W artykule przedstawiono wykorzystanie systemu GPS do rejestracji pracy środków transportowych i możliwości wykorzystania zebranych danych do oceny efektywności transportu wewnętrznego w przedsiębiorstwie branży rolno-spożywczej. Badania przeprowadzono na terenie gospodarstwa rolnego, podczas zbioru pszenicy z pola powierzchni 36,2 ha, oddalonego o 13,9 km od siedziby gospodarstwa. Ogółem przetransportowano 283,8 t. Na podstawie zebranych danych zostały obliczone czasy trwania kursu z ładunkiem i bez ładunku, czas obrotu, wielkość potoku towarowego i prędkość eksploatacyjna oraz techniczna.
The paper presents the use of the GPS system for recording the work of transport means and the possibilities of using collected data to evaluate the efficiency of internal transport in an agricultural enterprise. The study was carried out on a farm while harvesting wheat from a field 13.9 km away and an area of 36.2 ha. For transporting was 283.8 t. Based on the results obtained, the time course of the course with the load and unloaded, the time of rotation, the size of the cargo stream and the speed of service and technical.

Opis:
Mikromobilność to wykorzystywanie w systemie transportowym miast małych i lekkich środków transportu umożliwiających pokonywanie krótkich dystansów. Dzięki niewielkim gabarytom i małej masie ułatwiają one poruszanie się po wąskich i zatłoczonych odcinkach miast, a ich alternatywny napęd eliminuje hałas i redukuje tzw. ślad węglowy. Do środków tych zaliczają się m.in. rowery, hulajnogi, deskorolki, skutery, motorowery, a także małe, lekkie samochody (ang. microcar, quadricycle). Celem artykułu jest wyjaśnienie, czym jest mikromobilność, wskazanie jej miejsca i zastosowania w systemie transportowym miasta oraz zaprezentowanie stanu mikromobilności w Polsce. W realizacji tego celu przydatne były: analiza wybranej literatury przedmiotu i próbne badania z wykorzystaniem kwestionariusza ankietowego. W podsumowaniu zwrócono uwagę na duże zainteresowanie mikromobilnością i jej wpływem na obsługę pierwszego i ostatniego kilometra transportu w mieście, a także na liczne bariery związane z jej wdrażaniem. Zdaniem autora artykułu w postępie mikromobilności bardzo istotnymi zagadnieniami są rozbudowa tzw. niezmotoryzowanej infrastruktury, poszerzenie dostępności do niej, uzupełnianie, modyfikowanie i szybkie przyjmowanie stosownych uregulowań prawnych, opracowanie standardów bezpieczeństwa, homologowanie urządzeń mikromobilności oraz kontrolowanie i nadzór nad tymi urządzeniami w ruchu.
Micromobility uses small and light means of transport in the city transport system to cover short distances. Due to their small size and low weight, these measures facilitate movement in narrow and crowded sections of cities, and their alternative drive eliminates noise and reduces the so-called carbon footprint. They include, among others, bicycles, scooters, skateboards, mopeds and also small light cars (microcar, quadricycle). The purpose of the article is to explain what micromobility is, to indicate its place and application in the city transport system and to present micromobility in Poland. In achieving the goal, an analysis of the selected literature on the subject and a test research using a questionnaire proved useful. In the summary, attention was drawn to the great interest in micromobility and its impact on the service of the first and last kilometre of transport in the city, as well as to numerous barriers related to its implementation. According to the author of the article, in the progress of micromobility, a very important issue is the expansion of the so-called non-motorised infrastructure, expanding accessibility to it, supplementing, modifying and quickly adopting relevant legal regulations, developing safety standards, approving micromobility devices, as well as controlling and supervising these devices in motion.

The considerations contained in the article concern the modeling of transport system activities aimed at optimally distributing the flow of cargo in the transport network, while increasing the efficiency of disposing of vehicles for transport purposes. The article presents the methods of designing the organization of the transport process and the analysis of the transport system using the Petri network.

Treścią niniejszego artykułu będą zagadnienia dotyczące transportu miejskiego. Zostanie przedstawione znaczenie trans-portu miejskiego w Polsce w latach 2014-2016 oraz zapotrzebowanie na ten rodzaj przemieszczania w różnych regionach kraju. Charakterystyce poddane zostaną środki i infrastruktura transportowa wykorzystywana do zaspokajania potrzeb społeczeństwa w zakresie przemieszczania się po mieście i terenach podmiejskich. Ocenie zostanie poddana także jakość usług oferowanych przez przewoźników miejskich w Krakowie, ich tabor, ceny biletów oraz zamieszczone zostaną opinie pasażerów o tej formie przemieszczania się na krótkie odległości.
This article focuses on the issues regarding the city transport. The significance of city transport in Poland from 2014 to 2016 is discussed, including the demand for this type of travel in various regions of the country. The means of transport and transport infrastructure used to meet the society’s needs in terms of moving about the city and the suburban areas is characterized. The quality of services offered by the city’s transport operators in Krakow is also examined as well as their fleet vehicles and ticket prices. Furthermore, passengers’ opinions about this form of travelling short distances are included.

