Opis:: The article considers the components and the forming factors of modern Ukrainian image. Attention is focused on the unique geographical location of Ukraine, which causes both advantages and significant political problems for the country. The authors defines internal and external factors which negatively affected the perception of Ukraine by other countries of the world. These factors include political instability, low living standards, developing corruption, torture and imprisonment of Euromaidan activists etc. The elements of a positive Ukrainian image in such areas like sport, culture, history and science are shown in the article. These advantages should be considered to build an optimal image of the country and to promote it through various mass media channels, including Diaspora`s potential. Investigating the quality of Ukrainian image and its real ranking among countries, as well as citizens` choice of geopolitical partners the data of the State Statistics Service of Ukraine on foreign investment figures Human Development Index, ranking of global competitiveness, SWOT-analysis, the results of the public opinion of the Razumkov Centre and Ilko Kucheriv Democratic Initiatives Foundation were included. In order to improve the image of Ukraine in geopolitical context the authors suggest developing a unified position on various social and political issues , which will be covered by foreign media, pursuing an active information policy of a specific institution with proper funding, clearly defining geopolitical priorities and self- determination, reconstructing the existing political system as there are favorable conditions and urgent need for such changes.

Opis:: Transcarpathia (Zakarpattia) is one of the most interesting regions of Ukraine. It was part of at least six different states only in the twentieth century, and thus language priorities were subject to frequent changes. As a result, there are inscriptions in Ukrainian, Russian, Hungarian, English, Romanian, Czech and many other languages there today. This makes the linguistic landscape of Transcarpathia worth analysing. The concept of “linguistic landscape” is no longer new for Ukraine and for Transcarpathia in particular, which allows us to highlight the advantages and disadvantages of previous works on the topic. The article is illustrated with photographs taken by the author in the Transcarpathian region of Ukraine.
Zakarpacie to jeden z najbardziej interesujących regionów Ukrainy. Tylko w XX wieku znajdowało się w granicach sześciu różnych państw, co skutkowało częstymi zmianami priorytetów językowych w regionie. W rezultacie na terenie Zakarpacia można znaleźć napisy w języku ukraińskim, rosyjskim, węgierskim, angielskim, rumuńskim, czeskim oraz wielu innych. Dlatego uzasadnione jest przeprowadzenie analizy krajobrazu językowego tego regionu. Pojęcie „krajobrazu językowego” nie jest już nowe dla Ukrainy, a zwłaszcza dla Zakarpacia, co pozwala nam podkreślić zalety i wady wcześniejszych badań. Tekst został zilustrowany fotografiami wykonanymi przez autora artykułu na terenie obwodu zakarpackiego w Ukrainie.

Opis:: Статья посвящена проблемам формирования и реализации государственной языковой политики Украины в области образования. Проанализированы исторические и социально-политические факторы, повлиявшие на языковую деформацию в украинском обществе, представлена эволюция законодательных норм в области государственной языковой политики. Исследовано современное состояние в области обучения на языках национальных меньшинств, представлены различные точки зрения о его эффективности и влиянии на двусторонние международные отношения. Показаны качественные изменения в системе образования Украины накануне аннексии Автономной Республики Крым и части Донецкой и Луганской областей, проанализировано принятое накануне президентских выборов 2019 г. законодательство Украины об укреплении статуса украинского языка как государственного. Исследованы вопросы, связанные с изучением иностранных языков в Украине в контексте имплементации рекомендаций институций ЕС в части развития языковых компетентностей граждан и увеличения количества языков, которые должны изучаться в системе образования.
The article deals with the problems of formation and implementation of the state language policy of Ukraine in the field of education. It analyzes historical and socio-political factors causing language deformations in Ukrainian society as well as the evolution of the legal framework of the state language policy. Authors present contemporary situation of teaching languages of national minorities showing various approaches to its effectiveness and impact on bilateral international relations considering changes in quantitative indicators in the education system of Ukraine before the annexation of the Autonomous Republic of Crimea and parts of the Donetsk and Lugansk regions. The article analyzes legislative acts of Ukraine on strengthening the status of Ukrainian as the state language, adopted on the eve of the 2019 Presidential election and problems of studying foreign languages in Ukraine, implementing the recommendations of the EU institutions concerning the development of linguistic competence of citizens and increasing the range of foreign languages that should be studied in the education system.

