decomposition rate of the examined waste was analyzed for materials placed in 4 different research environments. The analysis showed significant differences in the rate of biodegradation of the tested waste. Differences were also found in the rate of material decomposition in individual research environments. Materials with low grammage such as paper towels and sandwich paper wrapper were the fastest to biodegrade.

Food waste has recently received attention due to its environmental, economic and social impacts. Final processing of food waste encounters a number of technical challenges, arising from weak physical structure of food waste with weak porosity, high content of water, and low carbon-to-nitrogen relation. This study deals with the research of food waste processing in households by using an automatic device. The main objective of the study was to assess the toxicity of the end-product produced by an automatic device. The research included 10 experiments. The input foundation consisted of common food waste generated in household kitchens. Following its processing, the end-product was tested in a pot experiment for the germination capacity and biomass increase in different concentrations. The end-product was mixed with the reference soil in concentrations 5/95, 30/70, 50/50 (tested/reference substrate). The testing included three different plant species, i.e. Sinapis alba L., Hordeum vulgare L. and Cannabis sativa L. The germination capacity of plants and their increase in biomass were evaluated after 21 days. The increase in biomass was monitored by using the Before-After-Control-Impact method. The plants developed much better without the end-product additive to the soil substrate than with its small addition. The best germination capacity in the case of end-product addition was observed in the concentration ratio 30/70 in all plants. In spite of this, the highest increase in biomass was recorded in the concentration ratio 5/95. This might have caused the occurrence of mould in the pots. The test shows that the end-product made of food waste is toxic to plants; therefore, it is not recommended for direct application as a soil amendment.

This paper presents a thermoeconomic analysis and assessment of a municipal solid waste power plant system in Gaziantep. The operation of an existing municipal solid waste power plant is described in detail and a thermoeconomical methodology based on exergoeconomic relations and specific exergy costing (SPECO) method is provided to allocate cost flows through subcomponents of the plant. SPECO method is based on a step by step procedure which begins from identification of energy and exergy values of all states defined in the present system through fuel (F) and product (P) approach and ends at the point of establishing related exergy based cost balance equations together with auxiliary equations. The actual exergy efficiency of the solid waste power plant is determined to be 47.84% which shows that 52.16% of the total exergy input to the plant is destroyed. The net electrical power output of the Gaziantep municipal solid waste power plant is 5.655 MW. The total cost rate of the power plant is evaluated as 18.44$/h as a result of thermoeconomic analyses.

Opis:
Nowadays companies must approach the protection of the natural environment as an integral part of their management process. The using of waste as raw materials in manufacturing processes is in line with the idea of maintaining justice across generations. However, business practice has shown that in order for such activities to take place, companies need first to grapple with numerous barriers arising in the course of their adaptation to participate in reverse channels. The purpose of this paper is to present sample barriers encountered during the sourcing of reusable materials, which are the products of the company’s organisational structures and the nature of the entire secondary materials market. Planning the supply of reusable materials supply is more complex compared with planning the supply of primary materials. This is because the flow of re-sources occurs through many reverse channels with unstable supply and material quality (industrial and household waste). The supply, which means the availability of raw materials, depends on many issues. However, the limited availability of natural resources makes creating sustainable supply chains, operating like ecosystems, a pressing requirement.

The aim of this article was to present the rules governing the waste management system (WMS) and identify the changes emerging as a result of new regulations being introduced by example of Wołomin commune. European, Polish and Czech regulations clearly indicate the value of the hierarchy of waste management (WM). A response to the amended law was the modification of the WMS in communes, including the Wołomin commune. Based on performed analysis and discussions, it can be stated that the municipal waste management system (MWMS) in the commune of Wołomin meets the requirements imposed by the legislator, works efficiently and positively influences the condition of the natural environment. In addition, the information obtained has been generalized and compared with the situation in the Czech Republic (CR).

