Opis:
Municipal waste management in Poland has continuously changed over the past years regarding collection systems and disposal processes. After joining the EU, the approach to waste management changed dramatically, intensifying selective collection and implementing recovery and treatment processes. Recent years have shown that a further fundamental overhaul in the waste sector is needed to convert the sector to a closed-loop economy. These challenges are appearing in Poland, forcing actions in which the efficiency of the waste stream management system should generate added value in the form of sourced raw materials, materials and products. The waste generated should be managed following the waste hierarchy, in which disposal is the least desirable process. The work aims to analyse the current state of municipal waste management in Poland concerning applicable legal requirements, waste management hierarchy and the use of the best available technologies. The data from the analysis was used to determine where Poland is currently, heading towards transforming to a circular economy in the technological, social, environmental and economic areas. The research results showed the need to reduce the waste generated, including a significant reduction in the amount of waste stored in landfills and a significant increase in the recycling rates of municipal waste. In this context, supporting the transition to a closed-loop economy is essential in creating a low-carbon, recycling and innovative waste management, implementing EU strategies.

The changes in the waste management system that have been introduced in Europe and in the world were aimed at counteracting the emergence of illegal dumping sites and increasing the levels of waste recovery and recycling, so that waste management remains in line with the principles of sustainable development and circular economy. The change introduced in 2013 in the municipal waste management system in Poland concerned the assumption of full responsibility by municipalities for the municipal waste collected from owners of residential properties, as well as the establishment and organization of a charging system for residents for the collection and management of the waste. The purpose of the study was to conduct a comparative analysis of fees paid by residents of 93 selected communes of the Lubelskie Province. The study examined the impact of the amount of fees for the waste collection and management on the share of households declaring selective municipal waste collection, the share of selectively collected waste, and the mass accumulation rate of municipal waste. As a result of the analysis conducted using the data from the years 2013–2016, it was revealed that the amount of fees for the collection and management of waste in households that sorted waste contributed significantly to the increase in the percentage of selectively collected waste. Similarly, the smaller the value of the ratio of rates for sorted and mixed waste, the greater the segregation efficiency. This indicates that in the case of the analyzed region, the lower fee charged for sorting waste was an incentive for residents to sort waste.

Being aware of the problems affecting our environment, novel technological solutions have been dealt with to improve its quality. Mining is a sector generating substantial volume of waste and it also refers to drilling operations. On the basis of laboratory investigations and the analyses of legal regulations, three categories of drilling waste have been distinguished depending on the environmental impact of the waste and on the potential technologies of their treating and successful utilizing. The essentials of the solutions proposed have been presented and for each of the categories a processing flow chart has been prepared. At the ends of the processing lines, the flow charts specify the possibilities of utilization of the final products.

Waste disposal in landfill sites causes a potential hazard for the human health, as they release substantial amounts of gas, odours and pollutants to the environment. There have been vast reductions in the volume of waste being landfilled in many European countries and a reduction in the number of illegal landfills. The European Parliament’s laws obliged the Member States to amend the national waste law; the main objectives of the implemented directives are to create the conditions for the prevention of excessive waste. Directive 2008/98/EC establishes, as a goal for 2020, that waste reuse and recycling reach 50% of the total waste produced. Poland, having joined the European Union, committed itself to implementing many changes related to waste management. The amendment of the law on the maintenance of cleanliness and order in the municipalities imposed new obligations regarding the waste management (WM) on the local government and residents. By adopting a municipal waste management system, the selected municipality made all its residents responsible for their waste. However, the fact of introducing changes does not solve the waste problem. The implementation of EU directives and the development of strategic documents such as the National Waste Management Plan (NWMP) have made a clear change in the WM approach. One of the changes was the establishment of selective collection of municipal selective waste (MSW), with the issue of collecting the waste by the residents being a priority. This work describes the legal context of selective collection of MSW as one of the most effective means of reducing the amount of waste being landfilled.

Opis:
The overriding principle of waste management (already produced) is their reuse or use as secondary materials. It is consistent with the concept of a circular economy. Recycling materials and raw materials have the highest rank in the field of waste processing. For non-recyclable waste, other recovery processes also play a role. In the case of plastic waste, economically and ecologically justified processes of thermal transformation and catalytic depolymerisation leading to the formation of fuel fractions destined for energetic use may be useful. This direction of polymer waste processing is justified by the high calorific value of plastics. In the objective evaluation of waste treatment technologies, from the point of view of economics and environmental protection, it may be helpful to analyse the energy balance. The aim of the article is to analyse and evaluate the energy efficiency of using a mixture of hydrocarbons obtained in the process of catalytic depolymerisation of plastic waste based on the energy efficiency index for energy purposes. The efficiency index is calculated as the quotient of energy benefits and energy inputs for the use of depolymerisation products. Energy expenditure includes expenditures incurred in individual stages of the life cycle of a liquid product made of plastic waste. The conducted analysis showed that the energy use in the post-use phase of polymer products allows for the recovery of nearly 40% of the energy required for the production of products and processes enabling the use of waste from these products. Despite the low efficiency index, energy recovery from non-recyclable plastic waste should be considered as a positive action. Plastic packaging waste subjected to catalytic cracking can be included in the settlement of the obligation to achieve the required level of recovery if the cracking products are used for energy purposes.