Opis:: The article deals with silk as an integral part of the material and artistic culture of the Ukrainian people, and various aspects of the silk industry in Ukraine in the 17th-18th centuries. At present there is no scientific papers that have comprehensively examined this topic. Only recently have some works and individual articles devoted to the specific aspects of the use of silk in Ukrainian culture started to be published. The tradition of using silk fabric goes back to Kievan Rus. Although silk was actively used in Ukraine, the first attempts to produce silk threads occured only in the 17th century. Both in the Russian and the Austro-Hungarian empires the spread of silk production was initiated by the state. This was because the import of this fabric was very expensive. Experience has shown that it was not the state but private production that was more successful. Private factories not only produced raw materials but also made progress in making fabrics and tailoring specific products.

Opis:: Стаття присвячена сприйняттю знаним українським громадсько-політичним і культурно-освітнім діячем Максимом Антоновичем Славінським (1868-1945) Чехословацької республіки та постаті її першого президента Т.Ґ. Масарика. Методологія дослідження базована на вивченні та критичному аналізі офіційних звернень М. Славінського до вищого керівництва Чехословаччини, його інтерв’ю та публікацій про Т.Ґ. Масарика, нарисів про міжнародні відносини та іншої політичної публіцистики. Використання дослідницьких принципів історизму, наукової об’єктивності та системності сприяло вивченню особливостей сприймання М. Славінським Чехословацької республіки та постаті її першого президента Т.Ґ. Масарика. Автор статті відзначає, що одними з пріоритетних об’єктів вивчення для українських емігрантів у міжвоєнний період стали Чехословацька республіка та постать її першого президента Т.Ґ. Масарика. Значною мірою це пояснюється унікальною підтримкою владою цієї країни культурних потреб українських біженців. Представники викладацького складу і студенти створених у ЧСР освітніх та культурно-наукових закладів у своїх працях неодноразово приділяли увагу різним сторонам діяльності Т.Ґ. Масарика, висловлюючи в такий спосіб вдячність ЧСР та її очільнику за підтримку. Також відповідна увага зумовлювалася прагненням вивчити успішний державотворчий досвід слов’янської країни та її першого президента. Зауважено, що особливістю висвітлення цієї тематики М. Славінським було те, що він вивчав її не як науковець, а як державний діяч, бувши в 1919-1923 рр. головою Надзвичайної дипломатичної місії УНР у Чехословацькій республіці, в 1923-1939 рр. – як емігрант. Констатовано, що на посаді голови дипломатичної місії УНР і згодом як емігрант М. Славінський оцінював постать Т.Ґ. Масарика з погляду його політичних успіхів. У оцінках президента Чехословаччини помітна певна глорифікація. Чехословацька республіка згадувалась у контексті успішного державотворчого досвіду, зокрема, відзначався її демократизм, політична консолідація країни, миролюбна зовнішня політика. Ставлення до України оцінював як нейтралітет, відзначав підтримку Прагою української військової еміграції. Високі оцінки ЧСР визначалися не лише дипломатичним тактом представника України. Вони відбивали серйозні внутрішні та зовнішньополітичні здобутки молодої держави. Як емігрант М. Славінський не змінив своєї високої оцінки Чехословацької республіки та її першого президента, наголошував підтримці ними культурного життя української еміграції. Щоправда, після руйнування ЧСР у 1938-1939 рр., М. Славінський згадував нерозв’язаність національного питання, констатував проблеми зовнішньополітичної орієнтації країни.
The article is devoted to the perception of the Czechoslovak Republic and the personality of its first president, T.G. Masaryk, by the famous Ukrainian socio-political, cultural and educational figure Maksym Slavinsky (1868-1945). The research methodology is based on the study and critical analysis of M. Slavinsky's official addresses to the top leadership of Czechoslovakia, his interviews and publications about T. G. Masaryk, essays on international relations and other political journalism. The use of the research principles of historicism, scientific objectivity and systematicity contributed to the study of the peculiarities of M. Slavinsky's perception of the Czechoslovak Republic and the figure of its first president, T. G. Masaryk. The author of the article notes that one of the priority objects of study for Ukrainian emigrants in the interwar period was the Czechoslovak Republic and the figure of its first president T. G. Masaryk. To a large extent, this is explained by the unique support of the authorities of this country for the cultural needs of Ukrainian refugees. In their writings, teaching staff and students of educational and cultural-scientific institutions established in the Czechoslovak Republic repeatedly paid attention to various aspects of T. G. Masaryk's activities, thus expressing gratitude to the Czechoslovak Republic and its leader for their support. It was noted that the peculiarity of the coverage of this topic by M. Slavinsky was that he touched it not as a scientist, but as a statesman, being in 1919-1923 the head of the Extraordinary Diplomatic Mission of the Ukrainian People's Republic in the Czechoslovak Republic, in 1923-1939 - as an emigrant. It was established that as the head of the diplomatic mission of the Ukrainian People's Republic and later as an emigrant, M. Slavinsky evaluated the figure of T.G. Masaryk from the point of view of his political successes. A certain glorification is noticeable in the assessments of the president of Czechoslovakia. The Czechoslovak Republic was mentioned in the context of a successful state-building experience, in particular, its democracy, political consolidation of the country, peaceful foreign policy were noted. He assessed the attitude towards Ukraine as neutrality, noted Prague's support for Ukrainian military emigration. The high evaluations of the Czechoslovak Republic were not determined only by the diplomatic tact of the representative of Ukraine. They reflected the serious domestic and foreign political achievements of the young state. As an emigrant, M. Slavinsky did not change his high assessment of the Czechoslovak Republic and its first president, he emphasized their support for the cultural life of Ukrainian emigrants. However, after the destruction of the Czechoslovak Republic in 1938-1939, M. Slavinsky mentioned the unresolved national issue and stated the problems of the country's foreign policy orientation.