Opis:
Optimal methods used in the analysis of waste material resulting from mining and processing of mineral resources that allow to assess the potential impact of waste on the environment, based on binding environmental laws regulating potential commercial utilization of waste were investigated. The paper is concerned mostly with mineral waste, constituting about 80% of all industrial waste generated. According to the principles of sustainable waste management, waste storage is considered to be the last resort. However, every year over 20% of the total amount of industrial waste generated is stored. That makes the amount of the already deposited materials, coming from the time when the commercial utilization was not common in Poland, even more considerable. When it comes to extensive, i.e. regarding great quantities, and long-term usage of industrial wastes, the identical composition of waste material coming from different batches is of the essence. Unfortunately, this condition is not always fulfilled, therefore chemical composition analyses need to be carried out for monitoring purposes. For the same reason the waste material used should also be tested to check whether the parameters of a given batch are within the limit values defined by the standards. Described methods are intended to facilitate waste characterisation with respect to their effect on the environment when used for commercial purposes. An individual method is never good enough to determine the full extent of environmental impact. It is therefore recommended to apply several methods in a logical sequence, depending on the type of waste material and its purpose.

Opis:
The municipal waste is a waste type that includes predominantly household waste (domestic waste) with sometimes the addition of commercial wastes collected by a municipality within a given area. EU waste management principles were defined in the Waste Framework Directive 75/442/EEC. A transfer station is a building or processing site for the temporary deposition of waste. Transfer stations are often used as places where local waste collection vehicles will deposit their waste cargo prior to loading it into larger vehicles. The primary reason for using transfer station is to reduce the cost of transporting waste to disposal facilities. There are many countries in Europe using this solution in waste management system, for example: Germany, Belgium, Austria, Netherlands, Denmark, Sweden, Norway, Finland. Waste transfer stations play there an important role in a community's total waste management system, serving as the link between a community's solid waste collection program and a final waste disposal facility. In Poland only several waste transfer stations exist, but none of them fulfils the role like this station located in EU or United States of America. This article includes characteristics and role of solid waste transfer stations (located mainly at rural area) in waste management systems.

Specific type of waste landfills are burials, used for storage of highly dangerous substances, such as: old and withdrawn from usage pesticides, chemical reagents, veterinary and hospital waste [5, 7]. Currently burials are real threat for the natural environment caused by their devastation and unsealing. Chemical substances liberated from burials cause contamination of soil, underground waters and are a big threat for people living in their neighbourhood. Mobile installation for utilisation of hospital and burial waste, according to authors vision, should be based on modular system of container platforms transported by cars. Node elements of the installation, which are presented in figure 1, should be following modules: extraction, incineration in high temperature, multistage oxidation, protective equipment and laboratory. Mobile installation for utilisation of hospital and burial waste will have many advantages: mobility - wastes are neutralised in the place of their production, versatility- wide spectrum of hospital and burial utilisation is assumed, modularity - increase of reliability and functionality of installation, flexibility - allows to adjust the installation to needs and demands of waste utilization in individual places, ecology - installation will not emit any contaminants into the environment, it fulfils all legal requirements, efficiency - 100% of dangerous substances is neutralised during process.

The paint waste from the cosmetics packaging industry was sent to the third party for disposal by paying several management fees for hazardous waste. The use of paint waste as raw material for paving block products can reduce the environmental impacts and provide economic benefits. The life cycle assessment is a tool for measuring the environmental impact of this utilization compared to the management carried out by the third party. There are four scenarios reviewed that consist of third-party management, utilization as raw materials for paving block by the concentration of 1, 2, 3, 4 and 5% respectively. The analysis shows that the utilization of dry paint waste as a raw material for a paving block can reduce the impact of global warming and photo oxidant. The compressive strength value of paving blocks increased with the addition of the dry paint waste with the concentration of 1 and 2%, then a slight decrease in proportion occurred with the addition of paint waste concentration up to 5%. The addition of dry paint waste does not affect the water absorption with a range of 2%, meeting the standard for a paving block.

