Analiza dotyczy odniesień pojawiających się w prawie polskim na tle odniesień występujących w prawie międzynarodowym i unijnym.
The concept of sustainable development is based on the assumption of a compromise between economic development and maintaining the environment in the best condition. It is implemented by various legal acts and planning documents, including those that relate to the protection of the marine environment. The purpose of these considerations is to present and make an assessment of the relationship between the sustainable development and the protection of the marine environment of the Baltic Sea. The analysis concerns references appearing in Polish law in the context of references appearing in the international law and the EU law.

In the last decades, sustainable development has become one of the key principles in the European Union policies. Its concept is based three pillars: economic, social and environmental. They are interdependent and mutually reinforcing. Europe 2020 strategy stresses the importance of more sustainable EU development by establishing a long-term approach based on a clear guidance to climate and energy change. The overall aim of the renewed EU Sustainable Development Strategy (SDS) is to identify and develop activity to ensure the EU to achieve continuous improvement of quality of life through the creation of sustainable communities able to manage and use resources efficiently. It should be based mainly on social innovation potential of the EU economy, to form the background for: economic development, social cohesion and environmental protection. The main goal of publication is to estimate the EU sustainable development policy impact on the economies of the EU Member States. Analysis will be based on Data Envelopment Analysis (DEA) approach, which will let determine the efficiency of this policy. It should contribute to better understanding of the ongoing processes of the sustainable development, providing possibility for monitoring, forecasting and estimating the impact of particular factors on the EU economy in terms of economic, social and environmental aspects.
W ostatnich dekadach, zrównoważony rozwój stał się jedną z najważniejszych zasad w polityce Unii Europejskiej. Jego koncepcja opiera się na trzech filarach: ekonomicznym, społecznym i środowiskowym. Są one współzależne i wzajemnie się uzupełniają. Strategia Europa 2020 podkreśla znaczenie bardziej zrównoważonego rozwoju UE poprzez ustanowienie długoterminowego podejścia opartego na jasnych wytycznych odnośnie do zmian klimatycznych oraz w zakresie energii. Ogólnym celem odnowionej strategii UE dotyczącej trwałego rozwoju (ang. SDS – Sustainable Development Strategy) jest identyfikacja i rozwój działalności, mających zapewnić Unii Europejskiej osiągnięcie stałej poprawy jakości życia poprzez tworzenie zrównoważonych społeczności będących w stanie zarządzać i efektywnie wykorzystywać zasoby. Podejście to powinno opierać się przede wszystkim na społecznym potencjale innowacyjnym gospodarki UE, tworząc podstawę dla: rozwoju gospodarczego, spójności społecznej i ochrony środowiska. Głównym celem publikacji jest oszacowanie wpływu polityki UE w zakresie zrównoważonego rozwoju na gospodarki państw członkowskich UE. Analiza będzie opierać się na podejściu wykorzystującym metodę obwiedni danych (ang. DEA - Data Envelopment Analysis), która pozwoli określić skuteczność tej polityki. Powinno to przyczynić się do lepszego zrozumienia zachodzących procesów zrównoważonego rozwoju, zapewniając możliwość monitorowania, prognozowania i szacowania wpływu poszczególnych czynników na gospodarkę UE w aspekcie ekonomicznym, społecznym i środowiskowym.

Celem artykułu jest krytyka założeń leżących u podstaw koncepcji zrównoważonego przedsiębiorstwa, tj.: zagrożenia egzystencji człowieka wynikającego z degradacji stanu środowiska naturalnego spowodowanego rozwojem gospodarczym oraz związanej z nim wiedzy o potrzebach przyszłych pokoleń. Wskazano na konsekwencje przyjęcia koncepcji zrównoważonego przedsiębiorstwa dla praktyki zarządzania organizacjami gospodarczymi. Jedną z nich jest wzrost kosztów prowadzący do utraty konkurencyjności. Rozwijana jest teza głosząca ideologizację zarządzania poprzez stosowanie miar efektywności wykraczających poza tradycyjny rachunek zysków i strat. Miar związanych z degradacją środowiska naturalnego wykorzystywanych w zależności od bieżących interesów politycznych. Formułowane tezy poparto danymi statystycznymi, opiniami ekspertów oraz wynikami badań socjologicznych.
The aim of the article is a critique of the assumptions of the sustainable enterprise concept, i.e. the threat to the existence of humankind as a result of the environmental degradation caused by economic development and the knowledge on the needs of future generations. What was indicated were the consequences of adopting the sustainable enterprise concept for the organizational management practice. One of them is the increase in costs leading to loss of competitiveness. The argument is being developed that management is becoming ideological through the use of efficiency measures that go beyond traditional profit and loss accounting. What is meant here are measures linked to the natural environment degradation, used depending on the current political interests. The thesis was supported by relevant statistical data, expert opinions, and sociological research results.