Opis:: Mental origins of Soviet totalitarianism were formed after the brutal military conflict during the establishment of the Soviet regime in Ukraine. Protracted military confrontation of several military and political forces exposed civilians to violence and lawlessness. Mass sufferring devalued a human life and intensified social disappointment. Physical and psychological injuries affected daily life and values of the society. The values of survival and self-preservation became dominant under conditions of permanent violence against society. The main characteristic of the totalitarian mentality was the fear, which consolidated the position of non-interference and passivity. During the 1920s and 1930s it facilitated Soviet authorities to use violence against some classes and groups of the society (requisition of bourgeoisie property, abuse of intellectuals, clergy, etc.). Sharp inversion of values, philosophical and moral foundations of the nation, multiplied by the forcible practices of the Soviet policy, resulted in the erosion of values, distorted traditional behavioral patterns of the society and caused deep injuries of mass consciousness.
Ментальные истоки советского тоталитаризма формировались с момента жестокого военного конфликта в период установления советского режима в Украине. Затяжное военное противостояние нескольких военно-политических сил сопровождалось насилием, погромами, беззакониями над мирными жителями, массовые страдания обесценили человеческую жизнь, усилили разочарование общества, физические и психологические травмы отразились на последующих практиках повседневной жизни, ценностных ориентациях общества. Ценности выживания и самосохранения стали доминирующими в условиях перманентного насилия над социумом. Главной чертой тоталитарного менталитета стал страх, который укрепил позицию невмешательства и пассивности, что на протяжении 1920 – 1930-х гг. облегчило советским органам возможность применять практику насилия над отдельными классами, группами общества (реквизиции имущества буржуазии, издевательства над интеллигенцией, духовенством и т.д.). Резкая инверсия ценностных ориентиров, мировоззренческих и моральных основ нации, умноженная на силовые практики советской политики, обусловили эрозию ценностей, исказили традиционные модели поведения социума, вызвали глубокие травмы массового сознания.

Opis:: The article deals with political slogans placed on billboards and advertising spots dedicated to political advertisement and the 2014 Parliamentary elections. Following the time after ‘Euromaidan’, the 2014 elections were the fi rst after the dissolution of the Verkhovna Rada of Ukraine 7th convocation. The author presents research categories of the noun and verb (i.e. degrees of comparison of adjectives and forms of numerals and adverbs) which she fi nds the most important. The author concludes that nouns and verbs appear more frequently and are more visible than other parts of speech. What is more, a choice of appropriate lexis aff ects the way we perceive advertisement.

Opis:: The article consistently discussed the formation of the consumer services sector in the provincial cities of Left-Bank Ukraine at the end of 18th – at the beginning of the 20th centuries. The existing management system of consumer domestic services was revealed. The organization forms of production and business associations were determined. A significant attention was paid to the transformation features of market services and communication methods with customers. It was concluded that the consumer services sphere of the provincial cities of Left-Bank Ukraine passed several stages of development, which had certain differences.

