The protection of rights of the victims of crimes is becoming issues, which has a more and more great significance in the European Union which since the time of the entry into force of the Treaty from Lisbon gained effective measures of the harmonization of national legislations of Member States in the recent time in the area of the criminal law by establishing the minimum standards. This publication is presenting the most important regulations of the directive of 2012/29 of the EU establishing minimum standards on the rights, support and protection of victims of crime. The publication is pointing at regulations of the directive which at present aren’t fully fulfilled in the Polish legal system, what can cause certain problems in the process of the implementation of the directive in Poland.

The article addresses the problem of people who were first executioners and later victims in Vladimir Zazubrin’s micro-novel Sliver. Although it was written in 1923, it wasn’t published until 1989, 52 years after the author’s death. He was arrested and then shot in 1937 in the time of terror. In Sliver, we can see the work of a checklist executioners, who mercilessly murders thousands of people, the victims of a totalitarian state. The article presents an attempt at an interpretation and analysis of Sliver, using the comparison of executioner’s and victim’s attitudes. The main character, Andrei Srubov, does his brutal work very thoroughly. However, everyday contact with his victim’s suffering and blood and the fear that arouses in him cause his madness. The executioner who has been killing class enemies of the Russian revolution becomes in the end its victim.

The text is a review of a collective work devoted, as the title indicates, to the extermination and suffering of Polish children during World War II. The content of the chapters focuses on the fate of Polish children in the General Government and East Prussia of the Third Reich as well as in the territory of Germany after 1945. The individual chapters contain documented crimes against Polish children not only in concentration camps but also in places of residence (Łódź, Zamojszczyzna, CONFIDENTIAL: FOR PEER REVIEW ONLY Białystok, and others). The book includes 12 chapters presenting the effects of the policy of the occupant towards the youngest generation in the period indicated by the caesura, and 2 chapters devoted to the fate of Polish children, who the end of the war found in Germany. The publication of this monograph in English enables the dissemination of knowledge about the fate of Polish children during World War II among a wide range of English-speaking readers. It also fosters reflection on the long-term consequences of wars and the paradox of the 20th century as the “Centenary of the Child” that was announced by Ellen Key

Nazistowska przeszłość rodziców jest jednym z tematów często podejmowanych we współczesnej literaturze niemieckiej. Nie da się od niej uciec, gdyż pewnego dnia i tak objawi się ona w życiu kolejnych pokoleń – takie jest przesłanie wydanej w 2001 roku noweli Thomasa Lehra Frühling (Wiosna). Głównym bohaterem tekstu jest syn, który odkrywa, że ojciec był kiedyś lekarzem obozowym w Dachau. Nie może poradzić sobie z tą wiedzą i popełnia samobójstwo. Książka Lehra jest refleksją nad życiem w cieniu przeszłości rodziców-sprawców, której ofiarami stają się ich własne dzieci, a zarazem wskazaniem, jak można się od tej przeszłości uwolnić.
The Nazi past of family members is a recurrent theme in contemporary German literature. It cannot be easily forgotten, as it keeps resurfacing and influences the next generations. This is the central idea of Thomas Lehr’s novella Frühling (Spring), published in 2001. Its protagonist discovers that during World War II his father was a physician in the Dachau concentration camp. Devastated by this revelation, the son cannot cope with it and as a result commits suicide. Lehr’s book reflects upon the Nazi’s children and their life in the shadow of history. The story also points out how it is possible to cope with this haunting past.

During World War II, Americans dropped the atomic bomb on Hiroshima. Due to this atrocity, around 140,000 human beings lost their lives. Almost 20% of them were Koreans. It resulted in the sudden capitulation of Japan and caused the so called higaisha ishiki (awareness of being a victim) among Japanese society. Unfortunately, the question of Korean atomic blast victims has been forgotten and the Monument raised in Memory of the Korean Victims of the Atomic Bomb was placed in the peripheries of the Park. The aim of this paper is to analyze Hiroshima Memorial Park monuments, as locations that serve as political tools, with special emphasis on the issue of the Monument in Memory of Korean Victims of the A-bomb, which characterizes Japanese politics of remembrance towards Korea.

Social maladjustment and juvenile delinquency is currently a serious worldwide problem, which is of interest not only to researchers and theoreticians, but also to society. This is due to the constantly growing scale of this phenomenon. It is worth noting that a steady increase in the number of juvenile crimes has been observed in Poland since 1990. Researchers presume that this is related to dynamic civilizational development, urbanization and technological progress, among others. It would seem that everything about juvenile delinquency has already been established; however, effective methods to counteract it still remain to be found. We are increasingly experiencing unjustified cases of violence at school, home as well as in public places, and teenage gangs can be found in most major cities. Hundreds of thousands of young people become victims of serious neglect, sexual violence and physical abuse every year.