This paper discusses the findings of studies on the relationship between the world economy and transport, based on the polynomial curve in 1995-2015. The socio-economic measures were reviewed, recognizing that GDP, although not reflecting what is happening in the social sphere, is the best indicator of economic growth, especially its dynamics. The results of the review show a high convergence in the shaping of the polynomial curves representing GDP and total transport, which is confirmed by the closeness of this relationship, as well the relationship between economic development and transport. The coefficients R2 of the variables studied are fully reliable, ranging from 0.9725 to 0.9954.

The aim of this paper is to determine the level of diversification of Polish voivodeships in terms of the selected indicators of transport infrastructure. The data collected from the Local Data Bank of Central Statistical Office will be used in the paper. By means of some methods of linear ordering and cluster analysis the ordering and classification of the Polish voivodeships will be carried out. The obtained results will allow to make an evaluation of Polish voivodeships in terms of the level of development of transport infrastructure.

Procesy integracji realizowane pomiędzy globalnymi operatorami morskich przewozów kontenerowych są powszechnym zjawiskiem rynkowym. Proces ten powoduje jednak stopniowy wzrost koncentracji rynku, co może skutkować zdominowaniem sektora przez największych armatorów. Tym samym ograniczeniu ulegnie efektywność funkcjonowania rynków, które dążyć będą do oligopolizacji. Celem artykułu jest przedstawienie możliwości wykorzystania miar koncentracji rynków dla badania poziomu ich konkurencyjności. W opracowaniu dokonany został przegląd dorobku w obszarze miar koncentracji, gdzie szczególną uwagę zwrócono na specyfikę poszczególnych rozwiązań. Przy wykorzystaniu tychże wskaźników przeprowadzono pomiar koncentracji rynku oparty na rankingu największych morskich operatorów kontenerowych na świecie. Przeprowadzona analiza potwierdziła znaczenie odpowiedniego doboru miar koncentracji na uzyskany wynik, a co za tym idzie – na ocenę stopnia konkurencyjności rynków.
Mergers and acquisitions among global operators of maritime container traffic are a common market phenomenon. At the same time, this process causes a gradual increase in market concentration, which in turn can lead to domination of the sector by major shipowners. Thus, the effectiveness of markets will be restricted by evolution of its structures towards oligopolistic competition. The aim of the article is to present the possibilities of using fundamental measures of market concentration to study their level of competitiveness. A review of the current literature in the field of measurement of concentration was described. By using these measures, subsequently, a research based on the ranking of the largest marine container operators in the world was provided as well. The analysis confirmed the importance of the choice of measures on the obtained measurement result, and thus to assess the degree of competitiveness of markets.

The aim of this paper is to find the best public transport system suitable for suburban areas. Two measures of evaluation are developed, in sense of spatial and temporal accessibility. Three options of transport system are evaluated with the use of these measures, with consideration of different time horizons. The first option was the existing bus system. The second option concerns the modification and development of the bus system with the addition of rail transit. A futuristic "dial-a-ride" system is studied in the third option. The ranges of residences from past, present and future are shown for selected time horizons in relation to transportation network. The study concludes that only advanced "dial-a-ride" system can offer good conditions for people who choose public transport means compared to private car transport. The analyses were conducted for an exemplary village located within one Polish agglomeration. The conclusions could be adopted in other cities and countries due the similarity of urbanisation and transportation processes around the whole world.

Air transport consists in moving people or goods by air. Aircrafts, known as the main means of air transport, can be divided into two categories: airplanes and helicopters. Such transport is the most modern and the most dynamically developing branch of transport. It is also considered to be the safest mode of transport, even though, for various reasons, aviation accidents still occur. Security in aviation has various connotations. According to the International Civil Aviation Organization (ICAO), it is a state in which the possibility of damage to persons or property is minimized and is maintained as part of a continuous process of hazard identification and safety risk management at an acceptable level or below this acceptable level. Aviation security includes flight safety and aviation security against acts of unlawful interference. There is a significant difference between the meaning of "safety" and "security". The first of these concepts means preventing unintentional damage, while the second refers to the procedures undertaken in order to prevent deliberate damage resulting from an intentional act. As it appears from the abovementioned information, the immovable part of aviation safety is aircraft protection, including the protection of civilian airports.The aim of the article is to draw attention to the problems of air transport security, including the security of airports, related to the evolution of threats and the functioning of the airport security system. The problem that the authors address is expressed in a question: in what directions should the current solutions in the field of air transport security be improved in order to effectively prevent acts of unlawful interference in the future? Theoretical research methods, such as the analysis and synthesis of information contained in literature and source materials, inference, comparison, were used to develop the article.