Among solid wastes one may distinguish mixed wastes, segregated wastes (collected selectively) and biodegradable wastes originating from open-air markets, green areas or cemeteries. Mixed wastes have constituted the largest proportion in the stream of municipal solid waste (MSW), both before and after the changes in waste management system in Poland introduced on 1 July 2013. The other group, regarding the collected wastes volume, is so-called segregation. It has been forecasted that in the nearest future the amount of segregated wastes will be successively growing. The article presents the analysis of selectively collected wastes (paper, plastics, glass and metal) indicators from lower administrative units of Liszki and Mogilany communities. The degree of segregated wastes accumulation efficiency was assessed on the basis of conducted computation. The communities selected for the analysis are suburban municipalities, situated in the area of Krakow agglomeration in the immediate vicinity of the main city of the Malopolskie voivodeship. The main aim of the work was an assessment of selective accumulation of municipal solid wastes in suburban communities. Values of quantitative indices, characterizing mixed and segregated municipal solid waste generated by the inhabitants of individual lower administrative units of the studied communities were subjected to a detailed analysis. The data assumed for the investigations cover the period from July 2012 to June 2013. As results from conducted analyses actual indices of wastes accumulation differ from the indices determined on the basis of statistical data and the data stated in the Waste Management Plans, which may evidence a high ecological awareness of the analysed areas inhabitants. The efficiency of selective waste accumulation in the analysed communities was on a similar level and exceeded 20%, i.e. was twice higher than the average for Poland.

Wymusiły to m. in. rewolucja przemysłowa, której towarzyszył gwałtowny rozwój miast związany ze wzrostem liczby mieszkańców, a w konsekwencji wzrosła ilość wytwarzanych odpadów.
Waste has always accompanied man. As human evolution progressed, not only the quality of waste changed, but also its quantity. Already in antiquity, attempts were made to organize the issue of waste, which over the centuries resulted in various legal regulations. The last 150 years have seen a rapid development of techniques and technologies aimed at solving problems related to waste, including municipal waste. This was forced, among others, by the industrial revolution, which was accompanied by the rapid development of cities associated with the increase in the number of inhabitants, and as a consequence, the amount of generated waste increased. Current activities, especially in the European Union, are aimed at the maximum use of waste, limiting its storage in landfills for re-use. One of the elements in this chain of activities is the incineration of municipal waste, which significantly reduces the amount of waste sent to landfills. However, the problem is secondary waste, which is the product of combustion and is classified as hazardous waste. After being properly treated, they end up in hazardous waste landfills, which, despite the use of advanced security measures, pose a potential threat to the environment.

The research focused on the concept of food waste in context of consumers’ attitude regarding this problem. Comparative analysis, synthesis and evaluation of scientific literature and legal documents, statistical data collection and analysis was performed together with the results of on-line survey of 500 households representing 1494 inhabitants from all Lithuanian counties. Data was analysed using statistical package for the social sciences (SPSS): descriptive statistics, frequencies, crosstabs. Lithuanians discard relatively small amounts of wholesome edible food in comparison with averages for EU 27, but most of them have the limited knowledge of the meaning of “best-before” dates, consumers are strongly influenced by retail promotions, and wasting food for them is primarily associated with a waste of money. State waste management policy is focused on waste sorting, while this research provides the evidence that households are insufficiently informed about economic, social and environmental costs concerning food waste. This underlines the necessity to review the current state policy with emphasis on public education as an important factor in minimizing household food waste. Lithuanians recognize that the consumers are mostly responsible for food waste, but food wasting is treated mainly as financial lost. The added value of this article is the proposal to create information campaigns that will cause a sense of guilt for food squandering.

The aim of this paper is a mathematical description of algorithm for controlled assembly of incinerated batch of waste. The basis for formation of batch is selected parameters of incinerated waste as its calorific value or content of pollutants or the combination of both. The numerical model will allow, based on selected criteria, to compile batch of wastes which continuously follows the previous batch, which is a prerequisite for optimized operation of incinerator. The model was prepared as for waste storage in containers, as well as for waste storage in continuously refilled boxes. The mathematical model was developed into the computer program and its functionality was verified either by practical measurements or by numerical simulations. The proposed model can be used in incinerators for hazardous and municipal waste.

