    The article aims to show the major labour market problems connected to economic and social changes which happened in Poland at the end of the 20th and at the beginning of the 21th century, and their practical implications for educational purposes. Their results are difficult to estimate as they are still in process. However, they are inarguably long-termed and long-lasting. The question emerges about the nature of radical changes in Poland in the last decade and their consequences. The diagnosis of these changes constitutes an important research subject as well as the theoretical reflection for sociologists, economists, pedagogues, psychologies as practical programs implemented in the educational policies of the country depend on its accuracy. The long-awaited membership in the European Union has transformed Poland into a new European-global dimension. It is marked with hypercompetition, free flow of human resources, new, flexible forms of employment, high unemployment rates in Europe, therefore a need for the scientists, practitioners and politicians to reflect on these in an attempt to find the solutions, not only to form questions. It is felt that a social debate as well as institutions and non-government organizations should play a vital role in adjusting to the new labour market. Similarly to other European countries, they should become an active partner in unemployment prevention programs.

    Opis:
    The study presents not only the formation and aim of the National Investment Funds but also the intended goal, i.e. to increase the value of corporation shares in which the NIF is a shareholder. The study shows the results of the program realisation by the NIF that is the diffusion of the capital it shows the possibilities of the capital concentration as instanced by the NIF’s share certificates which were given to the citizens as NIF program realization. The precio also focuses on the effects of the share certificates’ concentration that are based on the elaboration by prof. Adam Biela from the John Paul II Catholic University in Lublin. The effect of such a concentration is the creation of a group of mutual capital expenditure, that is the Święty Jerzy Fund ltd. in Zamość, upon the basis of the NIF’s share certificates. The partnership Święty Jerzy Fund plays a very positive role in the local communities. In the current economic situation, when small and medium partnerships gain no outside support, the funds’ role is to support the existing partnerships in transformation which will guarantee the existence of work places and prevent the rise of unemployment. The disadvantage of Święty Jerzy Fund is the fact that it has not worked the dividends yet there are two reasons for this situation. The first one is the loss resulted from lowering the shares’ value on which the NIF had no influence. The second one might be mismanagement, caused by the lack of experience of the board.

    SummaryTe main purpose of the study is to present a general overview of legal measures that support employment of older Danish workers and therefore prevent their unemployment. The analysis of the legal construction and effectiveness of these measures, supplemented by the results of research conducted in other selected European countries, will provide the basis for developing a model of combating unemployment among older people in Poland. The following discussion will be focused on Danish legal institutions that are most frequently discussed in the literature.
    StreszczenieCelem opracowania jest ogólna charakterystyka środków prawnych, które wspierając zatrudnienie duńskich pracowników w starszym wieku, przeciwdziałają ich bezrobociu. Analiza konstrukcji i skuteczności tych środków, uzupełniona wynikami badań przeprowadzonych w innych wybranych krajach europejskich, będzie stanowić podstawę dla opracowania modelu przeciwdziałania bezrobociu wśród osób starszych w Polsce. Poniższe rozważania zostaną skoncentrowane na instytucjach prawnych najczęściej omawianych w literaturze przedmiotu.

    Podejmowane w Niemczech w stosunku do osób starszych inicjatywy koncentrują się przede wszystkim na wydłużaniu ich aktywności zawodowej, obejmując przy tym problematykę przeciwdziałania bezrobociu, aktywizacji zawodowej oraz ograniczania dostępu do pasywnych form wsparcia. Celem opracowania jest ogólna charakterystyka środków prawnych, które wspierając zatrudnienie niemieckich pracowników w starszym wieku, przeciwdziałają ich bezrobociu. Analiza konstrukcji i skuteczności tych środków, uzupełniona wynikami badań przeprowadzonych w innych wybranych krajach europejskich, będzie stanowić podstawę dla opracowania modelu przeciwdziałania bezrobociu wśród osób starszych w Polsce. Poniższe rozważania zostaną skoncentrowane na niemieckich instytucjach prawnych najczęściej omawianych w literaturze przedmiotu.
    The initiatives undertaken in Germany with respect to the older workers are concentrated on extending their vocational activity, including the issue of unemployment prevention, labour market activation and limiting the access to the passive form of support. The main purpose of the study is to present a general overview of legal measures that support employment of older German workers and therefore prevent their unemployment. The analysis of the legal construction and effectiveness of these measures, supplemented by the results of researches conducted in other selected European countries, will provide the basis for developing a model of combating unemployment among older people in Poland. The following discussion will be focused on German legal institutions that are most frequently discussed in the literature.

    The article presents the results of empirical research, which was designed as tests for verification exploration of the role of the teacher in the system of professional counseling, conducted in 2002-2003 (Pituła 2006).     W pedagogice orientacji socjologicznej okresu międzywojennego podjęto badania nad społecznymi nierównościami warunkującymi rozwój dziecka. Socjologowie, socjologowie wychowania, pedagodzy społeczni oraz inni teoretycy i praktycy, których żywo interesował los dziecka znajdującego się w trudnej sytuacji życiowej, ukazywali czynniki społeczne wpływające na proces wychowawczy w środowiskach rodziny wiejskiej, miejskiej, w szkole. Zwracano uwagę na zależność kariery życiowej i szkolnej dziecka od sytuacji egzystencjalno – materialnej, kulturowej czy panującej atmosfery wychowawczej w rodzinie. W kontekście warunków środowiskowych śledzono takie zjawiska jak: frekwencja szkolna, drugoroczność, odpad szkolny, problem dojrzałości szkolnej. W badaniach o charakterze diagnostycznym i praktycznym stosowano różne metody i techniki, m.in. obserwację swobodną, planową, ankietę, wywiad, wykorzystując szczegółowo opracowane kwestionariusze, arkusze z danymi statystycznymi, tablice statystyczne itp. Diagnoza społeczna służyła do projektowania i organizowania działań profilaktycznych, pomocowych i kompensacyjnych (H. Radlińska). Eksponowano katastrofalną dla spraw oświatowych politykę władz, której skutkiem było obniżanie się powszechności nauczania i wzrost liczby dzieci pozostających poza szkołą oraz wypowiadano się przeciwko wczesnej selekcji dzieci i młodzieży w zakresie edukacji (M. Falski).
    In the sociologically oriented educationaltheory of the inter-war period studies were carried out in order to investigate the effects of social inequalities on the infantile development. Sociologists, education sociologists, social pedagogues and other professionals of theory and practice, who were concerned in and about the fate of children and adolescents living in difficult existential conditions indicated the socio-economic factors which affected the educational process within the structures of both urban and rural family-environments and in the course of institutional education. It was pointed out that there exists a strong interdependence between the respective educational and life careers of a child and its socio-economic background and cultural situation, in brier the educational background and climate prevailing in the family. With regard to the environmental conditions the following factors were of special interest: school attendance, repeating a grade, school dropouts, problems with school readiness. The diagnostic and practical studies implemented various methods and techniques, among others: open ended observarion, planned observation, survey and interview, using questionnaires, especially designed for the respective purposes, data sheets, statistical tables and more. The social diagnosis was the basis for the planning and implementation of preventive, supporting and compensatory measures (H. Radlińska). The studies exposed a disastrous education policy pursued by the authorities, which had caused an overall decrease of the educational level and an increase in the number of children who completely fell through the grid of the public eduactional system. The results of the studies lead to the conclusion, that early selection during the education process has negative effects on children and adolescents (M. Falski).