The Supreme Audit Office has carried out an audit aimed at evaluating the effectiveness of the public administration’s obligations set out in the law on preventing violence in families, and the treatment of victims of violence and those who use it. The audit comprised 37 entities, including 14 welfare centres, 14 local police headquarters, four local family assistance centres and five regional welfare centres. The findings of the audit revealed serious discrepancies between the planned objectives of the amended regulations, in force since 1 August 2010, and their functioning in practice. The amendments introduced have seriously deteriorated the situation of those experiencing domestic violence, and they have also led to a significant drop of disclosed violence cases.

In contrast with common belief, in the case of damage events associated with fire a significant portion of victims die not as a result of burn injuries but suffocation. In modern architecture, including hotels, synthetic materials are broadly applied that produce toxic substances when they burn. In addition to toxic substances, the risk of suffocation is also increased by the depletion of oxygen as the fire spreads. Thus, for the successful rescue of the people whose lives are directly or indirectly endangered, their fast evacuation from the scene is of fundamental significance, even by causing material damage.

Building my argument on the analysis of two cases of anti-Roma violence (Oświęcim 1981 and Mława 1991), I would like to search for a pattern of evolution of anti-gypsyism in Poland. In the 1980s, the ambiguous stereotype of Roma, has been giving way to the picture of Roma as a convenient scapegoat to be blamed for the insecurity and economic hardships. This shift in the stereotypical image of Roma, together with the specific “management of discontent” performed by the communist authorities, prompted pogrom-like outbreaks of anti-Roma violence in the towns of Konin and Oświęcim. Similar attacks on Roma have taken place again in the beginning of the next decade, already in post-communist Poland. The mob aggression against Roma in the town of Mława in 1991, although retained many features of the earlier acts of violence, has already represented a new pattern in which Roma personified the fears associated with the transformation toward neoliberal capitalist economy. This new pattern of perception has provided fertile ground for the racialization of the anti-Roma discourse which I intend to trace down in the most contemporary instances of hate speech against Roma.

The Author explores the problem of nationalism in a specific context, which he calls “victimhood nationalism” and defines as competing collective memories for the position of victims. Victimhood nationalism is used by nations as well as individuals to gain the position of “victimized” in international context and in this way justify the acts of violence committed by those very nations or individuals against the others. Victimhood nationalism engages whole nations in a specific international competition, which adds to the phenomenon of nationalism a “transnational” dimension. The Author illustrates his ideas by examples from the WWII, particularly history of Japan and Korea but also Germany, Austria and Poland.

Artykuł stanowi teoretyczną analizę potencjalnej roli świadków cyberbullyingu w powstrzymywaniu aktów agresji poprzez udzielanie wsparcia ofiarom, dyscyplinowanie sprawców czy swoistą bierność. Wstępem do rozważań na temat możliwych działań świadków jest przedstawienie definicji i charakterystyki zjawiska cyberbullyingu oraz omówienie znaczenia aktywizacji świadków, jak również scharakteryzowanie specyficznej ich roli w kontekście agresji realizowanej online. Druga część artykułu poświęcona jest prezentacji wyników badań wybranych autorów uwzględniających obecność świadków w cyberbullyingu.
The paper analyzes potential role of witnesses in moderating cyberbullying by supporting victims, disciplining the perpetrator, or being a bystander in the process of online aggressive behaviour. An introduction to the discussion about possible witnesses’ actions is describing the definition and characteristics of cyberbullying, highlighting importance of activating this group and characterizing their specific role in cyberbullying. The second part of the article focuses on the presentation of results of several studies concerning participation of witnesses.

The safeguarding of minors and of vulnerable adult persons is an intrinsic aspect of the mission that the Lord has entrusted the Church and it is the responsibility of all the faithful to fulfil it, whatever capacity they hold in the Church. Unfortunately, it is not possible to eradicate child abuse entirely as it is a human reality, but much can be done by creating a culture of safe space and safe relationships within the Church and beyond. The Catholic Church, as the oldest and biggest institution in the world and with its religious and moral values, has a special responsibility in preventing any kind of abuse, in protecting the most vulnerable, and furthermore, in Safeguarding; in creating safe spaces and safe relationships. Listening to victims and survivors of abuse who have been harmed in the Church or outside, is key for being and acting in a responsible, accountable, and transparent way. This is the cornerstone for credibility and for promoting the faith.