The article analyses the importance of an active role of the state in achieving the Sustainable Development Goals. Its starting point is that despite the fact that today there is a growing recognition in the world that for the implementation of sustainable development an active role of the state and local self-governing communities is indispensable and despite the fact that in Slovenia such a role of the state in implementing sustainable development stems from its Constitution, so far, too little has been done in Slovenia to achieve the Sustainable Development Goals. The purpose of this article is to analyse theoretical arguments and the Constitution in order to show the need for an active role of the state in implementing sustainable development goals, and also to discuss basic steps to be implemented in order to achieve an active role of the state in Slovenia. In this article comparative and analytical methods were used in studying the literature and regulation. The article, based on theoretical arguments and the constitutional analysis, identifies the need for an active role of the state in implementing sustainable development goals, and proposes arguments for it and also basic steps toward an active role of the state. The discussed topic is new and this article contributes to the field some fundamental arguments for the active role of state and for the more comprehensive policy-making. The article offers theoretical and constitutional arguments to be implemented in order to transform the present role of the state from a passive one into an active role and its findings are meant to be used by policy-makers and law-makers as a significant argument to pursue more active role of the state in implementing sustainable development goals.
W artykule przeprowadzono analizę znaczenia aktywnej roli państwa w osiąganiu celów zrównoważonego rozwoju. Punktem wyjścia jest fakt, że mimo iż współcześnie na świecie wzrasta uznanie dla wdrażania zrównoważonego rozwoju, to niezbędna jest aktywna rola państwa i lokalnych wspólnot samorządowych. W Słowenii taką rolę odgrywa państwo, co wynika z Konstytucji, jednak uczyniono tu zbyt mało, aby osiągnąć cele zrównoważonego rozwoju. Celem opracowania jest analiza argumentacji teoretycznej oraz Konstytucji w celu wykazania potrzeby aktywnej roli państwa w realizacji celów zrównoważonego rozwoju, a także omówienie podstawowych kroków, jakie należy podjąć. Wykorzystano metody porównawcze i analityczne w badaniu literatury i regulacji. Autor, opierając się na argumentacji teoretycznej i analizie konstytucyjnej, identyfikuje potrzebę aktywnej roli państwa w realizacji celów zrównoważonego rozwoju, a także przedstawia argumenty przemawiające za tym oraz proponuje podstawowe działania. Omawiany temat jest nowy, a niniejszy artykuł wnosi do tej dziedziny kilka podstawowych argumentów przemawiających za aktywną rolą państwa i bardziej kompleksowym kształtowaniem polityki. Ponadto opisano argumenty teoretyczne i konstytucyjne, które należy zastosować w celu przekształcenia obecnej roli państwa z roli pasywnej w rolę aktywną, a poczynione ustalenia mogą być wykorzystane przez decydentów i ustawodawców jako istotny argument do kontynuowania bardziej aktywnej roli państwa w realizacji celów zrównoważonego rozwoju.

The article examines the evolution of the concept of sustainable development and the implementation of its principles at different levels of government in Ukraine. It is proved that decentralization is an instrument of realization of the state policy to ensure sustainable development of territorial communities. The territorial community is seen as a complex dynamic weakly structured self-regulating system. The task of management of sustainable development of the territorial community, based on the tasks and principles of decentralization, is proposed.