Mango (Mangifera indica L.) peel, a food processing waste, is rich in polyphenols and polysaccharides, two substances that have previously been linked in the selective recovery of gold from metals solution. This study was carried out to develop biosorbents from green and ripe mango peel for the retrieval of gold from electronic waste (e-waste). Biosorbents were produced by cross-linking the components of mango peel through acid treatment. The gold from the mixture of metals leached from the e-waste was recovered using the cross-linked and untreated mango peel. Fourier transform infrared (FTIR) spectroscopy was employed to confirm cross-linking and to monitor the adsorption of gold. Scanning electron microscopy (SEM) was performed to characterize the surface of the biosorbents. Incineration was conducted to separate gold from the biosorbent. The results of the FTIR analysis revealed an increase in the intensity of the peak for C=O and the appearance of the signal for C-O-C, suggesting cross-linking. The FTIR spectra of the untreated and cross-linked biosorbents also showed more intense peak for C=O, which may be due to the oxidation of OH groups as gold ions are reduced. The SEM revealed increase in the roughness of the surface of the biosorbents, presumably as the result of gold deposition. Although all biosorbents were able to capture gold from the leachate, the cross-linked green mango peel appeared to be the most effective.

Dumping municipal waste is the least expensive and most commonly used method of disposing solid waste. However, there is an alternative, two-in-one, solution: conversion of waste to energy. Non-recyclable waste can be turned into heat, electric power or fuel using various processes, such as gasification, pyrolysis or anaerobic fermentation. This is how residual waste can serve as sustainable local source of energy, additionally, contributing to environmental protection and, to a significant extent, energy supply security.

A new act on maintaining the cleanliness and order in communes of 1 July, 2011, will become effective in Poland on 1 January, 2012. The act will come fully into force on 1 July, 2013. According to this act regulations, commune self-governments take over the obligations of the property owners concerning waste management, moreover, they become responsible for construction and maintenance of the infrastructure supporting recycling and waste disposal processes. The self-governments were granted a 1.5 year transition period to implement the act regulations. The introduced changes are an adjustment of Polish regulation to the European law. Only in Poland and Hungary local self-governments have not yet been responsible for management of waste generated in their areas. The article presents an analysis of the basic changes introduced by the act to the Polish system of municipal waste management. Presented are also the estimates of the mass of wastes collected on the territory of Poland with particular regard to the Małopolskie voivodeship. Calculations and forecasts were made on the basis of information collected by the Main Statistical Office (GUS) and commune offices, where systems similar to the one introduced by the act have been operating for several years. The act assumes that all citizens of Poland will be covered by a system of waste collection, but will also have to pay so called "garbage tax", which should translate into increased amount of collected wastes, especially in these communes where wastes collection system was faulty. In Małopolskie only in 30 communes the 100% of inhabitants have signed contracts for garbage disposal. In the communes where the modern municipal waste management system has been operating, the increase in the mass of collected wastes (for the first three years of system operation) ranged between 31% and 94% in relation to the mass collected in the year preceding the introduction of the new system, although over 90% of local inhabitants were covered by the previous system. As results from the analyses, after introducing the new act the amount of wastes collected in the Małopolskie voivodeship may increase from the level of 765,000 Mg (2010) to over 1.1 M Mg (1.4 M Mg according to less optimistic forecasts), assuming that all generated wastes will be collected (the same amount as in 2010). In some of the Małopolskie communes the estimated increase in collected municipal wastes may reach over 500%.

e-Waste awareness and behavior of local Polish community has been examined. Specifically, the issue of selective waste electrical and electronic equipment (WEEE) collection has been explored. The main objectives of the research was to evaluate an attitude of the individuals towards e-waste treatment and to recognize the causes of low efficiency of the current WEEE management. The research was conducted among the inhabitants of a small town in Poland. Collected data may be useful while preparing household WEEE management systems. Over 52% of respondents, each was a representative of one household, conducted selective electrical and electronic equipment waste collection. Unfortunately, 12% (mostly young people aged 16-25, 9%) admitted that they threw e-waste mixed with general municipal waste. Another 12% (aged 18-25) claimed that they had never disposed of WEEE. Nowadays, the technology is developing very fast and small electronic devices are frequently exchanged, so the above mentioned statement is unlikely to be true. The research survey confirmed that further costs should be borne on educational activities which will raise people's awareness concerning WEEE threats and motivate them to collect e-waste selectively. The improvement of the management system increasing the number of e-waste drop off points, is necessary as well.