Opis:: Theoretical and methodological aspects of global competitive advantage for Ukrainian agricultural industries are considered in the article. Рост уровня интегрированности мировой экономики сопровождается интенсификацией потоков технологий, товаров и экономических ресурсов, движущихся через национальные границы. Интенсивность таких процессов зависит от различий в уровнях экономических переменных: товары и услуги перемещаются более интенсивно в связи с разными уровнями цен, а финансовый капитал перетекает в результате различий в уровнях процентных ставок и доходов. Следствием процесса интернационализации является рост объемов факторов производства зарубежного происхождения – иностранных инвестиций, технологий, консультативных услуг. При таких условиях необходимы новые подходы к решению проблем развития агропромышленного комплекса, учитывая конкурентные стратегии участников мирохозяйственных связей.

Opis:: The paper considers the meaning of the term “floor-crossing”, its basic kinds, legislative regulation and features of party switching in Ukraine since its independence. It has been found out that crossing the floor, change of political orientations and, as a consequence, adjustment of pre-election promises, the reality the Ukrainian politician face. Floor crossing in the Ukrainian Parliament has become a phenomenon that altered coalitions, generated opportunism and political corruption. It has been established that in modern practice there are two possible ways of influencing the process of inter-party switching: a legislative ban or a purely formal condemnation of the deputy’s/party’s actions on the part of the electorate and party members. To reduce the number of switching between factions, Ukraine has a so-called imperative mandate (a special version of it). It applies only to the deputies who are elected from the lists of political parties. Consequently, the problem lies in the partial legislative regulation of the problem of “floor-crossing”, which should be enshrined in new regulations /normative acts/. This acquires particular significance in the context of Russian military aggression and possible subversive activity of pro-Russian politicians, whose activities should be ruled out by such legislative acts. Any attempts to discredit the country on the part of deputies, making advances to the aggressor, should have legal consequences and the possibility for the electorate to influence the politician being elected. It has been found that frequent party switching discredits electoral and parliamentary system and shows flaws in the selection of personalities and why they go into politics; in addition, it can also indicate the strength or weakness of political parties. It has been proven that excessive and nontransparent motivated floor-crossing of deputies is becoming rarer with each new convocation, indicating a positive trend in the qualitative selection of candidates for deputies among party members. The final consolidation of the proportional system with open lists in the Electoral Code and the legislative regulation of inter-party/inter-factional switching should be the basis of qualitative deputy composition and commitment to declared political ideas.
В статье рассматривается значение термина «флоркросинг», его основные виды, законодательное регулирование и особенности смены партий в Украине за годы ее независимости. Выяснено, что флоркросинг, смена политических ориентаций и, как следствие, корректировка предвыборных обещаний, реальность, с которой столкнулся украинский политик. Флоркросинг в украинском парламенте стал явлением, которое изменило коалиции, породило оппортунизм и политическую коррупцию. Установлено, что в современной практике возможны два способа воздействия на процесс межпартийных переключений: законодательный запрет или чисто формальное осуждение действий депутата/ партии со стороны электората и членов партии. Для уменьшения количества переключений между фракциями в Украине существует так называемый императивный мандат (особая его версия). Он распространяется только на депутатов, избранных по спискам политических партий. Следовательно, проблема заключается в частичном законодательном регулировании проблемы «флоркросинга», что должно быть закреплено в новых нормативных актах. Это приобретает особое значение в условиях российской военной агрессии и возможной подрывной деятельности пророссийских политиков, деятельность которых должна быть исключена такими законодательными актами. Любые попытки дискредитировать страну со стороны депутатов, заигрывая с агрессором, должны иметь правовые последствия и возможность для электората влиять на избираемого политика. Выявлено, что частая смена партий дискредитирует избирательно-парламентскую систему, показывает недостатки в подборе личностей и причинах их ухода в политику; кроме того, это также может указывать на силу или слабость политических партий. Доказано, что чрезмерные и непрозрачные мотивированные переходы депутатов с каждым новым созывом становятся все более редкими, что свидетельствует о положительной тенденции качественного отбора кандидатов в депутаты из числа членов партии. Окончательное закрепление пропорциональной системы с открытыми списками в Избирательном кодексе и законодательное регулирование межпартийной/межфракционной смены должно стать основой качественного депутатского состава и приверженности декларируемым политическим идеям.
