The paper presents the accuracy of five analytical and one simulation methods used for dimensioning the safety waterways for maneuvering vessels. The accuracy of above methods has been estimated on the basis of results obtained from the real experiments. The analysis of accuracy enables to assess the usefulness of above mentioned methods and their applicability to waterways designing.

Stateczność statku w porcie postrzegana jest jako problem o mniejszym znaczeniu niż zagrożenia statecznościowe w morzu. Operacje ładunkowe w porcie uważa się za bezpieczne dla statku. Jednak jak można zauważyć na podstawie analizowanych wypadków, zdarzenia takie też mają miejsce i mogą być równie groźne dla statku i życia załogi jak wypadki na otwartym morzu. W artykule przedstawiono analizę przyczyn zagrożeń dla stateczności statku w czasie operacji przeładunkowych, a także analizę bezpieczeństwa statecznościowego statków w typowych operacjach eksploatacyjnych przeprowadzanych w portach i w stanach awaryjnych.
Vessel stability in a harbour is perceived as a less important problem than stability at sea. Cargo operations are regarded as safe to vessel stability. However, analyses show that stability accidents at harbour can be as dangerous to a vessel and a crew as open-sea accidents. An analysis of the reasons of stability accidents during cargo operations is presented in this article, as well as an analysis of vessels stability safety during typical cargo operations carried out in harbours and in emergency cases.

This paper presents the results of research on fire hazard coordinated by the Fire Safety Subcommittee of the International Maritime Organization (IMO). On the basis of statistical data, it identifies the main sources and frequency of fires in engine rooms. It also presents calculations of frequency of fires caused by self-ignition of flammable liquids in fuel oil and diesel oil systems, which constitute 60% of the overall hazard. In the theoretical analysis (frequency calculation), changes in construction protection of systems as well as changes in safety equipment of adequate rooms, have been taken into consideration. Fire hazard identification has been conducted on the basis of statistical data of 73 fires of merchant vessels engine rooms out of the overall number of 6,000 vessels in the 13-year-long period of use. As the final result of the research, fire prevention requirements for engine rooms and pumping stations have been developed. The requirements include, in particular: construction elements of systems preventing leakages with self-ignition, protection of ignition sources ('hot spots'), and ensuring safe engine room atmosphere. The results of the experiment have confirmed the possibility of conducting fire hazard quantitative assessment (estimation), the reliability of which is limited because of the nature of the model. As far as quality is concerned, results of risk sensitivity analysis confirm the effects expected when using safety requirements applied creatively.

This paper presents theoretical model for fire hazard analysis in fuel oil and diesel oil systems in engine rooms. The model is based on the probabilistic calculus and covers a 'fire tree' and formulas to calculate fire frequencies. Preliminary assumptions and initial frequencies calculation parameters have been adopted on the basis of statistical data. Fire sources identification involves selection of definite number of system elements, the damages of which may result in flammable liquid leakage and self-ignition. Such elements as, inter alia, pipelines joints and sections, valves and system equipment, are taken into consideration. With the use of the model, it is possible to calculate individual fire frequencies for individual self-ignition sources, and synthetic risk in systems and specific rooms. The calculations account for a possibility of introducing construction changes of safety equipment that influence the risk, e.g. number of detectors, fire extinguishing nozzles (fire extinguishers), leakage protection, etc. The method can be used to analyze the influence of fire construction protection on the risk (so-called 'risk sensitivity' testing) in the phase of creating requirements. However, for its quantitative verification statistical data concerning engine rooms fire hazard is essential. It may be assumed that creating an adequate calculation model for the purpose of a general fire hazard analysis of an engine room (of a vessel) is a significantly bigger challenge.

The development of offshore renewable energy installations can introduce additional hazards to the safe navigation of shipping in often already crowded waterways. Developers and decision makers must predict and properly manage the potential risks imposed on navigating vessels from wind farm developments, in a complex and uncertain environment. Considerable analysis has been undertaken to model navigational risks to vessel traffic around wind farms; however this work is generally predictive and there is little understanding as to whether the modelling, central to the consideration of navigation safety, accurately reflects the postconstructed navigation risks. It is therefore important for decision makers to understand the uncertainties present in the analysis, both in terms of the assessment of risk and the implementation of any risk reduction measures. This paper presents a comparative analysis of the change in vessel traffic in the Thames Estuary before and after the construction of five offshore wind farms. The analysis demonstrates how the impact on vessel traffic is specific to the location of each development, driven by traffic management measures and other local constraints. Therefore the accurate modelling of this impact requires the input of experienced navigators, regulators and other knowledgeable stakeholders. The results of this analysis can be used to improve the predictive modelling of vessel traffic around offshore wind farms and other offshore installations, leading to a reduction in the uncertainty of vessel traffic modelling in the future.

W artykule omówiony został wpływ braku kompetencji na każdym poziomie decyzyjnym na statku powodującego różne formy strat. Im wyższy poziom decyzyjny, tym wyższe prawdopodobieństwo wystąpienia kumulacji negatywnych zjawisk generowanych w wyniku błędnych decyzji w eksploatacji statku. Wyższy poziom kwalifikacji podnosi zdolność do przewidywania negatywnych zjawisk, ogranicza konsekwencje niewłaściwej eksploatacji i podnosi poziom bezpieczeństwa procesu eksploatacji statku w różnych jego aspektach.
Paper discussed the lack of competence at every decision level brings with it different forms of loss. A higher decision level generates a higher probability of cumulative negative phenomena generated by erroneous decisions. Higher qualification improves the ability to anticipate negative phenomena, reduces the consequences of improper operation, the consequences of a malfunction, and raises the level of safety of the ship's operation in various aspects.