The leakage of temple waste in the environment surrounding the temples has made the image of temples not only a cultural icon but also a contributor to landfill waste on the island. About 292.36 kg of temple waste is generated from a single ceremonial at Griya Anyar Tanah Kilap Temple. The temple waste consists of 90,16% of organic waste (food, leaf and discarded flower) that is easily biodegraded. This research aimed to examine the temple waste to be recycled into Refuse Derived Fuel (RDF). Leaf and flower waste are used as RDF material using two different drying methods, namely natural drying and pyrolysis. The results showed that the pyrolysis RDF has a similar caloric value to the natural drying RDF with 3311.7 kcal/kg and 2912.7 kcal/kg, respectively. According to the electrical power potential, pyrolysis RDF has 3856.19 kWh/tons, meanwhile natural drying RDF has 3391.59 kWh/tons. The pyrolysis RDF has less organic content and quite higher ash content than the natural drying RDF, making it better quality and appropriate to be applied in the community for a long-term sustainable temple waste recycling.

W publikacji zaprezentowano najważniejsze problemy gospodarki odpadami na terenach wiejskich na tle wymagań formalno-prawnych. Uwzględniono charakterystykę ilościową i jakościową odpadów powstających w zagrodach wiejskich. Dokładne poznanie charakterystyki odpadów i jej zmienności stanowi podstawę planowania i rozwoju gospodarki odpadami.
The paper presents the most important problems of waste management in rural areas against the background of formal and legal requirements. It also includes quantitative and qualitative characteristics of waste generated in rural homesteads. Quantitative characterization was based on literature data and the results of the author’s own research, within which an indicator of the accumulation of waste in selected regions of Mazowieckie and Świętokrzyskie was determined. Accurate knowledge of the characteristics of the waste and its variation is the basis for planning and development of waste management. The collected data show clear evidence of a significant increase in both the rate of volume and weight, which depends on many factors, eg. the type of building, season etc. In addition, the basic principles of proper model of waste management, selective waste collection guidelines and principles of best practice of waste management in rural areas were presented.

In recent years systemic changes in waste management have affected searching and implementation of solutions that increase waste recovery including those intended for recycle. The article presents a predicted amount of municipal waste intended for recovery based on their selected streams. For the needs of a conceptual solution the area was determined, which was operated by the mentioned installation. The paper uses the indicators of waste accumulation: mass, volume, bulk density and irregularity of their collection in 2011-2013 for determination of the sorting plant efficiency. Elements of the installation, which should enable optimization of the waste recovery process optimization, were selected. Moreover, frames of technological efficiency of the suggested solution were defined. The aim of the paper was an attempt to select parameters of a municipal waste sorting plant with location under conditions of Stary Sącz city.
Opis:
When a new EU directive on municipal waste management was implemented in Poland over 5 years ago, there were practically no IT systems on the market allowing for comprehensive support of this process. Significant changes revealed a number of problems that the municipalities had to face and are facing today, trying to create an integrated system of waste management. IT systems used by municipal units before the amendment of the act have been proved insufficient to be able to efficiently manage the collection of waste from residents. The new regulations significantly influenced, among others, the process of information flow between entities in the waste management system. New participants in the municipal waste management process have been introduced, which from that moment has had to be dealt with by municipal units - the entire organization of the waste collection process and information activities in this area fell on the municipalities. This article presents the results of research on IT systems used in municipalities and its needs in this area. These surveys were carried out using a questionnaire sent to municipalities in the Silesian Voivodeship. Its aim was to identify the features and functions that should be met by the IT system, allowing for comprehensive management of the new municipal waste management system.

The subject of the studies were waste generated in suburban households, in 3-bag system. The sum of wastes generated during the four analyzed seasons (spring, summer, autumn, winter – 1 year), in the households under study, per 1 person, amounted to 170,3 kg (in wet mass basis). For 1 person, most domestic waste was generated in autumn – 45,5 kg per capita and the least in winter – 39,0 kg per capita. The analysis performed of sieved composition (size fraction) showed that fractions: >100 mm, 40–100 mm, 20–40 mm constituted totally 80% of the mass of wastes (average in a year). The lowest fraction (<10 mm), whose significant part constitutes ashes, varied depending on the season of year: from 3.5% to 12.8%. In the morphological composition of the households analyzed (on average in 4 seasons), biowastes totally formed over 53% of the whole mass of wastes. A significant part of waste generated were also glass waste (10,7% average per year) and disposable nappies (8,3% average per year). The analysis of basic chemical components of biowastes showed that in case of utilizing them for production of compost, it would be necessary to modify (correct) the ratios C/N and C/P. Analysis of the chemical composition showed that the biowastes were characterized by very high moisture content and neutral pH.