The purpose of this research was to process a mixture of paper waste and garden waste based on material flow analysis and to analyze its parameters based on water content, ash content, heating value, along with Thermogravimetry Analysis (TGA)/Derivative Thermogravimetry (DTG). The garden waste treatment process consists of shredding, drying with a rotary dryer, separator, and then shaving with a hammer mill. Paper waste only needs a shredder process. Then, the mixing process and pelletizing of paper waste as well as garden waste are carried out according to the variation (w/w) 100% paper (K100), 75% paper (K75), 50% paper (K50), 25% paper (K25), and 100% garden waste (K0). The water content ranged from 5.8 to 15.25%. From K0 to K100 samples, the ash content increased from 4.54 to 9.85%. A correlation of 0.9047 was found from samples K0 to K100. There was a correlation between increasing calorific value along with the mixture with paper waste. The caloric value in K0 to K100 increased from 13.11 to 19.03 MJ/kg. The TGA/DTG analysis reduced mass due to water evaporation, devolatilization, and carbonization processes.

During the conducted study, 18 objects of illegal dumping of waste were inventoried. All inventoried objects are located in the north-west part of the Barlinek municipality. Each found illegal landfill was measured with measuring tape and its length, width and height of the deposited waste was recorded. For each location, percentage content of waste deposited, as well as its surface area and volume were calculated. All located waste landfills were divided into spot waste landfills, multi-point landfills, area landfills and linear landfills. Spot landfill is the dominant type of illegal waste landfills - 12 objects, multi-point landfills were found in three locations and area landfills in two locations. Only one linear landfill was located. Waste disposal sites were located at different distance from residential areas. It has been determined, that the formation of illegal waste landfills is very often linked to the ease of availability of the local residents to the locations of waste disposal in the form of access roads or good location of the site. It has been determined, that despite the reforms of the waste management, abandonment of waste on undesignated sites is still observed - at six places the new wastes has been added after the 4 years from first observation and only 2 places were cleared.

The objective of the study was to identify system changes in waste management, including qualitative and quantitative changes in the Łososina Dolna County between 2012 and 2014, taking into account eleven waste streams in the period before and after the introduction of these changes on the level of the county. Differences in the county’s tasks with respect to municipal waste management, which became clear after the changes, were shown along with their impact on the effectiveness of the assigned tasks related to taking over the obligations of waste collection by property owners. On this basis, a 10% growth in the quantity of collected municipal waste was noticed after the changes, as well as a 4% growth in recycled materials, in particular plastic. A drop on the level of 8.5% in the collected mixed municipal waste was considered favourable; however, a drop in the share of glass waste amounting to 5.28% and was considered as negative. In spite of the introduced changes in the municipal waste stream, the share of non-segregated waste of over 67.55% remained significant. The year of changes was characterised by relatively low value of waste accumulation index on the level of 0.26 kg∙ M-1∙day-1. The aim of the study was to assess the efficiency of municipal waste management in the Łososina Dolna County in comparison to system changes in waste management introduced at the end of the first and the beginning of the second half of 2013.

Opis:
Polish provisions on waste, following the example of EU regulations, lay down specific requirements relating to the handling of “hazardous waste”. These requirements, contained directly in the Act on waste of December 2012, are quite general in nature and are supplemented by requirements constructed in specific provisions. The analyses conducted in this study refer only to some general provisions of the Act on waste and concern selected problems that arise in the practice of applying these provisions. The main ones are the application of Art. 5 of the Act (prohibition of reclassification by mixing hazardous waste) to hazardous waste treatment processes and the application of Art. 21 sec. 1 of the Act on waste (no hazardous waste mixing) for hazardous waste treatment processes. Consequently, the issues analysed are encapsulated in the following questions 1) Can hazardous waste be subjected to recovery processes, especially recycling?; 2) In such processes, may operations be used that consist in mixing waste?; 3) Do the provisions of Art. 5 of the Act on waste relate to such process; 4) If such process do relate to Art. 5 of this Act, what is the relationship between Art. 5 and art. 21 sec. 1 of the Act? The main conclusion is that neither the provision of Art. 5 of the Act on waste nor the provision of Art. 21 sec. 1 of the Act apply to the mixing of hazardous waste carried out in the processes of their processing as an integral part of these processes.