The development of measures in civil aviation protection against illegal acts is based on the analysis of incidents, which can be divided into four development stages. Before 9/11, civil aviation entities were mostly reactive; only new threats warranted a proactive approach to mitigating air threats. The present article’s aim was to analyse the development of methods for checking passengers and objects intended for air transport. The analysis of selected incidents, control processes, and the level of security achieved confirm that the implemented security methods and proactive approach to working with air traffic risks are a suitable compromise between passenger comfort, technological development of detection devices, and processes at the airport.

The article discusses the issue of selection of the technical measures and the means of transport to carry out the executive and transport operations transport infrastructure investment: the chains of suppliers on the example of transport task, in production - for example the building transport infrastructure investment and in the storage warehouse. The developed method allows to determine the construction schedule (determination of the order of operations performed optimal technical measures and optimal means of transport) with the optimal function criterion (cost / time). The simulations have shown that this method allows an unambiguous selection of the technical measures and means of transport (vehicles) to implement the particular technological operations at a given time/cost, taking into account the established constraints.

Opis:
The purpose of this article is to present the results of research on the impact of the COVID-19 pandemic on the activity of road freight transport companies. Moreover, it outlines the main corrective actions that have been taken by road carriers to eliminate the effects of the crisis. The source basis are the results of studies, which were conducted on a purposively selected sample of 100 enterprises representing the sector. What emerges from the research carried out is a destructive impact of the pandemic on the activities carried out in the field of road transport. Consequences of the epidemic can be seen both in the reduction for transport services' demand and in poorer financial condition of the companies surveyed. In response to the crisis, transport companies have taken numerous cost-cutting measures.
Celem artykułu jest przedstawienie wyników badań dotyczących wpływu pandemii COVID-19 na działalność przedsiębiorstw transportu drogowego towarów z jednoczesnym nakreśleniem głównych działań naprawczych, które zostały podjęte przez przewoźników w celu eliminacji skutków kryzysu. Podstawę źródłową stanowią wyniki badań bezpośrednich, które przeprowadzono na celowo dobranej próbie 100 przedsiębiorstw reprezentujących ten sektor. Z przeprowadzonych badań wyłania się destrukcyjny wpływ pandemii na działalność realizowaną w obszarze transportu drogowego. Skutki epidemii widoczne są zarówno w spadku zapotrzebowania na usługi przewozowe, jak i w gorszej kondycji finansowej badanych przedsiębiorstw. W odpowiedzi na ten kryzys przewoźnicy drogowi podjęli liczne działania zmierzające do redukcji kosztów.

Opis:
Operational vehicle quality measures are an important element used to evaluate the performance of transport services. In practice, there are many methods involved in the operational evaluation of vehicles. They are characterized in this article. Artificial Intelligence methods, especially artificial neural networks, can also be successfully used for this purpose, and especially when deciding on quality assessment processes for machines, including motor vehicles. The use of methods to support decision-making based on facts is extremely important for the credibility and objectivity of the evaluation. These methods can also be used in relation to the use of vehicles in the assessment of transport services. The article presents the method of using artificial neural networks for the operational evaluation of vehicles used in freight transport services. The basis for the verification of the method was an experimental research carried out at a company making dairy products, cooperating with transport companies, supplying products for the production process. The results obtained from the operation of vehicles from the studied companies have confirmed, at the probability level of 99%, high efficiency of the proposed method in evaluating transport services using operational vehicle quality measures.
Eksploatacyjne miary jakości pojazdów są istotnym elementem wykorzystywanym do oceny realizacji usług transportowych. W praktyce mamy do czynienia z wieloma metodami związanymi z eksploatacyjną oceną pojazdów. Scharakteryzowano je w artykule. Metody sztucznej inteligencji, a zwłaszcza sztuczne sieci neuronowe, również mogą być z powodzeniem wykorzystane do tego celu, a zwłaszcza przy podejmowaniu decyzji w procesach oceny jakości maszyn, w tym pojazdów samochodowych. Zastosowanie metod, które pozwalają wspomagać proces decyzyjny na podstawie faktów jest niezmiernie istotne z punktu widzenia wiarygodności i obiektywności oceny. Metody te mogą być również wykorzystane w odniesieniu do eksploatacji pojazdów w zastosowaniu do oceny usług transportowych. W artykule przedstawiono metodę wykorzystania sztucznych sieci neuronowych do eksploatacyjnej oceny pojazdów wykorzystywanych w usługach transportowych towarów. Podstawę weryfikacji metody stanowiły badania eksperymentalne przeprowadzone w przedsiębiorstwie produkującym produkty mleczarskie, współpracującym z firmami transportowymi, dostarczającymi wyroby do produkcji. Uzyskane wyniki potwierdziły z 99-procentowym prawdopodobieństwem wysoką skuteczność proponowanej metody w dokonywaniu oceny usług transportowych z wykorzystaniem eksploatacyjnych miar jakości pojazdów.