The convergence of hydrometallurgical waste management and the principles of the circular economy holds immense potential for addressing the challenges posed by metal-enriched waste. By turning waste into valuable resources through efficient metal extraction, this approach not only aligns with sustainable development goals but also contributes to the conservation of resources, reduction of waste, and the promotion of economic and environmental well-being. This article deals with the further possibilities of processing metal-bearing wastes in the form of steel drifts via hydrometallurgy. The main part of this research focuses on the development of suitable technology for the leaching of steel flakes to obtain selected non-ferrous metals, mainly zinc and lead, for economic and environmental reasons. Laboratory experiments are carried out to verify a suitable leaching agent in the form of high-temperature acid leaching, neutralizing leaching, and magnetic separation verified in lead seals. From the results of the experiments, a suitable technology for processing steel fumes is proposed.

Opis:
Waste is the excess of individual regular activities and, or natural processes in solid form. Waste is classified into two categories, namely organic and inorganic waste. Restaurant waste is known as organic waste because of its biodegradable character in nature. Waste is one of the main issues in Indonesia that got no resolution continuously. On average, Indonesian people produce around 2.5 liters of waste per day. Based on its composition, dominated by organic waste around 58%, and the remaining 42% is inorganic waste. One of the uses of waste, especially restaurant waste, is that it has utilization in the fields of agriculture, livestock, and fisheries. One of the uses of restaurant waste in fisheries is its application as a feed ingredient. However, giving restaurant waste directly as fish feed doesn't provide optimal fish growth due to its nutritional content as the low protein and high crude fiber. Fermentation is the process of breaking down organic compounds into simpler compounds by involving microorganisms. Fermentation can increase the nutritional value of restaurant waste and gives additional function as a fish feed component. The nutritional value of fermented restaurant waste is 29.72% protein, 4.81% crude fiber, and 16.09% fat. The use of restaurant waste is known in various studies such as feed ingredients for catfish (Clarias sp.), Tilapia (Oreochromis niloticus), Grass carp, Grey mullet (Mugil cephalus), livestock such as broiler chickens, and organic fertilizers.

Mineralne odpadowe materiały ziarniste powstają zawsze jako produkt uboczny działalności górniczej i to w każdym rodzaju górnictwa (węgiel, rudy, kruszywa itd.).
Municipal waste storage is still a basic form of waste management. In spite of the intensive development of selective waste collection and its segregation in the place of its generation, waste deposition on landfills is still the most frequently applied way of its management. Therefore, all the conceptions concerning modernization of building of waste landfills are of crucial importance. Despite the fact that the subject of building of sections devoted to waste deposition has been widely discussed, indeed, one must confess that the focal point should be the use of municipal waste in construction of municipal waste landfills. In each country, including Poland, mineral waste, understood as residues of mining activity or material obtained as a result of recycling of building materials, constitutes an ecological problem, requiring an urgent solution. Those materials are acquired without a payment, and their cost comprises acquisition and logistic expenses (transport). The aim of the Author of the present study is to make Reader's attention focused on the possibility of an additional application of those materials to build landfills (dumping grounds), in particular, to close the landfills which are filled. Seemingly, mineral waste granular materials may be used as substitutes of polymer liner materiale (foils, geo-cloths, geo-membranes).

Due to the environmental imbalance on our planet, the concept of zero waste is gaining importance day by day. It is essential in the aspect of production and consumption cycle management and responsible waste management in urban space. The aim of this article is to exemplify methods of reducing waste in smart cities according to the author's Waste Management for Generation, Environ-ment, and Gains (WM2GEG) scheme. A structured interview method was used to collect data, and the research sample was selected using the Smart City Index 2020. The study identified environmentally, socially friendly, and economically beneficial methods of rational waste management, such as composting organic waste, creating underground waste containers, and incinerating waste with energy recovery. Specific ways to reduce waste are also presented, such as banning disposable packaging and obtaining energy from renewable sources.