The article describes the rules for planning a ship's navigation in the event of loss of propulsion. A disabled ship drifting freely at sea is a potential danger to the crew and the marine environment. Lack of propulsion means that the ship cannot give way to other ships/keep out of the way of another vessel. One of the main elements of danger for a drifting ship is the possibility of grounding in restricted areas. The aim of the article is to draw the attention of navigators to the dangers to navigation resulting from ships drifting without their own propulsion, disabled ships.

This article aims to investigate the contemporary challenges of electronic navigation and assess the appropriate amendments should autonomous vessel technology becomes widespread in the near future. Vessel control systems and maritime communication are essential and sending and receiving alarm signals is critical to contemporary ship navigation. Numerous location and shipping information systems, such as GPS, Loran-C, and Decca, have arisen in recent decades to improve navigational safety. Other systems, including VHF and Inmarsat, have been developed to enhance the efficiency of maritime communication on board and to transmit risk and safety-related data. Additionally, safe navigation requires systems like Navtex, EGS, DSC, Epirb, and others [1].

Widespread use of innovative technologies in all spheres of life has brought the maritime transport industry, in particular, the process of ship navigation, to a completely new qualitative level. Various navigation systems recently introduced and used only as additional devices have gradually become an obligatory element of shipboard equipment and navigation complexes of modern vessels, extending their functionality and capabilities. The human factor influence caused by automation of ship operation processes becomes a separate challenge. Risks to shipping safety and consequences of breach of safety standards for crew, vessel and cargo are far from being a full list of the problems to be solved. This paper offers an overview of general issues of ensuring the level of safety of shipping, by examining the concept of "vessel safety", considering its individual sides, features, as well as constituent aspects of the concept, systematization of the vessel safety structure to develop solutions toward improving the integral safety and optimization of decision-making in emergencies. Achievement of the general purpose of shipping safety thus means the realization of ways of reducing the influence of the human factor on several accidents and an estimation of the degree of influence of a set of factors on a ship during operation.

This paper explores concerns regarding the design, implementation, and management of alarms in DP vessels that, while in operation, need an incredibly high level of accuracy along with high reliability and safe operations. The Human, Technological, and Organizational factors (HTO) method is primarily used as analysis tool to find weaknesses in alarm handling during DP operations. The research focuses on results collected from Dynamic Positioning Operators (DPO) and instructors. Findings from the survey are presented and compared to the results from past accidents and technical requirements from Petroleum Safety Agency Norway via YA 711. Three accidents from past are referred to picturize the findings from the survey results. Furthermore, the conclusion is given with recommendations reflecting the findings from the survey. The main findings are an urgency to establish a centralized marine accident investigation system which enforces learning and recommendation to make operations safer. In addition, the survey also suggests that prohibition of clients or limiting their access to the bridge is necessary. Manufacturers could focus on research and development of alarm prioritization, on structuring and presentation, and profiting by taking feedback from end-users to make DP operations safer.

The paper presents sample calculations concerning the assessment of the vulnerability to pure loss of stability of a fishing vessel. Calculations were performed for level 1 and level 2 of the method under consideration. In the summary the author discusses the results of calculations. The paper describes the results method for assessment of the stability criteria for a fishing vessel. Calculations were performed by software MAXSURF after the implementation of the algorithm. The result of the calculation are measure the phenomenon criteria of pure loss of stability of a fishing vessel.

To reflect the safety degree of marine traffic in real-time and intuitively, this paper put forward a concept of real-time safety index of marine traffic, established marine traffic real-time safety index system, and constructed a real-time safety index evaluation model by using vessel traffic and navigation environmental data provided by shore-based AIS base station network, and quantifying a variety of data which impacts the safety of marine traffic such as ships’ real-time dynamic data, weather changes and so on. A continuous real-time evaluation to a specific area was carried out in the form of real-time index curve, taking the Waigaoqiao Channel of Port Shanghai as an example, to verify the feasibility and effectiveness of marine traffic real-time safety index.

This paper presents the methodology and research results on identification of potential users of the ESABALT system, which is targeted towards improving the situational awareness in the Baltic Sea region. We describe the technique of analysing the stakeholders involved in maritime sector processes, especially in maritime transport processes, while also taking into account their different classification criteria. The resulting list of stakeholders is used to identify system users and their classification into user profiles groups. This study will form the basis for the identification of user requirements of the ESABALT system.

This paper presents the method used for the creation of ship traffic models in Southern Baltic Traffic Separation Schemes (TSS). The analysis of ship traffic was performed by means of statistical methods with the use of historical AIS data. The paper presents probabilistic models of ship traffic’s spatial distribution and its parameters. The results showed that there is a correlation between the standard deviation of traffic flow and TSS lane width that can be used in practical applications to ensure the safety of navigation; improve navigation efficiency, safety and risk analysis in given area, and for the creation of a general model of ship traffic flow.

Detection of small crafts/targets, in particular, sailing yachts with the ship's radar is not always possible. Radar reflectors are used to improve their detection. The AIS (Automatic Identification System) transmits position, motion vector and identification signals of a vessel to other ships and VTS (Vessel Traffic Services) centers . This system significantly increases the possibility to detect small crafts. The paper presents results of comparative study of using information from the Automatic Identification System and from radar to determine the accuracy of tracking the position and motion vector of ships in the Gulf of Gdansk. Possibilities and limitations of the AIS are also presented.