The article discusses select literary images and presentations of March 1968, which are treated as an example of a postcatastrophic narration. The author states that the events of the years 1967-1968 are often depicted in Polish literature as a kind of a “recurring catastrophe” – predicting an event of the calibre of the Holocaust. Similarities and parallels can be noticed on the artistic level (ways of representation) and ideological (judgement of events). Consequently, the catastrophe does not fulfil its cathartic function and does not become a breakthrough, instead its characteristic features are repetitions and new configurations. Finally, the author asks whether, and to what extent, Polish remembrance of March overlaps with the remembrance of the Holocaust, and to what degree the struggle with anti-Semitism in 1967-1968 was simultaneously a struggle with anti-Semitism during WWII.

The relevance of the investigated problem lies in the need to provide primary psychological assistance to military personnel and other victims of the Russo-Ukrainian war at its current stage, because psychological problems are occurring in an increasing number of people, in particular in the territory of Kharkiv and Zaporizhzhia. The purpose of the article is to determine the specifics and stages of providing psychological assistance, as well as consultations to victims of the war, primarily to the populations of Kharkiv and Zaporizhzhia, which are located within the war zone. In the course of the research, a set of methods was used, namely analytical, graphic and synthesis methods. The main results of the conducted research should be considered the established features of providing assistance to the affected part of the population, which was at the epicentre of combat events in the Kharkiv and Zaporizhzhia Oblasts, as well as specific actions that prevent the deterioration of a person’s psychological state during the war. Identified were the factors needed to provide psychological assistance for thevarious population specifics, taking into account aspecvts such as gender, age, as well as the person’s degree of psychological deterioration. The practical significance of the results of this academic paper lies in the development of an algorithm of actions for providing psychological assistance to Ukrainians during the state of war in the country, as well as conducting the necessary actions and consultations to improve the psychological state of the population affected by the war from specific cities. The results of the study can be used as an example to provide consultations and conduct to the population of other regions of Ukraine and beyond in real time. In addition, the results can be a helpful tool for establishing recommendations for improving mental health in conditions of war.

Incognito ergo sum: on indifference The present article is an analysis of various types of indifference of non-Jewish inhabitants of Warsaw to the plight of Jewish Poles. The words of Krzysztof Dunin-Wąsowicz, a historian and “Żegota” activist, provide the vantage point for the analysis: Dunin-Wąsowicz claimed that around 75 per cent of the inhabitants of Warsaw “were indifferent to what was taking place behind the Ghetto wall”. Thomas Kuhne hypothesised that it was Germans’ indifference to the Jewish – not hatred – that legitimised the Nazi racial policies of the 1930s. This statement might also apply to the “75 per cent of the inhabitants of Warsaw”. The article is mainly based on articles published by ZWZ-AK, in particular Biuletyn Informacyjny. Incognito ergo sum. O wytwarzaniu obojętnościAutorka analizuje różne odcienie obojętności nieżydowskich mieszkańców Warszawy w latach czterdziestych wobec losu żydowskich Polaków. Punktem wyjścia jest zdanie Krzysztofa Dunin-Wąsowicza, historyka i działacza „Żegoty”, który stwierdził, że dla około 75 procent mieszkańców Warszawy „obojętne było to, co działo się poza murem getta”. Powołując się na tezę Thomasa Kuhnego, że to właśnie obojętność Niemców wobec Żydów – a nie nienawiść w stosunku do nich – „spowodowała masowe poparcie nazistowskiej polityki rasowej w latach trzydziestych”, autorka zastanawia się, czy „podobnej opinii nie można by sformułować pod adresem” 75 procent mieszkańców Warszawy. Opis:
Women suffered greatly during the wars in the former Yugoslavia, particularly in Bosnia and Herzegovina. They lost everything they owned, they were widowed, had to flee, were victims of sexual violence or even lost their lives. Most have never gotten over their trauma from the war. Many of their tormentors have still never been brought to justice. At the same time, there were also women who supported the military conflict and ethnic hate as spreaders of propaganda, nationalists and war criminals. This article will explore the different fates and range of agencies open to women, who were to be sure primarily victims in the Balkan wars of the 1990s, but not just. It will also be shown how even after suffering brutal wartime experiences, women are now fighting for their rights and breaking open the patriarchal social structure existing up to today.