Abstract: Aim: This paper presents a waste stream exploratory study with the purpose of identifying opportunity gaps to reduce environmental and health risks within the household waste stream in a small rural population in Northwestern Mexico by following the waste management hierarchy. Design / Research methods: The study consisted of three phases. Firstly, a one-stage cluster sampling was conducted to characterize the household waste in this rural population. A cluster in this study was a block. There were 54 clusters, but only 40 with occupied houses. The clusters were selected by simple random sampling. During the second phase of this study, a survey was conducted to examine the waste management practices of the residents of sampled houses. Considering that 51 were the habited houses in the sampled clusters, a simple random sampling for finite populations was selected.  Finally, a quadrat sampling method was conducted. The total area of the municipal landfill site was divided into black and white quadrats. The white color was represented by tails while the black color was represented by heads. The color of the sampled quadrats was selected after 50 flip virtual coins for true randomness. Conclusions/findings: Findings in this study indicate the willingness of the inhabitants in this rural location to participate in source reduction initiatives. Findings also showed that organic waste was the predominant material in the household waste composition. Therefore, there are opportunities to enhance composting at home or even implement a community composting program. The riskier situations revealed by this study were observed at the landfill site where air emissions and leachate occurred. Originality/value of the article: Based on the waste stream analysis, there are some opportunities to reduce the environmental and health risks in a small rural zone in Northwestern Mexico. In this regard, this study can serve as an example to analyze and compare sustainable opportunities in other rural zones around the world. Opis:
Objectives: Services provided in the general economic interest constitute a fairly significant research field with regard to public management, involving different local governing tasks, including municipal waste management. Full management of municipal waste services is carried out by individual municipalities (from July 2013 onwards), therefore the purpose of the article is pinpointing the municipal waste management providers (Municipally Owned Companies) in Polish provincial cities, including those using the in-house model. Research Design & Methods: The process of identifying the entities engaged in waste management as municipally owned companies (referred hereafter as “MOCs”) is preceded by a theoretical analysis of the peculiarities of municipal waste and municipal waste management, both of which are regarded as crucial and having imminent economic and social consequences. During that theoretical analysis the authors applied the European Union hierarchy on waste management in establishing the following waste management criteria: achieving of a specified rate of recovery and recycling; standardisation of the magnitude and structure of waste flows directed to incineration plants and landfill; and comprehensiveness of the waste management system. Findings: It has been established that MOCs (including those operating via in-house orders) are the principal type of entities which provide municipal waste management services in the cities included in the analysis. Implications / Recommendations: The article shows a clear need for further research on the efficiency of MOCs regarding the provision and performance of public utility services and tasks. Contribution / Value Added: The conducted research provides evidence supporting the statement that municipal waste management is performed mostly by MOCs, which are entrusted with public utility tasks through tender procedures or, more frequently, via in-house orders. Such entities co-operate with the private sector, with private sector firms often owning specialised installations.

The leather industry generates significant amounts of waste for which there is not comprehensive treatment method. Such waste is mainly landfilled, which is an environmental threat. However, solid tannery waste could be incinerated since it contains organic matter. This paper describes research on the incineration of solid tannery waste which was conducted on an experimental installation with a tunnel furnace as the main component. The paper includes brief characteristics of tannery waste and the experimental installation overview. Further on, the experimental conditions as well as measurements and residue analysis results are presented.