Opis:
Pomoc publiczna była zawsze obecna w sektorze transportu lotniczego. Fakt, że linia lotnicza znalazła się w sytuacji, w której zmuszona była wystąpić o publiczne wsparcie z punktu widzenia unijnego prawa konkurencji jest czymś niekorzystnym, jednak nie niespotykanym. Komisja Europejska stojąc na stanowisku, że każda pomoc publiczna zaburza konkurencję, wymaga od jej beneficjenta zastosowania środków wyrównawczych, tzw. kompensacji polegającej na konieczności ograniczenia części rentownych operacji, mających na celu w założeniu, stymulowanie konkurencji i minimalizowanie negatywnych skutków wsparcia. Niniejsze opracowanie przedstawia analizę ram prawnych i skutków zastosowania wzmiankowanych środków wyrównawczych oraz ich ewentualnej zmiany, które w transporcie lotniczym przybierają formę redukcji oferowania, czyli zmniejszania floty, rezygnacji z obsługi rentownych połączeń oraz zbycia przydziałów czasów operacji w koordynowanych portach lotniczych. Zagadnienie zostało przedstawione zarówno od strony wpływu stosowanych środków na ogólną konkurencyjność bardzo specyficznego sektora, jak i w kontekście celów społecznej gospodarki rynkowej stanowiącej podstawę ustroju gospodarczego Unii Europejskiej. Wywód kończą wnioski de lege ferenda sformułowane w związku z trwającą „modernizacją” unijnego systemu pomocy publicznej.
State aid has always been present in the airline industry. From the perspective of competition law, the fact that an undertaking was forced to apply for public support is something unwanted, but certainly not unprecedented. The European Commission is of the opinion that every aid measure disrupts competition and thus that a certain compensatory action is required. These compensatory measures involve the scaling-down of parts of commercially viable operations. They are meant to stimulate the competitive process and to minimize the negative effects of the aid in question. This paper analysed both the regulatory regime and the impact of the discussed measures, including the possibility of their amendment. In the air transport sector, compensation takes the form of a reduction of the service offering. This translates into fleet culling, withdrawal from profitable routes and the divestiture of slots at coordinated airports. The issue under consideration is presented from the standpoint of the impact of compensatory measures on the overall competitiveness of the airline industry as well as in the context of the values of social market economy upon which the EU’s economic model is built. The article closes with conclusions de lege ferenda formulated in the light of the EU’s ongoing State Aid Modernisation Plan.

The article presents findings of a survey research carried out on a group of the deaf and the hard of hearing. The objective of the research was to evaluate the quality of public transport in urbanized areas in Poland, identify problems that the deaf and the hard of hearing face while using public transport, and to review a selection of solutions facilitating mobility of this group of people. The survey was conducted on a group of 71 persons, of whom 65% were women and 35% were men. The group surveyed was active professionally and socially, thus they used public transport daily or several times a week, which they confirmed in surveys. Most of them (65%) were persons with profound hearing loss (above 90 dB), 17% with severe hearing loss (71-90 dB), and 11% with moderate hearing loss (41-70 dB). Public transport and its accessibility for the given group in the urban area where they live was assessed as very good by 8% - 17% of the surveyed, good: 23% - 46%, sufficient: 13% - 25%, bad: 13% - 25%, very bad: 3% - 28%. The results presented on the assessment of public transport by the deaf and the hard of hearing indicate that accessibility of public transport in Poland for this group of passengers is on a sufficient level. The assessment of public transport in Poland, performed in the survey, allowed the identification of vital problems the deaf and the hard of hearing face when they use the infrastructure and means of public transport. The article presented a selection of technical solutions used in public transport vehicles in Germany, Austria, Great Britain, France, Poland and Czech. The following aspects were in the focus of this paper: information displayed at stations and train platforms; the passenger information system in vehicles; spots at railway stations where the deaf may obtain help connected with their journey; applications that enable planning a journey. These solutions aim at facilitating travel for the deaf and the hard of hearing.