Opis:
Mass casualty incident (MCI) is one of the most difficult situation in emergency medicine. Due to the specific conditions, MCIs occurring at sea are usually far more demanding than those happening on land. In this paper the authors would like to describe the MCIs, which have happened during almost 10 years of functioning of the Polish Telemedical Maritime Assistance Service (TMAS). First incident concerned a group of migrants floating on a raft on the Gulf of Mexico. The cause of the second incident was acute organophosphate intoxication among the crew of the merchant ship. The third incident was triggered by the coronavirus disease 2019 (COVID-19). It is important to emphasize, that triage system may help in proper management of MCIs. Cooperation of the medical services, such as TMAS, local emergency medical staff, Search and Rescue (SAR) service and military force seems to be crucial in MCI managements occuring at sea. In case of any doubts, change of a course and heading to the nearest port or immediate evacuation should be taken into consideration. The authors believe that analysis of these incidents may help TMAS personnel all over the world to handle MCIs in the future. Med Pr. 2023;74(2)

Opis:
Aim. This paper analyses the inherent paradoxes of Jewish-Polish relations. It portrays the main beliefs that construct the contradicting narratives of the Holocaust, trying to weigh which of them is closer to the historic truth. It seeks for an answer to the question whether the Polish people were brothers-in-fate, victimized like the Jews by the Nazis, or if they were rather a hostile ethnic group. Concept. First, the notion of Poland as a haven for Jews throughout history is conveyed. This historical review shows that the Polish people as a nation have always been most tolerant towards the Jews and that anti-Semitism has existed only on the margins of society. Next, the opposite account is brought, relying on literature that shows that one thousand years of Jewish residence in Poland were also a thousand years of constant friction, with continuous hatred towards the Jews. Consequently, different accounts of World War II are presented – one shows how the Polish people were the victims, and the others deal with Poles as by-standers and as perpetrators. Results and conclusion. Inconsistency remains the strongest consistency of the relations between Jews and Poles. With the unresolved puzzle of whether the Polish people were victims, bystanders or perpetrators, this paper concludes with some comments on Israeli domestic political and educational attitudes towards Poland, that eventually influence collective concepts. Cognitive value. The fact that the issue of the Israeli-Polish relationship has not been deeply inquired, seems to attest to the reluctance of both sides to deal with what seems to form an open wound. At the same time, the revival of Jewish culture in Poland shows that, today more than ever, the Polish people are reaching out to Israelis, and are willing to deal with history at an unprecedented level. As Israelis who wish to promote universal values, a significant encounter with the Polish people may constitute a door to acceptance and understanding of others. Such acceptance can only stem from mutual discourse and physical proximity between the two peoples.

The question if a resolution is successful or not may be evaluated from many standpoints: successful takeover of political superstructure, changes in the existing social and economic relations, effective interference in cultural and symbolic values of the nation or implementation of declared ideology. The Khmer Rouge revolution - one of the bloodiest in history - brought boundless sufferings in Cambodia. The Democratic Kampuchea was almost universally condemned on the international scene, but on the other hand, it gained a gloomy and sensational glory, because of colossal human casualties, resulted from implementation of its concept of development. Statistically, it is very difficult to count the number of victims, especially that emotions are involved. The article contains an analysis of different calculations of the human casualties of the Cambodian tragedy. The author concludes that the most probable total number of victims can be estimated at 740,000. The number of two million indicated by several politicians and repeated by journalists seems to be exaggerated.

The paper first contextualizes femicide in the broader context of domestic violence, and homicide in the Republic of Cyprus. It then goes on to report a qualitative study of eighteen intimate partner femicide (IPF) orphans during the period 2001-2014. Findings concerning IPF, offender, and victim characteristics but also pertaining to a broad range of themes that emerged in the face-to-face interviews with the orphans are also reported and discussed. In support of theoretical notions of power and control and gender inequality, the study reported also documents of a prior history of serious conflict, physical, verbal, and psychological abuse of the IPF victim by a jealous, possessive, controlling, and oppressive violent male partner or ex-partner. Evidence is provided of the tragic inability of the authorities to heed numerous warning signs and threats-to-kill by the offender and so avert such murders. Finally, attention turns to the policy and research implications of the findings with emphasis on lethal domestic violence prevention and better support of the orphans involved.

The paper discusses the concept of ICT-aided identification of mass casualty events and prioritization of victims of a mass casualty event for treatment in a Hospital Emergency Department (HED), which relies on a distributed network-centric Data Communications System for Managing Medical Rescue Operations (DCSMMRO). A method for triaging patients is presented and the functional architecture of a utility application for setting treatment priorities in DCSMMRO is designed. The proposed method and the developed application for the data communications system were verified on the example of a hypothetical event.