Opis:
The article mentions results from changes of physical properties of composted material during the composting process. Composting conditions in compost pile were simulated in five vessels with volume of 90 m3 under home conditions. Composted material was variously modified (mixing and turning, moistening, adding fresh material) during the composting process. Temperature and oxygen concentration inside vessels were measured, as well as reduction in volume of compost material during time, pH and electric conductivity of selected compost. It appeared that the temperature of the compost material in small volume in the compost pile was lower than the requirement for hygienization of the composted material. The temperature higher than 50°C was measured only sporadically and already during the first week of the experiment temperatures inside the vessels corresponded with outside temperatures. Oxygen concentration in all vessels was sufficient to ensure the aerobic process during the entire period of the experiment. The lowest measured oxygen concentration was higher than 10 %. These low values were measured only during the first week of the experiment, during the following weeks the oxygen concentrations exceeded 15% only with small exceptions. Reduction in volume of the composted material highly depended on whether the compost material was mixed and turned during the course of the composting process. Mixed and turned composted material was reducing its volume significantly, quicker than the composted material not being mixed and turned. The effect of moistening on the composted material was not proved. Measured pH values and electric conductivity (EC) values of the compost material from selected vessel K2 (composted material being mixed and turned, moistened, fresh compost material was not added) showed values fully corresponding with a quality well-matured compost. The average pH value was 7.76 with a standard deviation of 0.04 and the average EC value was 1.79 mS.cm-1 with a standard deviation of 0.27.

Opis:
In this study the current legal and market conditions of waste management in Poland are analyzed. The main legal basis for changes in the national municipal waste management system and their impact on the market situation in the last few years have been determined. Additionally, the important function of the selective collection and the key role of the separation of raw material fractions in waste sorting plants constituting the basis for the operation of Regional Municipal Waste Processing (RMWP) plants was underlined. Furthermore, the possibilities of developing electricity production technology in low and medium power modules using waste gasification techniques were emphasized. The stream of plastic mixture from municipal waste sorting was identified as problematic in the context of effective material recovery. Tests were conducted on the morphology of this waste stream from two sorting plants. In line with the literature data and as part of the analytical work, the properties of the plastic waste stream designated for recycling and the energy properties of the post-recycling plastic mixture were estimated. Tests results showed that the calorific value of this mixture reached 31.8 MJ/kg, whereas, ash and chlorine content equaled 2.7% and 1.1% of dry mass, respectively. These parameters indicate that the mixture as a high-calorific fuel component may be a valuable addition to refuse-derived fuel (RDF) produced from the over-sieve fraction of municipal waste. Concurrently, as a result of the development of waste gasification technologies with a high share of electricity production in low-medium power range plants, it is possible to integrate them with plastic recycling and RMWP plants in the Polish national waste management system.
W artykule przeanalizowano obecne uwarunkowania prawno-rynkowe gospodarki odpadami w Polsce. Wskazano istotną funkcję selektywnej zbiórki i kluczową rolę separacji frakcji surowcowych w sortowni odpadów stanowiących podstawę działania Regionalnych Instalacji Przetwarzania Odpadów Komunalnych. Jednocześnie podkreślono możliwości rozwoju technologii produkcji energii elektrycznej w modułach małej i średniej mocy z wykorzystaniem technik zgazowania odpadów.

Szczególną uwagę zwrócono na dostosowanie gminnych regulaminów utrzymania czystości i porządku do zapisów zawartych w wojewódzkim planie gospodarki odpadami, w szczególności w zakresie ograniczenia ilości deponowanych odpadów ulegających biodegradacji.

Opis:
Nowadays, selective solid waste management in the European Union belongs to important responsibilities of municipalities. In Solid Waste Management (SWM) the main operational task is to set a schedule for solid waste collection and to find optimal routes for garbage trucks, so that the total costs of the solid waste collection service can be minimized, subject to a series of constraints which not only guarantee the fulfillment of the SWM’s obligations but also ensure the desirable quality level of that service. The optimization in garbage truck routing belongs to so called rich Vehicle Routing Problems as it aims to cover the following constraints: pickup nodes (clients) must be visited during their predefined time windows; the number and capacity of depots and specialized sorting units cannot be exceeded; each garbage truck can be assigned to at most one depot; each route should be dedicated to collecting one type of segregated solid waste, and the route must be served by a garbage truck which can collect that type of solid waste; the availability of garbage trucks and their drivers must be respected; each garbage truck must be drained at a specialized sorting unit before going back to the depot. This paper contributes a newly developed Mixed-Integer Programming (MIP) model for the Municipal Solid Waste Selective Collection Routing Problem (MSWSCRP) with time windows, limited heterogeneous fleet, and different types of segregated solid waste to be collected separately. Results obtained for solving small-sized instance of the MSWSCRP are reported.