The concept as the system concept is arousing the sustainable development a lot doubts by comparing expressions in the name about contrary meanings. This notion coming originally from the forest administration region, in the 21st century immanently is connected with the ethicaleconomic concept of essential needs and with the idea of limited possibilities of the environmental global system. Accurately and briefly essence of the problem of exaggerated consuming the natural environment and intensifying antropopression is returning the determination “border of height”. Poland undergoing a systemic transformation so far more has common to the imitative modernization than the sustainable development. Hence also not there is a role of the education for overrating: natural, ecological, sozological and environmental in action to his thing. The both formal and unofficial education is shaping desired socially needs, attitudes and patterns of behaviour, including them in expected and useful environmentally and ecologically moral values and ethical principles. Based on not next to formulate it is possible strategies of education, environment-friendly action which would be well up to ecohumanistic existence. Concluding, success of the sustainable development – not only economies – is becoming possible thanks to the knowledge: natural, ecological, sozological, economic and ethical.
Koncepcja zrównoważonego rozwoju jako koncepcja systemowa wzbudza wiele wątpliwości poprzez zestawienie w nazwie wyrazów o sprzecznych znaczeniach. Pojęcie to, pochodząc pierwotnie z leśnictwa, w XXI wieku immanentnie związane jest z etyczno-ekonomiczną koncepcją podstawowych potrzeb i ideą ograniczonych możliwości globalnego systemu ekologicznego. Trafnie i skrótowo meritum problemu nadmiernego zużywania środowiska naturalnego i nasilającej się antropopresji oddaje określenie „granice wzrostu”. Polska, przechodząc transformację systemową, jak dotąd więcej ma wspólnego z modernizacją imitacyjną niż ze zrównoważonym rozwojem. Stąd też nie do przecenienia jest rola edukacji: przyrodniczej, ekologicznej, sozologicznej i środowiskowej w działaniach na jego rzecz. Edukacja, zarówno formalna, jak i nieformalna, kształtuje pożądane społecznie potrzeby, postawy i wzory zachowań, ujmując je w oczekiwane i przydatne środowiskowo i ekologicznie wartości moralne i zasady etyczne. W oparciu o nie z kolei formułować można strategie działań wychowawczych, proekologicznych, które zorientowane byłyby na egzystencję ekohumanistyczną. Konkludując, powodzenie zrównoważonego rozwoju – nie tylko gospodarki – staje się możliwe dzięki wiedzy: przyrodniczej, ekologicznej, sozologicznej, ekonomicznej i etycznej.

As part of ecophilosophy, new thinking and action models are proposed in harmony with the natural environment and the vision of sustainable development. The models contain axiological (eco-axiological) indications often justified by different positions, including anthropocentric and biocentric. The article presents axiological indications of selected concepts of ecophilosophy and the methods of their implementation into social practice. Thus, this article raises the question of how a man, and more broadly: the progress of humanity, is the starting point and also the point of arrival of this concept? For ambivalence (which can easily be noted here), creates a varie-ty of dilemmas, which opens a new field of discussion in various disciplines, including philosophy, and bioethics. One of them (speaking more in detail) is whether the concept of sustainability in the matter of human development and environmental protection means the same as the Aristotelian principle of “golden mean”? The answer, which is given, is negative. The author proposal: is the need to assimilate the principle of the “golden mean” in the framework of the concept of human development and environmental protection. This will be her love for the human person, discovered in a free and flawless conscience.

The main aim of this paper is to assess the impact of internal and external determinants for the sustainable development of industrial enterprises in Poland in the period from 2010 to 2019. The sustainable development of enterprises means the development in economic, social and ecological spheres. Its level depends on a number of external factors, which, for the needs of the study, have been identified with the quantitative socio-economic development of the country, and internal factors, which have been limited to assessing the financial situation. The first part of this paper presents the basic theoretical issues related to sustainable development and its determinants. The second, main part presents the results of the study, which show that both internal and external factors affect the sustainable development of enterprises. In the vast majority of cases, macroeconomic factors have a greater impact.
Podstawowym celem artykułu jest ocena wpływu determinant wewnętrznych i zewnętrznych na zrównoważony rozwój polskich przedsiębiorstw przemysłowych w latach 2010-2019. Zrównoważony rozwój przedsiębiorstw oznacza rozwój w trzech sferach: ekonomicznej, społecznej i ekologicznej. Jego poziom uzależniony jest od czynników, zewnętrznych, które na potrzeby badania utożsamiono z ilościowym rozwojem społeczno-gospodarczym kraju, oraz czynników wewnętrznych, które ograniczono do oceny sytuacji finansowej. W artykule zaprezentowano podstawowe zagadnienia teoretyczne związane ze zrównoważonym rozwojem i jego determinantami. Przedstawiono także wyniki badania, które pozwalają stwierdzić, że czynniki zarówno wewnętrzne, jak i zewnętrzne mają wpływ na zrównoważony rozwój przedsiębiorstw. Przy tym w większości przypadków wyższy wpływ mają czynniki makroekonomiczne.

Ukraine is an aviation state that has a full cycle of development and serial production of aircraft, commercial operation of civil aviation, training and retraining of professionals for the industry. The level of development of air transport determines not only the country's image, but also the sustainable development of its national economy. The article presents a structural analysis of the trends in the development of world aviation transport, as well as the economic development of aviation transport in Ukraine and its infrastructure. The authors pay special attention to the study of the factors of the seasonality of air transportation and their influence on the results of the operational activities of air transport in Ukraine.
